Imphal, May 3: D.S. Poonia, Chief Secretary, Government of Manipur, inaugurated the e-governance consultative workshop, “Citizen Centric e-Government”, at Classic Hotel, here today. Delivering the inaugural address, Sh. Poonia announced that by August this year the government will offer online 42 government-to-citizen (G2C) services through the state portal.
He also said that the Department of Information Technology will soon be providing specific email IDs to all the state officials, after the complete mapping of the domain names, which is in final stage of implementation. Three years ago the core projects under the National e-Governance Plan (NeGP) — the Common Services Centre (CSC), State Wide rea Network (SWAN), State Data Centre (SDC) and State Service Delivery Gateway (SSDG) — were mostly under approval stages, Manipur has now become the first state in the country to successfully implement all the four projects. Before 2009, the Information Technology (IT) Department was part of the Science and Technology Department.
Poonia also elaborated on the district e-governance societies formed under the plan for speeding up the implementation of e-governance at the district level, saying, “The societies have been formed and they are very active in the state. Recently, we issued Rs 9 lakh to each district team for promotion, publicity and awareness on NeGP.”
Elaborating on the state government’s plans to capitalise on the State’s IT capability and convert Manipur into an IT hub, Sh Poonia said that the government has planned to create an IT special economic zone (SEZ) and has chosen Accenture as consultant to achieve its goal. Accenture is currently making the detailed project report (DPR) on the same.
Noting some issues in NeGP implementation, he pointed at the “lack of clarity” in funding received from the Department of Electronics and Information Technology (DEITY), Government of India, and said that it is being done in bits and pieces in a few cases. He pointed out that the IT professionals recruited as part of the State e-Mission Team (SeMT), by the Central Government are perceived as outsiders in the State Government and that they do not gel in the Government set-up. “This issue could be resolved, if selection is done here locally, with DEITY participating as one of the stakeholders in the recruitment process,” he recommended.
While delivering her address, Rita Teaotia, Additional Secretary (e-Governance), DEITY, said that NeGP has been evolving all these years. With states becoming more advanced in IT, now much of the implementation has to go back to the states, she said.
She said that while the core infrastructure under the plan would be largely in place by the end of 2012, the Department would now focus on the availability of services, which would be measured through the number of transactions, quality and customer satisfaction.
Manipur has operationalised all four components. She, however, said that though Manipur ranks high in operationalising these four components, it ranks low in their usage and urged the state to work in this direction.
Elaborating on the future roadmap, she said that the focus in future would be on resolving the critical issues and gaps in implementation of the four major infrastructure components, promoting and monitoring effective utilisation of the created infrastructure, focusing on services across the counter, and mobile delivery through 166 number. She said that e-district will be scaled to cover additional 100 districts, across the country.
A human resource plan for e-governance, being prepared by a committee headed by UIDAI chairman
Nandan Nilekani, and capacity-building, would be other major focus areas in the near future, she said.
Highlighting the challenges faced by the state CSCs, Sh. S Birendra Singh, Special Secretary, Department of Information Technology, Government of Manipur, said that lack of power and connectivity are a few major issues which may scuttle the realisation of the project’s objective.

The arrested were identified as Kharibam Jotin alias Tangba (20) Kongba, Lt. Anthang Anal alias Samuel (48) Robolot village. One point 32 revolver, two rounds, one Nokia mobile handset were seized from the possessions of Tangba.
On 02 May 12, 22 Assam Rifles under aegis of Red Shield Division apprehended two persons involved in assembling and sale of Improvised Explosive Devices (IEDs) from vill Alipur, Banskandi, Cachar (Assam). The individuals have been identified as Abul Hussain (aged 39 years), s/o Late Imamuddin and Abul Ali (aged 37 years), s/o Late Imamuddin both r/o village Alipur Basti, Banskandi, Cachar (Assam). Eight IEDs have also been recovered from the individuals. The individuals alongwith recoveries have been handed over to PS, Banskandi.
Troops of Senapati Brigade under the Red Shield Division carried out an operation in the general area Kalapahar and Gopibung of Senapati District and apprehended four KRF cadres identified as Boichung Bhutia (age 26 yrs), s/o Daochung Bhutia, r/o Kangpokpi, Senapati District; Kaisha Guite (age 50 yrs), s/o Dhongsai Guite, r/o Changoubung, Senapati District; Jangam Singsat (age 26 years) s/o Henchiong Singsat, r/o Kanpokpi, Senapati District and Hangjoulal (age 31 years), s/o Haojang, r/o Saikul, Senapati District.
One lathode launcher alongwith 04 live lathode bombs, one pt 22mm rifle, one 7.65mm Pistol alongwith one magazine and two live rounds were also recovered from the apprehended cadres. The cadres alongwith the recovered arms and ammunition were handed over to PS Imphal West.

“We denounce the Government of India for pushing the construction of the proposed 1500 MW Tipaimukh Multipurpose Hydroelectric Project (HEP) across Barak River in Manipur. and within 100km of Bangladesh border. All of the five public hearings on the project held between 2004 and 2008 have ignored the voices of the indigenous Hmar and Zeliangrong communities violating their right to participate in the decision-making processes and the right to their Free, Prior and Informed Consent (FPIC),” remarked Fathima Burnad, APC Chairperson and concurrent leader of the Tamil Nadu Women’s Forum (TNWF).
“The construction of the dam when completed would bring about a major disaster for Bangladesh, virtually drying up the Surma and the Kushiara Rivers in winter season, which water most of the North-Eastern regions of Bangladesh. The dam would hit the people badly,” according to Badrul Alam, APC Vice-chairperson for External Affairs and President of the Bangladesh Krishok Federation (BKF).
Burnad stressed that, “A large number of Zeliangrong and Hmar people in India will be displaced permanently with the submergence of about 311 sq. KM covering 90 villages, affecting an area of nearly 2000 sq. KM.”
Both leaders said, “The project has put at stake the rights of the affected communities to their lands, territories and resources, including their livelihood, traditional knowledge, cultural values and identity.”
Both leaders added that, “ the construction work of the Tipaimukh Dam was postponed in March 2007 due to protests from different parts of Bangladesh and India. We can do it again! Let us intensify our action against the construction of Tipaimukh Dam.”The APC calls on the Government of India and the Government of Manipur to fulfill its demands.
1. Revoke the Memorandum of Understanding (MoU) between the Government of Manipur in India and National Hydroelectric Power Corporation (NHPC) and SatlujJalVidyut Nigam Limited (SJVNL);
2. Fully adhere to the recommendations of the World Commission of Dams and UNDRIP – particularly regarding FPIC – before proceeding with the dam;
3. Conduct holistic Impact Assessment, such as on the socio-economic, environmental, cultural, health and human rights impacts due to the proposed Tipaimukh Dam, oil and petroleum exploration in
the Barak River Basin in Manipur , Mizoram, Assam and Bangladesh with due participation of all affected peoples; and
4. Stop all forms of development aggressions and militarization.

Imphal. May 2NNN : The cabinet meeting under the chairmanship of chief minister O Ibobi Singh has agreed to pass an Act for Manipur Parliamentary Secretaries (salary allowance and the matureness) ordinance 2012 in a meeting on Wednesday.
In a cabinet meeting held today it has resolved to give its approval for Manipur Parliamentary Secretary (salary allowance and matureness) Cordinance Act 2012, at the earliest taking into consideration the urgency of the Act, said a cabinet minister after the meeting which was chaired by the chief minister O. Ibobi Singh.
Parliamentary secretaries are appointed in all the North East states and so the Act needs to to be passed for all the states, said the minister. The cabinet meeting also resolved to send an officer not below the rank of a superintendent of police to Karnataka to take a full report of the case regarding the alleged murder of Loitam Richard, a second semester student of the Acharya NRV School of Architecture in Bangalore who was found dead on his hostel bed on the afternoon of April 18, after reportedly being beaten up by some of the students of the hostel after a fight over a trivial matter.

The apprehendee was identified as No 1329 SS Lt Raj Kumar Moirengthem alias Gojen, 41 yrs, s/o Late Moirengthem Mangijao,r/o Kakching Wairi Leisangthem Pareng,Thoubal district. One 9 mm Pistol with magazine and three 9mm live rounds was recovered from the apprehendee who alongwith recovery was handed over to Kakching Police station.
In yet another incident,troops of 28 Assam Rifles and 43 Assam Rifles HQ IGAR (South) launched joint operation in Naharup and apprehended one PREPAK OGW on 01 May 2012. Imphal, April 30 NNN : The spate of kidnappings, abductions and disappearance of teenage boys from different parts of Manipur and also the crimes committed against women, and the brutal murder of a Manipuri student in Karnataka have left everyone speculating as to where all of these crimes are leading to.
One thing is sure; if the government is not sensitive to the aspiration and the pulse of the people, the trouble is going to escalate in the state and the climax is not something one would like to witness.
It is speculated and suspected by many that the hands of underground outfits are involved in the kidnappings and abductions of young boys for the purpose of recruitment to their outfits and/or monetary demands. But there has been no clear proof or evidence to confirm this theory so far. The kidnapping and abductions of children have been observed from time to time in the state in the past
too. But sadly there has been no concrete step from the side of the government to investigate into the matter and find out the real reason/culprits, which has led one to believe that the police department lacks the expertise and will to probe into the crime affecting the society of the land. Isn’t there a crime branch in the Manipur police department which looks into such crimes occurring in the state? Or, perhaps, nobody is interested because such investigations are not lucrative. Maybe it is because of such attitude from the side of the government who is supposed to look after the safety and welfare of the people, not being responsive and sincere that people appeal to those “concerned” to help them out whenever there is a problem which is out of their power of fighting.
The disappearance of young boys started to re-occur on April 7 with the disappearance of three boys from Sairemkhul under Lamsang police station of Imphal West district. The three boys have been reportedly missing since they had gone out from their homes to watch a football match in the neighboring village at about 11:00 A.M. of April 7.
Fortunately, the three boys from Sairem village have been found by their families from Moreh town, near the Indo-Burma border and they have been brought home safely after about 20 days.
Besides these three boys, another two boys from the same village have also been reportedly missing since April 11.
A woman from the same village was arrested on April 20 who had reportedly admitted that she was working for an outlawed organization in recruiting young boys to work for the organization.
Another case of disappearance of young boys has been reported on April 21 in which a student of Don Bosco high school, Chingmeirong, Imphal West district has gone missing after school hours. The boy, Takhellambam Rahul, was staying in the hostel of the school and his disappearance was realized only after his roommates reported that he was missing.
It has come to light that the abduction of Rahul is connected to a monetary demand made by an outlawed organization to the school authority in which Rahul was studying.
This abduction of a school student by an outlawed organization has been strongly condemned by student organizations in the state as well as the people from different parts of the state.
The latest case of abduction has been reported on April 24 in which a young boy was kidnapped and held captive in a van for about 3 hours before being released.
Adding to the crimes committed against women, a woman, Jangthailiu Kamei was abducted and gang raped by four persons on March 22, while another woman, Premila was called out from her home and burnt beyond recognition at a secluded hill top.
The culprits involved in the rape of Jangthailiu Kamei have been arrested but they have not yet been tried for their crimes.
The latest crime which has shocked the people of Manipur is the murder of Richard Loitam, a second
semester student of the Acharya NRV School of Architecture at Soladevanahalli, Karnataka. Friends and family of Richard are saying that the death of Richard is the result of being brutally assaulted on the night of April 17 by some of the students of the hostel where Rahul was staying.
There have been sit-in protests in Imphal demanding appropriate punishment to the murderers of Richard, and protests are also being held at Bangalore and Delhi.
In connection with all these cases, the response of the state government has been found to be inadequate by the people of Manipur. The government may have been engrossed with the expansion of the ministry
for the last few weeks, but now that the expansion of the minister is over, it is high time that the government pay serious attention to these recent crimes and book the culprits quickly before the situation develops into something none of us would like to witness. A stitch in time saves nine.

According to unconfirmed source, Rahul was about to board an auto rickshaw when two of his seniors spotted him and reported to elders of the area who in turn took the student to Chandel police station.
Till the time of the filing of this story, it was learned that parents along with the JAC members of the missing student had rushed to Chandel to fetch Rahul.
Takhellambam Rahul was reportedly abducted by a faction of KCP for a ransom.
Meanwhile, earlier in the day, many students organisations have threatened to lock up government offices of different departments from May 8, if the state government does not take up appropriate steps timely to book the culprits of the murder of Richard Loitam and the kidnappers of Takhellambam Rahul.
This was stated in a joint press meet of All Manipur Students Union (AMSU), Democratc Students Alliance of Manipur (DESAM), Manipur Students Federation (MSF), Kangleipak Students Association (KSA), Students Welfare Association of Kangleipak (SWAK), and Students Union of Kangleipak (SUK) by the president of AMSU, Th. Suresh at AMSU head office, D.M.College campus, Imphal.
The students’ organizations accused the government of Manipur of not pressing the Karnataka government to take up quick and suitable steps to book the culprits involved in the death of Richard Loitam, who was a student of Architecture studying in the Acharya NRV School of Architecture, Bangalore.
Richard reportedly died on April 18 after being brutally beaten up on the night before his death by some of the students of the hostel in which Richard was staying over an insignificant matter. There has been no arrest made so far in connection with the death of the Manipuri student, as Karnataka police is claiming that the death of Richard is due to injuries received in an accident a few days ago by the victim.
The government of Manipur has also been accused of not making necessary effort to track down Takhellambam Rahul, a student of Don Bosco School, Chingmeirong, who had gone missing since April 21.
The six students’ organization will launch a series of agitation, starting with a sit-in protest on May 4 by school students in all the districts of Manipur, and a human chain will be made the next day on May 5 to demand prompt steps from the government of Manipur to solve the problems, stated the president of AMSU.
A mass students’ rally will be organized on May 7, and if no positive response is visible from the side of the state government till then, the six students” organizations will start locking up offices of the government in the state, added Th. Suresh.
The general secretary of DESAM, A. Thoithoi said that the state government has totally failed in addressing the problems and grievances of the students. He added that the kidnapping of Rahul and demanding of ransom for his release is a terrorist act which should be condemned by all, and appealed to all the students and civil societies of the state to support the agitation of the students’ organizations.
Now that the people know that Kangleipak Communist Party (Ningomba), an armed outlawed organization of Manipur, is responsible for the kidnapping of Rahul, the people of Manipur should boycott them and declare them as a terrorist gang, said Thoithoi.

Imphal, Apr 30: A total of 103 cadres of various underground groups surrendered with arms and ammunitions before Manipur Chief Minister Shri O. Ibobi Singh today.
In a surrender ceremony held at HQ IGAR (South) at Mantripukhri Imphal today, the 103 cadres (UNLF 22, PULF 20, KYKL 9, PREPAK 14, KNLF 8, KCP 10, PLA 9, UNPC 4, NSCN (IM) 2, NSCN (K) 1, UPPK 1, KRPA 1, KRF 2) laid down their arms and decided to return to the main stream.
Altogether 103 numbers of weapons including AK-47s, M-16s, Carbines and pistols were surrendered.
Speaking at the occasion, Chief Minister O. Ibobi Singh said, it is extremely unfortunate that many young people have felt compelled to take up arms while society needed them as builders of the nation. The younger generation has been disappointed due to lack of job opportunities and other avenues. These young people have chosen the path of violence out of compulsion than a choice, he added.
While several armed groups have been in peace dialogue with the government, many of the armed groups still choose to remain silent, the Chief Minister said.
Citing that the peaceful democratic movement of Aung San Suu Kyi has met a great success in Myanmar, the Chief Minister said that the wave of democracy has been getting stronger and stronger across the world. People world over have shown growing desire for freedom, democracy and peace. Non-democratic regimes and movements are now symbols of backwardness, he added.
The Chief Minister reiterated that peace and development go hand in hand and peace is rather a pre-requisite for development. Those perpetrating and advocating violence are the biggest hindrance to the path of development. The nations that have embraced progressive ideas are the ones that have developed rapidly, he further said.
He further said that Manipur has a huge social wealth in terms of its population of younger age-group having tremendous potential. But unfortunately we have not been able to harness it, he added.
“My government has remained committed to the cause of peace and development of Manipur,” the Chief Minister said and added that it would focus on certain crucial sectors of public interest like electricity, road infrastructure and water supply and appealed to the people for their support and cooperation.
The Chief Minister lauded the IGAR (South) and his troops for their commendable job in bringing back various UG outfits to the main stream of the society.
The event was one of the largest surrender ceremonies by UGs in the history of Manipur. It is evident from such large numbers of surrenders that the people of the state abhor violence and are desirous of leading a peaceful and prosperous life. While Manipur has been facing the scourge of terrorism for the past several decades, it is the general public who are bearing the burnt of problems due to the presence of such militant outfits who indulge in senseless killings, extortion and anti social activities.
The endless efforts made by Assam Rifles to get misled youths back to mainstream with the support of State govt has shown a remarkable impact in present improved security situation of Manipur state. Conduct of fair and smooth Assembly election in recent past coupled with spurt in surrenders as signified by the second such ceremony in Mantripukhri, is a pointer to fast pace of return of normalcy and disenchantment of the youth with violence. It is believed that this Home coming ceremony would have far reaching implications leading to chartering a new course of peace, prosperity, harmony and would sound death nail of the insurgency.
The militants and specially their family members who were carried away by emotions conveyed their sincere thanks to Assam Rifles for guiding them towards the right path and giving them the opportunity to join the main stream.
Home Minister Shri Gaikhangam, Chief Secretary, Manipur Shri DS Poonia, DGP Manipur Shri R. Baral, Major General U.K. Gurung, IGAR (South) and Jawans of Assam Rifles were also present during the surrender ceremony.

The second swearing in ceremony of the Ibobi government began at 4 pm at the Raj Bhawan banquet hall. I Hemochandra, former Speaker, K Govindas, M Okendro, Ngamthang Haokip, Francis Ngajokpa, Dr Kh Ratan, Ak Mirabai and Md Abdul Nasir were administered oath of office and secrecy by the Governor Gurbhachan Jagat.
All the newly inducted ministers are fresh faces in the Ibobi government and were not ministers in the last government. This is the third government led by O Ibobi Singh. Ak Mirabai a woman Congress MLA from Patsoi AC and Md Abdul Nasir from Lilong AC were elected for the first time and became minister for the first time. Dr Kh Ratan was elected for the second time from Mayang Imphal AC and became a minister for the first time. The other five ministers inducted today had earlier served as Cabinet ministers earlier.
O Ibobi Singh, Chief Minister, Congress president and Home Minister Gaikhangam, Congress ministers, MLAs, officials attended the function. Ibobi said the ministerial berths were given after giving lots of thoughts and considering their seniority and area they represented.
The main focus of the present government will be power, communications and health sector he said and full thrust will be given on these three aspects.
After the declarations of the Assembly results on March 6 last in which Congress got 41 seats in the 60 member House, Mr. Ibobi had taken oath as Chief Minister on March 14 and three senior members were inducted as Cabinet ministers on March 17. Congress President Gaikhangam was inducted as Home Minister, Debendra as Forest and Environment Minister and Phungzathang Tonsing as Health Minister.
Those elected and denied ministerial berths were Y Erabot, N Biren, K Ranjit, TN Haokip, N Loken.
Three other former minister, DD Thaisii, Md Alauddin and L Jayentakumar were not elected. The Chief Minister said there is possibility of rotating the ministerial berth and this time it will be different from the previous ministry.
Some of the MLAs who were denied ministerial berths were absent however TN Haokip and K Ranjit were present in the function.

April 28 NNN: “Myanmar will have to draw lessons from neighboring India and realize that inclusive co-option of ethnic minorities by turning them into the stakeholders of the Union is the road to a future strong and stable Myanmar”, stated Subir Bhaumik, well-known journalist and editor of the Seven Sisters Post, presenting a paper “Burma’s by-election : whither reconciliation” at the National Seminar on India-Myanmar-China Relations, organized by Centre for Myanmar Studies (CMYS), Manipur University, Imphal.
On the second day of the seminar which started from April 27 and which will come to an end on April 30, there were 4 academic sessions in which 21 papers were presented by learned scholars and resource persons.
In the Academic Session I A : India-Myanmar-China relations and implications, moderated by professor N Joykumar, Tenshubam Hemo Singh focused on the triangular relations of India-Myanmar-China from the political and military perspectives in his paper “China’s relations with India and Myanmar in the region”. Udai Bhanu Singh’s paper “Prospects for Myanmar-China Relations in the transitional phase” throws light on how China has sought to exercise effective diplomatic pressure on Myanmar at both bilateral and multilateral levels, and the interesting developments unfolding before our eyes with the opening up of Myanmar currently in progress. The paper “China-Myanmar relations and its implications for India” presented by Puyam Rakesh Singh notes that the partnership of China and Myanmar which took a turn since 1989, when both the countries began facing western economic sanctions and isolation, have wider implications for India thereby creating a shift in India’s policy towards Myanmar since early 1990s, beginning with economic interests in its eastern and southeastern Asian neighbors, ‘Look East Policy’ being reflective of India’s wider strategic interests and other security concerns affecting the country especially in the Northeast. C Mathew Kamei and Hidam Ajit Meetei in their paper “China-Myanmar relations and its implications on India” states that the geo-strategic China-Myanmar relations has strong implications on India and it will pose a threat to India through increase in small arms trade, drug trafficking and refugee menace and increase activities of insurgents.
In the Academic Session I B : Myanmar and her recent developments, moderated by professor E Bijoykumar, the paper “India vis-à-vis China : comparing and contrasting the development trajectories of India and China”, by Chinglen Maisnam (Bobo) attempts to present how India and China, two emerging Asian powers, as immediate neighbors but vying with each other for stronger hold in Myanmar, help the country in the political transition process. Subir Bhaumik’s paper “Burma’s by-election : whither reconciliation” states that the sweeping by-poll victories of the National League for Democracy (NLD) in Myanmar has opened a new vista for ethnic reconciliation and democracy in Burma and India must assist in the process.

arms and join the democratic process, it will begin a game-changer process that could turn the militarized

penetrate to register its economic presence and rebel groups from northeast India will be faced with a
loss of sanctuaries and a raison d’etre for continuing their own struggles”. Dr. Tint Swe presenting his
paper “Aung San Suu Kyi and new Burma” stated that there should not be any more hegemony in new
Burma, where the presence of the West will be welcome, but reasonable adjustment cannot be done
without Aung San Suu Kyi. He added that the “Look East Policy” which was agreed with the military junta
should have to be amended in order to make it realistic.
In the Academic Session II A : Regional perspectives of India-Myanmar-China relations, moderated by
professor K Saratchandra, 5 papers were presented and in the Academic Session II B : North East India in
the web of India-Myanmar-China, moderated by professor E Bijoykumar, 6 papers were presented.
Around 20 papers will be presented tomorrow in 4 sessions, which touch on wide ranging topics like
insurgency, border trade and social and cultural backgrounds.

New Delhi, Apr 28: Today in Parliament our MP Dr Thokchom Meinya has introduced a Private Member Bill in order to protect and preserve the territorial integrity of the State of Manipur for all time to come. This constitutional amendment Bill contemplates insertion of a new Article 371 CA in the Constitution of India as a special provision for Manipur. According to this constitutional amendment Bill the Article 3 of the Constitution of India shall not apply to the State of Manipur; that means Centre’s power and authority to change the boundary of any State of the Union under Article 3 shall not exist in the case of the State of Manipur. The new Article 371 CA envisages complete protection and preservation of the geographical
area of the State of Manipur which existed at the time of its merger with the Indian Union in 1949.
STATEMENT OF OBJECTS AND REASONS
Manipur has been recognized as a political entity having a geographical boundary, a demographic identity and a long glorious history and tradition.
Manipur has a long history of monarchy for more than two thousand years. Since the coronation of King Pakhangba in circa 36 AD, it has been a stable monarchy hardly interrupted by any outsider or invader. In its long history, Manipur was occupied only twice by the external forces. First the Burmese occupied Manipur for seven years (1819 – 1825) and later by the Britishers (1891 – ¬1947). Then Manipur remained an independent princely state in between 1947 to 1949 till it merged with the Union of India.
The merger agreement was signed between the Government of India and the then Maharaja of Manipur on 21st September 1949, which came into force w. e. f. 15th October 1949. The territorial area of Manipur which existed at the time of merger must be respected and made sacrosanct and preserved.
In ancient period the land of Manipur was inhabited by few ethnic groups. In course of time the demographic complexion has changed and now the population of Manipur comprises of various communities and ethnic groups. Despite sporadic instances of feuds and clashes among and between the communities and ethnic groups, the spirit of peaceful co-existence still exists among the people of Manipur. The fact remains that Manipur belongs to the people of Manipur.
This political entity called Manipur must be protected and safeguarded in the interest of the people of Manipur.
For about three years from 1947 to 1949 the princely State of Manipur remained a buffer-state between India and Burma (Myanmar). Ultimately, Manipur joined the Union of India on 15th October 1949 and at that time the geographical area of Manipur was about 22, 327 sq. km. The sanctity of this geographical area of Manipur which existed at the time of merger with the Union of India must be given a constitutional protection and safeguard.
A series of resolutions had been adopted by the Manipur Legislative Assembly for protection of the territorial integrity of Manipur, the latest being the one adopted on June 12, 2002 (Annexure II).
Hence this Bill.

Tourism Commissioner, KK Chetry flagged off the attempt and the 15 volunteers of Innovative youth society initiative started preparing the salad. Hundreds of people and media were present in the record attempt and was videotaped . The video will be sent for entry in the world record books. The visitors ate the salad after the event was over.
According to the organisers the initiative was to make food festival popular.

Imphal, Apr 27: An Awareness programme on Library sponsored by the State Central Library organized by the Development Programme for Rural Community (DPRC) was held at Hamai English High School, Tamei in Tamenglong District on last Sunday.
The function attended by about 400 persons was graced by Awangbou Newmai Ex-MLA and Tampakleima Devi Chief Librarian, State Central Library, Govt. of Manipur as the Chief Guest and President respectively.
Other functions were also organized by the same organizers under the sponsorship of Manipur State Labour Department. One such function was held at Katang Beukam Village located at Nagaland-Manipur border area. The function attended by about 300 persons discussed about the “Eradication of Child Labour and Bonded Labour” to make awareness about the labour problem in the area and its solutions.
The same awareness programme on the problem of Llbour and solution thereof was also held at Tamei on last Sunday which was attended by about 400 persons.
The function at Tamei was graced by Awangbou Newmai Ex-MLA as the Chief Guest.

Imphal, Apr 27: Three cadres of PREPAK (Pro) who was involved in the blasting of bombs at the residence of Dr. Modhubala on April 24 were arrested by police.
Police arrested two persons while conducting searching operation at Khurai area last night and nabbed two persons who were identified as Heigrujam Kiran Meitei alias Kirankumar (33) Khurai Ningthoubung Leikai, Ningthoujam Sana Meitei Moirangkampu Khewa Bazar.
Police seized demand letters, two hand grenades, one scooter and one Nokia handset from the possession of the duo.
During follow up action, police also arrested one Haobijam Noren Meitei alias Ibomcha (37) Thanga Karang. Two hand grenades and one Nokia handset were seized from his possession. He was arrested from Khurai Thingom Leikai.
During preliminary investigation, they were involved in the hurling of bomb at the residence of Dr. Modhubal of Lamphel.
Discovering the movement of UG cadres in Nangbrang, troops of 28 Assam Rifles of 9 Sector and 42 Assam Rifles of 26 Sector launched joint operation in the area and apprehended one RPF cadre on 27 Apr 2012. The apprehendee was identified as SS Cpl PH Amarjit Singh alias Priyo Kumar , r/o Moirangthem Laijbam Leikai and he was handed over to Yairipok Police station.
Troops of 33 Assam Rifles under Red Shield Division, launched a special search operation in Sagang Bazar area in the morning of 27 Apr 2012 and apprehended one terrorist of UTLF group, namely Satkholen Khongsal, (age 26 years), r/o village Khomunnom, near IT road, Kangpokpi Ward No 12, Dist Senapati. On questioning, it was discerned that he is a hardcore cadre of UTLF group and was actively involved in tax collection, extortion and financial transactions for the outfit from Sagang area. The cadre has been handed over to PS Kumbi.

Imphal, Apr 27: Discovering the Processing of drugs in Moijing , troops of 28 Assam Rifles of 9 Sector under HQ IGAR(South) alongwith representative of Narcotic control Bureau and AIM carried out raid in a makeshift heroin processing laboratory at Moijing and recovered banned drugs and processing material on 26 Apr 12. Eight kgs of Opium,62 kgs of Lime stone Opium cake,41 tins of Lime stone, one kg of Ammonium chloride, One Processing machine, one pressing iron machine, three pairs of glows and one nose mask were recovered from the spot. The recoveries were handed over to Narcotic Control Bureau, Imphal.
In yet another incident, troops of 28 Assam Rifles of 9 Sector under HQ IGAR(South) launched operation at Lilong Turel Ahenbi and apprehended two drug peddlers alongwith 21,000 Nos of banned Pseudoephedrine tablets from a Tata Safari vehicle Regd No.MN 04A-7444 on 27 Apr 12.The apprehendees were identified as Ayub Khan,36 yrs,s/o Late Karimuddin,r/o Lilong Mayai Leikai and Amzad Khan,28 yrs, s/o Late Jaimuddin,r/o Lilong Haorebi Makha Lekai. Both the apprehendees alongwith recovery were handed over to Lilong Police station.
Similarly, troops of 24 Assam Rifles of 26 Sector under HQ IGAR(South) launched operation at Tegnoupal and apprehended one drug peddler alongwith 8 kgs (86,400 Nos) of banned Bromhexine tablet,8 mg from a Maruti van Regd No. MN 04-7490 on 27 Apr 12.The apprehendees was identified as Md Mansur,27 yrs, s/o Late Amzid Ali, r/o Ward No.5,Moreh and he alongwith recovery was handed over to Tegnoupal Police station.

The boys who were found from Moreh were identified as Sapam Suran alias Boy (14), Soraisam Naothoibi alias Sanjoy Meetei (15), Chanam Inao alias Joynao alias Shantikumar Meitei (15).
While meeting the press, the boys said, one Soraisam Ingo of the same locality promised to get money and mobile phone if they joined UG for this he escorted them up to Moirang Hanuba from Canchi Khul.
After that they proceeded towards Imphal in an auto rickshaw. After staying hotel for the days, they went to Moreh. After spending one night at a h otel, they were staying at a camp of UG for one week.
The members of the families of the missing boys were asked to receive the children and they were taking shelter at the office of women Action for development till yesterday.
It may be mentioned here that some persons coming in a Maruti Van kidnapped the children from Atong Village.

Imphal, Apr 26: The GOC Maj Gen Poonen today inaugurated and handed over two community halls constructed by 9 Engr Regt under the aegis of Red shield Division for Rs 4.48 lacs at Hengjang Village of Senapati District and for Rs 5.00 lacs at Kanto Prem Nagar Village of Imphal (W) under ‘ OP SADBHAVANA’.
Major General Binoy Poonnen, VSM also inaugurated a water scheme at Shantinagar Village of Imphal (W) District. This scheme costing Rs 8.00 lacs was unique in the Sector as it provided 24 hrs natural spring water supply through gravity to the villagers from a source almost 2 kms away without the requirement of any external power supply.

April 26 MNS/ NNN: Home minister Gaikhangam while meeting the press at the function said, to curb the tension erupted over the land dispute between the villagers of Jessami and Melori Village, Nagalan, the govt. will open an IRB post at Jessami. The state govt. will not remain a silent spectator when outsiders attacked the villager of Manipur. The govt. is also trying to find a solution to the present crisis.
G Gaikhangam said that since the ceasefire between the NSCN-IM and the Government is not extended to Manipur officially, there cannot be any designated camp of the Naga outfit in the state.
Speaking to the media on Thursday, the Manipur home minister said the state government of Manipur has been urging New Delhi to do away the NSCN-IM designated camps from Manipur since there is no NSCN-IM ceasefire in Manipur. Gaikhangam said he will take up the matter with the Central government so that no NSCN-IM designated camps are established in Manipur.
Meanwhile he has urged his Karnataka counterpart to give appropriate instructions to concerned law enforcing agencies for speedy delivery of justice under the law of the land regarding the alleged killing of Loitam Richard by his co-hostellers over an apparently trivial issue.
In a letter written to the home minister of Karnataka, R. Ashok, the home minister of Manipur stated that Karnataka ranks among the top destinations for higher studies for many Manipuri students as the city is perceived to be safe and friendly to people from the North-East region, and not only have students enrolled in various educational intuitions in Karnataka, many Manipuri professionals have settled and are working in companies in Karnataka and made it their second home.
But the brutal killing of Loitam Richard (21), who was a student of Acharya NRV School of Architecture in Bangalaru allegedly by his co-hostellers on April 19 over an apparently trivial issue, has vitiated this image of Karnataka as a hospitable state, shocked parents of students studying there and also scared off Manipuris residing there, stated Gaikhangam.
He further stated that the unfortunate incident occurred in the hostel where the students were watching a cricket tournament on television and that the Manipuri students union based in Bangalaru has already lodged an FIR with police for the arrest of the culprits.Gakhangam urged his counterpart in Karnataka to give appropriate instructions to concerned law enforcing agencies for speedy delivery of justice under the law of the land.This will significantly restore confidence and allay the fears of the Manipuri students and professionals residing in Karnataka, especially in Bangalaru city, the letter of the home minister said.

Guwahati, April 26 NNN : Eleven years after he exited unceremoniously and had to subsequently leave the party, former Assam chief minister Prafulla Kumar Mahanta was re-elected president of the Asom Gana Parishad (AGP) today. He defeated legislator Padma Hazarika.
Two months after he became the AGP’s founder president in 1985, Mahanta became India’s youngest chief minister. He was president of the party for as many years as he was chief minister over two terms from 1985-1990 and 1996-2001.
The election to the post of AGP president was held throughout the day. Of the 395 members in the party’s
general council, five abstained while an equal number of votes were cancelled. The final result read 212 in favour of Mahanta, 39 more than what Hazarika mustered.
“The party has not only reposed faith in me, it has also given me the huge responsibility of making AGP the force it once was,” said Mahanta, 57, after being declared winner. He takes over from incumbent Chandra Mohan Patowary.
Nothing had been going right for the AGP since its electoral debacle in 2001. Many in the party blamed Mahanta’s alleged extramarital affair with a government employee as well as the ‘secret killings’ (term for allegedly using government machinery to eliminate kin of United Liberation Front of Asom rebels) during his reign for the loss. Mahanta had to step down as president in August 2001. He laid low until August 2005 when his party membership was terminated. Two months later, he formed the rebel AGP (Progressive) party and dented the AGP’s chances of returning to power in the 2006 assembly election.
Mahanta’s party merged with the AGP in October 2008 but it wasn’t enough to revive the party’s fortunes.
It went down to the Congress for the third straight term in 2011, and this time it even lost the status of Opposition party.
“The issue of secret killings was a Congress conspiracy, and it had been raising it prior to the party election because it is scared of me leading the AGP,” Mahanta said.
