ADC members not to deduct funds

Imphal, Aug 4 NNN : Even as the Senapati District Chairmen/Secretaries Association has threatened to impose bandhs and blockades in protest against the deduction of 25 percent MGNREGS fund from the villages account, chairman of the Senapati Autonomous District Council (ADC) R.S Henry Hiilii clarified that the ADC members will never deduct any part of […]

Imphal, Aug 4 NNN : Even as the Senapati District Chairmen/Secretaries Association has threatened to impose bandhs and blockades in protest against the deduction of 25 percent MGNREGS fund from the villages account, chairman of the Senapati Autonomous District Council (ADC) R.S Henry Hiilii clarified that the ADC members will never deduct any part of the MGNREGS fund which is meant for the people.
However, Henry Hiilii cited the government order of 2010 that states, “As per the order issued by the commissioner of Rural Development and Panchayati Raj (RD & PR) on September 14, 2010, it has been clearly mentioned that 50% of the funds available under NREGS shall be provided to the Gram Panchayats or Village Authorities, 25% of the funds to the Zilla Parishads and District Councils and the remaining 25% of the funds to the line departments for implementation of the scheme/projects under NREGS guidelines,” claimed R.S Henry Hiilii.
He then added that as far as the deduction and transferring is concerned, the ADC members have been jointly working to provide direct benefits to the people from the grass root level in the development aspects. “The ADC members shall in any circumstance, will not defer nor deduct any part of the fund of the MGNREGS which is purely meant for the rural people,” the Senapati ADC chief stated.
Further clearing the air of misconception, R.S Henry Hiilii said the earmarked 25 percent of the MGNREGS to the District Councils does not mean that the amount are to be used by the concerned elected members, rather the same amount of the funds are to be transferred to the concerned villages for developmental works.
“Our efforts are on to release the earmarked 25% but due to certain technical reason the same could not be released however, the pending fund would be released in a week’s time,” he added.
“It is therefore, requested the general public not to have wrong notion but to co-operate with the ADC members for developmental works rather than defaming the functioning of the ADCs,” Hiilii stated.

Imphal, Aug 3 UNA : The KSO General Headquarters took due cognizance of the grievances felt by candidates in the recruitment for 243 posts of Sub-Inspector in the home department. The delay in the recruitment process is a matter of great concern for the student organization. It is to be noted that fates of students are hanging in the balance because of the government’s indecisiveness to bring the recruitment process to its conclusive end.
The release further said it has come to its knowledge that the number of successful candidates declared for viva-voce was not in synch with the existing government’s recruitment norms and regulations in the ratio of 1:3. The department had declared 445 candidates as eligible for viva-voce as against the 729 candidates it should have declared eligible for the 243 vacant posts as per information culled from a reliable source.
It also mentioned that through this communiqué the KSO demands that the government should make amend of this oversight and further declared 284 numbers of candidates for the viva-voce in order to make up the shortfall.
Further the KSO also urged other likeminded students’ organizations to take up the case as it concerns the welfare of students who had labored so hard to have the chance to the serve the people. Many qualified and deserving candidates could make the cut for viva-voce hurling allegation of some irregularities in the home department. The KSO further adviced the recruiting authority to maintain transparency so as to avert any scandalous situation. The government must avoid this kind of scandalous exercises in future recruitment process in any department under the state government.
Failure to comply with this demand for declaring additional 284 candidates for viva-voce may invite stringent actions from the KSO which will not be in the interest of the government. Hence, there shall not be any viva-voce for the 243 Sub-Inspector posts until and unless this demand of the KSO is favorably taken into consideration, the release issued by SASANG VAIPHEI, General Secretary, KSO General Headquarters said.

Imphal, Aug 2 : In the past month, Assam Rifles have foiled three large scale infiltration bids of armed cadres of underground into Manipur from across the border. On 30 Jun 12, 9-10 armed militants infiltrated into general area Phaikoh, in Ukhrul district. On receipt of the input, AR columns were mobilized and moved to intercept the UG’s infiltration bid. in the ensuing fire fight, five militants were killed out of which four bodies were recovered. However, balance of militants managed to escape across the border. In another incident on 03 July 2012, one party of AR moving from Kwatha to Satang was fired upon by a group of Armed Insurgents from Satang Ridge in which two soldiers sustained bullet injuries.
On immediate retaliation by the AR personnel the insurgents fled away across the IB, probably after sustaining serious injuries to a few of their cadres. Recently on 28 Jul 12, armed cadres of PLA made an attempt to infiltrate along Taret River. On getting this information, AR troops quickly moved to block the likely infiltration routes and laid ambushes in general area Haikot and Khoibu Centre. Around mid day on 29 Jul 12, contact with the militants was established, at Khoibu Centre.
AR troops exercised maximum caution in view of the presence of civilians in the village, however, militants fired indiscriminately with utter disregard to the locals. As per local inputs, during the fire fight, one civilian was injured and four to five militants suffered injuries of which one was critical. Imphal, August 2 (NNN): Seven cars which were being transported from West Bengal have been allegedly hijacked by NSCN-IM from seven people on the way at Lalmati which is between Dimapur and Kohima.
The seven individuals—five from Imphal and two from Senapati– had bought the seven cars from West Bengal and left that state on May 12 for Imphal when some persons identified themselves to be NSCN-IM militants first intercepted them on their way at Dimapur on May 15 at around 8 a.m., Kh Open, whose car was among the seven cars allegedly hijacked by the rebel NSCN-IM, told reporters at the Manipur Press Club here on Thursday.
The NSCN-M had demanded three vehicles from them but they refused it and instead gave Rs 35,000 to them after having negotiation. Then they left Dimapur the same day. The seven vehicles include two A Star, three Alto and two Maruti 800 cars.
Kh Open, 28, is a resident of Kwakeithel Konjeng Leikai Heino Khongnembi in Imphal West.
He alleged that an unspecified number of persons travelling in a black Alto car which had no number plate again pursued them from behind and halted them as they reached Lalmati, Nagaland in the afternoon of May 15 last. Thereafter, the unidentified persons forcibly carried them to an unknown place along with the vehicles. Later, the hijackers also identified themselves to be NSCN-IM militants.
At about 8:30 .pm. the same day, the NSCN-IM militants later dropped them near the Electricity Department office located close to Naga Hospital, Kohima, telling them the building was a hotel. But, they did not stay there and then reached Senapati by bus along National Highway-2 around 2:30 a.m. the next day.
Surprisingly, one of the hijacked cars was found using by an individual at Senapapti bazaar after over one month when the hijacking incident happened, Open said, adding that the vehicle owner had claimed that he was the owner of the car. After one week, the same car was reportedly seized by NSCN-IM Senapapti town commander and brought back the same car to Dimapur, Open claimed.
The reason for keeping the matter concealed for over two months has been that the victims were hoping that the hijackers would return the cars, acording to Kh Open.

Imphal, Aug 2 : Combine Entrance Examination Paramedical, B.Sc. Nursing & BAMS/BHMS/BNYS was held on 15-07-2012 and the subsequent result or selection for the said courses was in violation of existing reservation norms the Federation of Tribal Youths Clubs alleged. It was stated that nine seats for the course of BHMS (Degree course) were to be allotted as follows:
1. 1 seat at National Institute of Homeopathy, Kolkata.
2. 1 seat at Kolkata Homeopathic, Medical College, Kolkata.
3. 1 seat at Alva’s Education Foundation Moodbirdi.
4. 4 seats at BD Jati Homeopathic Medical College, Dharwad and
5. 2 seats at JK Saikia Homeopathy Medical College, Jorhat Assam.
The seats actually allotted for the BHMS (degree course) are 9 seats as indicated at the letter dated 20-07-2012 written by the Director of Health Services, Manipur addressed to the Joint Secretary (Health & FW), Govt. of Manipur. However, the Under Secretary (Health & FW) Govt. of Manipur have curtailed the 4 seats of the BHMS (Degree Course) of the BD Jati Homeopathic Medical College, Dharwan without assigning any letter for such concealment of seats of the BHMS (Degree & course) and as such the impugned letter dated 24-7-2012 issued by the Under Secretary (Health & F.W), Govt. of Manipur requires to be quashed and set aside.
That unless the said 4 seats of the BD Jati Homeopathic Medical College, Dharwad for thcourse of BHMS (Degree & course) have not been concealed by the Competent Authority, the beneficiaries would have obtained 2 seat for admission of BHMS ( Degree course) for ST at BD Jati Homeopathic Medical College, Dharwad and as such the said impugned letter dated 24-7-2012 issued by the Under Secretary Govt. of Manipur is arbitrary in the eyes of law and the same deprived of the of the right to admission in the said college in the view of the selection made by the competent authority and as such the said impugned letter dated 24-7-2012 requires to be quashed and set aside.
Govt. of Manipur has not given reason for such deduction/removal of 4 seats of the Jati Homeopathic Medical College, Dharwad for the BHMS (Degree course) and in the event the said 4 seats are required to be deducted / removed for any reason the same should be given in writing but in the case in hand there is no such reason for the deduction of the said 4 seats of BHMS (Degree course) at the BD Jati Homeopathic Medical College, Dharwad and as such the same should be given to the selected candidates in order of merit by maintaining quota. F ATYCM , requested Chief Minister to look into the nature matter.
FATYCM requested the Government of Manipur (Health) to compile and give out the order as early as possible so that the students 4 seats 2 reserved ST seat; get the opportunity to attend the said course without losing the academic year. In fact it would bring a big shame on the part of the State if it simply loses the 4 admission seats where many aspiring student are opting for said course due to indecisiveness and negligence.
If the said appeal is not taken up within specific time period and being neglected by the Government of Manipur the FATYCM would take up strong measures that will impair the normal functioning of the State and the Government of Manipur would held responsible for the unwanted and societal chaos caused in the State by the said Organization said Letthang Haokip, Secretary Federation of All Tribal Youth Clubs, Manipur in a press statement.

Imphal, August 2 NNN: Although the drought like situation in Manipur is seemed to have slightly improved as the state continues to receive normal rainfall in the last one week, it cannot be assumed that the state has freed from the current drought like situation.
Manipur Chief Minister Okram Ibobi had said earlier that the state received 63 per cent of annual rainfall this season, hence it would not be a right step to declare drought in the state.
Manipur was declared drought-hit state in the year 2009 when it received only 43 per cent of the annual rainfall.
Notwithstanding to the immediate demand for declaration of drought in Manipur by various NGOs and All Manipur Progressive Farmers’ Association (AMPFA), the Manipur Government had decided to provide urea at subsidised rates and monitor the rainfall pattern and its status.
Districts which receive less than 75 cm of rainfall per annum are liable to drought, according to the Irrigation Commission (Mamoria 1978: 123).
Official reports had informed earlier that shortage of rainfall in Manipur this year was registered at 313.22 mm against the normal range with only 56 per cent of rain-fed agricultural land area measuring 2,13, 280 hectares in both the hill and valley in the state was cultivable.
Among the districts in the state, the most rain water-starved paddy fields are in Thoubal and Bishnupur districts where 33 per cent of the paddy fields in the former and 23 per cent in the latter were so far succeeded in cultivation as of early July.
However, places in Tamenglong, Ukhrul and Senapati in the hills have reportedly received enough rain when compared with other districts in the valley during this season.
The state government finally took up the initiative to supply water to paddy fields in Bishnupur district through the Loktak Lift Irrigation (LI) project. The lake water will provide irrigation to about 4000 hectares of paddy fields in Ningthoukhong, Oinam, Moirang and Bishnupur constituencies. Loktak Lift project is currently providing water in the areas through Imphal Main Canal and Moirang Low Level Canal.

Imphal, July 30 NNN : Demand for release of Irungbam Irabanta, who has been allegedly abducted by NSCN-IM, unabated with the Joint Action Committee ( JAC) constituted in connection with his disappearance submitting a memorandum to state Chief Minister O Ibobi Singh on Monday even as the JAC tried to organize a protest rally in the street.
However, police thwarted the protesting JAC members from further advancing the rally near Sanjenthong. The police later allowed three JAC members to submit a memorandum to the state Chief Minister urging him to secure Irabanta’s release.
Many members from various civil societies, including All Manipur United Clubs’ Organisation (AMUCO), Poirei Leimarol Apunba Meira Paibi Lup and other civil bodies based in Nongdam area were present at Monday’s demonstration.
The memorandum stated that Irungbam Irabanta, 38, son of late I Kerani of Nongdam Maning Leikai under Lamlai
Police Station, Imphal West has gone missing since May 27 after he left home along with one Winner , hailing from Ukhrul’s Harpham to have negotiation with NSCN-IM functionaries over the supply work of Maphou Dam.
It had been confirmed that Irabanta was at the region office of the rebel NSCN-IM on the morning of May 28 based on an SMS received, the memorandum mentioned. The mobile phone of Irabanta remained in switch off mode when his family tried to call him and that the person identified as Winner also failed to response on his phone when making several calls by the family.
On May 30, brother and brother-in-law of Irabanta, namely I Devata and S Guna went to Ukhrul pursuing his way but Winner’s wife had told them that her husband was staying at New Salem and not at home. Then they were desperate and returned home.
After five days, some family members, including Irabanta’s wife, Modhubala had visited Ukhrul but bore no fruit, the memorandum added. The family also pleaded with some Tangkhul civil organizations to help trace Irabanta.
They had also approached to the Region Office of NSCN-IM and brought up the matter before the latter’s Central Administrative Officer ( CAO ), Francis but this time also the effort came out to be fruitless. However, some cadres among the outfit showing compassion on them had divulged the fact that Irabanta was being kidnapped by the rebel, the memorandum further added.
Missing reports were also lodged with Lamlai Police Station and Ukhrul Police Station at the same time and that a Joint Action Committee was formed comprising of members of several local meira paibis, village authority, club and other civil organisations.
On July 17, a public meeting was organized at Nongdam Community Hall where various NGOs were also took part and later a general strike was also imposed on July 21-22 to protest the abduction of Irabanta.
