In the recent Assam strike over ST (Scheduled Tribe) status, called by the state’s six communities [Koch Rajbongshi, Moran, Matak, Tai Ahom, Chutia and Adivasi (Tea Tribes)] of Assam, demanding Scheduled Tribe status for them, there was a slogan of “No ST, no rest”. Supporting the protest, the president of the Tinsukia unit of All Tai Ahom Students Union, told The Telegraph, “This is just the start. The BJP governments in the state and the Centre have betrayed us and we will not stop short of anything but ST status even if Assam has to burn. The governments shall be responsible for the consequences of their betrayal.” It was reported in The Telegraph, dated 4th of July, 2017.

CM’s referring of Meitei ST demand to ST Commission is ultra vires

This writing of mine, which could also be perceived as a personal opinion, is indeed a matter of public importance. It is to present a constitutional argument on the basis of the statement made by the incumbent Chief Minister of Manipur in the ongoing Manipur Legislative Assembly’s session. The statement of the Chief Minister is reported in The Sangai Express (English Edition), dated the 3rd of August, 2017.

Attacking Rajiv Gandhi’s ideas is a sign of a worried Modi regime

In the end of August of this year, 2016, Modi government, in New Delhi, put a ban on the organization – IRF (Islamic Research Foundation) – of Zakir Naik. Before this year’s August, Zakir Naik’s IRF was not banned by Modi government which came to power since May mid, 2014. Much before 2014, in the year of 2011 RGCT (Rajiv Gandhi Charitable Trust) received an amount of 50 (fifty) lakhs rupees from IRF. In the year 2011, IRF was not a banned NGO. So, Modi government did not stop IRF from propagating its ideas, as the government did not put a ban, then, for 2 years, which were from the mid 2014 to August of 2016. Modi woke up in the end of this August 2016 after Bangladesh demanded to know more about the details of Zakir Naik’s operations from India in the mid of August.

Manipur is a state where the present Chief Secretary’s mother is considered to be a humble woman who raised her children by fishing and selling fishes. It is a world in itself where any old aged woman – who is, or almost, of the age of one’s grandmother – is honourably addressed as “abok” (“abok”, in Manipuri, means “grandmother”).

The school students, who are not only juveniles and citizens but also are the people of this democratic country, according to the judgment, have “a right to raise their voice… to express their resentment over the actions of the government on any subject of social or national importance.” The argument is – “Was the resentment nationally important?” The reply to this argument is : even if the resentment expressed by the school students is not of national importance, the resentment is deeply embedded with social importance.

Whether or not the three bills – the Protection of Manipur People Bill, 2015, the Manipur Land Revenue and Land Reforms (Seventh Amendment) Bill, 2015, and the Manipur Shops and Establishments (Second Amendment) Bill, 2015 – unanimously passed by the Manipur Assembly are constitutional is to be decided not even by the Parliament but by the Supreme Court of India, if the bills become an act.

Can Manipur be inclusively developed without ST status to Meitei-Pangals?

Meitei-Pangals are unique community whose genetics and hereditary, for at least a few centuries of years, can not be accepted as not related with some population of the Meiteis because if there is no such biological relationship between Meiteis and Meitei-Pangals, then the scientific explanation of prefixing the word ‘Meitei’ before ‘Pangal’ needs to be re-studied.
