New Delhi, May 10 (agencies): A self-styled commander-in-chief of banned Manipuri outfit Kangleipak Communist Party (MC) was arrested from Bangalore by a Delhi Police team, police said today.Nangthanbam Anand alias Malengamba (36) was apprehended from Bangalore on May five following investigations into the seizure of 200 kg ephedirine worth Rs two crore from an alleged KCP (MC) militant on April one.Anand was allegedly involved in the throwing of bombs into Imphal Raj Bhavan in 2008.“Napolean who was arrested on April 1 told us that he was working with one Robindro. Investigations revealed that Robindro is a trade partner of Malengamba, whom we learnt was operating from Karnataka,” Arun Kampani, Deputy Commissioner of Police (Special Cell), said.A laptop, seven mobile phones, pen drives, internet broadband connection and documents, threat e-mails and extortion letters related to KCP (MC) have been recovered. The accused was brought to Delhi and is in police custody till May 13.After the arrest of Napolean, Delhi Police had claimed that the militants from the north-eastern region have started indulging in drug trade to cough up money for their activities besides extorting money from government officials and contractors.Anand studied upto Class IV and was unemployed. In 2002, he was arrested in a criminal case and thus met with one Thockchom Nando, who motivated him to join his outfit KCP (Tabungba) Group.“The outfit was involved in extortion and killing innocent people. Subsequently in 2009, Nando met him in the jail again and directed him to raise another faction in the name of KCP (Malengamba). He was also nominated as Commander-in-Chief of the outfit.“He extended threats to various political leaders, government officials and MNC executives in order to get protection money. When police in Manipur built up pressure on him, he along with his wife Salima Soibam and son Jemson shifted to Goa. After staying there for a short span of time, he shifted to Bangalore about seven months ago,” Kampani said.Anand allegedly used to get directions from Nando from Central Jail in Sajiwa from his mobile phone. Nando used to recruit cadre from jail and give the detainee’s contact number to Anand.

IMPHAL, May 12 (NNN): Intensifying its protests against the unavailability of school textbooks in the market, four students `™ unions of the State`“All Manipur Students`™ Union (AMSU), Democratic Students`™ Association Manipur (DESAM), Manipur Students`™ Federation (MSF) and Kangleipak Students`™ Association (KSA)`“today lambasted the State government of playing with the life of the students.

Speaking to the media at the office of AMSU in DM College campus at about 5 pm today the students`™ bodies said that their stake-outs and vigils and a tip-off by a teacher led to the discovery on May 11 of some 6000 school books being stashed away clandestinely inside Shakhi Devi High School in Uripok.

Unfortunately, as the students`™ activists went to the school to survey and ascertain the fact, police had intervened, they said.

They complained that even as a summer vacation was supposed to begin next month, schools in Imphal valley have declared the vacation prematurely, depriving the students of education.

The fact that the government is only interested in recruiting teachers and not concern about textbooks not being available in the market speaks a lot about the rot in the education system and corruption, the students`™ activists said. `Printing of textbooks is hardly profitable while recruiting teachers involve exchange of fat money within the government,` they said.

IMPHAL, May 13: The Human Rights Initiative (HRI) coordinator Satyabati has charged the Child Welfare Committee (CWC) of not performing its duty.

Addressing media persons at Wankhei Thangapat Mapal today, Satyabati said that the HRI was intimated regarding a case of abduction of a minor girl.

The minor girl identified as Meisnam Debita Devi, 15, d/o Landhoni, a resident of Keishampat Mutum Leikai was allegedly abducted by one Akoijam Kishmat Singh, 21, s/o Ibomcha, a resident of Wangkhei Akoijam Leirak.

According to Satyabati, even as Kismat`™s father Ibomcha was approached by Landhoni and her family members on May 9 regarding the issue, Ibomcha and his family physically assualted them and also threatened them.

In this regard, the victim`™s families had lodged a complaint against Akoijam Kishmat and his father Ibomcha with the OC of Imphal Police Station for immediate rescue. However, the matter has not been taken up yet by the police, the HRI coordinator further alleged.

She further stated that, the Juvenile Justice Board meant to tackle cases related to criminal offence involving children is not functioning in the state, the CWC officials were also intimated of this case. `They are the concerned body to look after the welfare of children, a girl child has been kidnapped and is in police custody as of present, they have not addressed the issue in spite of a notification tendered to them earlier`, she said.

A special police unit comprising of 20 personnel has been set up under the JJB,they are remaining obsolete as of yet, `where will she be put up, a minor cannot be kept at the police station`, she alleged.

IMPHAL, May 21: Eastern Sporting Union, Wangkhei has lifted this year’s Th Birchandra Football Academy U-16 football trophy after defeating TBSFA.
In the thrilling final match played today at Toubungkhok, the Wangkhei club rely on a spot kick delivered by N Loken in the 23 minute which found the net. The match ended in 1-0 in favour of ESU.
ESU earn the spot kick as TBSFA defender Chingkheinganba handled the ball inside penalty area.
Referee Sh Suresh had no hesitation in awarding a spot kick to ESU and Chingkheinganba was sent off.

IMPHAL, May 24: Preparations for the smooth conduct of tomorrow`™s Imphal Municipal Council election in all 27 polling stations under the municipal council is all set with all police personnel deputed by the state for the polling stations already stationed at their respective polling stations since this evening and the arrival of the polling personnel with the Electronic Voting Machines to their respective polling stations.

According to the official reports of concerned election Returning officers of both districts, all the poling personnel equipped with the Electronic Voting Machines along with deputed state security forces which were made to dispersed from the respective DC offices of Imphal at Porompat and DC office of Imphal West at Lamphelpat have reportedly reached their respective polling stations and ready for conducting the election of each and every polling stations of the 27 wards of the Imphal Municipal Council which will start from 7 am till 4 am.

In the meantime with the sending of the polling personnel along with the state security forces to each and every polling stations for the ensuing polls tomorrow the activation of regular patrolling by the deputed police commandos team called up from the different police stations of both districts of Imphal East and Imphal West have initiated their regular petrol duties from this evening in an around the polling stations of both districts to prevent any election related violence prior to the poll.

In the meantime, as per the final official figure the ensuing election to the 27 wards including seven wards in Imphal East districts and 20 wards in Imphal West a total of 88 candidates are contesting for the 27 councillors while 179 candidates are contesting for the 54 WDC members.

According to the report, after proper assessment of the wards conducted by the concerned police in both districts of Imphal West district and Imphal East, it has been found that 26 Polling Stations have been categorized as Hyper Sensitive polling stations, 77 Polling Station as sensitive Polling Stations while the remaining Polling Station are counted as normal. There will be maximum concentration of security forces to the polling stations of Imphal East during the poll hours as the maximum polling stations in Imphal East district are registered Hyper Sensitive as a result the state government has made special security arrangement for the smooth and successful conduct of the election to the polling stations under Imphal East as well as in Imphal West tomorrow.

In the meantime, the state government considering the intensity of election related crimes which are expected to rise during the eve of the poll, decided to deploy 12 state forces including six armed personnel headed by an Inspector or SI along with four VDFs and two women police constable or women home guards each at the hyper sensitive polling stations; 10 armed police personnel headed by Inspector or SI along with three VDFs along with two women police constables or home guards in the sensitive polling stations while there will be provision of seven personnel including three armed and two unarmed VDFs and two women personnel either from Police or Home Guard in normal poling stations.

On the other hand, an official briefing have already been given to all concerned SPs of the valley districts of the state by the DGP Manipur very recently to ensure that the official directives for security arrangement in connection to the May 25 election is properly maintained and the concerned SPs of the valley districts have also given their official directives to all OCs concerned of Police stations and Outposts to made available the security personnel from the concerned PS and OP.

It may be mentioned that with the inaction of Manipur Municipality Act 1994, in the state the election of Municipal Councils in the state was first held during 1995 and followed in 2001, 2006 and the ensuing election will be the fourth election of the Municipal Council during which election of additional two members of Ward Development Committee for every wards will be held along with the election of councilors of the ward as per a recently enacted rule of the state for the proper implementation of development schemes and projects in the wards.

The ensuing election to the Imphal Municipal Council could be a deciding factor for the ruling Congress party in the state for next years general election with about 50 Congress candidates fighting in the IMC election which is the highest amongst the political parties of the state.

The clamour over the visit by the Nagaland chief minister, Neiphiu Rio, to Senapati district to inaugurate an office of the political party he belongs to, the Naga People`™s Front, NPF, and the whimper with which it all ended was a situation which could have best been avoided with a little diplomatic acumen on the part of the Manipur government. What ought to have been realised all along is that setting up the office of a political party is not what matters in the end, but getting MLAs and MPs elected on the tickets of the party in elections in the state. The government of Manipur, as it had done in the last minute, should have ignored the matter, or even welcomed the chief minister of the neighbouring state and invited him to touch Imphal as well for a tete-a-tete. That would have robbed the wind out of the Nagaland chief minster`™s sail, not so much as a sinister Machiavellian plan, but the goodwill contained in such a gesture would have flattened all political posturing and gimmicks. As all die hard optimists do, we too believe goodwill is excellent diplomacy on its own, intended or otherwise. The Manipur chief minister, Okram Ibobi has clarified later that he had only the consideration of the law and order situation in the state for sending out the advisory to his Nagaland counterpart to refrain from coming to the state for the function, but later relented as the Rio insisted on coming. This explanation seems like an afterthought and a desperate effort to seek an honourable way out of the slippery situation, but it must be conceded he does have a point. After all, the law and order situation Manipur is at this moment, abysmal. Years ago, everybody would remember very well how a former Speaker of the Nagaland Assembly, Thenucho, almost fell victim to bullets of the Manipur police commandos who ostensibly mistook his bodyguards for militants and opened fire killing all in his car, except him. Surely nobody would want to see such a costly catastrophe repeated at any cost.

All well that ends well. The event came and went, and if not for the clamour created by the government, probably it would have been just another ordinary routine event. This however does not mean that the event did not have any ulterior political agenda. It was indeed intended as a symbolic move to send out the message that the push for a Greater Nagaland is still very much alive. The speakers at the function, including the Nagaland chief minister was pretty honest about this. But so long as he does not incite violence, or does anything to disturb the peace, his overture, even if in bad taste, should have been considered as part of his right to free speech. In the opinion of the law of the land too, it had become quite clear after the intense debate on whether the pro-Kashmiri Azadi movement statement made in New Delhi not long ago by maverick social activist and author, Arundhati Roy, amounted to sedition or not. All will remember that the court had in this high profile case, ruled that Roy`™s statement did not, for sedition clause can only be invoked if somebody actually incites violence or calls for breach of peace.

But let those pushing the issue also not be so naive as to believe the NPF is a national party and has the mandate of the provisions of the Election Commission of India, to open office anywhere in the country. It can open offices anywhere but not as a recognized political party by the ECI. A political party can become a national party only if it manages to poll at least one percent of the total electorate in four different state in elections held in these states. Likewise, it will be a state political party if it manages to get the same percentage in a state election. The NPF has fulfilled this clause in Nagaland elections, but in not in any other states as yet. It can aspire to be a national or a regional party but for the moment it is a Nagaland state political party. Moreover, for a political party to be a regional or national party, its primary membership would have to be open to every Indian and not confined to just one ethnicity. The NPF obviously does not satisfy this criterion either and is confined to just the Nagas. If this was otherwise, and the NPF membership was open to all, we would have advised all other communities in the state to flock to it, enrol themselves and domesticate it to make it look like another Manipur party. Jokes aside, the matter could have been handled in a much more matured way, and in the process deflated many trumped up egos as well.

IMPHAL, May 31: The Maring Land Women Development Society has today informed that a complaint has been lodged against senior minister, Y. Irabot, with the Manipur State Commission for Women, for allegedly assaulting at least three women of the Maring Lane area and subsequent firing on the night of May 28 at Maring Lane Imphal East district, under Porompat Police station.

A press conference was held in this connection at the Manipur Press Club today, wherein chairwoman Shangnu, Maring Lane Development Society questioned the motive of the minister resorting to firing several rounds in the air creating fear and havoc in the locality.

She further questioned the right of the minister for the alleged assault meted out to the women folk adding it informed that the incident has been placed before the women`™s commission to deliver justice to the innocent women.

The alleged women victims also took part in the press conference.

The victims were identified as one R. Sangkhambi, 28, w/o R. Korung of Phunal Maring, Uleidar, 30, w/o U. Mopham of Phunal Maring both presently staying at Maring Lane and KB. Shanti, 32, w/o KB. Kothang of Maring Lane.

It may be recalled that a firing incident took place late night of May 28 around 11 pm involving Minister Y. Irabot and Okram Henry, nephew of Chief Minister, O. Ibobi following an alleged abused of a tenant identified as Khambi,15, d/o S. Korung by her landlady identified as Lucy, landing her to the hospital.

IMPHAL, June 2: Brighter Academy has reached final of the U-17 Boys Imphal East district Subroto Mukherjee football tournament. Brighter Academy will meet NEES Khabeisoi in the final to be played on June 4.

In the second semi final played today at Practice Ground of Khuman Lampak Sports Complex, Brighter Academy defeated Keibi High School by a solitary goal.

All important goal for Brighter Academy was scored by Pourinmai in the 46th minute.

In the U-14 boys category, NEES Khabeisoi has reached the semi final as the team defeated NEES Khewa in a quarter final match played today at the same ground. The NEES Khabeisoi won the match with 4-0 scoreline.

NEES Khabeisoi will meet Success School, Khurai in the semi final.

The other semi final lineup for the same age group have also been made and it will be between Kongpal IM and the Manipur Public School.

Both the school defeated their opponents in the quarter final matches played today.

While Kongpal IM defeated Oriental English School by 4-3 in the tie-break, Manipur Public School defeated Brighter Academy with similar margin in the tie-break.

This creates a mixed feeling of both happiness and sadness. Happiness because God is the best guide to pursue the correct path and, ultimately, we all fall back on Him in our times of desperation. Sadness because just a short while ago, the FNR was forced to issue an appeal to the various factional groups, and all other Naga leaders, to reconcile for the sake of the future of Naga people and coming generations. Such an appeal had come in the wake of renewed clashes and war of words between factional groups and inability to hold a meeting across the table at the highest levels of the factions. One is happy that all factions seemed to have adopted a more positive approach since then. One hopes and prays such attitude will continue till an acceptable and durable solution is found. What still troubles is the seemingly effortless violence that erupts in any part of Naga inhabited areas and especially among Nagas themselves. No Naga opposes Naga Nationalism or the high ideals that launched the Naga Movement. But today all Nagas want the violence to stop and for Naga Future to be insured, enabling at the same time, our younger generations an equal opportunity to take their place among other peoples. Violence and fratricidal killings make no sense of Naga Nationalism or Patriotism. Indeed, these defeat the very purpose and objectives of Naga Nationalism. For the sake of the future of Naga children, Naga leaders cannot fail. I am not a “religious” person per se, but I do believe in God and in prayers. I also think that most Nagas have a profound connection with God in their lives. But that is not even the point in this case although the connection may well testify to the strength of the connection between the two! The point here is whether we are true to our stated beliefs. That, to me, is what Easter means. And it will also decide the rise or fall of the Naga people. Sure, the Nagas will have a lot to blame/castigate “India” and “India” has much to answer for – even more to herself than to the Nagas – but the time now is to leave that to God to pass judgement on India. The Naga role will be to ensure the future of the Naga people in the best way we know how.Talking about the future of the Naga people, one of the areas Nagas must focus on is how to create/build a society that works and can actually survive! In this instance, the following is what I read in the February issue of Frontline magazine. I thought, in many ways, they reminded of Naga society at this stage. “Delusions are possessing you,Already, ferocity and brute forceAre labeled strength and valour”The above are taken from Luiz Vaz Camoes’ “The Lusiads” (Frontline, February 11, 2011). The author, Talmiz Ahmad, Indian diplomat and author, is the writer of the piece titled “Strategic Scenarios” (A reflection on the strategic situation in the greater Indian Ocean in the light of the diminishing US influence in the region). The piece is from a review of a book titled, “Monsoon” by Robert D Kaplan. I found the piece very interesting and thought it ought to be shared. The originality of thinking of the reviewer of the book came across quite strongly. Secondly, I thought most Nagas will agree that the above quote, from The Lusiads, quite vividly depicts the Naga society we live in today! Naga pride today has been prostituted and taken down to its lowest possible interpretation of that word. For example, consider the following lyrics that have been passed on through mobile phones for, apparently, quite some time.“Ami (name of tribe) aseTumi ki phutani kuri aseDath Sath girai di boNath sath phulai di bo”It came in the form of rap music and so many young Naga children found it so catchy. But just imagine a future Naga society with such kind of mentality! Third, the book is about the greater Indian Ocean area – geographically from Oman to Indonesia, representing one third of the world’s population. This means North East India is placed bang in the middle of this geographical configuration. The region gains more importance in the backdrop of India’s Look East Policy. Because of the above reasons, I decided to `flag’ this piece and bring it to the notice of our people. I do not know how many of our people will either get hold of or actually ready the book mentioned here. But I do hope that as many as possible will be able to get hold of a copy or of the piece mentioned above and read the review. At this time, when Nagas are so hopeful of a final settlement, our people need all kinds of perspectives. We may individually like each other or dislike, even intensely, one another, but it does not really matter. What matters is what happens to us as a people and how we build our people-hood. We all know that no Naga thinks he/she is inferior to anyone else. This is freedom in the best sense of the word. This is a great position from where to begin to build a level playing field across the board and explains why only accepting each other as equals will actually work in the Naga situation. Sometime ago, the NSCN-IM, while mourning the death of the first woman commander of a Naga Battalion, also noted that they were the first to appoint a woman commander of a battalion. They were right to be proud of this fact. The question now is whether they will also accept all the other factions on a level playing field and bring closer the possibility of a workable and durable settlement of the Naga Issue.

IMPHAL, June 7: Security forces have arrested at least three militant cadres from counter insurgency operations conducted at different parts of the state.A statement issued by the SP Thoubal district, the Kakching Police team conducted search operation at Kakching Lamkhai and arrested one cadre PREPAK (VC) at about 10:30 am yesterday.The arrested cadre is identified as one Oinam Charlie alias Myko alias Shidadba Singh, 28, s/o O. Ibotombi Singh of Oinam Mamang Leikai, Bishnupur district.It said that on preliminary investigation the individual disclosed himself as s/s corporal and to have joined the outfit in December, 2003. He was trained at Chalong, Chandel district, and allotted with army number 203578, it further added.In another incident the Porompat police have arrested two cadres of the UPPK yesterday morning around 5 am from Singjamei Bheigyapati Leikai near Singjamei Bridge informed a statement issued by the SP Imphal East district.The individuals have been identified as one Ningombam Ajitkumar alias Sanjit alias Abung Singh, 35, s/o (L) N. IMPHAL, June 9: The arrested UNLF chairmen RK Meghen, who is in the custody of NIA, has called for stopping all form of extortions in the name of revolution.
The UNLF leader also appeal revolutionaries to give more emphasis on improving work culture rather than engaging in extortions so that peoples could regain faith in revolutionary movement.
The UNLF chairmen made the appeal through mediaperson while he was produced before the special NIA Court in Guwahati today.
Reacting to the recent statement made by Manipur Chief Minister O Ibobi Singh during a function held at Ukhrul district on the matter of holding election to determine whether people supported revolutionary movement or not,  the arrested UNLF leader said outfit’s desire for holding ‘Plebiscite’ and Manipur CM’s observation of holding election to determine fate of the revolutinary movement in Manipur have the same meaning.
While accepting the concept of determining people’s choice on the issue, the UNLF chairmen maintained that the outfit will honour and abide by the people’s mandate provided such Vote is held under the supervision of the United Nations and the people are free not terrorised or threatened.
As long as people remained in tragic state due to heavy deployment of security forces in Manipur, such a Vote would never be free and fair, the UNLF leader asserted.
To a query relating to governance of a revolutionary group fighting for regaining freedom of the people, the UNLF chairmen expressed that the outfit believe in democracy.
Based on culture, tradition and geographical similarities of the hill and valley dwellers in Manipur, the UNLF has been working towards bringing equal economic development of the society  so that it is not dependable to others, Meghen said and expressed hope that revolutionary movement could move forward if people have faith in such a governance.
If the people of Manipur want alternative form of governance other than the India’s capitalist system of governance, a collective effort is needed right from the grass root level, Meghen maintained and called for bringing unity of all the revolutionary groups operating in Manipur.
The UNLF chairmen also called upon revolutionaries who have taken to the wrong path for mere monetary gains to return to the mainstream and work for betterment of the society.
The UNLF chairmen also stressed the need for forming a proactive democratic movement  to challenge undemocratic means of force being utilized by the government to suppress people who are looking for a means to end India-Manipur conflict.
While lauding role played by media in Manipur in every aspect of life, the UNLF chairmen said press-media should be given free hand and no disturbance should be given to them in executing their duty.
RK Meghen was produced before the NIA court this afternoon along with outfit’s organisation secretary and other arrested cadres of the outfit. They would be produced in the same court on June 23 again.

IMPHAL, June 10: The SDC Tiger Camp and PJPC will vie for the 1st NIVSO Cup title, a Khundrakpam Kendra level football tournament being held at Keibi High School ground.

In the second semi final played today, SDC defeated GSC Yumnam Khunou by 3-2 goals.

PJPC stormed into the final yesterday defeating YLYC.

In a keenly contested semi final match, SDC took early lead in the match with a 2nd minute goal from Rojen, who added another goal in the 24th minute to increase the goal margin.

However, GSC player fight back and managed to equalise the two deficit goals in the first half itselt.

While Rupachanda reduced the margin for GSC in the 30th minute, Tomba scored the equalising goal in the 40th minute.

Both the team were locked at 2-2 at the end of first half.

After a tight first half, the second session of the match resumed with SDC regaining momentum and getting control of the match which fetch the team its third goal and lead the match for the second time.

Premkanta scored the third goal for SDC in the 54th minute which eventually seperated the two teams and put the Tiger Camp team into the final.

The match for the third place will be played between GSC and YKYC on June 11 while the final between SDC and PJPC will be played on June 12.
