The cabinet had decided to urge the Government of India to extend provisions of The Bengal Eastern Frontier Regulations, 1873 to the State of Manipur. The decision was unanimously taken by the House after minutely discussing a private member resolution moved by Opposition MLAs Dr I Ibohalbi, Th Shyamkumar and Th Bishwajit.
CM Ibobi said the state Cabinet has also resolved for implementation of this regulation. L Ibomcha, RK Imo and Samuel Raishom also took part in the discussion. Chief Minister O Ibobi Singh convened a meeting of the Cabinet and the Congress Legislature Party last evening at his office to discuss the matter . Police lathicharged students of CC Higher Secondary School when the students tried to take out a rally towards state assembly for the implementation of inner line permit system in Manipur.The students in retaliatory action stoned at the police team of Porompat, Imphal east.Students under co-ordination committee of six students orgn. Also tried to storm assembly from Adimjati Hight School, Chingmeirong however police dispersed them by lathicharge.
Hundreds of school students, who were trying to take out a rally in the Imphal streets on the demand for implementation of Inner Line permit (ILP) system in the state, rained stones at police personnel blocking their way in front of CC Higher Secondary School.
However, there was no casualty in the violent scuffle engaged between the students and police but some protesting students were canned by the police to control them. Students of CC Higher Secondary School were about to take out a rally just after midday when a large number of Manipur police in around eight Gypsies appeared in front of the school gate and tried to prevent them from organizing the protest rally, leading to a violent standoff.The police had to lathi charge them as they resisted their pursuasion. Enraged by the police action, they threw stones at the police who protected themselves by lying down on the ground behind the school fence. The police later controlled them after going inside the school campus.Manipur police also prevented a large number of student leaders and volunteers of six student bodies from proceeding towards the state assembly on the demand for introduction of ILP in the state.

Imphal, July 12: Protests were held at Kakching against burning of two vehicles. Two vehicles were burnt by suspected militants last evening on national highway no 102 near Moreh, Chandel district. Raising the matter at the state Assembly today, L Ibomcha said the Home Minister should look into the matter as the NSCN(IM) was suspected to be involved in the incident.
Heavily armed persons had stopped the two vehicles and burnt it. Police said a Tata Sumo and one Bolero were completely burnt . Beside the two vehicles goods worth about Rs 50 lakhs which were in the two vehicles were also destroyed in the fire.
.L Ibomcha said the state Home department should also take up proper actions as the United Naga council has threatened to call strike in Naga areas from July 23 next.

Imphal, July 12: The state cabinet today discussed the issue of introduction of inner Line Permit System in the State and it was decided, “The State Cabinet resolved to urge the Government of India to extend provisions of The Bengal Eastern Frontier Regulations, 1873 to the State of Manipur.”
Chief Minister O Ibobi Singh said it is not within the jurisdiction of the state government to introduce ILP. It is an act promulgated before India attained Independence and it is applicable to Mizoram, Nagaland and Arunachal Pradesh he said. There is nothing wrong in introducing the act in Manipur he added. The Home Ministry had earlier informed that the act can not be extended to Manipur. If required the state Assembly can also take a decision on the matter he added.
The matter was also discussed by the CLP.
Meanwhile Federation of Regional Indigenous Societies (FREINDS) has called a 24 hour public curfew from tonight. If no decision is taken by tomorrow entry of outsiders will be restricted. advisor Kakchingtabam Birahari Sharma who started a fast to death on July 6 was chained and forced fed yesterday at hospital. L Ibomcha raising the matter in the Assembly today said a person can not be chained and the chains should be immediately removed.
The United Committee Manipur (UCM) hold a sit-in-protest demanding implementation of inner line permit system at Keishampat Lairembi Community Hall today.
Yumnam Nabachandra, president of UCM said, the inner line permit system should be implemented immediately in Manipur. The UCM warned the assembly should take a decision for the implementation of inner line permit system during the ongoing state assembly session.
The UCM will support every agitation being launched by committee on inner line permit system. Regarding the influx of outsiders UCM had earlier published a book entitled Whose of migrating in Manipur. Later the representatives of UCM proceeded towards CM bunglow to submit a memorandum however they were detained at Keishampat Bridge. Later, a memorandum was submitted to CM.
The president of BJP, Manipur Pradesh Sh. ShantiKumar Sharma said, the ongoing Manipur state assembly session may pass for the implementation of inner line permit system.
He was meeting the press at its office today.
Without the consent of centre, the assembly session may pass it. The BJP fully support the agitation of public. If the session fails to take up any action in this connection, it will be impossible to control public agitation.
The VP of the party, Salam Ibohal who took part in the press conference said, the minister of CAF and PDS is still remaining a silent spectator although the black marketers are selling petrol and diesel at an exorbitant rate due to the closed of the oil pumps.
Students who were trying to storm the Manipur Legislative Assembly were intercepted by police. Later police rounded up some students including president of AMSU, Suresh, VP, DESAM, Angamba, Anil Khuman, deputy secy. Of KSA, Ajit, Punshiba, president of SWAK Sanjit, ex finance secy, AMSU. The large students assembled at Thangmeiband area and while proceeding towards assembly they were detained near THAU ground.
The students of TG Higher Secondary School also tried to proced towards assembly however they were detained near western gate of Kangla.
Police locked the keys of CC Higher Secondary School and Johnstone Higher Secondary School as the students were trying to take out rallies.
The students of Ibotnsana Higher Secondary School also took out a rally however they were intercepted by police at RIMS Gate.
As the news of arresting leaders of students union spread like into fire students thronged Lamphel PS, Imphal PS and City PS for count arrest. Meanwhile police took up various measures on the road, ways leading to Manipur Legislative Assembly to avoid any unwanted incident.
Members of Kangleipak Indigenous Martial Art Cooperative Society (KIMACS) who were attempting to launch a demonstration were forced to turn back from Sanjenthong Bridge by the police. Sit-in protests were also staged in other places such as Bashikhong, Kongpal, Kongpal Sajor Leikai, Kongpal Ninghthoukhong Leikai, Netaji Meetei Club, Kongpal Chungkham Leikai, Paona Bazaar, JN Dance Akademi campus, Uchekon and Lilong Bazaar.

Imphal, July 12: The CAG report on SSA said the Government of India had formulated the National Education Policy in the year 1986 and Right to Education Act in 2009 which inter alia mandated Universal Elementary Education (UEE) of good quality for children in the age group of 6-14 years through provision of schools within one kilometre distance of each habitation with appropriate infrastructure. Sarva Shiksha Abhiyan (SSA) was implemented in Manipur in March 2004 to ensure that all children in the age group 6 to 14 years have access to education. This was boosted with Mid Day Meal (MDM) scheme implemented in February 2009 in all primary and upper primary schools (Government and Aided schools). MDM also served to improve nutritional status of the children. The performance audit of the programme/schemes brought out the following significant audit findings:
SSA was being implemented without proper planning and without carrying out household survey and pre-project activities.
There were short release of fund (Rs 139.63 crore), delay in release of fund and diversion of fund in implementation of SSA.
Teachers were posted in school with zero enrolment and there were schools with no posting of teachers.Despite a trend of low attendance, foodgrains consumption for WO per cent attendance was reported under MDM.
Civil works taken up both under SSA and MDM suffered from many deficiencies/irregularities due to which there were infrastructure gaps.Contract management was weak both under SSA and MDM and there were loopholes in the contract clauses too.

Imphal, July 12: Social welfare minister, Ak Mirabai informed the House that the state government is ahead from other states in looking after the needs of the physically challenged persons. She said physically challenged persons are given monthly assistance and as per 2001 census there are 28,376 physically challenged persons in the state.
The assistance given to them will be increased she assured. Raising the matter during call attention, Dr I Ibohalbi said the government should extend more facilities as they can not come on their own and run here and there to get some benefits.She also informed the House that the state government is taking up welfare schemes for the disabled and said a state commissioner (disability) will be appointed after making some changes in the rules of the state PWD. The proposal will also be put before the state Cabinet reiterating that there is no question of depriving the rights of the handicapped.
Seven demands for grants were also taken up and passed. Chief Minister, O Ibobi moved demands for grants for an amount of Rs 8.38 cr for Information, Rs 16.85 cr for Cooperation, Rs 107 cr for Forest, Rs 132 cr for Industries, Rs 286 cr for Public health, Rs 8.27 cr for Science and Technology and Rs 10.52 cr for Relief.
Dr I Ibohalbi said the government has failed to revamp cooperation movement in the state and sufficient potable water is not given to consumers. Solar energy should be popularised he further observed.
P Brojen said revenue collection and afforestation schemes are poor. Kh Joykisan said forest should be protected.
L Ibomcha and Th Shyamkumar said land disputes related to forest areas should be resolved. P Dikho nformed that small scale industries should be promoted and grant in aid schemes should be given to entrepreneurs. He demanded a proper industry policy.
During question hour Ginsuanhau said there is drought like situation in the state and the Agriculture department should take up appropriate actions. Md Nasir, Agriculture Minister said the department has recommended to grow short duration paddy varieties to face the delay in monsoon and if drought occurs an interim crop contingency plan will be prepared.
Th Debendra, Minister Forest said the state government has declared 1,467 sq km as reserve forest and 70,878 million cum woods and 116.17 tonnes bamboo are growing in the reserve forest and during the last three years a sum of Rs 651 lakh came as revenue.

The Manipur People’s Party (MPP) Wednesday pushed for passing of Inner Line Permit (ILP) system in the current monsoon session of the state assembly.
The campaign on implementation of ILP system has been an impetuous demand of numerous NGOs and other student organizations in the state but the movement that has been gaining momentum in the last about two weeks is spearheaded by Joint Committee on ILP System.
The committee was formed recently to put pressure on the state government to reintroduce ILP in Manipur. Different NGOs, including Federation of Regional Indigenous Society (FRIENDS), United Committee Manipur (UCM), All Manipur Clubs’ Organization (AMUCO) and several student organizations are parts of the committee.
Joining the campaign, MPP staged a sit-in outside its office building here on the demand for reintroduction of ILP in the state.
MPP president S Umananda, who was also participating the sit-in protest, said ILP should be approved and passed in the current monsoon session of the state assembly.
Manipuris are on the brink of wiping out as the influx of migrants has not been able to stop so the people are demanding ILP system in the state, the MPP president held.
The MPP has been relentlessly working in the interest of the people besides the party also has a firm stand to protect the state integrity, Umananda stated.
Saying that the regional party takes the ILP issue seriously, he claimed that the serious problem of flooding of migrants in Manipur has created the ground for the people’s demand on the reintroduction of ILP.
The party will render full support to the people’s movement, Umananda pledged.The lone regional political party in the state had said that opposition by the Union Ministry of Home Affairs in implementing ILP in Manipur was against the provisions of Article 19 of the Indian Constitution.
Meanwhile, demonstration on the demand of ILP system was also organized at Brahmapur Hari Khagok Makhong, Wangkhei Thangapat Mapal. The protest was jointly organized by Palace Compound Apunba Women’s Association and Women Art and Cultural Association.

Imphal, July 11 NNN: The All Manipur Bus Owners’ Federation (AMBOF) has decided to stop passenger bus service in the state from Thursday citing problem of unavailability of fuel in Imphal as all the filling stations have remained shutting down.
Filling stations in Imphal were closed yesterday following unidentified miscreants set two fuel stations on fire. The fire incidents took place at Ibochou Services Station, Kakwa and Imo Filling Station at Singjamei Thokchom Leikai in Imphal.
The two filling stations have already remained closed since July 5 after three Kangleipak Communist Party (KCP) groups—KCP City Meitei, KCP Lamphel and KCP MTF— allegedly served a demand note of Rs 10 lakh each to the two oil pumps, sources informed.
B Dhanabir, chairman, AMBOF told a press conference at the latter’s office that the federation has decided to stop passenger bus service from tomorrow as all the petrol pumps have been shut. He also cautioned other passenger vehicles not to ply by charging higher fare from passengers and said vehicle owners who go against the decision of AMBOF should be the sole responsibility for any untoward incident.

This was stated by A Ruikhan, Additional Chief Secretary, Consumer and Food and Public Distribution during a ‘one-day state level public hearing on right to food and PDS’ organized by Sustainable Livelihood Forum at Lamyanba Shanglen, Palace Compound here Wednesday.
Harsh Mander, Commissioner, Right to Food, New Delhi, W.A Shishak, retired Chief Justice of Chhattisgarh High Court, Amar Yumnam, Dean, School of Social Science at Manipur University, Th Surbala, retired District and Session Judge and Kavita Shrivastav, national secretary of People’s Union for Civil Liberty attended the event as panelists.
W Joykumar, executive director, Human Rights Initiatives, who also took part at the public hearing, said as per Supreme Court all the Fair Price Shops should maintain price lists, adding that the government does not take seriously on any matter or complaint lodged regarding price of food items.
He also alleged the government that it does not make clear to the people on its policy and programmes owing to which they have not proper knowledge about them. W.A Shishak said all the flagship programmes are very beneficial indeed but lack of proper attention makes them ineffective.Every good policy cannot yield fruit if it is not fully implemented and that delaying tactics in taking up a particular work or programme result in nothing except paralyzing it, Shishak insisted.
He said voice of the people is apparently weak when they oppose against any misconduct of the government and added that he wants the people to agitate in a systematic manner to achieve their demand on any issue.

Imphal, July 11: Analysing the functioning of Electricity department the CAG report said attainment of 100 percent metering was one of the objectives of r APDRP scheme and number of metered consumers decreased from 1,39,323 to 1,32,501 from 2007 to 2011 as against a total of 193661 consumers. While 34,208 consumers were with defective meters and 26,952 consumers were without meters.
Department (Imphal Electrical Division I) purchased 51585 static meters costing Rs 8.83 crore during February 2009. Of these, 44,742 meters (valued at Rs 7.65 crore) were lying un-utilized as of April 2011.
Non utilisation of 44,742 meters had resulted into blockage of funds. The Electricity Department purchased power from various central generating stations in the north-eastern region viz., NEEPCO, NHPC etc. as per sectorial allocation. While the State was suffering shortage of power, the Department used to sell power outside the State. The power deficit increased from 104.91 MU (2006-07) to 308.56 MU (2010-11). In its tariff order (March 2011), the JERC observed that the power supply in the State was in a precarious condition. Nowhere in the State, barring a few privileged consumers, was the supply continuous. Even at Imphal, the capital city, supply was not more than six hours a day. While there was poor and erratic supply in the State, the Department proposed sale of about 50 per cent of the projected requirement to other States through UI mechanism. The Commission directed the Department to resort to outside sale only when there was surplus in the State due to excess generation or system constraints.
Enquiring the reasons for the lower drawal, the Department stated (September 2011) that all the purchases of the State was routed through 132 kV substation of Yurembam which could draw 50 MW from each incomer feeder (i.e. 28 km long 132 kV line of Leimatak- Ningthoukhong-Yurembam and one km long 132 kV Imphal-Imphal line of PGCIL substation at Imphal). It also stated (July 2010) that if more than 100 MW was injected through the existing 132 KV line, the conductors could get burnt and the insulators might get punctured resulting in a system collapse.
On being pointed out that the Department should have upgraded the Imphal-Imphal 132 KV line (1 Km) or that it should have converted it into double circuit line to draw more power and reduce the shortage of power, the Department stated that stringing of the second circuit 132 KV Imphal-Imphal line would be taken up by PGCIL.
The losses at 33KV stage are termed as sub-transmission losses while those at 11 KV and below are termed as distribution losses. These are the difference between energy received (and paid for) by the Department and energy billed to consumers.
The Department was required to introduce consumer friendly actions like introduction of computerized billing, online bill payment, establishment of customer care centres etc. to enhance satisfaction of consumers and reduce the extent of grievances among them.
Prior to 2009 the Department was having six complaint cells in Greater Imphal to attend complaints of consumers.
Test check of records of four cells revealed the following:
In Lamphel and Lamlong although complaint registers were maintained dates of redressal of the complaints were not recorded.
In Keisampat, instead of using bound registers, loose sheets were used for noting complaints of the consumers.
In Wangkhei the cell was housed in a private scooter workshop. In spite of providing a telephone there, even a register was not maintained to record complaints of the consumers.
Because of deficiencies in the records, audit could not ascertain the number and nature of complaints received and number of cases attended to and the speed of redressal of the grievances.
One ombudsman was appointed in July 2009 and one Grievance Redressal Forum was constituted in September 2009. However locations of their offices were not specified. As a result audit could not examine records connected to their sphere of work.
Recognizing the fact that efficient use of energy and its conservation is the least-cost option to mitigate the gap between demand and supply, the GOI enacted the Energy Conservation Act, 2001. The conservation of energy being a multi-faceted activity, the Act provides both promotional and regulatory roles on the part of various organizations. The promotional role includes awareness campaigns, education and training, demonstration projects, R & D and feasibility studies. The regulatory role includes framing rules for mandatory audits for large energy consumers, devising norms of energy consumption for various sectors, implementation of standards and provision of fiscal and financial incentives.
Department had made no efforts for conducting energy audit of government buildings though a study conducted by Bureau of Energy Efficiency, GOT, indicated that such energy audit would result in approximately 21 per cent to 46per cent savings in energy.
The Commission in its tariff order 2010-11 observed that the Department was not doing energy audit effectively.
The JERC directed (March 2011) the Department for submission of action plan for preliminary energy audit and loss reduction measures by May 2011. But this was not submitted as of October 2011.
No targets were fixed for addition of sub stations to the existing infrastructure. Achievement of target of rural electrification decreases from 97 per cent in 2007-08 to 53 per cent in 2010-11. Interest on mobilisation advances paid to the contractors were not levied resulting to undue benefit. Though the State was facing acute shortage of power, it continued to sell the power outside state. HT-LT ratio in the State remained in the range of 1:0.73 to 1:0.79.

L Ibomcha, Chairman of Public Accounts Committee presented 36th report and 37th report of the Committee for the year 2012-13. Chief Minister O Ibobi Singh also presented demands for grants for seven departments. Rs 62. 24 cr for District administration, Rs 720 cr for finance, Rs 16 cr for State Excise, Rs 3.4 cr for sales taxes, Rs 1.16 cr for rehabilitation, Rs 4.74 cr for Stationery and Rs 8 cr for state academy of training.
Opposition MLAs Dr I Ibohalbi, L Ibomcha and P Brojen moved policy cut alleging that the government has failed to protect agricultural lands. Values of immovable properties are undervalued and has caused loss of revenue. They further alleged that non judicial stamps are sold in black market and revenue collection is poor.
During discussion for Finance department, Dr I Ibohalbi said financial discipline is not maintained. He further said the state excise department has also failed to collect the targeted taxes. He also raised the need for proper disposal of expired pesticides. After the discussions the demands for seven departments were passed.

Troops of 10 Assam Rifles under the aegis of Red Shield Division apprehended two over ground workers of ZUF and NSCN (K) from the Noney Bazar area in Tamenglong on 10 Jul 2012 while they were carrying out extortion from vehicles plying on NH-37. During the search, they were found taking money from TATA SUMO vehicles carrying passengers from Imphal to Jiribam. The apprehendees have been identified as Robinson s/o Karam Singh of village Lukhambi – II district Tamenglong and Dinchui Rongmei, s/o hubi Rongmei of village Thiulon, district Tamenglong. A number of mobiles sets with SIM cards, extortion money, cash receipts etc were seized from their possession. The apprehendees were handed over to Imphal West Police Station.

In his speech, Brig. Sharma said, “In a state like Manipur, where many communities lived, all of them should come together and participate in such programmes, only then peace will prevail”.
In his speech by Dr. Surjit of JNIMS said, “human blood is precious and the only source is human itself, so he requested every healthy person above 18 years should donate blood and save lives.

Home Minister, Gaikhangam said Manipur government is in touch with Nagaland government to end the blockade in Nagaland. It was reported that four persons from Manipur had allegedly hijacked a truck from Nagaland and to protest it a blockade has been called in Nagaland.
Gaikhangam said two persons were rounded up and the vehicle recovered. State officials were in touch with Nagaland counterparts to that the blockade can be lifted he assured the House. L Ibomcha said frequent blockades on national highways make people face immense hardship. Due to the blockade about 600 Imphal bound vehicles are stranded on the highway and large numbers of passengers including women and children are stranded on the highway.
Immediately after news of blockade reached Imphal the business communities immediately hiked prices of goods in the market.
Francis Ngajokpa , Minister Rural development laid a gazette copy of Manipur Panchayati Raj Sixth Amendment Ordinance 2012 in the House. Nine demands for grants for nine departments were also passed. The demands were Rs 843 cr for Police, Rs 742 cr for Education, Rs 17 cr for Consumer Affairs, Rs 2.46 cr for Vigilance, Rs 7.8 cr for fire protection, Rs 11.91 cr for Jails, Rs 10.66 cr for Home guards, Rs 40.39 cr for Sericulture and Rs 28 cr for Arts and Culture.
During the discussion for the demands L Ibomcha moved economy cut for lack of transparency in recruitment procedure and maladministration in police department . P Brojen and Dr I Ibohalbi moved policy cut for failure to uplift standard of government schools. Th Shyamkumar, Kh Joykisan moved token cut for failure to provide educational facilities in remote areas, control mushrooming of private schools.
Dr I Ibohalbi, L Ibomcha and P Brojen alleged that the BPL AAY schemes were not fully implemented and public distribution system lacks systematic distribution programme.
L Ibomcha said the government has failed to implement Manipur Seri Project phase I financed by Japanese government and hence Phase II is delayed. Oppositions MLAs also said Manipur Library Act is not properly implemented, renowned artists were not given proper recognition.
Later Francis Ngajokpa Minister moved for leave to introduce Manipur Panchayati Raj Seventh Amendment Bill 2012 and Chief Minister O Ibobi Singh introduced Manipur Parliamentary Secretary Bill 2012.

Imphal, July 10 : To ensure access to electricity by all, the Power Department is required to prepare long term/ annual plan for creation of infrastructural facilities for efficient distribution of electricity so as to cover maximum population in the State. Besides the Department is required to upkeep the existing network and expand the distribution network keeping in view new connections and growth in demand.
However CAG observed that the Department did not prepare long term plan and fix any target for additions of substations, high tension lines, low tension lines and transformers; and therefore performance of the department with reference to the targets cannot be assessed in audit. Nevertheless the Department recorded some achievements during the performance audit period.
The Department added 1,013 substations, 895.57 CKM of high tension lines, 973.83 CKM of low tension lines and 83.64 MVA of transformers.
Out of Rs 40.09 crore released by the Government of India during 2006-07, an amount of Rs 15.39 crore (38 per cent) could not be utilized. Further, out of Rs 27.00 crore released under Special Plan Assistance (SPA) during 2010-11, Rs 6.34 crore (23 per cent)
could not be utilized. The Department could not state the reasons for non-utilisation of funds made available to them.
The Ministry of Power sanctioned (October 2004) Rs 133.83 crore for implementation of four APDRP schemes in Manipur and released Rs 40.09 crore till March 2007. It started tendering process in April 2007 after 29 months of the sanction and awarded the works in July 2008 after 14 months of the tender.
The Ministry of Power asked (March 2008) the State Government to expedite the ongoing works for completion by March 2009 and to short close the schemes, the completion of which was not expected within March 2009. Therefore, the works of Rs 49.17 crore in respect of these districts were closed while that of Greater Imphal was continued with the available state plan funds and special plan assistance. Thus, due to delay in tendering and award of works the APDRP scheme of the three districts had to be abandoned.
The Department awarded (July 2008) two contracts to M/S Indo Power Project Ltd., Kolkata on turnkey basis at Rs 104.86 crore for supply of equipment and materials and Rs 16.88 crore for erection with the stipulation to complete the works within nine and 18 months respectively for improvement of Power Distribution system of Greater Imphal (Phase-I) under APDRP under the scheme.
On the recommendations of the Tender Committee, the contractor was paid interest free mobilization advance of Rs 20.76 crore for the supply component. The agreement of the work provided that if the supplies were not be completed within the stipulated period, interest on the amount of outstanding advance would be recoverable at 12 per cent per annum from the date of payment of the advance.Though the supplies were to be completed by March 2009 but it was not completed as of March 2010. An interest Rs 1.22 crore worked out on mobilization advance, was resulting in an undue financial benefit to the contractor .
Records of one division revealed that payment of taxes shall be made to the contractor on the production of original documents of payment of taxes to the Department.
CAG observed that excise duty and central sales tax had been paid as per supply order without production of original documents. As a result, the Department had paid excise duty and central sales tax of Rs 751.68 lakh to the contractor without following the laid down procedure.
The Department purchased 731 Trivector meters (2003) and 730 kiosks (2007) costing respectively Rs 2.72 crore and Rs 1.35 crore. Of these 156 meters and 156 kiosks had been installed as of March 2011 leaving unutilized 575 meters and 574 kiosks valued at Rs 3.20 crore. The excessive purchase without ascertaining immediate requirements had resulted in blockage of funds for years together.

The statement of Union H M is against the article 19 of Indian constitution. In this article, the following restrictions may be imposed on right to freedom of constitution. However, all these freedoms are subject to reasonable restrictions which the state may impose by its law on their exercise by the citizens.the freedom relating movement throughout the territory of India may be restricted in the interest of general public interest or for the protection of the interest of Scheduled Tribes. If the govt. fails to take up any action regarding the implementation of inner line permit system, a new 18th June may come. If the state govt. fails to implement ILP system the govt. should amend ‘Manipur Land Revenue and Land Reforms Act 1960, adds the press released.
The Joint Committee on Inner Line Permit (IPL) System has on Tuesday garnered more support on its demand for implementation of Inner Line Permit (ILP) system in the state with the Meitei Erol Eyek Loinasillon Apunba Manipur (MEELAL) and Independent Season Market joining the
movement.
The Union Ministry of Home Affairs had informed the state government that ILP was a central Act and that the state government was not the authority to decide on it implementation.
Meanwhile, hundreds of school students took out in the streets and attempted to storm the state assembly building pitching up demand for introduction of ILP in Manipur.
Hundreds of students from Ibotonsana Higher Secondary School, Lamlong Higher Secondary School and Ram Lal Paul Higher Secondary School set out marches on the street in three different directions in an attempt to storm the state assembly which is now in session.
However, large number of police arrived at three spots—Dinku Road, Keishampat Thokchom Leikai and Uripok where the three groups of students were marching—and foiled the attempts.

Report of the Comptroller and Auditor General of India (Report No. 2)Performance Review (Civil) Elementary Education (Department of Education (Schools)) Performance audit of Elementary Education covering two schemes/programmes viz. Sarva Shiksha Abhiyan (SSA) and Mid-Day-Meal scheme revealed that SSA was being implemented without proper planning and without carrying out household survey and pre-project activities. There were also short release of fund, delay in release of fund and diversion of fund in implementation of the scheme. The review also revealed that teachers were posted in school with zero enrolment and there were schools where no teacher was posted. Under MDM scheme, despite a trend of low attendance, foodgrains consumption for 100 per cent attendance was reported. Civil works taken up under these schemes suffered from many deficiencies/irregularities due to which there were infrastructure gaps.
Audit of Transactions (Civil)
Irregularities in tender processing by ignoring the lowest bidder, non-maintenance of transparency and lack of strict economy led to a loss ofRs 14.80 lakh. (Minorities and Other Backward Classes Department).
Due to erroneous calculation of rate for piling of bore pile on higher side, the Government suffered a loss ofRs 2.69 crore. (Irrigation and Flood Control Department).
Exemption of interest on mobilization advance paid to a firm engaged in a Sewerage Project led to undue benefit ofRs 52.15 lakh. (Public Health Engineering Department).
Non-recovery of interest of Rs 49 lakh for the advance paid to the firm and non-deduction of security deposit ofRs 94.05 lakh led to violation of terms of Agreement. (Power Department).
Chief Controlling Officer based Audit
Chief Controlling Officer based Audit of Horticulture and Soil Conservation Department Review of the functioning of the Department of Horticulture and Soil Conservation revealed that all the progeny orchards, except Regional Potato Farm, Mao remained non-operational. The overall achievement in area expansion for vegetable and root crops undertaken by the Technology Mission was more than what was targeted during 2006-11. It was also noticed that Rs 48 lakh meant for construction of District Office, Kangpokpi was irregularly drawn on Form number TR 30 without vouchers.
MAGFRUIT factory earned total revenue ofRs 0.90 lakh during 2006-11 after incurring expenditure of Rs 2.39 crore on inputs and pay and allowances of staff indicating lack of viability of the fruit processing unit. Against the All
India average potato production of 6.04 MT to 7.42 MT per acre, the Regional Potato Farm, Mao produced only 1.94 MT to 4.28 MT per acre during 2006-09 indicating poor performance of the farm.
Revenue Receipts
Performance Audit on “Declaration forms in Inter State Trade and Commerce” (Taxation Department) Review on “Declaration forms in Inter State Trade and Commerce” revealed that Taxation Department had no mechanism in place for periodic review of the stock of forms held by it so as to ensure that old,
obsolete, defective or unused forms were either destroyed after obtaining the approval of the competent authority or otherwise secured so as to obviate the possibility of their misuse. The Department did not adopt enforcement measures like blacklisting of the dealers who had been found utilising invalid/fake Declaration forms in the past and circulation of the names of such dealers among various units and States to establish the authenticity of Declaration forms. The information regarding dealers and Declaration
forms issued to the dealers were not uploaded on the TINXSYS website promptly. The Department had not installed any system of either verification of each and every Declaration form submitted by the dealers with the database available in the TINXSYS website before allowing exemption/concession of tax or cross verification of the purchase values shown in the utilisation statement/counterfoil of utilised ‘C’ forms issued to dealers with those in the database in the TINXSYS website while settling/finalising the tax returns. Out of 16 modules developed by the Department, only one module was functional online. The TINXSYS website remained non-functional and inaccessible and statutory forms were not issued online.
Performance Audit on “Computerisation in the Motor Vehicle Department” (Transport Department) Review of “Computerisation in the Motor Vehicle Department” revealed that though computerisation programme of VAHAN and SARATHI for registration of vehicles/driving licenses started in six of the eight DTOs in December 2003 and completed in January 2011 after delays ranging from 12 to 41 months, commercial transport vehicles were not registered in VAHAN and neither was Enforcement Module implemented. Out of a total of 1,06,752 vehicles registered prior to implementation of ‘VAHAN’ software in the DTOs, backlog legacy data entry in respect of 78,000 vehicles i.e. 73 per cent, had been completed. Mandatory fields like address, father’s name and engine number etc. were not captured in VAHAN in absence of validation controls in the software by allowing entry of incomplete records. No sale amount was entered in respect of 1215 personalised four wheeler vehicles purchased after 31 March 2011, resulting in manual collection of tax.

As part of the nationwide protest, members of AITU, Manipur branch took out a rally starting from Irawat Bhawan but they were blocked by police midway at Bt Road.
Later, the AITU, Manipur branch organized a press meet at the Manipur Press Club where L Sotinkumar, secretary of AITU, Manipur branch condemned the police action.
He said the state trade policy has totally failed and as a result of this even “Wangkhei Phee,” the finest Manipuri shawl has been replaced by clothes coming from Moreh town.
Although the state government had recently announced to open Kwairamband markets till 9 pm every day, it has not paid attention towards the meager wages of all the salespersons, Sotinkumar accused.
Citing the big difference in the salaries of the government employees and private employees working in both organized and unorganized sectors, Sotinkumar expressed his desire to expand the MNREGS to urban areas.
The demands of AITU include a special policy for curbing price rise in the country, a ban on recruitment on contract system, a rupees ten thousand monthly salary arrangement for labouers in unorganized sectors, making all the workers of Angawadi, ASHA and Mid-day Meal par with government employees, withdrawal of policy of investment in profit making public sector undertakings, etc.

Three women and another one-year-old girl were wounded in a bomb attack at the residence of a Gram Panchayat Pradhan at Khurai Laishram Leikai, Imphal East last night.
The injured are identified as Rojita, 27, Ashalata, 32 and Hendy, 11 and a one year-old girl. They are now undertaking treatment at Jawaharlal Nehru Institute of Medical Sciences (JNIMS) here. They are stated to be out of danger as they sustained minor injuries in the blast.
Bomb was triggered by suspected militants who came driving a two wheeler in red colour when they threw the bomb at the residence of Gram Panchayat Pradhan Yendrembam Jiten around 9:30 in the evening. The assailants fled the scene after the attack.It is also said that all the injured are relatives of the Pradhan.A local meira paibi (women activists) leader made an appealed through the media that such incident should not be repeated in future and said the concerned organization or individuals involved in the blast should clarify on it.

The response of the public to the camp conducted was enormous and immensely gratifying. The volunteer contribution by the doctors and the technical staff of RIMS made this event a great success. Maximum number of troops of the unit, personnel from all walks of life including NCC Cadets, students, businessmen and Meira Paibis also donated blood. Medical team of 42 Assam Rifles organized a medical camp at Bongyang village on 08 Jul 12.More than 200 patients were diagnosed and provided medicines.Similarly,24 Assam Rifles conducted a lecture on AIDS awareness at Tegnoupal village on 08 Jul 12.A total of 175 villagers attended the event.
