IMPHAL May 12: A foundation laying ceremony of a new school building for Moirangpural High school was held today at the proposed site at Moirangpural under Andro constituency. Moirangpural high school is among the four schools in Andro constituency that were recently upgraded to high school status from junior high school.

The school has 650 students studying from class III to class IX at present.

Th. Shyamkumar Singh, MLA, Andro constituency, today laid the ceremonial foundation of the new school building. A function was held at the school campus to mark the foundation laying ceremony.

Speaking at the occasion, Th Shyamkumar encouraged the students to be aware of the environment and the issues resulting from deforestation.

He assured the students of the newly upgraded Moirangpural High School of a sum of Rs 5000 to each student who can successfully plant five fruit tree saplings. He informed that he has already acquired several varieties of tree saplings from the concerned department, which will be distributed to the students within two days time, he added.

He also assured an award of Rs 10 lakhs to any student from his constituency who can bag the first position in the State High School Leaving examination and senior secondary examination and another Rs 10 lakhs for the teachers of any school which could produce student with the first position.

He also promised Rs One lakh award for any student from his constituency who could come among the first ten toppers in the state in both the examinations.

He said that the government has been extending its full corporation on many spheres. The government has been helping in developing the infrastructure of the schools, providing free books and other essential items to the schools from time to time.

`Yesterday, 150 pairs of desk and benches were provided to the school from the concerned government department`, he said. He further added that another 150 pairs of desk and benches were provided to Poroukhongjil High school that has 710 students.

The four schools of the constituency that were upgraded to high school status from junior high school recently are Andro High school, Hueikap High school, Moirangpural High school and Poroukhongjil High school.

He further stated that many local teachers as well as others from outside the constituency are engaged in the schools. Shyamkumar added that the teachers of these schools were paid from his own expense every month.

He appealed the invitees, teachers and students gathered in the function to act sincerely and responsibly, as the developmental and welfare initiatives were taken up in accordance with the objectives of free and compulsory education.

The ceremonial function was attended by staffs and students of the school as well as many guardians of the students from the locality.

Lamka May 24: The people of Churachandpur district are intelligent, clever and full of understanding due to which the initiatives of SPF government headed by O . Ibobi Singh to signed tripartite Suspension of Operation , SoO , pact with the central government and the various non `“Naga- hill based UG groups had become possible which is a success thus creating a conducive atmosphere for peace and development in the district.

Stating this the MPCC president Gaikhanngam acting as chief guest of the one day seminar training programme on flagship schemes cum general public awareness of different centrally sponsored schemes in the state at the B Vengnuom community Hall, CCpur today disclosed that the state government will play an instrumental role in the settlement of the SoO problem through dialouge and times are not far when there will be lasting peace in the district.

Eulogizing the Congress(I) led state government for its painstaking effort in taking the state towards peace and development Gaikhanngam further pointed out that he cannot understand the philosophy of certain groups in certain pockets of the state why Congress (I) candidates are not allowed to contest and voters not given a chance to vote for them freely.

While maintaining the government will find out an immediate solution to the problems of SoO groups he urged the gatherings to cooperate with the Congress government and vote the party to power in the next general election.

On matters related to the flagship programmes of the government he said it is meant to take the state much ahead of other states in terms of development and for that matter creation of more and more infrastructures and implementing the programmes effectively is needed.

He said the 15 flagship development programmes of the state government are meant to benefit the people living in the most central and peripheral areas of the state abundantly.

Stating the government is meant for the people he said it will be a blunder, if the people remain mute to the government activities and and as such the people need to be vigilant, and then tender correction wherever and whenever required.

He has also appealed to the people to give negative or positive feedbacks on the programmes of the government.

The occassion was also attended by TN Haokip minister IPR/PHED/ Tourism , L Jayenta Kumar Singh minster health , Fw & cooperation , DD Thaisi minister education & YAS, T Manga Vaiphei MLA besides the ADC/ CCpur chairman Langkhanpau Guite who all addressed the gathering.

The programmes which commenced from about 11 am concluded at about 2 pm and the ministerial team left CCpur after lunch.

IMPHAL, May 30: The women bodies of Pallel areas under Chandel District have expressed their serious concerned over the ever increasing illegal smuggling and selling of drugs in Chandel district and Pallel areas.
A joint press statement issued by Chingtam Nupi Lup, Pallel, All Tribal Women’s Organisation (ATWO) Chandel District, Mahila Mandal Pallel mentioned that hundreds and thousands of youngsters are becoming victims of these narcotic drugs. Parents and guardians are crying to save their children from the from the drugs. The society is polluted and the future of the youngsters is on the verge of downfall and destruction due to the presence of large numbers of drug smugglers and sellers.
It is also mentioned that the organizations have been working hard to find out the ways and means to checked illegal smuggling and selling of drugs in Pallel areas and Chandel district. Action Plan has been contemplated to take strong action on whoever found guilty including eviction of places of illegal activities, expulsion from the locality, handing over of the culprit to the authority concerned for taking befitting action etc.
The joint statement further mentioned that, the organizations hailed the BSF for arresting Winson Shinglai of Yeason village, Ukhrul District and presently staying at Island village near Pallel with drugs worth lakhs of rupees. He has been suspected by the people since a long time back but could not do anything due to lack of evidence, it maintained.
It has further stated that he is one of the main smuggler of drugs not only in Chandel district but to the whole part of Manipur. He pretended to be a driver of the vehicle where drugs were recovered by the BSF. But he drives to smuggle drugs to different parts of the Manipur and even to Dimapur and Nagaland as per the findings made by the organizations, it maintained.The statement also mentioned that, Winson Shinglai should be tried in the court of law and he should imprisioned to life if not be hang to death. because it is better one man die instead of thousands of youngsters to be perished.
It is also mentioned that, moreover the organizations also hailed the recent arrest of MK Ringneihoi w/o Parpa Samson Chothe of Chothe Khunou presently residing at Pallel Bazar by the Manipur Police Commandos for smuggling and selling of drugs. This couple had been on the trial by the public of Pallel for their suspicious movements, it added.
The joint statement further appeal and seeks the cooperation of the public and law enforcing authority and to conduct frequent raids at the suspected places, including residential houses, shops etc to check and control the menace of growing illegal trade of drugs in Pallel bazaar and Chandel district to make their places and drug free zones.
The joint statement also reminded the concerned shop owners and Pharmacists to stop selling of illegal drugs items like Kores, Erax, Dendrite etc and any other harmful substance from June 6 next month in Pallel bazaar areas and the joint organizations have also decided to conduct raids in the shops and suspected places and any shopkeeper including including pharmacists, individuals are found selling, keep stocks or having possession of  any narcotic drug items, they will be given strong punishment as desired fit by the organization and there will be no further warnings or excuses the release added.

The rains have halted for a while. It will be back soon in bigger monsoon torrents if all goes as per normal seasonal cycle. But this break can be made used of meaningfully by the government. The least it could do is to fill up the potholes on the roads as well as repair weak spots before the rains return. Now that weather forecasts technology has advanced so much, it can actually plan out its work schedule much better than it could 10 years ago. Investing in renovation works now will save the government a lot more money in the near future, for the potholes and weak spot, if left unattended, would virtually trigger total or at least much more substantial damages of the roads during the monsoon. One wonders why this thought does not occur to the government on its own without anybody having to remind it. Local MLAs which are the eyes and ears, as well as guardians of the constituencies they represent, should have brought up the matter before the government for necessary action. Or is it a case of there being no such system of feedback in the establishment. If there isn`™t any, it is time for the government to introduced one. Let the government also realise that it would not only be saving expenses in the long run, but also doing a great service to the people it is supposed to serve.

We wonder why the government gives so little attention to maintenance of infrastructure. If it were to give the matter of maintenance a fraction of the attention that it gives to laying foundation stones or inaugurating new public infrastructures, so much would have been set right. The enthusiasm for the latter is such that our leaders would even agree to lay foundation stones or inaugurate structures ranging from public toilets to community halls where they would make fiery public speeches with an air of self assumed grandeur of imagined epic proportion. Perhaps as a tactics, a tradition should be introduced where our leaders are encouraged to cut the ribbons even in cases of public infrastructure renovation works and allowed to make speeches. This hopefully will encourage them to think of repair works more seriously and with far greater interest.
Jokes aside, this is a matter of concern, and indeed a big lacuna in the attitude of the government. Nothing, absolutely nothing, can keep in good shape without routine repair renovations. Roads are no exceptions. So why does the government not keep aside a separate budget for this purpose. We would even suggest a different government department with the responsibility of ensuring repair works are executed promptly, catching signs of damages early and fixing them before they get extensive. Let us remind the government once again that such a policy would save it considerably amount of money and quality time rather than put more pressure on its exchequer. It does not have to be recruiting fresh employees. It is just a matter of introducing a new structure to division of work responsibilities in its engineering departments. What seems to be also missing is a system of accountability. If a certain stretch of road or for that matter any government infrastructure is in a bad condition or have not been built as per specifications and standard, there should be somebody to answer. As for this latter proposition, in all likelihood the system already exists. The question is, if this is so, why are damaged roads left unrepaired for months until the damages become so extensive that the public are left with no choice than to resort to public agitation?

Nothing seems to be urgent in the eyes of the government. The only things that perk it up are the periodic mock epics and tantrums from various warring civil society bodies which are supposed to be challenges to the territorial integrity of the state. The war drums and war cabinet meetings recently over the opening of a party office of the Naga Peoples`™ Front, a Nagaland state political party, at Senapati headquarters by the Nagaland chief minister, Neiphiu Rio, is just the latest example. It may be recalled, all the clamours in the end proved to be nothing more than what the great bard William Shakespeare said in those immortal lines: `a story told by an idiot, full of sound and fury, signifying nothing.` Instead of wasting its energy on such frivolous matters, we wish it would give more priority to keeping public utilities in good shape. For all one knows, such a shift in priorities would in the end prove to be the solution to episodes such as that of the Senapati fiasco.

At its crux, there are only two known ways of resolving a conflict of interest. One is to crush the weaker of the two with brute force and the other to reach a democratic consensus. The civilized norm of the modern world being the latter option, the need is to explore its possibilities, wherever conflict has come to stay, at least until a more perfected mechanism is evolved. For the moment, we can only foresee all putative future conflict resolution mechanisms as derivatives of the democratic system, the latter being known for its resilience and almost infinite accommodative capacity. But it must be acknowledged that often the most vocal advocates of democracy have regressed into the logic of an atavistic past where only force mattered. The objectionable interventions in the Middle East and West Asian have said this eloquently. It is a matter of pessimism that war still seems unavoidable even in the days of democracy. A qualification needs however to be added here. In the UNDP Human Development Report, HDR, 2002 with the theme “deepening democracy in a fragmented world”, one of the many interesting patterns of national behaviors that evolved from empirical data on wars in the second half of the 20th Century is, no two democracies have ever gone to war with each other. Quite obviously, these nations have discovered an alternative ground on which to thrash out vexed issues. The indication is also, democracy is a versatile medium for this meeting of minds and resolution of conflicts.Even in our situation, there have been very strong tendencies on very many occasions to return to the former method of conflict resolution, which basically has a one-line philosophy made famous by Joseph Conrad’s fictional character, Kurtz in Heart of Darkness – exterminate the brute. But, as in this story, the scale to decide which is the “civilized” and which the “brute” between the exterminator and exterminated, becomes extremely blurred. But the values of democracy, with its insistence on giving each and every one a say, regardless of numerical or physical strength, have generally managed to keep this tendency in check. There have been occasions when this inner moderation snapped, as in the case of the Naga-Kuki feud, Meitei-Meitei Pangal mayhem, and Kuki-Paite fratricide, but it would be reasonable to presume that many more would have been prevented by this inner cord. For indeed although our society seemed at certain junctures to have reached points of explosive of ethnic violence, nothing so catastrophic have happened so far. This however does not mean the dark forces of violence have been successfully subdued for all times. We still continue to sit on a dormant volcano which can with provocation come alive again. And provocations there have been and there will be by those who either do not understand or believe in the healing power of accommodation and mutual respect that democracy recommends.There have also been plenty of talks of a dialogue between the civil societies of the different communities that are at loggerheads. This is welcome, but a dialogue devoid of a willingness to accommodate can possibly lead nowhere. A dialogue or a discourse is not simply about convincing the opposing party to surrender to the will of the other party, but of discovering, or rediscovering as the case may be, of common grounds on which to build the foundation of the future together. This spirit has never been conspicuous in all the vociferous claims for the need for understanding and good neighbourliness. By democracy we do not necessarily mean only the number game. This is a necessary ingredient, but it is far from being a sufficient condition. Equally important, it is also about justice, and in evolving this understanding of justice, the premium must be on reason and creative insights into what is common good. Here concept of freedom is also important. Without individual freedom, the aggregate of which is what constitutes freedom of larger social grouping, including the nation, there can be no democracy. But again, as philosopher Isaiah Berlin said, freedom cannot be without any conditions. Absolute freedom for the wolves translates into death for the lambs. Freedom then can make meaning only if it is moderated by reason and a commonly legislated rational law.
