Imphal, Nov 14 : Ningol Chakkouba festival will be celebrated tomorrow . The market area was filled with people buying goods. There was even a clash between the shop keepers and street vendors. Some thought there was a bomb and people started fleeing the market area. Normalcy was restored after some time. Handloom and fish fairs were also organised by the state government and other organisations.
Governor Gurbhachan Jagat said in a message, “Ningol Chakkouba is a grand festival of Manipur when married women and their children are invited for feast by their parents and brothers. Though the festival is originally observed by the Meitei community, the celebration now extends to other communities and tribes in Manipur thereby reinforcing unity amidst diversity in the State. The festival promotes the feelings of peaceful coexistence and harmonious social life by reaffirming our faith in the traditional values of love and protection.
Let us imbibe the ideals associated with this festival to foster the spirit of amity, harmony and goodwill in our life. O Ibobi, CM said in a message, “ It gives me great pleasure to greet the people of Manipur on the joyous and happy occasion of Ningol Chakkouba, 2012 and offer my good wishes to each and every one of them.
Ningol Chakkouba, a unique festival of the Meitei community, observed oh the second day of the new moon of Hiyangei rejuvenates family relations and bolsters the bond of love and affection between married sisters and brothers. I am glad that the ethos of this festival has been appreciated by the other communities and this festival is recently been celebrated with other communities. This brings about understanding among the various communities and helps in preserving and promoting unity and integrity in the society.”

The tradition of inviting brothers by married women for feast by their brothers changed during the reign of Chandrakirti . It became problematic for brothers to choose whose house to visit .

IMPHAL, Nov 14 NNN: The Indian Council of Agricultural Research (ICAR), Lamphelpat is all set to distribute RC Maniphou-12 for pre-Kharif cultivation to sow in about 70 hectares of paddy fields in Manipur but the high- yielding rice seeds would be given to selective farmers only for seed multiplication purpose, a senior scientist at ICAR, Lamphelpat said Wednesday.
RC Maniphou-12 is one among the high-yielding anganphou, hybrid rice developed by ICAR, Lamphelpat in the past years. Like other varieties of hybrid rice, around 9 kg of seeds of RC Maniphou-12 is required in one lou pari (one hectare of paddy field), ICAR senior scientist I Meghachadra told Newmai News Network.
Such cost-effective sowing of rice is known as “System of Rice intensification (SRI),” he said. Under the SRI, seeds are sown sparsely to multiply enormous offspring of seeds. However, the mode of crop growing that has been practicing in the state is not the SRI method. This type of cultivation requires around 60 kg of rice seeds in one hectare of paddy field, therefore, the cost is high. Even so, SRI mode of production needs only 8-9 kg of rice seeds per one hectare of paddy field and yields about 5 ton of rice and simultaneously it is quite economical, he said.
ICAR, Lamphelpat has produced seven different varieties of hybrid rice in the state so far including the latest RC Maniphou-12. The six other varieties are RC Maniphou-4 (RCM-7), RC Maniphou-5 (RCM-8), RC Maniphou-6 (RCM-5), RCM Maniphou-7 (RCM-9), RC Maniphou-10 (Lungnilaphou) and RC Maniphou-11.
The council will provide the new RC Maniphou seeds to selected farmers to sow in 70 hectares of paddy fields for seed multiplication purpose. After that, the ICAR is planning to make it available across the state, senior scientist Meghachandra said. The council is expected to distribute the seeds to another 500 hectares of paddy fields during the main Kharif season, he further informed.
According to State Agriculture Department, Manipur has a total of 1.95 lakh hectares of crop land area but the record maintained by ICAR says the total cultivation area is about 10 lakh hectares.
There will be no problem of failure of crops in the main Kharif season if such high- yielding rice is cultivated in the pre-Kharif in the vast paddy fields, Meghachandra said.
The pre-Kharif period starts from January and ends in the month of May or June. Now, it is very much important to focus on pre-Kharif cultivation by developing proper irrigation systems in the state, the senior scientist suggested.

IMPHAL, Nov 14 NNN: The Herbal Garden at Kangla Fort in the heart of Imphal has remained unexciting because further development of the garden has been brought to a standstill even as the amount of money released by Manipur Government as its share for the purpose has already been almost exhausted, an official of State Archaeology Department said Tuesday.
Kangla Fort Board took the initiative to develop the Herbal Garden with more emphasis on planting of medicinal plants back in 2009 following which the task was assigned to North-East Institute of Science and Technology (NEIST), Jorhat in Assam.
Then, Manipur Government had deposited Rs 6.16 lakh as its share to NEIST for developing the garden in April 6, 2010. The total estimated cost of the garden is Rs 13.46 lakh, the State Archaeology Department official who did not want to be named further told Newmai News Network.
Rs 6.16 lakh out of the total Rs 13.46 lakh is the state share, while the remaining amount should be contributed by NEIST. The mission of the garden development was later entrusted with the Lamphel based sub-station of NEIST, Jorhat after the state Government released its amount of share.
After that, the NEIST sub-station at Lamphel in Imphal started development of the herbal garden from August 2010 and 131 different plants, including around 20 medicinal plant species were nurtured. The report on initial development of the garden was also duly submitted to the concerned department of the state Government.
Plants like heigru (Phyllanthus emblica Linn), kihori (Phyllanthus acidus Linn), agar (Aquilaria agallocha Lamp), neem (Azadirachta indica A Zuss), tera (Mobax malabathricum Linn), singairei (Nyctanthes arbotristis Linn and leihao (Michelia champaca Linn) were among the 131 plants.
Another 74 plant species were planning to cultivate in the garden, the report of the NEIST Imphal branch also mentioned. The garden measures a total area of 3.5 acre and this was allocated by the State Government in 2009, the official added.
The stipulated time for completion of the garden development work that has been taken since the year 2010 is around three years. However, only some portions of the total area have been discovered cultivating plants so far and the rest has remained unused till date.
In a spot inquiry conducted by Newmai News Network, the plants grown in the garden were found more or less surrounded by shaggy grass. Several electric poles, electric transformer and wires also seen fitted in the garden area.
At such, expectation has been lowered with regard to the full development of the Herbal Garden at the Kangla Palace, the official said.

IMPHAL, Nov 14 NNN: General secretary of the banned Kangleipak Communist Party (KCP) Taibangnganba group, Taibangnganba has arrived in Imphal on Tuesday to chart out a roadmap to begin peace parleys involving four KCP factions and the Government of India.
Taibangnganba arrived at the Imphal Airport from New Delhi by an Indian Airlines flight at 4:30 pm yesterday. The KCP leader was brought by Superintendant of Police, Central Sajiwa Jail, Manipur, IK Muivah and Deputy Superintendant of Police, Imphal West, Md Rashid.
“This is the first step of the Taibangnganba group to work out modalities for peace talks with the Government. The move will bear fruit if the Government works sincerely with transparency,” Taibangnganba told reporters at Imphal Tulihal Airport.
The militant outfit will act according to the good gesture and sincerity of the Government, he maintained, adding all the like-minded cadres of his group are all prepared to endorse and join the peace process. Haobijam Thambal, mother of Taibangnganba who was at the airport to receive him said that the step of the Government is indeed thankful because it would bring peace in the state.
Leaders of the four KCP groups—City Meetei, Taibangnganba, Lamphel and Pakhanglakpa had already held talks with officials of the Union ministry of Home Affairs in New Delhi on July 31 and signed an agreement to undergo peace talks and currently they are finding ground rule and modalities for talks outside Manipur.
Chief advisor of KCP (Military Task Force), City Meetei had earlier arrived here from New Delhi on August 11 to discuss modalities for peace talks with the Government. Both the KCP leaders are now in the custody of the state Home Department.
Haobijam Taibangnganba, also known as Dilipkumar, 37, son of late H Kunjababu, a resident of Bishnupur Ward No. 2 joined the outfit about seven years ago. He was arrested by Meghalaya police from Shillong in 2010. However, he was released on bail after which he joined the outfit again.

IMPHAL, Nov 14 NNN : The United Naga Council (UNC) has directed the Nagas not to participate in the forth coming Manipur government sponsored Sangai Festival in Imphal. The UNC also asked the Naga frontal organisations, village level organisations and individuals not to welcome MLAs, ministers and members of Autonomous District Councils in Naga areas in Manipur.
Giving its reasons, the UNC said in continuation of the public statement of May 14, 2012 and the directive October 9, 2012 issued by the United Naga Council, the public statement of direction is being issued with regard to the observation of severance of political ties with the communal Government of Manipur as per the July 1, 2010 declaration of the Naga Peoples’ Convention.
“Because of the political posture of severance of ties there is a democratic process of dialogue in the form of the Tripartite Talk of the Government of India, government of Manipur and the UNC on the demand for an Alternative Arrangement for the Nagas in Manipur. The dilution of the severance of ties by associating with Ministers of the government of Manipur, Naga MLAs of the ruling party of the government of Manipur and unmandated ADC members is very damaging to the political position taken by the Nagas in Manipur,” the UNC stated.
“It is therefore reiterated that there is no objection nor intent to disturb any development works in the Naga areas, the absence of which is one of the unmistakeable facts that calls for severance of ties. Development works can very well be supervised and monitored by the designated officials/professionals and also by the Naga public who are the stakeholders. However, no Ministers or MLAs of the ruling party of the government of Manipur Naga ADC members should be welcomed in the Naga areas on the pretext of development, cultural or political programmes. We are not against any particular personality but the official positions they occupy which negates the political position of the Naga people. Therefore all Naga frontal bodies, regional/districts, tribe, range and village level organisations and individuals are directed not to entertain or associate with or confer recognition/provide public platform to the above designated persons,” it urged.
“Further all individuals and tribes are advised to stay away from the state sponsored Sangai Festival and other such programmes because the government of Manipur seeks to project a picture of social harmony in contrast to the reality of “social divide” on communal line in the State of Manipur which the Hon’ble Prime Minister of India had spoken about.
“The regional/district organisations and tribe hohos will ensure that there is effective compliance of this directive in their respective jurisdictions,” the UNC added.

IMPHAL, Nov 12 MNS NNN : A powerful time bomb explosion on Monday killed one person and injured another that occurred at a trash site near Imphal College along the Tiddim road (Imphal Airport Road) in Sangaiprou Mamang Leikai under Singjamei Police Station, Imphal West.
The blast happened around 5:30 pm when the time bomb believed to have been planted by militants set off, killing a labourer and wounding another labourer who were pedestrians, police sources said.
The labourer killed in the explosion has been identified as one M Munneilin, also known as Alin Kom aged 37, son of Seipu Kom, a resident of Khonomphai village of Churachandpur district and the injured as Achungpa Kom aged 45, son of ST Atethang Kom of Sagang bazaar in the district. He is now undergoing treatment at Shija hospital, Langol here. The condition of Achungpa is stated to be critical, hospital sources said.
Munneilin and Achungpa, presently staying together at Jim Blesssing Home, Sangaiprou Mamang Leikai, were returning home from Paite Veng where they had been engaged in a building construction work when the bomb hit them on their way. The duo had been staying at the rented home along with their families for the last three years.
A case has been filed with the Singjamei Police Station in connection with the incident and they have begun investigation into it.
Troops of 28 Assam Rifles of 9 Sector under HQ IGAR(South) recovered an IED from Lilong Maringkhul at about 08:30 AM on 12 Nov 12. The foot patrol of the Unit, while carrying out search of the area found a suspected IED placed on the road side under a pole covered by a card board box. The area was cordoned off by the troops and Metal detector team and ED dog of the Unit confirmed the same. Subsequently Bomb disposal team of Manipur Police and reached the location and the IED was diffused. The IED was consisted of one RCIED, two kgs of RDX with 1/2 kg ball bearings, one 9 volt battery and RCIED circuit with antenna. The IED was capable of carrying out of major damage to vehicles plying on the road, civilians and SF in the area. The extra alertness and vigilance exercised by the troops avoided an incident which would have caused immense damage to civilians.

Imphal, Nov 12 : The Kuki State Demand Committee has called indefinite blockade in six roads leading to Imphal from Nov 15 onwards to demand separate state for Kuki carved out of Manipur. S George Guite, Secretary of the Committee said the blockade is part of a mass movement beginning 5 PM of November 15.
All national and state highways passing through Kuki-inhabited areas will be blocked and it will continue until the government of India gives a written assurance, that political dialogue between the Government of India and the Kuki people represented by the KSDC and Kuki Militant organizations presently under SoO (suspension of operation ) agreement with the Government of India will begin on a predetermined date to deliberate on Kuki political demand for a separate statehood.
It will also launch ‘Quit Kuki Lands’ movement against India if timely heed is not paid it was stated. Chairman of the Committee Hejang Haokip and Gen Secy , H Benjamin Mate also submitted a memorandum to Prime Minister Dr Manmohan Singh today regarding the matter. It was informed that from 1992 to 1997 the NSCN(IM) allegedly killed over 900 Kuki and uprooted 350 villages displacing over 50,000 people. It was stated that the Kuki felt insulted as the government started holding talks with NSCN(IM) which is responsible for the killings and various crimes.
The boundaries of Manipur were not drawn on ethnic ground and it negated the claim of the NSCN(IM) that five of the six hill districts in Manipur are dominated by Naga.
It also said the majority Meitei community has throttled the developments of the Kuki. It also asserted that Kuki had its own political entity.

IMPHAL, Nov 11 (MNS/NNN):A panel discussion on ‘Conflict, Media and Civil Societies’ was held today here on the occasion of ‘8th Lamyanba Yaolloi NK Sanajaoba Ningshing Kumon 2012’, organized by the Observation Committee of the late Sanajaoba who was attributed as a revolutionary, journalist, social activist and a tireless unity worker for both the hills and the valley people.
Held at Lamyanba Shanglen, Konung Lampak, Dr Lokendro Arambam, in his key-note address described Sanajaoba as a pioneer who went to every nook and corner of the state, endeavouring for oneness of all the people and communities alike. He also accredited Sanajaoba as a person who introduced investigative journalism in the state by pointing out the ills that plagued the people of his time.
On the occasion, Arambam Lokendra pointed out the necessity of speculation of the Naga-India talk, since the negotiation is kept in secrecy. Even if the talk does not touch on the territorial integrity of the state, relationship between different communities as an outcome of the peace talk should be taken into account, he said. In this connection, he gave his opinion to consider the thought of all and sundry as the pivotal point for solution to the issue of the state.
In the panel discussion, AK Sanaton, senior journalist said that India is facing a critical dilemma in making amendment to the Constitution with regard to the Naga-India talk as it also seeks to pacify the people of the state of Manipur and its sentiment at the same time.
Speaking on the role of the media, he stressed on the need for self restrain and reasonable restriction on the part of the journalists, if it is likely to create disharmony as a backlash. He also pointed out the need of the time to upgrade the standard of news coverage on the part of the media and also the need for organizations to connect with the people.
Another resource person, Rajkumar Bobichand, Director of Change and Peace-building Action (CPA) said that conflict is a result of imbalance of needs between two groups or communities which could be solved when both their needs are brought into account.
He added that peace is not only absence of violence, but durable peace could become a reality only when the needs of all the groups or communities are satisfied. The Naga-India peace talk should not hurt the relationship amongst different communities of the state, he dwelt.
Speaking as the chief guest and moderator of the function, A Mobi who is also the president of All Manipur Working Journalists Union (AMWJ U) said that media houses in both the hills and the valley lack both persons and indepth of reporting. Thus, creating gap in the relations between the hills and the valley people, he added. He also confessed of the need for investigative journalism to come up and expressed his keen desire to see more of such reporting.

He also accredited Sanajaoba as a person who introduced investigative journalism in the state by pointing out the ills that plagued the people of his time.
On the occasion, Arambam Lokendra pointed out the necessity of speculation of the Naga-India talk, since the negotiation is kept in secrecy. Even if the talk does not touch on the territorial integrity of the state, relationship between different communities as an outcome of the peace talk should be taken into account, he said. In this connection, he gave his opinion to consider the thought of all and sundry as the pivotal point for solution to the issue of the state.
In the panel discussion, AK Sanaton, senior journalist said that India is facing a critical dilemma in making amendment to the Constitution with regard to the Naga-India talk as it also seeks to pacify the people of the state of Manipur and its sentiment at the same time.
Speaking on the role of the media, he stressed on the need for self restrain and reasonable restriction on the part of the journalists, if it is likely to create disharmony as a backlash. He also pointed out the need of the time to upgrade the standard of news coverage on the part of the media and also the need for organizations to connect with the people.
Another resource person, Rajkumar Bobichand, Director of Change and Peace-building Action (CPA) said that conflict is a result of imbalance of needs between two groups or communities which could be solved when both their needs are brought into account.
He added that peace is not only absence of violence, but durable peace could become a reality only when the needs of all the groups or communities are satisfied. The Naga-India peace talk should not hurt the relationship amongst different communities of the state, he dwelt.
Speaking as the chief guest and moderator of the function, A Mobi who is also the president of All Manipur Working Journalists Union (AMWJ U) said that media houses in both the hills and the valley lack both persons and indepth of reporting. Thus, creating gap in the relations between the hills and the valley people, he added. He also confessed of the need for investigative journalism to come up and expressed his keen desire to see more of such reporting.

IMPHAL, Nov 11 NNN: Showing serious concern over increasing crime against women in Manipur, the All Manipur Nupi Marup has decided to observe the ‘Nupi Lal Day’ 2012 (War of women) in the form of a mass public rally to register a protest against crime and violence against women and also against corruption.
The decision was taken during a joint meeting of 40 different branches of AMNM held at Irabat Bhawan, Rupmahal Tank, AMNM president S Sorojini told a press conference.
She said that though the movement on women empowerment has been at its highest peak in many countries, the Manipur society is seemed to be exhausted owing to which outrageous activities such as rape cases of girl students, divorce and missing cases of young married women are escalating in the state.
Considering the rising crimes, being a women body AMNM just cannot sit back as a mere spectator, Sorojini said. She also said the women lup (organization) has decided to observe the upcoming Nupi Lal Day under the theme corruption and crime against women” together with a mass rally and another public rally.
Sorojini also said Manipur has been witnessing an increase in the number of sex workers and the figure is indeed alarming. She demanded that Immoral Act, 1956 should be invoked in the state to hold back such activity.
Non-sanctioning of power to the State Women Commission is also an important cause for the increasing crime against women, she pointed out while calling for full implementation of the commission.

Imphal, Nov 11: The United Naga Council has alleged that allotment of funds for Check drawal authority under the PWD was not done well as Chandel, Tamenglong and Ukhrul districts were omitted and insignificant amount provided for Senapati district.
It said to Bridge Division Rs 0.47 crores was sanctioned, to Imphal East Division Rs 0.68 crores given, to Imphal West Division, Rs. 1.19 crores, to Highway South Division Rs. 1.07 crores, to Bishnupur Division Rs. 0.81 crores given, to Thoubal Division Rs 1.49 crores given, to Jiribam , Chandel , Tamenglong and Ukhrul Rs 0 sanctioned. Churachandpur division was given Rs 1.24 crores, Sadar Hills division given Rs 1.55 crores and Senapati division Rs 0.72 crores given.
The Deputy Chief Minister of Manipur solemnly declares on the 10th November, 2012 that the State Government is committed to the development of the hill districts in view of their special needs while addressing some students at Senapati. But the figures above speaks volume of the disparity.
People can never expect a fair deal now or in the future from the Government of Manipur. There are seven Divisions for the mere 2238 sq kms of the four valley districts and only six Divisions for the five hill districts of 20089 sq kms. Tribal population which is 41% of the state’s total has only 20 MLAs who represent an average electorate of 34,180 each while the 40 MLAs from the valley represents an average of only 25,575 electorates and just 58% of the population. The victimisations and suppression that arises from this skewed and engineered arrangement is across the board – be it with bureaucrats, professionals or other employees, contractors & businessmen, development, education, sports, employment. In the name of law and order every function is shut down in the hills and the development of the hills takes place in the valley where normalcy reigns with more than 20-30 armed groups.
The only option is the peaceful parting of ways in good neighbourliness it said. It is not narrow or parochial politics and the tribals of the state in general will remain silent in the face of this stark reality only to their own peril. Every Naga, where ever they are positioned must therefore take up ownership of the movement for securing an alternative arrangement outside the Government of Manipur pending settlement of the government and NSCN(IM) issue.

Earlier, the Ukhrul based organization has slammed its disapproval at the activists of ATDUM for stopping a 14-member-team of Social Welfare Department (SWD) and detaining the team who were headed to Ukhrul for ‘Assessment cum Identification Camp for Person with Disabilities and Issue of Disability Certificate’ on November 8 at Mahadev.
Momo Tangtaga, president of ATDUM clarified before media persons at Manipur Press Club here today that the Ukhrul based organization is under its affiliation and as such under the guideline, rules and regulations of the parent organization, ATDUM, the Ukhrul based organization has no say without its parent’s prior permission.
He also criticized Chungmi Ragui as “self style” president of the Ukhrul based organization and further said that as such his name is not in the ATDUM lists. While, Gainson, vice-president of the Association for Person with Disability (APD) of Ukhrul should also be the acting president as the president of the association has just passed away, he charged.

SENAPATI, Nov 11 NNN: Pulling up its sleeves to investigate more irregularities in the district council office, Senapati District Students Association (SDSA) has also found that the Autonomous District Council (ADC) chairman has also landed into” immature wrong footings” by demanding explanations from officials in the engagement process of cooks/helpers of schools and in-service teacher’s training under the SSA/RTE project.
In this regard, the SDSA has asked the ADC members to allow the students’ body to complete the ongoing investigation process and refrain from any unwanted and pre-matured actions against any staff or officials.
As per the detailed findings of the SDSA, it stated that, the ADC chairman had sought explanations from one of the district council senior officials in the matter of the above stated two matters. However, the findings of the SDSA has been substantiated through the documents furnished by the ZEO, Senapati. It has been understood that, the engagement of the Cooks/Helpers in all District Council schools are initiated by ZEO office under the SSA/RTE project and not by the District Council office as alleged. It has also revealed that, the official order for deputation of teachers to the recently completed 15 days in-service training for newly inducted teachers was approved and issued by CEO, ADC and not as alleged by the ADC chairman, SDSA.
Therefore, the SDSA has asked the ADC to allow the student’s body to complete the ongoing investigation process and cease all pre-matured actions against any official or staff to avoid any misunderstanding between the ADC members and the students’ community.
It may be noted here that in the wake of the recent excess recruitment scam and irregularities detected by the State Government, the SDSA has recently launched its own independent investigation to find more details. The district apex students’ body is reported to be still pursuing some documents to establish facts and conclusions into the matters.

Based on specific intelligence troops of 27 Sector AR under the Red Shield Division apprehended four PREPAK (PRO) Cadres on 11 Nov 12. A special Operation was launched by troops of Red Shield Division who apprehended the four active cadres of PREPAK (PRO) in the general area of Border Piller 39, under Singhat Sub Division, Churachandpur district. The cadres were identified as SS L/Cpl Henary @ Wanglem Meitei, SS Pvt Peter Singh @ Britan, SS L/Cpl Naoton @ Jessy, SS Pvt Ibomngo @ Amuba. One AK-47 with nine live rounds, One 9 mm Pistol with three live rounds, Chinese Hand Grenade and explosive materials have been recovered. The apprehendees alongwith the recoveries were later handed over to Imphal West Police Station.
