Imphal. March 30 MNS NNN : The residents of Imphal are likely to face acute shortage of water if it does not rain in the next few days as the water level in the Singda Dam which supplies water to most of the localities of Imphal is alarmingly low, said a reliable source.
According to the source, the water in the Singda dam is enough to supply the needs of the general public for around 15 days only. Similarly, the water level in the Imphal and Iril rivers are also very low and supply of drinking water to the public is likely to be affected in the areas covered by the water supply schemes depending on these two rivers, added the source.
It may be mentioned that most of the localities of Imphal East and Imphal West districts and some other districts of the state are facing acute shortage of water as the rivers and ponds which are the main sources of water for people of the state are dry due to failure of the rain. People buy water at exhorbitant price in order to meet their daily requirement of water. Long queues can be seen at most localities with people standing with buckets and other containers near public hydrants to fetch a few buckets of water.
Meanwhile, tension was high at Thangmeiband ward no 3 where two groups of people staged sit-in protests. The Apunba Naharol Yaipha Thousil Kanglup (ANYTK) organised a sit-in protest in front of the godown of MM gas agency to protest the attitude of the local MLA, Khumukcham Joykisan Singh, alleging that the MLA had assaulted the finance secretary of (ANYTK). The protestors alleged that the MLA came with his escorts and supporters and disconnected private water supply connections on the ground that they were unauthorised connections.
On the other hand, the Thangmeiband Kendra Development Organisation (TAKDO) staged another sit-in protest nearby protesting the allegation of ANYTK against the MLA, stating that the allegation was totally baseless as the MLA had not assaulted anyone in connection with disconnecting the private water supply connection. The members of TAKDO stated that the MLA had found many unauthorised domestic connection while inspecting the water supply pipes in the area along with PHED officials, and had asked the PHED to disconnect the unauthorised connections in the interest of the public who were facing acute shortage of water.
Khumukcham Joykisan stated to the media that he was inspecting the water pipes on March 28 with PHED officials for leakages and unauthorised connections when he found that there was one connection from the reservoir line which supply water to the reservoir which was totally illegal for private consumers. Unfortunately, there was a misunderstanding by some people regarding his endeavour to supply drinking water to the people of Thangmeiband constituency within three months, clarified the MLA.

The hand grenade was pushed inside an emply ORS-L bottle. One water bottle and a written statement were also found in a bag. PREPAK Pro Yaiphaba was also written on the ORS-L bottle.
A worker of the construction works said, two unknown persons who came yesterday shouted to stop works. The written statement said, we said to stop works since yesterday and will teach a lesson to deptt’s contractors. Workers should leave the area from today.
The concerned should not agitate for this. The wrong deeds of the deptt. should be clarified to the public failing which they should be produced before the media.

The General officer addressed the gathering and promised all possible help in future ventures to bring in development in the area. New Delhi, Mar 29: The CBI Special Court, Ghaziabad(UP) has convicted 17 accused persons U/s 120-B r/w 364 & 302 of IPC in a fake encounter case and sentenced them to undergo Life Imprisonment with a fine of Rs.5000/-.each.
A case was registered by CBI on 15.11.93 on the orders of the Supreme Court of India in Criminal Writ Petition No.632/92. It was alleged that Jaswinder Singh @ Jassa, aged about 30 years, a Sewadar of Gurudwara Rakabganj, was forcibly taken away by some unknown persons/officials belonging to UP Police on 30.10.1992 at about 8.30 AM from outside the temple near Gurudwara Rakabganj, New Delhi. The matter was immediately reported to Police Post, North Avenue, New Delhi. The UP Police had registered a case on 31.10.1992 U/s 302 IPC r/w Section 3/4 of TADA(P) Act, 1987 at Police Station Bardhapur, Distt. Bijnore(UP) alleging that the police had an encounter with two unknown militants near village Kashiwala and in exchange of fire one unidentified militant was killed but another managed to escape. The police allegedly recovered one AK-57 rifle, a DBBL and other ammunition.
After thorough investigation, CBI filed a chargesheet on 29th March, 1996 against Dhirendra Singh Yadav, the then SI of UP Police and 18 other police officials of Bijnore(UP) police for abduction and murder of Jaswinder Singh @ Jassa in a fake encounter. Two of the accused had died during the pendency of the trial.
The Trial Court found all the 17 surviving accused guilty for the offences and convicted them.

But there are certain rooms, which need to be looked into to make it the best organization in the country, he added.
Speaking today on the side line of a function held at the Congress Bhavan to felicitate him on becoming the Home Minister, Gaikhangam said all out efforts will be made to make Manipur Police a people friendly organization. Give me some time, there is nothing that cannot be achieved.
Earlier speaking at the felicitation function the Congress President said “I have been in the Congress Party for the last 40 years. Since 1980 I had fought elections eight times and I had won six times.”
He said he never thought of becoming a Govt servant while making academic pursuits. “ I am not choosy nor am I aggressive. I take whatever that comes his way. Having worked for a political party that is the biggest in the world I consider my part career as fruitful”.
He appealed to the workers to make selfless sacrifice for the betterment of the party in particular and the state as a whole. Do not shirk duty. I did whatever that was assigned to me by the party high command. I will happily relinguish the job I am holding when the high command appoints a new incumbent.
He said in the part he opted for party part in keeping with one man one part. As Congress President he did not visit Govt. offices as that was not befitting to his stature. He was of the view that Ministers should visit the office of the party once in a week to hear the voice of the people. If possible the Chief Minister on regular basis should visit party office once in a month to lend ear to the voice of the workers.
He said the party is important. He also said the outcome of the 10th assembly elections reveals that there is no opposition to the Congress Party in Manipur. People of Manipur reposed faith in the Congress Party by sending 42 Congress MLAs to the 60- member house.
Congress Vice President T. Mangibabu MLA said he is that Gaikhangam has been given home portfolio.
AK. Mirabai MLA said the prolonged association with the people and working together with them results in the smooth sailing of the party to power. She said policies should be framed to ameliorate living conditions of the weaker sections of the society.
Meghachandra MLA recalled the sacrifices made by Gaikhangam to make the party strong and united.
P. Sashikanla Secretary MPCC(I) said, Gaikhangam ensured smooth sailing of the party to power facing all odds thrown against the party. He appealed to the Congress Govt. to provide help and security to the party workers. The function ended with a vote of thanks proposed by Dr. Chaltonlien Amo. Imphal. Mar 28 NNN. The militant outfit Zeliangrong United Front (ZUF) has condemned the fresh attack by National Socialist Council of Nagalim (Isaac-Muivah) (NSCN(IM) cadres at Nungnang village under Noney police station, Tamenglong district on March 27 at 6 am.
Secretary of ZUF A Remroi alleged that the NSCN(IM) cadres retreated when the Zeliangrong Tiger Force (ZTF) cadres, the armed wing of ZUF, repulsed their advance. “Indiscriminate firing took place which might have killed innocent villagers, if not for the timely presence of the ZTF”, stated ZUF. The Front cautioned that consequence will be greatly destructive for all if the NSCN(IM) continues to perpetrate such attacks, and re-iterated its stand that the ZUF is not anti Naga nationalists.
The ZUF also condemned in the strongest term the “inhuman crime” committed by four persons, including two IRB personel, on March 22 at around 2 am near Keinou in Bishnupur district, in which they abducted G. Jangthailiu Kamei, 40, w/o Ngamsoklung Kamei forcibly at gun point in a Santro car (MN-04A0669) and gang raped her and tried to kill her. The helpless woman was found in an unconscious state, and a rape and attempt to murder case had been registered by Bishnipur police station, related the the Zeliangrong outfit.
The ZUF further stated that they were endorsing the statement of the Revolutionary People’s Front (RPF) and United National Liberation Front (UNLF) condemning the heinous crime and the commitment expressed by the UNLF to take up appropriate action, which is appreciated by the ZUF for its maturity.
The ZUF then expressed that it cannot tolerate such an act of discrimination against tribal woman whose chastity was destroyed beyond repair and the irreparable loss of prestige. It said that such beastly acts of people having savage mindset should be put to check once and for all, and reiterated its stand to protect its people, land and resources.
The four culprits also assaulted the men who came in six Shaktiman trucks along with the victim and extorted at gun point Rs 70000 and 40 kgs of u-morok chilly which the victim was taking to the market for sale, alleged the ZUF.

The meeting also decided to expand JAC which was earlier formed and to launch various form of agitation to punished the culprits. President of AMKIL, Sakhi, Premila, president, Chituwa Kethasana, Thoubal district united women development orgn., Rose Mangsi, Kuki women union, Kakom Lukamei, president, Kabui Mother Assn, VP, Zeliangrong women, South Zone Martha Kamei, Sunil Karam, president of NIPCO, Pantipisu, president of Rongmei forum and representatives of Kanglamei attended the function.
The joint action committee (JAC) against the brutal gang rape of Jangthailiu Kamei at Keinou Awang Leikai in Manipur’s Bishnupur district on March 22 by four armed persons, including two IRB personnel, has expanded today with the joining of several organisations from the hills and the valley areas of the state in a public meeting organised by Zeliangrong Union at Kakhulong, Imphal.
The participants of the public meeting resolved to take up various forms of agitation to intensify the protest if appropriate punitive actions are not taken up within a reasonable period of time by the government.
The meeting also resolved to demand the termination of the two IRB personnel from service, punishment in the form of life imprisonment to all the perpetrators of the heinous crime, appropriate punishment to sub inspector Tiken for providing the gun used by the culprits to commit the crime, not to accept money from the culprits as compromise formula and appropriate and timely justice from the side of the government of Manipur. A resolution to submit a memorandum to the government of Manipur soon was also taken in the meeting.
The JAC was expanded for the delivery of justice quickly by the joining of civil organisations like AMKIL, CHETUWA, Thoubal District United Women Development Organisation, Kangla Women Welfare Association, Kuki Women Union, Women Welfare Organisation of Kangleipak, Rongmei Forum, Zeliangrong Women Union South Zone, NIPCO, Kangla Mei, All Manipur Muslim Pangal Women Organisation at the public meeting at Kakhulong.
On the other hand, many women organisations held sit-in protest in different parts of the state today to condemn the brutal act. Ithai modern Civilization Club, Ithai Khunou Samaj Sebadal, Ithai Khunou Nupi Samaj Chaokhat Thourang Lup, Thanga Lawai Chanura Leisem Lup, Nganu Leima Makha Meira Lup Moirang Khunou, Tera Makhong Meira Lup Moirang Khunou, Thanga Apunba Meira Lup, Thanga Salam Leikai Meirapaibi, Chigchin Amudon Meirapaibi, Yumnam Leikai Meirapaibi, Karong Meirapaibi, Uripok Basaspati Leikai Meirapaibi, Konsam Leikai Meirapaibi and Sharmila Kanba Lup were some of the women organisation who held sit-in protest at various places to condemn the inhuman act and to demand quick and appropriate justice to the victim.

Home Minister, Gaikhangam, DGP, RK Baral and General Officer Commanding, Red Shield Division, Maj Gen Binoy Poonnen were present in the function. SS C-in-C, Robert Singson laid the cadres in laying down arms. Earlier 43 cadres had declared suspension of operation on 27 Oct 2011 in a home coming ceremony at the Banquet Hall of 1st Battalion Manipur Rifles in front of Chief Minister O Ibobi Singh, DGP Y Joykumar and Maj Gen Binoy Poonnen, VSM, General Officer Commanding, Red Shield Division. The 52 remaining cadres laid down arms today. The cadres presented 42 high quality automatic weapons which includes nine weapons which were looted by UTLA during their raid on IRB post (Chekra Cham in South Assam) on 13 Nov 2009.
Chief Minister Okram Ibobi Singh described today’s ceremony as another big step towards peace initiative and appealed all the militant groups to abjure the path of violence and join the mainstream. He also said that home coming of these cadres shows that peace and normalcy is not very far from the State. He asserted that the government would be seriously looking into the developmental issues and ensures implementation of necessary works.
Home Minister Gaikhangam said the government has been providing financial assistance and developing infrastructure for resettlement of the militants and expected them to work in the interest of the people.
Major General Binoy Poonnen, GOC Red Shield Division reiterated that security forces on their part would continue to encourage all such endeavours by all insurgent groups both collectively and individually and shall continue to act as facilitator in their rehabilitation and hence in their emergence as responsible citizens of the state.

Chief Minister Okram Ibobi Singh described today’s ceremony as another big step towards peace initiative and appealed all the militant groups to abjure the path of violence and join the mainstream. He also said that home coming of these cadres shows that peace and normalcy is not very far from the State. He asserted that the government would be seriously looking into the developmental issues and ensures implementation of necessary works.
Home Minister Gaikhangam said the government has been providing financial assistance and developing infrastructure for resettlement of the militants and expected them to work in the interest of the people.
Major General Binoy Poonnen, GOC Red Shield Division reiterated that security forces on their part would continue to encourage all such endeavours by all insurgent groups both collectively and individually and shall continue to act as facilitator in their rehabilitation and hence in their emergence as responsible citizens of the state.

Seven solar street lights were donated to the village authority of Langol village of Chandel District by Major General U K Gurung, YSM, Inspector General Assam Rifles (South) under Operation Samaritan project of army.
Major General U K Gurung, YSM, while addressing the villagers at the occasion urged the Chiefs to install the solar lights at their village at strategic locations so that all villagers enjoy the benefit. He also urged people to come forward and move progressively towards peace and prosperity and assured them of full support and cooperation of Assam Rifles in achieving it.

The memorandum was submitted through DC, Senapati. Speaking on the occasion, the president of Senapati district women assn, Loliya said, the dam should affect the nature and livelihood of indigenous peoples. More than 25822.22 hectares of land will be submerged underwater and it will cause frequent earthquack. The people of the area took part in the mass rally cum sit-in-protest.

The seminar was attended by various dignitaries including officiating Vice – Chancellor of Manipur University Brig Navneet Kumar, Cdr 9 Sector AR and Prof L Tombi Singh,. Mr E Binoy Kumar Singh, Retd Chief Engineer, PWD and former President, Manipur Olympic Association, moderated the Seminar. Mrs Victoria Y Dhiman, DSP, Traffic, IW Manipur Police, Mr N Ibungochoubi, Executive Editor Manipur Mail, Col S K Sapam, Col 14th Manipur Bn NCC were speakers during the seminar. Deans, HoDs of various department of MU and approximate 100 student from all stream also attended the seminar. All panelist presented their views and a very healthy discussion was witnessed by all present. Imphal, March 27 NNN: The MGNRGES which falls under DRDA shall be implemented by the Autonomous District Councils (ADCs) in toto as per the guidelines of the scheme, according to R.S Henry Hiilii who is the chairman of ADC, Senapati district.
He said since DRDA has been devolved to the ADCs every scheme under the former shall be implemented as per the guidelines, said the ADC chairman of Senapati district. “Concern staff and general public are requested to extend full co-operation in the implementation of the schemes,” appeals R.S Henry Hiilii.
On the certain percentage of MGNRGES allotted to the ADCs by the state government of Manipur, R.S Henry Hiilii said, “The 25% given to the ADCs by the Manipur government shall also be implemented as per the MGNRGES guidelines.” He said owing to certain technical problems the ADCs are yet to implement the 25% allotment of the MGNRGES scheme.
The chairman then said that the ADC, Senapati will make sure that the interest of the public is not compromised while implementing the schemes. “We will work in the interest of the people,” asserted Henry Hiilii, adding, “We will never betray the people. The Autonomous District Councils which have become functional recently, is a local self government. We will try our best to develop the hill districts,” assured Henry Hiilii.

Imphal, Mar 25: 27 Assam Rifles of 9 Sector Assam Rifles under HQ IGAR(S) organized a fifteen-day long tour comprising of 20 Students and five teachers from the remote areas of Thoubal District in Manipur to Delhi and Agra from 09 to 24 Mar. The children mostly in the age group between 13 to 16 years hail from remote far flung areas of Thoubal District, Manipur. The tour culminated with the “Flag In” Ceremony at Mantripukhri on 25 March. Maj Gen U K Gurung, YSM, IGAR (S) received the jubilant children and the accompanying teachers. A large number of Civil Dignitaries were also present during the ceremony. The IGAR (S) took a keen interest in sharing the stories of the tour with the students and more so regarding the ineffaceable moments and the interactive sessions they had in Delhi. The aim of the educational tour was to provide the much needed exposure to young children about varied developments that are taking place in the rest of the country and to introduce them to the cultures, people and landscapes which make up our great Nation. Delhi is the cultural, and political seat of the government of our country. Imphal, Mar 25: A Tripartite Agreement for Suspension of Operations with United Tribal Liberation Army (UTLA) and Pakan Re-unification Army (PRA) under the umbrella group Kuki’National Organization (KNQ) was signed yesterday at Imphal. A total of 95 UTLA cadres with 55 weapons and 22 PRA cadres with 17 weapons have come over board by abjuring path of violence and deciding to join the mainstream.
2. The Tripartite Agreement was ;signed by Principal Secretary (Home), Govt. of Manipur, Joint Secretary (NE), MHA, Govt. of India and the Group Representatives including Dr. Seilan Haokip (Spokesperson KNO), Seipu @ Ishael (President UTLA), Siehzahau T Singsit (General Secretary UTLA), K. Robert Singson (Army Chief UTLA), Thensei Singsit (Home Secretary UTLA), Boboi Singson (Defence Secretary UTLA), W. Jecky Anal (Commander PRA) and Teisong Haokip (Defence Secretary PRA).
3. UTLA and PRA, as constituents of KNO, have joined the SoO Agreement,which is in existence since 22-08-2008. They have agreed to abide by the Ground Rules in consonance with the existing one. Their cadres will be accommodated in the existing designated camps of KNO. They will be entitled to monthly stipend based on attendance in the camps.
4. The decision to bring UTLA and PRA in the SoO fold has been taken in the larger interest of bringing further peace in the hill districts of Manipur and as an incentive for other militant groups to abjure violence and join mainstream. The operational area of UTLA is areas adjoining Tamenglong and Churachandpur inter-district boundary and Jiribam sub-division. This will give a fillip to the Railway line construction works. PRA is operational in Chandel district.
5. The SoO Agreement with KNO and UPF was last extended in a Tripartite meeting at New Delhi for a period of one year i.e. upto 22-08-2012. The existing constituents of KNO Group are :
i. Kuki National Front (Military Council) (KNF(MC))
ii. Kuki National Front (Zogam)- (KNF(Z))
iii. United Socialist Revolutionary Army (USRA)
iv. United Minority Liberation Army (Old Kuki)
v. United komren Revolutionary Army

Imphal, March 25 NNN: One salesman was rescued by the security force personnel in the late afternoon of Sunday from Manipur’s south district Churachandpur from the armed men.
According to the police, one Kh. Ibungojaoba (41) was abducted by three gunmen from Churachandpur market at about 7:30 pm on Saturday. The kidnappers then demanded Rs 1 lakh for the release of Ibungojaoba from his employer. Ibungojaoba who hails from Khumakjam Leikai of Churachandpur works as a salesman in a butcher shop which mostly deals chicken in Churachandpur market.
At around 5:30 pm today, following a tip-off from certain quarters, a combined team of Churachandpur police and Assam Rifles personnel rushed to Bollen village, some 6 km from Churachandpur police station and rescued the man. The security personnel also arrested two of the three abductors. Though it is yet to confirm but the police suspect that the abductors are cadres of the Kuki National Front, KNF (S) which is a party to the Suspension of Operation (SoO).

Imphal, Mar 25: A book entitled state, society and governance compiled by Seram Niken was released today at Manipur Press Club. Prof. N. Khogendra, Bhudhachadnra Sanasam, Dr. Dhanabir Laishram M.U. Dr. M. Chinglen M.U, N. Ibungochoubi executive editor Manipur Mail were on the dais.
The book contains 50 articles and costs Rs. 250. The Ashangba communication is the publisher of the book. N Ibungochoubi said, “Having scanned through all the articles written by Seram Neken and thereafter intensively reading some with keen interest, I am a better and an enlightened reader. The subjects and issues he has taken up undoubtedly invite a serious rethinking from all as they profoundly reflect the socio-political and contemporary challenges facing us. Every article ought to be critically examined, the outcomes discussed and policies suggested. I would be grossly committing an impropriety by summing the contents and the values of the articles he has written in a single session. Some of the articles will continue to be a constant reminder to us to reconsider our inactive faculties to be more attentive and understand the nature of urgency, the grave and imminent future that awaits us, if not attended to with a concern. This aspect reinforces the reasons why we need to accommodate a greater space for people who write and speak on issues of concern, especially when our own state is confronted with the most abnormal and unheard of events. On the other hand, I am reminded of the cliché, ‘Reporters’ Paradise’, a title unceremoniously crowned, while referring to Manipur, all the reasons and happenings we live with.
Although a reader will experience and feel the trends we are adapting to with a complete lack of interest or helplessness, the impression I get, which is purely personal, leads to an inconclusive thought with a question: Have we resigned? The involvement and the expertise of a great civilization supported by people of strong characters and strength have been questioned by the articles.
Neken has successfully made an attempt to reach out to the readers and offer a common platform, first writing at regular intervals and ultimately compiling it in the form of a book. I would like to recognize two significant values of this book. First, he has candidly portrayed the symptoms of known and unknown chronic ailments that have found fertile soil within our own social fabric, which we consciously or unwittingly live with. Let me take the example of the “Home To The Thousand Garbage”. The psyche of the people of Manipur is reflected as we throw our wastes anywhere and everywhere. Heaps of garbage in the middle of the road and every corner in our localities represent what we are supposed to perceive as Governance. The second is the subsequent and compounding catalogue of explanations in response to the first and the example. I honestly feel that the dialogues on every piece that he has written can be a topic for our focussed group discussions after the formal launch or release of this book.
The book ‘State, Society and Governance’, a reproduction of fifty articles written published by I am sure and all will agree, has served the basic and fundamental purpose of expressing one’s thought premised on knowledge and most importantly conviction. We have two eminent scholars who have been witnessing and commenting on the affairs of our day-to-day lives with a vision today on the occasion of releasing of the book. I look forward to the subjective and objective perspectives from Dr. Dhanabir Laishram and Dr. Chinglen Maisnam, who are also prolific writers. As a reader, my observations are impulsive reactions.
The central point I wish to bring forth today is that Neken’s articles have generated a thought process.
The book also offers, among others, a moment for pleasure while reading: the book adds a fervor that enlivens our level of thinking. While congratulating Neken for his efforts to write on a wide range of subjects, we all should encourage more writers like Neken to inform and inspire us.
