Imphal, Mar 20: On the second day of the ongoing state assembly session, the CM, O. Ibobi who is holding the finance portfolio presented demand for grants and demand for supplementary grants for the financial year 2011-12 in the house today.
The CM also tabled four bills to discuss in the house. The bills included joint electricity regulatory commission regulation 2010, joint electricity regulatory commission for Manipur and Mizoram regulation 2009, joint electricity regulatory commission for Manipur and Mizoram regulation 2010. The CM also presented the first report of business advisory committee 2012.
The member of the Manipur state assembly condoled the death of Ngangbam Kumarjit who was elected from Thangmeiband A/C in the fifth state assembly.
Taking part in the condolence, the chief minister O. Ibobi said, Kumarjit involved in the issues of the state while he was a student, he took part in the public agitation and for that he was lodged in the jail.
A two minute silence was observed as a mark of respect to the departed soul.

The CM also tabled four bills to discuss in the house. The bills included joint electricity regulatory commission regulation 2010, joint electricity regulatory commission for Manipur and Mizoram regulation 2009, joint electricity regulatory commission for Manipur and Mizoram regulation 2010. Imphal, Mar 20: Red shield Division achieved another success in their anti insurgency drive wherein units of the Division were successful in apprehending six UGs from different parts of Manipur. In a joint operation carried out by troops of 5/9 Gorkha Rifles and 1/11 Gorkha Rifles of the Division in Tangjen Makha Lekhai Ward No 10, they apprehended one OGW of KCP (MC) namely Laishran Kartik, s/o L Luthon Meitei and r/o Tangjen Makha Leikai,district Bishenpur. He was handed over to Moirang Police Station. In another operation carried out by 5 Assam Rifles in general Area Karaong resulted in apprehension of one NSCN (IM) cadre on 20 Mar 2012. He is identified as SS Lt Aayo Tangkhul, s/o Shangpong and r/o Kachai village, Ukhrul. He was handed over to Police Station Imphal West.
Troops of 43 Assam Rifles of the Division apprehended two KNF (P) cadre from gerenal area Kanglatungbi. They are identified as Paolet alias Galngam, s/o Haokholam and r/o Saparmaina, district Senapati and Seilen Vaiphei, s/o Paojalhun, r/o Saparmaina, district Senapati. One 7.65 mm Pistol was recovered from their possession. They were handed over to Police Station Sekmai. Troops of 22 Assam Rifles of the Division apprehended a UNLF cadre in general area Dholakhal. He is identified as SS Cpt Khwairakpam Amit @ Kulajit, s/o Late Kh Koireng and r/o Dholakhal. He was handed over to Police Station Bada Bekra.
In yet another joint operation carried out by troops of 38 Assam Rifles and 46 Assam Rifles of the Division, they apprehended two KNA cadres suspected to be drug peddler from Tuibong Bazar, Churachadpur district. The cadres are identified as SS Pvt Thnaoba @ John and SS Pvt Thangminlun, both r/o Tuibong Bazar. One AK 47 Rifle and Cash Rs 6,41, 200/- were recovered from their possession. The apprehendees were handed to Imphal West Police Station.

This interaction between the students body and the IGAR(S) marks an Era of bonding between youth of Manipur and the uniformed forces. The IGAR(S) has promised all assistance to the students.
Assam Rifles will be the main sponsor for the event and has provided a handsome amount for the festival.
During the festival Assam Rifles will also establish a Assam Rifles pavilion to encourage interaction with students and increase awareness about the organisation.

Imphal, Mar 19: Troops of 23 Assam Rifles of 10 Sector under HQ IGAR (South) launched operation in Gwaitabi of Ukhrul district and apprehended one NSCN(IM) cadre on 18 Mar 2012. The apprehendee was identified as No.8435 SS 2nd Lt Paisho Kashung,34 yrs,s/o Simrei Kashung Nongdam Tangkhul, Mani,r/o Lamlong Ukhrul. One US made .32 mm Pistol, cash Rs.3000/- and extortion receipt for Rs.6600/- from Happy land were recovered from the apprehendee who alongwith recoveries was handed over to Lamlai Police station.
In yet another occasion, discovering the presence of UG cadres in Hiyanglam Leikai of Thoubal district, troops of 27 Assam Rifles of 9 Sector under HQ IGAR (South) launched operation in the area and apprehended one PREPAK cadre on 19 Mar2012. The apprehendee was identified as No.2058 SS L/Cpl Manaovi alias Lamtakpa,25 yrs, s/o Mani,r/o Hiyanglam Leikai and was handed over to Kakching Police station.
Based on specific information 10 Assam Rifles and 10 DOGRA Regiment under the aegis of the Red Shield Division in a joint search operation apprehended one KRA cadre from general area Khunkhu Kuki vill on 19 March 2012. The apprehendee was identified as SS Pvt Hemin s/o Mr. Lalngam, r/o Kangpokpi, district Senapati (Manipur). A 7.62mm Pistol with one live round was recovered from his possession. During search of the area around the village a cache of arms to including three AK 56 Rifles with magazines, ammunitions and other warlike stores were also recovered hidden in a field. The apprehendee was handed over to Imphal Police Station.
In another joint operation troops of 5/9 Gorkha Rifles and 1/11 Gorkha Rifles under the Division apprehended an OGW of KCP (MC) in general area Tangjen Makha Lekhai, Ward No 10. The apprehendee revealed that he joined the KCP (MC) in year 2010. Prior to that he has worked as an OGW of KYKL from 2005-2007 and an OGW of UNLF from 2008-2009. He is identified as Laishran Kartik, S/o L Luthon Meitei R/o Tangjen Makha Lekhai, Ward No 10, district Bishnupur. He was involved in tax collection and extortion on behalf of KCP (MC). He was handed over to Moirang Police Station.
Troops of 38 Assam Rifles of the Division seized explosive material from a lady at Parbung village under Thanlon Sub Disision, Churachandpur district while she was traveling in a vehicle from Mizoram to Churachandpur. The lady was identified as Miss Lalthongboi, age 18 years, r/o Dumdei village. Five detonators No 27, one meter of cordex, three PEK slabs and a safety fuse of approximately 8.5 meter were recovered from her possession. She was handed over to Churachandpur Police Station.

Chief Minister O Ibobi Singh said he firmly believes that Lokeshore will be discharging his duties well as a Speaker. Members of the House from both ruling and opposition lauded Lokeshore. The new Speaker Lokeshore after assuming charge said he would try his best to fulfil the aspirations of the members. He said, “I am fully aware of the expectations of everyone while entrusting me with such a responsible and high Constitutional Office.
Here, I would like to say that I will give my best effort to uphold all those expectations and I shall work earnestly to uphold the dignity and decorum of the august House. I will try to safeguard the rights and privileges of the H Members of this august house. I also firmly believe that all the Hon’ble Members, too, would extend full cooperation to my humble effort.

Governor Gurbhachan Jagat today afternoon addressed the first session of the newly constituted tenth Assembly session said, “ I firmly believe that the successful conduct of elections to the Xth Manipur Legislative Assembly is a victory of the people of Manipur who have once again demonstrated their faith in democratic institutions. Members, I am delighted, and honoured, to deliver my first address to the Xth Manipur Legislative Assembly in this excellent new State Legislative Assembly building. I congratulate all those who have worked hard to fulfill this long felt need. Yes, we can all be proud of this spacious complex to house the peoples’ representatives.
Planning & State Finances
My Government again achieved a quantum jump in our Annual Plan size which rose to Rs. 3,210 crores – a growth of 20% over the previous plan of Rs. 2,600 crores. I must compliment the Chief Minister, his Council of Ministers and Team of Officers which presented our case to the Planning Commission. My Government also obtained sanction from the Ministry of DoNER for a total of 148 projects under NLCPR with a total approved cost of Rs. 1,206.88 crores for projects under Power, Water Supply, Roads and Bridges, Health, Education and other sectors. Of these, 54 projects have been completed with a total approved cost of Rs. 353.23 crores.
He assured upgradation of NH 53 by 2013 and support completion of Jiribam Imphal railway line by 2016. Talks are going on with KCP MC Lallumba group, Kuki militants and about 1500 militants have shifted to eleven designated camps he added. The Home Ministry has relaxed protected area permit for one year hence foreigners are allowed to visit Manipur.
Under the Pradhan Mantri Gram Sadak Yojana 19 habitations were added in 2011 – 12. About 50 percent of allocations for tribal affairs have been transferred to District Councils. The government has decided to take part in the north east transmission company for construction of 400 kv DC Pallatana Silchar Bongaigaon thermal power project and the state will receive 82 MW of power once the project is completed.
State wide area network which connects state HQ to district and block headquarters was inaugurated by President Pratibha Devi Singh in Mar 2011.The government is conscious that integrity and communal harmony are two critical challenges. He further said we all share a common destiny which transcends all barriers.

Mary Kom from Manipur will be conferred the National Tribal Awards, 2011-12 as the Best Janjatiya Achiever for outstanding achievement in the field of sports and Shri Guru Rewben Mashangva from Manipur for outstanding contribution in the field of tribal art and culture in category-A. Smt. Binny Yanaga (Maya) would be awarded for Exemplary Community Service rendered to the Scheduled Tribes in category-B.
The National Selection Committee (NSC) headed by Minister, Tribal Affairs & Panchayati Raj, Shri V. Kishore Chandra Deo in the meeting held this month selected the awardees. In Category ‘A’ – Best Janjatiya Achiever carries cash prize of Rs. 2.00 lakhs, a citation and a trophy and Category ‘B’ award carries cash prize of Rs. 5.00 lakhs, a citation and a trophy.
The Awards will be conferred to the recipients during the National Tribal Festival – Prakriti to be inaugurated on 20th March, 2012 at 7 pm in Siri Fort Auditorium.

Till 3 pm today, only the name of Th Lokeshore was submitted to the authority concerned, the deadline set to file nomination papers, said a source.
Meanwhile, Gaikhangam has been given the Home portfolio while Th Debendra will take charge of Revenue, Law, Legislature and GAD and Phungzathang Tonsing has been given the charge of Health and Family Welfare.
The election of the Speaker will be held on Monday and the session will start after the election of the Speaker.

Imphal, Mar 17: In furtherance of its motto ‘Friends of Manipur’, HQ 26 Sector AR under HQ IGAR (S) distributed 200 Solar lights to 27 remote villages of Chandel district. Keeping in view the nascent state of electric power infrastructure in this still developing area of Manipur, the provision of these solar lights would enable a number of families to be benefited. This project, in addition to being an energy solution is also aimed as an income generating venture for selected individuals in each village, thus providing economic and livelihood benefits also.
This project is in collaboration with ‘The Energy and Resources Institute (TERI), New Delhi, which is a leading force in the country in alternative energy solutions. The inauguration of the project and distribution of equipment was done at Pallel by Maj Gen U K Gurung, YSM, IGAR (S) in presence of Brig Upendra Dwivedi, Commander of 26 Sector AR and other senior officials. Speaking on the occasion, he exhorted the locals to preserve the environment by adopting alternative energy in a bigger way. This would also ensure a safer environment and future for the coming generations.
He declared that more such projects would be launched in coming days especially concerning infrastructure and youth of the state. He assured the gathering that Assam Rifles would always be hand in hand with the locals towards their efforts in the development of the region and turning it into an area of peace and prosperity, Gen Gurung also extended greetings of Raising Day to all ranks of 26 Sector AR. In yet another incident, troops of 15 Assam Rifles of 9 Sector and 23 Assam Rifles of 10 Sector under HQ IGAR(South) launched joint operation in Tinpibung of Thoubal district and recovered cache of warlike stores from an unoccupied house on 16 Mar 12.
The warlike stores includes, one 12 Bore Gun, one AK 47 magazine, two 9 mm Pistol magazine, four 9 mm live rounds, eight .22mm live rounds,400 grams of Gun powder, five meters of Cortex and huge quantity of country made weapon manufacturing items. Recoveries were handed over to Litan Police station.
On 15/3/2012 at about 10:45 am, a team of CDO/Imphal East arrested I (one) KCP (Moist) cadre namely, Shanoujam Sanatomba Singh @ Sarat (a), Yaima (21) s/o (L) Sh. Amuthoi (a), Chaoba of Mayang Imphal Kokchai Mamang Leikai from Kontha Ahallup near Auto Rickshaw Parking and l(one) Mobile Handset along with one Airtel SIM card was recovered from his possession.
On verification, he disclosed that he joined KCP (Moist) organization in the month of Feb., 2011 through one Chinglen and presently working under the command of Kangleipal. S/S Chairman of KCP (Moist) organization, who is now in Nepal and he was involved in extortion of money from general public, govt. officials, businessmen etc. and he had recruited many youths from different places in Manipur to KCP (Moist) organization.
Further, on the same day at about 11:30 am, a team of CDO/lmphal East arrested l(one) KCP cadre namely, Md. Tajuddin (26) s/o Md. Najiruddin of Keirao Makting Sabal Leikai from Kongba Bazar near Welfare of the Youths Liberal and Conduct Organization (WYLCO). On verification, he disclosed that he joined KCP organization in the year 2008 through one Md. Akbar, he was involved in extortion of money from general public, govt. officials, businessmen etc., transportation of arms and ammunition from one place to another and provided shelter for their party cadres.
Four cadres of KCP (Wanglen) were apprehended by Thoubal Police Commandos from Wangjing area yesterday around 3.10 p.m. These arrested were identified as Chongtham Nandabira alias Kengba alias Nanda (18) Kh. Abungcha alias Prem alias Rakesh (18) Angom Ajay (16) Moreh ward No three, Meisnam Abungcha alias Amurei (18) Moreh ward No. nine. They are working in recruiting cell.
In another incident, the commandos of the district apprehended a cadre of KCP (Khaba) the same day around 7.20 p.m.
He was identified as Md. Rijwan (20). He was arrested from Lilong Haoreibi Hangamthabi. Some demand letters were seized from his possession.
43 Assam Rifles under the aegis of the Red Shield Division apprehended a Kuki Revolutionary Army (KRA) cadre on 16 Mar 2012 identified as SS Pvt Arik Chakma alias Arik, s/o Sukru Chakma, r/o vill Manja, district-Karbi Anglong, Assam. The individual is a registered cadre of T/Gamnom camp. The apprehendee has been handed over to Imphal West PS.

Imphal, Mar 16: : Three MLAs , were on Friday sworn in as cabinet ministers of Okram Ibobi Singh-led Congress Government.
The cabinet rank three ministers who took oath included Manipur Pradesh Congress Committee (MPCC) president G. Gaikhangam, Th. Debendra and Phungzathang Tonsing, who are in a tough contest for the post of the deputy chief minister.
“As of now, we can not say anything on the selection of Deputy Chief Minister and that the Congress High Command would decide on it and officially intimate the same to us,” Chief Minister O Ibobi told the media outside the Durbar Hall after the event.
He said expansion of the new Congress Government would take place at the earliest, adding, “We just can not fix the date.”
The State budget session slated for March 19 would be a temporary one and that a full-budget session would be held after finalizing the size of the planning, the Chief Minister informed.
He said the new Government will put emphasis on law and order of the State, but equal importance would be given on power, communication and drinking water, too.
The Chief Minister also once again made an earnest appeal to all the militant organizations in the State to come forward for peace talks.
In the 60-member assembly, 12 out of the 41 MLAs will enjoy ministerial berths. The Indian National Congress (INC) swept the last Manipur polls by winning 42 seats. The Congress party also discussed about the election of Speaker and it was reported that Th Lokeshore who was Dy Speaker in the last Assembly may be projected as the Speaker.
Gaikhangam born on 12 Nov 1950 was elected for the first time in 1980 and has won six times from Nungba. He has been the President of Congress since 2007.
Thoudam Debendra born on 1 Nov 1941 was elected for the first time in 1980 and has seven times from Jiribam.
Phungzathang born on 14 July 1937 was first elected in 1980 and has been elected for the sixth time from Churachandpur.

One nine mm pistol and two rounds were seized from him. The AR also apprehended a cadre of United Tribal Liberation Army from Leishabikhoi, Jiribam last night around 8.30 p.m. The arrested was identified as Lamingou Singson (22) Moreh, Chandel.
One country made pistol and seven rounds were seized from his possession. Meanwhile Thoubal district commandos arrested two cadres of KCP from Haokha Bazar last night.
These apprehendees were identified as Laiphrakpam Ajit alias Ibung (25) Kakwa Laiphrakpam Leikai, Laithongbam Santa Kumar alias Ibungo alias Momo (25). Troops of 33 Assam Rifles under the Red Shield Division in a search operation in general area Konumla Hiyang Khong on 15 Mar 2012 apprehended a cadre of PULF (MI KHAN) group. He was identified as Md Yakub Ali of Konumla Hiyang Khong. He revealed that he is an active member of Konumla Hiyang Khong. He revealed that he is an active member of PULF (MI KHAN) and involved in extortion and tax collection in Konumla Hiyang Khong area. He was handed over to Mayang Imphal Police Station.

Imphal, Mar 15: A powerful bomb blast inside a house killed a nine-year old girl and another five wounded in Pangei near Manipur Police Training College under Heingang police station in Imphal East district in the morning of Thursday.
The blast occurred at around 8:40 am inside a rented house of Pebam Jilla, a retired jamander of 8 Manipur Rifles at Pangei Lairam Mapal about 15 km from the capital Imphal. Jilla, hailing from Nambol Khabi in Bishnupur district, and his family are reported to have been staying at the rented house for a couple of years.
The explosion suspected to be caused by a powerful RDX killed Jilla’s nine-year old daughter named Pebam Bebinao on the spot and his second wife Memmi, 45, Pebam Memcha, 35, daughter of Jilla, and her three daughters—Anjali,17, Pretty,8 and Tracy, 3 were injured in the blast.
They were shifted to Jawaharlal Nehru Institute of Medical Sciences (JNIMS) and that two among the injured were stated to be critical, according to some doctors there.
Police said they believed a timer bomb suspected to be a powerful RDX planted inside the residence of Jilla was incidentally went off when his daughter, Bebina who died in the blast tried to identify it.
No underground organization has claimed responsibility for the blast so far.
A case has been registered at Heingang police station regarding the incident, police said, adding that an investigation has started.

Imphal, March 15 NNN: The militant outfit United Tribal Liberation Army (UTLA) has announced to impose an “indefinite bandh” on National Highway 53 (Imphal-Jiribam road) from 6 am of March 17 over detention of one of its cadres by the security forces.
“We take seriously over detention of our cadre by the security forces and we strongly condemn such act,” UTLA chairman SK Thadou said in a statement on Thursday.
The police are attempting to spread undesirable propaganda by arresting one of its cadres, Lalmingou alias Gogou, 18 of Moreh in Chandel district of Manipur, the outfit’s chairman said.
The strike will remain enforced until and unless the demand for unconditional release of Lalmingou is fulfilled, he added. He also appealed to the people to extend cooperation to the outfit and warned that they (UTLA) would not own responsibility for any untoward incident that occurs during the indefinite bandh on the National Highway.
Notably, self-styled private Lalmingou, 15 was reportedly apprehended by a combined team of 22 Assam Rifles and Imphal East police commandos on March 13 from Paithol along National Highway 53 about 30 km from Jiribam town.
Last year, on October 27, altogether 45 cadres hailing from UTLA laid down arms before Chief Minister O. Ibobi Singh at the 1st Manipur Rifles Banquet Hall.

It was raised in 2004 at Historic Kangla Fort before finally establishing itself at Mantripukhri. The four day celebrations to commemorate the grand occasion kicked off on 12th Mar with Meena Bazaar and Pagal Gymkhana The event also provided them a platform to interact on welfare aspects.
The grand day was speckled with event. Religious gathering to invoke blessing of the Almighty was followed by a special Sainik Sammelan wherein Maj Gen UK Gurung, YSM conveyed his best wishes to all ranks of the force and applauded their efforts towards creating a conducive and secure environment in the state.The festivities culminated with a social function at the Officers Mess. The event was graced by Gurbachan Jagat, Governor of Manipur. A number of dignitaries from the civil administration also attended the function apart from the top brass of Assam Rifles.

Imphal, Mar 15: Fund shall not be standing in the way of upgrading Regional Institute of Medical Sciences, Imphal to the status of an all India institute. This was stated by Mr Debasish Panda, Joint Secretary (NE), Ministry of Health and Family Welfare while interacting with the Director Prof S. Sekharjit, heads of departments and representatives of the important committees and the Principal n charge of College of Nursing Dr N. Damayanti.
He reminded those who had assembled there that with the fund already sanctioned construction works of hostels, drainage system, out patient department had been started.
Fund will be sanctioned for the second phase of expansion which will include the construction of the Administrative block, hospital buildings, hostels, residential quarters and power supply.
He also underlined the need to evict the encroachers from the RIMS campus and construct a boundary wall.
Mr Panda made a two day visit to RIMS to see for himself the conditions prevailing here and monitor the progress of the ongoing construction works.
Most of the heads of departments had ventilated their grievances caused by understaff, old or absence of equipments, old and insufficient buildings, clogged toilets, crippling power and water supply facilities.
After hearing those viewpoints Mr Panda suggested to the Director to make necessary representations. Having a positive frame of mind he pleased the heads of departments by outrightly agreeing to some important suggestions.
He asked the Director to make a master plan with the assurance that money will not be wanting.
