Imphal, Apr 9: Gaikhangam Home Minister today said on 22/03/2012 at about 2 a.m., one woman who was coming in a Shaktiman Truck was kidnapped at Keinou Awang Leikai along Tiddim road, Bishnupur district and raped by 4(four) persons at an open field near a school located at Irom Meijrao. Police immediately swung into action and arrested all four accused persons on 22/03/2012. They have been produced before the court and remanded to judicial custody. Investigation is going on. Out of these four persons, two were found to be personnel belonging to 1st IRB. One was on unauthorized absence and the other had overstayed from leave. They have been immediately placed under suspension and departmental enquiry has been ordered for major penalty. Stringent action will be taken against those erring personnel.
On 02/04/2012, an IRB team consisting of one Subedar and seven personnel of 3rd IRB Saivom Post while coming in a unit Bus from Kakching towards the post was intercepted by 42 – A.R. Bongyang Post. On checking the bus in which they were travelling, the following banned substances were found : –
i) Suspected ephedrine powder : 93 kgs containing in 4 cartoon boxes i.e. 25 kgs in 3 boxes and 18 kgs in 1 box.
ii) Tab. Polyfed : 9,60,000 tables containing in 13 cartoon boxes.
iii) Tab. Respifed : 4,18,500 tablets containing in 6 airbags.
iv) Tab Respifed : 5,76,000 tablets containing in 16 cartoon boxes.
On receipt of the information from Assam Rifles, DGP, Manipur ordered SP/Chandel to register a case and arrest all IRB personnel. Accordingly, FIR case was registered under NDPS Act and they have been arrested and remanded to custody. OOP, Manipur also directed ADGP(AP&Trg) to conduct a thorough enquiry. After the preliminary enquiry, JC No. 409 Subedar Md. Jaheruddin of 8MR (who was attached to 3rd IRB), the Post Commander of Saivom Post who was leading the team and 7(seven) other personnel namely, (i) Rfn. No. 132001561 Ksh. Prafullo Singh, (ii) Rfn. No. 132001555 S. Vio, (iii) Rfn. No. 132001513 T. Ohanabir, (iv) Rfn. No. 012006214 N. Ramajit Singh, (v) Rfn. No. 1310808 A.
Rameshwor Singh, (vi) Rfn. No. 1311838 Th. Tiken Meetei and (vii) Driver No. 10D0179 E. Debananda Singh have been placed under suspension. Draft charge sheet has been issued and D.E. is under progress for awarding major penalty.
On 09/04/2012, DGP, Manipur received a D.O. letter dated 08/04/2012 from Hon’ble MLA Md. Abdul Nasir of Lilong A/C that on 08/04/2012, personnel of Narcotics Cell, Imphal West District detained a driver illegally in order to extort money from him who was reportedly carrying some banned items. On receipt of the said letter, DGP, Manipur ordered an enquiry by Shri L. Kailun, IPS, DIG (Range-l), Manipur. On enquiry, prima facie case was established against 3(three) Constables of Narcotics Cell, Imphal West and Inspector W. Ibocha Singh, O/C Narcotics Cell. Immediate disciplinary action has been taken and on 09/04/2012, the Inspector has been placed under suspension along with 3(three) other Constables namely, (i) C/No. 0101197 Ch. Bikram Singh, (ii) C/No. 0901429 M. Ranan Singh and (iii) C/No. 064009 Ch. Dinanchandra Singh. Departmental proceeding has been ordered for major penalty.
Meanwhile R Baral, DGP and other police authorities issued orders informing that disciplinary enquiry will be conducted against them for dereliction of duty and grave misconduct.
During the period the headquarters of the suspended personnel will be Reserve Lines, Imphal West District, Manipur and should not leave the headquarters without obtaining prior permission from the competent authority.
