House condoles former Deputy CM Kh Amutombi’s demise

IMPHAL, July 24: The Manipur Legislative Assembly has mourned the death of former deputy Chief Minister of Manipur Kh Amutombi Singh who passed away on July 23.

Kh Amutombi Singh is the father of incumbent Works minister Kh Ratankumar Singh of Mayang lmphal constituency.

He had served as deputy Chief Minister in the Manipur People’s Party government from 1990 to 1992, led by the then Chief Minister RK Ranbir Singh.

The House observed a two minute silence as a mark of respect to the departed leader before the start of today’s session.

In his condolence speech, the Chief Minister of Manipur, Okrarn Ibobi Singh expressed his deep sorrow on the sudden demise of the former Deputy CM.

The Chief Minister stated that Kh Amutombi Singh was a true statesman, a great teacher, an ideal political leader and a visionary social reformer of Manipur.

His loss will obviously create an irreparable vacuum in the hearts of the people of Manipur particularly within the political circle.

Several MLAs along with the Speaker Th Lokeshor Singh expressed their grief and condolences on the death of Kh. Amutombi Singh.

Further in the session, Agriculture minister Md Nasir had replied to a starred question raised by MLA, Sagolband A/C, R.K. lmo Singh that the number of students selected every year by the Department of Agriculture as State nominees for undergoing degree course in Agricultural field is 19 and a stipend of Rs. 200 per month is given to each selected student. The minister also shared his concern over the meager amount of stipend of the students.

PHFD Minister I. Hemochandra Singh, in reply to questions raised by Kh. Joykishan Singh, MLA Thangmeiband A/C had stated that the Sewerage Project funded by France was started in November 2003 with a sanctioned amount of 41.54 crore (in kind only) with M/s Aqua Technique & M/s Degremont of France as project consultants. The minister also handed out the list of officials of the French Consortium indicating their technical backgrounds. As requested by MLA R.K. lmo Singh,PHED Minister Hemochandra Singh also furnished the details and status of the PHED year-wise work programme for Sagolband AC for the year 2011 to 2014, it said.

The liabilities for the contractors of the works under SPA have not fully been cleared due to non-completion of the work owing to non-finalisation of the land acquisition of the work site said Chief Minister lbobi Singh replying to the starred questions raised by Kh. Joykishan Singh.

Answering to the question put up by Dikho, MLA,Mao A/C; the Chief Minister stated that Tadubi-Paomata-Ukhrul road was declared as National Highway I 02(A) on March7, 2012 and the state Government has sought the details of the progress of the work undertaken by BRO.

Chief Minister Ibobi also replied to the starred question asked by Th. Shyamkumar, MLA, Andro A/C that PWD had completed the work from 0.00 Km 3.22 Km along the lmphal-Jiribarn Highway and for the remaining portion from 3.22Km- 222 Km. which is under the BRO, the progress detail of work is awaited from the BRO.

Clarifying to a calling attention by L. lbomcha Singh, MLA Keishamthong A/C, the Chief Minister clarified that the Government has no intention to acquire more land along the Tiddim road beyond the already demarcated portion, it said.
