IMPHAL, January 27: Altogether six powerful Improvised Explosive Devices exploded on the Repyblic day in different places of the State including an explosion just about 100 metre far from the venue of the State function at 1st Manipur Rifles parade ground.

However, no casualties were reported during the multiple blasts.

The first explosion was reported around 7 am on the Imphal River bank near Moirangkhom Hicham Yaichampat about hundred metres away from the 1st MR parade ground, the starting point of the Republic day parade. Seconds after the first explosion, another IED exploded at Khoyathong Pukhri Achouba Mapan.

The two explosions were reported before the commencement of the Republic day parade.

Meanwhile, two powerful explosions were reported during the Republic day parade around 8.30 am at the Imphal river bank near KR Lane and 9.10 at Golapati.

On the other hand, both Thoubal and Bishnupur districts also reported one each IED explosions on the same day.

The first explosion was reported around 9.05 am at Wangjing Purana Heitupokpi Mamang Leikai under the jurisdiction of Thoubal Police station while the second IED was exploded 9.30 am at Loukoipat junction under Bishnupur police station.

IMPHAL, January 27: The bandh imposed by the Lilong Political Unified Link (LIPUL) on January 23 to January 25 leading to the death of a teenage boy and injuring several others was illegitimate, the Lilong United Political Forum (LUPF) declared today.

Speaking to media persons during a press conference held at Manipur Press Club, LUPF advisor Dr Abdul Salam said LIPUL has been boycotted from the Lilong area forever.

He demanded a white paper on the understanding brought between the government and LIPUL which led to the suspension of the agitation.

Salam said the people of Lilong are raising questions on whether LIPUL`™s agitation was politically influence.

He further said the LIPUL has failed to acknowledge the step initiated by the local MLA, Abdul Nasir, who had relentlessly done his best with regards to the demand of widening the road.

He alleged that the particular bandh has caused huge inconveniences and loss to the people and that no relaxation was given to anybody during the bandh.

It was unfortunate to learn that LIPUL has failed to render any help physically or mentally to the families of the deceased minor and injured persons who had supported the bandh, and added that the agitation is opposed by the people of Lilong.

IMPHAL, January 27: Chief Minister Okram Ibobi Singh presented blankets to 12 selected village chiefs from the five hill districts including two from Sadar Hills during the beating the retreat ceremony today at the 1st Manipur Rifles ground.

The Chief Minister also distributed prizes to the winners of the Republic Day march past parade.

In the uniformed category, the Manipur Jail contingent bagged the first position, the Civil Police Imphal West (Female) contingent came second and the BSF Manipur bagged the third position.

Among the NCC groups, Sainik School, Imphal secured the first position, NCC senior Air Wing came in second with the 11th Manipur Battalion NCC Senior Boys coming in the third position.

The National Sports Academy (NSA) boys and girls begged the first and second spots respectively in the school category with Ananda Singh Higher Secondary Academy and Ibotonsana Girls Higher Secondary School sharing the third spot.

The GP Women`™s College team begged the first position in the college category, while the DM College of Arts (girls) came in the second position while the contingents of DM College of Science (boys) and Imphal College shared the third position.

The Pipe Band of the 40 Assam Rifles of 9 Sect AR of Hq IGAR (S) came in first in the Bands category, while 2nd Manipur Rifles and the MPTC contingents shared the second position. The band of the Forest department begged the third position in the category.

The IFCD department tableau was adjudged the best tableau with the National Rural health Mission display bagging the second spot while the Rural Development and Panchayati Raj tableau and Sarva Siksha Abhiyan tableau sharing the third spot.

The Manipur State Aids Control Society, MACS bagged the first position for the best gate, while the Commerce and Industries department bagged the second spot. The Forest department bagged the third position.

For the cultural presentation, the Khuringmul Cultural Dance Troupe, Chandel bagged the first position, the Star Musical Centre, Khurai came in second while, the dance troupe from Ukhrul, Sikhai Khullen Dance Troupe came in third.

Meanwhile, special prizes were also presented to the chief engineer (PWD) Manipur, chief engineer (PHED), chief engineer (IFCD), commandant 1st Battalion Manipur Rifles, managing director Manipur State Power Distribution Company Limited, MSPDCL, secretary All Manipur Band Parties Association, 9th Indian Reserve Battalion (Mahila) Band, PG Singsit CO 8th Indian Reserve Battalion, Wheel Chair Platoon (differently able person), ex-servicemen contingent and president of the All Manipur Women`™s and Girls Arts and State Committee.

The department of Tribal Affairs and Hills Manipur also presented Rs 20000 each to the cultural troupes participating in the 66th Republic Day celebration.

Meanwhile, a combination band including the Manipur Female Police Band, Manipur Police Band and the Assam Rifles Band also displayed a band performance during today`™s ceremony.

Another highlight of the day was a dance troupe competition which was participated by one each troupes from each of the districts of the State and one from Sadar Hills.

The troupes are M Ningthoupham Cultural Dance Troop from Senapati, Institute of Contemporary Art, Thoubal, Khoirok Cultural Troop of Khoirok Village, Sadar Hills; Chingu Thangjing Women`™s Cultural Artists Association, Bishnupur; Khuringmul Tarao Dance Troop, Chandel; Sri Sri Radha Govindo Seva Dol, Imphal West; Mandeu Youth Club, Tamenglong; Star Musical Centre, Imphal East; Kom Cultural Dance and Research Centre, Churachanpur and Sihai Khullen Dance Troop, Ukhrul.

The Imphal West troupe bagged the first position, Kom Cultural Dance and Research Centre bagged the second position while the Sihai Khullen Dance Troupe bagged the third position.

The first, second and third position holders were awarded with Rs 25000, Rs 20000 and Rs 15000 with mementos.

Today`™s beating the retreat ceremony was also attended by deputy Chief Minister, ministers and higher ranking officials of the State.

Through the decades, two of the most sought after and therefore prestigious jobs in Manipur have been the medical and the engineering professions. In a state where the private sector has been in a state of arrested development, these two formed the cream of all government jobs, except perhaps the Indian Civil Services, but this service is not only difficult to get into but also extremely limited in the number of intakes each year. Given the quality of education imparted in the state especially at the higher levels, this service has been virtually out of reach of most job seekers in the state. The teaching profession itself is also gaining stature in the last one or two decades, thanks to changes in policy priorities of the Government of India, but only in terms of a quantum rise of salaries of those in the profession, but hardly in the quality of services delivered, at least so far. This profession is again another subject deserving closer attention. Starting from the early years of Indian independence till about the time Manipur became a full-fledged state of the Indian Union, Manipur`™s institutes of higher learning could boast of awesome alumni, having produced some of the tallest personalities and leaders of not just Manipur, but many other Northeast states as well. Today these institutions have forsaken this priceless reputation of being the nursery of intellectuals and leaders.
Returning then to the two professions of doctors and engineers, it must be said they have always attracted the most talented students, making sure they had tremendous potential to not only grow in clout, but also spread their influences wide, touching the lives of many if not most in the state. To a very good extent they have indeed been living up to this expectation, however, today the natures of their contributions are becoming starkly different. While the medical profession, besides being an excellent job under the government`™s umbrage, has also become an autonomous enterprise, throwing up competitions within the profession to nudge each other to the pinnacles of excellence, engineering has by comparison stagnated and not grown beyond the status of a good, steady job, and for the unscrupulous, a lucrative one as well, playing along in the now infamous contractor-politician-bureaucrat nexus looting the public exchequer. Corruption however is endemic and all pervasive and it would be unfair to ridicule any particular profession alone of this scourge. Doctors and engineers are however interesting from another point of view as well.

The two are first of all vitally important for any developing economy such as ours, but they are increasingly becoming a study in contrast in Manipur. The evidences are visible everywhere. In the health sector, specialists and super specialists are coming to be an ever expanding tribe of professionals. Quality of health services too have improved considerably. In business terms, the sector is rapidly growing, with perhaps only school education as the only other sector to compete it in terms of expansion in the entrepreneurial sense. There is still a lot more for the health sector to achieve but nobody will dispute, change and growth, especially in the last few decades, have marked this sector. Compare this with the engineering sector, which is still exclusively a government enterprise. Engineers no doubt continue to grow in personal wealth, but not the quality of public infrastructures they create. As for instance, a few eucalyptus trees along our roads can warp our roads grotesquely and dangerously, and this is happening at a time when engineers elsewhere are continually coming up with impossible marvels and wonders to beat elemental adversities. How come our engineers have still not found a solution to the eucalyptus problem? Our drainage systems do not work, road tarmacs are incapable of lasting out a monsoon, water logging in Imphal has become a perennial problem, the technologies that go into our bridges and culverts have seen virtually no development since WWII, there has been little grand or innovative about the new public buildings that have come up, our cities continue to grow with little evidence of plan or foresight… and the list can go on. It does seem somewhere down the line our engineers voluntarily ceased to be engineers and preferred to be managers, or else play second fiddle to administrators. For our own sake and theirs, we hope something changes soon.

State celebrates Republic Day amidst militant boycott call

IMPHAL, January 27: As celebrated in other parts of the country, Manipur also celebrated the 66th Republic day , with Chief Minister Okram Ibobi Singh as the chief guest, amidst the boycott call from militant groups.

The main event was organised at the Kangla fort wherein Chief Minister Okram Ibobi Singh, unfurled the National Flag.

2nd IRB assistant commandant Lunzamung Tunglung led the guard of honour for Chief Minister Okram Ibobi Singh.

The Chief Minister further conferred the Police medal for gallantry, President`™s Police medal for distinguished service and police medal for meritorious service, to 20 individuals which included 12 police personnel, five jail officers and men, three Manipur fire service.

The main highlight of the celebration was a 120-contingent strong parade which included contingents of ex-servicemen, students, security personnel, band parties. 12 tableaus from different department also participated in the parade.

The parade was led by 8th IRB commanding officer PG Singsit as parade commander.

Concluding the celebration, deputy Chief Minister Gaikhangam addressed the vote of thanks at the 1st MR parade ground, which was supposed to be delivered by the Chief Minister.

Recalling the day when India became a Republic in 1950, the Deputy Chief Minister said that today India has become one of the most powerful and respected nations in the world.

Subsequently, a substantial change has been brought in Manipur under the leadership of Chief Minister Okram Ibobi, he said elaborating further that the present government has successfully built a mini secretariats, sports complexes in each districts besides bringing a commendable change in education, health and PHED, irrigation etc.

Infrastructure developments like the State assembly, High Court of Manipur, Mini secretariat have caught the attention of the tourists, he continued.

Maintaining that more changes are imminent under the leadership of the present Chief Minister, he appealed to the public to extend full co-operation for the successful implementation of other projects.

Owing to the absence of a full-fledged Governor from the State, he said the Chief Minister had to receive the contingent salute of the Republic Day celebration at Kangla.

The celebration was also attended by the council of Ministers, MLAs, bureaucrats, top police officials.

Meanwhile, the day was also observed in all districts of the State.

According to a DIPR statement, Chandel district celebrated the Republic Day at Maha Union Higher Secondary School ground with deputy commissioner Ningthoujam Geoffrey as the chief guest.

Cultural programmes, march past parade and prize distribution ceremony mark the day.

The function was attended by village chiefs and officers of the district.

Tamenglong district celebrated the Republic Day at Mini Stadium, Lower ground with DC RH Gonmei, hoisting the national flag. Altogether 23 contingents, which includes civil police, Manipur Rifles, VDF, school and college students, took part in the March past, according to a DIPR statement.

Tamenglong SDPO H Zone Laikho was the parade commander.

JNV girls`™ contingent stood the first, 5th MR Unit School stood second and JNV boys`™ contingent stood third in the March past competition, the statement said.

Tamenglong District News Bulletin published by District Information Office, Tamenglong and a magazine `Orange Festival 2014`™ published by State Level Orange Festival Organizing Committee were distributed during the function, it said.

Senapati district celebrated the 66th Republic Day at Mini Stadium Ground, Senapati with deputy commissioner Jacintha Lazarus as the chief guest, according to the statement.

It said a contingent led by SDPO PS Daiho gave Guard of Honour to the DC on her arrival at the celebration.

Speaking on the occasion, the DC appreciated the civil society leaders and tribe leaders for maintaining tranquillity and said that this will bring progress and prosperity in the land, according to the statement.

She also said that the District Administration has been trying to deliver goods to the public without any discrimination and biasness and all these are attributed to the collective efforts being rendered by the SDOs, DLOs and their subordinate staffs, it said.

The DC also informed that Senapati district is selected as one of the pilot district to implement a scheme as `Beti Bachao, Beti Padao` which is basically targeting the girl child and to ensure that there is no discrimination and every girl gets equal right to life and education.

Thoubal district celebrated the 66th Republic Day at Basu Ground, Khangabok, Thoubal.

According to the DIPR statement deputy commissioner, T Ranjit Singh unfurled the National Flag and received the salute of an impressive march past of 54 contingents commanded by Yairipok SDPO Hemanta Singh.

The parade contingents included cultural troupes, police, home guards, NCC boys and girls and students from various schools in the district.

A cultural programme, meritorious awards distribution ceremony and display of band party by 2nd Bn Assam Rifles were among the highlights of the celebration.

The celebration was attended by a large number of people from the nearby villages, it said.

Our Ukhrul Correspondent adds: Ukhrul district administration celebrated the 66th Indian Republic Day peacefully with the deputy commissioner Hrisheekesh Modak taking the salute at Bakshi Ground, Hungpung from the colourful parade contingents.

Addressing at the ocassion, DC Modak while reminding the denizens of the district that the government has made a great stride towards development during the past 65 years of Republic India, has called upon each and everyone to come forward and work together with his administration to bring about peace, prosperity and development in the district.

He also stressed upon the need for improvement in the socio-economic conditions of the people of backward corners like Ukhrul district.

At the same time, DC also lauded the student contingents for taking part in the national event.

Altogether 26 March Past contingents including 15 from different schools took part in the celebration. Among which, Little Angels`™ English School Senior Girls emerged the winner, while Ukhrul Higher Secondary School Girls and Scholar Pakshimi Boys got second and third position respectively.

41 AR, Somsai also exhibited a colourful Band Party Display while AR Somsai School students presented a Choreography item. Moreover, Halang Youth Council and Hungpung villagers displayed grand traditional folk dances.

Meanwhile, a friendly football match was organized as part of the occasion where DC 11 defeated TNL 11 by scoring 7-4. T. Rocky, MPS, SDPO, Ukhrul was the parade commander. Ukhrul SP, SDO, CEO, CO, 41 AR, Somsai, Ukhrul Block headmen also attended the function.

Human Rights Committee of Manipur Students’ Association Delhi launched one month campaign on “IROM SHARMILA, MAKE BY INDIA CAMPAIGN”. The campaign was commenced today(26th Jan.2015) at the University of Delhi and it will last till 28th of Feb, 2015.

The campaign aims to showcast the contradictory of India’s policy of “make in India” and discourse in the North East region especially Manipur. In the 65 years under Indian administration, the government shows no interest to promote productivity of Manipur. Once a self sustained Manipuri economy has now become completely dependent on the import economy based on National Highway. So far their only product is more Police personals, VDF(Village Defence Force) and Special Police Officers (SPO), which results in the brutality and oppression to the people. All the stake holders of the state, political parties and civil society members have silently endorse the politics of AFSPA and its practice.

Indian National Congress strongly opposed the British colonial law- Armed forces special powers ordinance 1942.The same INC passed the Armed Forces Special Power Act in 1958 in more brutal way after some amendment in the Parliament.
The BJP resolved that they will never repeal as long as India exist.
The regional political parties like Trinamool congress, AIADMK, DMK, BSP, Samajwadi, Janata Dal Parivar, BJD continue to support this draconian law. AAP has no difference on AFSPA.
Most of the Indian thinkers, scholars, personalities, journalists have chosen the conspiracy of silence. Majority of the Indian continue to ignore AFSPA. 95% of the Indian intelligentsia believes that India could not sustain without AFSPA.
Indian nationalism could not imagine India without AFSPA.
Most Gandians who believe in non-violence hates Irom Sharmila and people struggle.
Indian political ideology and political thoughts, arthasastrya, religious texts justify everything and anything to sustain in the name of politics and security of the state.
Casteist, sexist and racist mentality does not allow to sense the pain and trauma of the people under military regime, its politics and the practice of AFSPA.
India hopes to produce more economy, entrepreneurship, business and compete with other countries around the world to make India a producing economy and propose “Make in India” programme. But in the case of Manipur and other military controlled areas, it produces more police personals, Village Defence Force (VDF), Special Police Officers (SPO), which again produce more brutality and oppression to the people.
After the annexation of Manipur by Dominion of India, in the last 65 years, the once self sustained Manipuri economy has now become completely dependent on the import economy based on National Highway.
India makes Irom Sharmila who is now carrying the longest hunger strike in the history of mankind. She has been on fifteen years of fast against AFSPA.

Hence street corner meeting, area meeting, class mobilisation and online campaign will be the part of this campaign. MSAD appeal all the people of Manipur and students to support the campaign.

CM inaugurates Kakching Community Centre building

IMPHAL, January 25: Chief Minister of Manipur, O. Ibobi Singh today inaugurated the newly constructed building of Kakching Community Centre constructed under Integrated Housing & Slum Development Program (IHSDP) Scheme of Jawaharlal Nehru National Urban Renewable Mission (JnNURM) at Kakching Sumak Leikai Ward No.12 in Thoubal.

Y. Surchandra Singh, MLA Kakching A/C; Md. Fajur Rahim, MLA Wabagai A/C; Ksh. Subadani Devi, Chairperson Kakching Municipal Council and Y. Nando Singh, Vice-Chairperson Kakching municipal council also graced the inaugural function as the functional president and guests of Honour respectively.

Delivering his chief guest speech, the Chief Minister terming public co-operation as the vital tool of the government while implementing developmental schemes, without which the government cannot implement any projects or schemes successfully, he added.

The government, even though has the power, cannot do anything against the people or deprived their rights, he said adding that what the government do, it is done for the welfare of the people.

New Delhi: January 25 (MIC): The President of India confers Vayu Sena Medal (Gallantry) to Corporal Momocha Ningthoujam, Indian Air Force (Security) for act of exceptional courage and professionalism. The

Corporal Momocha Ningthoujam Indian Air Force (Security) from Manipur is posted as a Special Forces operative and responsible for operations and training in an Air Force Guard Commando unit. He was one of the operatives inducted to undertake rescue operations in the flood affected areas of Jammu and Kashmir.

While undertaking Rescue and Evacuation operation in Srinagar on September 8, 2014; Corporal Momocha was winched down on a conical roof top of a house. From this precocious position he started evacuating civilians.

When he had hardly evacuated three to four people he noticed that the adjacent three storied building was collapsing and there were some civilians stranded in it and were desperately asking for help. He sought permission to go to the house for rescuing them which was initially denied considering the direct threat to his life. However, after hearing the persisted pleas of Cpl Momocha, the Captain of the helicopter granted permission for him to move in.

The brave air warrior was immediately winched down, went inside the semi-submerged house and rescued all four trapped civilians to the roof top. In this he carried one paralyzed old lady and two very small kids on his shoulder to reach the winching spot.

While winching up was in progress, the house started collapsing under the force of swirling water. Disregarding the threat to his life, he managed to evacuate all of them from the precarious and dangerous situation. Corporal Momocha displayed courage of the highest order while rendering selfless service to the nation.

IMPHAL, January 24: Former BJP Manipur Pradesh president Sh Shantikumar who is a national executive member of BJP has charge the Congress government that delaying the construction of National Sports University means neglecting the youths of the State.

He was speaking at a mass enrolment membership drive of BJP Sekmai Mandal at Pheiyeng today.

He further said that the NDA government has gifted National Sport University to Manipur including it in the 100 days of NDA work programme. But due to the negligence of the State government the construction cannot be started till today.

The foundation stone for the construction of the Sports University was scheduled to be laid during Prime Minister Narendra Modi`™s maiden visit to the state on November 30 last year. However, the Ibobi government has delayed the process because of the land dispute with the farmers, he said.

This opportunity of having a Sports University in the state might slip away from our hands only because of the delay in settling the land dispute issue. It has also been reported that there is high chance of shifting the Film Institution to other state very soon, he said.

Setting up a university or an institute means some of the unemployment problem will be solved. Our next generation will call us a big fool and uncivilized if we misses this opportunity, he said.

BJP is now on a mass enrolment drive to strengthen membership in the State starting from November last year and will continue till March 31.

The Narendra Modi led NDA government has taken up various developmental schemes for the poor people including the Jandhan Yojana (Zero Balance account), compulsory latrine under clean India mission etc, he added.

A New Year has just begun, one more Statehood Day has just been celebrated and the new year`™s Republic Day has just arrived. But what is new in so far as the fortune of the people in Manipur are concerned? One may ask as to why we should be concerned at all with the issue of dynamics of fortune of the people as collective of individuals. One may also ask as to what constitutes fortune. Here I must hasten to mention that I am not talking of a reward falling from the sky, a win in a lottery or anything out of the blue.

When I talk of fortune of the people, I am talking of the scope an individual enjoys in the society to move upward in well-being without indulgence in cheating, robbery or any other socially undesirable act. In this context, the opportunities available in the society become critical. These should be there for the individuals to indulge in and thrive. These opportunities may either be existing or otherwise there should facilitating milieu for their creation. Further these opportunities should possess a generalised quality in the sense that any serious, sincere and capable individual should be able to jump on those and alter the level of living. Here there is an important role to be played by the government depending upon the stage of development of the society. However it is important that the issue of relevance should be kept in mind. Napolitano`™ book titled It Is Dangerous To be Right When The government Is Wrong would be right: `After a trip to the American Midwest in 1959, Nikita Khrushchev, then the ruler of the Soviet Union, became convinced that corn could solve many of the USSR`™s economic woes. Russia had long struggled with miserably inadequate food supplies, the result of years of inept Communist agricultural policies. Having witnessed the wild success of corn production in America, Khrushchev reasoned that the grain could be equally successful in Russia, and thus support increased meat and dairy production necessary to feed the population. He therefore commanded that vast swaths of land, including the frigid tundra of Siberia, be converted to corn crops. As it turned out, corn was entirely unsuitable to the Russian climate, and the plan was a complete disaster`¦.The reason, of course, that the policy failed was Khrushchev`™s ignorance of the immutable fact`”the self-evident truth`”that corn can only be grown under certain conditions, and Russia`™s climate did not provide them. The cost of this misjudgement was wasted resources and prolonged hunger. It is obvious that politicians must enact laws which are in accord with such `truths.` If they do not, then the inevitable consequence is human suffering. There are some things which humans and their constructed governments simply cannot change; that is to say, those things transcend our human capacities and cannot be the object of our will. Individuals and governments are thus always secondary and subject to these truths.` In a developed society the need for the government to be pro-active to opportunity creation is less as the economy had already attained a momentum of its own.

But it is altogether a different story in the case of Manipur. The primary importance of the government is still there in the case of Manipur as the economy has yet to attain any momentum of sustained transformation. The failure of Manipur comes in both the possible forms. First, the government has not yet attuned her mind to the necessity of equalising the scope for any opportunities for the children, youths and adults settling around the mountains and valley of Manipur. Second, the government has just not bothered to equalise the outcome for the adults such that the people feel the presence of at least a semblance of justice despite the laggard economic development.

Manipur`™s is a case where the government should be fully oriented towards generating opportunities for the individuals to engage and flourish. It is also a case where the government should create an atmosphere for individuals to emerge as entrepreneurs by creating new opportunities. Both these do not happen in Manipur. What prevails in Manipur is a kind of scenario where if anybody desiring change of fortune can do so only by connivance with the powers that be (state or pseudo anti-state). This is why innovations for social transformation do not occur in Manipur. This implies that knowledge creation and knowledge sharing as foundations for social advancement are still a far cry for Manipur. This is happening in a time when the overall basis for global competition is founded on knowledge and no longer on materials. The changes happening around the region and in the neighbouring countries are such that the opportunities as means are available for Manipur to create new environment for creation of opportunities for realising new goals. But the governance character and the prevailing relationships between governance and network swindlers have converted these into personalised (not generalised) means and ends. This definitely does not serve the interest of Manipur now and will not serve in the future either. The billion dollar question is who is concerned? Cumulative failures of government to deliver have numbed the expectation of the people to the great advantage of the powers that be, and also facilitating emergence of a rewarding milieu for connivance between state authorities and pseudo-anti state agents; the home environment for development has been very badly compromised.

The president`™s police medal for distinguished service will be decorated to Sorasham Khomdon Singh, Inspector, Imphal West, it said.

UKHRUL, January 25: Decrying the state government`™s alleged partisan in the promotion process of the State Agriculture Department whereby depriving Deputy Director Louis Ngasainao of his due promotion to the post of Director, the Tangkhul Katamnao Saklong (TKS) has urged the concerned authority to look into the anomaly.

In a statement, the Tangkhul students`™ apex body said that Louis Ngasainao, the then District Agriculture Officer of Ukhrul is the senior most officer in the cadre of Deputy Director in his respective department and was entitled to become the Director when another personnel who was promoted to the Deputy Director cadre 9 years after Louis Ngasainao superseded him to the Director`™s post `“ not one least bit being bothered about protocol.

`All the current personnels who are in the Deputy Director`™s cadre in the Agriculture Department of the state, based on the seniority list are junior to Louis Ngasainao by nine years or more, but he is to be superseded once more by his junior to the post of Director. These outrageous and blatant shows of communalism and partisan in the administration of the state government are rampant.`

Coming down on the State Agriculture Minister, Abdul Nasir, the statement said that he is nothing but an individual with no sense of protocol and lack of respect for the constitution they profess to uphold, while adding that the Saklong would like to urge the state government to look into this corrupted anomaly that has victimized Louis Ngasainao `“ a respected man of integrity in the society, and protect such respected officers from people such as Abdul Nasir who thinks the cabinet berth he holds is his family`™s rightful inheritance and that he can do as he pleases.

`The Government of Manipur has always tried to portray itself to be an entity that implements what is given in the Constitution that it seemingly upholds. So then why do we constantly see its ugly communal head again and again? Is the state government led by Okram Ibobi Singh not one bit capable of being an entity with integrity? The tribals of Manipur have had enough of the state`™s antics of partisan governance. The most noticeable amongst its antics can be seen within the state personnel and their administration.`

The Saklong will observe and make sure that justice is done but if the anomaly is not corrected at the earliest, it said adding that the Director`™s post is rightfully his and no other personnel should be given the post.

Meanwhile, as regards the charges leveled against Ngasainao, the students body asserted that vigilance department even conducted an inquiry on allegations against him but as per Order No. 8/8/CDE/2014 signed by JC Ramthanga the then Principal Secretary (DE), all cases against him was to be disposed. No case of fraudulent dealings nor of corruption were found on him, yet the victim is being punished by way of his promotion to the post of Director being withheld `“ which is constitutionally and rightfully his by virtue of the seniority list of the Department.

NEW DELHI, January 25 (MIC): Dr Sarungbam Bimola Kumari Devi of Sega Road Thouda Babhok Leikai was among the 75 Padma Shri awardees,2015 announced today on the occasion of Republic Day. She was chosen for the award in recognition of her contribution to the society as a medical professional.

Dr S Bimola Kumari is currently serving the State Government as Chief Medical Officer of Imphal West.

She was the recipient of the Dr BR Ambedkar International Award,2014. Nepal Law and Order Minister Narhari Acharya handed over the award to Dr. Bimola Kumari at a function organised by Nepal-India Friendship Organisation, Babu Jagjivan Kala Sanskriti and Sahitya Academy at Kathmandu on May 24 last year.

Dr S Bimola Kumari joined the State Medical Service in October 1979 and served mostly in rural areas of Manipur with dedication towards a better healthy life of the society.

She was designated as Food Safety Officer during the two visits of the Prime Minister Narendra Modi in Manipur.

Padma Awards – one of the highest civilian Awards of the country, are conferred in three categories, namely, Padma Vibhushan, Padma Bhushan and Padma Shri. The Awards are given in various disciplines/ fields of activities, viz. – art, social work, public affairs, science and engineering, trade and industry, medicine, literature and education, sports, civil service, etc.

`Padma Vibhushan`™ is awarded for exceptional and distinguished service; `Padma Bhushan`™ for distinguished service of high order and `Padma Shri`™ for distinguished service in any field. The awards are announced on the every year.

These awards are conferred by the President of India at ceremonial functions which are held at Rashtrapati Bhawan usually around March/ April every year. This year the President of India has approved conferment of Padma Awards to 104 persons. The list comprises of 9 Padma Vibhushan, 20 Padma Bhushan and 75 Padma Shri Awardees. Seventeen of the awardees are women and the list also includes 17 persons from the category of foreigners, NRIs, PIOs and 4 posthumous awardees.

Nobody, not even the diehard optimist expected it to be otherwise. For indeed, aside of all the rhetoric that fly around every time she emerges out of her lonely jail ward at the JN Hospital, and comes to be in the spotlight during her periodic court appearances and annual ritual of release from custody and re-arrest, nobody from their heart believes there is any real option. To ask her to be freed from custody without first granting her demand of the repeal of the Armed Forces Special Powers Act, AFSPA, would virtually amount to asking her to die. Her martyrdom thereafter would be destined to become the rallying point for the ritual protests and theatrics that this place has become so accustomed to. The troubling thought is, many actually invite such a tragedy so that they will have the opportunity to curse the tragedy that they first of all wished for. It is despairing to see Manipur so fatally attracted to self defeating death wishes, to allude to a Freudian metaphor. For a lot many others however, it is a tearing dilemma, for they want two seemingly irreconcilable outcomes `“Sharmila free but alive. These two results seem irreconcilable because of what she is up against. It is unfortunate but true, that the Indian establishment at this moment is clueless as to what the liberal answer to AFSPA should be. Sharmila`™s heroic resistance it does seem is headed to be paid for with the ultimate price. As well known public intellectual Ranabir Sammadar once noted in a lecture, redemption in any powerful resistance movement, usually is associated with death. He also noted, how nobody at Jesus Christ`™s time could have imagined the silent revolution that swept the whole world with his death at the end of his resistance.

Of late, the Sharmila story has been given another twist. She now has a private battle to fight, and this one too seems a losing one. She is a public figure with a huge following, some of whom almost deify her. Her fans understandably idolise her for certain super human qualities they attribute her. Any perceived climb down from this idealistic pedestal they placed her on would be blasphemy in their eyes. For them she is not a mere mortal and any act that they see as profaning that iconic image of her would outrage them. It is the same indignation with which believers discount all thoughts of possibilities that Jesus may have married and his blood descendants are still in this world. This is also the inner conflict all known public figures have had to deal with. As a private person, Sharmila is free to be what she wants to be. As a public figure, her role is somewhat predetermined by public expectations. The reconciliation that must be made is between the two worlds she inhabits. Her followers, and not the least she herself, would have to come to terms with this inner conflict.

But this script of Sharmila`™s story is a little more complex, and avoidably so. It is not just about whether she should be allowed to keep a boyfriend, but also about how this affair is conducted in public space. It is also true that as an intern in the jail, she hardly has any private space, but she and her boyfriend ought to have been a little more sensitive about certain things. This is a society in which even married couples do not hug, hold hands, pet or pat each other in public. Why, even in Christian marriages in the church, the bride and bridegroom do not kiss. This is a society where public shows of physical affection are alien. Her outsider boyfriend not understanding this cultural trait is understandable, but it is surprising Sharmila too forgot this. The outrage in the court in which Sharmila`™s supporters manhandled her boyfriend, a fact that Sharmila is bitter about, was provoked to a large extent by such oversights of cultural sensitivities. Let there not be any doubt that there are so many boys and girls from Manipur who have taken partners outside their communities, but given a little humility to respect the culture of the place, they have faced no problems at all. Then there are the self righteous hordes eagerly jumping to conclusions that this is hypocrisy of the anti AFSPA movement leaders, and gleefully pronounced the rift between the latter and Sharmila. What is more apparent is, the moral high grounds they presume and their shows of disdain are more like, to use a term coined by the frenzied denizens of the social media, narcissistic `selfies`™, attempting to rub some of Sharmila`™s halo on to themselves.

Another IED blast rocks Imphal

IMPHAL, January 25: Giving another severe blow to the law enforcing agencies, a powerful Improvised Explosive Device (IED) exploded in Imphal on the eve of the 65th Republic Day celebration.

IMPHAL, January 25: Giving another severe blow to the law enforcing agencies, a powerful Improvised Explosive Device (IED) exploded in Imphal on the eve of the 65th Republic Day celebration.

Today`™s explosion took place this morning around 9.30 am at the western bank of Nambul river, opposite Keisamthong Moirang Ningthou Leirak. The blast site was just about 20 metres away from the place where an explosion ripped off on January 23 evening.

The IED was detonated by a remote controlled device, said official sources.

The place was reportedly teeming with security personnel keeping vigil 24×7 in view of the Republic Day celebration. This is the sixth blast within Imphal city in less than a week and Police are still groping in the dark.

Bomb blast in unending succession has been continuing since January 20.

On the other hand, armed miscreants attacked the group centre CRPF, Mongsangei, using hand grenade last night along Mayai Lambi, Singjamei police station. However, no casualty was reported.

Sources said that camp came under attack twice, the first one around 8.30 pm which landed within the campus and seconds later another grenade exploded. Chinese made hand grenades ware used in the attacks.

IMPHAL, January 18: Troops of the 2 Assam Rifles of 9 Sector AR along with Thoubal Police Commandos apprehended one PREPAK (PRO) cadre on January 17 in a joint operation in the general area Thoubal.

According to a release of the PRO Assam Rifles, the apprehendee was identified as SS Cpl, Sagolsem Bairen Singh alias Ratan. He has been handed over to the Thoubal Police Station, it said.

In another operation, troops of the 16 Assam Rifles of 10 Sector AR apprehended one KCP cadre also on January 17 in an operation in the general area Lamlai Awang Leikai village.

The apprehendee was identified as Heikrujam Joychand Singh alias Joy, 40, son of (L) H Gulamchand Singh of Lamlai Awang Leikai, Imphal East. The apprehendee has been handed over to the Lamlai Police Station, it said.

In another endeavour, troops of the 9 Assam Rifles of 26 Sector AR apprehended an individual along with the contraband drugs on January 16 in an operation in the general area of Ward No 3, Moreh and .

The apprehendee was identified as Japheth Haokip, 23, son of (L) Thangpao Haokip of village Ward No 3, Phaicham Veng, Moreh, Chandel District. Around 200 gm of heroin worth Rs 1.00,00,000/- was recovered from his possession. The apprehendee along with the recovered item has been handed over to the Moreh Police Station, it said.

In yet another press release of the PRO, troops of the 6 DOGRA of 26 Sector AR (South) apprehended five individuals carrying contraband Fertiliser (Mukta Urea) 100 bags on January 16. The suspicious vehicle, a green coloured Khundagari bearing Registration Number MN-07/E-0131, traveling from Sugnu village to Molcham village. The vehicle was stopped for checking and a thorough search of the vehicle had led to recovery of Fertiliser (Mukta Urea) 100 bags worth Rs 1,00,00,000/-, Rs 6,25,000/- in cash, one driving license, one Pan card and 4 mobile phones along with 4 SIM cards were recovered from their possession, it said.

The apprehendees were identified as T Thingpao Kuki, son of Solkhogam Kuki, 49 of Langching, Chandel, Shojang Kuki, son of Pilahonj Kuki, 52 of Langching, Chandel, Lunkholal Haokip, son of Shonneh Haokip, 26, of Vongmol, Churachandpur, Thanboi Haokip, son of Shonneh Haokip, 35, of Vongmol, Churachandpur and Ngamjathang, son of Limkhojam, 19 of Molcham of Chandel District. The apprehendees along with the recovered items have been handed over to the Chandel Police station, it said.

IMPHAL, January 18: The administration office of SDO, SDC etc are laying completely paralysed and exist only for namesake, so people should stop believing and hoping on such failed governance of congress.

This was said by I Mangiton, president in-charge and vice-president of BJP Manipur Pradesh, delivering his chief guest speech at Mass Enrolment Programme held at Sawombung Thongkhong under Lailai Assembly Constituency today.

He further said that Imphal East District has four sub-divisional sector including Sawombung SDO and SDC offices. But unfortunately these offices never run like a government office should.

The public has various grievances due to the non-functioning of this administration office.

Such a situation only arises only because the Congress government completely failed to look after it.

If such difficulties are being faced in Sawombung which is located only a few kilometres away from Imphal City what will be the faith of those sub-divisional offices at the far flung places, he questions.

There is no hope in the Congress government that it will bring development in the state if it continues this way. The only alternative is BJP which is now ruling in India. We are aiming to change the situation by strengthening BJP Manipur Pradesh, he said.

The BJP is conducting mass enrolment drive in India from November 1, 2014 till March 31, 2015 under the leadership of Narendra Modi and President Amit Shah. BJP Manipur Pradesh has conducted 58 meeting in the state as a part of the enrolment drive.

BJP Manipur Pradesh targeted only one lakh membership but at present the form issued for the primary membership in hill districts have crossed 1.35 lakh, around 2.65 lakhs in valley districts and 45 thousand for Muslim brothers, he claimed.

The NDA government is going to set up a national sports university in the state considering the appealed from the BJP Manipur Pradesh. The NH-37 development programmes and other various projects have been included in the NDA`™s 100 days action programme recently, he said.

Which clearly shows that PM Modi give more emphasis to NE region and especially Manipur, he said.

O Malesh, president BJYM Manipur Pradesh, said that we need a strong political party to change the Manipur political scenario with time changes. The present government has done lots of corruption and favouritism and nepotism between hills and valley people in development.

After the NDA government rule in centre, the prices of essential commodities has come down drastically which never happened during the UPA`™s 10 years of governance, he said.

He further informed the state delegates that the BJP led central government will give top priority towards North Eastern region for Development while underscoring Manipur as one of the most important State strategically.
