Congress led Government at the centre having been installed to serve the country with one billion plus people had done wonderful job keeping the promises made to the people on the eve of elections. This Government must last the full term. So that it will be able to do more for the people. Nothing should be done to bring down this pro people Government. Off shoot political party like Trinamol Congress, which can never be in competition with the Congress party is thinking of bringing down UPA II Government, which sounds funny. No party even in the opposition is willing to be in cohesion with Trinamol in its funny move to dislocate Congress led Government. The country needs strong and stable Government. Such Government will be able to frame schemes and policies for the betterment of the country. Political parties should wait for their turn. After the end of the current term precisely after 2014 elections God knows, which party will party will come to power at the centre. Until that happens one must remain contented playing the role assigned to do. The leaders of these political can analyse the situation prevailing in the country as they wait for their turn. They can focus on the issues, which they think can be taken up for discussion. They can also evolve strategy to take the country to the direction of their choice. No political party has the right to play with people’s verdict. Mamta’s Trinamol Congress will lose the support of the people even in her state for causing restlessness to the people. The peace loving people of the country do not want installation of unstable Government. No common men say they are unhappy with the UPA II’s policies and programmes. Why create brouhaha unnecessarily. If elections are held now Trinamol Congress will be crushed by Left Front albeit with the support of Congress (I). People are fed up with experiment. Time tested political party must rule over the country. What have Congress party done to ruin the country? All its policies and programmes are for the betterment of the people of the country. MGNREGA was implemented by UPA and now Food Bill is also going to be introduced. No one will face starvation. In the international arena too the country’s image is improving. Should we push away this Government to usher in unstable Government, which will remain concerning the seat rather than taking up welfare programmes for the people? We had learnt too many lessons from the past. Political parties that could not ensure stable administration had dug its own grave. These parties had been uprooted from the soil of the country. The political parties that marginalised minority communities will not return to power at the centre. These parties, which play with communal card, cannot win the confidence of the masses. The question now is which party will be able to provide stable Government at the centre if Congress is to be ousted from power. SP, or BSP supported by other smaller parties. That sounds funny. Therefore Congress party or the coalition led by the party will return to power if general election is held now.

MNS Imphal, Dec 5 : Keeping up the campaign for dissemination of information about the various centrally-sponsored projects in Manipur, a five-day photo exhibition on the theme ‘Development Initiatives in North East’ kick-off tuesday at Wangjing Lamding Market Complex in Thoubal District. The exhibition which would continue till December 8 is being organized by the Field Exhibition Office, Directorate of Advertising & Visual Publicity (DAVP), Ministry of Information & Broadcasting, Government of India, Imphal in collaboration with Wangjing Lamding Nagar Panchayat.
Rolling the five-day campaign into motion, Tongbram Biswamitra, in his speech as Chief Guest highlited about the various initiatives undertaken by the Government of India for the welfare of the public. Appreciating DAVP for organizing the campaign aimed at creating awareness amongst the people, the Chief Guest calls upon the people of Wangjing-Lamding area to visit the exhibition so as to have a better understanding of programs and policies of the government. Biswamitra also admitted that a beautiful market complex have been constructed at Wangjing Lamding financed by the Union Ministry of Urban Development.
Inspired by the vast collection of photos that are being displayed for the occasion, H Gourango Singh, Vice Chairperson, Wangjing Lamding Nagar Panchayat noted that the exhibition is a good platform to learn many things. “We can learn many things from the exhibition as the pictures are in itself a good source of knowledge”, said Gourango Singh. Th Maniton Singh, Social Worker, who presided the function highlighted the development perspectives that have been witnessed down the years.
The exhibition, with a collection of 120 photographs from the North East region has attracted many visitors. “The exhibition has enriched my knowledge” said Bimola, a student. Another visitor was overwhelmed to see those beautiful pictures which gave her a new view of the North East.
Giving the purpose of the exhibition, Dr Gin Gangte, IIS, Field Exhibition Officer, DAVP, Imphal said that the campaign is aimed at creating awareness of the public about the various development schemes undertaken by the Government of India. The Field Exhibition Officer also highlighted the campaign that have been successfully organized during the past 3/4 months at Mayang Imphal, Wangoi, Lilong, Lamsang, Bishnupur, Nambol and Ukhrul. Dr Gin Gangte also appealed to the public to visit the exhibition hall for a better understanding of the North East, and programmes and policies .

IMPHAL, Dec 5: The Manipur State Congress Party (MSCP) on Wednesday boasted of being the most powerful regional political party in Manipur and laid emphasis on solving unemployment problem confronting in the state.
“Other regional parties had failed to win any sit in the last 10th state assembly elections but the MSCP won five sits in this elections and hence the party has become the strongest regional party in Manipur”, MLA K Thamarjit said while speaking on the occasion of 15th Foundation Day of MSCP which was observed at Gandhi Memorial Hall, Imphal.
MSCP MLA Thamarjit further accused the state Government of misappropriating developmental fund and schemes sanctioned by the Central Government to the state.
Referring to the recent incident that took place at the venue of Sangai Festival 2012 where Agriculture minister Md Abdul Nasir beat up a Congress member, Thamarjit said MSCP will urge the Chief Minister to take legal action against Nasir.
He added the party has now started focusing on solving unemployment problem in Manipur and it has also adopted three resolutions.
The three resolutions include development of infrastructure in order to provide home jobs to the youth, protection of the state integrity and remove the common phrase “Ching-Tam” (hill-valley) from day today language, and making maximum effort towards winning large number of sits in the next general election.
The function presided by MSCP President Y Mangi was also attended by the party’s MLAs and leaders. MSCP was established on December 5, 1997. It had swept two Manipur assembly elections and was in power till the early part of 2002.

NEW DELHI/IMPHAL, Dec 5: While the United People’s Front (UPF) could come to terms with the condition given by the government but for the Kuki National Organisation (KNO), today’s talks with the government in New Delhi has concluded in a sour note.
However, today’s talks were not that of ‘political dialogues’.
The talks involving the two umbrella organisations of the Kuki militant outfits—KNO and UPF—and the reprentatives from the Central and Manipur governments were held today at Asoka Hotel, New Delhi.
The meetings were held separately, one with the KNO and the other with the UPF.
First, it was with the KNO which was held at around 3 pm.
Joint Secretary, Ministry of Home Affairs (MHA), in charge of North East, Sambhu Singh led the Central government team and the Manipur government team was led by chief secretary DS Poonia in the meeting with both the KNO and the UOF leaders.
“We will wait till tomorrow (Thursday) for the positive response from the government side. Otherwise, things may not be that fine,” informed Seilen Haokip, spokesman of the KNO to Newmai News Network after the talks.
The KNO leader said the government representatives had requested the outfit for the one year extension of Suspension of Operation (SoO) but the outfit turned down on the ground that without any written assurance from the government side to begin a political dialogue, the KNO will not agree for the extension of the SoO.
“Even if any written assurance comes forth from the government side, that too we will sign only for three months with regard to the SoO extension,” confided Seilen Haokip.
“We have waited for seven long years to begin the political dialogue and for how many more years should we wait. We will not ask again to hold political dialogue. Let it be but we can wait for another one more day for the government to respond to our approach,” the KNO leader added.
On the other hand, convenor of the Joint Monitoring Group (JMG) of the UPF, Mr Sanga Hmar informed Newmai News Network that they had agreed to the terms given by the government. “And so we have agreed for the one year extension of the SoO effective from August 21, 2012 till August 21, 2013,” said Sanga Hmar.
Confiding reasons why the UPF agreed to the term, Sanga Hmar said that the government had “promised” the outfit that from December 30 the first ever political dialogue will begin involving the UPF, Central Government and the State government.
“We will wait and see how sincere the government is till December 30,” added the UPF leader.
Sanga Hmar then disclosed that the ZRF has officially come to the UPF fold today.

MNS: The whereabouts of two employees of HVS brick farm Patsoi are still unknown. The two employees were kidnapped on November 24 and abductors reportedly demanded Rs. 1.5 crores as ransom.
Officials and workers staged a sit-in against the abduction of Hawaibam Suresh, site supervisor, Khaidem Awang Leikai and driver of the excavator Md. Jaluddin Borbuiya, Cachar. They were kidnapped while returning to the farm from Keithelmanbi and KCP (M/C) Lamyanba Khuman kidnapped them for a monetary demand of Rs. 1.5 crores.
A protester said, the amount was settled at Rs. Five lakhs and as they directed employees of the farm, handed over the amount at Utlou Pukhri Mapan on December three at 7.30 a.m. but they didn’t release the abducted persons.
Meanwhile two employees including an army man were arrested for abducting state TB officer RK Lakhsana and his driver for a ransom of Rs. 20 lakhs near show room of Eastern motor last evening around 4.30 p.m.
They were arrested by a combined team of commandos of Imphal West and East.
The accused were posing as KCP while playing the kidnap drama.
They were identified as Khwairakpam Robi (30) Sekmai, Makha Leikai, navigating officer, Iraq rural auxiliary service, Khwairakpam NandaKishore alias Amujao (32) Sekmai Nongthonbam, an army service core posted in Bangalore .
Police recovered Rs. One lakh, one passport three ATM cards of SBI, two PAN cards, driving licenses from the duo.
During interrogation they revealed that while on leave in Imphal they posing as KCP planned to kidnap Dr. Lakhsana and also tried to leave Imphal in no time.

IMPHAL, Dec 5: United Naga Council (UNC) general secretary Gaidon Kamei has urged the Nagas in Manipur not to fall into traps of anti-Naga forces who are hell bent to spoil the ongoing Naga peace process. Gaidon Kamei elucidated his point said that Nagas should not buy any speculation that Naga movement would not succeed.
“The Naga settlement is near and we should be very cautious in our dealings and we should not allow ourselves to be lured away by anti-Naga agents,” said the UNC leader. He said Naga movement is not for sale. “Naga solution cannot be compared with material gains,” Gaidon added.
He was speaking at Somrei village in the adjoining zone of Senapati and Ukhrul districts today as part of the UNC awareness campaign on Naga issue which had kick-started since November 30.
“Our movement is purely a national movement started by our forefathers. We will go on as long as our goal is not achieved,” Gaidon added. Gaidon then accused the state government and billed it as ‘anti-Naga government’.
To drive home his point, the UNC leader said Naga leaders were given ‘wanted tags’ without rhyme and reason. “There have been so many leaders in the valley who are indulging in all sorts of movements and agitations but the state government did not award them any wanted tag as had been done to the Naga leaders,” Gaidon Kamei alleged.
He then appealed the Nagas not to indulge in any communal activities but to work purely within the parameters to gain the Nagas’ rights. Former UNC president Paul Leo said Nagas are fighting a benign cause and “we want peace”.
Paul Leo also said peaceful co-existence as good neighbours is what the Nagas ewant and appealed the gathering to shun any communal approach.
“The history of Nagas is unique,” added Paul Leo.
UNC leaders S Milan, Warngam, Solomon Ningshen of the Tangkhul Naga Long and others spoke on the occasion.

TAMENGLONG, Dec 5 NNN : The Zeliangrong Baudi, Manipur (ZB-M) has claimed today that historically, the Nagas were the first settlers in the hills of Manipur and the kings living in the four “Naga districts” had paid yearly cultivation tax to Naga villages. “It is illogical to pay it if the Kukis were the reverse,” the ZB-M reasons.
It said when the Zeliangrong people came to their present habitat there were no other tribes including the Kukis whom the Zeliangrong forefathers could meet and enter into conflict with them in the early days.
“Our forefathers experienced inter-tribal (Kukis) conflict only in the 19th and the 20 centuries. For the Kukis started spreading in the hill areas during those centuries. Kuki exodus began after the adoption of planting Kukis in British frontier in the Naga hills and the Naga areas of Nagaland and Manipur in 1850s by Col. M.C. Cullock. This fact is well accounted by R.K Rajendro in his article, “Myanmar Amasung Manipur da leiba Kuki sing,” in Poknapham daily newspaper dated 19th March, 2012. In the press box item it states, ‘Yumhong toiba Kuki Chingmising asina Kanagumba leibak amada akaknaba Burma amasung Manipur da yum hongduna khundaruba khudunggi sajinnaba itihas semduna leibak tuda leijaramliba miyamdugi mathak thongnaba hekta hotnei. Makhoibu changpham piriba leibak tuda autonomous state nattraga ningtamba homeland piyu hekta hai’…,” pointed out the Zeliangrong body.
The claims of the Kuki National Organisation (KNO) that the Zeliangrongs were the vassals of Tintong and Khotinthang of Laijang and Jampi, the two chiefs and their men well armed and used brute force against the Zeliangrongs, alleged the ZB-M. So, some villages, in order to avoid ugly consequences remained silent or extended some nominal help to them during Kuki Rebellion (1917-19). It was a fleeting experience not regular one. And the situation did not lead them to vassalage. History denies it, it added.
The ZB-M then alleged that historically, the so called Kuki Rebellion was a state sponsored conflict, for the Kukis used the 600 muzzle-loading guns against the Nagas. Those guns were issued by Churachand Maharaja. And practically it was not rebellion, for the Kukis, instead of fighting against the established authority directly, they turned the guns against the Nagas of Manipur. It was, therefore, inappropriate to call it rebellion nor was war of independence. Practically, it was mere inter-tribal feud, the ZB-M further stated.
Regarding the pattas which are said to be possessed by Kuki chiefs, the Zeliangrongs had never felt the compulsion, the ZB-M claimed. “For our Zeliangrong forefathers applied absolute mode of land acquisition for their respective villages, meaning each village land was one of ownerless when they came to this present Zeliangrong land. So, the Zeliangrong land is always invariably there under any circumstance,” the ZB-M also stated
It then said, “Another claim of the KNO and the question of Kuki Achouba and Kuki Ahongba, it is a well known fact that the term Kuki was of recent appearance/origin. How could it appear in 3e AD? The two names are fictitious from any account. Moreover, anything appears in Pooyas is not historical and scientific. KNO’s assertion is unhistorical and confutable. In this regard, the Meiteis should rake up the issue. For it is something to do with coronation of Pakhangba”. “Is Chothe Thangvai Pakhangba a historical man?,” the ZB-M questions.
“As to frequent appearance of the Joupi incident by various Kuki organisations which we have put it in oblivion for being Christians, we are constrained to cite historical antecident.

MNS: The 2nd Indo-Myanmar Regional Border Committee Meeting between India and Myanmar is being held at Myanmar from 05 Dec to 07 Dec 12. A twelve member Indian Delegation comprising of Army and Civil Government Officials, headed by Lt Gen AK Sahni, SM, VSM, General Officer Commanding, 3 Corps left today for Myanmar to attend the Indo-Myanmar Regional Border Committee Meeting.
The Indo-Myanmar Regional Border Committee Meet is a landmark event where representatives of both the Armies and Civil Government interact and exchange views on matters related to security of border areas and measures to control insurgency in both countries. This forum also gives an opportunity to the delegates to exchange views which assist in further strengthening the friendly bond and co-operate among both the countries.
On 05 Dec 12 while on the way to Myanmar, Lt Gen AK Sahni, SM, VSM, General Officer Commanding, 3 Corps also handed over twelve Dozers and four Motor Graders to the Myanmar Army at the border town of Moreh as part of assistance to Myanmar for development of infrastructure. The Myanmar Delegation was represented by Maj Gen Soe Lwin, Commander, North West Command who accepted the Plant Equipment. IMPHAL, Dec 5 MNS NNN: Manipur Deputy Chief Minister Gaikhangam on Wednesday urged the scientific community and the people of the North- East to elevate silk industry, which has the potential to bring about socio-economic development in the region.
Gaikhangam stated this while inaugurating a 3-day international consultative meeting on ‘Seribiotechnology” (ICMS) 2012 organised by Institute of Bioresources and Sustainable Development (IBSD), Imphal (Department of Biotechnology, Government of India) at Manipur Film Development Corporation (MFDC), Imphal.
Gaikhangam said that in the past, sericulture received the patronage of Royal families of North East India and this old- age practice and cottage industries of the rural populace of NE India is now “under threat” due to advent of modern synthetic clothing.
The silk industry is largely dependent on production of large number of cocoons, produced by the particular type of insect as well as their related host plant, he said and pointed there is always a symbolic relationship between the silkworm and their host plant.
Population of both the organisms and host plant are gradually diminishing and the people are also losing interest in this enterprise lately, he further said.
He said: “Cultural tradition, heritage and availability of genetic resources (about 500 types of cultivated silkworms) are interwoven with the necessity, and we should not forget this.”
“I urge the scientific community and the people of the region to elevate this silk industry, which has the potential to bring about socio-economic development in the region,” the Home Minister said.
Through dissemination of scientific knowledge and extension of activities on sericulture, it is possible not only to rejuvenate the sericulture but move it forward, he added.
Prof YP Lim, Chungnam National University, South Korea also spoke at the opening function of the consultative meet. He said there are a lot of similarities among South Korea, Manipur and Assam in respect of their language, food habit, custom, culture, etc.
Silk industry can be easily developed in the highest level if India and South Korea work together in this field, Prof Lim suggested and highlighted on promoting various resources available in both Manipur and Assam.
Prof H Nandakumar, Vice Chancellor, Manipur University also attended the function as president. He stated that both Manipur and Assam are playing a big role in identifying India in the world by their silk products.
For Manipur, silk cottage industries have long been an inalienable part and practice of every families, Prof Nandakumar said while adding that now in India, Domestic demand on silk products is thirty-thousand metric tonne while the normal production is seventy-thousand metric tonne only.
Employment to millions of people in the country can be easily provided if we can develop silk industry properly, he suggested.
India is famous for its silk products especially by golden colour silk from Assam, he said. It is expected that the consultative meet will create a new idea for the people who are working in this field and have a good impact, he added.
Chief guest of the function, Deputy CM Gaikhangam also released a souvenir of the consultative meet.
Fifty delegates comprising of scientists, academicians, researches from the USA, Japan, South Korea, Singapore and India are participating at the meet.
Prof KP Gopinathan, INSA Honorary Professor, IISC, Bangalore, Dr NC Talukdar, Chairman, ICMS 2012 and Dr T Shantibala, Scientist, IBSD and organizing secretary, ICMS 2012 were also present at the function.
Resource persons from USA, Japan, South Korea and from various parts of India are participating in a programme, “International Consultative Meeting on Seribiotechnology” in Imphal from December 5 to 7.
The Institute of Bioresources and Sustainable Development (IBSD) is hosting the programme in the auditorium of Manipur Film Development Corporation (MFDC), Imphal.
The meeting is being organised under the sponsorship of Department of Biotechnology, Government of India. It is organised to discuss the developmental prospect of sericulture in the northeast region of India.

TAMENGLONG, Dec 5: The Zeliangrong Baudi, Manipur (ZB-M) has claimed today that historically, the Nagas were the first settlers in the hills of Manipur and the kings living in the four “Naga districts” had paid yearly cultivation tax to Naga villages. “It is illogical to pay it if the Kukis were the reverse,” the ZB-M reasons.

It said when the Zeliangrong people came to their present habitat there were no other tribes including the Kukis whom the Zeliangrong forefathers could meet and enter into conflict with them in the early days.

“Our forefathers experienced inter-tribal (Kukis) conflict only in the 19th and the 20 centuries. For the Kukis started spreading in the hill areas during those centuries. Kuki exodus began after the adoption of planting Kukis in British frontier in the Naga hills and the Naga areas of Nagaland and Manipur in 1850s by Col. M.C. Cullock. This fact is well accounted by R.K Rajendro in his article, “Myanmar Amasung Manipur da leiba Kuki sing,” in Poknapham daily newspaper dated 19th March, 2012. In the press box item it states, `Yumhong toiba Kuki Chingmising asina Kanagumba leibak amada akaknaba Burma amasung Manipur da yum hongduna khundaruba khudunggi sajinnaba itihas semduna leibak tuda leijaramliba miyamdugi mathak thongnaba hekta hotnei. Makhoibu changpham piriba leibak tuda autonomous state nattraga ningtamba homeland piyu hekta hai`…,” pointed out the Zeliangrong body.

The claims of the Kuki National Organisation (KNO) that the Zeliangrongs were the vassals of Tintong and Khotinthang of Laijang and Jampi, the two chiefs and their men well armed and used brute force against the Zeliangrongs, alleged the ZB-M. So, some villages, in order to avoid ugly consequences remained silent or extended some nominal help to them during Kuki Rebellion (1917-19). It was a fleeting experience not regular one. And the situation did not lead them to vassalage. History denies it, it added.

The ZB-M then alleged that historically, the so called Kuki Rebellion was a state sponsored conflict, for the Kukis used the 600 muzzle-loading guns against the Nagas. Those guns were issued by Churachand Maharaja. And practically it was not rebellion, for the Kukis, instead of fighting against the established authority directly, they turned the guns against the Nagas of Manipur. It was, therefore, inappropriate to call it rebellion nor was war of independence. Practically, it was mere inter-tribal feud, the ZB-M further stated.

Regarding the pattas which are said to be possessed by Kuki chiefs, the Zeliangrongs had never felt the compulsion, the ZB-M claimed. “For our Zeliangrong forefathers applied absolute mode of land acquisition for their respective villages, meaning each village land was one of ownerless when they came to this present Zeliangrong land. So, the Zeliangrong land is always invariably there under any circumstance,” the ZB-M also stated

It then said, “Another claim of the KNO and the question of Kuki Achouba and Kuki Ahongba, it is a well known fact that the term Kuki was of recent appearance/origin. How could it appear in 3e AD? The two names are fictitious from any account. Moreover, anything appears in Pooyas is not historical and scientific. KNO`s assertion is unhistorical and confutable. In this regard, the Meiteis should rake up the issue. For it is something to do with coronation of Pakhangba”.

“Is Chothe Thangvai Pakhangba a historical man?,” the ZB-M questions.

“As to frequent appearance of the Joupi incident by various Kuki organisations which we have put it in oblivion for being Christians, we are constrained to cite historical antecident.

The Joupi village was infamous not only in recent time but it was so in the past too. It was at that very village Tintong and Khotinthang and their men celebrated their victory by bringing hundreds of heads of Zeliangrong men and women. They decorated their celebration by threading the heads together and placed round their celebration ground. They also made a minor boy (12 and half years ) stand in their midst and alternately fired by his shoulder. He stood terrified each time by the firing. He was finally eleminated. So, Joupi incident holds true of the saying, `History revisits or repeats itself.`  If the Kukis continue Black Day we will also observe the like of Kuki Rebellion atrocities,” the ZB-M asserted.

“Besides, time and again, various Kuki organisations always come out with this one sided propaganda of killing 900 Kukis during the Kuki-Naga ethnic clash in the 1990s. How about those triple 900 Nagas killed during the Kuki Rebellion of 1917-19 eventualised in four present districts of the Nagas in Manipur by the so called Kuki freedom fighters. And if the Kukis want justice from the court or GOI for the so called crimes (or killing of 900 Kukis) by the Nagas, we also demand similar justice for Kuki atrocities committed against the Nagas by massacring more than 3000 Nagas during their rebellion of 1917-19 and the ethnic clash of 1990s,” the ZB-M also stated.

In this regard, the Zeliangrong Baudi, Manipur urges Kuki organisations particularly the KNO to release any statement by basing on historical and factual accounts and repeat no statement unbecoming of responsible organisation.
