Many students participated in the competition with full zeal and enthusiasm. The competition included prize distribution to the winners and a number of motivational prizes to few others. The home minister Gaikhangam said every MLA elected from different constituencies is for every citizen of Manipur and the MLA should not do for a particular A/C. People should not think an MLA for an A/C and all MLAs should not be constituency oriented.
He was speaking at a felicitation function organized by Langol Area Village Council, Thangmeiband at Langol Tarung Khul community hall where the home minister, Gaikhangam, Khumukcham Joykishan, MLA, Thangmeiband, Janghemlung Panmei, MLA, Tamenglong and Z. Kihoubou, Tamei were felicitated.
The home minister further said, we should work together for the development of the society and state. Citing an example of King Solomon, before we accessing someone, we should correct our mistake.
If we want to form a stable environment in Manipur, We should first correct the mistake. Manipur is a land of different communities at it is a beautiful garden of God. He was of the view that every community should try to preserve unity and integrity.
Regarding the changing scenario at Lamphelpat where various trees were damaged, Lamphelpat, Loktakpat and other lakes are the beautiful gifts of God. The said lakes prevented from floods during rainy season however due to personnel advantage people build houses, buildings, walls on the lakes causing imbalance to national environment. It is necessary to wage agitation for the preservation of lakes and jungles.
Joykishan MLA also said, we should forget the past mistakes among various communities and should proceed towards the path of development and he also released an album of Lu Anaolu’s ‘ Karam Jin- vol II and he also donated Rs five thousand to the singer.
Chiefs of village, community leaders took part in the function.

Imphal, June 16 NNN : Doctors at the Manipur TB Control Society (MTBCS) at Lamphelpat on Saturday said there is a need of providing proper infrastructure at the society, accusing the state government of lacking political commitment in this regard.
The government has failed to provide requirements of doctors like laboratory technicians and that most of the doctors do not work at the society for long time but are often transferred elsewhere after working a few months, they alleged while talking to reporters at the office of MTBCS here.
Problems are created as most of the doctors do not take enough time to treat TB patients, causing another serious impediment to the newly posted doctors while treating the same patients, they said. Saying that the MTBCS is now in need of technicians, they stressed that TB related societies are more important than any other societies such as HIV/AIDS. They said TB is a kind of disease which required special type of treatment as it can spread easily to other people through normal coughing. Human secretions like saliva and phlegm carry the TB virus and when these things are left without proper care the spread of the virus becomes easy.
Proper flooring of the buildings, hospitals and societies where TB patients are housed is also a must, the doctors said. They said, at the same time some TB patients sometime try to commit suicide because of social discrimination and taboo so the society building has to keep secured by taking up various safety measures like fencing of the building in order to avoid such attempts of the patients.
TB is mostly suffered by people with poor family background and financially constrained, they further maintained and said that a TB patient has to spend at least Rs 2 lakh while undertaking treatment.
For instance, the number of TB cases is recorded higher against normal at the society as there are number of drug resistant patients too who had already treatment but later relapsed as they stopped taking medicines midway. Such negligence on the part of the TB patients in taking a complete course of medication often leads to return to the society for further treatment, they added. The best way to avoid such inconveniences, it is quite necessary that almost all the patients are directly treated by doctors at the centre.
Dr RK Lakshana working at the MTBCS said now the RNTCP has left with only Rs 10 lakh to be sanctioned to the society for development of its infrastructure and other purposes but this amount will not be able to complete all the present requirements of the society. Imphal, June 16 (NNN): In order to bring peace and tranquility in Manipur, the All Manipur Tribals Union (AMTU) has suggested to the minister of Tribal Development and Hills, government of Manipur with four points in the form of a memorandum submitted to the minister recently.
“It is implored that in order to bridge the gap in the socio-economic development of Manipur tribals and to pluck the loopholes in implementation of tribal sub plan cetain action plans are suggested,” the AMTU said in the memorandum submitted by its general secretary Romeo Bungdon, secretary of public affairs Mr R Wilson Gangmei and one of its executive member Thuisingam.
One suggestion has been that a separate account for tribal sub plan be opened and its funds be earmarked as it is done in Sikkim state government.
The second one is that the tribal Development department be exclusively made the nodal agency for tribal sub plan and a certain percentage of the fund be sanctioned under job card system similar to MGNREGS to enable to reach the target common tribal people and bigger chunk of the funds be emphasised on agriculture (with fencing components to facilitate round the year cultivation), horticulture and cattle rearing as these are the sole socio-economic means for the Manipur tribals and also similar size of fund for various education sectors.
Another suggestion put before the concerned minister is that the tribal sub plan be made non divertible and ombudsmen be appointed to regulate the transparency of its fund execution and implementation.
It lastly suggested that the directorate office of Tribal Development be provided the post of chief engineer similar to those of Manipur Development Society and Manipur Police Housing Co-operation since the Tribal Development department is vast.More engineering posts be created and more tribal engineers be accomodated including at district levels to augment the practical development of the tribal areas through the department with such entitled funds which will create job opportunity and enhance basic amenity developments as well.
“We shall be highly grateful if anticipated and necessary measures are taken as the matter is seriously affecting the peaceful co-existence between tribals and non-tribals in the spectrum of equal privilege as the tribals are lagging behind to far extent which has been the reason for social embroils like bandhs and economic blockades in frustration,” AMTU memorandum prays.
Giving the background, AMTU said the Manipur tribal people have been marginalised concerning their development facilities, as against their feeble socio-economy. In such type of weak mechanism of development for them due to manipulation of fund flow system meant for tribals coupled with topographical terrains, many schemes and funds entitled for tribals can never reach the target people. This is a matter of serious concern indeed, AMTU added.
“That, as a matter of fact, the fund flow of tribal sub-plan from the Union government of tribal affairs had and has been diverted to other non-tribal areas mostly in the valley districts as we suspected. As such, Right to Information was filed to the chief secretary of Manipur. However, no relevant information has been provided so far. Incidentally, it was published in some local newspapers on August 1 last year by one tribal elder that the Tribal Sub Plan for the fiscal year 2010-11 has been kept under the state head-8449 but the rest process is not known. Similarly, on May 22, 2012 Federation of All Tribal Youth Clubs Manipur (FATYCM) in their press conference published in the local dailies that an amount to the tune of Rs 7 crores meant for medical fund under Tribal Development 2008-09 had been delivered for Airport expansion. So it is obvious that something has gone wrong somewhere for the funds entitled for the Manipur tribals. Information on such funds matters are also being twisted and made purposely obscure for poor tribals who are turned down helplessly,” the tribal body alleged.
It then said the basic objective of the Tribal Sub Plan is to channelise the flow of the outlays and benefits from the general sectors in the plan of the state for the development of the scheduled tribes at least in proportion to their population both in physical and financial terms. However, in the context of Manipur, no specific appraisals of working of Tribal Sub Plan were made so far, it further stated.
