The 10th General Election in Manipur saw the use of lemon mobile handsets for capturing the image of voters. This innovation was presumably introduced to prevent proxy voting. But this half baked idea is now the centre of a storm that will leave the Election Commission of India dumfounded. The state of Manipur has been used as a guinea pig and the surgery which was attempted with such a sloppy and ill conceived mechanism has resulted with grave potentials for the future of democracy. A critique on the issue is furnished as follows –

1. Digital cameras were not used and the questionable quality of the lemon mobile handset selected for the purpose presumably was done in order to cut down cost. Many of the images were blurred either due to poor lighting or camera quality. The image quality were reported to be, in some cases so poor so much so that it could not be made out if the image is of a male or a female or that of a young or old person.

2. After the EVMs are closed on conclusion of polling, the election officials handling the camera can play mischief by tampering with the sequence or numbering of EPIC. On reaching HQs for safekeeping till counting day, the Returning Officer can also tamper with the same. Anybody with working knowledge of computers will have the capability to do this.

3. So when the polling officers and presiding officers in consultation with the polling agents of all the candidates have through consensus closed the polling and sealed the EVMs, the responsibility for irregularities that have now surfaced must be borne by the Officials who have conducted the polling.

4. The duty and responsibilities of the election officials deputed to polling station is to ensure that there is no proxy voting. Otherwise it would be enough to install only an EVM in each polling station and leave the rest to the voters. The officials must be therefore be held responsible for any lapses that have been observed on this issue.

5. Election observers sent by the ECI had duly made their inspection visits to the polling stations and their reports of free and fair pollings should have been respected.

6. While the guidelines/circulars from the ECI made photographing of voters mandatory, more than 2.18 lacs voters were not photographed, which is about 12.5% of the total of 17.41 lacs voters. Why was it not made applicable across the board?

7. The use of camera was more strictly implemented in the hills than in the Imphal valley.

8. There was no organic connect between the Electronic Voting Machines(EVMs) and the Lemon cameras. The photos affixed to the EPIC is the only reference for the lemon cameras. A software to detect anomalies is reportedly being used. If that be so, on detection of mismatch and proxy, what can be done? At the most, the person identified can be punished. But you cannot invalidate his/her vote because it is already in the EVM. The ECI can use an ultra sophisticated technology to determine whom the errant voters had exactly voted for and if this can be done without raising another storm, deduct the number of such errant votes from the total polled by the supported candidate. Can be possibly done but it almost impossible.

9. Now the other option is to go for repoll. But already complaints have been submitted for repoll in 468 polling stations, which represent almost 20% of the total of 2357 in the state. But what about the other polling stations for which no complaints have been submitted but where the same faulty mechanism had been employed. The abuse of the mechanism was universal and the difference is only in degrees. So logically the repolls will have to be as good as a total re-election.

10. One important question that comes to mind is why did the ECI accept complaints directly at their Delhi office when initially the State Returning Officers and the State Chief Election Officer had rejected the complaints, taking into consideration the local situation and ground realities where decision making is done at the village and community levels. The ECI had also entertained the complaints of only the Indian National Congress candidates at their Delhi office, while all complaints irrespective of parties had been rejected at the state level. Why this differential treatment? Have some of the ECI officials been compromised in their integrity.

11. Having committed the fatal mistake of opening the floodgate of complaints by superseding the good judgement at the state level , the ECI will have to be held responsible for bungling the whole exercise, for wasting enormous resources, putting the electorates to great inconvenience and depriving them of the right to have democratically elected representatives in due time.

Now saddled with all these problems and question, the ECI can only consider the following options to get out of this imbroglio –

A.
(i) Apologise to the nation for having experimented with the lemon camera without due care and entertaining complaints over the controversial issue of photo mismatch without taking into account the ground realities and wasting precious resources in terms of manpower, funds and logistics.
(ii) Reimburse all expenditures incurred by all the candidates and their parties and supporters.
(iii) Conduct a full scale re-election as none of the polling station will be found to be in line with the ECI guidelines.

B. Alternatively, reject all complaints as was done at the state level and allow counting of votes as they were received from the EVMs.

Both the options are far from easy and will be met with strong resistance. But the ECI, which is a constitutional authority, will have to exercise the option that would be the least damaging to the fragile Democracy that has subsisted in this part of the country all this years since the Independence of India, the world’s largest Democracy.

The Meeting was attended by the Chief Minister of Meghalaya Shri Mukul Sangama and the industry Ministers and senior officials of the states under the purview of the schemes.
The Transport Subsidy Scheme was introduced way back in the early 70s to offset the high transportation cost because of poor infrastructure and geographical inaccessibility in these States. “We are now in the process of revamping the Scheme and in doing so, we had undertaken a detailed study of the operation of the Scheme over the last several years and the matter will be referred to the Cabinet,
incorporating all your suggestions, for a final view.” The Meeting discussed the proposed definition of ‘Manufacturing’, amendment to the negative list of TSS, expansion of existing list of designated railheads. The views of states were also obtained on the issues of cap on value of transported goods, linkages between transport subsidy and employment generation. The meeting also explored the ways of incentivizing transportation of raw material/finished goods by inland water transport and Additional incentives to MSME sector.
Under the Special Package provided to these States, Central Government have been providing subsidy of 15% to 30% on plant and machinery as capital investment subsidy.
Apart from this, the government has been providing working capital loans for a period upto 10 years from the date of commencement of commercial production and reimbursement of 100% insurance premium. “For the Special Category States of Himachal Pradesh, J&K and Uttrakhand, over 46,000 industrial units have either been set up or are in the pipeline with a total investment of over Rs. 37,400 crores.
These are estimated to provide gainful employment to over 4.84 lakh people” added the Minister.
North East Industrial and Investment Promotion Policy (NEIIPP), 2007 has seen registration of over 880 units with investment intentions of over Rs. 9.29 lakhs to provide gainful employment to over 34,000 persons.
Sharma emphasized “I believe that the time has now come to give a focused and integrated thrust to the development of North Eastern Region. While provision of subsidy will remain an important element in catalyzing industrial development, equally important will be a thrust on infrastructure development within the region and linkages with the rest of the country.” Under the ASIDE Scheme, Department of Commerce has allocated Rs. 55.28 crores for the North Eastern Region and Rs. 14.93 crores for Himachal Pradesh, J&K and Uttrakhand for 2011-12.

Aizawl, Feb 21 NNN: Elections for 81 local councils in Aizawl and 493 village councils in 6 districts of Mizoram will be held on Wednesday from 7 am onwards, an official source from the State Election Commission informed NNN today.
Meanwhile, political parties and their candidates continue the last ditch effort to woo the voters by house to house campaign till Tuesday. The State Election Commission explained the new voting procedures to be adopted in this village councils and local councils elections.
In a press release, the State Election Commission said, common ballot boxes and common ballot papers will be introduced in this elections. The voters are to choose the names and symbols of the candidates they wanted to vote from the common ballot papers which will indicate the names and symbols of the candidates. To make clear their choice they are to mark on the names or symbols of the candidates with the arrow cross mark seal. The Election Commission also advised the voters not to put marks on more candidates than the seats in the village councils or the local councils. The Commission also said, the lists of candidates in the ballot papers will be arranged in alphabetical order of the party they belong and independent candidates’ names will come last.
Counting will be taken up by all the Returning Officers immediately after the completion of the polling on the polling day and announce the results thereafter. If necessity arises, re-polled will be held on February 24 and the entire process of the election is to be completed by February 27.

New Delhi, Feb 21: The Central Bureau of Investigation has arrested a Superintendent, Service Tax, IAP-X, Bangalore for demanding & accepting a bribe of Rs.25,000/-from the complainant.
A case was registered against him U/s 7 of Prevention of Corruption Act, 1988 on the allegation of demanding a bribe from the complainant as a motive or reward for not imposing heavy service tax penalty and also to allegedly close the file.
The Superintendent was caught red handed while demanding and accepting a bribe of Rs.25,000/- from the complainant Search was conducted at the residential premises of the accused.
The arrested accused was produced before the Special Judge for CBI Cases, Bangalore who remanded the accused person to Judicial Custody.
The Central Bureau of Investigation has arrested a Head Constable of Railway Protection Force, Southern Railway, Chennai for demanding and accepting a bribe of Rs.20,000/- from the complainant.
A complaint was received by CBI from Proprietor of Chennai based Cargo Movers stating that Head Constable, Railway Protection Force (RPF) attached to Central Railway Station, Chennai demanded a bribe of Rs. 20,000/- from him for smooth dispatching parcels to various places through Wagons. He also threatened the complainant that if the bribe amount was not handed over to him, he would detain the parcels tomorrow onwards on security/ Safety grounds.
Based on the complaint a case was registered against the accused U/s 7 of Prevention of Corruption Act 1988. A trap was laid and the Head Constable was caught red handed while demanding and accepting the bribe Rs. 20,000/- from the complainant.
The accused was produced before the Special Judge for CBI Cases, Chennai and was remanded to judicial custody.
In another case, the CBI has arrested an Inspector and LDC both of Employee’s State Insurance Corporation (ESIC), Marol, Andheri (East), Mumbai for demanding and accepting a bribe of Rs.5,000/- from the complainant for registration of company employees insurance.
A trap was laid by CBI at the office premises of the complainant where the duos have come to collect the bribe. Both were caught red handed while demanding and accepting a bribe of Rs.5,000/- from the complainant.

Shillong, Feb 21 NNN : A plan to ambush vulnerable vehicle convoys of officials and police patrolling teams by a 12 member group of Garo National Liberation Army (GNLA) cadres was foiled by the Speacial Weapon and Tactics team (SWAT) and CRPF Cobra forces in Bansambagre village near Williamnagar town of East Garo Hills in Meghalaya on Tuesday afternoon.
Acting on specific tip off about the presence of heavily armed GNLA cadres in the village , the SWAT and COBRA teams from Williamnagar cordoned off the village and before they could reach an isolate the house where the militants were camping , they were greeted with a volley of fire. Superintendent of police, East Garo Hills J F K Marak confirmed the incident, saying that there were heavy exchange of fire between the police and the militants.
“There was no casualty on both sides and the militants managed to escape using the thick forest cover”, stated Marak.
Informing that the 12 heavily armed militants were under the direct supervision of the outfit’s commander-in- chief Sohan D Shira and were planning for an ambush, Marak added that there is a strong possibility of Shira’s presence in the place of occurrence.
Going by the words of the police officer, this is the second time in three months that the dreaded commander-in0chief of the GNLA has escaped from the cordoning team of the security forces.

The participants included 12 boys and 08 Girl students and 03 teachers of Sita Govt High School, Kharou Khunou Govt Junior High school and Saivom Primary School.

The NIT conducted by 5/9 Gorkha Rifles (PHILLORA) under aegis of Red

Shillong, Feb 21 NNN : Meghalaya deputy chief minister Bindo Lanong categorically blamed the unscientific coal mining for the contamination and pollution of rivers in Jaintia Hills of Meghalaya, even as he disagreed to the notion shown by the environmentalists on the catastrophic effects caused by the cement plants in Khliehriat sub division of Jaintia Hills district.
Speaking to newsmen, the Meghalaya deputy chief minister spoke at length about his visit to four cement plants. Stating that he had gone along with thee officials from the Pollution Control Board, department of forest and industries, Lanong said that the inputs received from all sides indicated that the cement plants have nothing to do with the pollution of rivers and streams in the area.
“It is the unscientific coal mining that is the cause of concern”, stated Lanong , adding, “I utter these words on the basis of the technical inputs of the officers who briefed me”.
A senior magistrate to four other officials of the department concern accompanied the deputy chief minister to his visit to four cement plants. These plants belong to Star Cement, Adhunik Cement ,Green Valley Cement and Hills Cement. Giving a clean chit to these four cement plants, Lanong stated, “The discharge of chemicals are treated and I am told that it will not pollute the water bodies”.
Lanong was not hesitant to state that the unscientific mining is the main cause of water contamination in the rich coal belt under khliehriat sub division of Jaintia Hills district.
It can be noted that there were many areas within the sub division that have to buy water as far as from Jowai to meet the demand of water in time of family or community festivities.

Imphal, Feb 21NNN: Unidentified miscreants brutally killed an abducted man after taking a sum of Rs 10 lakh as ransom.
The body of Abhishek Kumar, 26, hailing from Nahar Moutikara village in Benaras district of Uttar Pradesh, was identified only today though the corpse was found in a field yesterday in Keirao Konjeng Lairembi Panung under Irilbung police station in Imphal East district.
The victim was kidnapped by some unidentified miscreants on February 13 from Kalibari in Thangal Bazaar here, according to his cousin Devesh Kumar. Whereabouts of Abhishek remained unknown for a week before he was found dead.
Abhishek was found in a field in Keirao Konjeng Lairembi Panung but his face had been cut beyond recognition. However, the body could be established only after his family identified him and an autopsy was conducted at Jawaharlal Institute of Medical Sciences (JNIMS) morgue here.
On February 15, two days after Abhishek’s abduction, a phone call was received from his mobile number when the kidnappers demanded Rs 20 lakh for his safe release, the victim’s cousin Devesh told reporters while adding that the unknown kidnappers threatened him whether he was after Abhishek’s life or the specific name of the group (militant) when he enquired their identities.
On the same day, it was agreed between the two sides to give only Rs 10 lakh and later in the evening Devesh and one of his close friends went to Sapermeina in Senapati district to hand over the ransom money as told by the kidnappers, and bring back Abhishek.
Another phone call from the kidnappers told them that Abhishek was under their captivity in a village near Koubru Leikha so come there on the condition that the ransom money be left in their vehicle.
As told by the kidnappers, Devesh kept the money inside the vehicle with his friend and went to Koubru Leikha to take Abhishek but he was never found there, Devesh said.
The miscreants took away the money after beating him, Devesh’s friend said.

When Mulayam Singh Yadavji’s government was in power, MNREGA was not implemented, job cards were taken away, ministers stole the money and then three-four months before the election, he assures the public of giving an allowance for the unemployed,” said Gandhi.
Gandhi said the failure of implementing MNREGA, had forced people to migrate to other states to earn their living.
“The strength that lies in Uttar Pradesh is not in any other state. The youth of the state are migrating to Maharashtra, Delhi, Haryana, Punjab, Andhra Pradesh in search of jobs. And if you want employment, you have to migrate to other states, because employment is not available for the youth in Uttar Pradesh. Do you think this is right?” said Gandhi.
Gandhi’s campaign speeches and tactics have kept him in the spotlight for a large part of the election in the state, most notably his act of tearing a list representing the promises made by the rival Samajwadi Party.
Gandhi slammed regional Samajwadi Party (SP) supremo Mulayam Singh Yadav for failing to address the problem of electricity in the state since 22 years.
“Now, Mulayam Singh Yadav ji is saying that elect me for the fourth time and I will provide you free electricity. He was not able to provide free electricity during his three terms but now he promises to provide in his fourth term. He visited Bundelkhand and addressed a public rally and said that Bundelkhand would be made at power to Israel. When he was the chief minister, he was unable to provide water, people were crying but you did not visit them, migration was taking place that time he did not felt that he is the chief minister, he should meet the public and talk to them that what could be done,” said Gandhi.
Hitting out at Chief Minister Mayawati, Gandhi said she has petted a magical elephant, which gulps money belonging to the poor.
“You must have seen elephants’ walking on the roads and eating grass and leaves but Mayawati ji has created a magical elephant, a pet elephant, which gulps poor people’s money. Bundelkhand faced drought but she did not notice, gathered votes but did not notice the problems, and as the centre granted 8000 crore rupees and the elephant swallowed the money meant for people of Bundelkhand,” said Gandhi.
Gandhi’s campaign efforts have seen him try to convince potential voters of a stronger mandate than the one in 2007, where the Congress secured just 22 seats in a 403-strong assembly.

The son, grandson and great-grandson of former prime ministers, Gandhi is considered likely to take over as prime minister from Singh,

but the timing is not clear, as he had said earlier that becoming prime minister did not interest him for now.

IMPHAL, Feb 21: The International Mother Language Day was observed at the Manipur Press Club today organized by the Research Forum Manipur (REFORM), the State Council of Educational Research and Training (SCERT), government of Manipur and the Manipuri department, Manipur University.

In his keynote address, secretary of REFORM, N. Indramani highlighted that UNESCO had declared February 21 as the International Mother Language Day during its 30th Conference in the year 1999 and that this was the third time REFORM is observing the said day.

He further dwelt on the significance of the struggle to oppose the imposition of Urdu as the National Language in the erstwhile East Pakistan and its relevance to the preservation of the Manipuri language.

Among the distinguished speakers, Prof N Rajmohan, Chemistry department, MU, articulated the importance of language in tracing every community’s roots and its impact on interpersonal relations. While he emphasized the role of language in the compilation, distillation and dissemination of knowledge, he rued the lack of reference materials like science dictionaries and encyclopedias in Manipuri language.

RK Tarunjit, jt editor, Marup Chaphung, based in Agartala, Tripura, offered a unique perspective to the state of Meitei language as a minority community in the state of Tripura. He expressed his apprehensions about the rapid decline in the number of native Meitei speakers who have increasingly turned to Bangla as a means of communication. However, efforts are being made to preserve and protect the Meitei language by teaching the language in three schools since 1998 which has now increased to 23 schools. He went on to state that more efforts were needed from the Meitei community in Tripura as well as from the state of Manipur.

An academic pertinent to the event, Prof. Gunendo Singh, Head of the Manipuri Department, MU, traced the influences of other languages, especially Sanskrit and Bangla, in the growth of Meitei language since early 1700s. He also appealed for continuing the efforts to protect, preserve and develop the Meitei language.

Speaking as the chief guest of the occasion, Registrar, MU, Prof N Lokendro Singh highlighted recent efforts being made for the development of Manipuri language such as the recent digitization of Meitei Puyas as well as the activities under the Special Assistance Plan from UGC to Manipur University.

He opined that the Meitei language has witnessed a positive growth in the last few decades in the form of literature, sports and the arts. He illustrated the growth of Meitei language as multi-dimensional using the introduction of Manipuri as an MIL in Delhi and Assam Universities as well as the use of Meitei language in the economic activities in the trade centers of Moreh and Namphalong as examples.

Several speakers lamented that the use of English is inevitable in the globalised world, however, the continued protection and preservation of Manipuri language is as much important. The event was also attended by several people from the literary circle as well as students among others.

IMPHAL, Feb 21 (ANI): School students recently enjoyed films that conveyed a social message at the 3rd Children`s Film Festival being held here.

The two-day festival was jointly organised by Manipur Film Development Corporation (MFDC) and the Children`s Film Society of India.

Creative Head of Children`s Film Society of India, Monica Wahi, said that only six films would be showcased, and all those films are in English language.

“The idea is to show films to children, which are away from the Bollywood and Hollywood films, which are often violent, those are not appropriate for children and are consumorous and superficial. The idea is to show films which make them into humane citizens, make them into non-violent beings and help them also get exposed to different cultures, different ways of beings, so that they are able to understand people across borders, across divides,” said Wahi.

Wahi further said the mandate of their organisation is to make films exclusively for children, as they have made around 250 films till now, which makes the largest number of films made so far by any government organisation across the world.

On the first day of the festival, Danish animation flick `Sunshine Barry and the Disco Worms`, Iranian film `Hayat`, Tamil movie `Malli` and Assamese flick `Tora` were screened.

School children appreciated the enlightening and inspiring movies.

“I feel very glad and it inspires me and it has many messages in these films,” said Mrinalini Devi, a schoolgirl.

The festival, which concludes today, will feature the English film `The Prince and the Crown` and Tamil flick `Dost Magarmach` would be screened.

IMPHAL, Feb 21: The Naga Students’ Union, Chandel has brought out a list of officials and charged them with dereliction of duties and of being responsible for the deteriorating conditions of various departments in the district. The student body has further charged that the said officials have been caught with misuse of funds meant for the development of funds meant for the development of Chandel district.

In a press release, the students’ union has elaborated that it has brought out the list of officers only after rounds of physical enquiry and warning through explanation call.

The union has identified the Zonal Education Officer, Chandel for not attending office, while the whole district has been putting in all required efforts to bring quality education in the district.

The list has also alleged the Chief Medical Officer and accountant Medical Office, Chandel of being unable to control the doctors and staffs leading to numerous difficult situations at the district hospital. It has further alleged the executive engineer, PHED, Chandel for not attending office.

The student body has further alleged that the executivce engineer, electricity Chandel has failed to installed a 32 KV transformer, even though the NSUC had demanded it through the then DC Chandel.

Further in the release, the student body has also alleged the executive engineer, PWD and minor irrigation department Chandel of dereliction of duties.
