A statement issued by the district Superintendent of Police identified the arrested as Lourembam Rohen alias Makak Singh aged 31, son of L Tomba Singh of Keibung Oinam Leikai in Heirangoithong and Kshetrimayum Prem alias Premkumar alias PK Panmei aged 29, son of Kh Gouramani of Keishamthong Hodam Leirak.
They were arrested by a team of police commando personnel from Heirangoithong and Hodam Leirak respectively on March 21 at 12:10 pm, the statement added.

KR Chelhollur, president, Insight the Creative Group, Palakkad, Keralam, Junichi Koijeoka, a London based Japanese actor and Naorem Iboton Singh, Dean, College of Agriculture, CAU, Imphal graced the opening ceremony of the festival.
Short films from Asia, Europe, America, Latin America and Australia are participating in this second addition of the 6 days-long festival.
It is being organized by Legend Studio, Manipur and supported by Film Forum Manipur and Action for Social Advancement, Manipur under the motto “Bigger Picture in Shorts.”
Altogether 78 short films like The Hell (Korean), Kanaveegal (Tamil), Illusions (Tamil), Mazhayoooppam Mayunnathu (Malayalam), She (Spanish), Corner (English), Pizzasin (Bangladeshi), The Future (Australian), Bhuto (Bengali) and Laibak (Meiteilon) will be screened at the festival.

IMPHAL, Mar 23: A one-day “Consultation for Peace and Human Rights in Burma (Myanmar)” was held at EBCC Conference Hall, New Lamka in Manipur organised by Burma Centre Delhi (BCD) and hosted by Zomi Human Rights Foundation (ZHRF).
Former member of Parliament (MP) of National League for Democracy (Burma), Dr. Tint Swe extended full support to the moves taken by NLD leader Aung San Suu Kyi.
He expressed optimism about the possibilities of good changes in 2015 in Burma but said the real problem was that many people do not trust the army generals ruling the country. With Burma policy of open door policy, Dr. Swe said Western countries were penetrating the country at a very fast pace. However, he described such entry as a kind of exploitation. “Burma is going to be exploited by new exploiters,” he remarked. He said while other countries were moving at a fast pace, India was still maintaining its traditional pace. He stressed on the need for India to compete with others. He pointed out that the connectivity between India and Burma was only on papers and newspapers.
Emphasizing on the importance of ethnic reconciliation, Dr. Swe solicited the support of ethnic groups in India for democracy and peace process inside Burma.
Chairman of Naga National League for Democracy (NNLD), U Saw Sa said that the present constitution was military made and that the constitution should be drafted with people’s mandate. “We don’t yet fully believe them (military government) as they have done many mischievous things in the past and indulged in inhuman activities,” U Saw Sa said. If they really love the citizens why should they do that, he argued. He said that the same people who have harassed the civilians were still ruling the country and added it was because of this that the people hesitate to trust them.
He said NNLD demands federalism basing on which they want political status in Burma.
Coordinator of Burma Centre Delhi (BCD), Dr. Alana Golmei  spoke on the topic “Ongoing Reform Process in Burma and Role of Civil Society.” Dr. Alana noted that while major reform efforts were underway in various aspects of national life some remained sceptical of the reform’s actual effectiveness in practice as significance challenges lie ahead.
Although tentative peace agreements have been signed with prominent armed ethnic opposition groups, there is renewed fighting in Kachin State and northern Shan State, she said. “Without a political solution, it will be a far distant dream to achieve genuine democracy, peace, as well as sustainable and equitable development in Burma,” Dr. Alana said.
Although natural resources will be largely extracted from ethnic areas, she expressed doubt whether and to what extent the economic reforms will benefit the majority, especially ethnic populations in the borderlands.
On the human rights issue, Dr. Alana expressed concern about the freedom of assembly still being restricted as there are more cases of activists, workers, and human rights defenders charged under the Peaceful Gathering and Demonstration Law. Quoting AAPP-B, Dr. Alana said there are still 222 political prisoners in Burma. She also said that Forcible recruitment of child soldiers still continues in Burma.
Another coordinator of BCD, Kim spoke about the ethnic grievances and said that the highest percentage of the people living in poverty are confined within the ethnic states: Chin state (73%), Rakhine state (44%) and Shan state (33%). He said the ethnic areas lack in electricity supply, proper roads and other basic infrastructures. He also said there was unfair and unjust distribution of revenue extracted from the natural resources by government.
Kim highlighted some of the demands of the ethnic armed groups which include amnesty/legalization of ethnic groups, cultural and environmental protection, resettlement/integration of refugees and soldiers etc.
Suanmoi Guite from Indigenous Peoples Human Rights Defender (IPHRD) presented a paper on “Deep Rooted Causes of Burmese Refugees and Economic Migrants in Manipur, North East India.”
Speaking on the impacts of fencing proposal to Indo-Burma border, he said that the International border fencing proposed by MHA in the interest of Indian internal security could deny the cultural rights of the Indigenous tribal people across the International border of India. He said the indigenous tribal people across the border known as the Indigenous Zo People have been living in Chin State Burma since times immemorial.
He focused on the problems of the Indigenous Zo people faced in education, health facilities and developmental aspects. Suanmoi said access to health services was far away for Indigenous Tribal Peoples of Chin State. Instead of access to health services in Rangoon, it is easier and more convenient to access their right to health care in Churachanpur District Hospital or in Public Health Service Centre in Singngat Sub Division, Churachandpur, he added.
Regarding the overall development in the International borders areas of Burma, Suanmii said there was no such kind of infrastructures set up in these areas. “In spite, there is reign of terror. Indigenous peoples are the victims from the Army personnel.
K. Filip Sumi from The Morung Express, a Dimapur based daily newspaper spoke on the “Role of the Media in Peace and Human Rights in the Region (India-Burma).” He said while the international community is applauding the Burmese government for initiating changes in its transition towards democracy, people were also aware that serious human rights abuses are continuing in Burma. He said Burma’s international image will never reach its peak of acceptance by the world as long it fails to release its remaining political prisoners. Pointing out the importance of media which can be of great assistance in conflict management and peace building, Sumi said that the media must go beyond ethnical and responsible reporting and get actively involved in human rights issues.
Stating that the media can play a role in escalating conflicts as well as the power to defuse tensions, he said that the role of the media is to stay clear of judgemental representations and describe reality without embellishment.
Sumi said that the media must also try to give publicity to the individuals and organisations which are engaged in securing human rights. This will encourage as well as motivate others to do similar work, he added.

Imphal Mar 23 MNS/ UNA: Former judge of the Chhattisgarh High Court, Justice Abhay Manohar Sapre was Saturday sworn in a chief justice of the new Manipur High Court which would be opened on Monday (March 25).
Manipur Governor, Gurbachan Jagat administered him as chief justice of Manipur High Court at the simple ceremony held at the Dubar hall of the Imphal Raj Bhavan. Chief Minister O Ibobi Singh, his council of ministers, top civil and police officers of the state government took part in the swearing in ceremony held at 10.27 am.
The first chief justice of the Manipur High Court was accorded by high court registrar and officer-1 during the swearing in ceremony.
After the oath taking ceremony, the chief justice said that it was a good step to have a separate high court of its own. He further sought cooperation of the people hoping that delivering justice to the people of the state would be sped up with the setting up the new high court.
After the swearing in ceremony of the chief justice, it was followed by oath taking ceremony of former advocate general of Manipur, Justice Nameirakpam Koteshwor as judge at 1 pm. He was administered the oath of office by the new chief justice Justice Abhay Manohar Sapre.
Speaking to media person after the oath taking ceremony, justice Koteshwor expressed hope that under the guidance of the chief justice Abhay Manohar Sapre the people of state would fine a significant judiciary process and burden of pending cases in the high court would be lessen.
He further hoped that remaining three judges which the Union ministry of law and justice had cleared the desk would be appointed at the earliest.
With the chief justice assumed his office from today, Manipur has its own high court, a long cherished dream of people of Manipur having high court of its own.
The formal opening ceremony of the historic event of opening of Manipur High Court would take place on Monday (March 25). Union law and justice minister Ashwani Kumar and Chief Justice of India Altamas Kabir, would inaugurate the high court on this day.

Brig Rajiv Mankotia, VSM, Cdr 26 Sector Assam Rifles, Chief Guest of the ceremony inaugurated the memorial stone and also paid homage. During his interaction with the residents of Thamlakhuren village, the Commander promised the villagers of the unstinted support of Assam Rifles towards the locals and Ex-Servicemen. He also mentioned that the Ex-Servicemen formed a very important part of the society and were a media who bring the Security Forces and locals closer to each.
The ceremony was attended by Rev. J Simon, Pastor, Mr. D. Jamesing Chief Secretary and other members of the village council. The unit also provided water and light refreshment on the request of the villagers. Villagers applauded the efforts of 20 Assam Rifles and expressed their heartfelt gratitude and undeterred support towards the Force. The effort of Assam Rifles will certainly go a long way in strengthening the bond between the locals and the security forces and is a true testimony of the Assam Rifles being called the true “Friends of the People of Manipur”.

That day a VIP led by a pilot vehicle moved in full speed blaring horns loudly causing anxiety to all on the road. But they were unmindful. They overtook from all vehicles from left or right wherever there was space. Perhaps the VIP sitting inside the tinted glass did not ask the driver to control the speed. The pilot vehicle maintained the good speed and left the following VIP car at the gate of the Chief Minister’s bungalow. As expected the gate was not opened. A procedure has to be maintained before entering the Chief Minister’s bungalow. Similarly the Raj Bhavan gate cannot be forced open no matter howsoever big you are. That shows there is a limit beyond which one cannot go. VIPs are shamelessly violating traffic rules without any inhibition. We feel ashamed of them. That day that VIP could not enter the bungalow without introducing self. If they cannot do whatever they want even at the gate of their boss why they think of traumatising common public by driving wildly in the crowded area. Even after entering the bungalow they will be waiting for their turn to meet the boss. They pretend in front of their boss as if they are upholder official decorum. That is white lie. Tinted glass is banned in Manipur. The commoners have stopped using it. Who else are using tinted glass? What they are doing sitting behind the tinted glass. In Delhi when a car with tinted glass was stopped by police the finding was mindboggling. A rape victim was sitting inside the vehicle. Rules can be framed but unless it is adhered to by the VIPs where lies its importance. The Government decision to allow only the Governor and the Chief Minister to use the roads inside the Kangla is beautiful. But this rule has been defied even by the middle ranked officials. That’s called desecration of a sacred place, which has possessed all the distinctive qualities of becoming world heritage site. Our VIPs should be forced to join orientation courses to enable them understand on how to respect masses not only their bosses. Many of them were once lowly guy. But all of sudden they have been provided security cover and they have forgotten their past. Do not forget there is a story of a young girl whose mother was pipe maker (used in inhaling ganja). Luckily the girl was married into a rich family and when she came to her maternal home she asked her mother pointing to the pipe from where you plucked it? The mother was befuddled, though she had answer yet she kept mum. Likewise the common people are allowing VIPs to move on the road wildly but in the corner of the heart they have been cursed for behaving wildly on the street. If you cannot enjoy the same prestige after the end of the present term you must know that the curse that the common masses had showered on you has been translated into action. Try to feel the problems facing the commoners on the road and move slowly and steadily. If you behave properly on the road common masses will not scoff at you when you cannot easily enter the Raj Bhavan and Chief Minister’s bungalow.

IMPHAL, Mar 23: The dead body of the electrician, Gautum Sikhdar (27), son of Paresh Sikhdar of Siliguri Assam at present staying at a flourmill located at Chumbreithong who was electrocuted on March 21 was handed to family members after post mortem at JNIMS morgue today.

The dead body of 16 Assam Riffles personal Havaldar Mahendra who succumbed to his injuries at Leimakhong army hospital due to an improvised  explosive device (IED ) blast yesterday morning at around 8.55 along  Leirongthel Lamkhai under Yairipok police station in Thoubal district was flown back to his native place after post mortem was conducted at JNIMS morgue.

Meanwhile, the dead body of Th Kiran has now been handed over to family members after lying as an unclaimed body from March 19 after his dead body was found floating in a fish farm located  at Komlakhong Konuma Makha Leikai under Mayang Imphal police station. The post mortem of Th Kiran was conducted yesterday in front of a magistrate with full video coverage.

IMPHAL, March 23: A ballet based on the well-known book, Kabuliwala written by Rabindranath Tagore was shown at Rupmahal Theatre at Bir Tikedrajit Road, Imphal at around 3 p.m. in connection with its Golden Jubilee celebration. The function was organized jointly by Indian Society for Cultural Cooperation and Friendship and Indian People’s Theatre Association.  Former Arts and Culture Minister Dr. Moirangthem Nara Singh inaugurated the function. Baby Chanchan, Y Bimola Devi and Th Lansana Chanu presented  patriotic songs at a musical concert before the performance of the ballet.
