Based on specific intelligence troops of 27 Sector AR under the Red Shield Division apprehended four PREPAK (PRO) Cadres on 11 Nov 12. A special Operation was launched by troops of Red Shield Division who apprehended the four active cadres of PREPAK (PRO) in the general area of Border Piller 39, under Singhat Sub Division, Churachandpur district. The cadres were identified as SS L/Cpl Henary @ Wanglem Meitei, SS Pvt Peter Singh @ Britan, SS L/Cpl Naoton @ Jessy, SS Pvt Ibomngo @ Amuba. One AK-47 with nine live rounds, One 9 mm Pistol with three live rounds, Chinese Hand Grenade and explosive materials have been recovered. The apprehendees alongwith the recoveries were later handed over to Imphal West Police Station.

It was asked if there is no plan to open Hospital Information System and the Library Information System in the JNIMS. It asked about the tender process.
What actions will be taken against those who tried to appoint people on daily wages and contract basis using scrupulous means it was asked. Recruitment Rules for the appointment of the Director , policies of blood bank were asked.
Amalgamation process of the staff of J.N. Hospital with the JNIMS , total strength were also enquired.
It was asked how many contractors were engaged to execute the works of construction of the J.N. Hospital from the year 2002 to 2012? How the works were awarded? Provide the names and particulars of the contractors. What is the total cost of the work and how much money is utilized tin now? How much are left to be encashed?
The machines and equipments supplied to the J.N. Hospital since the very beginning till to-day are of poor quality it was stated as many were not functioning . How many of are out of order?
CT scan, X-Ray, Ultrasound and other medical laboratories not available . Is it true that private firms offer 10% to 20% to Doctors for it was asked.
For how long private wards/ special wards of the J.N. Hospital had not been functioning it was asked .
It was stated that according to the advertisement for appointment in local daily ‘POKNAPHAM’ dated 25th October, 2012- Employment Exchange, Thoubal applications were invited from eligible candidates from Thoubal District only for the appointment of 4 Dental Technician and 2 Hygienist by fixing the date of interview on November 15, 2012 at JNIMS. Can eligible candidates from other Districts of Manipur apply for the posts? Requisition letter or otherwise relevant documents in this regard from the Institute or Authority for the recruitment of the said vacancies was demanded.

MNS: 44 Assam Rifles of 10 Sector under HQ IGAR(S) in collaboration with Association of Food Scientists and Technologist (I), Manipur Chapter and SDO Kamjong-Chassad organised a workshop on pickle making at Chassad and Kamjong villages of Kamjong Sub Division, Ukhrul District from 09 to 10 Nov 2012. This effort was aimed at training residents of remote villages of this area to enable them to raise small scale industry and earn a decent livelihood.
Two days long workshop was conducted by Mr Tonjao Singh, President, Association of Food Scientists and Technologist (I), Manipur Chapter along with his team.
This hilly border area produces lemon, amla, orange in large quantity and the same is sent to other places including Myanmar due to its proximity. Due to prolonged militancy in the area, it remained devoid of any employment avenues like small scale industry.
This workshop was an effort to encourage self employment, bolster a sense of entrepreneurship a step towards women empowerment. The initiative was given an overwhelming response by locals with a total of 200 ladies from Chassad, Kamjong and adjoining villages participated in the workshop.
During the workshop, the representatives of Association of Food Scientists and Technologist (I), Manipur Chapter exhibited techniques and culinary skills to prepare pickle of various vegetables and fruits. The participants volunteered to attend the 15 days workshops being run at Imphal to gain expertise in the skill and start their own small business.
The workshop was also attended by all ranks of 44 Assam Rifles.

IMPHAL, Nov 10 NNN: A huge quantity of contraband drugs estimated at Rs 6,16,167 has been pushed into the poilce’s dragnet with the arrest of a person along with a driver.
The accused, along with the banned drugs were displayed before the media persons by superintendent of police (anti-smuggling) L Simte of Custom Division, Imphal here today.
The accused Md Islao Rahman, 20 years old, son of Abdul Salam of Lilong Turel Ahanbi, Thoubal district has been smuggling the drugs in a DI, bearing number NL-01-G-5670 and caught at a spot near the New Guwahati High Court, Chingmeirong, Imphal when a police team intercepted the contraband.
Sent by Chanchan from Delhi by train, the drugs were loaded from Dimapur and hidden in the midst of chappals and sandals in a DI mini truck driven by one Ruland Adalu, 22 years old, son of H Adur of Dimapur.
The huge quantities of drugs and are en route to Burma and to be handed over to one Kishore, a Nepali from Burma for sale there which include 15120 strips of SP tablets, 5850 strips of Actilab-T tablets, 1000 bottles of 100 ml Phensedyle bottles, 1170 bottles of Lupicof syrup, and 24,000 strips of Actilite tablets; altogether estimated to be worth more than 6 lakhs.

IMPHAL, Nov 10 NNN: The Tangkhul Naga Long (TNL), the apex body of the Tangkhul community has expressed its anger over the dumping of a dead body by the security forces personnel in Ukhrul district after the alleged fake encounter.
Hijam Babu, who was pulled up from Andro Kharam Leikei under Imphal east police station by the combined team of Imphal East commondos and the 28th Assma Rifles on November 2 was shot dead and brought the dead body to Ukhrul near Lunghar village on the pretext of fake encounter, alleged Solomon Ningshen, president of the Tangkhul Naga Long.
“It has been made very clear that the state and central forces had involved in the sinister designed to create enmity amongst all communities and particularly targeting some particular community.
“Late Mr. Hijam Babu, who was pull up from Andro Kharam Leikei under Imphal East Police Station by the combine team of Imphal East Commondos and the 28th Assam Rifles on 2nd Nov, 2012 was shot death and brought his dead body at Ukhrul near Lunghar Village on the pretext of fake encounter.
“The armed personnel were supposed to be the guardian and keeper of Law and Order in the state but have rather promoted evil design to invoke violence amongst the communities of the state which shall never ever be tolerated,” stated Solomon Ningshen.
The authority concerned is therefore urged to take up stringent against those erring armed personnel involved in the incident, the TNL president added.
Solomon Ningshen then warned that the Tangkhul Naga Long will be compelled to take up its own course of action if the matter is not clarified. “Why the dead body from such distance of other district is dumped in Ukhrul district?” the TNL chief asked. The TNL once again appealed one and all not to repeat such incidences in future.

The church plot measuring 0.15 acre registered in the name of Good Shepherd Community Church was also illegally transferred to Union Baptist Church. Chairman of the church board called an emergency church board meeting at Church premises on November 1, 2012 at 2 PM. Some youths allegedly threatened them. Through the intervention of the Kakching police officials, any physical attack was prevented. The church plot has been locked and put up a different name of church signboard. Now the members have no place for their Sunday Worship service.
Meanwhile Church Secretary Shawaijam Kanta Singh also filed a case against two church members and church treasurer with the allegation that three church members stole the church resolution record book and the church bank account passbook and they were arrested by police.
Church Board resolved to seek the legal help from Human Rights Law Network based at Imphal. A case was filed the court against the pastor, the secretary and seven others . The court has ordered Kakching Police to investigate the case.
The Kakching Police has filed an FIR – No. 197 on November 9, 2012 under the section 406, 408, 409, 420, and 34 of Indian Penal Code.
Good Shepherd Community Church, Kakching is part of a national registered body of Good Shepherd Community Church registered at Hyderabad, which has 3000 churches all over India. The members of Good Shepherd Community Church, Kakching were part of Kakching Baptist Church, known as Irum Baptist Church. The present members of Good Shepherd Community Church, Kakching came out from Kakching Baptist Church with mutual understanding that they wished to be the members of Good Shepherd Community Church purchased a plot measuring 0.15 acre from Shawaijam Ongbi Sanaton Devi in 2008 and founded a new church at the present site.
Members of the Good Shepherd Community Church, Kakching named it as Union Baptist Church in 2008. Later in 2009, the church board passed no objection resolution to rename the church as Good Shepherd Community Church in Church Board Sitting No 8 in 2009. In the same year in Church Board Sitting No 12 resolved to register the present church plot of 0.15 acre in the name of Good Shepherd Community Church and accordingly the church plot was registered in the name of Good Shepherd Community Church in 2009. The original copy of Patta (Jamabani) was submitted to Head Office, Secunderabad for the proceeding of church building construction. The same church plot was illegally transferred to Union Baptist Church with fake documents, which was not known to the Church Board, nor Deacon Board nor passed any resolution by the Church Board nor Deacon Board as per the Church Resolution Book.

Imphal, Nov 10 : A Symposium was organized under the aegis of the Red Shield Division at Senapati District HQ by the Senapti Brigade to dwell on the topic: “inclusive development will usher in ethnic harmonisation and lasting peace inMmanipur”. The event was graced by Gaikhangam, Dy CM as the Chief Guest and Maj Gen K K Sinha, SM, GOC Red Shield Division as the Guest of Honour.
Speakers from various tribes, districts and colleges expressed their candid and explicit views on the topic.
A distinguished field of panelists comprising Maj Gen (Retd) N George, VSM, Chairman CFMG, Prof L Sadananda Singh, Prof Amar Yumnam Singh, al were in attendance of the event. The students voiced an invigorating debate with candid views which was further qualified by the expert comments of the panelists. The thought provoking Q&A session which followed the discourses by the students were attention-grabbing and added to the overall flair of the Symposium.
The Dy CM remarked during his valedictory address that the need for Inclusive Development was highly necessary and important for the overall development of the State of Manipur.

IMPHAL, Nov 10 MNS NNN: Introduction of Inner Line Permit (ILP) system in Manipur is just round the corner with the Joint Committee on Inner Line Permit System (JCILPS) saying Saturday that the committee will begin distributing ILP forms almost immediately from November 19 if both the state and Central Governments turn down its demand for introduction of the system from November 18, the dateline given by the committee.
Even if the Manipur Legislative Assembly has its own firm decision to implement ILP system in the state it has not yet put it into action, JCILPS spokesperson Joy Chingakham alleged addressing a press conference held at the office of Federation of Regional Indigenous Society (FREINDS) Keishampat here.
Both the state and Central Governments have been urged through various modes of agitations by JCILPS time and again to declare introduction of ILP system from November 18, he recounted.
“Since the two Governments have chosen to remain mute over the demand for quite a long time indicating total apathy, the joint committee has reaffirmed its stance to declare forced introduction of ILP system from November 19 in the state,” Joy informed.
He also announced that from November 19 onwards, JCILPS will start selling ILP forms. Rs 40 will be charged per copy of the form, he added.
All the migrants who have been residing here in Manipur since 1947 will be made mandatory to buy the forms and submit them to the JCILPS with proper domiciles and police verifications, he further informed.
Tourists and other visitors including businessmen coming to the state would be allowed to halt 20-30 days under the permit system and for other non-Manipuris who are staying in the state along with their families and doing business will be given permit for six months-one year only.
Sportspersons, students and those individuals coming in the state in connection with cultural activities, and servicemen will not be covered by the permit system, JCILPS said.
For now, the joint committee has also set up four sub-committees to help make full implementation of ILP system. There will be a five-member publicity sub-committee, a seven-member mobilization sub-committee, a five-member finance sub-committee and another six-member form distribution and submission sub-committee, JCILPS further announced.
Five check posts will also be opened to identify non-Manipuris– one each in Jiribam in Imphal East, Mao in Senapati district, Churachandpur district, Moreh in Chandel district and Imphal Airport, part of the introduction of ILP system, it said.
The joint committee also said it would start widespread mobilization campaign from tomorrow but it insisted that the committee has no any ill-feeling towards non-Manipuris neither it wants to drive them out, saying JCILPS only wants to let them stay in the state under the permit system and it also sought support from the public in its effort.

IMPHAL, Nov 9 NNN : A team from Manipur State Women Commission (MSWC) on Friday visited and inspected the overall condition of women inmates lodged in Central Jail, Imphal.
The visit was significant because it would benefit to a programme on women empowerment to be organized in Shillong under the aegis of National Commission for Women, Dr Ibetombi, Chairperson, MSWC, told a press conference held at the office premises of the commission.
The authority of Central Jail, Imphal is running the prison well and they are so far satisfied now as everything is provided to all the women inmates by the authority, Dr Ibetombi cited them as saying.
All the basic necessities including medical care are being given to the women prisoners to the satisfactory level so far, she further added. A psychiatrist is also helping them by conducting routine checkup of their mental condition.
Saying that the present crime committing against women and child in Manipur is an act totally against the culture of the state, Dr Ibetombi suggested for a united effort of the administrators and the public to bring peace and change.
However, the women inmates in the prison expressed fear of discrimination by the society when they are released from there, H Piteshwori, member, MSWC said.
She said the MSWC in collaboration with the state Social Welfare Department will take steps to rehabilitate them by setting up of self-help groups, rehabilitation centres and kid centres so that they do not remain confined in home after completing their respective jail terms.
Saying that some cases are found among the inmates that can be taken up by the commission, she assured MSWC will look into such cases for further legal course.
Condemning the recent media report quoting an Assistant Professor of Manipur University who said that the MSWC had stopped functioning, Piteshwori said the statement was totally groundless.

Shankar visited the headquarters of 25 BRTF at Lamphelpat in Imphal on his way to Aizwal. He was received at the Imphal Airport by Brigadier Arun Joshi, Chief Engineer (Project) Sewak. During his brief stopover at Imphal, the DGBR reviewed various road development works, met all ranks of 25 BRTF and had an informal interaction with the media.
During the interaction, he said that he was certain the road development work being carried out along Imphal-Jiribam road would be finished by December next year. Non-availability of sufficient sand and stones are also important factors contributing in the delay of the development work adding that buying stone from private owned quarries consumes more money and time as well. He also informed that whenever there is requirement of sand the BRTF is buying it from Nagaland.
Shankar further noted almost 70 percent of the repairing work is quite necessary to finish prior to black topping and that the road should also be completely dry for the same purpose. He said around 700 different vehicles ply on this road every day and this also disrupts the work.
Informing that 750 labourers are presently engaging along the road, he said routine inspection on the repairing work is being conducted by a monitoring committee of BRO every two months. The road development work is constantly under progress, he added.
He added the 25 BRTF is also constructing the 10 km long fence along Indo-Myanmar border of which 40 percent work has already been completed and target has been set to complete the border fence within December 2014. He also informed that the rehabilitation work being carried out between 125 km and 185 km Churachandpur-Tipaimukh road is under progress.
Shankar further brought out that the work on Singhat-Sinzawl-Tuivai road will start very shortly as it has been included in the execution stage after persistent efforts by the BRO.
Talking about Indo-Myanmar Friendship road, he informed that the BRO has already completed the 16- km Tamu-Kyigone-Kalewa road of which the 132 km stretch of Tamu-Kyigone-Kalemyo has already been handed over to Myanmar PWD and the resurfacing work on balance 26 km is under progress and is planned to be completed during this financial year.
During the interaction he also briefed about the important works being carried out by BRO in Nagaland of which the strengthening of 30 km on National Highway-29 is under progress. The work on Jotsoma Bye Pass is under progress of which 40 percent work has already been completed.
He also informed that the double laning of Kohima-Jessami road has also been approved by the Ministry and the estimate of first 17 km is under preparation.
Shankar brought out that a total of 200 km road will be resurfaced in the current Financial Year in both the states of Nagaland and Manipur.
The DGBR was very appreciative about the important works being carried out by Project Sewak in Manipur, Nagaland and Myanmar and expressed his satisfaction that all works are progressing as envisaged. The DGBR after his brief stay at Imphal left in the afternoon.

IMPHAL, Nov 8 NNN: The Manipur Agriculture Department has instructed all the concerned district Agricultural Officers (AOs) to submit their relevant reports on the destruction caused to paddy fields by incessant rain during the last four days.
With an aim to recuperate the failure of flowering of crop due to scanty rainfall this season and also to make up the destructed paddy by heavy shower in the last four days, Agriculture Department is also planning to provide winter crop seeds to the farmers by November 15, L Palandro, Director, Agriculture Department today said.
The department is taking necessary steps to know how far the incessant downpour from November 4-7 has done damage to the crop during the crucial period of harvesting stage in the state.
The concerned district AOs have been instructed by the department to submit their respective reports on the recent destruction caused by rain during the harvesting stage, Palandro said.
However, as of now, not a single district AO has submitted the report in responding to the instruction, the Director further said.
According to statistics collected from Indian Council of Agricultural Research (ICAR), Lamphelpat, the total rainfall that recorded from November 4-7 was 88.0 mm. The rainfall received on November 4 was registered at 5.2 mm, November 5 recorded 9.9 mm, November 6 received 13.7mm and November 7 received the highest rainfall during the four days at 59.2 mm.
The total area of paddy fields both in the hill and valley is 1.95 lakh acres. Several fields were left without farming due to late monsoon coupled with insufficient rainfall. Some places in the four valley districts of Imphal East, Imphal West, Thoubal and Bishnupur could not grow crop due to insufficient rainfall this season. Some other places in the hill districts of Churachandpur and Chandel also failed to grow crop due to the same reasons.
Yet, the situation confronted by farmers was not declared as drought but it was officially termed as drought-like situation and hence the exact number of fields hit by the drought-like situation was not determined, Palandro added.
The total number of crop lands in the state yearly produce around 503.04 thousand metric tonne of rice but this season cannot reach the average yield as 20 percent to 30 percent is expected to haul down. Likewise, the recent rain havoc may decrease the rice product but it cannot be officially confirmed as to how far will be the magnitude of loss, he said. nHe also said since the rain has stopped from Friday it is hopeful that there will not be much loss in the yield but the exact loss will be known only after the reports of the district agriculture officers are received.
The Agriculture Department cannot take immediate measure when drought or flood strikes, he asserted and said the important job of the department is to provide seeds and knowledge of scientific cultivation to farmers in order to increase product.
“We are focusing on Rabi crop to recoup the failure of flowering crop due to insufficient rainfall this season as well as the destruction caused to the crop by the recent rain in the state,” he announced and added that as part of the policy the department is planning to distribute Rabi crop seeds to farmers by November 15.
For Rabi crop, the department will provide 80 metric tonne of mustard oil seeds, 64 metric tonne of pea, 16 metric tonne of wheat and 8 metric tonne of Rabi maize to farmers, Palandro said.

Imphal, Nov 8 : There were certain editorials and news reports in some of the local daily newspapers relating to the Information and Public Relations Day, which falls on November 1, which was not celebrated this year due to the financial constraint faced by the Government said a press clarification issued by Th. It was stated that the State Journalists’ Awards were given on the Information Day in earlier years as a matter of convenience and not as a mandatory event. It was decided by the Government that it would be more appropriate to give the journalists’ Awards on the National Press Day on November 16, and this has been done from 2011.
Proposal for giving the Awards along with observance of the National Press Day on November 16 this year is being processed by the Government. Seminars and workshops on important issues on journalists and journalism are also organized on the National Press Day and not on the Information Day.
It will be proper to distinguish between functions/responsibilities of DIPR and celebration of the Information Day. Functions of DIPR are services provided by DIPR to others, i.e. other Departments of the Government and the public, including the press.
But celebration of Information Day involves providing service to DIPR Officers and staff themselves. Apart from serving to highlight the importance of DIPR, it also serves as an occasion for DIPR staff to celebrate and enjoy themselves, and for giving benefits to the officers and staff of DIPR in the form of gifts to retired employees and selected good performers in certain years. It was felt that it would not be proper for DIPR officers/staff to celebrate and enjoy themselves this year w.iile the Department is unable to pay bills for newspaper subscriptions, printing publications, etc.
The fear in the mind of DIPR officers was that spending money on celebrating Information Day while bills remain unpaid would invite criticism. Hence, the decision to forego celebration of Information Day Was taken in good faith in deference to the difficult financial situation in which the Government finds itself today. Non-celebration of the day is a loss for DIPR officers/staff, and not for the public or the press.
DIPR officers/staff felt that by foregoing celebration of Information Day, they sacrificed their chance of getting benefits from the Government.
Non-celebration of Information Day has no adverse effect on the services provided by DIPR to others.

IMPHAL, Nov 8 MNS/NNN: Rendering a yeomen service, Phunjathang Tonsing the Health and Family Welfare minister, Government of Manipur today distributed mobile phones along with sim cards to the activists and other staffs of Accredited Social Health Activist (ASHA) of National Rural Health Mission Manipur (NRHM) during a felicitation programme organized by State Health Society, Manipur which was held at the banquet hall of Imphal Hotel.
The distribution programme was attended by Ram Muivah, Principal Secrretary (Health and Family Welfare), Government of Manipur; Devesh Devan, State Mission Director of State Health Society, Manipur; Dr. Pradeep Haldar, Deputy Commisioner (Child Health), Ministry of Health and Family Welfare, Government of India and Padam Khanna, Senior Consultant of Private Health Practitioner (PHP), National Health Systems Resource Centre (NHSRC) as president and guests of honour respectively.
Speaking as chief gueset on the occasion, Punjathang Tonsing stated that ASHA’s workers being the most important part of NRHM have been playing pivotal role in health sector. While lauding the workers of ASHA in helping ther State to bagged Best Performance Award in Health Sector among the small State of the country, the minister added that the government is trying to provide assistance to the workers in its best form.
The minister further stressed on the need to publish various journals of NRHM being published in the State in local dialects since most of the journals are published in English language.
Highlighting services being rendered under NRHM, Ram Muivah informed that the Central government had set up NRHM, which is a mission mode in order to cope problems like food-deficiency and child education adding that young workers and other knowledgeble staffs of NRHM are working hard to implement the mission in the State successfully.
Altogether 36 mobile phones along with sim cards were distributed to the activists and other staffs of ASHA at the programme. Under the flagship programme, 3878 workers of ASHA, 198 felicitators of ASHA, 470 ANM and 124 staff nurses working at different districts of the State would be getting mobile phones along with sim cards to enhance the mission’s services.
Prior to today’s distribution programme, the government had already distributed raincoats, umbrellas, radios, cycles, torchlights,the rmometers etc. earlier to the activists.

IMPHAL Nov 8 UNA: The judicial proceedings at Gauhati High Court, Imphal Bench was paralysed today as lawyers abstained from work decrying the process of deputation of judges for the proposed Manipur High Court, alleging that it tantamounts to deprivation of rights of the deserving advocates and judicial officers in the state.
Lawyers abstained from court works following a decision of the High Court Bar Association (HCBA), Manipur to abstain from attending court works at the Guahati High Court, Imphal Bench form November 8 onwards.
A court source said that proceedings of the Imphal Bench of the Gauhati High Court were totally paralysed today owing the cease work strike of the lawyers. HCBA has around 250 members and over 100 cases were taken up per day in the bench.
No case was taken up for the day and the same situation was likely to continue for days, the source added.
According to senior members of the HCBA, authority of the Central government did not heed to the appeal of HCBA regarding reservation of posts of judges for the proposed Manipur High Court which was being under process after the Parliament passed an Act for establishing separate High Courts for three northeast states inclusive of Manipur, Tripura and Meghalaya.
HCBA president Kumarjit said that they have been demanding the deputation of seven judges for the High Court of Manipur and that they should be residents from the state. The matter was urged to the Union law minister Salman Khurshid in August 2012 through a representation.
Later, a delegation of HCBA met with the Union law minister who gave an assurance to look into the matter. However, without considering the demands of the HCBA, a decision has been reportedly taken for deputation of four judges for the High Court of Manipur including chief justice.
The judges would also be transferred from Gauhati High Court, Assam as per the recent decision of the Union law ministry, he said. The action is against the interest of the state and it was termed as step-motherly’ treatment.
The decision of the law ministry has hurt the sentiment of lawyers of the state deserving judgeship as it deprives their rights, and that there are no chances for eligible lawyers of elevating their status for decades more, he lamented.
“We strongly objected the arrangement. The agitation of abstaining from court work from today will go on until the pertinent authority consider our demands, Kumarjit said, adding HCBA will once again put up the matter to the notice of the Prime Minister, Union law minister and Manipur chief minister.
Senor advocate Khaidem Mani observed that it would not be practicable to depute four judges only for the High Court. It would give a great difficulty to litigants as the Supreme Court would be the only legally viable institution left to approach and not feasible for the state litigants.
He further said that there were about 6000 pending cases in the Gauhati High Court, Imphal Bench and this was the highest number of cases pending next to Assam in the northeast.

IMPHAL, Nov 7: The High Court Bar Association, Manipur (HCBA) has on Wednesday decided to abstain from attending the Court from forenoon of Thursday saying that the absorption of Judges appointed from other states in the Manipur High Court will amount to deprivation of rights of the deserving advocates and Judicial officers in the State.
The decision was taken during an emergency meeting of the Executive Committee, HCBA associated with senior members and invitees held at the office of the bar association under the chairmanship of N Kumarjit Singh, president HCBA.
The meeting took five resolutions wherein the resolution No. 1 decided to request the Chief Justice of Gauhati High Court, the Prime Minister, Union Law and Justice and the Chief Minister not to appoint other judges in the Gauhati High Court from other states except the two appointed from Manipur and they should be absorbed as Judges in the High Court of Manipur, HCBA president Kumarjit told a press conference held at the office of the bar association.
It was also unanimously resolved that by way of pressing the demands of the bar as reflected in the resolution No.1 above, the members of the bar association will abstain from attending the Court with effect from the forenoon of November 8 until further resolution or until the demands are fulfilled, he said.
It was further resolved that a copy of the resolution will be submitted to the Chief Justice of India as well as the Chief Justice of Gauhati High Court through the Registrar, High Court, Imphal Bench for placing the same before the two Chief Justices.
The same demands were pressed by the bar association by means of democratic agitation launched in the months of June and July this year but the strike was suspended on the assurance given by the then Union minister of Law and Justice, Salman Khurshid.

IMPHAL, Nov 7 MNS/NNN: Two powerful IEDs exploded in two separate places of Imphal West district and Thoubal district of Manipur on Wednesday, injuring three civilians including one woman and two jawans of Sikh Regiment.
The first blast took place at Ghari Makha Leikai along the Tiddim road (Airport road) in Imphal West around 9:10 am when a powerful IED planted by suspected militants at the road median set off, wounding five persons including three civilians and two jawans belonging to 18 Sikh Regiment, police said.
The wounded civilians were taken to Regional Institute of Medical Sciences (RIMS) while the Army personnel were rushed to the unit hospital of the regiment for treatment.
The injured were now out of danger, the police said.
The civilians have been identified as Pukhrambam Rohen, 16, son of P Suranjoy of Nambol Pukhrambam, Thoubal district, Khangebam Shanti, 52, wife of Kh Modhubir from Kumbi Setupur Maning Leikai in Bishnupur district and Ningthoujam Dilip, 33, son of N Ibotombi, a resident of Airport Colony, Imphal West.
The identities of the injured Army jawans were not known.
In the first incident, the IED exploded just as a water tank of the 18 Sikh Regiment stationed at Imphal Airport reached Ghari Makha Leikai. The police said that the windshields of the Army vehicle were damaged in the blast and that the two Army personnel were injured when the broken glass hit them.
Dilip sustained injuries in the right leg in the bomb attack. He was driving a van when the incident occurred. The bomb shrapnel hit him and also broke the van windscreen.
The blast also struck another school bus driving behind the van, injuring Rohen, a class 11 student of Comet Higher Secondary School, Ghari. The bomb shrapnel hit his neck. Shanti, an Anganwadi worker was also injured in the explosion when she was hit in her buttocks. She was walking on the roadside at the time of the blast.
In the second incident, another IED was exploded near Slopeland Public School, Khongjom along National Highway-2 (Imphal-Moreh road) but none was injured in the blast. The explosion took place around 10:40 am.
Meanwhile, a TMT explosive bomb weighing 2 kg was recovered near Wangbal Sericulture Office around 6:30 am, police sources said. The bomb was found by a patrol team of 15 Assam Rifles. Bomb experts from Thoubal Police Station later retrieved the bomb and defused it safely at Thoubal Khunou, they added.
