IMPHAL, January 11: Pressuring the NDA government at the Centre to initiate investigations on the Loktak Lake scam in the State is our first priority, claimed State BJP chief Thounaujam Chaoba.

Talking to media persons at the BJP office in Nityaipat Chuthek, he said a BJP team led by him has recently inspected the condition of the NH-37, Imphal-Jiribam road. A detailed report on the condition of the road will be submitted to Prime Minister Narendra Modi, the Defence Minister and the Road Transport Minister after reaching Delhi on January 15, he added.

In the meeting, he said, he will mount pressure on the Union government to complete the development of the road by coming March before the rainy season, adding `we should be ashamed about the abysmal condition of the NH-37 before the people of other States.`

It is unfortunate that leaders of the State chose to visit district headquarters by helicopters to avoid the ground reality. Such practices can`™t be found in other places, he lamented.

Shifting focus on the Loktak Lake Phumdi clearance scam involving Rs 222 crores, the State BJP chief said his party won`™t remain a silent spectator in the near future reminding that the scam was first brought to light by the BJP in 2010. The BJP has conducted several spot inspections in the Loktake Lake and is still protesting against the government and their policies in the interests of fishermen and farmers in the lake.

The State BJP chief said the party has urged Prime Minister Narendra Modi to look into the scam and book those involved during his recent visit in the State to attend the Sangai Festival where he spent half an hour at the party office. Expressing optimism that the PM will soon start investigations against the Loktak Lake Scam as assured to the people of Manipur, Thounaojam Chaoba said not even a single rupee was misused during the PM`™s campaign in last February.

Chaoba said he is sure that investigations will be started to expose the multi-crore scam but he can`™t tell when it will be initiated by the Central government while requesting people to wait for some more time.

After uncovering the Loktak Lake scam, several other scams involving the MDS will be subsequently exposed in a series. For such expose`™, the BJP has already several leads that will help uncover the scams and is already preparing for such a line of action, the State BJP chief said.

`Even though the BJP is bereft of a single MLA or MP, it will ferret out the corruption culture in government offices as well as those perpetuated by powerful individuals. The BJP will not rest for a single moment until the fight against corruption is taken to every nook and corner of the state. It will not spare anybody found guilty of practicing corruption whether they happen to politicians or any top ranking bureaucrats of the state`, Thounaojam Chaoba said.

BJP don`™t believe in corruption, nepotism or favouritism and if anybody is found guilty inside the party of indulging in such practices he too will not be spare, he said, urging people to inform the party office if they come across corrupt practises whether be it in the Chief Minister`™s Office, Secretariat or any government department.

For the convenience of people, a complaint box is going to be placed at the gate of the BJP office from tomorrow. All the complaints will be delivered to the Central government and befitting actions against the culprits will be taken up, the BJP chief assured.

Spokesperson of the BJP Manipur Pradesh, RK Shivachandra said PM Narendra Modi was aware of the multi-crore Loktak Lake scam before being sworn-in as the Prime Minister.

The BJP is now united and will collectively face any allegations made to our leaders from this moment onward.

The BJP workers have contributed a lot to reach this present state by facing various problems. Recently, some individual try to malign our party president Chaoba by accusing him of indulging in corrupt practices during the replacement of the former RIMS director but the party stands united and will face such charges collectively.

He said that the government compensation provided to the victim families during the time was only in namesake.

The organisation would have to take the help of the law in case the government fails to listen to the demand he warned.

In an unfortunate riot between the two communities ignited by a simple mistake in 1993, 140 people were killed including three whole families and 25 others were injured he said.

The riot was controlled only after the intervention of several civil organisations of the State MI Khan said.

Many of the victims of the riot are still surviving under difficult conditions he asserted.

The NDA government had last month provided Rs 3 lakhs and Rs 5 lakhs monetary assistance to the victims of the 1984 Punjab riot, MI Khan observed strengthening the organisation`™s demand.

As the government has provided the compensation to the Punjab riot it is only pertinent that the victims of the Meitei-Meitei Pangal riot are also compensated, MI Khan continued.

General secretary Abdul Jabar said victim families of the 1993 riot should come forward and contact the Hatta office of the organisation before January 30 as it is trying to submit a memorandum to the Prime Minister through the State Chief Minister after listing out the names of the victims.

Meanwhile, PPF women`™s wing president Leina Shahani also warned of serious agitation in case the demand is not fulfilled.

Are there Mass Graves in Manipur?

The discovery of eight human skulls and other bones in the compound of a former high school in the heart of Imphal impels us to make a conscious attempt to be inquisitive and at the same time be skeptical about the objective facts and circumstances around this last Christmas surprise. This is not to challenge or debunk the views held by the victim families of recorded cases of involuntary disappearance and human rights defenders in Manipur but for the justice we are all hunger for by choosing a less travelled road `“ looking at things from adversary`™s point of view. The internationally accepted general definition of a mass grave, which says that it can also be one that is not related to any war crime or act of genocide but of burials of those who were casualties of natural calamities buried with full honour and human dignity that the dead deserve – does encourage one to think the other way round. This precisely, of late, not only seems to be the views of the Govt but also attempt to let pass the discovery as anything other than war crime related burial site. It is, therefore, necessary to press the Govt to prove their point, by a credible investigating agency following transparent and evidence-based scientific methods by taking the burden of proving as it alone has all the powers and resources, and obligations by the mandate of the people and law. While the Cabinet decision to rope in CBI is a step forward, pressures must be built on for transparent and speedy process lest this rare opportunity also should pass like another incident.

Reason for raising this unusual question and approach is also that we don`™t have another untouched grave waiting in the public domain to prove out point. The only one we have stumbled over for the first time is also one that has been badly disturbed and dislocated from its original location rendering it unfit for archaeological investigations. We have only the skulls and bones to tell the truth, not any another grave to tell us how they were buried and what type of grave it was. Alternately, one could also imagine the dangers of pushing the government on victims`™ terms to investigate the case only to finally conclude that it was not a mass grave or for that matter none of the victims`™ families are related to skulls by DNA tests! It is highly likely that this may happen especially when Manipur State does not have any extraordinary Constitutional safeguards or provision to self-determine in certain areas of critical importance. Moreover, Manipur`™s special status, of being the 90% grant-in-aid state also seems to weaken elected Govt in taking any tough social and political high ground against the central security forces for the Rights and Justice of its people! For these reasons, the case of the grave will be simply lost, forever, even before it is fought and the Government will be the winner of all such potential cases.

This makes the case all the more imperative to ensure that a thoroughly scientific investigation is swiftly conducted by proven experts in this field, and in accordance with established international guidelines and protocols. What is most important, apart from the rising clamour of human rights activists and victims, is the need to have professional associations of forensic scientists, anthropologists and archaeologists to make an informed presentation to our government to do what is necessary as responsible citizens of a democratic country. There is a reason to be hopeful if the approach to the issue is with open mind.

Govt of India has finally recognized the existence of 2700 Mass graves in Kashmir and investigations are going on by an international expert group called, International People`™s Tribunal on Human Rights and Justice in Indian-Administered Kashmir (IPTK). This is the first time Mass grave has been discovered and officially recognized in India, and the ensuing post-partition armed conflicts over Kashmir. The stories of unmarked mass graves were uncovered only in 2011 following decades of internal armed conflicts having taken heavy tolls of youth population in the state. Despite all efforts to withdraw the infamous AFSP Act 1958 under which the counter-insurgency operations are going on by the elected Govt of J&K the Act continues to be operative in the state. However, the State Government has prevailed over the Army in J&K to allow the international expert team at work to secure and protect all of those identified unmarked mass grave sites for proper scientific investigations. The Government of India is also allowing the investigations going on. Since expert teams are at work, all these identified sites have been secured and protected by law.

AFSPA 1958 has been enforced in the state to counter the growing insurgency and cross-border terrorism. Much earlier, the black military law was imposed in the Naga Hills and some areas of Manipur to counter growing secessionist Naga nationalism. By 1980, the entire territory of Manipur state was also declared disturbed and AFSPA extended. Over the last three decades, more than 10,000 youth have been killed in counter-insurgency operation which included more than 1500 recorded cases of alleged extrajudicial killings and 21 cases of recently recorded enforced or involuntary disappearance.

Based on these facts, it is theoretically possible to find a mass grave in Manipur. It is premised over the existence of an organization called the Families of Involuntary Disappearance Association, Manipur (FIDAM), the Extrajudicial Execution Victims Family Association, Manipur (EEVFAM), police records filed by aggrieved families and the recent Supreme Court`™s judgment which recognized extrajudicial killings in Manipur. Civil Society Coalition on Human Rights in Manipur (CSCHR) `“ a collective of human rights defenders and civil society organizations, takes the discovery of eight human skulls along with other skeletal remains and human artifacts at the compound of the former Tombisana High School on 25th Dec 2014 as a case of uncovering a mass grave in Manipur. But the Government`™s indifference towards the sentiments and views of civil society is apparent in their efforts to continue the excavation works at the site for the construction of a huge market place until AMSU, a student body intervened. Earth moving works, using heavy machinery, continued for next five days after the human skulls and other skeletal remains were scooped out by a JCB earth remover and dumped at another place in Mantripukhri area, about 3 KM from away, for filling another site. It is extremely pertinent to note that, according to reports of persons who were conducting the excavations, at least seven (7) of the skulls emerged in a single scoop of the JCB while another skull appeared in another scoop. These are grounds to suspect that the dead bodies were buried in close contact with each other.

Various definitions of mass graves have been put forward by forensic scientists and archaeologists. Each definition employs or emphasises different qualifiers such as the minimum number of individuals buried, different formation and transformation processes, the physical relationship between buried bodies and the specific micro-environment it creates, societal, political and legal aspects of the killing or the creation of the grave, and so on.

According to Dr. Mark Skinner, an archaeologist who has worked extensively on the field recovery of (semi) skeletonized human remains from crime and non-crime contexts internationally, a mass grave contains many (at least half a dozen) individuals, while another expert, A.K. Mant, is more modest regarding numbers: two or more bodies in contact with each other suffice to define a mass grave. Yet other archaeologists, like Haglund, Connor and Scott, state that `Mass, of course, means a large quantity or aggregate, usually of considerable size`. All three definitions recognise a most important characteristic of the mass grave `“ the human remains being in close contact. Contrary to the situation in multiple burials where the bodies are laid out parallel to one another reflecting a general concern for the dignity of the deceased, in mass graves they are placed indiscriminately, tightly together and with no reverence for the individual. To this definition Skinner has later added murder being the manner of death and concealment on the part of the perpetrator during times of war or civil conflict being the origin of the feature.

The final report of the United Nations Commission of Experts to the former Yugoslavia defines a mass grave as any site intended as a place of permanent interment from which the bodies are prevented from being moved by natural elements, and which contain two or more bodies.

Another definition focusing on legal aspects is that of the United Nations Special Rapporteur on extrajudicial, summary or arbitrary executions, Bacre Waly Ndiaye `“ defining a mass grave as a location where three or more victims of extra-judicial, summary, or arbitrary executions, not having died in combat or armed confrontations are buried. This definition is used by The International Criminal Tribunal for the former Yugoslavia. Like the Experts Commission`™s definition it allows for other types of features than actual graves, like village wells and natural ravines.

However, a mass grave can also be found where dead bodies caused by natural calamities are buried together, most often in an orderly manner and with the dignity the deceased deserved. By the definition, it is important for any investigating team to establish that the bodies were found in a single small area or pit, very close to or in contact with each other. Experts who have worked in this field for long, however, distinguish between the criminal mass grave from the accident-related mass grave, and the type of mass grave that requires medico-legal investigation from the type that does not (mostly a matter of chronology setting off modern mass graves from ancient ones). The criminal mass grave is containing the remains of a group of individuals (meaning more than one) who share `some common trait that justified their assassinations in the eyes of the perpetrators`. It has been pointed out that, although mass graves originating from war crimes, genocide or crimes against humanity are often designated clandestine graves implying secrecy and lack of knowledge, always somebody knows about their existence even if unable to point out their exact geographical location. He also points out that in many instances the party creating the mass grave is not the one responsible for the killing, giving as a reason that at the time of the crime perpetrators needed not fear reprisal. The need for concealment often comes only later.

For these reasons, it is extremely important to undertake an expert forensic-archaeological examination of the site itself. The in situ examination of the human remains becomes extremely crucial to establish the nature of act or acts that led to the death of the persons found in a mass grave. In the case of Manipur, there seems to be nothing left on the ground at the original site to prove existence of a mass grave, least to qualify that it may have been attributable to a war crime or genocide. Victims of involuntary or enforced disappearance must now rely majorly on a thorough and expert osteological and dental investigation along with DNA matching between any of one of more of the skulls and surviving families of the reported cases of involuntary disappearances. Examination of other artifacts and human clothing, jewellery also would play an important role.

This is easier said than done. The government has to agree to such a thorough expert and impartial investigation of international standard. The government has no official records of involuntary disappearances in the state. Some documentation done by few human rights defenders exist but this is far from being an exhaustive one. Many such cases remain hidden. Some studies on involuntary or enforced disappearance around the world found that many victims`™ families try to disassociate themselves from the disappeared person or choose to remain silent for the fear of reprisals and further persecution. Such cases never appear in any report. Not all of the 21 families documented as cases of involuntary disappearance in Manipur have been able to register a FIR at the police stations or file a habeas corpus petition in a court of law. Finally, the intention of the government will greatly influence the case. If the present government supports the victims of involuntary disappearance with a serious intent to deliver fair justice to its people it can do a lot. But if the recent extension of disturbed area declaration under section 3 of AFSPA 1958 for another year is any indication then the Govt will not / cannot do anything that could demoralize the operating troops for the security of the nation. But such a view would necessarily have to be weighed against India`™s obligations under international human rights and humanitarian law and ends of justice for its citizens.

IMPHAL, January 11: Koirengei Awang Chaokhat Thourang Committee has set an 11 days dateline to the government for repairing the road from Koirengei Bridge to Sekmai Awang failing which it has warned that it will soon start collecting the taxes which is collected from various commercial vehicles by the Forest Department in order to construct the road.

Briefing media persons at the Manipur Press Club today, Committee advisor, Nandalal Angomcha said the road which is 7.5 km long passes through various places such as Leikinthabi, Wabagai, Awang Potsangbam Khullen and Awang Potsangbam Khunnou. The road is a lifeline for many people and, above all, many heavy loaded trucks ply on it, he added.

Nandalal said the road was given a black topping in 2013 and its potholes were filled up in the last two months but the concerned authorities did it for namesake as the road now is back in a deplorable condition, adding that the committee will wait till January 26 for the road repair and if they failed to do so, the committee will start collecting the taxes from January 27.

He mentioned that the Koirengei Bridge which was constructed in January 26, 1965 is in an abysmal condition because it hasn`™t been repaired for many years whereas other bridges such as Sanjenthong, Salanthong, Heingangthong, Khuraithong, etc build on the same year have been newly constructed.

The Heingang A/C MLA has also assured for the construction but till date nothing has been done and the construction will likely take two to three years. So, the committee will impose certain restrictions to prolong the utility of the bridge and to save it from destruction, he said.

Nandalal also highlighted that the Rs 4.22 crore Sekmai Dam Project which was started in 2010-2011 under the sponsorship of North Eastern Council remains unfinished and that its construction is being done in haphazard manner. He added that the width should be 15 feet in order to give proper irrigation at the end of the dam and must be completed at the earliest.

One of the most obvious indicators of the fact that a major part of the creative instinct of our people in general is withering away, is that our land which falls in the belt that receives one of the heaviest rainfall in the world, is also prone to droughts. Manipur is touched by the rain laden South East Monsoon winds as well as the less cloudy North West Monsoon winds, and hence receives very heavy rainfall during most of summer, and a good one month during winter as well. In the life cycles of the tropical vegetations of the place, the valley as well as the hills, both these wet seasons are very important. The summer rains are life sustaining, but the winter-end rains, also known as Wakchingi Nong (winter showers) has a touch of mystery and plenty of poetry about it. It seizes the winter temperature just as it begins showing signs of letting up, driving everybody home to the warmth of their family hearths, charcoal briars or electric heaters, as the case may be, but more than these obvious outcomes, it is also the time when elders with farming instincts have their antennas sticking out for signs to predict the next harvest. These rather brief but chilly showers must wet the soil but not to the extent of making it muddy. It must be just enough to be the wakeup call for tubers and seeds in their winter hibernation deep in the top soil that spring is round the corner, but not drown them in their somnolent states. With little or no major artificial irrigation facilities available, these signals from nature are very much still relied upon. But because the circumstances and contextual backgrounds have altered in these times of deforestation and concretization, they are proving increasingly inadequate, and this is where any functioning and imaginative government is expected to intervene and evolve methods to meet modern needs and contingencies. This is also sadly where Manipur has found itself most wanting in all these years.

Why irrigation water alone, even drinking water is in short supply in this land of the cloud king (one northeastern state is even referred to as Meghalaya). The irony is, almost to the point of reducing the plight of the place to a cruel comedy, even as the people prepare to shriek helplessly for assistance to overcome the annual drought, the monsoons would thunder down flooding their homes and crops, forcing them to change the tune of their wails, and seek flood relief instead. Fans of the increasing number of extremely well produced nature TV channels today will agree that life, not necessarily human life alone, is all about adapting, adjusting, controlling, harnessing`¦ the forces of nature. Our societies have been doing precisely this for aeons, but somewhere down the line in the modern times, just as our economies have seemingly received a dangerous and retarding impulse, we too have stopped any effort to be resilient to the elements. Rather than generate the ingenuity from within to meet the challenges thrown up by times, we have come to simply expect deliverance to come to us from without. This incidentally is the perfect definition of two terms most would hate and even dread `“ parasite and impotence.

Why for instance have not our irrigation and flood control department, IFCD, in all these years been able to come up with any project to effectively control floods and droughts. Our rivers aren`™t as awesome as China`™s sorrow Huang Ho or Assam`™s Brahmaputra. Even laymen would understand that flood water diversion through well thought out river linking, dykes and dams to regulate water flow etc, should be of help. We do believe well conceived dams and dykes can be catalysts in ushering prosperity and mitigating unnecessary hardships. Why also cannot our science and technology department device easy and inexpensive contraptions for domestic harvesting, filtration and storage of rainwater. That would be an achievement indeed, although maybe not as interesting as a lazy afternoon of ludo or wool knitting.

Oinam village committee dissatisfied with awarding PMGSY work contracts to lowest bidders

IMPHAL, January 11: The 14-Village Development Committee of Oinam Assembly Constituency has warned that the committee will not allow any work of the Phase X of Prime Minister Gram Sadak Yojana, PMGSY Scheme which has been reportedly awarded to contractors bidding lower than the government fixed tender rates.

Speaking to media persons, chairman of the committee, JK Khuman said the people of the constituency are not satisfied with any of the work undertaken during the previous Phase I to VIII and so the people cannot allow any compromise in quality in works to be undertaken under Phase X.

Works under Phase IX are still continuing at various places, he said.

At this juncture the government has awarded the works to contractors who have bidded below the government rate, which is unacceptable he said appealing to all contractors against trying to bid the lowest in government tenders.

Convenor Oinam Chaoba said the Manipur State Rural Development Agency is presently undertaking works under Phase IX.

All works undertaken under Phase I to VIII are unsatisfactory he said pointing out that the present condition of the main IVR road in the constituency is in a deplorable condition.

Citing a poorly undertaken work under the PMGSY Phase IX, he alleged that the contractor who was awarded the construction of the 40 km long IVR from Keinou to Kamong which included blacktopping and slab culvert construction under package 129 had bid 16 percent lower than the government fixed rate.

And now the contractor has completed only two-kms of the road from Leimaram to Kamong, he added.

Another work under package 130 of the Irengbam road which includes laying of 12 slab culverts, WBM and blacktopping had been awarded to the contractor who had bid 10 percent lower than the government fixed rate, he said while stating that the no diversions have been provided from the culverts as such anyone going to the nearby fields had to pass along other fields creating much hindrances to local farmers.

All these irregularities have angered the people and the committee, he said stating that the committee has decided not to allow works to be taken up under the Phase X scheme in the constituency unless the works are awarded to those bidding higher than the government fixed rates.

He further appealed to the concerned minister, chief engineers and officials to look into the issue and award the works to those who are bidding above the government fixed rates.

Speaking on the occasion, Lhiwepelo Mero, Retd Director, Agriculture, urged the people of Chizami to learn how to live on their own feet. “Let us not be beggars or depend on others to live,” he said and further asserted that nothing was too small to do.
Calling emphatically upon the Chizamians to work to be independent, Mero also stated that they should not depend for everything on politics. “Give your best in whatever field you are by putting your full trust in God,” he added.
He called upon the Chizami men to love their wives, while encouraging the Chizami women married to non-Chizamians to love their husbands. “So that together we can make Chizami a model village,” he added.

He called upon the Chizamians that they should give up the hedonistic lifestyles and must learn not only how to live independently but also try to know what their counterparts had been doing and how the world was going on. “We must know how to choose a good and capable leader in order to bring changes in the village,” he said. “Politics can never thrive when we remain aloof from the people and grassroots people.”
Oken Jeet Sandham also assured the Chizamians that wherever they were, they would always see that the welfare of the people of the Chizami would be given top priority in whatever capacity they could.

IMPHAL, 10 January: The Civil Society Coalition on Human Rights, CSCHR, citing deep concern over the recent recovery of human skulls from a construction site inside Tombisana High School, has submitted an urgent appeal to the State Governor and the Chief Minister to authorise a speedy way to find the truth on the discovery, its member Joy Chingakham told media persons today.

Speaking at a press conference held today at the Manipur Press Club, Joy said the appeal has also been made to the deputy Chief Minister, DGP, UN and the Working Group on Enforced or Involuntary Disappearances and other concerned authorities.

He said the government and the world bodies have been urged to institute a special commission of medico legal archaeological inquiry to be conducted by legal and forensic experts.

CSCHR has also appealed to the Government of India to promptly conform to the International Convention on Protection of All Persons from Enforced Disappearances which the country had already signed on February 6, 2007, he said adding that the appeal also include repealing the Armed Forces Special Powers Act, 1958 in accordance with the recommendations of the UN Committee on the elimination of all forms of racial discrimination in 2007, UN Special Rapporteur on extrajudicial, summary or arbitrary executions, UN Special Rapporteur on violence against women.

IMPHAL, January 10: The United Revolutionary Front has said that the outfit`™s two leaders killed by State police commandos on January 6 were killed in a fake encounter and not in an actual encounter as was claimed by the police.

A press statement issued by the outfit`™s chairman Lanheiba Meitei has said that on the day of the said encounter, the two leaders namely Home secretary Puyam Ruhini Meitei and assistant chief central finance Keithellakpam Lankhomba Meitei had around Rs 37 lakhs in their possession and weapons which were not reported by the police.

It said the police had killed the two leaders just for the money and the weapon in a fake encounter.

The loss is inconsolable and no actions of revenge will be able to return the two selfless leaders, it said adding that the outfit will never accept the conduct of the Manipur police commandos of killing the two leaders in a fake encounter.

The incident has occurred at a time when the Home secretary was trying to initiate efforts to unite the outfits of both the valley and hills including those under CorCom, KNO and UPF and other Naga brothers to fight the traditional enemy, rendering the outfit broken-hearted, it said.

The loss of the two leaders has also left a void which cannot be filled, it said.

The outfit`™s new motto is unity and to fight the enemy in unison, it said.

Although the outfit cannot replace the two leaders by killing hundreds of enemies, since the Manipur commandos have started the war by killing their own brothers, the outfit and its army cannot remain silent and will retaliate, it said.

Till date, the outfit had always maintain the stance of not attacking our own brothers and sisters other than during self-defence, however, the killing of the two leaders have made the outfit change the stance, it said.

The outfit has also announced a `total attack` stance to attack the Manipur commandos at any place without considering whether they are armed or unarmed, high ranking or low ranking personnel, it said.

The URF/ MA will not overlook any chance to attack the commandos and their families including women and children, it said.

It has also warned that the outfit has resolved to conduct an anti-police/ anti-security drive and attack anyone who is near and dear to the police and the security including women and children.

The URF will soon take revenge by killing 20 commandos.

The outfit has also set a deadline for all non-locals who are not indigenous people of Assam, Arunachal Pradesh, Meghalaya, Mizoram, Nagaland, Sikkim and Tripura to leave Manipur before the end of January.

It has threatened that the non-indigenous people should bear all responsibilities for any violence erupting after the deadline.

The statement has also said that the outfit and its armed wing had observed a two minute silence and gave a gun salute in memory of the two departed leaders.

The banners and hoardings pulled down were using Meitei Mayek in small fonts MEELAL president Sadokpam Tomba Magang said further warning all establishments to use Meitei Mayek with large fonts in their hoardings and billboards.

Tomba said the directorate of transport has given its nod to have vehicle registration numbers inscribed in Meitei Mayek too.

He said vehicles owners having the High Security Registration Plate should paint their numbers on the body of the vehicle as the HSRP cannot be tampered with.

He said official vehicles including those of the police should also have their registration numbers painted in Meitei Mayek.

He said from tomorrow onwards vehicle owners who fail to adhere to have their registration numbers painted in Meitei Mayek will be charged with Rs 100 for painting in similar posts opened by MEELAL. The charge will be doubled by February, he warned.

The MEELAL president also said that religious ritual songs like the sankirtan should be sung in Manipuri rather than in Sanskrit.

Talking to media persons at a press conference today, MDAVO chairman RS Sakadhen said the construction which has been started forcibly must stopped, alleging that the State is devoid of proper governance as the government doesn`™t pay any heed to demands made by the public until there is no violent agitations.

Stressing that the dam shouldn`™t be commissioned until the consent of the affected communities is taken, he said that the piecemeal approach in rehabilitation that divided people should end and the government should conduct detailed impact assessment for rehabilitation and resettlement through the Expert Review Committee of 2008.

The civil body also condemned the ongoing efforts of the government to resume the construction of the dam under the Thoubal Multipurpose Hydroelectric Project from today, including the construction of a cofferdam.

Sakadhen said the purpose of building a cofferdam at the Mapithel dam site over the Thoubal River to complete the dam construction before bringing an amicable solution with affected people will submerge agriculture land and forest areas in the up-stream villages of the project and displace the villagers.

There are plans afoot to resume the dam construction despite the fact that the National Green Tribunal is still studying the matter to decide whether it`™s in violation of Forest Rights under the Forest Conservation Act, 1980 and the Forest Right Act 2006, he added.

The construction of the Mapithel dam has violated several laws ever since the project was first approved in 1980. The Rehabilitation and Resettlement (R&R) is being carried out in a piecemeal and divisive approach. Beginning from multiple violations of the 1993Terms of Agreement for Rehabilitation with affected communities, the government has failed to conduct a holistic impact assessment sought by communities.

The construction of Mapithel dam is still fraught with the absence of a detailed impact assessment on communities with their rightful participation, especially impact on forest land and other livelihood sources further down the downstream portion of Thoubal River.

The MDVO chairman said even though various agitations were launched, the government remains silent and hasn`™t compensated the villagers of four affected villages.

Villagers overpower armed extortionist, as another flee

IMPHAL, January 10: One of two youths who came to allegedly extort money from a contractor`™s house has been apprehended along with a pistol with live bullets by the villagers. The other escaped taking advantage of the darkness.

The incident happened this morning at around 3:30 at Longa Koirang village neighbouring Sangaithel village in Senapati district on NH-37 (Imphal-Jiribam road) under the jurisdiction of Gamnon Sapermeina Police Station.

Villagers who had witnessed the whole episode told the media that on January 7 last at around 8:30 pm two youths who identified themselves as cadres of Kuki Revolutionary Front (KRF) came at the residence of contractor W Khelsochong of Longa Koireng village and demanded Rs 2 lakh extortion.

They left after instructing the contractor to hand over the money through their village chief S Sokhel on January 9 at 3 pm, the villagers said.

As per the instruction the contractor along with the village chief and villagers waited for the two youths to come however they did not turn up on that day, the villagers said.

But today early morning at around 3:30am when the sun still has not risen, they showed up at the contactor`™s house and demanded the money. The people present at the house informed them that the contactor was not home and they also do not have the money, the villagers said.

On hearing that the two armed youths started abusing and beating the people present at the house including women and children. They also expressed their anger and started beating the people around saying that the villagers approached the personals of 8 Assam Rifles of Kotlen post to guard the village, the villagers said.

The villagers retaliated and challenged the two youths. One of them fired two rounds in the air and threaten the villagers. They also tried to take the village chief hostage, the villagers said.

But somehow the villagers succeeded in overpowering the two. One was captured along with a 9mm pistol loaded with 10 live bullets but the other escaped taking advantage of the darkness.

The apprehended person has been identified as David Haokip, 23, son of Thangkhopao Haokip, of Leimakhong NC Phai village.

The villagers said that on questioning he revealed that they are KRA cadres and they extort money in the name of KRF.

Later the village authority handed him over to Kuki Inpi Manipur (Moltamlang) and KIM handed him over to the 8 Assam Rifles.

A police team led by officer-in-charge of Patsoi Police Station and a team from Gamnon Sapermeina Police Station had also arrived at the scene but they refuse to take the youth into custody, informed the villagers.

LAMKA, January 10: Following the district authorities order for regular vaccination of dogs in Churachandpur following deaths due to dog-bites which are suspected to be cases of rabies infection and the subsequent drives conducted by the YPA to enforce the order, dog owners of New Lamka and its adjoining areas are allegedly taking their pets to neighbouring Moirang and other places outside of the district and selling them off.

The dog owners are choosing places which do not come under the purview of the district administration`™s order, sources informed.

Following IFP`™s recent coverage of the dog-bite menace in Churachandpur feared to be a bout of rabies infection by this correspondent, several well-wishers had called informing of the alleged practice.

Sources said the dogs are meant for consumption.

It is also learnt that dog owners of New Lamka are transporting their dogs to other localities where the drive is minimal which is a direct compromise of the district administration`™s order and the effort of the YPA and other organisations to contain the menace.

At the same time many are of the opinion that the DC`™s order was just a routine order.

A concerned local of Hiantam Lamka said she has failed to see any change or effective mechanism in the area to enforce the order.

At the same time if someone gets bitten by a dog they will not call the police but will try to get immediate medical attention, she added before questioning even if the police are called will they arrest the dog or its owners?

Another local of New Lamka who identified himself as Jampu said why should the DC`™s order include all domesticated animals when the problem has risen only due to the dogs?

Meanwhile, chief of Lamka Thangkhosuanmung Guite told this correspondent that he and his villagers will not tolerate any effort to bring in dogs from New Lamka and other areas which had reported the most incidents of dog-bites.

IMPHAL, January 10: Residents of Saranamai circle under Paomata Block of Tadubi Sub-Division are facing difficulties in getting access to proper health care services as the Primary Health Centre there is too far away and has a limited stock of medicines. They are demanding that a PHC should be opened in Khaikho village which can be easily accessed by people from all the surrounding villages.

The PHC at Paomata is the first port of call for the locals of Saranamai village, Siimai Khaikho village, Maiba village, Phuba village and Liyai village whenever anybody from these villages feels sick. Even if it has been upgraded to a Community Health Centre (CHC), people still have to face problems due to lack of medicines and medical staff.

It was upgraded to a CHC by the efforts of ADC members who are making contributions in the building construction. Another alternative Health Centre is located at the Tungjoi village. As per official records, the Tadubi sub-division has four Health Centres with the PHC at Paomata being among the four. Paomata block is located around 99 km away from Imphal and is about 53 Km away from the Senapati district headquarters. Saranamai is about 14 Km away from the Tadubi sub-division whereas Khaikho is about 17 km away.

`Whenever anybody needs medical treatment, he has to travel 7 Kms to reach the PHC which lacks medical facility and doctors. If the situation of the patient is serious, a proper medical treatment can be availed only at the Senapati District Hospital. But in worst case scenarios, patients have to go all the way to Imphal for a proper treatment. They have to spend lots of money, sometimes even selling off their property as most of the people at the circle are farmers. Sometimes due to a lack of immediate attention at the PHC, people die on their way to a better medical facility`, said V Kho, chairman of Khaikho village at the Sanaramai circle.

He further said it is during the rainy seasons that people suffer the most as pregnant women have to be carried in improvised Sagais till Paomata PHC by foot on the muddy road. The deplorable condition of the road makes it impossible for vehicles to travel during the rainy season, he added.

The dispensary at Tungjoy is ill equipped to provide treatment to victims of even small accidents. Recently, those who got injured in a truck accident succumbed on their way to the district hospital because proper medication couldn`™t be provided in the PHC and other health centres, he narrated.

People settled in the Saranamai circle have drawn the attention of the State health director to establish an additional Health Centre at Khaikho with sufficient medicines and where the doctors are available round the clock.

The duo Simon and Garfunkel sang `I`d rather be a sparrow than a snail Yes I would, if I could, I surely would/ I`d rather be a hammer than a nail Yes I would, if I only could, I surely would` You get the picture what they were getting at. It`™s better to be wise than foolish, strong than being weak. This refrain one gets to hear in different contexts and situations. On TV, I see people trying to outwit, out-speak, the other. Now there are reality shows, where you prove that you can out-sing, out-dance, out-do any other. And you get fame and fortune for that. We love winners; we extol those who are better. I note this not to register any complain against it. Who does not love excellence?

Lately, I have been wondering whether there can be any virtue in being not wise, being not intelligent, being not fast? Is there any good in being not healthy? To the last question I can answer a qualified response (of course the question frames a qualified response). I learnt as part of high school biology that those who suffer from the disease called sickle cell anaemia have resistance against malaria.

It`™s not much fun to be anaemic, but if you are in a place where malaria is endemic, then it might not be that bad to be sickle cell anaemic. Can we push this case for the other questions in the beginning of this paragraph? Can we say that there are sometimes situations in which it is alright to be dumb, or are there cases where it is positively better not to be wise, not to be beautiful or amazing, mind-blowing or such superlatives that the judges on reality TV shows shower on the contestants? Can there be a reality show where the search is for the dumbest person? How would be the rating? I throw these questions for a response if you please.

Ignorance is bliss, there are sayings amounting to that. There are also deeply entrenched intellectual and spiritual traditions which take knowledge to be the key to soteriological aspirations. Ignorance and knowledge in the ultimate analysis could turn out not be a far cryfrom each other but intuitively, and at least in our common understanding, they are wholly different things.

I keep telling my wife that I have become wiser since I married her. This could be understood in at least two different ways. It could either mean that she is the cause of my getting more intelligent or it could be a way of saying something ordinary i.e., people get wiser with age and that we are getting older together. Depending on her mood she is pleased some times, sometimes she is annoyed and tells me not to be sarcastic. But, seriously, I feel that I have become wiser in the last few days. Something is happening to me. That`™s how I feel.

When I share this with my wife she has a good laugh. Let me explain why I say I feel wiser. There is something reminiscent of the Socrates of Platonic dialogues here. I vaguely remember the dialogue in question had something to do with the Oracle of Delphi. One can look up on the internet: another portal to becoming more intelligent, more informed and wiser.

I have been having this reconciliation, lately, with myself that some of the thoughts I had and actions that I had performed were not the best. I never could reconcile until recently that I ever was wrong. Somehow, I tried to defend myself, rationalise to others and myself all my actions. Lately, pride is on the wane, humility on the rise.

Strange enough, humility seems to make things clearer for me. It has shown that I was wrong; I was definitely not wise. I have come to know that I might be foolish sometimes, if not always. This realisation is what I mean by my becoming wiser. The realisation that I was, am, may and can be ignorant and wrong. The realisation that I am simply dumb*** sometimes and acted like one has dawned on me with the coming of the New Year. This could be a temporary phenomenon. My conceitedness might creep back any day without my knowing.

Remember that movie Dumb and Dumber, the film about two idiots trying to outsmart one another? We laughed at them. We laughed at their dumbness, more so at their thinking that they were smart. A person who is a fool and knows he is a fool is smarter than the person who is a fool but does not know that he is a fool. Therefore, in the scale of dumbness, I might claim that I am smarter than those two characters.

Now, where can we put a person who is wise and knows that he is wise? Obviously, he has to be above someone like me. But the catch is this, is it ever possible that for such someone to know that he is wise? If we take for granted the human condition as rooted in its limitedness, then for any human being whatever knowledge and wisdom he has, has to be seriously limited on the cosmic scale. So, if someone knows that he is wise, he is mistaken and a bit conceited. Mistakes and knowledge do not go together; neither do conceit and wisdom. Therefore, one can claim that there can be no wise man who knows that he is wise! This means that there is no person wiser than the likes of me.

Let me tell my wife this discovery of mine. I have a feeling that instead of laughing she might cry this time.

When the British took over the administration of Assam in 1826 after repelling the Burmese in the First Anglo-Burmese War, Assam constituted almost the entire Northeast, with the exception of the kingdoms of Tripura and Manipur. Available commentaries and records from the period indicate there were two primary interests of the British in the newly acquired territory of Assam, which was initially kept under the British province of Bengal.

The first was strategic. They were interested in keeping the region as the first layer of buffer between their established Indian territories and possible hostile neighbours and rival European Powers as we have seen in the previous chapter. That the British thought fit to intervene and stop the Burmese push westward beginning 1824, is testimony to this interest. The Burmese kingdom, with capital at Mandalay, would also come to be ultimately annexed into the British India Empire after the Third Anglo-Burmese War in 1885, and Burma itself would become the next layer of buffer between core British territory and what Lord Curzon called `spheres of interest`™ of rival European power, the French. This too has been discussed.

The second interest was economic. The region, it was soon to be discovered, is rich in mineral and forest resources. Its potential as a tea growing area had already become evident. Robert Bruce, encountered wild tea growing in the Assam hills in 1823, and in the next few decades, tea gardens rapidly spread through the Brahmaputra and Barak valleys, causing land pressure and frictions between tea planters and local farmers. These lucrative expanding business interests obviously had to have security cover. Details of how the British charted out their ways to ensure a level security matching their needs and interests, cost effectively, has already been described in the chapter on militarisation of the Northeast.

A convenient entry point to start an assessment of the nature of British administration in the Northeast region would be to briefly refer to the history of the McMahon Line 1914 and the circumstances of its drawing. One of the consistent themes that run through all boundary making exercises of the British in their former colonies is the notion of the frontier, as distinct from a boundary. Here is how Sir Henry McMahon the man behind the McMahon Line described this notion. In his address to the royal society of Arts in 1935 he noted that `a frontier meant a wide tract of borderland which, because of its ruggedness or other difficulties, served as a buffer between two states. A boundary, on the other hand, was a clearly defined line expressed either as a verbal distinction, that is, `delimited`™, or as a series of physical marks on the ground that is `demarcated`™. The former thus signified roughly a region, while the latter was a positive and precise statement of the limits of sovereignty.`™

The Northeast in British hands began as a frontier therefore boundaries were ambiguous for a long time, and some of these ambiguities, in particular that of the McMahon Line, tragically still persists. This outlook is evident in the manner in which the British looked at the hill areas beyond the fertile alluvial plains of Assam. This is also again evident in Henry McMahon`™s effort to create a double layered Tibet, Inner Tibet and Outer Tibet, the southern overlapping perimeters of which would form the border between Tibet and India, during the Simla conference of 1913-1914. This will come up for a more detailed discussion later in this chapter. There are still more evidences of this frontier approach to the Northeast. As for instance, the notion of the `excluded area` and `partially excluded area` declared on 3 March 1936 when the Government of India Act, 1935, came into force, amounts to giving an institutional mandate to this outlook. Much earlier, in the administration of the tribal areas of the Northeast, this approach had been around in different avatars. Hence, by the Government of India Act, 1919, the territories that came to be categorised as `excluded areas` and `partially excluded areas`, were simply called as `backward tracts` and were left un-administered.

The Bengal Eastern Frontier Regulation which was promulgated in the year 1873, can be said to be a prominent predecessor of these later declarations. The regulation created an `Inner Line` beyond which no British subject could cross without a permit. However, as if anticipating future misinterpretations, British authorities and commentators of the time repeatedly stated that the Inner Line did not constitute the international border. By implication though, beyond this Inner Line was an Outer Line. Some eminent scholars like Alastair Lamb claim the Outer Line was not just implied, but existed officially, thereby raising the question of where this Outer Line actually was. This is pertinent, for if this Outer Line did exist officially, it would mean this was where the international boundary was between British India and Tibet. Furthermore, the path of the Outer Line, Lamb contends in a map, is nearly identical to the Inner Line. It runs from the southern base of Bhutan along the foothills of Arunachal Pradesh right up to Nizamghat near Sadiya in the Lohit Valley.

Outer Line

The intriguing thing about this claim is, if the Inner Line and the Outer Line are either identical, or else are set apart by only a few kilometres, it does not make administrative sense. The British India government as well as the British home government denied there ever was an official Outer Line, and that the implied Outer Line, was always roughly where the McMahon Line was drawn in 1913-1914. Lamb himself notes that `the India Office, as we have seen, was already in November 1911 implying that the new Outer Line was really the same as the old Outer Line. The Indian Republic is still saying this today.`™ Tellingly however, while Lamb reproduces a number of maps showing separately the Inner Line and Outer Line, there is not one which has both the lines on the same map. He also acknowledges overlaps of the two in certain sectors: `The definition of the Inner line in Darrang and Lakhimpur Districts of Assam adjacent to the Himalayan range, which took place in 1875-6, rather tended to obscure the definition of the international boundary, or Outer Line, which was made here at the same time.`™

Lamb is so passionate about this theory of the existence of two lines that he would go to the extent of calling those who deny this as `apologists of the Indian side`™. Lamb further writes: `Of the existence of the Outer Line, however, there can be no real doubt. It has been implied in such instruments as the British agreement with some Abor gams… It followed the line of the foot of the hills a few miles to the north of what became the course of the Inner Line.`™ Two administrative boundaries running parallel to each other, one of which an international one, separated from each by only a few miles and even overlapping in certain sectors seems to defeat the very purpose these lines were meant for, that is, if at all an Outer Line officially existed.

There apparently were some inter-government exchanges of notes in which an Outer Line was referred to, but this could have been slips born out of bureaucratic mental lethargy so common especially in routine and mundane usage of references, and what was meant could have probably been the Inner Line itself, for unlike the Inner Line which came into existence by promulgation of the Bengal Eastern Frontier Regulation 1873, there exists no record of any ordinance or regulation or Act by which the Outer Line was created. Since Lamb`™s old `Outer Line`™ runs along the foothills of the Assam hills, this supposed `international boundary`™ excludes the present state of Arunachal Pradesh, somewhat giving credence to China`™s claim of this territory as South Tibet. Lamb claims this old `Outer Line`™ was later pushed northwards as a counter to a Chinese Forward Policy in the first decade of the 20th Century, to become the new `Outer Line`™. This new alignment is where the McMahon Line was to be drawn.

Nobody however disputes or can dispute the existence of the Inner Line which was created by a definite Regulation. The logic for introducing this line, even Lamb admits, is also far from ambiguous: `it was a device to create a buffer zone, as it were, between the international boundary and regularly administered territory, a tract which marked the transition between the tribal hills and the Assamese plains. By limiting access from the south to this area it was hoped to minimise the risk of trouble with the tribes. At the same time, tribesmen who crossed the international boundary from the north, but remained beyond the Inner Line, still passed under British jurisdiction should the authorities choose to exercise it`™.

Colonial historian Edward Gait has this explanation for the Inner Line in `A History of Assam`: `The unrestricted intercourse which formerly existed between British subjects in Assam and the wild tribes living across the frontier frequently led to quarrels and, sometimes, to serious disturbances. This was especially the case in connection with the traffic in rubber brought down by the hillmen, for which there was great competition. The opening out of tea gardens beyond the border-line also at times involved the Government in troublesome disputes with the frontier tribes in their vicinity.`™ In order to prevent the recurrence of these difficulties, `power was given to the local authorities by the Inner Line Regulation 1873 to prohibit British subjects generally, or those of specified classes, from going beyond a certain line laid down for the purpose without a pass or license issued by the Deputy Commissioner and containing such conditions as might seem necessary. As it was not always convenient to define the actual boundary of the British possessions, this line does not indicate the territorial frontier but only the limits of the administered area; it is known as `Inner Line`…`™ This line was `being prescribed merely for the above purpose, it does not in any way decide the sovereignty of the territory beyond. Such a line has been laid down along the northern, eastern and south-eastern borders of the Brahmaputra valley,`™ he further explains. These accounts also indicate how the Inner Line was amenable to changes as per the whim of the administration: `There was also formerly an Inner Line on the Lushai marches, but is has been allowed to fall into desuetude since our occupation of the Lushai hills.`™ Further, the other important purpose of the Inner Line was to limit the land grab by tea planters into the hills causing frictions between the administration and the hill tribes. `Planters are not allowed to acquire land beyond the Inner Line, either from the Government or from any local chief or tribe.`™

An important colonial administrator and author in the northeast, Alexander Mackenzie explained how this regulation was also meant to protect elephants against unauthorised captures. The Bengal Inner Line Regulation `gives power to the Lieutenant Governor (of Bengal and with responsibility for Assam) to prescribe a line, to be called `inner line` in which each and any of the districts affected, beyond which no British subjects of certain classes or foreign residents can pass without a license. The pass or license, when given, may be subject to such conditions as may appear necessary. And rules are laid down regarding trade, the possession of land beyond the line, and other matters, which give the executive Government an effective control. The regulation also provides for the preservation of elephants, and authorizes Government to lay down rules for their capture.`™

The bus bearing registration number MN-07-1503 which provides to and fro service from Imphal to Sugunu had a self accident while coming to Imphal.

The injured persons were taken to Thoubal District Hospital however three women were referred to RIMS as they have more serious injuries.

The police have registered a case in regard to the incident.

IMPHAL, January 9: The Zelianrong Youth Front, AMN, (ZYF) has held a public meeting on January 8 at Chingkham Kabui Village Community Hall, Imphal West District at 11:00 am.

According to a release of the Front, the meeting was necessitated following some persons led by Md. Ziao Rahaman son of Md. Habibur Rahaman of Turel Ahanbi, Md. Asharbali, son of (L) Mufizudin alias Tamfao of Karampat, Md. Faju Hafi, son of (L) Abu Haji of Turel Ahanbi and others intruded upon the peaceful existent of the villagers and dismantled a newly constructed house situated within the territory of the village land on December 22.

The public meeting strongly condemned the unlawful activities and decided to submit Memorandum to the Chief Minister of Manipur, the Deputy Chief/Home Minister of Manipur for immediate intervention into the matter and provide necessary protection and to ensure safety and security of lives and properties as deemed fit under the Constitution by the citizens of the country.

Another memorandum was also submitted to the Civil Judge (Senior Division) Thoubal to take up the matter/case at the earliest which has been pending in the Court of Civil Judge (Senior Division) Thoubal, in compliance of th Gauhati High Court, Imphal Bench which passed an order on July 11, 2014 directing the Civil Judged (Sr. Division) Thoubal to dispose of Original (Declaration) Suit No.12 of 2013 as early as possible preferably within one year from the date of communication of this order in order to avoid such incident in future.

The public meeting took serious note of the incident as the personnel of the Lilong Police Station led by its Officer-In- Charge miserably failed to enforce law and order despite their physical presence during the incident which is a clear testimonial of their bias attitude towards the people of Chingkham

Kabui village in particular and Nagas in general, it said.

The public meeting also decided that the State Govt. should compensate for the properties damaged and loss in incident as per the customary law of Zeliangrong as it was happened in the physical presence of the personnel of the Lilong Police Station. The Zeliangrong customary law states that pulling down/damaging/destroying/dismantling a house unlawfully amounts to committing murder. The incident would be considered as pre-meditated and pre-planned one with ulterior motive orchestrated by the State Govt. in case the State Govt. does not compensate for the properties damaged and loss.

The public meeting also strongly warned the perpetrators to stop such unlawful activities in order to maintain and uphold communal harmony and decided that repeat of such activities in future will not be

tolerated but only retaliated in befitting manner of which consequences should be borne by the State Govt. The Front also warned that the Zelianrong people in particular and the Nagas in general will not tolerate such unlawful activities, it said.
