Richard Loitam, a young architecture student, from manipur, was found dead in his hostel room on 18 April. The most contentious aspect of this murder – and its shoddy investigation – is this: Is Loitam’s death damning proof of racism or not? This in turn has led to a broader debate as to whether people from the North-east are, in fact, victims of racism.

Home Minister P Chidambaram dismissed the problem in Parliament as “subtle discrimination” experienced by a wide range of communities: “Some years ago, it was based on language. Sometimes it was based on regions. Every south Indian, who came to Delhi, was called a Madrasi. Things have changed.”

Investigation of the mysterious death of Manipuri student Richard Loitam has taken an intriguing turn even as the police continue to probe into the possibility of his death being caused by a road accident.

Based on the nature of wounds the 19-year-old sustained, which include multiple injuries to his forehead, chest, face and thighs, an opinion has emerged among forensic experts that the boy was beaten by more than the two students. A case of murder has been registered but there have been no arrests yet.

While experts are yet to establish the exact cause of the death, the police and the college management agree that Loitam was attacked on the night of his death.

Brawl or racism?

But ever since the teen’s death made national headlines, activists and journalists have agonised over one question — was it an attack on a human being or a crime against humanity?

During the April 29 “Justice for Richard” protest in the city, there were murmurs about racism and hate crime. But protest leaders were quick to dissuade the agitators from making such claims.

“The brazenness of the attack has the classic symptoms of racism,” argues Johnson Rajkumar, Associate Professor of Visual Communication, St. Joseph’s College, who also hails from Manipur.

The Manipur Students’ Association Delhi (MSAD) had organised a demonstration and a candle light vigil on 29 April 2012 to condole the untimely lost of Richard Loitam and to protest his murder on 17th April by his hostel mates and the denial of justice. MSAD had held institutionalised racism by established institutions including the law enforcing agents as the gravest threat to the security of racial minorities and a big challenge to humanity and justice in India.

 

The demonstration at Jantar Mantar from 2.00 to 5.30 pm., that began with two minutes silent condolence was attended by above 300 persons including the representatives of Arunachal Students’ Union Delhi, BJP (Northeast Cell), Aavam (Delhi), Campaign for Peace & Democracy (Manipur), Delhi A’chik Youth Association (Meghalaya), Delhi Association for Manipuri Muslim Students, MSAD, Manipur Women Gun Survivor Network, Naga Students’ Union Delhi, Northeast Helpline Centre, Zakir Hussain College Students’ Union, Zillai (Mizo), and others. The candle light vigil at India Gate, 6 to 8 pm was attended by more than 700 persons.

 

All those who had attended the programmes had condemned the crime and expressed their concern for the aggrieved family of Richard. A memorandum endorsed by all and addressed to the Prime Minister of India (copied to Union Home Minister, Chief Ministers of Karnataka and Manipur) had raised the following demands:

  • To set up a special investigation team to transparently investigate into the case and those held guilty be booked immediately.
  • The Acharya NAV School of Architecture and the officials be booked and punished according to the law for the negligence towards Richard, tampering of evidences, hindering and for impending the case.
  • To take up immediate and adequate initiatives to ensure security of the emigrant workers (employees), job seekers and students from the Northeast who are vulnerable and exposed to all forms of racial discrimination and attack in the mainland metropolitan cities and institutional establishments.
  • The case should be converted to a homicidal case as the preliminary post mortem report shows proofs of severe physical assault and internal injury which is the cause of death.
  • Investigations should be swift and thorough.

 

MSAD had called upon the people cutting across community, territorial, and political boundaries to collectively fight for justice and against institutionalised racism in India.

About the petition: 

On the 18th April 2012, Loitam Richard, a 19 years old architecture student was found dead lying in a pool of blood in his hostel room. Police investigation and witness have revealed that he was assaulted the day before in his hostel and died sometime during the night.

Archarya NRV school of Architecture, Bangalore, the investigating police team and some news daily have blamed the death possibly due to a minor road traffic accident he met few days ago and drug abuse.

However, his parents believe he was severely assaulted and died sometime soon without anyone coming to his help. Initial post-mortem have revealed that he had sustained head injury with bleeding in his brain and several other injuries in his body including wounds which we believe are defensive in nature.

Many days have passed, and no one has been arrested or held accountable for the unfortunate incident and questionable events that followed after.

According to his parents, Richard was the best son they could wish for, who was very strong academically and in sports. They strongly deny the story of linking drug abuse to the death of their well-mannered son and believe it is an attempt to malign and defame their loving son and the tragic incident.

Please join us in demanding a fair and thorough investigation, including looking for possible aggravating factors as deserved by any other citizen of India and give justice to Loitam Richard and his bereaved family.
