In some countries the processed water is mixed with normal water at the ratio of 40 : 60 and supplied to the masses. Chief Engineer H Sunil said in India it will not be supplied for religious beliefs and other reasons. Hemochandra had a close look of the site which will be completed by March 2013. A team of French experts will be coming around October this year to finalise the project.
Laying of pipes will be carried out to the residential areas and it will become functional soon. The CE said five pumps will be operating at different places and power supply is a much during peak of human normal chores.
The site will be safe as the boundary will be protected from water during rainy season. After the project is initiated other areas will be covered.

Mr. Hemochandra said the Irrigation and Flood control department looks after the river system and forest department has to look after the surrounding areas. The catchment areas should be protected and tree plantation works should be initiated he said. He assured to discuss the matter with Chief Minister O Ibobi Singh so that the works can be taken up jointly with other departments.
H Sunil, CE of the department said the city areas require 101 MLD and the department is able to supply only about 70 MLD (million litre daily).
In the entire country there is no rainfall for about six months and water storage and conservation should be given attention, Mr Sunil said. If the surrounding areas of the water plants were not protected and forestation works taken up water supply cannot works cannot be done properly.
Mr Hemochandra said he will continue to inspect all the water plants in the state and will try to improve water supply throughout the state. A major project has been proposed to make people get safe drinking water and it is awaiting approval from the central government. The state is lucky as there are so many rivers in the state which originate from the state and if the water from the rivers were used properly there would be water crisis he added.

Education reforms demanded

Imphal. Imphal. May 16 (NNN): “The present education scenario in the state of Manipur requires some drastic changes in both the organizational structure as well as the departmental administration”, stated the Democratic Students’ Alliance of Manipur (DESAM).
In a memorandum submitted to the education minister of Manipur, DESAM stated that it will extend its full and unconditional support to the task of reforming and developing education in the state, and requested the education minister to examine and consider the charter of demands enclosed in the memorandum so as to fulfill them within the shortest possible time in the interest of all concerned.
The memorandum stated that addressing all the areas stated in the charter of demands is a time consuming process requiring effort of all stakeholders of school education, and co-operation from DESAM, if required, would be extended without any condition towards achieving the stated objectives.
Saying that re-structuring or re-organizing the department of education initiated lately by the government is welcomed, the students’ body feel that there will be requirement of better/more qualified/dedicated/eligible persons/officers to man the freshly restructured/reorganized set-ups in order to achieve a new education system; and it is therefore right time to identify the right persons for placing at right places.
“While exercises on re-organization of both the department as well as the existing institutions are going on in a holistic manner, we would like to request you to take a closer look on the existing team of officials taking care of the education department and to infuse young blood on the team if the need arises by replacing even the non-performing officials on priority basis in a time bound manner so that as and when the important exercises are completed, full thrust may be given to bring a new order of education in the state with a clear vision following a well laid road-map to achieve the stated targets/goals”, stated the memorandum.
The DESAM appreciates the fact that the state government, from time to time, is continuing to give emphasis to some of the demands submitted earlier by them and even completed some of them which are of utmost public interest; but settlement/finalization of most of their concerns are still pending, said the students’ body while expressing hope that with an enterprising and youthful minister at the helm of affairs, at least some of the pending issues would be taken up on priority basis in the near future.
Stating that the present education scenario in the state requires some drastic changes in both the organizational structure as well as departmental administration, the DESAM felt that the education minister may require to re-constitute a team comprising of committed and efficient officers starting from secretary/commissioner, specially the director and his/her subordinate officers at the directorate level, which will be directly responsible for taking up such an arduous task of streamlining the education department.
Requesting the education minister to take up the special task of forming a new team who will have a clear vision and initiative and drive to carry out its well defined task and responsibilities, DESAM said that full and unconditional support towards the new team will be extended so long as they did not deviate from their well laid and agreed task of reforming and developing education in the state.
The charter of demands included constitution of a holistic commission/committee to look into issues and problems of education to recommend ways and means to achieve a better education system; establishment of Manipur Education Services for recruitment of young and competent officials who will be well equipped to handle the various problems in the educational administration in the state; re-examination and re-designation of units/offices of the education department in the light of certain new developments like District Council Amendment Rules 2008; re-organization of schools and rationalization process concerning posting of employees; regularization of promotion; amendment of recruitment rules; control over private schools; orientation/training of teachers at regular intervals; introduction of Meetei Mayek in schools; preparation of a detailed database in respect of the employees of the department; streamlining the SCERT and establishment of Text Book Board; and ensuring the health of school students.

Imphal, May 15 : The Directorate of Information and Public Relations, Government of Manipur is the lone body for government publicity and public relations. The department highlights the achievement and development of the Government and is also responsible for the dissemination of information of public interest. It also relates the Government of the grievances of the public said a source.
But for a very important department the Directorate presents a reality which is very grim. It has been brought forth about the pending works that remain in the construction work of the new building of the department after it has been shifted from its previous office adjacent to the Chief Minster’s bungalow. The importance of the Department and its functional existence seemed to be sidelined as its construction could not capture the priority list as new building structures mushroom up in the corners of the city. Now, the DIPR, Imphal bore a shabby make-shift shelter inside the campus of Manipur State Road Transport Corporation, Moirangkhom. The department offered a despicable picture right as one enters the gate with the broken display board. Looking up for the official website of the Department goes in vain which is quite loathing in this technologically revolutionalised generation.
The Directorate of Information which is purportedly well established with its offices at the headquarters of all the nine districts with t>ne District Information Officer each, functions without sufficient staffs. Many employees have retired on superannuation and the vacancies are not filled yet. Service extension of employees on contract basis are not renewed which also hampers the working of the department at large. Without proper manpower the Department has been unable to bridge the gap between the public and the Government.
Attention of the authority may be drawn to look into this matter and revive the Department’s role officiated at the best interest of the people of Manipur.

Imphal. May 14 NNN : A 48 hour bandh would be launched in Manipur on May 24 and May 25 if the concerned authority does not distribute the post matric scholarship 2010 – 2011 of scheduled castes students of Manipur by May 22.
This was stated by the secretary of representative of Lois and members of post matric scholarship affected guardian committee,
Mayanglambam Manglem Singh in a press meet at Manipur Press Club today.
The post matric scholarship of scheduled caste students of the state of Manipur is totally sponsored by the union ministry of social justice and empowerment and is distributed annually to scheduled caste students studying in various fields and trade, said Manglem.
But distribution of the scholarship has been stopped from the year 2010 and it is not known whether the fund meant for paying the scholarship of students has been misused by the state government, added Manglem.
The United Lois Students’ Union Manipur had already submitted a memorandum to the then minister of backward classes and scheduled castes on December 13, 2011 regarding the distribution of the post matric scholarship, and more recently the representatives of Lois, Kakching had also submitted a reminder to the chief minister of the state on April 3 this year.
Finally on May 13, an ultimatum had been submitted to the chief minister of Manipur requesting him to issue necessary orders to distribute the post matric scholarship of the scheduled caste students within May 22, failing which a 48 hour general strike in Manipur would launched on May 24 and 25, said M. Manglem.
If the general strike fails to get the attention of the government regarding the post matric scholarship of scheduled caste students, several other forms of agitations have been lined up by the students, said Manglem.

Imphal. May 14 NNN: “The government of India will be held responsible if the Kuki militants who have signed suspension of operation (SoO) agreement with the government go back to insurgency”, said a protestor on Monday in Churachandpur demanding Kuki State.
On the second day of the 72 hour bandh called by the Kuki State Demand Committee (KSDC), normal life in Kuki dominated areas of Manipur was completely paralyzed, though there was no visible effect of the general strike in Imphal.
Windshields of two Tata Magic and one Alto car were smashed by supporters of the general strike at Churachandpur town, a Kuki dominated area and tyres were burnt on National Highway 150 (Tiddim road) to stop vehicular movement along this road.
International border town Moreh is reported to have a deserted look on the second day of the general strike and no vehicles could be seen plying on National Highway 102 (Imphal – Moreh road).
All types of educational institutions, markets, business establishments, shops, were closed down in Kuki dominated areas.
Inter-state passenger buses, and trucks carrying various types of goods coming to Manipur are stranded at Senapati and Jiribam, said police source.
Jampao Lungdim, a supporter of the general strike said that the government of India do not want to give a chance to the Kuki people for a peaceful political talk to their demand of a Kuki state and so they have been left without any other choice except to protest, though they did not want to disturb the normal life of innocent people in the state.
It may be mentioned that the general strike began from 6 pm of May 12 and will end at 6 pm on May 15, from which the economic blockade will start till 6 pm of May 19 demanding a Kuki State.

The union minister of state for defense reached Imphal today around 9 am and, accompanied by the chief minister and the home minister of Manipur, inspected the progress of work along the Imphal – Silchar road which is under the maintenance of the Border Road Organization (BRO).
Around 50 km of the highway from Imphal to Noney was done by road and then the union minister visited Tamenglong by a helicopter.

MNS: Apropos to the news article title “Families of slain militants allege fake encounter “ published in this paper it was stated that three hardcore militants killed in an encounter with Assam Rifles troops on 09 May 12 belong to UG group which has been active in the area of Maphou Dam and is involved in extortion with an intent of derailing the development process. The militants killed were heavily armed and in uniform.
Assam Rifles has always believed in homecoming of misguided youth and it has been an earnest endeavour to encourage fellow countrymen to shun path of violence and join the mainstream. It is due to vested interests of few individuals with narrow agenda, hampering peace and development process in the State, who propagate violence and are making all endeavours to discourage growing defections amongst their rank and file. It shows the frustration among different UG groups whose cadres are joining the main stream through homecoming ceremony. The initiative by Assam Rifles with excellent incentives from the State government has led by 190 surrenders to Inspector General Assam Rifles (South) since September 2011, which aptly displays the humane and people friendly attitude of Assam Rifles. The entire fraternity of Assam Rifles always encouraged surrenders and have been regularly approaching the Village Elders and parents of misguided youth to persuade them to stop gun culture. While a number of well wishers have been able to come forward and facilitate home coming of misguided youth some have been evading the issue. As the three deceased, rather than joining the mainstream created their own breakaway faction to disrupt peace and tranquility in the region. It is reiterated that all misguided youth who want to give up arms should not be discouraged by false propaganda.

Senapati, May 10 NNN: The Naga Peoples Movement for Human Rights (NPMHR-South sector) said it is deeply concerned with the involvement of Manipur police commandos from Lamlai police station saying that the security personnel overstepped their jurisdiction and came to Chadong village arrest individuals involved in an altercation that took place in the village on May 8 evening.
It can be noted that there was an intense inter-village feud over the alleged distribution of compensation money related to Maphou Dam project.
On Thursday, the Naga rights body said a confrontation in this regard broke out between the Manipur police commandos and some women from the village. “When more villagers gathered, the commandos fled taking along with them one Benjamin Kashung who was not involved in the quarrel,” the NPMHR-South sector said while adding, “It is not the first time that Manipur state forces have been used by party in disputes. There have been instances of the Assam Rifles, Manipur police commandos, and Manipur Police acting as referees and interfering in the functioning and administrative processes of the village in the past”.
NPMHR appealed to the people of Chadong to maintain peace and not let some individuals with vested interests to further their own agenda and destroy the social fabric of the village. Any dispute should be resolved at the village level as resorting to police forces will only worsen the situation, the rights body asserted.
