IMPHAL, December 31:  A Press Meet was organized by the CPI Manipur State Council  at the party office at Irabot Bhavan, regarding the resolution made yesterday by its Council Members. Addressing the press meet, CPI Manipur State Council Secretary, Dr Moirangthem Nara said that the party would start awareness campaigns along with public in both hill and valley, against Corruption, against Mal-Practice, against the odds which are faced by the people from February 1.

“Public distribution system has failed. Distribution of food items should be universal and be distributed equally to both BPL and APL,” he said.

Speaking during the press meet, Ex-Minister, Kumbi A/C,said, it was very unfortunate that the state Government needed first to take clearance from the Cnetral government before committing to take any action against Livinstone, the accused in the Chandel incident.

I simply cannot describe my feelings. The word Rape, recurs in my thoughts as a totally de -mystified entity. I associate it with the worst kind of demonic attacks, as devout Christians would call it. Twenty three years old Damini after waging a relentless war against death, incarnate in her assailants finally caved in. To say that I am feeling terrible is just an approximation to the truth. Even tears do not come into my inert eyes, as I think of the rod piercing her body.

Anger is hurt transformed at times. Anger is something which makes us go to primal atavistic ways. Here anger is not enough, laws will not help, the worst has come, death in its most primordial fashion. Did she or her family deserve this agony, this unmitigated barbaric behaviour, committed by people she never knew?

What did she do to deserve this immolation?

Even as I watch the television, with young women weeping, the tears are no longer idle. They are not deliberated but to expiate for our sins. They come down in torrents, because we know not why, why, why and how?

All these thirteen days, we deluded ourselves into thinking she will survive. A wrong after all has to be righted. There is after all a God in this evil ridden universe. But this did not happen, and the capital city of our country, where this happened, wears an eclipsed, fallen look. This surely is the Free Fall of Man, of civilization, of a Nation which boasts of a hoary civilization and culture. All this is reduced to an unsavoury truth or untruth, a bohemian claptrap.

All the protests which took place were an indication of sheer insecurity. But our leaders, read politicians did not understand the signifier: all that the protesters wanted were empathy and comfort, an assurance that such an incident would not be repeated, call it making new and stringent laws, fast track courts, whatever. Yet in their infinite wisdom our leaders refused to address the protestors, young, hurt, men and women.

What is the assurance now?

All kinds of suggestions are rife: fast track courts, non bailable offence, arrest warrant what have you. Theories will not explain away the fact that the worst form of atavism, took place in this hyped developing country, which is regressing, as an antinomy to progressing, to limits of infinitude.

Her name is no longer a cloistered secret. She is dead after all.

We should hang our heads in shame, even as the tears do not moisten in her parents` eyes.

She may rest in peace; I pray for that, we can`t. It is a collective responsibility and our capital city the historic Delhi is a witness, once again to a sordid history.

How does a sitting Member of Parliament and the son of the President of our country make an irresponsible and insensitive statement that the protesters assembled in India Gate over one of the worst type of criminal and sexual assaults in our country, were women all painted and decked up? The statement shows utter disregard for a crime of the vilest proportions. It also shows a canny disrespect towards the community of women especially in our country.

Instead of finding solutions to the present crisis, and assuaging the fear of the youth our politicians have treated this problem as a law and order problem. The protests are not lawlessness; the protests are an indelible stamp of anger at sexual and criminal misbehaviour. Moreover, the youth feel very insecure and also fear that their rights to individual liberty and freedom are being trampled upon. It is not a question of moral court or dress behaviour. It is a question of human dignity and survival in the midst of such dignity being trampled upon and violated in the worst manner, due to lawlessness of people. Moreover, the brutal callousness of the public over the incident as the lady and her friend lay in utter helplessness for three hours is also a cause for fear. If such incidents are repeated then who will come to the rescue of the victims?

And in the midst of such turmoil when the capital of the country is emersed in a civil war of sorts, we have a Member of Parliament making sly digs at the women community. He has to just look around and see what is happening in the country. Rape and molestation are the orders of the day. Around that time when this took place in Delhi, at least three incidents of rape and molestation took place in different parts of the country. Even now the reports are pouring in of such cases in places such as Mumbai and Punjab, the media covers this up exotically by calling them “alledged cases”. Everything is alledged; nothing is proved even when the victim commits suicide as in Punjab. In this incident it simply happens that it took place in Delhi, because of which the public of the country got more light on it. Otherwise, it would have receded into the background. The clever ploy of the media is to use words like alledgedly and then hide the facts. But this could not be done to the Delhi episode considering the animal behaviour of the criminals and the gross public misconduct of bystanders and the people around who must have seen the lady lying for hours.

Does not the venerable Member of Parliament know this? Does he not know that public sentiments have been aroused not only because of the rape but the brutality involved in dumping her by the road side and inflicting physical injuries of the worst kind? She has already had three operations, how many ordeals will she go through, or for that matter her family members. I have never seen such a despicable situation in my life, in the country where everyone is so deeply hurt and agitated at such atavistic human behaviour.

Simply an apology and retracting one’s statement and that too an irresponsible statement will not do. Also, the blame game of the politicians must stop, and the media must restrain sensationalizing the death of a police constable, by unravelling Yes and Nos, regarding his death. His death is equally unfortunate but we must understand that the public, especially the young, both men and women are terribly afraid and insecure.

It is all over. A friend, who teaches Philosophy in an American University, wrote to me saying that this has always been happening in New Delhi, since she knew the place since the seventies when she was a student. Yes, we remember the Sanjay and Geeta Chopra case which had rocked and shamed the country. Sujan Dutta The Telegraph (Kolkata) correspondent says that he feels ashamed, ashamed of all the sexist lewd jokes he has cracked, ashamed of making comments against women and matters which show our male sex-centricity.

It is tragically embedded in our Indian psyche and consciousness, which boasts, especially in some parts of the country of a conservatism. But behind the curtains ugly scenes take centre stage. Behind the curtains women are targetted with the lewdest and lascivious jokes. Jokes doing the rounds in the new avatar of the mobile phone are sexist and `rapist` in nature.

It is very good that we are doing a deep down introspection, and trying to expiate for our sins. But we have to right the wrong, and carry the mortal remains of this valiant woman to its logical conclusion – that is, punishment to the rapists, and a grim warning to those who follow suit. After all these things are happening, because people think that they will get away. It is amazing how synchronistic things are, even now we hear of similar happenings, in Delhi, Punjab, Manipur, Meghalaya and Mumbai. How many such cases have taken place `silently` which have gone unreported?

The India of our dreams, has become nightmarish, the depraved and the corrupt exist in all walks of life. How do we take it out of this deep seated quagmire? What developments are we talking about, when there is a moral and spiritual devolution of the worst order, a `descent` of man and mankind?

What must be going on in the family of this woman, as death as disrupted rudely, simple middle class lives? It is not a who dunit, it is why we have done it? What is wrong with our collective conscious? We need to have a look at the TV serials and soap operas we produce, which family after family watch, with eyes sticking on to the sets like glue? Violence and sex are shown on these shows with crass impunity. There must be an embargo on such proliferation, on the use of mobile phones by the youth, with a National Screening committee to come out with findings and restrictions. The film actors today, who are weeping crocodile tears, forget that it is the Hindi Film scene that has initiated such culpability since a long time. Now of course most of the regional languages are following suit with aplomb.

India of our dreams – dream away till the scent of these nightmares vanish, dream away till such putrefaction, does not stink but smells of roses, odoriferous, bearing stamp of human dignity. The India of our dreams, weep, weep till the tears do not dry but are aromatic of fecundity, respect for the poor, downtrodden, victims of sexist violence, female foetice and yes, oh yes,  jubilitating at the birth of a girl child.

As we stand now at the beginning of yet another year, we inevitably end up taking a relook at what passed us by, what we achieved and lost. A few among us might begin to scoff at the romanticism of the fuss that is associated with the annual cycle saying that the beginning of another year will not change things, that they will remain the same. Yet, for all purposes when January 1 dawns on every ‘new year’, people all across the world will herald its advent with cheer and celebrations. Millions of people will peg on hope that there will be better times ahead, that there will be more progress and peace. What happens in real terms will only be reflected in a balance sheet that marks what has earlier happened in the 365 days that has gone by.

Manipur’s 2012 started on a subtle note after emerging from an extended economic blockade. Back when 2012 was about to start, we hoped that we would not see another economic blockade. We prayed that we would not have to see any more long lines at petrol pumps, that we would not have to pay exorbitant prices for the most basic requirement to run a kitchen, the LPG cylinder. We heaved a sigh of relief as the days, weeks and months passed by on the calendar without an economic blockade breathing down our necks but by December, the pace of life unstuck itself. First came a brief interlude with an economic blockade that thankfully resolved before it could bring in a sense of déjà vu. In the earlier part of the year, all the buzz over a shift on who would lead the government were laid to rest with the outmost conviction when the Congress romped home with the maximum number of seats in the history of democratic processes in the state. Though the Congress showed who was boss in the state terms of muscle power, the one positive takeaway from the elections were that there were a few first time elect representatives who crushed known names.

On a somber note, post mortem records from the state medical records show that out of 505 cases, the maximum number of deaths being pegged at 196 happened due to road accidents in the state cautioning each one of us on the perils of clogging the narrow roads of Imphal and other districts with more and more vehicles and less and less abiding of traffic rules. It tells the relevant authority to also pull up its socks and ensure that traffic rules are followed and not be left to be flouted by VIPs and security personnel who get the go ahead. The number of deaths by hanging is another somber reminder of the fragile nature of the state, society and family. There can be no joy in death and if the figure of deaths in the state is a toss up between road accidents, death by bullet injuries and suicides, it tells us that we need to have a look at what it is that we are missing.

A New Year set to begin should not only be confined to the solemn and the gloomy bit. Like Pandora’s box, which unleashed sickness and anger and unhappiness but also had hope, we should all have a glimmer of hope that we do have what it takes to bring out the best in our self and in the people around us. As we shake our heads and say the all too familiar, “things will never change”, let us resolve that each one will take the responsibility to change what we can. Trouble and strife is what fills our spaces in the newspaper and media sector but maybe, there will be a time when we can sit down and write about things working, about how life is changing for the better. Here is looking to that time.

A decision was taken in the meeting of the National Committee on Direct Cash Transfers held by the Prime Minister that Direct Benefit Transfers will be rolled out from 1 January 2013 in 43 identified districts. The purpose of Direct Benefits Transfer is to ensure that benefits go to individuals bank accounts electronically, cutting down delays and diversions.
A lot of preparatory has been done and a lot of work is ongoing in connection with the rollout. Secretaries and their officers have visited all 43 districts to assess the preparedness for rollout of Direct Benefits Transfer. A meeting of District Collectors was held on 13 December 2012 to inform them about the steps to be taken for timely rollout of Direct Benefits Transfer. Review meetings have been taken by the Prime Minister to ensure preparations are moving ahead smoothly.
What is Direct Benefits Transfer and what does it cover:
1. Government will transfer cash benefits like scholarships, pensions, NREGA wages, etc. directly to the Bank or Post Office Accounts of identified beneficiaries under the Direct Benefits Transfer (DBT) programme. The shift to this would done in a phased, time-bound manner after ensuring that the necessary systems are in place for Direct Benefits Transfer.
2. Direct Benefits Transfer will not be a substitute for delivery of public services which would continue to take place as per the normal delivery channels.
3. Direct Benefits Transfer will not replace food with cash under the Public Distribution System. The Government is committed to legislating the National Food Security Act.
What does Rollout on 1.1.2013 mean in practice:
4. For the rollout beginning on 1.1.2013, 43 districts in 16 States have been identified for the first round of Direct Benefits Transfer under 26 selected schemes. The selection of 43 districts has been done on the basis of coverage of bank accounts and Aadhaar.
5. The rollout has been phased based on:
(a) The next instalment being due either on 1.1.2013 or at a later date.
(b) The list of beneficiaries being digitized in the district concerned.
(c) The opening of bank accounts for beneficiaries in the district concerned.
(d) Enrolment for Aadhaar numbers in the district concerned.
(e) Seeding of bank accounts with Aadhaar numbers in the district concerned.
(f) Availability of funds.
6. Based on the level of preparedness and the ongoing nature of the rollout, Direct Benefits Transfer will begin to take place from 1st January, 2013 as follows:
i. There will be a Direct Benefit Transfer on 1.1.2013 through a cash transfer into beneficiaries` bank accounts in 7 schemes. These schemes are spread over districts as below:
a.Post-matric scholarship for SC students – 7 districts; 48,000 beneficiaries
(Puducherry, Nawanshahr, Fatehgarh Sahib, Gurdaspur, Anantpur, East Godavari, Diu)
b. Pre-matric scholarship for SC students – 1 district; 24,000 beneficiaries
(East Godavari)
c. Post-matric scholarship for OBC students – 6 districts; 105,000 beneficiaries (Puducherry, Alwar, Anantpur, East Godavari, Daman, North Goa)
d. Post-matric scholarship for ST students – 3 districts; 4,800 beneficiaries
(Tumkur, Waynad, Harda)
e. Indira Gandhi Matrutva Sahayata Yojana – 6 districts; 55,000 beneficiaries (Dharwar, Puducherry, NW Delhi, Diu, North Goa, Amaravati)
f. Dhanalakshmi Scheme – 1 district; 8,000 beneficiaries
(Fatehgarh Sahib)
g. Stipend to trainees under the scheme of welfare of SC/ST job seekers through Coaching-cum-Guidance and Vocational Training – 10 States, 650 beneficiaries
(Karnataka, Kerala, Haryana, Punjab, Delhi, MP, Rajasthan, AP, Maharashtra, Jharkhand)
On 1.1.2013, over 2 lakh beneficiaries will start receiving benefits through Direct Benefits Transfer.
ii. In 20 of the 43 districts, all future benefits transfers under all the 26 schemes, whenever they are due after 1.1.2013 as per their cycle, will be through Direct Benefits Transfer. There will be some phased rollout in a few schemes in some of these districts. In a sense, these 20 districts go “live” for Direct Benefits Transfer from 1.1.2013.
iii. In 11 of the 43 districts, all future benefits transfers under all the 26 schemes, whenever they are due after 1.2.2013 as per their cycle, will be through Direct Benefits Transfer. In a sense, these 11 districts go “live” for Direct Benefits Transfer from 1.2.2013.
iv. In the remaining 12 of the 43 districts, all future benefits transfers under all the 26 schemes, whenever they are due after 1.3.2013 as per their cycle, will be through Direct Benefits Transfer. In a sense, these 12 districts go “live” for Direct Benefits Transfer from 1.3.2013.
v. By 1.3.2013, Phase 1 of Direct benefits Transfer would have rolled out in all 43 districts and all benefits would be flowing electronically to beneficiaries accounts in the 43 districts as and when their payments become due.
7. It may be the case that not all 26 schemes may be present in all the 43 districts. Further, under some of the 26 schemes, the next installment will be due only next financial year.
Other Arrangements for Direct Benefits Transfer
8. Direct Benefits Transfer from the Centre will take place either directly to the account of the beneficiary or through the State Government into the account of the beneficiary.
9. Withdrawal arrangements are being strengthened. Initially beneficiaries will be able to withdraw from their own bank branches or ATMs or Business Correspondents (BCs) wherever they exist. The system of micro-ATMs and multiple BCs will roll out subsequently with full inter-operability gradually. The one lakh Common Service Centers set up by the Department of IT are being engaged to serve as a BC in Gram Panchayats where BCs are not functional today. Banks have also been asked to expand their reach to provide banking services to every 1000-1500 households through a BC or CSC. Work is being done to make the BCs interoperable over a period of time. Banks have floated a tender for 20 lakh Micro-ATMs which will be inter-operable and will have facility for biometric scanning and Aadhaar authentication.
Next Steps in Rollout
10. Once the programme has stabilized in these 43 districts, it will be rolled out in phases in other parts of the country over 2013 after a careful assessment of readiness.
11. Direct Transfer of Subsidies for food, fertilizer and kerosene is not being contemplated at present. This will take more time as the issues of entitlement are more complex.

Washington , Dec. 31 (ANI): A deranged woman accused of pushing an Indian immigrant to death in front of a subway in a twisted 9/11 vendetta once assaulted an FDNY hero who rushed to the burning twin towers.
Erika Menendez is facing second-degree murder charges for shoving off Sunando Sen at a Queens subway station.
According to the New York Daily News, the 31-year-old, weed-smoking suspect has a violent history that retired Battalion Chief Daniel Conlisk knows firsthand.
Conlisk, 65, told the Daily News that the whole situation is sad and horrible, and now considered himself lucky.
Menendez said she pushed Sen because of a “hate for Hindus and Muslims” she blamed for the 2001 terrorist attacks.
Conlisk was dumbfounded after he was told Menendez’s use of 9/11 as an excuse to kill an innocent man.
On the day of the terror attacks, Conlisk was among a group of Queens firefighters who rushed to the World Trade Center on a commandeered city bus.
Conlisk, whose father was an FDNY deputy chief, has seen the evil side of Menendez and said he knew she’s capable of murder.
According to the report, just two years after 9/11, Conlisk was taking out the trash at his Ridgewood, Queens , home, when Menendez appeared out of the darkness and randomly attacked him.
He recalled that while going out with the recyclables, Menendez immediately came and stood in front of him and shouted ‘You f—ed my mother!’
He said that she started charging at him and clawed at his face.
When cops arrived, Menendez returned to the scene, screaming that Conlisk had “stolen her rings in high school.”
After the assault, Conlisk took out two consecutive orders of protection against Menendez. He said Menendez’s boyfriend begged him not to file charges.
Police said two months before she assaulted Conlisk, Menendez was arrested for punching a 28-year-old man in the face inside her home on Palmetto St. in Queens .
She has at least eight prior arrests stretching back to her teens, the report added.
She has been charged with second-degree murder as a hate crime in connection with the gruesome death of Sunando Sen, 46,.
