It said that the incident is unfortunate and the CDSU further urged the organization to release the girl and to ensure her safe return without any condition.

IMPHAL, April 16: President Pranab Mukherjee who was on his first visit to Imphal left this morning for Gangtok at 9:36am on board the same Indian Air Force special plane on which he had touched down at the state capital yesterday. An unprecedented security blanket was placed in the state capital as several underground armed outfits had called general strikes and bandhs in  connection with the high profile visit.

The state Chief Minister Okram Ibobi Singh, Deputy CM Gaikhangam, Ministers, MLAs and state Director General of Police, Y Joykumar Singh were present at the Imphal Tulihal Airport before the President arrived at the airport for his departure.

The President accompanied by the Governor Gurbachan Jagat later arrived at the airport from the Imphal Raj Bhavan where he had halted the night.

The dignitaries of the state then saw off the President.

Plans for according a guard of honor to the President by a contingent of the Manipur Police had to be cancelled following incessant rainfall today.

It may be mentioned that the attempt to accord the Guard of Honour after the President landed at the airport yesterday was also cancelled in a similar fashion due to inclement weather.

IMPHAL, April 16: The proposed strike of the part time lecturers of the Government colleges which was supposed to be launched from April 16, 2013 has been temporarily suspended till April 25, 2013 following a commitment of the Education Minister M Okendro’s recent assurance  during a public function held at Churachandpur.

Informing this to reporters at the Manipur Press Club today, Sadivur Rahman Convenor of the All Manipur Government Colleges Part Time Lecturers’ Adhoc Committee said that the Minister had assured provision of revised pay for the part time lectures.

He continued that the part time lecturers have been engaged in their services from 1991 onwards as the government need their services due to shortage of teachers in government colleges.

From time to time, the government had regularized some of the teachers, he said.

However, since the year 2000, not a single part time teacher has been regularized by the Government, even though some of them are already approaching their retirement period, he complained.

Now, the part time lecturers are getting a pitiful remuneration amount of Rs 8000 per month which is the basic pay of V Pay Commission, he added.

He then said, some of the teachers are getting Rs 4500 per monthly only which is akin to the amount of boarding fee of a school student.

The remuneration enjoyed by the part time lecturers are much less than that of the laboratory attendants, peons etc. Other government employees of Manipur have been getting and enjoying salaries of the 6th Pay Commission since the last many years, he continued.

Even though the workload of the part time lecturers and that of the regular teachers are the same, there is a huge discrepancy in their salaries, he lamented further.

Some of the regular teachers are enjoying salary  of more than Rs one lakh per month whereas the part time lecturers are getting a remuneration of Rs 8000 and Rs 4500 per month, he continued.

In such situations, it is very shameful for the part time lecturers to attend college, he continued.

Rahman went on to say that the part time lecturers have been waiting for a long time thinking that the government will one day do something for their welfare.

One and a half year ago, the then Education Minister in the previous government DD Thaisi had announced on the floor of the State Assembly that part time teachers would be given the said revised basic pay.

The same words were also delivered again in the Assembly Session by the present Education Minister M Okendro Singh nine months back, he lamented.

The part time lecturers are not allowed to engage in any other services/works by an order of Govt of Manipur. “Our survival depends solely on this little remuneration and now we are not in a position to afford the schooling of our children and maintaining our families,” he lamented.

He also said, “We are not getting government benefits like die-in harness and pension schemes, though we are engaged as presiding officers in each and every election and other confidential works of the government”.

“To honor the recent commitment of the Education Minister, the agitation is being temporarily suspended till April 25, 2003. However, the teachers will wear black badges from April 26, 2013 to April 30, 2013. If the commitment is not fulfilled during this period, indefinite cease work strike will be launched from May 1, 2013,” Rahman added.

IMPHAL, April 16 (Newmai News Network): A massive public rally is being planned on April 19 in Imphal demanding the safe release of school girl Alice Kamei from the custody of the militant outfit Revolutionary Peoples Front/Peoples Liberation Army (RPF/PLA).

The plan to hold the rally was resolved in the April 12 public meeting held at Majorkhul Community Hall, Imphal.

The public rally will start from Namdunlong (Pandon) Ground and pass through Khongnang karak-AOC-Minuthong-Mountaineering rock climbing point and return back to Namdunlong (Pandon) Ground followed by a public meeting.

“The democratic, peaceful and silent public rally will be held on April 19 in Imphal. Official procedures seeking for elaborate arrangement and deployment of security forces for staging the said rally has been intimated to the concerned Deputy Commissioner. The public will gather at Namdunlong (Pandon) Ground, near Khuman Lampak Sports Stadium from 11:30 am.

We appeal to all concern citizens to participate in the peaceful public rally to secure the release of minor school girl Alice Kamei who has been held captive by RPF/PLA since March 10, to uphold the human rights, national and international laws and in solidarity to family members of the captive minor girl,” said All Zeliangrong Students Union (AZSU), Zeliangrong Youth Front (ZYF) and Zeliangrong Students Union, Manipur (ZSUM).

The three Zeliangrong organizations will then resort to a total national highway bandh from April 21 and the bandh will be relaxed only when Alice Kamei is released by the RPF/PLA.

Meanwhile, the AZSU (AMN), ZYF (AMN) and ZSUM have expressed serious concern regarding the bomb explosion injuring one Md. Naseeruddin, a minor boy aged about eight years old caused by the RPF/PLA bomb attack. “Such bomb attacks carried out in public areas causing civilian casualty especially to a minor boy is not an act to have been carried out by a revolutionary group therefore, it is appealed to any responsible group not to repeat such act in public areas in future,” the Zeliangrong organizations said.

IMPHAL, April 16: A two wheeler borne youth died on the spot following a head on collision with a passenger carrying canter vehicle at Thoubal Athokpam near Arongthong today at around 9.3O am under Thoubal police station. 

The passenger canter vehicle, ironically called `Happy valley` bearing registration number MN04 -A-2963 was heading towards Imphal from Kakching when it collided with the two wheeler Bajaj pulser bearing registration number MN06-SA-0602 being driven by the youth identified as K.L Kolu Anal (22), son of A.L Lanjoi Anal of H Rugthea village Chakpikarong under Chandel district. The body has been handed over to family members after a post mortem conducted at the Jawaharlal Nehru Institute of Medical Sciences morgue. Thoubal police has filed a case regarding the incident.

Meanwhile in another incident, a 56 year old woman was crushed to death by a speeding jeep at Sugnu Awang Lamlong today at around 1.50 pm under Sugnu police station in Thoubal district. 

According to the police, the woman identified as Konkham Keinajaobi (56), wife of K Taro of Serou Awang Leikai was walking on the road when she was crushed by  a jeep bearing registration number MN1J-0528. Keinajaobi died on the spot and her body has been deposited at the JNIMS morgue for the post mortem. Serou police have taken up a case regarding the incident.

IMPHAL, April 16: In a follow up to its investigation regarding the Satyabhama murder case, police have recorded the statement of a fourth person. Sources said the follow up investigation has revealed certain aspects of the case which were unknown till now.

It may be mentioned that the police have already arrested three accused in the case. The dead body of Ningombam Satyabhama, a 31 year old Junior Research Fellow at the DBT of Pathology, RIMS was found abandoned at Bashikhong Wangkhei Loumanbi Loukon early this month.

According to a reliable source, the Special Investigation Team constituted to investigate Case FIR No. 24 (4) 2013 IBG PS V/S 302/34 IPC registered by Irilbung police station of Imphal East District with regard to the killing has interrogated an accused.

Sources said the fourth arrested suspect has been identified as Phunsokwung alias Ahok (32), son of Stephen Phungsokwung of Ukhrul Sanakeithel and presently staying along the Naga River at North AOC, Imphal and that was interrogated by a SIT team led by Addl SP Imphal East, Rajen.

The source identified him to be the man who was mentioned to be still missing from the police by the DGP during a press conference announcing the arrest of the three accused on April 9 at the conference hall of the Imphal West District Police Head Quarter.

Sources revealed that according to the SIT recorded statement, Phunsokwung was the first to befriend Satyabhama even before she met Toijam James (another accused) with whom she later got involved.

Meanwhile, it is also learnt that until the SIT investigation is completed, the exact number of accused in the case cannot be ascertained.

On the other hand, the Asti ceremony of late N Satyabhama Devi will be held tomorrow and the JAC and other organizations along with the general public will offer floral tributes at Bashikhong Wangkhei Loumanbi Loukon where her dead body was found.

The meeting foccused on  crimes against women and children, rape, violence against women, corruption and intoxicants and their consequences to the society happening in the state and was participated by representatives of  Communist Party of India, Manipur Peoples’ Party, Manipur State Congress Party, Janata Dal (United), Communist Party of India (Manipur), All India Trinamool Congress, Shiv Sena Manipur State, Bahujan Samaj Party, Janata Dal (Secular) and Forward Bloc.

Speaking at the meeting, Kh Gyaneshor, Secretary of Forward Bloc said due to the high frequency of  crime and violence in the state, the people have been facing mental trauma with no proper and timely conclusion being arrived at in such cases so far.

He also spoke about issues of education, daily wage, drug, employment in the state, crime against women and children, manipulation of PDS item etc and said that these are caused by failure in the governance, and said that social correction for the people and political correction is required.

There are no means other than building a strong movement. People, political parties and media are appealed to cooperate and support to bring about a peaceful, healthy, harmonious and progressive society, he continued.

During the occasion, Dr L Chandramani Singh, Advisor  of MPP said there is no administration in the state and people do whatever they want. “The meeting is  being organized to bring back the focus on administration and to unite and save Manipur. The issues that we see today have to be faced with unity and without the participation of people, we will be unable to build a movement,” he said.

Dr M Nara Singh, Secretary CPI said the meeting was being organized to discuss the various crimes prevailing in the state. The present era has turned into a stage where people are wandering here and there with  no one to guide them. This has been caused by mistakes in handling the administration of the state, he said.

The government has forgotten its role to safeguard the law, people’s life and property. There is a need for changing the present system which is a form of neo-liberalism. There is a need for social democratic revolution, he added.

“It is shocking that the government hospitals would be privatized by converting them to Private Public Partnership (PPP) model. When asked about the matter, the Health Minister replied that the government has not been maintaining the hospitals properly and so it will be handed over to the private sector. If the government could not maintain the hospitals then why don’t he resign from his post as a Minister?”, he asked.

N Sobhakiran, President MPP; Iboyaima Luwang, Advisor Shiv Sena Manipur State; LM Haokip, Vice Persident JD (U); M Rabei, Advisor AITC; and Sarat Salam, State Secretary CPI (M) also spoke during the meeting.
