Imphal, Aug 24: Nitin Gadkare, President of BJP todaycharged that the Congress party is responsible for the crisis in Assam and exodus of NE people from other Indian cities.
Addressing the media at the BJP office here today the BJP Chief said the crisis in Assam is not communal. The conflict is between peoples of Indian origin and foreign origin he added. The Congress party has mixed up the issue with vote banks he alleged.
The Dy Chief Minister of Karnataka Mr Ashok will also come to the north eastern states soon to appeal to the students, employees who had ran away to come back to Karnataka. In any of the BJP ruled states any person facing problems can approach BJP offices and they will be given assistance he assured. The BJP will raise the issue in Parliament and a political movement will be started on the exodus issue he declared.
There is no major incident in BJP ruled states like Karnataka and he expressed surprise over the fact that Prime Minister Dr Manmohan Singh called up Karnataka Chief Minister only to discuss the exodus issue. Exodus of people from north east are taking place more from Congress ruled states he alledged.
The BJP will give highest priority to north east in the field of
power, water, connectivity he assured.
He further said it is unfortunate that corruption is rampant in Manipur and appealed to people to support political parties on ideology, principle.
A statement regarding his press conference said a BJP Goodwill Mission to North-east India will be visiting in next 4-5 days.
“Our Chief Ministers have been personally supervising all confidence-building measures and other necessary steps to provide security to the people of North-Eastern States and have issued repeated appeals to them to return to their place of work.
The party has set up help desks at important railway stations, especially in Bangalore, Hyderabad and Pune and put up help lines to provide them assistance.
We recently had a Conclave of BJP Chief Ministers’ in Delhi where we have decided to take every possible step to ensure safety and security of our NE brethren in our States. I have been in constant touch with the chief ministers of BJP-ruled states and state units of the party and exhorting them to convince the people from North-Eastern states that there was absolutely no threat to them in any part of the country. BJP workers have been asked to provide protection and assistance to the people from the North-East.
The Karnataka CM has assured the North- East States Students Association that “Karnataka belongs to all who are living there. Karnataka is safer than Assam. Nobody should panic or succumb to the rumour-mongering.”
The shameful incidents of violence in Assam that began in the Kokrajhar, Chirang and Bhuri districts of Assam and later spread to other areas in the state were basically clashes between Indians and Foreigners.
These most reprehensible clashes which have so far claimed nearly 80 lives and displaced nearly 5 lakh people are the result of Congress Party’s vote bank politics in Assam. Unless and until Congress desists from indulging in vote bank politics in Assam, the security of the state and the region will remain in danger.
The subsequent violent protests in Mumbai on August 12, too, appear to have been organised as a part of the Congress party’s hidden agenda to communalize the Assam violence.
The BJP has been protesting against infiltrations from across the border. We are for deportation of all the infiltrators and sealing of the border to prevent further infiltrations. I once again reiterate that the vote bank politics indulged in by the Congress is squarely responsible for the large scale infiltration of Bangladeshis and the resultant displacement of Indian citizens in Norh east. People are aware of the fact that it was the Congress which introduced the IMDT Act and provided overt protection to the infiltrators and the same Party later tried to undo the impact of the Supreme Court ruling declaring the IMDT Act as null and void. Congress led UPA is responsible for this situation .

The outfit claimed today that there are many intellectuals in the NSCN-IM set up who understand like any other academic or intellectual regarding the meaning of the freedom of expression. The NSCN-IM explained that the freedom of expression has its limits and said, “Anything that one says or writes is not the freedom of expression”. It also added that the freedom of expression is not meant for destruction and obstruction.
Today’s statement of the NSCN-IM came following certain write-ups in the media that were not so amused to the outfit. The outfit had hit back on few articles written by some regular columnists in the media and there have been the feed backs too.
“For freedom and independence, the Nagas had fought against the forced occupationists in the land of the Nagas for more than eight decades and the outfit has been conducting political dialogue with the Government of India strenuously for fifteen long years by the NSCN leadership on behalf of the Nagas to clinch an honourable settlement from India.
If such an agreement takes place, certainly Nagas will get respite from tortuous struggle. But when the political dialogue seemed to reach a logical conclusion, different Naga groups and individuals have raised alarms in the name of patriotism and in the name of freedom of expression. There are so many intellectuals, philosophers and journalists who are throwing mud and dirts into the expected conclusion of the talks,” alleged the NSCN-IM. “Are these people really patriots in words and actions? Are Nagas so wise and out spoken?,” it asked.
The NSCN-IM then said that the freedom of expression can not be misinterpreted.
“But whatever may be the case, the NSCN will carry on the works and responsibilities entrusted to them by the Naga people, come what may. The dog barks but the caravan moves on.” the outfit said.

Lt Gen Ranbir Singh, was commissioned in 1975 in the Bihar Regiment and in his career spanning over 37 years has a coveted career profile both in command and in staff appointments. He commanded an infantry battalion in Jammu & Kashmir, a mountain brigade in Sikkim and an infantry division at Meerut. On staff assignments, the General Officer has tenanted the important assignments of Brigade Major, Colonel General Staff, Brigadier General Staff and Major General General Staff at HQ Eastern Command.
The General Officer is an alumnus of Lawrence School, Sanawar and prestigious defence institutions such as Defence Services Staff College, Wellington and National Defence College. He has been an instructor at NDA, Khadakwasla, Infantry School, Mhow and Indian Military Training Team, Bhutan. The CBI investigation revealed that Dr. R.K. Mishra, Asstt. Director, Commission for Scientific & Technical Terminology, Deptt. Of Higher Education, New Delhi who was the officer incharge of training programme organized by CSTT in the Department of Hindi, Karnataka State Open University, Manas Gangotri, Mysore on 22-23 January, 2008 had fraudulently & falsely attempted to claim Rs. 87,291/- by submitting false & forged TA/DA bills in the name of the persons who had not participated in the said seminar.
A charge sheet in this case was filed by CBI against Dr. R.K. Mishra u/s 420/511, 468, 471 of IPC and Sec.15 & Sec.13(2) r/w 13(1) (d) of PC Act, 1988.The Trial Court found the accused guilty and convicted him.

Imphal, August 23 NNN: Bharatiya Janata Party (BJP) national president Nitin Gadkari on Thursday said the violent clashes in the state of Assam were not between the Hindus and Muslims but between the people of Indian origin and people of foreign origin.
BJP president Gadkari arrived in Imphal in the afternoon in a one-day visit to the state. He was speaking at the function of “Grand Reception of New Leaders, BJP, Manipur Pradesh” organised by the state BJP at the auditorium of Manipur Film Development Corporation, Palace Compound here.
Taking a dig at Congress party, the saffron party chief accused the Congress of issuing election cards to the Bangladeshi migrants living in Northeast.He said the Assam violence is not between the Hindus and Muslims but between the people of Indian origin and foreign origin.
Gadkari termed the death of Sarif Ahmad, a Manipur student of Cotton College, Guahati as ‘unfortunate’ assuring that the BJP will put up the incident in both the Houses of Parliament which is now in session.
Hailing the common mission and objective of BJP, Gadkari said the mission of the party does not aim on becoming or making prime minister, MP and MLA but to continue the war for the people of the society and socio-economic transformation in the country.
“The party does not discriminate on the grounds of caste, creed, religion and sex,” the BJP national president maintained, adding its politics is not based on such things.
Gadkari also said the business of politics is not the profession of BJP because the party is being engaged in a war against corruption and poverty in the country.
He also referred that the region has not yet got enough electricity till now despite its huge potential of hydro-power. The region’s railway connectivity and also the condition of highways are still bad.
At the reception ceremony of new Manipur Pradedh BJP members including Th Chaoba and S Dhananjoy, apart from Nitin Gadkari, it was attended by BJP national genreal secretary and in-charge, NE Tapir Gaon, BJP national vice president and MP Bijaya Chakraborty, Nagaland Pradesh BJP president Chuba Aao and Manipur Pradesh BJP president Sh Shantikumar.

North East Students Organisation (NESO) will serve ultimatum to the government of India on various issues pertaining to the people of North East and the region.
NESO advisor S. Artax said one among them is to formulate an effective mechanism by the government of India for the safety of the North East people in the mainland India.
In its serious deliberation today in Guwahati, NESO leaders have decided to serve an ultimatum to the Central government to formulate effective mechanisms for the safety of North Easterners in mainland India and also to take stringent action on the over 80 Bangladeshi nationals who are “missing” after entering India with valid documents in the last three years. Artax said there have been many such cases before three years or so too. NESO’s ultimatum to the government of India will include for compensating the victims from the North East region due to the prevailing situation adequately.The apex students’ body of the region also is also discussing how the government of India will rehabilitate the people of the North East who had fled from the study and work places.
It then acknowledges the various state governments working hard for containing the present problem.NESO then feels that the mainland Indians are yet to consider the North East people as their equal partners.Issues on the illegal immigrants in the north east region and the prolonging fencing process of the government of India .

MNS: The Benches of Gauhati High Court have already been set up and are functioning in the States of Meghalaya, Manipur and Tripura. Giving this information in written reply to a question in the Lok Sabha today, Shri Salman Khurshid, Minister of Law & Justice said that recently, the Parliament has passed “The North-Eastern Areas (Reorganisation) and Other Related Laws (Amendment) Act, 2012” which provides for setting up of separate High Courts in the States of Meghalaya, Manipur and Tripura. The Minister said that the Government has initiated action for establishing separate High Courts in these three States.
The Government has said that with a view to carrying out comprehensive electoral reforms, a Core-Committee was constituted under the Chairmanship of Additional Solicitor General. The talking points of the Committee included: (i) De-criminalisation of Politics; (ii) Funding of Elections; (iii) Better Management .

New Delhi, Aug 23: Manipur Students’ Association Delhi MSAD condoled the untimely demise of Dolaipabam Mohammad Sharif Ahamed of Manipur, a student of Cotton College in Assam, who was allegedly thrown out of a running train and killed in West Bengal on 19th August. Sharif was considered one of the six passengers of the Guwahati-bound special train carrying Northeast people fleeing Bangalore who were killed on their way. The incident reports the injury of three other North easterners who were first beaten up and pushed out in a racist manner in the ongoing atmosphere of targeting Northeast people in India. MSAD condemned such an inhumane incident.
MSAD condemned the act of taunting, humiliation and harassment of Soibam Arunkumar in a racial manner by a crowd of Delhites on the night of 15th August in and around Chirag Delhi. MSAD also condemned the reported attack on Yuringam and Wungshungmi from Manipur at their rented premises at Kotla Mubarakpur on the intervening night of 18th and 19th August. These few reported instances in Delhi were preceded by the murder of Loitam Richard in Bangalore and the controversial suicide of Dana Sangma in April and the denial of justice. In the past there were several reported instances of social discrimination and attacks. Government’s initiative to address the issue is late coming, slow and inadequate. Against this backdrop, it is logical of the exodus of Northeast students and migrant workers from Bangalore, Pune, Hyderabad, etc when attacks and hate propaganda had begun.
We are aware that there was killing and displacement as a result of clash between Bodo peoples and alleged ‘illegal foreigners’ in Assam, which is considered to be the reason for targeting Northeast people. The conflict in Assam is the result of the deliberate apathy of the government to address the immigration issue in the right time with acceptable solution. Immigration is a burning issue in Manipur as well.
The immigration issue unfolds the struggle for control over land, resources, job opportunity and market monopoly between ‘insiders’ and ‘outsiders’. The Indian political leaders and concerned government departments are feigning blind to the demand for practical solution but jugging with sensitive issues to fulfil certain selfish motives.
The irony is that the clash in Assam and between Rohingya Muslims and Buddhists in Myanmar is given a racial interpretation in India. Students and workers / employees who were compelled to emigrate due to bad governance in Northeast are racially targeted in Pune, Bangalore, Hyderabad and Delhi for their racial affinity to Bodo Assamese and Myanmar Buddhist. The target on Northeast people seems to be increasing in correspondence to increasing number of emigration for education and for working as cheap labour in the IT sectors, hospitals and private companies. It strengthened our understanding that racism renders the people of Northeast vulnerable and unsafe in mainland India. The government needs to spell out a practical white paper to address our plight; for the present and for the future.
MSAD appreciates the peace initiatives taken up by Muslim organisations in particular and other social institutions at such a complex situation. We are thankful to certain sections of the media who are playing positive role in minimising attack and casualty. We further appeal them to co-operate with us in the fight against injustice and for peace. We also appeal to our brothers and sisters in the Northeast to calm down their fury and restrain from racial response for the excesses committed by certain sections of the mainland Indians. Instead we must win them to support us in our endeavour towards peace and harmonious neighbourhood with them said a press hand out issued by Makakmayum Md. New Delhi, Aug 23: The Department of Electronics and Information Technology (DeitY), Ministry of Communications and Information Technology has approved and notified two important frameworks to ensure effective citizen engagement and communication with all stakeholders using various offline as well as online channels including Social Media.
As more and more projects are getting implemented, an increasing need has been felt for wider and deeper participation of an engagement with all stakeholders especially public at large to ensure that citizen centricity is maintained in all projects.
To enable and support this goal, the Citizen Engagement Framework for e-Governance Projects has been developed for all government agencies. There is now a consensus that citizen participation and civic engagement are the building blocks for good governance and e-Governance is a critical component of good governance.
Media is transforming the way in which people connect with each other and the manner in which information is shared and distributed. In order to encourage and enable government agencies to make use of this dynamic medium of interaction, the Framework and Guidelines for use of Social Media by government agencies in India has been formulated.
These guidelines will enable the various agencies to create and implement their own strategy for the use of social media. The document will help them to make an informed choice about the objective, platforms, resources, etc. to meet the requirement of interaction with their varied stakeholders.
The guidelines provide an in depth review of types of social media, their characteristics and challenges in their uses. In order to assist the departments to undertake such an engagement, the document provides for a framework and detailed guidelines governing each element of the framework.
While at a personal level, the uptake and usage of social media is gaining rapid popularity, use and utility of such media for official purpose remain ambiguous.
Many apprehensions remain including, but not limited to, issues related to authorisation to speak on behalf of department/ agency, technologies and platform to be used for communication, scope of engagement, creating synergies between different channels of communication, compliance with existing legislations etc.
Social Media is being used across the world by different government agencies. It is believed that the Framework and Guidelines will be useful for departments and agencies in formulating their own strategies and will help them in engaging in a more fruitful manner with their respective stakeholders.
Awareness and communications in e-Governance is a high priority area to ensure wide spread dissemination of e-Services and service access channels and DeitY has been mandated to enhance visibility of e-Services enabled under National e-Governance Plan (NeGP).
Also there was an immediate need to create framework for citizen engagement and use of Social Media which would enable Government Agencies to undertake meaningful engagement with citizens as well as leverage Social Media platforms more effectively for such engagements.
E-Governance marks a paradigm shift in the philosophy of governance-citizen centricity instead of process centricity, and large scale public participation through Information Communication Technology (ICT) enablement.

Guwahati, Aug 23 NNN: Indefinite curfew has been imposed Bodoland Territorial Council (BTC) following the heightening tension hours after the arrest of Bodoland People’s Front (BPF) MLA Pradip Kumar Brahma in the wee hours of today. Brahma was arrested at around 1 am today on the charged of his role in the clashes in Kokrajhar district. The BPF legislator was then produced today in the court of chief judicial magistrate (CJM) in Kokrajhar and then remanded for 14 days in judicial custody.
Situation became highly charged as the day advanced today as the news of Brahma spread through SMS and phones in Bodoland Territorial Council (BTC).
As a pre-emptive measure, the administration clamped indefinite curfew in the BTC since this morning.
Reports said that Pradip Kumar Brahma was arrested from his house at Dotoma in BTC at around 1 am.
In protest against the arrest of the Bodo legislator, people came out in large number in BTC and started blocking trains in three places in Kokrajhar district. The BPF supporters demanded that Pradip Kumar Brahma should be released by 12 noon today.
Talking to reporters, Assam’s inspector general of police (IGP) in charge of law and order LR Visnoi said that curfew has been clamped as a measure to prevent further occurrence of untoward incidents. The police officer added that more forces have been rushed from the state capital to BTC this morning to contain the situation.
The Bodo legislator was questioned before he was produced before the CJM court by the police.
Officials said that seven cases of arson and firing have been registered against Pradip Kumar Brahma.
It can be noted that Kokrajhar district in Assam is the epicentre for the present problem pertaining to the people of North East India region and the Muslims.
The clashes between the Bodos and the immigrants Bangladeshi Muslims started in mid July which have already claimed 80 lives so far. A good number of vehicles have been torched and thousands of people have been displaced. Large number of people are being camped in relief camps set up by the government.
Assam chief minister Tarun Gogoi has been trying out so many things in order to restore normalcy in Assam.
Tarun Gogoi sough the help of newspaper editors today for restoring normalcy in the communal clashes affected areas of Assam particularly in Kokrajhar and Dhubri districts.
Meeting the editors, the chief minister of Assam requested the journalists to extend needed co-operation to the state government in restoring peace in Assam.Altogether 15 newspaper editors attended the meeting.
In Dhubri district, two persons were reportedly killed (yet to confirm officially) yesterday following firing by miscreants while in BTC, indefinite curfew has been imposed since this morning as tension became high following the arrest of a Bodo MLA.
Reports had said that around 1200 non Muslims had already fled from Dhubri district since the last few days fearing backlash.
Communities like Bengali Hindus and Koch-Rajbongshi comprised the maximum among the fleeing people from Assam’s western district of Dhubri.
Dhubri is an Assam district bordering Bangladesh where, of the total population Muslims comprise of 75%.
In districts such as Nagaon in central Assam and Karimganj and Hailakandi in southern Assam where Muslims are majority, the state government is in full gear to contain any untoward incident. Reports said adequate security has been already stationed in these districts.
It has been reported that nearly 3 lakh migrants had fled Kokrajhar and Chirang districts of western Assam ever since the clashes broke out in the middle of last month.

Chief of Army Staff General Bikram Singh has issued instructions to set up a board of officers that will be tasked with the responsibility of disbanding the clandestine military intelligence unit established by his predecessor General VK Singh.
The so-called ‘technical support division’ was controlled directly by General VK Singh, who had taken on the government over his age-related issue, a battle that he eventually lost in the Supreme Court.
It may be recalled that this outfit was set up with a funding of Rs 18 crore, and was given the responsibility of tapping the phones of top political leaders and bureaucrats. It has now been ordered to shut down.
General Bikram Singh has issued directions to probe the unit’s mandate, tasks executed by it and its financial records. A three-star general will head the clean-up act.
“The Army wants to fix responsibility before disbanding the unit. It’s surprising why a unit with no strategic relevance was reporting directly to the Army Chief,” a senior officer said.
General VK Singh retired on May 31, and before superannuating, had claimed he was born in 1951, contrary to official records that showed he was a year older. Post-retirement, he has continued to speak out against the government, even sharing the stage with Anna Hazare. It was alleged the snoop unit had illegally deployed two sets of mobile phone interception equipment.ANI

New Delhi, Aug 22 (ANI): Union Coal Minister Sriprakash Jaiswal on Wednesday defended Prime Minister Dr. Manmohan Singh over the Comptroller and Auditor General’s (CAG) report on coal block allocations, and accused the Bharatiya Janata Party (BJP) of not allowing a debate to take place in the Parliament on the issue.
Jaiswal alleged that every single individual has the right to use Parliament for politics, but added that it should not to be used only for political agenda.
“Everyone has the right to use Parliament for politics, but it should not be used only to further political agendas. The opposition knows that if a debate takes place, it will be exposed,” he said.
Jaiswal said that the main objective of the Prime Minister at the time was to take steps to help the Indian economy to grow, and not just meet the demand for coal.
“His decisions led to a high growth rate at a time when there was a huge recession in the U.S.,” he added. Jaiswal further said the various state governments were consulted and their approval was taken for allocation of all coal blocks. “If the bidding process had been initiated, there would have been greater transparency and our government tried to introduce this. But Rajasthan, Chhattisgarh, Jharkhand, Odisha, West Bengal, all the state governments, aggressively opposed this because they said higher coal costs would hit industrial development in their states,” he added. Senior BJP leader Arun Jaitley earlier in the day demanded the Prime Minister’s resignation over the CAG report on coal block allocations. He said the ongoing standoff that has paralyzed the parliamentary proceedings can be brought to an end if Dr. Manmohan Singh takes moral responsibility and acts accordingly.

Issues on the illegal immigrants in the north east region, the prolonging fencing process of the government of India along the Indo-Bangla border and a policy to ensure the safety of the north east people in the mainland India.
S Artax, advisor to NESO said that the government of India must ensure to check the influx of foreigners illegally in the north east region. Artax said the need to have a comprehensive policy to detect and deport the illegal immigrants from the north east region should be made by the government of India. “ These are the issues we will be seriously deliberating tomorrow here,” said the advisor of North East Students Organisation.
Artax then wonder as to how the government of India has been taking so long time to complete the fencing work in the Indo-Bangla border when the same could be done in the Indo-Pakistan border within a short period. “There are so many porous areas in the Indo Bangla border which have been serving as gate-ways for illegal immigrants, said the NESO advisor.
Artax also said based on the reports which stated that over 80 thousand Bangladeshi nationals coming to India with valid documents are now missing in the country within three years. “The government of India must find a strategy to find out these people,” asserted the NESO advisor.
Meanwhile, the units of NESO from Mizoram, Manipur, Nagaland, Meghalaya, Tripura and Arunachal Pradesh have arrived in Guwahati this evening and they are all set to take up the issues threatening the North Eastern region.

Aizawl, Aug 22 NNN: In view of the assembly election due in early next year, Mizoram Peoples’ Forum (MPF), the Church sponsored election watchdog in Mizoram has signed a memorandum of understanding (MoU) with major political parties in Mizoram so that free and fair elections could be held.
The parties which signed an MoU with the state election watchdog are Mizoram Pradesh Congress Committee (MPCC), Mizo Peoples Concention (MPC), Zoram National Party (ZNP), Mizo National Front (MNF) and the BJP for co-operation at Synod Committee Hall in Aizawl.
As many as 27 points have been made today for the political parties to abide. Among the 27 points, one is that the political parties should only make an election manifesto which they can implement. If any political party violates any one of the 27 points, the MPF will “invalid” that party.
The programme today was presided over by the president of MPF Rev.Thangzauva, Synod Moderator.
All the political party representatives attended the meeting.
Some cooperation rules are that every party will try their best to have free and fair election; only the citizens of India should cast their votes; no political party should drop the voters to their polling stations by means of a vehicle; the MPF will check whether any one indulges in demanding money to the candidates and to the political parties; house to house campaign is allowed till 10 days before the election; “selling and buying” of votes are strictly prohibited and no candidate should distribute some material like silpaulin, Jersy, football, mobile handset, government schemes etc.; no protest rally should be organised 10 days before the election; a fixed number of banners, flags, posters are to be used by the parties.
It can be noted that in the previous elections too, the Mizoram Peoples Forum (MPF) had acted as a watchdog in which the main theme was to prevent feasting which was successful.
The MPF is very influential and the people in the state have high regard for the Forum for its impartiality.

Guwahati, Aug 22 NNN: Northeast Frontier Railway (NFR) has been requested by the Tarun Gogoi government to provide ‘back-to-work’ special trains to take back the people of north east who had fled their work places.
Reports said the NFR is said to have agreed to the request of the Assam government. The trains of the ‘back-to-work’ from Guwahati to Bangalore and Hyderabad may start operating from early next month or even by the end of this month but depends on the situation.
At the moment there are already three trains are operating every week from Guwahati to Bangalore and two to Hyderabad.
Meanwhile, Assam chief minister Tarun Gogoi said the strategies for the returning of normalcy be implemented immediately. Sending back those fled villagers from the relief camps is one among the strategies. Tarun Gogoi also said the role of civil society organisations at this juncture is very much needed. He appeals all the concerned groups to shed their differences aside and start working for ushering in normalcy in the state.
On Agust 17, the Tarun Gogoi government had come up with a strategy to douse the communal flare up in Assam.
An emergency meeting of all the political parties and their affiliates was convened.
Though there were some differences cropped up during the meeting, it was decided that the state government will send a team consisting of all the parties representatibves to the affected areas especially in Kokrajhar district. However, it was not known when the all-party mission will set out its mission to douse the flare up.
During the meeting, differences cropped up with some of them seeking to shut out Bangladeshis from the rehabilitation process while the other favoured rehabilitation first and identification of foreigners later.
However, at the end of the meeting it resolved to send out a team to quell the tension.
It can be noted that on August 13, while visiting the ethnic clash hit places of Assam today, Sonia Gandhi said Tarun Gogoi had handled the crisis efficently. She had said the state government of Assam under the leadership of Tarun Gogoi had done what needed to be done by any government. However, Sonia Gandhi stated that she had asked the Assam government to see that no such riot occurs again.
Sonia Gandhi’s visit was joined by Union home minister Sushilkumar Shinde and chief minister Tarun Gogoi in that visit.

Guwahati, Aug 20 NNN: The government of Assam is minutely working to thwart the disruptive activities of 14 Islamic radical organisations.
On Monday, the Ministry of Home Affairs (MHA) has intimated to the Tarun Gogoi government that the former has identified 14 Islamic radical groups in Assam that may be a hurdle to the effort initiated for peace by the government as well as by various social organisations.
Muslim Security Council of Assam, United Liberation Militia of Assam, Islamic Liberation Army of Assam, Muslim Volunteer Force, Muslim Liberation Army, Muslim Security Force, Revolutionary Muslim Commandos, Muslim Liberation Tigers of Assam, Muslim United Liberation Front of Assam and Muslim United Liberation Tigers of Assam are some of the groups identified by the Ministry of Home Affairs that are posing a threat to the road for peace, according to officials from Assam home department.
The Tarun Gogoi government on Sunday has taken up measures to thwart any force that might disrupt peace after the Id.
On Sunday, the Assam chief minister while blaming the ‘outside forces in collaboration with certain internal forces’ for the present situation, has asked the top police officers of the state to be on alert always.
Meeting the three former police chiefs and the chief secretary and top administrative and police officials, Tarun Gogoi had cautioned that the administration should be in full gear to deal any slight trouble which may lead to escalate the situation.
The pro-talks faction of the militant National Democratic Front of Boroland (NDFB) and People’s Joint Action Committee for Bodoland Movement had vowed that no displaced Muslims will allowed to enter ‘Bodo areas’ again.
However, these two Bodo organisations’ resolution have been not without a condition.
They had demanded that the Assam government updates the National Register of Citizens (NRC) first.
Leader of the Bodo militant outfit Gobinda Basumatary said that the migrants will be barred from entering Bodoland Territorial Council (BTC) if the government refuses to update NRC by taking 1951 as the cut-off year and detect foreigners.
It has been reported that nearly 3 lakh migrants had fled Kokrajhar and Chirang districts of western Assam ever since the clashes broke out in the middle of last month.
