IMPHAL, March 4 NNN: An effective drug policy to tackle illegal drug trafficking in Manipur is needed, Community Network for Empowerment (CoNE) said at a workshop here on Monday.
Several resource persons, including two from outside the state are also taking part at the 3-day state level workshop which began on Monday at the office premises of CoNE here.
CoNE secretary M Gandhar while delivering a welcome and introductory speech of the programme, said the workshop was being organized with an endeavor to find out an effective drug policy to curb Blood Borne Diseases caused by changing nature of drug use such as Injecting Drug Users (IDUs) and to spread awareness on drug policy among the people.
The opening day of the workshop was divided into two sessions—morning and evening.
CoNE president RK Nalikanta spoke on the topics “Drug Use Scenario, Issues and Concerns of People Who Use Drugs and Response in Manipur” and “Evolution of CoNE and its Key Focus Areas.”
Tripti Tandon of Lawyers Collective delivered on “Human Rights and Drug Policy” and “Indian Law, Legal System and Drug Policy.” Tripti talked about lack of community participation in tackling drug menace, discrimination against drug abusers and dissemination of accurate information on the impact of drug abuse. He also pointed out the disadvantages and deficiency of the Narcotic Drugs and Psychotripic Substances Act.
Nandani Pillai of Nossal Institute for Global Health also participated at the discussion. She talked on the topic “Principles and International Drug Policy Framework” and several other resource persons representing different Civil Society Organanisations of the state also spoke on various topics on a practical drug policy for Manipur.

Imphal, Mar 4 : The CM of Manipur Shri O. Ibobi said, the govt. targets to complete the railway line from Jiribam to Tupul by 2016
The govt is trying to improve the conditions of law and order, connectivity and power which were frequently asked by entrepreneur of other states for the development of the state’s industry. He was inaugurating a two day workshop on new township at Moreh organsied by commerce and industries dept. at classic Hotel today.
To improve the Imphal airport to international level, govt. has acquired additional 700 acres of land. The govt. is at present pressurizing the concerned union minister to upgrade the airport to international level. For the improvement of power, connection of line from Yurembam sub station to Jiribam (KV400) is in good progress. After completion the state can take state’s share from Tripura in order to improve the condition of power.
To construct integrated check post at Moreh, govt. acquired about 50 acres of land and govt. is pressuring the G.O.I to construct in no time.
Govindas Konthoujam,, industries minister presided over the function.
Additional CTP, urban development ministry, KK Joadder DS Poonia CS, O. Nabakishore, principal secy, industries and John director and other officials attended the function.

The Chief Guest, Brig M K Das, SM**, VSM Commander HQ 9 Sector Assam Rifles, inaugurated the championship on 04 Mar 2013. Dr AK Jhaljit Singh, IPS, SP Thoubal and Commandant 15 Assam Rifles were also present in the opening ceremony. The championship commenced with the inaugural match being played between teams of Imphal West and Thoubal with the match being drawn.
This Championship was conceptualised by Maj Gen U K Gurung, AVSM, YSM IGAR(S) and is being organised to reach out to the people and contribute towards development of sports. The aim of this Championship is to imbibe the spirit of sportsmanship among the players, particularly the young generation in order to channelise their energies into a positive way and to further boost their sporting skills. The Championship is being conducted on league cum knock out basis in which a total of eight teams from various districts are participating. A rolling trophy with a grand cash prize of Rs 20,000 shall be awarded to the winner whilst the Runners-up will be awarded Rs 10,000. Individual prizes for Best Manager, Premier Scorer and Best Goal Keeper shall also be awarded.
Brig M K Das, SM**, VSM Commander HQ 9 Sector Assam Rifles in his opening address exhorted the people of all spheres of the society for active participation and inculcating sports as a way of life and to strive truly to make Manipur the Powerhouse of Sports in the country. MNS:- Thiruvananthapuram, Mar 4 : On the second day of the National Ramsar sites Stakeholders’ Meeting and Wetlands Conservation Seminar at Alappuzha, Kerala, delegates and wetlands experts from across the country expressed their astonishment and concerns when the 8 (eight) member delegation from Manipur led by Oinam Rajen, Secretary of All Loktak Lake Areas Fishermen’s Union took the floor and shared his story of many years of continuous torture and discrimination of fishermen and their families by the government of Manipur and its authoritiesculminating in conflict, displacement, arson and eviction, destruction of property, rights violations , sustained mismanagement by Loktak Development Authority (LDA), promulgation of the draconian Loktak Lake Protection Act 2006, and the day to day degradation of the Loktak Lake despite its designation as an international Ramsar site in 1990. Out of 26 international Ramsar designated sites in India, he said that the Loktak is the only wetland in the special Montreux Record for the past 20 years because of changes in ecological character that have occurred, are occurringor are likely to occur. It was a shame that despite invitations from the organizers of the national meeting supported by the Ministry of Environment & Forests, the LDA and Manipur Tourism Department did not respond positively, he further stated.
In his presentation, “Dying Mother”, Oinam Rajen said that even as he left Manipur on 28 February 2013 to attend the national meeting in Kerala, his phum khangpok (Hut) and properties were destroyed by the LDA and Bishnupur District police personnel of Manipur, and cases were pending before the National Human Rights Commission (NHRC) and Gauhati High Court. He told the delegations from 20 (twenty) Ramsar sites in India that a further urgent petition has been submitted to NHRC today urging the Commission to intervene in court case as a party under the provisions of the Protection of Human Rights Act 1993.Inaugurating the meeting on 3 March 2013, Mr K.C.Venugopal, Minister of State for Civil Aviation emphasised that though there are many claims to good initiatives in wetlands management arriving at practicable and workable solutions is the need of the hour. Stating that in a world becoming increasingly complex every problem today is complex too, the Minister said that the full involvement of the people and other stakeholders at policy formulation and decision making is most necessary.
Giving his keynote address, Prof. (Dr.) B. MadhusoodanaKurup, Vice-Chancellor of Kerala University of Fisheries and Ocean Studies (KUFOS), Kochi said that wetlands are the most productive ecosystems of the world capable of not just supporting life but also creating life. He informed the delegates that 52% of the world’s wetlands have disappeared, and the conservation of existing wetlands and reclaiming lost wetlands are a priority today.
Opening the second day, renowned naturalist Dr V.S. Vijayan of the Salim Ali Foundation and former Chairperson of the Kerala State Biodiversity Board, who chaired the panelreiterated that policy-makers, decision takers and politicians need to be made aware that the Supreme Court of India had declared that water is a fundamental right, and the direct and indirect ecosystem services value of wetlands amounts to 45% (14.9 trillion US dollars) of the total ecosystem services values of the world, and is 21 times more than tropical forest ecosystem values. He also said that despite India’s shrinking wetlands, their annual economic contribution in ecosystem services value at Rupees 124 lakh crores annually is considerably more than the Union budget (Rupees 14.9 lakh crores per year).
Dr. Vijayan said that the top priority for States is the reclamation of lost wetlands and halting of destructive development activities, privatization of wetlands and the repeal of legislation and regulations that are aimed at invalidating existing rights and protections. Lamenting that there are no specific government authorities to be accountable for wetlands, and many departments and ministries are in confusion, States must be pressurized to develop comprehensive policies and action plans for wetlands.
The final day of the national meet will hear scientific research findings on wetlands conservation esperiences across India. The Manipur delegation included representatives of All Loktak Lake Areas Fishermen’s Union (ALLAFU), (CORE) and Environment and Human Development (EHUD).
