New Delhi, Oct 9 : Following a review of current protocol practice, The President of India Shri Pranab Mukherjee has formally approved the following changes for implementation with immediate effect:
Use of the words ‘His Excellency’ will be discontinued while organizing functions within the country and during interaction between Indian dignitaries and the President. In Hindi, Rashtriya Mahodei should be used in place of Mahamahim during such occasions.
The word “Hon’ble” will be used before the title of ‘President’ or ‘Governor’. The traditional Indian greeting of “Shri” or “Smt.” should precede the name.
“Excellency” will be used only for interaction of leaders with foreign dignitaries and foreign dignitaries with our leaders as is customary international practice.
It has also been decided that the word Rashtrapatiji will replace Mahamahim in official notings in the President’s Secretariat.
As per past practice, above decisions have been conveyed to the Ministry of Home Affairs for further action.
Taking into account inconvenience caused to public during his movement within the city and in order to reduce the burden on police and other agencies, The President has instructed that, to the best extent possible, all functions be organized within Rashtrapati Bhavan premises itself.

Chidambaram. He said FDI in retail sector will improve financial position of the country. Elaborating at length the benefits that will be brought by FDI in retail sector he said coconut is sold for Rs three per piece but buyers buy it at Rs 20 per nut. The rest Rs 17 had gone to intermediaries. By implementing FDI farmers will earn more and buyers will get the item at cheap price.
Asked about the increasing inflation rate he said when the demand exceeds supplies inflation shoots up, the other sector that attributes to rising inflation rate is fiscal deficit, it means when the Government indulges in borrowing spree. When asked whether FDI would give benefit to the poor common masses and the possible entry of Walmart to Manipur. He said it depends on the number of population in the town. The population should be not less than 10 lakhs. If the population in Imphal is more than 10 lakhs it may see entry of Walmart. The initiative however should come from the state Government. State Government will have the right to resist the entry of foreign companies on their soil. He flatly denied entry of foreign companies at the rural areas for running retail business. But farmers will get benefit. Refrigerated vans will come for buying the agri products and infrastructure will come up. Immediate changes will be seen.
Telecommunication Minister Kapil Sibal spoke at length about the development that may be brought by telecom sector. Public services can be delivered electronically. But the state Government should identify the areas where the focus should be paid. Pass ports can be demanded on line which will be delivered electronically. Lots of changes will be seen. Bank balances can be checked. People will get enormous power that is the vision the Government at the centre has set for fulfilment.
Minister for Railways, Road Transport and Highways said our national highways constitute merely 1.7 percent of length of road network, but they carry 40 percent of traffic on roads. This provides an immense potential for growth and development of road network and the Government is striving to excel. The Chairman of Railways Board Vinay Mitta who also spoke said Jiri-Tupul Imphal rail line which is 98 kms long is under construction and it will be completed by March 2016.
It was brought to the notice of the Union Minister that even after 60 years of national independence Manipur is not getting a properly maintained national highway road though there are two national highways connecting Manipur with the rest of India and the fund starved Government of Manipur is not in a position to maintain these national highway roads moreover completion of the rail line construction in the near future is doubtful. The minister was asked to give more funds to the state Government for hghway road maintenance. Union Minister Dr. C.P. Joshi said only one thousand plus crores of Rs had been earmarked for maintaining 70000 km long roads. But since the matter has been brought to his knowledge he would look into the matter.

MNS:- A two day seminar on National Project on Aquifer Management began in New Delhi today. Organized by Central Ground Water Board the seminar provides a platform for exchange of ideas among different stakeholders on aquifer management. The Seminar is being attended by more than 200 participants including planners and administrators from various ministries of Govt. of India, Central and State Government organizations, PRIs, NGOs and VOs associated in water sector etc.
Inaugurating the seminar Dr. Mihir Shah, Member, Planning Commission said that the aquifer management programme will change the way we manage ground water resources. He said it will play a crucial role in managing the food security, sanitation and health issues of the country through multiple approach.
India is the largest user of Ground water in the world having about 30 million groundwater abstraction structures. Through these structures, more than 243 BCM of groundwater is being abstracted annually. Over 90% of the abstraction is being utilized for irrigation purpose. Due to higher development of groundwater in northwest and southern India the aquifers are under stress. In addition groundwater pollution is also affecting several parts of the country. Therefore there is paradigm shift from groundwater development to management. To address these issues adequately National Project on Aquifer Management has been taken up by the Ministry of Water Resources, GOI during the XII five year plan for which Central Ground Water Board is the nodal agency. The Project envisages delineation and detailed characterization of aquifers in the country. Information thus generated is proposed to be used for developing effective ground water management plans at regional and local levels. Considerable data and information has been generated by Central and State Agencies, Universities & Research Institutions, NGOs etc. at different scales. Integration of available data, identification of data gaps and generation of new data will facilitate formulation of management strategies at micro level. National Project on Aquifer Management is being implemented in 12th plan and likely to be continued in 13th plan. Ground water over exploited areas and water quality vulnerable areas are being given priority in12th plan.
The goal of the National Project on Aquifer Management is groundwater management resulting in equitable, safe and sustainable management of India’s groundwater resources through improved systems of resource mapping, utilization and governance. Aquifer mapping refers to collection of information on the subsurface lithology in terms of their vertical and horizontal extension and water bearing properties including water quality. Therefore, the objective of aquifer mapping is to arrive at mapping of the complex geometry of different aquifer systems of the country, defined by hydrogeological settings, with a clear cut linkage to strategic actions on the ground (groundwater management strategies). There is a need to standardize the procedures for aquifer mapping to be followed throughout the country. The workshop will provide a forum for deliberations on identified issues such as the steps involved in aquifer mapping, role of state agencies, participatory management, water quality data and related inputs.
During this two day seminar three technical sessions have been organized followed by a panel discussion on the following themes:
1. Aquifer Mapping & Management – Implementation strategies, Convergence & Partnership
2. Participatory Approach to Aquifer Mapping & Management
3. Protocol for Activities – Data Compilation, Data Gap Analysis, Data Acquisition & Preparation of Aquifer map
The deliberations in the seminar will help in consolidation of methodology of aquifer mapping and preparing a road map for implementation of aquifer management plan at local level with participation of water users at grass root level.

MNS:- Defence Minister Shri AK Antony reviewed the various steps taken to enhance coastal security network in the country. Presiding a high-level meeting here today, Shri Antony said that there must be a time bound action plan to complete all pending decisions at the earliest. He noted that there has been coordination amongst the Stakeholders towards coastal security and assured that Indian Navy and Indian Coast Guard will complete their actions on time but that the actions required from other departments and coastal states needs to be monitored closely. He requested Cabinet Secretary for fixing timeline to monitor their performance.
Shri Antony reiterated that fishermen in our coastal States are the “eyes and ears” of the coastal security and they need to be an integral part of all our planning. He specially laid stress on strengthening of the Department of Fisheries of States and Department of Animal Husbandry, Dairying and Fisheries in Government of India. He also requested the Cabinet Secretary to monitor this aspect.
The Minister appreciated the steps taken for installation of 46 Coastal Static Radars (36 in mainland and 10 in island territories) which would go a long way in identification and monitoring of maritime traffic. He directed for completion of the installation of Radars in the mainland by 26 November 2012 and in the island territories by March 2013. Shri Antony pointed out that the Phase II of coastal security initiatives will begin shortly, which will result in putting a robust and gap free maritime domain awareness.
Shri Antony further said that the Navy and Coast Guard have been significantly strengthened and there has been an unprecedented growth in their capabilities. He stated that the assets, infrastructure and manpower have grown and the two services are likely to almost double their capabilities by the end of 13th Plan.
In the meeting, representatives from Indian Navy and various central ministries updated the positions of different actions taken by them.

Address by the President of India on the Occasion of Inauguration of 26th Conference of Accountants General.
It gives me great pleasure to be amongst you today on the occasion of inauguration of the 26th Conference of Accountants General. The Accountants General of the States and their equivalents in the Centre are important functionaries assigned with the task of being watchdogs of public finance.
I am happy to note that the theme of this year’s conference is “Strengthening Professional Practices”. Being a knowledge based organisation, it is important that the practices followed by the department are continuously updated and universally and fairly applied.
The institution of C&AG is an important part of the governance and accountability structures of our country. Its existence underpins and highlights the necessity for accountability of public expenditures by public authorities towards Parliament which represents the Supreme will of the people of this country. One of the main instruments through which Parliament exercises this accountability is the office of the CAG. It is in recognition of this role that the CAG has been assigned constitutional status by our founding fathers.
A constitutional mandate for the CAG also reflects the high value that we have placed on integrity and transparency in our public life. All public servants in this country are first and foremost accountable to people. The rationale for whatever decisions that we take must be empowerment and welfare of our people. This is absolutely fundamental for any democratic system. There will be moments in a nation’s life when institutions would appear to be under stress but as long as we have faith in our basic democratic values and the supremacy of our people and Parliamentary processes, we shall be able to tide over any crisis that we may face.
From the time we opened up our economy in the Nineties, Government has had to take many decisions of far reaching import the results of which are becoming visible only now. Financial sector and social sector reforms do not deliver overnight and their full impact on a country’s economic and social well-being is felt only over extended periods of time.
Most such reforms also involve use of public money and public resources. Optimal use of such resources by balancing conflicting demands on such public resources has always been the challenge for the decision makers in all sectors and in all parts of the world. In a country like India, public administrators have, in addition, the onerous responsibility of actively ameliorating the conditions of the poor and the needy as soon as possible. As I stated at the time of assuming the office of the First Citizen of our country, trickle down theories of growth will no longer work in the Indian context. When we talk about optimal decision making, we will do well to keep in mind that, in the long run, use of public money must improve the living conditions of the people.
Governance during the last six decades has become much more complex. Public expenditure has increased manifold, newer delivery mechanisms have had to be thought of and brought in to reach services to the people. The range of governmental activities itself has changed manifold. Before independence, administration was colonial and mainly responsible for revenue collection and law enforcement.
With independence and introduction of the planning process, Governments- both at the Centre and the States- took upon themselves many responsibilities that were unthinkable previously. Governments built factories, roads, ports and public infrastructures. They also directly provided services like health and education. The thrust on developmental administration from a purely revenue earning and law and order centric administrative system represented a major paradigm shift.
Another major paradigm shift is taking place today. We have realised that governments alone cannot do everything. As a result, we have many players who are responsible for public expenditure and for delivering services- not only the Central and State Governments but also local bodies, registered societies and NGOs etc. Given the scale of funding required, particularly for infrastructure financing, Public Private Partnerships (PPPs) have emerged as part of the institutional framework. They represent recognition by the Government of the need to engage with the Private Sector in diverse areas for the purpose of ensuring broad-based and sustainable growth.
This has introduced great complexities in funds flow, expenditure, accounting and evaluation. In our efforts to reach services to the poor and the needy in the remotest corners of our country, we have had to develop faster channels of service delivery. There have been occasions when the system was not fully developed, the process of accounting not fully operational, the local officials who handled government money not fully skilled in their multifarious functions. This is, however, a reality we need to accept and a situation we need to address through continuous capacity building and upgradation of human skills.
I am happy that the C&AG for the past several years has taken a positive approach on this and has not hesitated to offer his helping hand to governments and local bodies in building up and enhancing skills in financial management. Your department has developed considerable expertise in financial management through your exposure to different organizations. It is in the fitness of things that the expertise available should be utilised fully. I hope you continue your efforts in this direction.
Public audit, I am aware, is just one aspect of financial administration. What is most important is that we must introduce a robust internal control system in all spheres of government activity. Many significant steps have been taken. Ministry of Defence has, for example, worked out detailed “Defence Procurement Procedures” for capital procurement. The ‘Public Procurement Bill’ 2012 has been introduced in the Lok Sabha. Several state governments have now established full-fledged Internal Audit departments within the Government. The Union Ministry of Finance is currently examining the Report of the Working Group set up to strengthen ‘Internal Audit Mechanisms’ in Government of India. I am sure that the recommendations, once accepted by the Government, will go a long way in making Internal Audit an effective tool of governance and internal control, thereby complementing the role of the CAG. All these are significant steps towards transparency and good financial administration.
Equity and justice, fairness and transparency, therefore, continue to be cornerstones of our polity. India is once again on the cusp of change. The transformational agenda that we have boldly undertaken requires innovation and performance. It requires huge resources but, more importantly, it requires judicious use of these resources so that we get the optimal outcome from these resources. Every institution in the government must reorient themselves for these momentous changes and must be ready to contribute.
I am glad that during the past years, CAG’s audit has shifted from routine compliance audit to a more macro perspective. I must, however, stress that while redefining organisational roles and boundaries, all constitutional authorities need to adhere to the fine and calibrated system of checks and balances which forms the bedrock of our governance structures. Any attempt by any organ of the State to overreach will unnecessarily lead to dissonance within the system. It is, therefore, necessary that all constitutional authorities introspect on their respective roles.
I am aware of the initiatives of CAG to involve the civil society organizations and the beneficiaries in the audit process. This enriches the audit process and provides a feedback that is relevant and timely. You have well trained personnel and wide geographical reach. What we could all benefit from is a record of the best practices that you would come across in villages, blocks and districts in respect of social programmes so that these practices can be replicated.

Audit reports are essentially feedback on the many programmes undertaken by the government. The tone and timeliness of such feedback is, therefore, important. The Central Government releases funds to State Governments and even to the local bodies at district levels. The utilization of these funds is known to the Central Government only through the mechanism of utilization certificates. By the time these utilization certificates are received, the programme has already been implemented. It is thus important that CAG’s reports are presented in time so as to enable mid-course corrections, if required.
We have a fairly stabilised system of the ‘Public Accounts Committee’ and the ‘Committee on Public Undertakings’. Through these committees, the Parliament and State Legislative Assemblies exercise the oversight functions that are expected of them. These institutions have always functioned in a bipartisan manner and have contributed a great deal to the cause of transparency and good governance. It is an important responsibility of the legislators to ensure that such committees remain active and all important observations of audit are considered with all the seriousness that they deserve.
I am happy to note that C&AG, as the Apex Audit Institution of India, has remained in the forefront of international audit. Apart from being a member of the Board of Auditors for UN and other Agencies for almost two decades, you have conducted audit of United Nations and many other International Organizations. You have earned great respect from the international community for your knowledge, skills and high professional calibre.
I acknowledge that the unique institution of CAG has over the years, now more than 150 years old, made significant contribution to ensuring that we have governance systems that are transparent and accountable. I have great expectations from this Institution in our journey towards a prosperous and equitable future for our people. I would like to wish all members of the Indian Audit & Accounts Department all the best.

AIZAWL, Oct 7 NNN: In a move to bridge the already widened gap between Assam and Mizoram following the recent boundary fiasco, Barak Valley Peace Delegation today met Mizoram chief minister Lal Thanhawla at his residential bungalow, and held a discussion with him on boundary issue and other important inter-state related matters.
Lal Thanhawla said that the boundary issue is to be settled by the two states of Assam and Mizoram and the central government, and as it will take long time in settling the problem it is the best to negotiate and solve all the problems through table-talk.
Regarding the erection of boundary pillar at Mizo paddy fields and demolishing the same is but a cowardice act, Chief Minister said, and mentioned his plan to discuss the boundary issue with higher authority. Regarding entry of labourers at Vairengte without ILP referred to by Peace Delegation member, Chief Minister replied that “it is the best to continue what has been carried on since long time before.” As we are all citizens of India, what we want most is to live with showing respect to each other” CM lalthanhawla said.
Regarding Hindustan Paper Mill in Cachar, Lal Thanhawla said that bamboo is a national asset, and therefore it is planned to be utilised it helpfully and skilfully, for which Mahal system has also been stopped. In order that bamboo may produce as huge profit as possible for the Mizos as one chipping plant has been set up, the Mizo chief minister said, and assured the delegation members that he will decide on how to provide such chipped bamboo to meet the requirement of the Paper Mill.
Lal Thanhawla also talked on the proposal and request of the delegation members to place a Public Relations Officer at Mizoram House in Silchar and to set up a Grievance Cell in order to bring immediate solution in time of any arising of problems between the two states. They also proposed to set up Integration Camp both in Barak Valley and in Mizoram.
Delegation leader Sharif Laskar appreciated Lal Thanhawla as possessing a leadership quality and a man who stands on his promise, and thanked the Chief Minister for many things that he said. The delegation comprises 21 members; one of them being a representative of minority students’ body from Guwahati. Media persons and advocates also participated in the meeting. The visiting delegation left Mizoram today itself.

DIMAPUR/IMPHAL, Oct 7 NNN: The Mamata Banerjee factor in Indian politics have given some worries to Naga leaders and intellectuals as it is likely to take longer time then expected with regard to the signing of an agreement between the NSCN-IM and New Delhi.
For the last few months there have been high expectations among the Nagas that the 15-year long dialogue between the NSCN-IM and the government of India is coming to a conclusion. The September 20 to September 29 visit of Naga Hoho delegation to New Delhi and the disclosure made by these Naga Hoho leaders after their return to Nagaland had even risen the tempo of hope among the Nagas. The Naga Hoho delegation had said that “very soon” the solution would be arrived at.
But due to the threat to the stability of the UPA government at the Centre following the Trinamool Congress’ withdrawal of support to the former and the much talked ‘No Confidence Motion’, Naga leaders are a bit nervous.
United Naga Council (UNC) general secretary Gaidon Kamei expressed that instability of the government at the Centre will hamper for taking decision on any major issue by the government. ‘This is quite usual and history says this,” stated the UNC leader. “But we are hoping that everything will be alright pertaining to the Naga peace talk,” Gaidon Kamei confided.
Naga Hoho general secretary Chuba Ozukam while talking to NNN from Kohima however said, though it may take longer time but the Naga peace talk would not be affected in anyway. He said the Naga Hoho leader had met P Chidabaram, the Union Finance minister recently and “going by his words, we are optimistic.”
All Naga Students Association Manipur (ANSAM) general secrtetary Seth Satshang however said it is the talk between the “NSCN and the government of India, and it will not affect the Naga peace talk in anyway.” He said the Nagas are not talking with a political party but the government of India, stated Seth Sathshang.
NSCN-IM top leader V.S Atem said it is hard to say anything. ” I have nothing to comment,” was what the former NSCN ‘Army Chief” had to say when asked about the situation of the talk if the UPA government is disturbed.

New Delhi, Oct.7 (ANI): Civil society activist-turned politician Arvind Kejriwal and Sonia Gandhi’s son-in-law Robert Vadra verbally sparred with each other Sunday, days after Kejriwal and his India Against Corruption (IAC) colleagues charged the latter of illegally profitting from his association with DLF, one of India’s largest building conglomerates.
Both said that if the matter is to reach the courts of the country, they would not hesitate to appear, and defend their respective stances on the matter.
While Vadra dismissed as “utterly false, entirely baseless and defamatory” the allegations over his property dealings with DLF, and added he was saddened by the attempt of activists Arvind Kejriwal and Prashant Bhushan to malign him and his family to ?gain cheap publicity?, Kejriwal reiterated that Vadra has not answered questions on his links with DLF and described the clarifications of the realty major as “half truths and lies”.
Reacting to Vadra?s remarks that he and Prashant Bhushan were maligning him and his family to “gain cheap publicity”, Kejriwal said, “Robert Vadra has questioned our motives that is not important. He has not replied to the questions that we have raised.?
Vadra said: ?I am a private law abiding citizen who has been engaged in business over the last 21 years. The allegations levelled against me by Kejriwal and Bhushan are utterly false, entirely baseless and defamatory.?
Vadra, 43, said he was “saddened by the attempt of Kejriwal and Bhushan to deliberately misrepresent numbers contained in my financial statements, manufacture lies against me and malign me and my family in order to gain cheap publicity for themselves and for the launch of their political party?.
He said: ?My business transactions are fully reflected in financial statements filed before appropriate government authorities in compliance with the law. They are available in the public domain to anyone interested in knowing the truth.? His statement came a day after he broke his silence over the controversy surrounding his property dealings, saying he could “handle all the negativity”.
Kejriwal earlier today described as “half truths and lies” the clarifications of reality major DLF on the allegations that Vadra was given property at throw away prices for government favours.
DLF, on its part, yesterday rejected the allegations that it had given unsecured loans to Vadra as a ‘quid pro quo’ for favours and said it had transparent dealing with him as an individual entrepreneur.
“DLF has issued a response. It is full of half truths and lies. A lot of information has been suppressed. But does Vadra stand by DLF response or does he have another version? I would appreciate his version,” Kejriwal said.
He said he will not be able to respond to the specific issues in DLF’s response today as his team is working on it.”I had gone through the DLF response curiously. It is clear that there are a lot of information that they have suppressed…It will not be correct for me to respond now. We will issue a detailed response tomorrow,” Kejriwal added.
“I just want to know if Robert Vadra has the same response or if he has a different version. He did not respond to any of the specific issues we have raised,” Kejriwal said. In a statement yesterday, DLF had said it had given Rs 65 crore as “business advances” out of which Rs 15 crore was fully refunded and Rs 50 crore was used for purchase of land. Rejecting the allegations made by Kejriwal and Bhushan that the company favoured Vadra, DLF had said it neither received any undue benefit from any state governments nor was it alloted any land by Delhi, Haryana and Rajasthan governments.

Shillong, Oct 4 : The North East Dialogue Forum (NEDF), a powerful civil society group in India’s northeastern states Thursday branded the controversial Armed Forces (Special Powers) Act (AFSPA) as “racial” Act.
“The UN Committee on Elimination of Racial Discrimination has found beyond proof, doubt and dispute that AFSPA is racially discriminatory. The committee has urged India to repeal the act,” NEDF Convener U Nobokishore told journalists.
The forum, which is an umbrella of several civil society groups in the region, also urged the cabinet committee on security under the chairmanship of Prime Minister Manmohan Singh to repeal the act.
“The government’s own commissions like the Justice (Rtd) Jeevan Reddy commission set up in 2004 and the Second Administrative Reforms Commission chaired by Congress leader M. Veerappa Moily recommended that the act should be repealed,” Nobokishore said.
Rights activists say that the AFSPA, which is enforced in Jammu and Kashmir, Manipur, Tripura, Assam and Nagaland and some other parts of the northeast like Meghalaya, gives the armed forces authority to kill or detain terror suspects in insurgency-prone areas.
Nobokishore reminded that during May-June 2012, in the second cycle of Universal Period Review of the UN Human Rights Commission, 80 countries expressed deep concern over human rights violation related to AFSPA.
Stating that the Centre refused to repeal the AFSPA in the Country, the NEDF Convener said, “They (Indian authorities) argued that China is trying to lend support to insurgent groups in the Northeast. In the name of China, India is trying to justify the imposition of AFSPA. But northeast has nothing to do with Chinese influence and there is no basis on their justification.”
Moreover, Nobokishore said AFSPA has been imposed in the northeastern states to fulfill the aspirations of multi-national companies as the region is endowed with several natural resources, including minerals.
“The region has rich minerals like coal, chromium and uranium while recently; petroleum has been discovered in the western part of Manipur like Tamenglong. The fact is the region as a whole can provide large quantity of resources to the rest of the country and the world,” the stated.
However, army officials engaged in counter-insurgency operations maintain that it is for the central and the state governments to decide whether to repeal the act or let it continue.
Meghalaya Governor R.S. Mooshahary, who favoured the repeal of the AFSPA in the region, had said that its prolonged use had alienated the civil society.
“We cannot contain insurgency-related violence by alienating the citizens; we can do so more effectively by involving them,” said Mooshahary, a former chief of the Border Security Force and the National Security Guard.
Irom Sharmila Chanu, a human rights activist, has been on indefinite strike for nearly a decade in Manipur, demanding the withdrawal of the AFSPA from the state.
Several human rights groups, including the powerful North East Students’ Organisation (NESO), have also been demanding revocation of the AFSPA from the northeastern region.
In view of the outcry against the AFSPA, the central government had appointed a five-member committee headed by Supreme Court Judge B.P. Jeevan Reddy a few years ago to examine whether the act was required or not.
After visiting all affected states, the committee submitted its report to the central government in October 2006. The government has not yet made public the committee’s findings.

MNS:- A Commemorative meeting to mark the Wildlife Week and review the Phase-IV Monitoring in Tiger Reserves was held here today. It was addressed by the Minister for Environment & Forests, Smt. Jayanthi Natarajan and attended by Field Directors of Tiger Reserves, officials from NTCA and others.
Speaking on the occasion, the Minister pledged that she would stop at nothing to protect and preserve the wildlife of the country. “We will take all necessary steps to ensure that the animal corridors are made legal entities and are legally enforceable”. The Minister also said that the Ministry of Environment & Forests would ensure that habitat of wildlife are protected and the local and indigenous people around the habitat are made part of the conservation effort.
India has a good track record of both ‘in-situ’ as well as ‘ex-situ’ wildlife conservation. With 668 protected areas spread throughout the country, almost 5% of the country’s geographical area is earmarked for conservation.
Wildlife conservation is a collective responsibility between the Centre, States and Civil Society. The Ministry of Environment & Forests is assisting the States through various Centrally Sponsored Schemes for conserving wildlife. This includes the ‘Integrated Development of Wildlife Habitats’, ‘Project Tiger’ and ‘Project Elephant’. There is also a Central Sector Scheme to support the Wildlife Division of the Ministry and the Wildlife Crime Control Bureau. The Scheme of ‘Integrated Development of Wildlife Habitats’ also supports protection of wildlife outside protected areas, besides recovery programmes for critically endangered species.
The Project Tiger coverage has increased since its launch in 1973. From the initial 9 reserves, now there are 41 tiger reserves spread out in 17 of the States. This amounts to 2% of the country’s geographical area.
The Centrally Sponsored Scheme of Project Tiger was revised in August 2011. Its allotment was stepped up for the XI Plan to Rs. 1216.86 crore, especially to support the States for securing inviolate space for tigers. A number of additional components have also been included: (i) Change in the funding pattern in respect of North Eastern States (90:10), (ii) raising compensation for man-animal conflict to Rs. 2 lakh, (iii) acquisition of private land for making the core/critical tiger habitat inviolate, (iv) establishment of Tiger Safari, interpretation/awareness centres under the existing component of ‘co-existence agenda in buffer/fringe areas’, and management of such centres through the respective Panchayati Raj Institutions, (v) re-introduction of Cheetah. Other initiatives include: (i) creation of the Kawal Tiger Reserve in Andhra Pradesh, (ii) giving in-principle to five new tiger reserve, viz. Pilibhit (Uttar Pradesh), Ratapani (Madhya Pradesh), Sunabeda (Orissa), Mukundara Hills (including Darrah, Jawahar Sagar and Chambal Wildlife Sanctuaries) (Rajasthan) and Sathyamangalam (Tamil Nadu), (iii) in-principle approval for use of CAMPA funds towards village relocation from core areas, (iv) completion of e-surveillance project in Corbett, and (v) launching ‘M-STrIPES’ monitoring protocol.
The Government has been following an aggressive ‘tiger agenda’ in the core areas of the tiger reserves. The strategy now is to ensure any equally aggressive ‘inclusive’ agenda in the peripheral/buffer areas to benefit people who live in such areas. Under Project Tiger, funding support is provided for such activities in the buffer.
The status of tiger and many wild animals continue to remain endangered. The Special Tiger Protection Force (STPF) has been raised and deployed in three tiger reserves, viz. Bandipur (Karnataka), Tadoba-Andhari (Maharashtra) and Pench (Maharashtra). The Government has provided central assistance (100%) to Odisha for raising this force in Similipal. Action is awaited in this regard from Corbett (Uttarakhand), Ranthambhore (Rajasthan) and Dudhwa (Uttar Pradesh).
Tiger and other wildlife cannot be protected by excluding local people. The Government’s endeavour all along has been to deploy local workforce in protection. In all, approximately 24 lakh mandays are generated annually with 50% central assistance amounting to around Rs. 24 crore (excluding matching 50% share given by States) under Project Tiger. Many local tribes constitute such local workforce (besides non-tribals), e.g. Baigas, Gonds in Madhya Pradesh, Gonds in Maharashtra, Chenchus in Andhra Pradesh, Sholigas in Karnataka, Gujjars in Uttarakhand and Irulas in Tamil Nadu to name a few. The deployment of such local tribals has been fostered/encouraged in the last two years.
On the international front, the Government has strengthened its bilaterals with the neighbouring and other countries. A bilateral arrangement has been recently formalized with Bangladesh on tiger conservation. Delegations are interacting with Nepal and China within the framework of existing bilateral arrangements. A sub-group on tiger/leopard conservation has been constituted for cooperation with the Russian Federation, which has met recently.
The Government has provided enabling provisions in the Wildlife (Protection) Act, 1972, to strengthen the implementation of the CITES and towards enhancement of penalties for contravention of provisions of the Act.
A big progress has been made towards tiger reserves specific Phase-IV monitoring. Building up the capacity of the field officers and staff to use the state-of-the-art protocol and field methods is important and will be encouraged.
The challenge is to ensure conservation of the endangered wildlife, besides fostering development. The Government’s efforts in this direction has been to have ‘better growth’ giving due importance to conservation rather than ‘more growth’ at the cost of the wildlife and their habitat.

DIMAPUR, Oct 4 NNN : The ballooning population of ‘outsiders’ in Nagaland especially in the state commercial hub Dimapur is quite alarming. Civil society organisations in Nagaland are actually concerned about the presence of ‘illegal Bangladeshi immigrants’. However, to detect them, a concrete mechanism is yet to be found. The Naga Students’ Federation (NSF) and the Naga Council, Dimapur (NCD) are spending sleepless nights to address this issue in their own respective ways. Several meetings have been convened by both the organisations in this respect.
Speculations have been doing the round for sometime now that large number of illegal Bangladeshi immigrants are flooding into Nagaland through Assam. In the commercial hub Dimapur the population of these immigrants are quite big but officially this fact has not been confirmed. Majority of the labourers in Dimapur are reportedly from Bangladesh. Construction works are carried out by these immigrants but when queried about their origins, these labourers would often say they are from Dhubri district of Assam or from Barak Valley, Silchar or even from Karimganj.
Naga Students’ Federation (NSF) president Kelhouneizo Yhome said since it is a sensitive issue they are dealing it with extra care. The NSF chief disclosed that it has been one month now that the students’ body is collecting ‘census’. “Our federating units are doing the job of collecting census from their respective districts of Nagaland and once it is completed we will chalk out our move to filter the illegal immigrants”, stated Mr Yhome while adding, “We are doing with extra care so that the genuine Indians are not affected nor their sentiment is hurt.” However, it is not clear whether the NSF is taking themselves the census of ‘outsiders’ or collecting the already recorded official data.
Meanwhile, interestingly on Gandhi Jayanti, the Naga Council, Dimapur (NCD) had launched a ‘non-violent campaign aganst illegal Bangladeshi immigrants’ in Dimapur. Quite a sizeable number of people both Nagas and non-Nagas inked their signatories under the slogan, “ I pledge that I shall wholly and steadfastly boycott illegal Bangladeshis immigrants (IBIs) socially and economically. I shall not lease out my premises, including both residential and commercial, to IBIs, as part of my social commitment. I shall boycott all the business establishments of IBIs who now control the economy of our state and instead patronize fellow Nagas and fellow Indians. This pledge is borne out of love for my Naga people.”
“I took this pledge to uphold the truth; the truth that Nagas are in danger of losing their Christian character to an alien religion; the truth that Naga identity is in erosion created by a tidal wave of alien culture; the truth that Nagas can be self-reliant, not depending on aliens for their survival; the truth that the well-being of our future generation and survival of Naga identity depends on us taking a historic and firm stand today”, it reads.
It can be mentioned here that in the month of August, the Naga Hoho had called upon all the states in the North East India region to unite for flushing out illegal Bangladeshi immigrants from the region. The Naga Hoho had also said earlier that illegal Bangladeshi immigrants should be flushed from the region by joining and uniting together by all the north eastern states. “This is the right time to flush out the illegal Bangladeshi immigrants,” apex Naga body had said.

The Prithvi missile is equipped with advanced high accuracy navigation system and guided by an innovative guidance scheme. The improved Circular Error Probability(CEP) achieved is a testimony to the efficacy of this missile system.
A senior member of the Prithvi team said, the flight “most importantly, conveys our preparedness to meet any eventuality” The mission “fully validated our operational readiness”. With this launch the Army’s Strategic Forces Command has successfully carried out in operational conditions launches of all the variants of Prithvi and Agni missiles.

DIMAPUR, Oct 4 NNN: Zeliangrong Students’ Union, Delhi has strongly condemned the violence perpetrated on the North Cachar Hills Indigenous Peoples Front (NCHIPF) activists and other peaceful demonstrators by Dimasa “hoodlums” under the patronage of the local authority on September 28. “The NCHIPF rally was a peaceful and democratic protest against the move of Assam State Government to convert Dimasa Hasao to ‘Dimasa Hasao Territorial Council.’ These are not isolated criminal physical assaults and intimidation perpetrated by the Dimasa goons hobnobbing with the State apparatus. These are calculated and premeditated politics of violence unleashed by Dimasa militants and the State to suppress the rightful aspirations of the other indigenous communities living in N.C Hills,” the Zeliangrong Students Union, Delhi alleged.
Dr M Gairiangmei, president of ZSUD alleged that the Assam State Government and the Centre have certain vested interests in appeasing the Dimasas in NC Hills. According to the 2011 Census, Dimasas constitute only 35 percent while the other indigenous communities constitute 65 percent of the NC Hills population, Dr Gairiangmei added. “But the people who constitute only 35 percent of the district has been given free hand to serve the interests of the State. Recently, Assam Government changed the official name of NC Hills District to Dimasa Haso District in order to appease the Dimasas despite strong opposition from the other communities who constitute 65 percent population of the District. The NCHIPF’s genuine demand to roll back the undemocratic decision of the State Government or create another district for the 65 percent population of the district by bifurcating the district has been ignored by the State. Today, as if to mock the democratic aspirations of the 65 percent majority communities, the Centre and the State Government are further considering to appease the minority Dimasas by declaring ‘Dimasa Hasao District’ as a ‘Dimasa Hasao Territorial Council,” Dr M Gairiangmei said.
Terming as short sighted policy of the Central and Assam governments, Dr M Gairiangmei said it was purely to create a ‘Dimasa Hasao Territorial Council’ (DHTC) by carving out large areas of territories belonging to other ethnic communities in NC Hills (Dimasa Hasao District). “If the Centre and Assam State Government wish to create a Territorial Council for the Dimasas let it be on their own territory but not on our territory. We will not hesitate to launch all forms of agitations and exploit all measures possible to expose and scuttle such diabolic and undemocratic politics of Assam State Government and the Centre to pit one community against another in the hope of clinging on to power and suppressing the rightful aspirations of the marginalized tribals in Assam,” he added.
Zeliangrong Students Union, Delhi fully endorses the stand of Zeliangrong Baudi to protect and defend the ancestral land of Zeliangrong people in Assam, Manipur and Nagaland from being used as a pawned in others’ interests. “We fully extend our unstinting support and solidarity to the Zeliangrong Baudi (AMN) and the IPF in their struggle to overcome the challenges of divisive and exploitative policies adopted by Assam State Government and the Centre,” the Zeliangrong Students Union, Delhi pledged.

MNS:- Gujarat will have a polling booth for a single voter to enable him to cast his vote in the forthcoming State Assembly election. The Election Commission will set up One Voter polling station in a single room building of forest department at Banej in Gir Forest. This will be 20 Kms from nearest habitation, a village Sapnesh Biliyat in 93 Una Assembly Constituency in Junagarh district. In the above Polling Station, Guru Bharat Das, aged 59, a temple priest by profession will cast his franchise during the first phase of Polling on 13.12.2012.
The Election Commission has identified Sh. Shyam Saran Negi as oldest voter in Himachal Pradesh (HP). Sh. Negi, aged 95, lives in Kalpa Tehsil, District Kinnaur. H.P. Sh. Negi retired from Government Primary School in 1975 and his family includes wife, four sons and five daughters.
Sh. Negi was among the first to cast his vote in independent India’s first Election in October 1951, of H.P. State Legislative Assembly from 10- Chini Assembly Constituency later renamed as Kinnaur. At that time, election in snow-bound 10- Chini (now Kinnaur) was held ahead of other places in the State.
Interestingly, the world’s highest Polling booth will also be located in H.P. at the height of 15000 ft above sea level. This Polling Station will be at Hikkam in Lahaul & Spiti Assembly Constituency located on motorable road. The Hikkam Polling Station will serve 333 voters, comprising 180 male & 153 female voters.

MNS:- Shri Mukul Wasnik, Minister for Social Justice & Empowerment inaugurated the event “ANTARCHAKSHU – The Eye Within” here today. Speaking on the occasion the Minister said that the event highlights areas of education, financial access and equal employment opportunities. This event will provide the participants insights into the intricacies of the daily lives of the visually impaired. The Minister further added that the Government is taking several steps to see that the life of the Person with Disabilities are in such a manner that they are able to enjoy equal opportunities and equal right with all others. Last year in August we inaugurated the Indian Sign Language Research & Training Centre (ISLRTC) at Indira Gandhi National Open University. We are also going to make our National Institutes in to centers of excellence. We are also in process of setting up of a National Center for barrier free environment and universal design. Such an initiative on similar lines have been taken in the recent past. I look forward for active cooperation from all those who have been working in this sector and I would like to appeal to younger people especially the student community to join hands with us, so that we are able to sensitize the society at large and help in the process of creating an inclusive society. After the inauguration the Minister was the first participant in the activity zone of Antarchaksu and went through the experience being blindfolded. He experienced the challenges of walking on an uneven and obstacle-ridden simulated footpath, finding cities of India on a tactical map, typing with a screen reading software, and the fun of a penalty shootout with an accessible football. The three day event has been organized by the Xavier’s Resource Centre for the Visually Challenged, Mumbai, Equal Opportunity Office of the Jawahar Lal Nehru University, New Delhi, National Institute for the Visually Handicapped, Dehradun, Saksham Trust, New Delhi and Sightsavers. Present on the occasion were Secretary, Department of Disability Affairs, Smt. Stuti Kacker, Joint Secretary, Shri Pankaj Joshi and other dignitaries.

MNS:- The Chief of the Air Staff, Air Chief Marshal NAK Browne, inaugurated the Directorate of Air Veterans today. The Directorate would be committed to looking after the pensionary and welfare aspects of all retired Air Force personnel. Inaugurating the Directorate, the Air Chief said “It gives me great pleasure to dedicate the new Directorate to the Air Warriors, who have contributed so much to the growth of the IAF. The Directorate would provide value added services to both our retiring as well as retired air warriors and coordinate all aspects, hitherto being handled by different directorates”
The institution of Directorate of Air Veterans is an effort towards bringing under one roof, the various departments dealing with different aspects of Air Veterans, so that, the IAF veterans do not have to approach different agencies for their welfare and pensionary problems. This directorate will function under the Air Officer-in-Charge Administration (AOA), that would be headed by an Air Vice Marshal who looks after the responsibility of Assistant Chief of the Air Staff (Accounts) and would be re-designated as Assistant Chief of the Air Staff (Accounts and Air Veterans) henceforth.
To give focused attention to the needs of Air Veterans, this single window to approach IAF for assistance with respect to pensionary and welfare issues, will deal with various Civil Government departments on matters pertaining to Veterans of the IAF, so that issues affecting them are taken up in a consolidated manner effectively.
The Directorate will also operate through a website called ‘http://iafpensioners.gov.in’ for grievances related to pensionary aspects.

New Delhi, Oct 3 (ANI): The Election Commission on Wednesday announced a two-phased poll in Gujarat and single-phase poll in Himachal Pradesh.
The first phase of the Gujarat assembly polls will be held on December 13, while the second will take place on December 17. Polls in Himachal Pradesh will be held on November 4.
The counting of votes for both Gujarat and Himachal Pradesh will take place on December 20.
Chief Election Commissioner V.S. Sampath, who announced the poll dates for both states here today, said the duration of present state assemblies in Gujarat and Himachal Pradesh come to an end on January 17, 2013, and January 10, 2013 respectively.
More than 35,000 personnel from central paramilitary forces and around 55,000 from state police are likely to be deployed for the Gujarat polls.
Around 9,000 personnel from paramilitary forces and 14,000 from state police are likely to be deployed for Himachal Pradesh elections.
While Gujarat has 182 assembly constituencies, 13 of which are reserved for SCs and 26 for STs, Himachal Pradesh has 68 assembly seats, with17 reserved for SCs and 3 for STs.
Sampath said that 3.78 crore voters would be eligible to exercise their franchise in Gujarat, while 45 lakh voters would vote in Himachal Pradesh.
