imphal, Sept 9 (MNS/NNN) : An Assam Rifles jawan was killed and six others injured in yet another powerful blast in Manipur this morning planted by Peoples Liberation Army (PLA), the armed wing of Revolutionary Front (RPF). Some of the injured are said to be in critical condition who are being treated at the military hospital at Leimakhong.
The incident happened at Kangshoibi bridge which is located between Kumbi Kangshoibi Khong and Kumbi Uchal Makhong in Bishenpur district at around 6 am.
Yesterday’s Improvised Explosive Device (IED) explosion was also triggered by the same militant outfit which was preceded by the explosion planted by United National Liberation Front (UNLF) on September 5 at Keishampat area in Imphal.
Regarding today’s blast, a Naik Subedar of 33 Assam Rifles identified as Sriniwas Rao was killed instantly on the spot while 10 other jawans of the same company got injured with some of them sustained grievous injuries.
The 33 Assam Rifles is under B-Coy which is located at Moirang Khunou Block under Bishenpur district.
According to reports, among the 10 injured, 4 jawans are Manipur origins. They were shifted to a military hospital at Leimakhong which is around 20 kilometres north of Imphal by an army chopper.
Meanwhile, the RPF while holding responsibility for today’s blast, has said that more of such attack will continue. “ Manipur will be the graveyard of the Indian Army,” said the RPF in a press communique issued by its publicity secretary T Leisemba.
The RPF then cautions the public that in the event of more such attacks by the outfit on the Indian Army the latter may turn their wrath and barrels on the civilians.
It can be noted here that after yesterday’s blast targetting the Sikh Regiment at Tiddim Ground in Imphal, the RPF had pledged that the bombs of the RPF would now run after the Indian Army. The outfit had claimed that it had already completed all its strategies to attack the Indian army. “The time now is to shout slogan that no Indian Army in civilian areas and not the usual slogan, ‘don’t plant bombs in civilian areas’”, stated the RPF.
In Saturday’s blast, an Army Lance Naik and another civilian were wounded after Peoples Liberation Army (PLA).
Harjindar, a Lance Naik of A-Coy, 18 Sikh Regiment, a native of Gurudaspur, Punjab was wounded yesterday and the civilian’s name has been identified as Akham Shanti, 31, son of A Modhu of Kwakeithel bazaar.
Meanwhile, security has been beefed up in the valley areas following the rising incidents of blast triggered by militants.
Frisking on civilians by the police has been enhanced as a pre-emptive measure taken up by the state government.
Militant organisations are trying to make their presence felt by planting bombs in public places in the past one week, said Manipur Home minister Gaikhangam while condemning the blast.
Home minister said before every election whether small or big, underground outfits always carry out violent activities. “The Panchayat election in Manipur will be held on September 13 and these groups are trying their best to remind the people about their existence,” said Gaikhangam.
The state Home minister then said dialogue is the best weapon to solve any problem. “The state government of Manipur is always ready to facilitate for dialogues between the underground organisations and the government of India,” said the state Home minister while adding,”The time has come for talks and that any group has the liberty to express their desire and discontentment during the dialogue.” The Home minister further stated that violence can never bring a solution but dialogue is. “The state government has been putting its best effort with utmost sincerity to facilitate the various groups for holding dialogues and this is the only and the best way for solving any problem,” stated Gaikhangam, adding that creating situation where a fear psychosis reigns among the public by the underground groups is condemnable.
Meanwhile, security situation in Manipur has become a farce affairs as blasts continue to rock the state since the recent time.
The series of blasts also came in a time when a co-ordination committee (CorCom) of seven major underground groups of Manipur including UNLF, RPF/PLA, PREPAK, PREPAK-PRO), UPPK, KYKL and KCP had served a quit notice to non-locals to leave Manipur by December 31.

AIZAWL, Sept 9 NNN : As per instruction of the Special Judge, Prevention of Corrutpion Act Court, the health conditions of the three accused PWD officials, are being re-examined by Aizawl Civil Hospital Medical Board. The three PWD officials- Lianchungnunga, E-in-C, B Lalthanpuia, Accountant and Liansanga, Ex-E-in-C were accused on corruption charge in connection with Serkhan – Bagha Road resurfacing work.
In the meantime, hearing on both the FIRs lodged against the three doctors who issued the alleged fraudulent Medical Certificates, and that of the appeal of the three doctors for anticipatory bail to the Court will be conducted on September 11, 2012.
According to Medical Superintendent of Aizawl Civil Hospital and Chairman of Medical Board Dr. Lalbiakkima, the work of examining the health condition of the three PWD officials, as per the direction of Special Court, is being done carefully, considering the Medical Certificate issued to them. Besides the blood and urine test, other necessary tests are being examined; however, result are not yet finalized, he said. As instructed by the court, the three accused were not taken by the police, but were taken to the Medical board by their advocates and Public Prosecutors.
Although Dr. K Lalbiakzuala, who had issued Medical Certificate to Er. Lianchungnunga is one of the members of the Medical Board, he is not included in the examination of the health condition of the three PWD officials by the Medical Board, sources informed.
And, as per the instruction of the Special Court, September 13, 2012 is the date on which the Medical Board is to submit the Medical Exam report of the PWD officials, sources added.
Meanwhile, Dr. K. Lalbiakzuala, the present Consultant Surgeon of Civil Hospital, Aizawl, and State Programme Officer as well as Secretary of Mizoram State Cancer Control Society, said in an interview taken by a journalist, that the Medical Certificate was given according to the need of the patient, and not beyond the limit. Asking whether he would file FIR on defamation case against those who accused him of issuing fraudulent ‘Medical certificate, Dr. Biakzuala said he will be consulting his lawyer friend in on this matter.
Mention may be made that the Anti Corruption Bureau arrested PWD Engineer-in-Chief, Lianchungnunga, former Engineer-in-Chief Liansanga and PWD Accountant, B Thanpuia on the charges of corruption on August 19. However they were released on interim bail.

Speaking to the media on the sideline of Trinamool Congress organisational meeting in Imphal today, J.C Jatua said the matter actually concerns with the state home department and the Union home ministry “but I will discuss the matter with the journalists here when I come again to Imphal next time.”
On Sunday, Rajya Sabha MP Derek O’ Brien who is also the All India Trinamool Congress vice president along with MoS for I & B J.C Jatua came to Imphal and participated in the TMC party organisational meeting here on Sunday.
Before leaving for Kolkata, Derek O’ Brien addressed the media where he said that his party’s stand to implement the Inner Line Permit in Manipur has not changed. “Our party chief Mamata Banerjee came to Manipur before the state assembly election some eight months ago and assured to push for implementing the Inner Line Permit in Manipur and this assurance still stands,” said Drek O’Brien.
On the recent threats to the people of the North East region in elsewhere India, Derek O’Brien said the issue was a serious one to which the Trinamool Congress is very much concerned. “We have raised the issue in the Parliament three times,” stated Derek O’Brien.

DIMAPUR, Sept 9 NNN : In spite of the serious hiccup faced by the Forum for Naga Reconciliation (FNR) following the re-emergence of factional clashes among the Naga underground groups after a gap of five years, FNR convenor Dr Rev Wati Aier has not lost hope on his mission.
Dr Wati Aier, the man behind the floating of Forum for Naga Reconciliation (FNR) said they are closely monitoring on the prevailing situation and “hopefully things will subside soon.”
The FNR convenor said the Forum is silently working towards fulfilling its mission. “But you see reconciliation is not a magic lamp but only a process.”
This comment of Dr Rev Wati Aier came amid heightening of factional clashes among the Naga underground groups at the moment.
Formed in 2008 to reconcile among the warring Naga underground outfits, the FNR members drawn from various Naga civil bodies, activists and intellectuals had organised football matches for these various Naga underground outfits both in Nagaland and abroad. Several reconciliation meetings were also convened under the aegis of FNR in Nagaland, Thailand and elsewhere. Following these, the warring Naga underground organisations had ceased to fight among themselves both physically and in the media.
Numerous agreements were also signed among the Naga underground outfits to stop hostility among them.
However, the clashes among the militant outfits cropped up again few months ago and untill yesterday, a cadre hailing from NSCN-K was killed by a rival group in Tizit town, Mon district, Nagaland.

Imphal, Sep 9 : The Army Recruitment Rally, that was conducted at Senapati district in the month of July, this year, with the objective of recruiting youth from the remote areas of Manipur and to give them an opportunity, on par with the mainland youth, for employment in the Armed forces . Of the 16000 youth who appeared for the recruitment tests, 91 candidates had qualified from Senapati district alone and a similar number from the other regions of the state.
Maj Gen Binoy Poonnen, VSM, GOC Red Shield Division, flagged off the the successful youth on 09 Sept 12 from Senapti town to Dimapur for their final documentation. The General in his flagging off speech complimented the successful candidates and said that the Army is a noble profession since long-standing times and will give them an opportunity to safeguard the nation from adversaries. He acknowledged that the natives of Manipur have a unique and natural ability for soldiering and must come forward to join the Indian Army. He furthered that these candidates will be sent for military training for a duration of one year, in the various training centre’s across the country. He mentioned on successful completion of training, a young soldier will earn in par with many of the best paying jobs of the country, in addition to the various perks and privileges exclusively meant for the defense forces. The General complimented the parents of these youth, for inspiring and guiding them to join the Armed forces. He also said that their selection into the Indian Army will inspire a large number of youth, from their homeland to enroll with the Armed forces.

Whenever there is darkness they find the way out of impasse, they open public mind. Their views are important for they speak out boldly least bothering about the consequences that he or she may face. Perhaps they have been trained to speak fearlessly when it comes to attacking rivals be it the ruling by the opposition or vice versa. They use choicest words, which sometimes evoke amusement to hear. It happens in politics, politicians, who are habitual liars fade out quicker than expected. If they won in the electoral politics in the first attempt when the electorates were quite ignorant about their activities it was purely luck that shaped their destiny. Such politicians are exposed after talking to the masses. Their level of thinking leaves much to be desired. Such politicians face natural death in politics. Our leaders remain worrying over something that is uncalled for. When they should have shown concern over the deteriorating law and order situation in the state they talk about something else. The common men do not want to talk about Lok Sabha election as it is two years away. Some politicians talk about advancing Lok Sabha election time. Election is a burden on the common masses and also costly. These members of the Lok Sabha were elected by spending billions of rupees. Their membership should last the full term for which they have been elected. Election time cannot be advanced. It will be wrong to assume that the entire masses are for advancing the time and date of the Lok Sabha election. It should be held as per scheduled earlier, that is 2014. That will send a message to the entire world that Indians can uphold democratic values that include holding of election as per scheduled. Politics is a game of patience. Common masses weigh the pros and cons of the words uttered by the leaders and if the words uttered do not match with the expectation of the masses they are rejected. And if they utter in tune with the people’s expectation they are hailed as the true leader of the masses. Change needs to be brought about and it should take the country towards the path of development. But nobody will like the change for the worst. Earnest appeal therefore is made to the leaders of the opposition to focus on the issues rather than demanding advancing the time of election. Moreover no party will improve their strength by advancing the time of election by one year or two. The country will witness repetition of the same verdict. What we saw in the last election will be repeated when the election is held. In the same manner fire brand politicians suffering electoral defeat in Manipur many at the centre will suffer the same fate. This declaration will not go wrong. Do not attempt to hasten the process of death that is bound to come naturally.

Imphal, Sep 9 : The Association of Voluntary Blood Donors, Manipur [AVBD-Manipur] in close association with the NSS unit of Don Bosco College, Maram and Blood Bank, JNIMS has organized a combined Voluntary Blood Donation Camp on Sep 8 at the College premises at Maram, Senapati District [as a part of its continuous effort to make Manipur a 100% achiever in Voluntary Blood Donation movement] in which 77(seventy seven) Voluntary Blood Donors consisting mainly of Students & faculty of the College have donated their valuable “Gift of Life”.
During the inaugural function of the VBD camp, Dr. L.Tomcha Khuman, Founder president of AVBD-M stressed on the importance of start donating early in life so that the shortfall in the state could be done away with and encouraged the donors even if they are not thanked personally by the actual recipients of the Donated Blood. Such words of Dr. LTomcha was supported by Father K.
