In a small state of MANIPUR even though the DISTANCE EDUCATION have established long time back with many branches, the QUALITY cannot be control till now. The Government of India makes a policy to open the Distance Education for each state an every state so as to stop spending huge amount of money for further study with a long distance. IGNOU (Indira Gandhi National Open University) is one of the best examples for learning centre, where Regional Centre was open at every state of the country. IGNOU also select the school and college with well equipped Infrastructure and Faculty as its study centre. On the other hand PUNJAB TECHNICAL UNIVERSITY (PTU) was also an authorized learning centre with professional courses under the DISTANCE EDUCATION COUNCIL. Like other state some branches of PTU was open at the state of Manipur from DIPLOMA COURSE to MASTER LEVEL COURSES. But admission for every semester without proper classroom is AGAINST THE QUALITY EDUCATION. For example Bsc.IT has six semester having problem when there is no sufficient classroom for each semester. So, we should not think only for the QUANTITY, but better to remember the QUALITY also. In comparison with the IGNOU and PTU in case of the examination way of conduct, IGNOU contact the Manipur University so as to conduct a smooth and well examination whereas PTU is conducting the examination just like NOS (National open School). The Quality of Exam of the PTU shows the standard of PTU as 3 to 4 student’s seat in a bench with full right for MASS COPY. The best example can be seen at the examination of the PTU which is going on at present. Actually, IGNOU is a correspondent course where as PTU is with full regular class course but the worse examination in the state just spoils the system of PTU. ONE FUNNY thing is that almost passed out students of PTU could not face any kind of interview. Exam as it seems that they passed their examination only for the certificate. So lastly as a Guardian I suggest that EXIT or STOP of PTU courses in the State of Manipur doesn’t depend on the students of PTU But it depends on the Managing Directors of PTU branches of Manipur .We should not think only for the BUSINESS with good Income of Money, but we also need to think for Quality products for future generation as “STUDENTS ARE THE PILLARS OF THE NATION “

I shall be much obliged if you kindly publish this letter in your widely circulated paper.

In recent years, Manipur is regarded as one of the strong footballing states of India with large number of talents. Manipur has produced around 200 international football professional. At present, a good number of footballers from this tiny state are playing for many big clubs all over the Indian Sub-continent including, East Bengal, Mohun Bagan, Md. Sporting Union, Air India, Services, Churchil Brothers, etc, earning fabulous income. Manipur women players have complete domination in the country comparing to the male counterparts. Manipur is also one of the few states in India which is successfully conducting professional football league i.e. Manipur state league since 2006. And it has completed 5th edition of Manipur state league. And who can forget one of the high points in the history of Manipur football, winning 58th edition Santosh trophy in the year 2002. It is a great achievement for All Manipur Football Association(AMFA) which boast itself of being one of the most successful and well organised state level sports organisation in the state as well as in the entire North Eastern States with its office fully computerised with permanent staff and other modern amenities like Fax machines, telephones with STD lines etc.

Twenty-one teams is participating in the Second Division League, ongoing from 27th March 2011. North Imphal Sporting Association (NISA) is being grouped together with United Sikkim(Sikkim), Langsing SC(Meghalaya), Gauhati Town Club(Assam), Southern Samity(West Bengal), Golden Threads(Kerala) and Simla Youngs(Himachal Pradesh). NISA has won first 2 games of their group. I wish them all the success throughout the competition.

What I don’t understand is that only one team from Manipur is participating in the Second Division League competition whereas Meghalaya has got 6 teams in the competition. How are these team selected? Are we lagging behind from some of the North-Eastern states? What have Manipur’s Men football team achieved since the triumph of 58th Santosh trophy? These are some questions(out of many) that many football fans of the state would like to know from AMFA or concerned people.
Through your medium, I would like to make a request to AMFA to open an official websites of AMFA disseminating information and awareness of various activities of state football. And I would like to request your esteemed paper to carry out an article of all the big clubs of Manipur for mass outreach.

Over all Strength of the state security forces under State Home Department have crossed over double the of the strength of the employees of the various respective major departments of the state which have reached 24646 includes 10310 Civil police, 13518 MR/IRB, 39 CMTW, 516 Wireless Staffs, 11 FSL, 66 Medical Staffs and 186 Ministrial Staff against the total sanctioned post of 33503, which is above 30% of the existing employees strength working at Manipur Secretariat and other engineering departments of the state.

It may be mentioned that, existing SPF government considering the main cause of the disturbances in the affairs of the state administrations due to uncontrollable situations of violence activities during the course of insurgency movements by the various insurgents groups operating in the state, state government from time to time took decision for the strengthening of the state security forces to control over the violent actions and activities of the insurgent groups and enhancing the Counter Insurgency Operations with implementation of the centrally added project of state police modernization. So far multiple recruitment of 9 phases to the state security forces have been completed after obtaining special permission from the Centre despite of having banned in direct recruitment since last eight years in the state and more manpower of state force are also planning to raise by the government.

On the other hand, it has matter of concerned for the people of the state on part of failure that despite of having being deployed a large numbers of state security forces in very nook and corner of the Greater Imphal areas and other parts of valley districts, letting armed militants to attacked civilians by the guns and bombs on the broad daylight everyday shows the lack of sensitivities and failure in intelligence networks of the state police department which state government need check immediately.

In the meantime, the concerned have also been felt by various head of departments of the state at present as many major and minor departments of the state have been functioning by under staffs since last many years caused by the prolonged failure to fill up the posts which are lying vacant after retirement of many employees as result the departments are now facing serious concern while delivering for a sound and active administration of the respective department as directives have given to do so by the government. Time has come for the state government to reopen with creative policies so as to enable the existing departments to work and deliver the services for the welfare of the state after maintaining an adequate staffs and which could be the part of policy to solve the existing problems of educated unemployed of the state.

The various officials of state government departments have observed that, the policy of the state government can never be denied by the employees but the failure on the objectives despite of increase in the strength of the state forces to control over excessive activities of the insurgent in terms threat perceptions related with momentary demands and other issues could not be solved by the state government till today as and it has a matter of big concern for all employees of the state have been increasing day by day.

Obviously it has also another serious concerned for the various department on arising complicacy on the shortages of man powers in various essential departments like, Medical, and Health care, education at present but the failure of state government to consider appointment of the required staffs in these essential departments can never solved the existing lapses of the departmental administrations.

Considering the existing problems of facing by the state departments due to the under staffs, the state policies for rationalization in the recruitment of the employees of various department are immediately require in the state if the state government really wanted to maintain an effective and responsible administrations in the state.

It would be the right time to let our president know what Shirin Ebadi the lady novel laureate for peace said on a trip to India in 2006. It is common knowledge that the oldest cellular service of the Bharat Sanchal Nigam Limited( BSNL) is so littered with every sort of technical defects at every stage of operation that it has become more of a liability than any utility for many a subscriber in Manipur in particular and the whole Northeast in general. In fact, it is there for all to see that the BSNL cellular network has over the years earned itself the dubious distinction of being the worst of all cellular services ever provided by any company in the region.

Well, one does not know for sure how this same BSNL is rendering its services in other parts of India, still one may well assume that BSNL can hardly be a patch on any private cellular service providers anywhere in the country and if nobody in bigger cities complaints about its dismal performance, then we readily take it for granted that nobody is using its service over there anymore and this BSNL has become a thing of the past with the arrival of many quality service providers like Hutch, Idea, Vodafon etc. on the scene.

Thanks to the poor BSNL service, the problems encountered by subscribers on every single day are indeed numerous; from recharging to making calls, from sending/receiving SMSes to connecting mobile internet, from crediting to debiting of accounts, there is always one trouble or the other all the way. But since old users of BSNL SIMs cannot just discard these because they really cost them a fortune ( you know just how much they cost a couple of years back? ) and so one goes on using the same even as one is cursing their fate.

Now so much for the technical shortcoming things, what is adding to the galaxy of problems is the care service provided by the BSNL under the name of so-called Customer Care. In the beginning, one did hope that one could at least rely on this care cell for any technical advice/assistance and so their problems would be taken care of. Ironically, however, things have turned out to be just the other way round. On the contrary, even trying to put through to this call center has itself become a trouble for the customers, much less solving their problems.

I am not exaggerating, anyone who calls the care number now and then will know how the care cell is functioning. You dial the number only to be disconnected and after several exhausting attempts, you will be greeted with this ear-piercing, non-stop IVRS, you follow the instructions and press #9 to speak to the Customer Care executive, you will have to switch on your loud speakers and wait patiently while the IVRS meaninglessly keeps blurting…” Your call is very important to us, you will be attended very shortly…” And as likely as not they will answer your phone only after putting you on hold for not less than 20 minutes or half an hour.

And as though all this ordeal the caller is put through is not enough, the representative on the other end will care a hoot or two about your complaints– he/she will ask about your connection details, your problems and then put you on hold again, come back with an unsatisfactory explanation and will just hang up without listening to any of your saying. sometimes when that is not the case, then it is the line/network that goes dead suddenly ending the conversation very abruptly. As such, myriads of customers’ problems seldom get solved through this call center and if at all you get the chance to present your problems, they invariably will tell you something much like this……”We have forwarded your complaint to our technical department and this/that is your complaint number, we will definitely solve your problem”. And once, with such assurance, you hang up the phone, you are bound to return to square one. Next time you try to contact them, you will go through the same ordeal again but you will still not get your problems solved at the end of the day.

As a BSNL subscriber myself (though I am using another SIM card as well), I am very much concerned about the way innocent subscribers are put through in the name of providing services. After all, they are paying for the same. Now, would it be too much if I request your good self– in the position of authority– to kindly spare your few valuable efforts and make it in streamlining the service of this call center from wherever it may be operating from your very end, thereby improving the overall service to some extent at least for the people of your state?

I think there is no need of reminding the Govt. of Manipur and the people of Manipur who have been reeling under the irrational, incompetent and obscurantist practices of the present SPF Govt. of Manipur.

There are hundred of examples to prove it. I think that the people of Manipur are aware of it, and I have also become completely fed-up with the present dispensation of the Govt. However, as two glaring examples of the present Govt.’s corrupt and confusing practices of the Govt. I am completed to cite the following two examples (1) The extremely confusing process of the appointment of 1500 Primary Teachers of Manipur. Advertisement was issued, Exam was conducted and interview as completed long back. Long back means 4 years dumping the whole process somewhere in the pit bog of corruption and malpractice. The result has not been effectively declared so far and the aspirants are forced to live in a hell of frustration. (2) Advertisement was issued through the MPSC, examination was conducted by the Service Commission along with the required process of interview. Nearly 400 candidates were declared to have been selected for the posts of Medical Officers under the Govt. of Manipur. Days and months have passed and no posting was given even after the issue of the appointment letter. Now at last, after along wait, the posting order is said to have been issued. This is a welcome step to relieve the tension of the young medical graduates. However, in this also an extremely wicked and irrational problem has cropped up. 17 Medical graduates who have been serving as House jobbers in it, have been transferred under the order issued dated the 17th Feb 2011 No. 04/04/2009-M/ issued by the Secy Health in the name of the Governor of Manipur to serve JNIMS as Junior Residents without any rational and legal process of protecting their Fundamental Rights as Medical officers und eth Govt. of Manipur.
This is what is happening in Manipur at present. Now the big question is; how long shall we tolerate this kind of incompetent arbitrary and corrupt practice of the Govt.?

Instinctively, even before I read the front page I flipped to the second page of the Feb 6 issue there it was. Nivedita s chalks vs gravel. Requiem for an old teacher her article last sunday brought tears in my eyes. Thank god Nivedita didnt become a doctor and this Sunday I realise she has not become a Mother Teresa either equally thankful for that. Writing skill is a rare gift of god – the humane in us is even more difficult to find. It is a rarity that Nivedita has everything in her. Perhaps it is her ojha Biren who is doing all the tricks for her from above. Her command of the english lanngauge, narrative power, so vivid-everything flashes infront of you even Lincoln figured ojha Biren. Truly, I have become a fan of Nivedita. I am looking foreward to buying a novel/book authored by Nivedita duly autographed. Please keep enthralling my Sundays.

Dear Sir,

There are frequent traffic jams in most important traffic points, such as the ones near Head Post Office, Nityaibai Chuthek, West Kangla Gate, Keisampat Jn., PWD Head Office, Khoyathong, North AOC and Chingmeirong Khongnang Ani Karak. But the severest of all is happening at Nityaibai Chuthek and West Kangla gate as all the highways of Manipur passes through these traffic points.

Adding to the already congested traffic is the unserviceable roads at western side of Naga Nullahs due to heavy clearance and construction works currently in progress.

Besides, the big outdated traffic islands at Nityaibai Chuthek and Western Gate of Kangla is the culprit for the most severe traffic congestion at Imphal which also baffled the traffic lights system installed there. As a result no traffic lights signal installed there could be used to control the traffic at such places. The designer of the system might not have thought of encountering such a traffic system created by Manipur. Nowhere; at least in major Indian cities do we find such traffic islands at traffic congestion junctions, the idea which everybody knows except the govt.

Isn’t it time to bulldoze the two big traffic islands and restore smooth traffic or wait, torture and waste extra oil for more time till people are accustomed to it and start to live with it without any complaint as usual.

An excellent and the only example of easing traffic and successful use of traffic lights is there at near post office, because there is no traffic islands there. The one at Keisampat could also work well if the Naga Nullah roads are wide enough which is currently under construction. Of course traffic lights are yet to be installed there.

Let good sense prevail with the govt.and help cure traffic congestion at the heart of the Imphal city which normally shouldn’t have happened if those two traffic islands which serves more for a cosmetic than purposeful ones are removed for the welfare of the commuters which include ministers as well.

With due respect, I wish to state the following lines for your kind consideration in publishing this letter. That the services of the United Bank of India(UBI) in Ukhrul is in a sorry state. I along with hundreds of othercustomers face a lot of difficulties in basic services in transaction. Even to get our accounts updated in the Pass book is not available. This problem has been persisting for the past so many months.

I have been to Imphal at UBI and there-in-order to get updating the accounts in the passbook,the staff manning the Counter demanded certain amount for the service. That has been quite a disappointment. The hassle of incurring expenditure to travel to Imphal just to get the updating done and then the extra monetary demand for the basic service provided. I on behalf of other customers would like to know why this failure of service amenities in Ukhrul and why it cannot be rectified. It ultimately amounts to negligence. It is high time that technology, infrastructure and humanresource in our District/State needs immediate up gradation.

Your concern for quality Service will be highly appreciated.

Apropos “Reality of Power Drive” IFP editorial Feb 14, 20111 would like to add a little which come to my knowledge.

The accounted loss of 80% of the power in Manipur to transmission and thievery as stated by the Chief Engineer Power is a bold revelation. We have some knowledge of these losses but not to this extent. This loss must have been continuing for the last 3-4 decades. To make up this loss of power and tax thereon by the meagre 20% genuine consumer would be too much for the asking.

It is questionable if the Chief Engineer Power has full account of these losses. As far as power thievery is concerned the culprits are in the knowledge of the field staffs of the Power Department. The field staffs collect money from these culprits for the illicit connection. They also collect taxes from these connections from time to time. But it is anybody’s guess whether the money so collected is ever deposited in the Governmentfund? The funny thing is the “Power Drive” disconnects the defaulters of Power Taxes, but these illicit connections in obscure places are often left untouched.

As the editorial pointed out “those disconnected consumers get the power line connected by themselves soon after the power staff left the spot.” The situation is rather deplorable. The onlookers though seemingly annoyed could not object to it probably a ‘Bhai-Bondhu’ affair or not to createpersonal enmity.

Most of the genuine consumers are paying a minimum rate fixed by the Department as all or most of the meters provided by the Department are substandard and not recording the correct consumption of power. The minimum rate fixed for such defective meters was Rs. 189.00 per month. This minimum rate was recently purported to have been revised to Rs. 405.00 per month, without consumers’ knowledge and without proper notification.

In the matter of billing the Power Tax it is very irregular. Some funny saying “Bill Forms are out of print”. If bills are not timely issued to the consumers how payments of Power Tax would be regular? Still funnier phenomenon is charging different rates of minimum power tax in the same locality of Rs. 195.00 for some consumers and Rs. 405.00 for some other consumers during this period of Power Drive.” How such things could happen? This matter definitely would attract consumer court. It is too much for a Government to ignore!

One is wonderstruck with the govt’s lackadiasical attitude towards the problem of the teachers community which deserves to be addressed at the right earnest keeping in mind the importance of the sector to the society. Every right thinking persons would find it difficult to disagree with the demands of COTA since the demands are simply rightful and legal as per the recommendations of the 6th Central Pay Commission.

Thanks to the govt.’s apathy, the teachers fraternity under the aegis of COTA has resorted to one of the extreme step of democratic protest i.e. fast unto death, just to drive home the point that the govt has least interest in education sector. What constraint the govt to implement the commitment it had made in the MOU signed with the COTA, While other departments had already reaped the benefits of the 6th pay structure? Why this denial of the same benefits to the teachers?

With regard to the ongoing COTA’s protest, the govt has responded very swiftly in the form of arrest of teachers who are undergoing fast unto death and put them behind bars. Instead, the govt should have reacted wih the same degree of swiftness in addressing the grievances of the teachers. Now, the stand-off between the govt and COTA is taking toll on the students whose public examinations are just few weeks away. The affected students confederation under the banner of All Manipur Govt. High and Higher Secondary students’ Co-ordination Committee has came out with a statement that their patience is running out and will resort to various forms of agitation if the COTA and govt impasse is not resolve at the earliest.

At this juncture, through this column, I would like to appeal to the govt to kindly spare few moment of thought towards the demands of the COTA in the larger interest of the students community and bring back a normal and congenial academic atmosphere in the state. I don’t think this time COTA will succumb to the popular saying “mathanta waraga tokchakhini”.
