IMPHAL, Oct 2 NNN: Tamenglong district headquarters today erupted in fury to drive out all the underground cadres from the town.
Situation is highly charged in Tamenglong district headquarters since this afternoon following the killing of a civilian in a cross fire of the NSCN-IM on one side and the combined team of Zeliangrong United Front (ZUF) and NSCN-K on the other.
The furious mob started hunting all the underground groups in the district headquarters asking them to leave the town immediately.
As the news of the killing of one civilian, Jaikalung Gangmei (42), a carpenter by profession spread after the shoot out between the two rival groups of Naga undergrounds in Tamenglong district at around 1 pm, large number of people in different groups turned mob and started hunting for underground cadres. A group of people has dismantled the gate of Aduan, NSCN-IM’s Central Administrative Officer (CAO) of Zeilad Region and then entered his house looking for him. Aduan is reportedly nowhere to be seen then. Another NSCN-IM ‘civil officer’ who was reportedly hiding in a Bolero jeep was pulled up by the mob and then detained him at the town bazar shed. Till the filing of this report, the NSCN-IM personnel is still being detained at the shed.
Reports said cadres of NSCN-K and ZUF have gone by then when the mob started hunting for underground elements. The mob fury has been still going on till the filing of this story tonight.
The encounter between the NSCN-IM and the NSCN-K/ZUF combined broke out at around 12 noon today near Immanual Church in the heart of the Tamenglong district headquarters killing the carpenter Jaikalung Gangmei, a father of three children.
As the shoot out started, Jaikalung who was working at the locality ran out to see if his children who were at home were fine. A bullet hit him and he died there.
NSCN-IM ‘deputy kilonser’ (minister) Lungchaibi who is in charge of Zeliangrong region informed NNN, around 40 cadres of NSCN-K came to attack them. “Prior to that, our cadres numbering around 12 on learning of the rival’s move, had been taking precaution when they attacked our boys,” claimed Lungchaibi. In the shoot out a man was killed. “We do not know whose bullet hit him,” said the NSCN-IM leader.
On the other hand, ZUF spokesman A Dangmei informed NNN that the combined team of ZUF and NSCN-K had an encounter with the NSCN-IM cadres. “The shoot out lasted for about an hour and we left the spot soon after that,” added A Dangmei.
Meanwhile, NSCN-IM leader Lungchaibi rued that the public should understand who cause the shoot out. He recalled at sometimes ago the NSCN-K cadres had killed Zeliangrong student leader Chunthuigai and following that the public had taken a resolution in the Noney Bazar convention against the NSCN-K. “We are peacefully in the town. They came and attacked us in public place. The public should know that,” said the NSCN-IM leader.
It can be mentioned here that similar shoot out was witnessed at Matung village, not far away from Tamenglong district headquarters on September 26 between the same underground groups.

IMPHAL, Oct 2 MNS NNN: A militant suspect has been gunned down by Imphal West district police commandos during an encounter that took place at Lamdeng Khunou Makha Leikai under Lamshang Police Station, Imphal West on Tuesday, a day after the district police commandos killed another militant suspect in the district.
The slain militant suspect has been identified as one Thiyam Romen alias Romen aged 43, son of Th Mani of Irom Meijrao in the district.
The reported encounter happened at about 5:40 am at a spot between two hillocks in Lamdeng Khunou Makha Leikai.
Police said a team of Imphal West district police commandos rushed in the area after receiving a tip about presence of militants there since early morning. The ploice team, upon reaching there, saw an unidentified man walking on a suspicious manner when they asked him to halt, he threw a hand grenade at the police team but the bomb failed to explode when the commandos shot him to death in retaliation.
The commando team recovered one 9 mm pistol and three hand grenades carrying in a bag from the slain militant suspect, they added.
The body has been brought to the mortuary of Regional Institute of Medical Sciences (RIMS).
However, sources from the family of the deceased said he had been whisked away from his bed by two unknown gunmen clad in civilian clothes just after the past midnight.
Romen was asleep with his 13-year-old son when the gunmen took him away. The unidentified gunmen suspected to be security personnel first barged into a house next to the house of Romen before they took him away.
They said Romen wore a khudei and an armless shirt when the gunmen pulled him out of the house but he was found dead wearing a half pant and a T- shirt.
Romen had been in police custody after he was arrested on the charges of being a militant in October 2010. He was later released on bail, the family informed.

Indefinite blockade from Oct 15 on TET issue

IMPHAL, Oct 2 NNN : Saying that the government of Manipur is not taking seriously on the issue of Teacher’s Eligibility Test (TET), the Joint Committee of Hill Districts Student Organisation (JCHDSO) has announced an indefinite economic blockade beginning midnight of October 15 on all the National Highways leading to Manipur. JCHDSO is adamant on […]

JCHDSO is adamant on its demand for separate TET form distribution centres and TET exam centres for the five hill districts of Senapati, Ukhrul, Tamenglong, Chandel and Churachandpur. As of now, the test is being held in Imphal only.
Announcing the decision to impose the indefinite economic blockade, Tangkhul Katamnao Saklong (TKS) president Yangmi informed this afternoon that JCHDSO has taken the decision following repeated failure of the State Government in fulfilling the demand of the tribal student joint committee despite imposition of a 48-hour bandh last month, closing down of Zonal Education Office buildings in all the hill district headquarters, apart from serving an ultimatum over the issue.
The attempt of the State Government and JCHDSO to reach the crucial agreement on the issue has remained inconclusive since the first round of talks. The JCHDSO comprises Zeliarong Student’s Union, Manipur (ZSUM), Churachandpur District Student’s Union (CDSU), Senapati District Student’s Association (SDSA), Tangkhul Katamnao Saklong (TKS) and Naga Student’s Union, Chandel (NSUC).
Asking the State Government whether the tribals are not citizens of the State, Yangmi expressed unhappiness over the indifferent attitude of the Government which is not willing to open TET exam centres in the hill district headquarters.
He cited regular exams which are held in the hill districts under Central Board of Secondary Education (CBSE), Board of Secondary Education, Manipur (BOSEM) and Council of Higher Secondary Education, Manipur (COHSEM) and questioned the technical problem cited by the Government in conducting TET exam in the hill districts.
The TKS president on behalf of the hill students’ joint body also appealed the general public particularly the hill people to lend support to the proposed economic blockade.
Naga People’s Organization (NPO), the apex body of the Nagas in Senapati district decided to endorse the hill based students’ bodies on the issue of Teacher’s Eligibility Test (TET).
It has also expressed its resentment over the way the State Government has treated the student’s issue on TET.
The NPO said such treatment to the tribal people is not new to anyone and that; the TET issue movement initiated by Joint Committee of Hill Districts Students Organisation ( JCHDSO) is genuine and appreciable.
Stating it as one of the many examples, it stated that, “the indifferent attitude of the State Government towards the Tribals in Manipur has been manifested by denying the justice of conducting exams and recruitments in the hills”, we cannot continue to tolerate such unjustifiable designs of the Government but react accordingly. The NPO advised the State government to consider the genuine demand of the Tribal students at the earliest before the issue escalates.

Imphal, Oct 1 MNS/ NNN: Manipur also today observed the ‘International Day of Older Persons’ (IDOP) like in other parts of the world under the theme ‘Longevity:Shaping the Future’ here at Iboyaima Shumang Leela Shanglen, Palace Compound organised by Social Welfare Department of Manipur Government.
The day was observed in all the nine districts of the State. The observance held at the Iboyaima Shumang Leela Shanglen was the state function with the state Social Welfare minister AK Miraibai, MLAs— RK Anand, E Chand and Kikhonbau Newmai—gracing it as chief guest, president and guests of honour respectively.
AK Mirabai said the observance was held by her department as part of the various welfare programmes that have been persistently taken up by it for the elderly people of the State, informing that the department has great respect for such section of people of the society and that it has continuously implementing different programme and schemes to uplift them.
Under these, Old Age Pension Scheme, Maintenance of Parent for Senior Citizen, Integrated Child Development Scheme (ICDS) are being taken up properly and besides these, other welfare programmes are also included for disabled persons and girls as well as women, Mirabai added.
The minister, however, expressed deep regret over the widespread cheating in drawing of Old Age Pension in the State where the benefit is often claimed by persons who are not actually old, assuring she will make an all out effort to make it reach to all the original pensioners at the earliest. She also asked for sincere and good suggestions as well as plans from elderly persons for the department.
Miraibai was of the view that now parents are mistreated and victimised by their children though they have got good and higher education even as parents are beaten up by them out of disliking. She pointed out that relationship between parents and children are often turns out to be soar for the simple reason that they get education from outside resulting in a long time separation.
However, the minister said children should take proper care of their elderly parents and support them in every single sphere of their lives, saying it is considerd quite necessary to show them love and care than to give them sweets. “Hence, the Government is also trying hard to nurture older people under the Senior Citizen Act.”
The Government also runs homes like Old Age Home and Day Care Centres for all the needy older people in the country, she said and appealed to all the downtrodden and and needy aged people to come straight to Social Welfare Department if they think they are in need of support.
At the function, some one hundred older persons were presented with gifts including shawls by the Social Welfare Department. The occasion was also attended by officials of the department.

The hill based students’ bodies will convene a meeting on October 1 (Monday) in this connection to chalk out course of action or agitation.

“Protesting against the State government decision regarding the TET exam centres to be confined only in the valley districts and demanding for Teacher Eligibility Test examination centres in all the hill districts, the Joint Committee of Hill Districts Students’ Organisations (JCHDSO) consisting of different students’ organisation of the hill districts such as ZSUM representing Tamenglong district, TKS for Ukhrul, SDSA for Senapati, NSUC for Chandel and CDSU for Churachandpur had called 48 hours hill districts bandh on September 24 and 25. IMPHAL, Sept 29 NNN: If you persistently trace back the history you will have to lead the life of a caveman because the world has already abandoned the idea of being entity particularly the feeling of having one’s own community which makes a great hurdle in bringing changes in a society.
MLA of Kakching constituency Y Surchandra stated this at a seminar held under the theme ‘One-day Discussion on the Future of Manipur organised by the Freedom Research Foundation (FRF) under the aegis of Freedom Manipur here at the Manipur Press Club.
Taking part at the discussion as chief guest, MLA Surchandra held if you insisted on tracing back the history you will have to lead a life of a caveman because the world has already abadoned the idea of being entity, particularly the feeling of having one’s own community which hampers efforts to bring changes in a society.
He said the system of untouchability existed in the long past has now come out to be near abolished among the present new generation and asserted freedom should have its social limitation and it cannot be a boundless thing.
Surchandra also suggested to promote work culture without which development is impossible and urged for a socio-economy oriented society.
Congress MLA RK Anand, who was also participating at the deliberation, stressed on giving emphasis on a serious view on the current position of Manipur, its people and the insurgent movement from a common platform, saying it would be much better to work out to control and prevent the present state of affairs prevailing in the state for the future of the state.
All the activities of both the state-actors and non-state actors are meant only for the public and the fact is that the both sides should engage their respective affairs by considering the sentiment of the people.
Anand further noted it is quite necessary to concentrate deeply on the relationship between India and Manipur because there is a close relationship between the future of the country and the future of the state and mentioned the need of proper thought on how far the Manipuri society has degenerated. Anand was taking part at the discourse as president.
The one-day discussion was held in two separate sessions-morning and evening. In the evening session, Dr Lokendra Arambam moderated it and RK Ranendrajit, chairman, Freedom Research Foundation attended as president. Resource persons participating at the discussion also spoke and delivered their view and opinions.
Prof Ksh Bimola underscored on the need of serious discussion on the present situation in the state and said only then a good future can spring up. She, however, expressed doubt about the future of the state when looking at the current problems.
Prof Gangumei Kamei pointed out that Manipur is one of the oldest states of India and that in order to bring a good society it is equally important to have good and intellectual persons who will make a lively society.
Prof Dr RK Ranjan accused the Manipuri society of respecting only the affluent people who have become rich over night by illegal means and frauds. This has made a society which cannot be brought about peace and changes.
He also said besides other important factors, it is important to keep up the environment alike for a better future.
Prof Dr Chinglen Maisnam while speaking at the deliberation said today’s activities will shape the future of Manipur, but the future of the state is in darkness if the present trail goes on as it is in the long run.
All the thinkers should take part with action and at the same time all the doers should think and do their activities and if so, it would make it easy to bring changes in the society, Prof Chinglen suggested. We should make our own future.”
Prof Ch Priyoranjan and president of All Manipur Working Journalists’ Union (AMWJU) A Mobi also spoke at the discussion. Various representatives from different NGOs were also participated it.
