IMPHAL, Dec 7 NNN: In Manipur, violence against women is getting higher with the period between January and October of the current year has recorded a total of 269 cases of violence against women, stated M Sobita, secretary, Women for Action (WAD) Friday.
Sobita was addressing a 1-day consultative meet on “Role of Media in Eliminating Violence against Women” organized by WAD at Hotel Imphal.
She said there were 269 cases of violence against women in the state during the period between January and October of the current year as per record maintained by WAD based on the reports published by local newspapers.
The above cases include 21 rape cases, two rape and murder cases, 16 suicide cases, seven molestation cases, four kidnapping cases, 56 missing cases and 78 trafficking cases,  Sobita who was attending the meet as a resource person, said.
This year’s cases of violence against women exceeds the preceding years and this clearly shows that violence against women in the state has gone up gradually, Sobita maintained.
U Nabakishwore, secretary, Centre for Social Development, who was also speaking at the meet as a resource person, alleged that security forces countering militancy in the state are also committing crimes against women and acknowledged that the people have been able to point out the facts about such crimes through the media.
The consultative meet was organised by WAD as part of the “International Fortnight Observation Protesting Violence against Women” which is held on November 25-December 10 every year across the globe.
This year’s edition of the observation is underway under the theme “From Peace in the Home to Peace in the World: Let’s Challenge Militarism and End Violence against Women.” For Manipur, the observation will continue till December 12, that is, Nupilal Day.

A car knocked her down, leaving her unconscious and fled away from the spot
A 21-year-old girl from Manipur was knocked down by a car near Kishangarh bus stand in Aruna Ali Marg on November 27 at around 11am. According to sources reaching to North East Support Centre & Helpline, Rosy (name changed), was allegedly hit by a car leaving her laying unconscious and the car driver sped away from the spot. The incident took place near Kishangarh bus stand in south Delhi.

“While I was on my way to catch a bus an unknown car suddenly hit me on my right leg and fled away leaving me unconscious. My cousin brother was with me at that time, but unfortunately he missed to note down the vehicle’s number while attending me as I was lying unconscious. Those nearby us called an ambulance and I was rushed to AIMS Trauma Centre, where I regained my consciousness. I was discharged the same day around 9pm,” said Rosy.

The Fact Finding Team of NESC Helpline led by its founding member Dr Alana Golmei visited the victim at her residence. The victim’s right leg is fractured, five stitches on her left temple and her eyes covered with red blood balls. She could barely move on her own. She is still in pain and it will take many more months to recover.

“I was supposed to give my BA final exams on November 29 and December 4 but I could not do so,” Rosy, a student of Kamala Nehru College, told NE Helpline Team while visiting at her rented room in Kishangarh.

The victim’s sister informed that she along with her brother went to Vasant Kunj Police Station to file an FIR on November 27, but one policeman named Rajbeer, an ASI of Vasant Kunj P/S, who is also incharge of the case, refused them from filling further complaint. “On the advised of Mr. Rajbeer, I have signed a statement saying ‘No further assistance is required’ as we cannot provide the vehicle’s number,” the victim’s sister told NESC Helpline.

“Even after going to the Police Station for three times we could not file a complaint as Mr. Rajbeer blamed us that it was my sister’s fault. On the second day, Rajbeer told us to produce Identity (ID) proof of college, rented house as well as the witness. After we got all the documents he said that he is not at the station and told us to come the next day. He also repeatedly rejected my calls when I tried to speak to him,” the victim’s sister told NESC Helpline.

Soon after this information was received yesterday (December 6), North East Support Centre & Helpline intervened and lodged the FIR in Vasant Kunj Police Station.  The case is now registered under section 279 and 337 of IPC, with the support of Mr Malik, Station House Officer and O.P Thakur, Inspector Investigation.
Dr. Alana Golmei, Founding member of NE Helpline, while appreciating the prompt action of Mr. O.P Thakur, she also strongly call on the concerned authority to take stern action against Mr. Rajbeer, ASI, who refused to accept the victim’s complaint thereby causing more distress to the victim and her sister. Is this the attitude of Delhi Police towards the Northeast victims? This policeman, Rajbeer, who is the case Investigation Officer (IO), must be suspended from his post immediately since he is not performing his duty sincerely and instead harassing the victim and her sister, and her brother.

The police hadn’t yet arrested the accused in this case. Earlier in a similar incident, a 26-year-old Manipuri girl was mowed down by a car bearing registration no. DL-3CA-0388 on June 7, 2012. An FIR was lodged in Vasant Kunj Police Station. However till today the police remain clueless about the car and the absconding driver. No one arrested so far.

GUWAHATI, Dec 7 NNN: Five months after the incident had occurred, a local court in Guwahati today convicted 11 of the 16 accused.

On Friday, Kamrup chief judicial magistrate S.P Moitra after the hearing of 24 witnesses, convicted 11 including prime accused Amarjyoti Kalita who was arrested from Varanasi almost a month after the incident. However, the terms of sentence is yet to be pronounced. This is so, because, not happy with the judgement, those convicted persons have sought a re-examination of their case within 30 days.

In the month of July, the police had arrested  the youths for molesting and trying to strip a 16-year-old on the busy GS Road in Guwahati at late night. The girl, a class 11 student, was pounced upon soon after she emerged from a party organized in a bar.

Some 20-25 men attacked the teenage girl as she was about to board a vehicle on her way home. They pawed her for almost 30 minutes and tore off a part of her dress before the police team came to her rescue.

On the basis of video footage, the police got cracking.
One of the molesters turned out to be an employee of the state government-run IT agency Amtron. He was identified as Amarjyoti Kalita.

Days after the incident, a team of National Commission for Women had met the girl and recorded her version. The girl is said to be daughter of a deceased police officer.

In July, RTI activist and peasant leader Akhil Gogoi had alleged that the journalist – Gaurab Jyoti Neog, reporter of NewsLive TV channel – had instigated a mob to molest the girl and filmed it on his mobile phone. Gogoi’s allegation was based on a video footage screened at the Guwahati Press Club.

The news channel had denied the charge as baseless.

It is worth noting that as part of its measure to prevent such incidents, Assam government in November had raised the all-women commando company christened as Virangana, meaning ‘women warrior’.

One hundred women commando personnel attired in black uniforms were groomed to face any situation. They were given concerted training in martial arts, using of guns, handling bikes of all types and vehicles. These ‘women in black’  would also be required to act as decoys in areas prone to eve-teasing and molestation. Such areas include the vicinities of bars and hotels.

The elite women commando company was conceived in July this year following the molestation of a woman outside a bar in Guwahati.
Kanakeswar Borgohain, the spokesperson of Assam police had said last month that the recruits for the force underwent rigorous training at the Dergaon Police Training College in central Assam. The police spokesperson had also said that sixteen of the best trainees were sent to Tamil Nadu for advanced commando training.

“We have no reports of any other state in India having floated an all-women commando force specifically to check crimes against women,” Borgohain had added.

Condemn War on People in Manipur
Statement of the
Campaign for Peace & Democracy (Manipur)
On the occasion of the
International Human Rights Day 2012

Dear Friends,

The world that we live in is not free from subjugation, exploitation and oppression. The responses are alarming! This year alone we have witnessed millions of people on the streets all across the world; some demanding civil and political rights and others demanding economic, social and cultural rights. The European and American capitalist States that had feigned welfare model states and peaceful capitalist order have been targeted by millions of workers and progressive forces. The targets were against worsening economic crisis, austerity policy, suppression of rights, and imperialist occupation in the Middle-east, Latin America, Asia, etc. Progressive assertions are gaining momentum in China, Philippines, Indonesia, Afghanistan, Pakistan, Sri-Lanka, Nepal, etc.

In the Indian sub-continent not a single day is passed without some forms of resistances and demands to defend democratic rights. The resistances and demands ranges from: Maruti workers’ movement and communist movement to the national liberation movement in the north-east and Kashmir; struggle of the adivasi peoples against capitalist intrusion on their land; workers’ assertion for right to work and higher pay; protest against rights violation; movements for right to education; protest against state orchestrated communal riots, patriarchal and feudal reactions, etc. The context of these resistances and demands is the economic crisis and social unrest inherent in the capitalist path adopted by the Indian ruling class. The path is structured along with promotion of semi-feudal reactions and communal forces to work on social divisions on the one hand and on the other hand increasing reliance on State terrorism to continue with suppression of rights. Hence, the varied responses; each playing a role in the overall phenomenon of assertion of democratic rights!

In the context of Manipur (Northeast India), taking into account the affidavit of the thousands of fake encounters perpetrated by the government troops the Supreme Court had recently asked “are we in a state of war” in Manipur. The reality is that the Indian State’s war on the people has been ongoing to control the territory and market, corporatize resources, exploit labour and strengthen the stockpile for capitalist expansion towards the Southeast Asian countries. The war has been carried out by a collusion of military and paramilitary forces, police and State sponsored militant organizations that perpetrated communal or sectarian assaults. People’s assertion for democratic rights and rights activist had been suppressed under suppressive legislations such as the Armed Forces Special Powers Act (1958), Unlawful Activities Prevention Act, National Security Act (1980) and Prevention of Seditious Meetings Act (1911). Deceptive jargons such as ‘national security’, ‘law & order problem’, ‘war on terror’ and ‘development’ had been widely articulated to cover up suppression and exploitation.

Extrajudicial killing of people for democratic assertion and ideological dissent has been frequent. Justice is denied to several victims and their families. Hundreds of activists are languishing in jails in the most inhuman manner. Most of them do not enjoy the legal status of political prisoners. Witch hunting of rights activists is rampant. Those who have raised protest to the destruction of agricultural land, environment, fossil fuels, and forced displacement to construct airport, dams, office building, and military camps to serve the interest of the corporates are brutally targeted. The India State’s commitment to the Indian Protection of Human Rights Act, 1993, constitutional fundamental rights, and other international standards such as the International Declaration of Human Rights 1948, Geneva Conventions 1949, International Covenant on Civil and Political Rights 1966, International Covenant of Economic, Social and Cultural Rights 1966, etc remains unfulfilled. There has been reign of terror in the name of national security.

We are also aware of the manifold assertions and demands by various sections of the population. There is peasants’ demand for agricultural land, incentives and facilities; unemployed youths demanding jobs; ad-hoc employees demanding regularization of job; government employees demanding regular monthly salary; private sector employees demanding pay high and decrease workload; peoples demanding improvement of roads, regular electric supply, other facilities; women street vendors demanding permanent allotment of plots; children yearning for free education and against child labour; minority communities demanding recognition of identity and resource control; homosexuals demanding against social discrimination; women demanding empowerment, protesting sexual harassment and domestic violence; demand for compensation against forced displacement and human rights violation; demand to control corruption; medical patients demanding for necessary attention, and so on and so forth. Each of these demands is legitimate from the perspective of the respective sector. But these demands, to achieve respective immediate goals within the framework of the existing governance, are deeply structured and rooted in the neo-liberal system. The governance continued but the grievances are not adequately addressed. On the contrary the demands are reduced into duplicity for lack of the ideology to coordinate towards a political process to create a situation favourable to all.

While we are not indifferent to these demands, we give due attention to the war policy of the Indian State that has not only failed to address these issues but has also suppressed democratic assertions. In other words the ongoing war on people does not distinguish people along sectoral or communal or regional lines. The war is supported by the lumpen puppets in Manipur that operate collectively using different camouflages as communal leaders, reformists, people’s representatives, etc. Several youths are being misinformed and misguided, lured by the prospects of job and promotion, recruited in the rank and file of the repressive forces and drawn into the war against the poor and marginalized. Among them, the underpaid auxiliary forces comprising of Village Defense Forces (prototype of SPOs in central India) who are drawn from the working class and peasant families have began to raise demands for regularization of job, reduction of workload and higher pay. Frustration and fratricide among the paramilitary and military forces have been reported from time to time. However, the war is on without a break!

The war has disastrous impacts! Rights to life, economic livelihood, and justice have become burning issues. The pretext of the war is best analysed by contextualizing it in the overall policy of the neo-liberal State that rely on sectarian politics, suppressive laws and repressive tactics for its own survival. On our part to save the lives of millions we need to expose the character of the State and defeat the war policy both in theory and practice. The expansionist stockpiles had to be dismantled and the wealth distributed to the millions of the deserving needy. A democratic society free from any form of suppression and exploitation had to be established. It can be realised with the collective struggle of the progressive forces cutting across community and regional boundaries.

Solidarity to those who fight for justice, fraternity and democracy!

Down with War on People
Long live Democracy

IMPHAL, Dec 7 NNN: Tribal leaders and intellectuals today deliberated on issues confronting the tribal people and the hill districts of Manipur.
A two-day seminar billed as the “Mega Tribal Seminar” began today organised jointly All Maniput Tribal Union (AMTU), Committee on Protection of Tribal Areas, Manipur (COPTAM), ATWO, ATCFM, TNAL and TLRCC at Tribal Research Institute (TRI), Imphal.
Presenting a paper, Prof Gangmumei Kamei said that Manipur is a multi ethnic state of which the tribal constitute 32 percent of the population”.
According to Prof Gangmumei, at the time of granting statehood to Manipur in 1972, the Indian Parliament provided the Hill Area Committee (HAC) of the Manipur Legislative Assembly to provide legislative protection to the interest of the hill areas. He said a rapid appraisal of the working of the HAC during the last 40 years has unforunately shown that it has failed to act as an effective committee, to protect the interest of the hill people.
“The Fifth Schedule and the Sixth Schedule of the Constitution of India provide the mechanism for the administrative of the Scheduled Tribes and they refer to two areas. One is called the Scheduled Areas under the Fifth Schedule and the other is called the Tribal Areas of Assam, Meghalaya, Tripura and some selected areas of Mizoram under the Sixth Schedule. The tribal areas of Manipur are included in the Scheduled Areas but not covered by the Tribal Areas of the Sixth Schedule,” pointed out Prof Gangmumei Kamei. He said, Article 371(C) of the Indian Constitution provides a special provision for the legislation and administration of the hill areas of Manipur in the form of the HAC. “According to the Manipur Legislative Assembly (HAC) Order of 1972, the ‘Hill Areas’ mean the areas specified in the First Schedule of the Order,” Gangmumei further pointed out.
He also dwelt on ‘evolution of administrative in tribal areas’, ‘the Constitution provision for legislation and administration in Hill Areas: Hill Standing Committee and Hill Areas Committee.’
B.D Behring said, “Tribals in Manipur are not inferior to other tribals in India but we are still facing the difficulty due to ignorance of the meaning of our rights as envisaged in the Articles 15, 29, 30, 46, 275 and 371 (C) of the Constitution of India.” B.D Behring also said the tribal people in Manipur are ignorant of Protection on Scheduled Tribes Atrocities Act, 1989 and Reservation of Posts and Services for SC/ST, Manipur Act, 1976 and National Scheduled Tribe Commission.
Lamenting that since the last few years, many offices in the hill districts of Manipur have either stopped functioning or operated with a handful of staff, B.D Behring said the employees continue to receive their salaries even without attending duties. He also rued that elections to the Autonomous District Councils (ADCs) were held in 2009 but the elected members failed to attend their chores in the hill districts. He asked the state government to see that those ADCs function in the hil districts instead of in the valley. The former RS MP then recalled the reason why he had decided to have a -fastunto-death protest. B.D Behring stated that he had met the Governor and the State chief minister and urged them to make the offices in the hill functional. Both the Governor and the chief minister assured to look into the matter but till date nothing concrete occurs.
Letpu Haokip, chairman of Committee on Protection of Tribal Areas, Manipur (COPTAM) in his paper dwelt on issues like ‘Land Record and District Boundary,’ MLR and LR Act of 1960,’ ‘Village Authority and ADC Act of 2011,’  the border town Moreh rural and urban issue,’ ‘proposed Jiribam district,’ Panchayati Raj/Municipality,’ Police Boundary,’ ‘Recognition of new villages’.
Letpu Haokip demanded that for the transfering of hill land records from the adjoining valley districts to their respective hill district headquarters and to maintain the land records by respective ADC. He said these things are must to check ‘interferences’ in future. The COPTAM leader also demanded that the state government should ensure that the original district boundary is restored and maintained on the basis of the villages’ land boundary recognised and recorded in the Manipur State Hill People’s (Administration) Regulation of 1947.
Former minister and president of All Manipur Tribal Union (AMTU) D.P.Panmei dwelt on reservation of posts and services for Scheduled Tribes.
He gave reasons on why there are provisions in the Constitution of India to safeguard the Scheduled Tribes.
Somi Keishing while urging the state government not to go ahead of extending the MLR and LR Act of 1960 in the hill districts, has cautioned that such step of the state government is bound to create serious trouble in the state.

State should protect life and property of people: Chief Minister

IMPHAL, Dec 7 MNS NNN : “It is obligatory for the state Government to protect the life and property of the people because of this, unwanted confrontations are sometimes taking place in the state as the Government just cannot remain calm when violence incidents are taking place,” Manipur Chief Minister O Ibobi said on Friday […]

IMPHAL, Dec 7 MNS NNN : “It is obligatory for the state Government to protect the life and property of the people because of this, unwanted confrontations are sometimes taking place in the state as the Government just cannot remain calm when violence incidents are taking place,” Manipur Chief Minister O Ibobi said on Friday in an apparent remark made on the frequent encounters between security forces and militants in the state.
The Chief Minister was addressing a mammoth gathering at a function marking the 18th death anniversary of former Congress minister Moirangthem Ibotombi organized by Moirangthem Ibotombi Memorial Trust at the Moirangthem Ibotombi Memorial Complex, Heirok in Thoubal district. The anniversary was observed under the theme: “Understanding, Co-existence and Prosperity.”
In Manipur, the people are now against killing of people and they are focusing on peace and development, the Chief Minister stated while adding killing cannot bring about any change or profit.
He also said the Government has been discussing from time to time to instruct the law enforcing agency to stop violent confrontation with anti-social elements but to arrest them at the maximum level.
“We should rather fight together to bring stability and prosperity in the state.  To bring peace in the state, let’s try to solve differences through dialogue,” he added.
The Chief Minister said, any murder is appalling and we will all die one day, but killing innocent person is a crime which cannot be forgiven. He appealed for peaceful co-existence and urged all concerned to shun all forms of violence to bring about development in the state.
Deputy Chief Minister Gaikhangam was also present at the function. He said former Moirangthem Ibotombi was a multifaceted leader of both the hill and the valley.”Violence brings nothing but destruction; therefore, only harmonious co-existence will help bring peace fast,” he said.
Gaikhangam further underscored the need of awareness about Right to Information Act (RTI) in order to know the activities of the state Government with proper transparency but the Deputy Chief Minister said some individuals are found misusing the Act and said it is really unfortunate.
Chief Minister Ibobi, Deputy Chief Minister Gaikhangam, ministers, Parliamentary Secretaries, MLAs, other dignitaries and public paid floral tribute at the memorial statue of late Ibotombi amidst resonance of devotional songs and religious activities at the event.

Nothing is achieved by throwing mudslinging words against each other. The new premier of China Xi Jinping has given dictate to reduce the time spent in discussion. The much famous slogan “talk less, work more” India’s emergency era is being implemented in his country. Such leader will bring a sea change to the billion plus country. India however is different. Being a democratic country it cannot take stringent measures as the most populous country in the world is doing. Unfortunately in our country precious time is wasted as opposition parties attempt to scuttle implementation of important schemes being introduced by the Government. FDI in retail sector was put under the scanner for several weeks in the process delaying implementation of the same. What has opposition gained by delaying implementation of FDI in retail? The Union Government had to speak repeatedly the same words to convince the non challant opposition leaders. Even the common men understand importance of foreign investment in retail sector. The leaders could not. Blame game serves no purpose. The opposition leaders were not convinced even when the Prime Minister Dr. Manmohon Singh opened his heart and mind as he addressed the nation on DDK some time back on FDI. He even said FDI will not put burden on the people of the country. Opposition maintained its head strong attitude and demanded discussion on the issue in the Parliament followed by vote. What has happened? Precious time was wasted. The situation now calls for allowing foreign direct investment in retail sector as it will improve financial position of the country. Ignorant people were misled by the opposition parties. The opposition parties did not trust the sincerity of the UPA Government on the issue. They even went to the extent of calling Bharat bandh and Trinamol Congress withdrew support to the UPA Government. Congress party has heaved a sigh of relief as the Parliament has okayed the Government stand on FDI. The Congress party has also gained in severing ties with Trinamol Congress. Mamta’s party was a liability to the smooth sailing of UPA. Now the UPA will be able to sail smoothly. The entire masses are also happy at the thought of seeing multi brand retail outlet being opened in the big cities. So far 58 cities have been identified for running multi brand retail outlet by multinational companies. Unfortunately Imphal will not see such retail outlet as the population in the city does not reach permissible level of 10 lakh plus. The matter having been okayed by the Parliament it is time the Government takes step for speedy implementation of FDI in retail sector. The general masses are desperate to see what comes out after the implementation of FDI. The need of the hour is giving support to the Government to enable it to speed up implementation of various schemes, which may become a reality as FDI will bring lots of money. Future generation will appreciate the UPA II Government for taking bold and gigantic decision. Go ahead, the entire masses are behind you.
