MNS : A cadre KCP(MC) who was released from Sajiwa Jail is still untraceable by members of the family.
The cadre was identified as Ngangom Soviet Meitei alias Chingkhei (35) Lamlai Napet Palli.
Addressing a press conference at Manipur Press Club today, Smt. Modhu, mother of the cadre said, a combined force of AR and Tripura Police arrested him from Gugindro nagar on August 7, 2011. He was detained under NSA and released from the jail without informing his relatives. Relatives went to the jail to received him however returned home as additional SP was not found there till nine p.m. The next day, they again went to the jail but the authority said that he was released.
She drew the attention of the state govt.

Imphal, June 15 : Handlooms Promotion council, Manipur president, S Chingtam said in a memorandum to the Minister Commerce and Industries said “It is a high time for Govt.’s part to pull out handloom industry from its impass state. We have clearly experienced since many decades that in absence of the separate Directorate of Handloom, none of the welfare schemes/projects given by the Central Govt. could be implemented properly and successfully in time.
That, as per all India Third National Census of Handloom weavers 2009-10, Manipur stood 4th position in the country. There are more than 1,600 registered primary weavers Co-op. Societies functioning in the state. To administer such a vast network of handloom industry and also to implement various sheme as launched by the Govt. of India and State Government, creation of a separate Directorate for Handloom is the need of the hour.
Directorate of Commerce and Industries of Manipur is looking after all kinds of commerce and industries in the state (from cottage & small scale industries to medium and large industries). In this connection mention may be made that the neighbouring states have got separate Directorate of Handloom and Textiles with the power for organisation, registration, audit etc. of the weavers co-op, societies so as to eliminate dual control of the weavers co-op, societies by the Registrar of co-op, societies and Directorate of Handloom and Textiles in each state.
Creation of separate Directorate of Handloom shall not increase the present budgetary provision for pay and allowances at the present staff strength of the Handloom section shall be able to run the Directorate without creation of additional post. The last government partially separated the functions of Handloom & Textiles from the General Manager of DIG’s at the district level by an ordered on 29th Nov. 2011. Now, only the remaining part is the creation of the post of Director (Handloom & Textiles).

Numbers of youths are increasing and also number of unemployed youths. The 21st century has heralded changes that threaten to destroy the planet . Path breaking advancement has also been made in all spheres. The concept of living with dignity and respect is one issue that we need to give serious thought. State actors have to understand that the new generation is not bemused when remnants of the colonial Raj introduce laws that show disrespect to the people and when state agencies carry out activities as done by monarchs. There are serious deficiencies both legal and action that need to be rectified. It will take a long time but the state should start working on the line or numbers of disenchanted youths with the system will increase. It is already increasing manifold. We have to understand that those who have no access to the system resort to illegal activities and the state take up harsh actions against them by branding them with different adjectives. Social , economic and political wind of the state should try to engulf the entire populace. We make laws to safeguard juveniles but we continue to arrest them and even kill them. It is just like killing our own children. The youths who die almost every day in the hands of various state agencies are our own children . In the state there must be over a sizeable armed personnel maintained at a huge cost to target people. Only a fraction of the amount spent in action oriented policies if spent in helping the youths most of the problems would be solved. We can not expect the beggar to be self reliant within a moment. The biggest problem is the end effect. When we kill some persons more problems are created, their immediate family who in turn become stranger to the society and the system. it is a debate which will go on but the problem in our country is the absence of people’e participation in policy formulation. What people think and what they feel should be seriously considered as they are the people in the ground who are directly affected by any policy. Those who decides now are not affected by any of the policy. Simple example is the one way traffice at Paona and Thangal Keithel where vehicles were banned. Whose vehicles were parked when there was ban, even kids will tell, they are the people who decide and frame policies. It took a long time to correct a wrong. The state acted against the policy of the very concept of road, which is to facilitate movement of people and vehicle. If it is congested more roads have to be constructed rather than blocking it. Involve people in policy formation, that is the new mantra of governance now.

Boat capsizes at Assam

Guwahati, June 15 NNN: In a tragic incident a boat carrying dozens of people capsized in Bongaigaon district of western Assam this evening.
Reports said around 20 people are still missing while around 15 of them have been rescued by the local people.
Though the police said around 25 people were on board in the boat but locals said there were around 40 occupants in the boat.
Reports further said that majority of the occupants of the ill fated boat were small time business people who were traveling upstream of river Brahmaputra from Chapar in Dhubri district. The accident happened soon after the boat sailed into Champa, a tributary of the Brahmaputra, a little before 6 pm.
Nitul Gogoi who is the superintendent of police of Bongaigaon district said the cause of the incident is still unclear.
This is the second boat mishap in a little over a month in western Assam. Last month, 45 people died when a ferry capsized near Medartari in Dhubri district. The ferry had caught a storm and overturned with more than 200 people on board.

New Delhi, June 15 (MNS/ ANI): UPA chairperson Sonia Gandhi, who was authorized by the Congress Working Committee (CWC) to decide on the presidential candidate, on Friday evening announced Finance Minister Pranab Mukherjee as the ruling alliance’s choice for the coveted post of President of India
Dr. Manmohan Singh, earlier today met senior Congress colleagues, including Pranab Mukherjee, to discuss the presidential poll issue ahead of the UPA meeting.
Besides Mukherjee, Union Home Minister P. Chidambaram, Union Law Minister Salman Khurshid and Union HRD Minister Kapil Sibal were also present in the meeting.
The Congress Core Group, which met at the residence of the Prime Minister here on Thursday, is believed to have decided to put forward Pranab Mukherjee’s name for the coveted post.
“We want to be in the UPA. If they don’t want us in the government, that choice is with the Congress,” she told media here after meeting Samajwadi Party (SP) chief Mulayam Singh Yadav.
Banerjee also said Dr. A.P.J. Kalam was her first choice for the president’s post.
“Our formidable candidate is Kalam. They rejected the name of other candidates. So now Kalam is our candidate. We will be very happy if Kalam contest the elections and he will win the elections,” said Banerjee.
Mukherjee said “I accept this offer with all humility,” I have been fortunate to receive love, affection and the confidence of my party colleagues and also members and leaders of other political parties… I will now again seek their indulgence and support for the next few weeks,” ..
Without Banerjee, the Congress and its allies have 38 per cent of the vote for President. With Yadav and Mayawati, who has agreed to back Mukherjee, they hit 48 per cent. To cross the 50 per cent mark, they have lobbied the Left, which has said it will take a decision shortly.
The Bharatiya Janata Party (BJP) on Friday confirmed that the Prime Minister, Dr. Manmohan Singh, had called Leader of Opposition Sushma Swaraj to tell her about the United Progressive Alliance’s (UPA’s) decision to declare Finance Minister Pranab Mukherjee as the ruling alliance’s candidate for the post of president.
Senior BJP leader Shahnawaz Hussain told a television channel that Dr. Singh had sought the opposition National Democratic Alliance’s (NDA’s) consensual support for Mukherjee’s candidature.
He said that Swaraj offered her best wishes to Dr. Singh over Mukherjee’s selection, but said it would have been better if the UPA had taken constituents of the NDA into confidence about their plans well before unilaterally announcing Mukherjee’s name for the post of president.
Hussain said that with the announcement of the UPA candidate, the opposition NDA would now meet again to discuss the latest developments related to the July 19 presidential poll, and take its own considered decision on the issue, including the naming of its own candidate.
