Hyderabad July 30: There was an unfortunate incident of fire in train no. 12622 New Delhi-Chennai Tamilnadu Express at Nellore
station (Andhra Pradesh) of Vijayawada Division of South Central Railway at about 0422 hours today i.e. 30th July
2012. While the train was on run, fire broke out in Sleeper Class Coach S-11, positioned 20th from train engine. As a
result of the fire, this coach got completely burnt. As per latest information received, 32 passengers lost their lives in
this unfortunate incident, 25 passengers with burn injuries have been admitted to Government Hospital, Nellore and a
nearby private hospital. The dead bodies are yet to be identified.
According to reports, while the train was passing Nellore Station, Gateman of Level Crossing Gate noticed the
fire in S-11 coach and informed Dy. Station Superintendent of Nellore who managed to stop the train after the Old
South Cabin of Nellore Station.
Medical relief was immediately dispatched through Accident Relief Medical Train from Bitragunta station. Fire
Brigades from Nellore reached the site and extinguished the fire. General Manager, South Central Railway from Secunderabad and Divisional Railway Manager, Vijayawada has rushed to the site along with team of officers to supervise the relief and rescue operations. Helpline numbers were also set up at important stations all along the route of the ill-fated train. A special train carrying relatives of affected passengers was also arranged from Chennai to Nellore.
The Minister of Railways, Shri Mukul Roy rushed to the accident site from Kolkata while the Minister of State for Railways, Shri K. H. Muniyappa rushed to the accident site from Kolar(Karnataka), Chairman, Railway Board, Shri Vinay Mittal with Member Electrical, Shri Kul Bhushan rushed to the accident site from Delhi by first available flight.
The Minister of Railways, Shri Mukul Roy expressed his deep grief over the loss of innocent lives in this unfortunate tragedy. He announced an enhanced ex-gratia amount of Rs. 5/- lakh to the next of the kin of each deceased, Rs. 1/- lakh for grievously injured and Rs. 25,000/- for simple injured passenger of the affected coach on humanitarian ground. The cause of the incident is yet to be ascertained. Statutory inquiry into this incident will be conducted by Shri D. K. Singh, Commissioner of Railway Safety (CRS), South Central Circle, under the Ministry of Civil Aviation.
The General Manger of all Zonal Railways are being instructed to exercise extra vigil as well as launch a special safety drive regarding precautions to be taken to avoid recurrence of such accidents.

Kokrajhar (Assam), July 29 (ANI): Curfew was relaxed in Assam’s riot-hit Kokrajhar District on Sunday, a day before Union Home Minister P. Chidambaram is to visit the riot-hit areas of Assam.
Ethnic violence in Assam has forced tens of thousands to flee their razed homes and shut down road and rail transport.
People came out on the roads to stock their daily needs as the restrictions by army officials were also eased.
The indefinite curfew clamped in the Kokrajhar district was relaxed for the day while night curfew between 6 p.m. and 6 a.m. will continue in the other affected districts, official sources said.
The official death toll remained at 53 and there was no report of any fresh incident of violence.
Kokrajhar, Chirang and Dhubri districts are the worst hit among five affected districts, the two others being Bongaigaon and Baksa in the tribals-minority immigrants clashes.
More than three lakh people have been affected in the violence that went on for eight days and most of them are sheltered in relief camps.
With law and order situation improving, the district administrations are taking measures to persuade victims to return to their homes.
Prime Minister Manmohan Singh yesterday visited Kokrajhar and announced a Rs.300 crore rehabilitation package and declared that a probe will be held to ascertain the cause of the clashes. throughout the city.
Elated over the curfew relaxation, Lal Bahadur, a resident of Kokrajhar, said there is a sigh of relief with curfew being relaxed.
“The situation is much better than before; most of the shops, which were earlier forcedly closed, are now being reopened. Things are heading towards normalcy,” said Bahadur.
Beaming shopkeepers and street vendors were seen reopening their shops much to relief of the locals, who could venture out due to curfew restrictions.
“Earlier, the situation here was very bad and now the situation is better here and many shops have been reopened,” said Chander, another resident.
Ethnic clashes erupted between Bodo tribals and Muslim settlers on the night of July 20, when unidentified men killed four youths in the district.
In retaliation, armed Bodos attacked Muslims, suspecting them of being behind the killings.
Security personnel were issued ‘shoot at sight’ orders as they struggled to enforce curfew to contain clashes between Bodo tribals and Muslim settlers in the remote northeastern state bordering Bangladesh.
The death toll from clashes between Bodo tribes’ people and Muslim settlers rose to 44, Assam’s chief minister, Tarun Gogoi, said after police reported that they had recovered more bodies overnight. Police also opened fire on groups armed with sticks and spears for violating curfew.
Also, violence victims surrounded a legislator from Dhubri, Jahanuddin Ahmed and manhandled him, which forced him to flee the spot.
The sufferers claimed that the legislator and other such political figures were not concerned about providing relief to the victims.
Fearing for their lives, tens of thousands of Muslims and Bodos have fled their homes in remote hamlets along the border with Bhutan, and sought shelter in camps in larger towns.
Roving armed bands have set ablaze hundreds of tin-roofed homes, many made of hay and clay, in the nearly weeklong orgy of violence.
The federal government delayed in dispatching security forces to the violence-hit districts in India’s northeastern state of Assam where ethnic clashes claimed at least 45 lives and rendered nearly 3,00,000 people homeless. Bodos have felt marginalised in their homeland by waves of immigration since the 1950s, accusing the central government of allowing the flow of immigrants to win votes from the settlers.
In recent years, Hindu and Christian tribes have vented strong anti-immigrant and anti-Muslim sentiment against settlers from mostly Muslim Bangladesh, which neighbours Assam.
The New Delhi-based Institute for Defence Studies and Analyses (IDSA), a government-funded think tank in one of its reports had noted that the government’s failure to develop a coherent policy to deal with the ethnically volatile region meant Assam would remain vulnerable to ethnic clashes and communal tensions in the near future.

Chandipur-on-Sea (Odisha), July 29 (ANI): India on Sunday test fired BrahMos supersonic cruise missile as part of a user trial by the Army from a test range at Chandipur off Odisha coast.
The missile, which has a flight range of up to 290 km, is capable of carrying a conventional warhead of 300 kg. “The cruise missile was test fired from a ground mobile launcher from the launch complex-3 at about 1030 hours and all data is being retrieved for analysis,” defence sources said. The cruise missile, a surface-to-surface Army version, was test fired as part of user trial by the Army, they said.
The two-stage missile, the first one being solid and the second one ramjet liquid propellant, has already been inducted into the Army and Navy, and the Air-Force version is in final stage of trial, a defence official said.
While induction of the first version of Brahmos missile system in the Indian Navy commenced from 2005 with INS Rajput, it is now fully operational with two regiments of the Army. The air launch version and the submarine launch version of the missile system are in progress, he said.
The Army has so far placed orders for the Brahmos missile to be deployed by three regiments of the Army and two of them have already been inducted operationally. The Defence Ministry has also given a go-ahead to Army to induct a third regiment equipped with the missile system to be deployed in Arunachal Pradesh along the China border.
Brahmos Aerospace, an Indo-Russian joint venture company headed by a distinguished Indian defence scientist, is also working to develop the air as well as the submarine launch version of the missile system and work on the project is in progress.
The last trial was conducted on March 28, 2012.

NEW DELHI: Ignoring an appeal from his close aides, Anna Hazare on Sunday joined three of his team members in their indefinite fast here after his four-day ultimatum to the government to concede to his demands on Lokpal Bill found no response.
Hazare, who had been sitting on a dharna along with his three fasting colleagues for the past four days, reached Jantar Mantar here in the morning to slogans of ‘Bharat Mata ki Jai’, ‘Vande Mataram’ and ‘Inquilab Zindabad’.
“My team had told me not to fast citing health reasons. When over 400 people are on fast, I cannot ignore them and not be on fast. Yesterday also my team appealed to me not to fast but I am sitting on fast from now. I consider I have your permission,” Hazare said addressing the gathering at the venue.
Even after Hazare announced his decision, some of those who were fasting appealed to him not to fast again, saying his life is valuable and his leadership is needed. Hazare then picked up the microphone and said, “Till we get Jan Lokpal, the countrymen will not allow me to die.”
The 74-year-old activist had asked the government to concede to his demands on Lokpal Bill by Saturday or else he would go on fast.
His close aide Arvind Kejriwal had on Saturday made a public appeal to Hazare not to fast citing his health.
This is the fourth indefinite fast by Hazare since April last year. The April fast was followed by one in Ramlila Maidan here in August and in Mumbai in December.
In between, he had single-day fasts in Delhi thrice — in June and December last year and March this year.

MNS: Prime Minister today visited Assam and stated that “I am visiting Assam in very tragic circumstances.
This calamity has affected hundreds of thousands of our people. We must do everything possible to bring relief to them and to rehabilitate those who have been displaced from their homes. I am today announcing immediate Special Central Assistance to Assam of Rupees 100 crore for relief and rehabilitation efforts. Another 100 crore of Rupees will be provided as Special Plan Assistance for development programmes in the affected areas. Further, extra funds to the tune of Rupees 100 crore will be made available under Indira Awas Yojana for the affected areas.
We must also address the causes of the conflict. If the conflict has been instigated, the guilty must be punished. The Central Government will work closely with the State Government to ensure this.
He announce an assistance of Rs. 2 lakh from the Prime Minister‘s National Relief Fund to the family of each of those who have lost their lives in these tragic events. An amount of Rs. 50,000 will be provided as immediate relief to the seriously injured.
To aid in rehabilitation of the affected people, an assistance of Rs. 30,000 will be given to those whose houses are fully damaged and Rs. 20,000 for partially damaged houses.

Dehradun/New Delhi, July 27 (ANI): Veteran Congress leader N.D. Tiwari still was in denial mode today even after his DNA report matched with those of Rohit Shekhar, and termed the entire episode a well-planned conspiracy to malign his image.
Tiwari’s spokesperson read out his message before mediapersons in Uttarakhand’s Dehradun city.
Tiwari, who has also served in the past as the Chief Minister of Uttarakhand and Uttar Pradesh, is presently in his hometown in Dehradun.
The Delhi High Court today said the DNA report confirms Tiwari as Shekhar’s biological father.
Earlier, Justice Reva Khetrapal decided to open Tiwari’s DNA report along with those of paternity suit petitioner Rohit Shekhar and his mother Ujjwala Sharma at 2.30 p.m. today, to declare the result in open court.
Justice Khetrapal, however, did not give permission for handing over copies to any party.
Eight seven-year-old Tiwari had earlier on Thursday moved the Delhi High Court to keep his DNA test report confidential till the conclusion of the hearing in the paternity suit.
He filed the appeal seeking the court to protect his right to reputation, and alleged that the single-judge bench, which ordered that the DNA report be made public, has adopted a “shortcut” to decide the suit and it would cause grave injustice to him.

New Delhi, July 27: The Cabinet Secretary today reviewed the relief and medical arrangements in the camps in Assam where people have gathered due to the recent clashes. Two teams comprising physician, gynaecologist, paediatrician, public health specialists, resident doctors and nurses have been airlifted from Delhi at 5.15 PM today. They will support the state government’s efforts to provide relief and immediate medical help to the people in the relief camps. The high level meeting chaired by the Cabinet Secretary reviewed all the other arrangements in a video conference with the Chief Secretary of Assam to ensure that food and other supplies were available in adequate measures.
(ANI) adds defending Assam Government over it’s handling of the ethnic violence in the state, Congress General Secretary Digvijay Singh has accused the Bharatiya Janata Party (BJP) of attempting to communalise the issue.
“The BJP has been trying to communalise the situation in Assam from the very beginning, by raising the issue of illegal migrants. In fact, there are Muslim illegal migrants, and there are Hindu illegal migrants also,” he said.
“Unfortunately, the BJP only talks of Muslim illegal migrants, and the perception that has come to people’s minds in the country is, that there are only Muslim illegal migrants,” he added.

He further said that Assam is a ‘sensitive’ state, and that the state government had initially tried to quell the rioting with just the local administration’s help.
“( Assam ) is a very sensitive state. A single word out of place triggers a reaction. It is important to note that this is not the first incident of violence between Bodos and Muslims, but the fourth one. Every state government first ensures that the local administration is used to quell any such disturbance. When they see that the local authorities are ineffective, paramilitary forces and the Army are called in,” he added.
Assam Chief Minister Tarun Gogoi, however, said the situation is improving in violence-hit areas of the state, and expressed the hope that everything will be normal in the next two to three days.
“The situation is improving and I hope in the next two-three days the situation will be normal. And I have reviewed the whole situation. I met my administration, my police force, CRPF and the army also,” Gogoi said.
Gogoi also announced an ex-gratia of six lakh rupees each to the next of the kin of those killed in the violence.
Indefinite curfew and shoot-at-site orders are in force in Kokrajhar district, while night curfew is on in Chirang and Dhubri districts. Nearly two lakh people have taken shelter in 150 relief camps. Over 44 people have been killed in the violence so far.
Prime Minister Dr. Manmohan Singh, who is a Rajya Sabha MP from Assam , will visit ethnic violence-hit Kokrajhar District on Saturday to take stock of the volatile situation.
According to police officials, the latest wave of violence was sparked last week when unidentified men killed four youth in the state’s Bodo tribe-dominated Kokrajhar District near the borders of Bangladesh and Bhutan .
In retaliation, armed Bodos attacked Muslims, suspecting them to be behind the killings.

New Delhi , July 27 (ANI): The Supreme Court on Friday rejected the government’s request to defer its July 23 order, limiting government’s discretionary quota for Haj pilgrims till next year.
A two- judge bench of Justice Aftab Alam and Justice Ranjana Prakash Desai refused to oblige the Centre on its plea to defer its order till next year.
The government was represented by Attorney General G. E. Vahanvati and counsel Harris Beran. Vahanvati made the submission at the fag end of the hearing of a bunch of petitions by private tour operators (PTOs), who have challenged certain norms fixed by the government for the operators.
Earlier, on July 23, the apex court had drastically reduced the government’s discretionary and dignitaries quota seats for Haj 2012 pilgrims to 300 from the proposed 5,050 seats, and had hoped they would be alloted on “reasonable basis”. The court, on Friday, maintained that there could be no monopolisation, and asked the Centre to frame a fresh PTOs policy for Haj pilgrimage from next year onwards. “It shall not be the monopoly of a few operators. We hope that the next Haj policy will be framed keeping in view the concerns of this court,” the bench observed.
Agreeing that the present policy was not fair, the apex court asked the AG to come out with a new policy next year to facilitate “fresh players”.
“We know that the present policy is not perfect. But we do not want to interfere with this years policy,” Justice Alam observed. The bench, however, said there were lot of scopes for improvement in the government’s present policy by taking into consideration the suggestions and complaints made by various tour operators.

As per the government norms, only those PTOs who had annual turnover of Rs.1crore for the year 2009 and 2010 were eligible for ferrying pilgrims.

The apex court said it will consider next year’s Haj policy for private tour operators in November.

The apex court had on July 23 limited the number of seats to be allocated under dignitaries quota by the President to 100, the Vice President to 75, the Prime Minister to 75 and the External Affairs Minister to 50.

The bench had said 200 seats would be reserved for the Haj Committee of India (HCOI) as against the proposed 500.

After limiting the seats under dignitaries quota and the HCOI, the bench had said that remaining seats would go to the Haj committees of various states and union territories.

The district administration has pulled up its socks and a thick blanket of security has been installed in all major locations in the city.
“Night patrolling and surveillance have been intensified to ensure full proof security along the state for the people,” a senior police official said.
He also added that police check points and gates have been installed in the nooks and corner of the district to ensure peace and tranquility.
“Nakas have been set up at sensitive areas and frisking are being carried out,” official said.
With HNLC coming with an opening warning and claiming that ‘They (HNLC) are Back’ through a social site, the administration is not taking any chance, official said.
It can be mentioned that HNLC were almost wiped out of the state by the police but recent claiming and activities have put the administration into high alert.

Formed in 1992 and proscribed on November 16, 2000, HNLC’s main objective is to transform Meghalaya as a province exclusively for the Khasi tribe and free it from ‘domination’ by the Garo tribe. Another objective is to fight against the presence of ‘outsiders’, as the HNLC feels that Khasi youth are deprived of the fruits of development in the state.

Imphal, July 27: The Special Judge for CBI Cases, Jabalpur has convicted B.C. Ekka, the then Superintendent & M.K. Singh, the then Excise Inspector, both working in the office of Asstt. Commissioner, Customs & Central Excise, Jabalpur and sentenced them to undergo two years rigorous imprisonment with fine of Rs. 11,000/- in a bribery case.
CBI filed a chargesheet before the Special Judge for CBI cases, Jabalpur on 23/12/2008 U/s 120-B IPC and 7 & 13(2) r/w 13(1) (d) Act, 1988 on the allegations that S/Shri B.C. Ekka and M.K. Singh demanded an illegal gratification of Rs. 2500/- from the complainant to provide Service Tax Registration Number to his company for which the complainant had submitted an application.
The accused M.K. Singh was caught red handed while demanding and accepting Rs. 2500/- as bribe on behalf of B.C. Ekka from the complainant. Both were arrested.
The Trail Court found both the accused guilty and convicted them.The Central Bureau of Investigation has arrested a Branch Manager of Regional Gramin Bank, Samastipur (Bihar) for demanding and accepting a bribe of Rs. 50,000/- from the complainant.
The complainant had alleged in the complaint that a loan was sanctioned to him under Prime Minister Rojgar Yojna. The Branch Manager of Bank has called the complainant and demanded a bribe of Rs. 70,000/- from him for withdrawal of sanctioned loan.
The CBI laid a trap and the accused was caught red-handed while demanding & accepting a bribe of Rs. 50,000/- from the complainant.
The arrested accused is being produced today in the Designated Court.
The Central Bureau of Investigation has registered a case against a former Vice Chancellor of Indira Gandhi National Open University and unknown office bearers of two other Universities based at Jalandhar & Gangtok U/s 120-B IPC r/w Section 13(2) r/w 13(1)(d) of PC Act, 1988.
It was alleged that the accused, while functioning as Vice Chancellor of IGNOU & also the Chairman of Distance Education Council, had abused his official position in granting approval to two Universities based at Jalandhar & Gangtok for running courses in Distance Education Mode, ignoring the deficiencies pointed out by the Expert Committee during 2009.
Searches were conducted at the residence of former Vice Chancellor at Thiruvanthapuram which led to recovery of documents related to property/investments.

Imphal, July 26 NNN: The Zeliangrong Baudi, Manipur (ZBM) has expressed its gratification to what it calls a “historic decision” taken by the 60 MLAs of Nagaland state assembly comprising both the ruling and Opposition in one single accord to resign en masse to create a convenient way to bring an “Alternative Arrangement” to the over six decade-old Naga political issue.
The 60 MLAs of Nagaland state assembly, including both the ruling Naga People’s front (NPF) and Opposition Congress in a significant move has taken a unanimous decision to step down from their position to create a conducive environment for an Alternative Arrangement to the vexed Naga Political issue.
Furthering their move, the 60 MLAs have also constituted a Joint Legislature Forum (JLF) to put forward the peace process and urged the government of India to expedite the solution, ZBM said Thursday.
It said the ZBM, while upholding this historic decision of JLF, urges the government of India to speed up its steps to bring the solution on Naga political issue for which the Naga people as well as the Zeliangrong people have been waiting for a long time.

The Hmar Students’ Association (HSA) expressed deep concern on the escalation of ethnic violence between the Bodo tribals and Muslim community in Lower Assam since last week. The ethnic violence has already resulted in the lost of many innocent lives, destruction of property, uprooting of many homes and displacing thousands of persons.
The Hmar Students’ Association (HSA) appealed to both sides to show utmost restraint and to try to resolve the ethnic conflict on humanitarian considerations. Knowing that violence is never a lasting solution, we earnestly appeal for an amicable settlement of the conflict.

Mukherjee was administered the oath of office by Chief Justice of India S.H. Kapadia at a special ceremony in the Central Hall of Parliament here.
A 21-gun salute was accorded to Mukherjee after he was sworn-in as the country’s next President. He solemnly affirmed by the oath, which he took in English.
Giving the acceptance speech Pranab Mukherjee said , “The principal responsibility of this office is to function as the guardian of our Constitution. I will strive, as I said on oath, to preserve, protect and defend our Constitution not just in word but also in spirit. We are all, across the divide of party and region, partners at the altar of our motherland. Our federal Constitution embodies the idea of modern India: it defines not only India but also modernity. A modern nation is built on some basic fundamentals: democracy, or equal rights for every citizen; secularism, or equal freedom to every faith; equality of every region and language; gender equality and, perhaps most important of all, economic equity. For our development to be real the poorest of our land must feel that they are part of the narrative of rising India.
I have seen vast, perhaps unbelievable, changes during the journey that has brought me from the flicker of a lamp in a small Bengal village to the chandeliers of Delhi. I was a boy when Bengal was savaged by a famine that killed millions; the misery and sorrow is still not lost on me. We have achieved much in the field of agriculture, industry and social infrastructure; but that is nothing compared to what India, led by the coming generations, will create in the decades ahead.
Our national mission must continue to be what it was when the generation of Mahatma Gandhi, Jawaharlal Nehru, Sardar Patel, Rajendra Prasad, Ambedkar and Maulana Azad offered us a tryst with destiny: to eliminate the curse of poverty, and create such opportunities for the young that they can take our India forward by quantum leaps. There is no humiliation more abusive than hunger. Trickle-down theories do not address the legitimate aspirations of the poor. We must lift those at the bottom so that poverty is erased from the dictionary of modern India.
Our wealth has been created by farmers and workers, industrialists and service-providers, soldiers and civilians. Our social harmony is the sublime co-existence of temple, mosque, church, gurudwara and synagogue; they are symbols of our unity in diversity.
Peace is the first ingredient of prosperity. History has often been written in the red of blood; but development and progress are the luminous rewards of a peace dividend, not a war trophy. The two halves of the 20th Century tell their own story. Europe, and indeed the world, reinvented itself after the end of the Second World War and the collapse of colonization, leading to the rise of great institutions like the United Nations. Leaders who ordered great armies into the field, and then understood that war was more barbarism than glory, transformed the world by changing its mindset. Gandhiji taught by example, and gave us the supreme strength of non-violence. India‘s philosophy is not an abstract in textbooks. It flourishes in the day-to-day life of our people, who value the humane above all else. Violence is external to our nature; when, as human beings, we do err, we exorcise our sins with penitence and accountability.
India has been on the frontlines of this war long before many other recognized its vicious depth or poisonous consequences. We must of course learn from the past; but we must remain focused on the future. In my view, education is the alchemy that can bring India its next golden age. Our oldest scriptures laid the framework of society around the pillars of knowledge; our challenge is to convert knowledge into a democratic force by taking it into every corner of our country. Our motto is unambiguous: All for knowledge, and knowledge for all.
The weight of office sometimes becomes a burden on dreams. The news is not always cheerful. Corruption is an evil that can depress the nation‘s mood and sap its progress. We cannot allow our progress to be hijacked by the greed of a few.
I envisage an India where unity of purpose propels the common good; where Centre and State are driven by the single vision of good governance; where every revolution is green; where democracy is not merely the right to vote once in five years but to speak always in the citizen‘s interest; where knowledge becomes wisdom; where the young pour their phenomenal energy and talent into the collective cause. As tyranny dwindles across the world; as democracy gets fresh life in regions once considered inhospitable; India becomes the model of modernity.
As Swami Vivekananda said, India will be raised, not with the power of flesh but with the power of the spirit, not with the flag of destruction, but with the flag of peace and love. Bring all the forces of good together. Do not care what be your colour-green, blue or red, but mix all the colours up and produce that intense glow of white, the colour of love. Ours is to work, the results will take care of themselves. There is no greater reward for a public servant than to be elected the first citizen of our Republic.

In view of the situation prevailing in Assam, the Railway Minister, Mukul Roy, spoke to Union Home Minister, P. Chidambaram and Assam Chief Minister, Tarun Gogoi. Roy apprised them of the difficulties being faced by the Railways in ensuring safe and smooth movement of trains to and from Assam. He emphasized that the safety and security of the passengers is of uppermost concern and the movement of passenger carrying trains in the affected areas will be governed keeping in view this objective.
He requested for providing security assistance in ensuring the smooth and safe movement of trains in the region.
Mukul Roy informed that the Railways is trying its best to regulate the train movement in view of the disturbances but requested for providing adequate security specially in the 54 kilometer badly affected area between Srirampur ad Salakati Railway stations so that the trains held up in the region for more than 24 hours could be moved towards their respective destinations. Shri Mukul Roy informed that the Railways is making efforts to position affected trains at bigger stations so that the stranded passengers could be provided with food, water and security.
Roy pointed out that Railways has geared up its machinery to provide best possible care to the stranded passengers in the given circumstances.
As of now at 5.00 P.M. today i.e. 24th July 2012, 26 trains have been cancelled. In addition, 37 trains have been regulated at various stations on the route resulting in trains running behind schedule.
Zonal Railways specially North-east Frontier Railway and Eastern Railway are issuing regular press bulletins informing public about cancellation and regulation of trains in the affected area. .
ANI adds shoot-at-sight orders have been issued and indefinite curfew clamped in the violence hit Assam ‘s Kokrajhar District.
Night curfew was also clamped in Chirang and a few places in Dhubri District.
Meanwhile, with the recovery of another body in Chirang District last evening, the death toll has mounted to 21.
The latest wave of violence was sparked on Friday night when unidentified men killed four youths in the state’s Bodo tribe-dominated Kokrajhar District near the borders of Bangladesh and Bhutan , police officials said.
In retaliation, armed Bodos attacked Muslims, suspecting them to be behind the killings.
Kokrajhar Deputy Commissioner, Donald Gilfellon, said that 37 camps had been set up to help the refugees and that more would be opened if needed.
“Thirteen relief camps have been set up with six in the Gossaigaon subdivision and seven in the Kokrajhar district. The Kokrajhar district administration called in the army and have also imposed a night curfew from 6 p.m. to 6 a.m. since yesterday to control the situation. Security forces were deployed in 31 sensitive areas in the Kokrajhar district on Sunday,” said Gilfellon.
Earlier, Bharatiya Janata Party (BJP) spokesperson Nirmala Sitharaman, said the flare up was a tribal issue that Assam authorities had to address.
“The dispute is about Bodos — who are tribals — accusing the government of looking the other way when their lands are being taken away by immigrants. And therefore this is a very serious issue of tribal rights, communal issue, which has flared up and the Congress government in Assam owes an explanation.”

Rothuama mentioned that since the 1960s rubber plantation has been started in Mizoram, and it has also been found that the plantation can be successful but due to difficulty in getting good saplings, the need of long duration, lack of technical know-how, only a few persons have planted. Since the success of the neighbouring Tripura state in rubber plantation, Mizoram government also has started taking initiatives to carry out rubber plantation. J.H.
Rothuama lauded Governor Vakkom Purusothaman and Chief Minister Lal Thanhawla for arranging the consultative meeting today with officials of the Rubber Board of India, and said in order to carry out different schemes for rubber plantation by Mizoram Government, the assistance of Rubber Board of India will be needed.
Rubber Board of India Chairperson Sheela Thomas said that since the 1980s Rubber Board of India concentrated to North East India in its programme of rubber plantation, as a result of which Tripura becomes the second largest producer of rubber in India. She also said that only 1,000 Ha of land has been used for rubber plantation. Since Mizoram government has taken up steps now to carry out rubber plantation in a larger scale, the Rubber Board of India will provide assistance regarding nursery, new technology,subsidy for cultivators and others. In the meeting today, P.L.Thanga IAS (Rtd), Member & Secretary, State Planning Board highlighted the requirements for carrying out rubber plantation in a large scale by Mizoram government. P.L.Thanga mentioned that under the government flagship programme New Land Use Policy ( NLUP) 3000 beneficiaries have been selected for rubber plantation.
Mizoram has about 5,75,000 Ha for rubber plantation. The initiatives of state Soil and Water Conservation department and individuals cover only 50Ha.
Meanwhile, 1,117Ha has been estimated to cover under New Land Use Policy ( NLUP) Phase I & II; and for 2012-2013 1,000Ha under NABARD, and 1,300 Ha under RKVY, besides 5,000ha within 12th Plan under North Eastern Council (NEC).

Dimapur, July 24 NNN : The slogan, “Too Little, Too Late” postal campaign of the Eastern Naga Peoples Organisation (ENPO) continues to roar in spite of the numerous offers including packages for the four Nagaland districts of Mon, Tuensang, Kiphire and Longleng.
ENPO has been demanding to carve out these four districts from Nagaland to form a separate state christened as “Frontier Nagaland.”
ENPO leader Toshi Wungpung said tonight that the demand for ‘Frontier Nagaland’ is the demand of the people from these four eastern Nagaland districts which has been placed before the central government.
On Tuesday, a daily has reported that Rs 300 crore would be utilised in these four districts in developmental sectors.
It is worth noting that early this year Nagas in four Nagaland districts had carried out massive public rallies demanding the creation of a new state christened as ‘Frontier Nagaland’ by bifurcating Nagaland. 
  The rallies were held simultaneously in the districts of Tuensang, Mon, Kiphire and Longleng on January 7. The rallies were organised by Eastern Nagaland People’s Organisation (ENPO). 
The ENPO, which is the apex organization of six Naga tribes including Konyak, Khiamniungan, Chang, Yimchunger, Sangtam and Phom inhabiting the four districts, had submitted a memorandum to the Prime Minister urging him to realize the demand. “Our demand for the creation of Frontier Nagaland is based on historical facts. This is something like going back to the earlier arrangement when the entire area was under the erstwhile Tuensang Frontier Division of NEFA,” ENPO leader Toshi Wungpung had said.  
Prior to Nagaland’s attainment of statehood in 1963, the entire area was under the Tuensang Frontier Division of NEFA. Mon, Kiphire and Longleng districts were carved out of Tuensang post-statehood.
“For decades, gross injustice has been done to the people of these four districts by the successive governments, both in the state and at the centre,” Wungmung had also alleged few months ago. 
“Of the 11 districts in Nagaland, these four backward districts have almost half of the state’s total population. But despite that, they continue to remain extremely under-developed,” the ENPO leader had said. He added that only three per cent of the total population of the four districts was into government jobs.
“It is a democratic and people’s movement based on fundamental issues. The people in the four districts have their wholehearted support to it,” Toshi Wungpung had further stated earlier.

Halappa, the then Manager (Credit) both of Syndicate Bank, N.R. Colony Branch, Bangalore and N. Shankar, a
private to undergo imprisonment for a period of three years with total fine Rs. 6,25,000/- for causing loss of Rs. 1.60 crore to Bank.
CBI had filed a charge sheet after completion of investigation in the case against Shri P. Obaiah and two others U/s 120-B r/w 409, 420, 467, 468, 471 IPC and Sec. 13(2) r/w 13(1) (c) & (d) of the Prevention of Corruption Act 1988. The allegations as per the charge sheet were that P. Obaiah and G. V. Halappa while working in Syndicate Bank, N. R. Colony Branch, Bangalore had entered into criminal conspiracy with other accused person during 2007-09 in the matter of sanction & disbursal of secured overdraft and other secured loan. They allowed discounting of bills in violation of bank procedures & rules and on the basis of forged documents. The accused persons caused a wrongful loss of Rs.1.60 crore to Syndicate Bank and corresponding wrongful gain.
The Trial Court found the accused guilty and convicted them.
In another incident Central Bureau of Investigation has arrested a General Manager; Senior Engineer and Engineer Trainee (Purchase), all of Bharat Heavy Electricals Ltd(BHEL), Nagpur for demanding & accepting a bribe of Rs. 1,10,000/- from the complainant.
The complainant, a Managing Director of Ahmedabad based manufacturing company had alleged in his complaint that BHEL, Nagpur had floated a tender for supply of different types of hydraulic pumps. After opening of the price bid, the accused had intimated the complainant that the supply order for hydraulic pumps worth around Rs. 66 lakhs could be awarded to his company. However, the accused persons in conspiracy with each other demanded bribe from the complainant at the rate of 2% of the amount in the supply order. The complainant did not want to pay the bribe and lodged a complaint with CBI.
CBI laid a trap and the accused General Manager was caught red-handed while demanding & accepting a bribe of Rs. 50,000/- whereas the Engineer Trainee in charge of Purchase was caught red-handed while demanding & accepting a bribe of Rs. 60,000/- on behalf of the other accused Senior Engineer.
Searches are being conducted in the premises of the accused persons at various places in Maharashtra and Uttar Pradesh.
All the three arrested accused will be produced in the jurisdiction court at Ahmedabad after obtaining transit remand from the Court at Nagpur.

State – owned oil marketing companies have hiked the petrol prices by 70 paise per litre. The new rates became effective from midnight last night.
Expressing dissatisfaction with the hike in the price of petrol, BJP leader Shahnawaz Hussain said: “Ahead of any elections, the price of petrol and diesel decreases and after the elections they tend to increase. We will not tolerate this.”
“The government increases or decreases the price of petrol according to their wish. The BJP is against it and we believe that government should roll back the price hike as they decrease the price during elections and increase it after the polls. This is not correct,” said Hussain.
Communist Party of India (CPI) leader D Raja said that another hike in the petrol price would burden the common man.
“There is no rationality when the prices of all food items and essential commodities are high when the inflation on food items is high. Oil marketing companies go on increasing the price of petrol and petroleum products. This will lead to cascading effect and this will further burden the common people and it will subject the common people to further hardships and sufferings,” said Raja.
Meanwhile, commuters across India have denounced the steep petrol price hike, saying that it would make a hole in their pocket.

Aizawl, July 23 NNN : The land at Lengpui, about 32 kms from the Mizoram capital Aizawl has been selected and finalized for the site of National Institute of Technology (NIT), Mizoram, state Higher & Technical Education Minister, Lalsawta informed, in reply to the query of C member, TT Zothansanga at the ongoing session of the state’s Legislative Assembly. Although the land at Thenzawl was firstly proposed for the site of the NIT, but since the Ministry of Human Resource Development prefers the land at Aiport, it has been accordingly finalized, minister Lalsawta said.The minister said that there is a provision for preference of the indigenous people for entrance in the NIT, Mizoram; and for appointment of non-technical staffs, the administrators of NIT are informed to give preference to the indigenous people, he added.
Meanwhile, chief minister Lal Thanhawla said, it is important on the part of the people to know clearly that NIT is not under the control of Mizoram government, adding, “Administration and other matters are in the hands of the Central government; to provide land for the site is what the state should do.”
This should be known clearly by the people; otherwise, one may simply criticize the state government without proper knowledge of the structure of NIT, Lalthanhawla added.
However, Lalthanhawla said that while NIT is under the direct control of the Central government, the state government can interfere if necessary. “As we are in a democratic country, if the students face any problem, the concerned department- Higher & Technical Education will take necessary steps,” Lalthanhawla said.
