Joint Committee on Inner Line Permit System (JCILPS) has announced to call bandh in greater Imphal on December 20, the second day of the Manipur Assembly Session in protest against the the non-compliance of the July 13 resolution of the assembly to implement Inner Line Permit in the state. The Committee also expressed unhappiness that the Union home minister had not responded to various apprisals in this connection.
The JCILPS has said today that it had withdrawn its decision to start implementing the ILP from November 18 following the appeal from the state government to wait till the chief minister who was out of station at the time, returned back to the state. Even after the chief minister had returned, no move has come forth from the state government, alleged the Committee.
Meanwhile, on December 20, hunger striker will be carried out by the members of JCILPS from 9 am till 3 pm and the bandh will be enforced from 4 am to 6 pm in the markets of Khwairambandh, Singjamei, Kwakeithel, Lamphel, Konung Mamang, Khurai and Tera.

The celebrations started with the inauguration of Arts and Science exhibition at the Academic Block by the Chief Guest. The main attraction of the exhibition was display of various models prepared by the cadets and interaction between him and the exhibitors. The Chief Guest lit the Academic Lamp at the Manekshaw Auditorium of the school to initiate the variety entertainment programme.The cadets showcased their talents and skills by performing different activities like solo songs, group songs, skit, hip hop dance and Manipuri Cultural dance.
During prize distribution, prizes for outstanding performances in academic, co-curricular and sports was given to the cadets. The NDA and CBSE Trophies were bagged by Raman House. Imphal, Dec 17: Reacting to the statement of AK Mirabai, social welfare minister in the floor of the House regarding the appointment of a disability commissioner within three months it was informed that AK. Mirabai gave a statement on the floor of State Assembly to the effect that a full time Disability Commissioner would be deputed/appointed within three months as reported in the local news papers published on 12th July, 2012. But the ’ble Minister has failed to keep her words till date ATDUM alleged.
The Minister’s assurance without any follow up make people think that physically challenged persons can be made happy with lip service it was added.
In the recent past, schemes meant for physically challenged persons were being implemented satisfactorily but these days there are gross irregularities in implementing those schemes, such as Financial Assistance (FA) for physically challenged persons, Unemployment Allowance (UEA), Scholarship, Indira Gandhi National Disability Pension Scheme (IGNDPS) and Old Age Pension (OAP). Even the issuing of forms to avail of the benefits under the said schemes is being done secretly and is being issued to their acquaintances. There has not been any advertisement to this effect in the local news papers, issuing of forms and selection of beneficiaries are being done secretly without notice to the public. Dates of issuance of forms and last dates of their submission have not been published to the general public. Publics are not getting Indira Gandhi National Disability Pension Scheme (IGNDPS) and Old Age Pension (OAP) forms to avail the benefits under the schemes. Even when contacted the District Social Officers (DSWOs), replied that forms are not issued from the Offices of DWSOs as all the forms have been taken away by the concerned MLAs.

IMPHAL, Dec 17 NNN: State Cabinet has been decided to recruit 2,000 police constables, apart from discussing on establishment of two district hospitals in Imphal East and Imphal West, and another four GNM schools in the four hill districts .
The decision for recruiting 2,000 police constables for the state police was taken by the state Cabinet during a meeting chaired by the Chief Minister held at his Secretariat in contemplation for the Imphal-Tupul-Jiribam railway line and Loktak Down Stream project which have currently required security protection, Education minister and the Government spokesperson, M Okendro told reporters at his office chamber after the meeting.
The total number of sanctioned posts for the civil police is 33,000 and presently 5,000 posts is lying vacant, he informed. However, the Cabinet has decided to recruit only 2,000 posts considering the financial problem being faced by the state Government, he added.
Notification for the recruitment of the police constables will be issued in the early part of January next year and the recruitment process will be begin soon.
The meeting further resolved to take necessary action at the earliest to set up two district hospitals one each at Imphal West’s Mayang Imphal and Imphal East’s Sagolmang, and another four GNM hospitals at Ukhrul, Chandel, Tamenglong and Churachandpur, Okendro said.
For the two proposed district hospitals to be constructed at the cost of Rs 35.13 crore each under the funding of the Special Central Assistance 2011-12 the Cabinet decided to acquire land by direct purchase method.
The four DNM schools will be constructed at the cost Rs 10 crore each under the funding of Ministry of Health and Family welfare, Government of India, he added while informing that 15 percent of the cost will be shared by the state Government.
It was also discussed by the meeting to find ways to fill up the vacant post of Commissioner for disabilities after making necessary amendment in the appointment rules, he added.

Yanglet Haokip and T Shyamacharan were also elected as BJP National Council members for Outer and Inner Manipur Parliamentary Constituencies respectively at the function attended by L Shantikumar, outgoing president, BJP Manipur state unit, P Chandra Shekhar Rao, Zonal Organising secretary, North- East States BJP, former president Dr Borobabu and former MLA M Bhorot.
Speaking on the occasion, Chaoba alleged that Manipur has been engulfed by corruption being lived out by the state Congress Government while stating that BJP will continue to launch intense agitation against this corrupt Government.
Ás a newly elected president of Manipur Pradesh BJP, I will take up the corruption issue confronting the state in forefront. So far the NDA has ruled the Centre twice and it is quite confident that in the 2014 the BJP will be in power again as the Congress is now dying out quickly, he said.
He further lauded Gujarat Chief Minister and BJP strongman Narendra Modi for making his state a corruption-free state in the country.Chaoba had already served as president of BJP, Manipur Pradesh from 2004-2006.
P Chandra Shekhar Rao, Zonal Organising secretary, North-East States BJP also spoke at the function. He called the O Ibobi led Government as an anti-people Government alleging that the Government has failed to provide basic amenities like electricity, water supply and road to the people and due to the misappropriation of huge public fund, this Government is facing a serious financial crunch at present.
As aware by all, the Planning Commission, Government of India sanctioned over Rs 224 crore for clearance of phumdi (floating biomass) from Loktak Lake in 2008 and subsequently released the above amount to Loktak Development Authority (LDA) under the chairmanship of O Ibobi, Chief Minister of Manipur, he reiterated.
The same work was awarded to K Pro-Infra Works Pvt Ltd on August 1, 2009 and this farm was the lone bidder in the process of the tender which is highly questionable, Chandra Shekhar said and lashed out against Ibobi for keeping mum on this issue till now.
He alleged that Chief Minister Ibobi is the main culprit behind the Loktak scam.
Demanding that a special audit inquiry should be made by the Comptroller and Auditor General of India into the scam, he said an inquiry commission should also be constituted under a sitting Supreme Court Judge to probe this Loktak scam without further delay.
He also asked why the Ibobi Government is not allowing proper functioning of the state Human Rights Commission and accused the Government of not being concerned about the rights of the citizens of Manipur.
Congress is talking about RTI Act but in Manipur the Act is meaningless, he said and pointed out that the state has no its own Chief Information Commissioner and Information Commissioner.
Chandra Shekhar also asked why the upcoming state assembly winter session is having only two days and noted that it has never happened in any state of the country. BJP will continue raising the issues of Manipur till the wrongdoers are booked and punished under the law, he vowed.

IMPHAL, Dec 17 NNN: All normal legal activities in Manipur is likely to be seriously affected in the next few days as all the lawyers in the state have indicated to join and intensify the strike by the High Court Bar Association, Manipur (HCBAM) demanding that no Judge from the common Gauhati High Court be absorbed in the High Court of Manipur except those elevated from the state.
Senior advocate and HCBAM president, N Kumarjit and the association’s secretary Roshni Piba are now camping in New Delhi to plea the Justice of Supreme Court in connection with the demand, HCBAM executive member, Khaidem Mani told reporters at the newly constructed High Court Complex, Manipur here on Monday.
The two representatives of the association will be arriving here tomorrow and after that the association will decide its further course of action to intensify the ongoing strike and that all the lawyers in the state have planned to join the strike soon, he informed.
HCBAM is on a strike since November 8 demanding that all vacancies in the present High Court of Manipur should be filled up from the people of Manipur and the Bar is also strongly protesting against absorption of Judges from the common High Court in the Court of Manipur.
HCBAM is also demanding the Government to appoint at least seven Judges for the state High Court, advocate Khaidem Mani said, adding no Judge from the common High Court be absorbed in the High Court of Manipur except those elevated from the state. The High Court is to be set up as a separate High Court for Manipur.
He said the Gauhati High Court is the High Court of seven North East states and it is also called the High Court of Assam, Nagaland, Meghalaya, Manipur, Tripura, Mizoram and Arunachal Pradesh.
At least five Judges should be appointed for the High Court if the demand for appointment for seven Judges is not fulfilled, he further demanded.

IMPHAL, Dec 17 NNN: Scientists have encouraged the Ukhrul farmers to keep rearing Mithun (Bos Frontalis) as their main occupation by abandoning the traditional jhum cultiavation.
Experts from ICAR, National Research Centre (Nagaland) and activists from Manipur participated at the two-day awareness programme entitled, “Technology Injection Programme on Mithun—Mithun Rearing for Economic and Nutritional Security and Environment Protection”, which was held at the Indo-Myanmar border village of Nambashi Khullen (under Kasom Khullen subdivision, Ukhrul district) from December 14 to 15.
The event was organised jointly by National Research Centre of Mithun (Nagaland), North East Border Area Development Organisation (NEBADO), Manipur and Kashung Bungtung village of Kasom Khullen.
Dr Sabyasachi Mukherjee said rearing Mithun can check the deforestation saying that when the farmers started engaging in this occupation, they will loose interest in jhumming which is harmful to the environment. He said it is more economical to keep Mithun than jhumming. According to him, the value of one Mithun can be worth the whole year’s toil of a family in jhum cultivation.
Dr KK Baruah encouraged the villagers to take interest in Mithun rearing saying this occupation can generate employment. He said the rearing of Mithun is more easier and beneficial than that of jhumming.
According to NEBADO president Paisho Keishing, a full grown Mithun is worth Rs 50,000 or even more these days and it will take only 3 to 4 years for a Mithun to be a full grown.
Paisho Keishing narrated that the milk of Mithun is of very high quality which is superior to that of cows. The NEBADO president also said that Mithun can be used for many purposes such as for ploughing and as a carrier (beast of burden). He said leather from the skin of Mithun is considered by the manufacturers as one of the best.Farmers of the area were happy to participate in the two-day event.There are over 100 Mithuns at present .

IMPHAL, Dec 17 NNN: The first Saikul Block Kuki Chiefs Conference got concluded today at Model English Higher Secondary School, Saikul where Kuki leaders harped on the issues confronting the Kukis today.
General secretary of Kuki Movement for Human Rights (KMHR) Dr Satkai Chongloi lamented about the non-compliance of the government of India on the numerous memoranda submitted to the latter by the Kuki Inpi, Manipur (KIM) demanding to address the plights of 1990s ethnic cauldron where 900 Kukis got killed. Dr Satkai Chongloi said more than 60 memorandum had been submitted to the government but there has been no response till date. According to Dr Chongloi, some 360 Kuki villages got deserted in the 1990s when the NSCN-IM led Nagas carried out the ethnic cleansing. He further said that so many PIL were filed but still no response came forth from the government side.
Dr Satkai Chongloi then lauded Mizoram chief minister Lal Thanhawla who had reportedly told the Kuki State Demand
Committee (KSDC) that he is not only the chief minister of Mizoram alone but he is for the whole Chin-Kuki-Mizo group.
Rev RR Chothe while speaking on the occasion as a resource person claimed that the Kukis started settling in Manipur since 1821.
Meanwhile, over 150 Kuki chiefs participated in the programme.
The programme was organised by Kuki Inpi, Saikul and Kuki Students Organisation (KSO), Saikul.

MNS: An RTI was filed regarding functioning in the state Health department by K Seityajit. However there has no reply even after the stipulated period.
It was asked, “ How many Private Hospitals, Private Clinics and Private Nursing Home are there in the State established by state working doctors . Details of state nominees not joining state services were also demanded. Amount funded by the National Programme for Control of Blindness ( NPCB) since 2002 , distribution of Intra Ocular Lenses (IOL), illegal sale of the lenses, functioning of Medical Board , numbers of cases referred , conditions, status of Nursing Institutes (ANM, GNM, B.Sc Nursing) were also asked. Details of licensed whole sellers, retailers of drugs were demanded , it questioned alleged selling of unbranded drugs , forcing patients to purchase unnecessary medicines specially during operation , audit of prescriptions were also demanded. Total number of cases, arrested traffickers, traders from 2007 to 2012 were asked. Other informations demanded were , amount of remuneration paid to the Accredited Social Health Activist (ASHA ) for Insecticide Treated programme / Scheme (ITBN), sanctioned amount for the State vector Borne Disease Control Programme (SVBDCP) and the National Vector Borne Disease control programme (NVBDCP) during the year 2010 – 2011 and 2011-2012., fogging and spraying . Present (service) status of the five Medical Officers, decision of the Government in compliance of the Judgment and Order dated 7-9-2012 of the Gauhati High Court, Principal Bench in the W.P(C) No. 3094 of 2012. Seniority position of the Medical Officers were also asked.
It was asked if the department could not complete the preparation of its MGEL due to i frequent transfer of the staff . Private Nursing Schools are taking admission of students every year, why the Govt. Nursing School unable to take the admission each year it was asked?
Which are the Districts that the District Blindness Control Society are functioning? It was asked to provide the amount funded by the National Programme for Control of Blindness ( NPCB) since 2002 to uptill now.
How is the functioning of the State Medical Board? Please provide the authenticated copies of the orders of the referred cases from 2002 to 2012.
It was asked how many affiliated or recognized Nursing Institutes (ANM, GNM, B.Sc Nursing) are there in Manipur? How many of them are having the 300 bedded parent hospitat as per the norms of the INC? Why don’t the admission fees and the monthly fees taken by the Private Nursing Institutes be fixed at an uniform rate? Please give the reasons.
It was asked to provide the information and reasons for not having an effective system to control and ban the illegal of spurious and substandard drugs in the state which is hazardous andeven can cause the loss of life.
It was asked how many licenced Whole Sellers and Retailers of drugs are there In the state .
Why unbranded drugs are sold it was asked. At the time of operation of a patient parties are asked to buy costly but unnecessary medicines and it is alleged that after the operation, the medicines are sold off. Other states audit the prescriptions. The illegal drug trade and illicit trafficking of Narcotics and Psychotropic Substances in the State is dangerously increasing . But the present scenario and situation is drug importation, trafficking consumption then- narcotic cultivation, production, trafficking and consumption with drug abuse and organized or unorganized crimes. Innocent children and women are the victims of this trend examples of which are the killing and sucking of blood of the children and women. It is threatening to the society. Why the state Drug Control Service not take up any effective measures to curb with illicit narcotics and the related crimes for so long in the State? With the simple drug burning ceremonies suffice the issue? What the Anti Narcotics Task Force doing for the last so many years? Please provide the total number of cases, arrested traffickers, traders from 2007 to 2012. Please also provide the Departmental Working Report in connection with the illegal drug trade and illicit trafficking of Narcotics and Psychotropic substances In the State.
It was asked to provide the reasons for not exempting/ relaxing the Doctors of Manipur Health Services, Govt. of Manipur from the Manipur Govt. Employees List( M-Gel) as that of the officers recruited under the Manipur Civil Service( MCS), Manipur Finance Service(MFS), Manipur Police Service{MPS), Manipur Forest Service(MFS). Please furnish the norms/ regulation/ Govt. notifications in this regard and for the differentiation.

Everyone talks of deteriorating climatic condition in Manipur and the recent heavy fog that befuddled environmentalists marked the entry of Manipur into unclean atmosphere. After a few months’ dry spell Manipur will see the onset of rainy season. But we will soon forget what we had experienced a little while ago and waste time pondering over other matters. If the atmosphere is not clean it can be purified by planting more trees. How many of us are prepared to take up tree plantation as a mission. Observation of Vanmahotsav is necessary. There should be initiative that should come from the environmentalists to make Manipur a greenery place. Unless tree plantation is taken up as a mission the war against climatic change will not succeed. Tree plantation can be launched on war footing. Government office complexes scattered here and there at different parts of the state look like barren land without any trees. The heads of these Government offices can be asked to plant more trees at the precinct of their offices. Land must be earmarked for growing more trees. Addition of quarters, office buildings in what was once considered to be forest land have acted as agents in making what we have witnessed during the winter season. Manipur receives rainfall round the year. There cannot be barren land in Manipur. But the hills are denuded as jhumias resort to burning of forest wealth. Forest wealth is burnt for collecting a few sacks of charcoal. Jhumias do not try to gauge the extent of damage done by such fire. If these jhumias are properly rehabilitated forest wealth may be saved. They need to be told that jhum cultivation is not remunerative. What is required is making them realise the harms brought on the earth by the wanton destruction of forest wealth. Non Government organisations can do a pivotal role in making the jhumias realise the harms they are doing to the living things. Funds have to be made available to these NGOs for making large scale awareness programme against the destruction of forest wealth and also for making common masses realise the need for planting trees in their Leikais and khas land near their houses. The Government both at the centre and the state will not shirk the responsibility of helping such organisation, which takes up tree plantation as a mission. Likewise all these NGOs be it cultural or others, which receive annual grant from the Government can be encouraged to plant a few hundreds of trees at any place of their choice. The entire stretch of national or state highways passing through Manipur is without any shade. If trees are planted all along these roads Manipur will become a heaven on earth. Our representatives also can be asked to spend at least five percent of local area development fund in tree plantation programme. If Manipur saw a few days’ smog this year more will be seen in the years to come. Hence the need for giving thrust to making Manipur a greenery place.

IMPHAL, December 17: “Novels, general knowledge books and comics attract more buyers. So far Rs 5000 worth of books have been sold, however, compared to previous year, the sales has been much less” said Dipjoy Paul salesman of NE Books, Silchar who is participating the ongoing 21st Imphal Book Fair at Hafta Kangjeibung.

Speaking to this IFP reporter, he said communication is hard as the people here don’t speak much Hindi, and added, “However the people are very friendly and good to deal with”.

NE Books has been supplied books for MU and Central Library and this is their third time opening a stall at a book fair in Imphal.

Partners Manihar Ninghtoujam and Mandingbam Naba who have opened their stall ‘Leihou Nunghou Shanglen’ for the second time at the Imphal book fair, said there has been more customers this year.

They said, this year there has been several customers of books based on the ancient Puya.

The two also informed that they have been publishing their books in order to preserve the culture associated with rituals of God.

Chief Librarian of Central Library S Tampakleima said, the ongoing book fair has 57 book firms including 23 from New Delhi, 8 from Guwahati and two from Kolkata and 24 from Manipur.

There are 105 book stalls in total participating the fair selling various books like novels, graphic, history, biography, management etc.

The objective of the book fair is to reduce the inconveniences faced by people in buying their books from the market.

In the book fair they have the chance to interact with the different publishers and can order the book even if it is not available in the fair.

Proprietor of Akansha Publishing House, New Delhi, Mishra who has been taking part in all the book fairs held ever in Imphal said he had been planning to open a branch of his publishing house here in Manipur.

He has supplied books for MU, Central Library and associated with NGOs, scholars, intellectuals of the state and promoting them by pursuing them to write and publish it.

We have published more than 100 books in Manipur.

Akansha has published writings of Amar Yumnam, Gangmumei Kamei, H Dwijasekhar Sharma, M Mani Meitei, Makhonmani Mongsaba etc, he added.

Facebook users who had visited the ongoing book fair commented as “Certainly it’s a welcoming event; I guess there has been lapses in part of prior publicity. Really hope that it reach out to book loving people. Moreover it could have been much better if public are made known on the different stalls, publishers etc” said Rakez Lourembam.

“This year book fair is not satisfied for me and I also hope that other people are also not satisfied”, said Babina Thokchom and Benjin Okram said “It’s good to organise such fair, I guess there will be some improvement in the next fair, whether we are satisfied or not, the objective of the book fair is awesome”.

IMPHAL, December 17 (Newmai News Network): Former Lok Sabha MP and ex-Manipur cabinet minister Th.Chaoba and six times elected MLA of Utlou constituency, Bishnupur district, was elected as president of Manipur state unit BJP on Monday during a function held at the party office here.

Yanglet Haokip and T Shyamacharan were also elected as BJP National Council members for Outer and Inner Manipur Parliamentary Constituencies respectively at the function attended by L Shantikumar, outgoing president, BJP Manipur state unit, P Chandra Shekhar Rao, Zonal Organising secretary, North- East States BJP, former president Dr Borobabu and former MLA M Bhorot.

Speaking on the occasion, Chaoba alleged that Manipur has been engulfed by corruption being lived out by the state Congress Government while stating that BJP will continue to launch intense agitation against this corrupt Government.

“As a newly elected president of Manipur Pradesh BJP, I will take up the corruption issue confronting the state to the forefront.”

So far the NDA has ruled the Centre twice and it is quite confident that in the 2014 the BJP will be in power again as the Congress is now dying out quickly, he said.

He further lauded Gujarat Chief Minister and BJP strongman Narendra Modi for making his state a corruption-free state in the country.

Chaoba had already served as president of BJP, Manipur Pradesh from 2004-2006.

P Chandra Shekhar Rao, Zonal Organising secretary, North-East States BJP also spoke at the function. He called the O Ibobi led Government as an anti-people Government alleging that the Government has failed to provide basic amenities like electricity, water supply and road to the people and due to the misappropriation of huge public fund, this Government is facing a serious financial crunch at present.

As aware by all, the Planning Commission, Government of India sanctioned over Rs 224 crore for clearance of phumdi (floating biomass) from Loktak Lake in 2008 and subsequently released the above amount to Loktak Development Authority (LDA) under the chairmanship of O Ibobi, Chief Minister of Manipur, he reiterated.

The same work was awarded to K Pro-Infra Works Pvt Ltd on August 1, 2009 and this farm was the lone bidder in the process of the tender which is highly questionable, Chandra Shekhar said and lashed out against Ibobi for keeping mum on this issue till now.

He alleged that Chief Minister Ibobi is the main culprit behind the Loktak scam.

Demanding that a special audit inquiry should be made by the Comptroller and Auditor General of India into the scam, he said an inquiry commission should also be constituted under a sitting Supreme Court Judge to probe this Loktak scam without further delay.

He also asked why the Ibobi Government is not allowing proper functioning of the state Human Rights Commission and accused the Government of not being concerned about the rights of the citizens of Manipur.

Congress is talking about RTI Act but in Manipur the Act is meaningless, he said and pointed out that the state has no its own Chief Information Commissioner and Information Commissioner.

Chandra Shekhar also asked why the upcoming state assembly winter session is having only two days and noted that it has never happened in any state of the country. BJP will continue raising the issues of Manipur till the wrongdoers are booked and punished under the law, he vowed.

IMPHAL, Dec 17: The 9th Shumang Leela Ningtham Kumei 2012 commenced today at Iboyaima Shumang Leela Shanglen, Palace Compound organized by Manipur State Shumang Leela Council.

The inaugural function was attended by Works Minister, Dr Kh Ratankumar Singh, Naoriya Pakhanglakpa Assembly Constituency MLA, RK Anand Singh and Manipur State Shumang Leela Council advisor, L Tarapon Singh as chief guest, guest of honour and president respectively.

Works Minister Ratankumar, speaking at the function, said that ‘Shumang Leela’ is an art form which can be staged anywhere with ease. This art form can carry massages, moral lessons etc to the general public easily.

He further said that he regret to learnt that this Shumang Leela festival have not received any assistance from the government and added that he will pursue the matter to the Chief Minister.

MLA RK Anand, speaking at the function, informed that all the Shumang Leelas’ which will be staged this year in the festival will be based on the history of Manipur and its traditions.

The festival will help in educating the general public of Manipur about their history and their unique cultures, which will again help in bring love and unity among the various communities of the state, Anand added.
