ASSAM RIFLES over the period have been relentlessly pursuing to bring in visible changes in overall development of Manipur State. The legacy of the good work done by the Assam Rifles in Manipur over the ages is being coordinated by HQ IGAR (S) and its contribution towards the development in Manipur has gone much beyond the realms of just operations against the militant groups. Projects useful to the local population, at all levels in fields like education, training, public work, agriculture, transportation, communication, health, sanitation and others contributing to economic and social development, go much beyond simply improving the standing of the military forces with the local population.
Kangla War Memorial is of great importance since 4 Assam Rifles represented the AR Force in entirety with participation in two great World Wars. This war memorial has assumed the importance of a Central memorial to the Force. It is a matter of honour and pride that IGAR (South) with vast expansion of the Force has organized wreath laying ceremony and remembered the martyrs at this Historical Memorial.
The ceremony also marked the significance that the ASSAM RIFLES has completed 177 years of dedicated service to the nation and North East in particular. Maj Gen U K Gurung,YSM took special care and interest to perform the ceremony in a most befitting way & to the best traditions of the Force. The Memorial aesthetically bedecked with flowers added to its glory and its shine & glitter resented an
impressive show amidst buglers sounding the last post and smartly turned out ASSAM RIFLES Contingent offering national salute to the departed souls.

Imphal, Mar 24: Rajeev Memorial Park was inaugurated today.
The park has been named as “ Rajeev Park” as a tribute to Late 2 Lt Rajeev Sandhu, Maha Vir Chakra, the gallant martyr of the Assam Regiment who made the supreme sacrifice in Sri Lanka in July 1988 while serving as part of Red Shield Division.
The skillful terriers of Manipur under the leadership of their Commanding Officer, Col K Biswas toiled hard and left no stone unturned to create the beautiful park next to a pond, which was once an undulating and rocky wasteland. On 19 Jul 1988, 2 Lt Rajeev Sandhu of 7 ASSAM under 57 Mountain Division was leading a convoy from Madurang Keni Kolam to Mangani in Sri Lanka. On the way, his jeep was suddenly fired upon by the militants with rockets, AK- 47s and 7.62mm rifles. He was seriously wounded and a direct hit of a rocket completely mutilated both his legs. Totally crippled and bleeding profusely, he tumbled out of the jeep with his 9mm carbine and crawled to a firing position. Presuming that everyone in the veh had been killed, one of the militants came out of hiding and approached the jeep to pick up the weapons and ammunition. Despite the fact that his legs were totally smashed and his body was perforated with bullets, 2 Lt Rajeev Sandhu, in an act that defies description and goes beyond the realms of imagination, lifted his carbine with his blood soaked hands, sprayed the militant with bullets and killed him. He blunted every effort of the militants to come anywhere near his fallen comrades or their weapons.
For displaying conspicuous courage and making the supreme sacrifice, 2 Lt Rajeev Sandhu was honoured with the Maha Vir Chakra, posthumously.
The Rajeev Memorial Park was inaugurated by Mr & Mrs D S Sandhu, the proud parents of the martyr. The statue of the Martyr was unveiled by Maj Gen RN Singh, AVSM, SM, VSM Colonel of the Assam Regt and Arunachal Scouts. The Ngongin Hut was inaugurated by Mrs Annie Poonnen and Siroy Lily Hut was inaugurated by Mrs Raka Singh while Maj Gen Binoy Poonnen, VSM, inaugurated the fountain along the pond and the lighting system. During the impressive inauguration ceremony, the Brass Band of Assam Regimental Centre from Shillong and the Pipe Band and Jazz Band of Manipur Terriers presented some heart rendering Patriotic tunes and songs which touched the souls of everyone present.

Imphal, March 24 NNN : The Zeliangrong United Front (ZUF) has opposed the oil exploration process, the proposed Tipaimukh dam project and any attempt to exploit the natural resources in the areas inhabited by the Zeliangrongs, and kin tribes Inpui, Chiru, Kharam and Kom.
The ZUF said today that it is opposed to the oil exploration survey started at Puilon, Zeiphun and Lungba (Nungba) in Tamenglong district, Manipur. Any arbitrary actions taken without consulting the people of the area concerned would not be tolerated, cautioned the Zeliangrong outfit.
The oil exploration process has been started with the government of Manipur allowing the survey, with no objection certificate of some hand picked village leaders, alleged the ZUF.
The ZUF and its armed wing ZTF would stand firmly to protect the interest of the indigenous people belonging to Zeliangrong, Inpui, Chiru, Kharam and Kom tribes without abusing the interest of the neighbours or other communities, stated the ZUF. It said that the ZUF is not working against any development projects, national or regional parties, politicians, individuals or governments, but to defend the people and the natural resources of the land.

The Government of India has initiated peace negotiations and peace talks with many insurgent groups in the northeast and currently has formal ceasefire and suspension of operations with as many as 31 groups in the region but we are very concerned about the outcome of these processes as we have every reason to doubt the sincerity of the Government of India to resolve the issue of political unrest with the groups they are engaged with.
The continuing fratricidal violence and killings, the splintering of groups and the formation of many new groups not only demonstrates how incapable are these processes but it also clearly shows the lack of political will and the absence of clarity and direction to resolve conflicts in the northeast.
We have instead, been witnessing a surge of arrests and detention of key leaders who matter in the success of these process of negotiation and peace talks. Many leaders have been arrested, jailed and made immobile.
On September 27, 2010, Anthony Ningkhan Shimray, Head of Foreign Affairs, National Socialist Council of Nagaland (NSCN) disappeared after he landed at Kathmandu’s Tribhuvan International(Nepal). He was on his way to attend the peace talks between Government of India (GOI) and NSCN.
Five days later India admitted to arresting him. Subsequently, he has been languishing in Tihar Central Jail, New Delhi, on charges of procuring arms and waging war against the State (India).It is important to point out that the Government of India by arresting Anthony Ningkhan Shimray in such a manner not only violated its own laws and the national sovereignty and the law in Nepal with its unlawful abduction/arrest of Anthony on Nepalese soil, but has also violated the International Convention for the Protection of All Persons from Enforced Disappearance, to which India is a signatory.
The arrest was made despite the fact that Anthony Ningkhan Shimray had actively participated in the peace talks as part of the NSCN’s negotiating team. Government of India cannot deny that he is one of the prominent leaders in the peace talk and jailing him bears testament of their insincerity and their complete disregard for all the effort that has gone in to initiate peace talk with NSCN. His arrest also strongly suggests that there is no honour in the numerous ceasefire agreements that the Government of India has entered into and peace talks do not hold any value.
If this is the way key leaders in the peace talks are treated how do we expect solutions and results out of the many ceasefire agreements and peace talks.

Class XII had their last Paper of the Board Exam on Saturday and they are leaving after Seven years of stay in the school. On the auspicious occasion, the parents of the cadets were invited to share the feelings of their wards. A heart rending farewell song was presented by class VIII cadets during the function. Each of Class XII cadets was given opportunity to speak and interact with everyone as well as to share experiences of their stay at the school.
A grand lunch was also organized in the Cadets’ Mess. Lastly Col (Dr) Ravi Kumar, the school Principal addressed the outgoing cadets motivating them to outshine in their respective chosen careers and bring laurels to the school. The school mementoes were presented by the Principal to them at the end of Grand function.

Imphal, Mar 24: A team of Bishnupur Police apprehended four persons including a havildar and a rifleman of First IRB who were involved in the rape of a forty year old woman at a field at Irom Meijrao on March 22 around two a.m.
The accused were produced before media at the official room of SP, Bishnupur yesterday. The rapists were identified as Laikhuram Rojit (28) near JN Hospital Chungkham Ibomcha alias Inga (27) Thongju Boroi Makhong ( havildar, first IRB posted at Sangaipat Seri Project ) Salam Bijen (34), Uripok, Kshetrimayum Kenedy alias Dungi (37) Kongpal Chanam Leikai. He is also the rifleman of First IRB. The SP said, the woman along with her brother came towards Imphal from Khoupum is a Shaktiman along with 40 Kgs of Chillies to sell the same in Imphal. When they reached near Keinou Awang Leikai four persons coming in a santro car overpowered them and looted Rs. 6500 in cach, two mobile handset and 40 kgs of chillies. The woman was forcibly pushed inside the car and drove towards Irom Meijrao where she was raped however police recovered the looted items including one country made pistol and car.Meanwhile, the All Zeliangrong Students Union terms that the act of rape is a crime against humanity which should be condemned by one and all.
“We condemned the brutal thrashing of the Tata Shaktiman driver Mr. Sathairung Kamei (35) S/o Chadimei of Luwang Khunnou, Khoupum by accused before whisking away the unfortunate victim.
“Therefore, we demand immediate punishment of those found guilty according to the law and ensure no such inhuman act committed by security personnel in future. Adequate and immediate medical and psychological reparation and rehabilitation be given to victim and family,” the Zeliangrong students’ body said.
It then added that the AZSU shares the pain and agony with the victim’s family.

Chief Minister O. Ibobi Singh today inspected the ongoing construction works of High Court Complex at Chingmeirong, Imphal. Chief Justice of Guwahati High Court A.K. Goel accompanied the Chief Minister during the inspection.
The Chief Minister expressed satisfaction over construction of the High Court buildings. Apart from inspecting the court rooms and infrastructures of the complex, the Chief Minister had also a discussion with his entourage on the inauguration of the High Court Complex in the first week of April, 2012.
Former AG, Koteshore Singh, Secretary (Law) Y. Rameshchandra Singh, judges and concerned officials were also present during the inspection.
Except for the residential bungalows of judges which will take some more time to be completed, the High Court Complex is near completion. It may be noted that construction work of the High Court Complex started in 2007.

Imphal, Mar 22: The Manipur Appropriation Bill 1 and 2 were unanimously passed by the State Assembly today. Chief Minister Okram Ibobi, who is also holding the charge of Finance presented the two bills. Opposition leader Dr L Ibohalbi said he has no objection to the passing of the bills.
The vote of accounts to enable the government pay salaries and meet other financial requirements for the next four months were passed by the House. The full budget will be discussed in the next session. The full budget can not be discussed as the government was formed recently and session held immediately after announcements of results.
Only three other ministers excluding the Chief Minister are discharging duties. The budget estimate for 2012-13 was estimated to be Rs 9192.03 crores . The vote of account amounted to Rs 3046.01 crore.
CM, O. Ibobi said the charges leveled against the Veterinary department is baseless as reported in the press. Anybody can check if the schemes of piggery are taken up or not. If anything found guilty actions will be initiated .
The CM was replying to a calling attention jointly raised by Dr. I. Ibohalbi and Kh. Joykishan in the morning session. Meanwhile Manipur appropriation (no one) bill 2012 and Manipur appropriation (no two) bill 2012 were passed unanimously in the house.In another question raised by MLA K. Shyam, the CM also said, for the Chandranadi project, Rs 50 lakhs was sanctioned in 2008-09 and as second phase Rs. 70 lakhs was sanctioned in 2009-10.The contractors for 2008-09 are N. Irabot and Sayeed Fazal other contractors for the year 2009-10 are N. Irabot, Borchand Konjengbam, RK Chinglensana and Ng. Jaya Anand Meitei.

MNS: Assam Rifles official said at Hiyanglam Makha Leikai of Thoubal district, troops of 27 Assam Rifles of 9 Sector under HQ IGAR (South) launched an operation today and apprehended one People’s Revolutionary Party of Kangleipak (PREPAK) cadre .
The man was identified as No.1235 SS L/Cpl Nonmaithem Ibomcha . One Japan made .32 mm Revolver was recovered from him and was handed over to Thoubal Police station.
Troops of 42 Assam Rifles of 26 Sector under HQ IGAR (South) launched an operation in Thonkhong of Chandel district yesterday and nabbed one Kanglei Yawol Kanna Lup (KYKL) cadre . The man was identified SS Major Pukhroihongbam Chaoba Singh . One 9 mm Pistol with magazine and two live rounds were recovered .
At Langathel of Thoubal district, troops of 15 Assam Rifles of 9 Sector under HQ IGAR (South) launched an operation and apprehended one PREPAK cadre identified as Ningthoujam Naucha .
In yet another occasion, discovering the transportation of banned drugs along Sita track junction of Chandel district, troops of 24 Assam Rifles of 26 Sector under HQ IGAR(South) launched an operation and apprehended one drug peddler from a Maruti van Regd No.MN 01 W 7011 yesterday.

Imphal, March 21:NNN Noted folk singer Guru Rewben Mashangva and women ace boxer Mary Kom were awarded with the National Tribal Award in New Delhi last evening by Ministry of Tribal Affairs, government of India. The awards were handed over by V Kishore Chandra Deo. Each of the awards carries a cash prize of Rs 2 lakh, a citation and a trophy.
“This is to acknowledge that the commendable contribution of Shri Guru Rewben Mashangva in the field of tribal art and culture. As a recognition, the Ministry of Tribal Affairs, Government of India hereby confers the National Tribal Award for the year 2011-12,” said the citation for Guru Rewben Mashangva.
As for Mary Kom, her husband received the award on her behalf since the boxer is in Mongolia participating in the Asian Women Boxing Championship event.
Guru Rewben Mashangva said he feels delighted for being recognised. But added with a lamentation, “However, back home in a state like Manipur it is sad that the people are not giving much value to the folk music.”
Started taking up flute and guitar in the late 1980s, Rewben Mashangva has come a long way. He had struggle a lot and is still struggling to make both ends meet while most of his time he devote to the folk music promotion. He said it is because of his wife who works in a private school as a teacher, he can engross to this profession. Most of the domestic chores, his wife looks after.
There is an interesting anecdote of Guru Rewben Mashangba. Many years ago during a hearty concert, the crowd applauded him with clapping and other ovations shown to him, Guru Rewben had said, “I’m a hero here tonight but once at home, I will sit down for my dinner with just a plate of rice and Eromba, a chilly filled Manipuri vegetable mashed with a fermented fish.

Imphal, Mar 21: The chief minister of Manipur shri O. Ibobi said due to increase in vehicle population, we are facing traffic jam. To avoid it to some extend, entry of vehicles at Thangal Bazar and Paona Bazar has been banned from 10 a.m. to four p.m.
It is very difficult to expand the present situation of bazaar. It will be also difficult to take up to the scope of expansion in Imphal City. Regarding the Imphal City to become a proper plan city, the members of the House and public are asked to give their suggestion.
The CM was replying to a calling attention moved by Dr. I. Ibohalbi, leader of TMC in the state assembly today.
The CM also said, to be come a proper plan city, it is not an easy task to shift the school located in the city. I cannot say these because sit-in-protests may be organized the following day.
The ban on the entry of vehicles at Paona Bazar and Thangal Bazar is not permanent. It can be changed from time to time.
The mover of the calling attention Dr. I. Ibohalbi said, the traffic jam in the recent year has become a social problem. We are facing lot of difficulties due to growded of vehicles at Governor gate, CM crossing, secretariat gate, PWD, Keisampat, Waheng Leikai and Singjamei. Due to this, govt. employees can’t reach office in time, he said and added that the schools located in Imphal Bazar should be shifted to another area.
Kh Joykishan said there should be proper planning in improving the traffic management. The security vehicles are also responsible for the traffic jam he added
Demands for 43 departments amounting to Rs 18,225,344,000 was also passed. The session will conclude tomorrow.

Imphal, March 21 NNN: Seven members of Autonomous District Council (ADC), Sadar Hills have been held hostage at gun point after kidnapping them for the last 18 days by Kuki Revolutionary Army (KRA), alleged chairman of Sadar Hills ADC SH Seipu.
SH Seipu said that on March 3 the seven ADC members who are his supporters were kidnapped by cadres of the KRA and they have been held hostage at T Gammon village community hall under Saikul police station.
“We have reported the matter to all the concerned authority officially but till today no action has been initiated by the authority,” lamented the ADC chairman. Today’s comment from the chairman of Sadar Hills ADC came a day after the vice chairman of the ADC Mr Hankholal Hanshing and two others were kidnapped and released.
Seipu said Hankholal Hanshing and the two other ADC members were not kidnapped but picked up by cadres of Kuki National Front (KNF) for a talk. According to the police, these three have been released late last night. SH Seipu denied in the involvement of the incident.
It can be noted that the fracas in the Sadar Hills Autonomous District Council came to open a week ago when the vice chairman of the Council moved for the removal of the chairman.

The man was found hanging inside his room yesterday around 8.30 p.m.
The victim was identified as Thoudam Ango (20) of Leimakhong Mapan Mamang Leikai.According to Abe Devi, sister of the victim said, Ango was working as labour near Napet Palli some months back under one Saikhom Sanahanba alias Suraj (40) Lamlai Chalou.
He went to the house of Sanahanba to clear some dues for his work. At that time, Sanahanba was not present at his house and an altercation ensued between his wife and Ango on Sunday last.The same day some persons led by Sanahanba and his wife Bijenti came to the house of Ango and assaulted the labour.
A JAC has been formed in connection with the death of the labour. He might have been killed and later hanged in order to misguide the people, the source further said.

Imphal, March 20 NNN: Vice – chairman of Sadar Hills Autonomous District Council (ADC) Hankholal Hanshing has been kidnapped by some miscreants late last night from a place in Imphal.
According to the police, Hankholal Hanshing was abducted from New Lambulane in Imphal East district at around 10 pm along with another ADC member Thangkam Misao and one Seikholun Khongsai. Thangkam Misao is the president of Sadar Hills Block Congress party.
The police said the incident could be related to the recent ‘no-confidence motion’ against Sadar Hills ADC chairman SH Seipu. A week ago, ADC members led by Hankholal Hanshing had moved against ADC chairman SH Seipu.
Meanwhile, four personnel of Manipur Rifles who have been deployed at the house of Sadar Hills ADC chairman SH Seipu were picked up by the police in connection with the kidnapping incident, the police source added.
In another incident, suspected Kuki militants ransacked the house of Nehkholun Chongloi who is a member of ADC last night, according to police source. It said the armed persons asked for Chongloi but when they failed to find him, they ransacked his house at Thenjang village under Sapermeina police station, Sadar Hills.
