Imphal, Apr 6 MNS/UNA: Spontaneous response given to the statewide bandh called against the brutal murder of the female junior research fellow of RIMS’s pathology department Saturday hit normal life in Manipur.
Registering a strong protest against the murder of the 30-year old Ningombam Satyabhama Devi of Kakwa Laishram Leikai, a junior doctor at RIMS was found murdered at an open paddy field at Loumanbi Loukon under Irilbung police station of Imphal East district.
A joint action committee formed in connection with the murder of the woman called an indefinite statewide bandh in protest against the merciless murder of the woman and pressing the state government to book the culprit(s) at the earliest.
On the first day of the bandh commenced from 6 am today, it received a widespread support from the people of all work of life as market places and business establishments remained close for the day besides streets in valley areas wore desert.
All modes of transport including long distance inter-district buses and taxi services stayed off the road.
The bandh severely hit life in the twin districts of Imphal and partially in other valley districts, Thoubal and Bishnupur. However, the bandh has less impact in hill districts as except non-arrival of passenger service and commercial transport vehicles, movement of all kinds of vehicles were not disturb. All shops and other establishments remained open, reports culled out from the district headquarters said.
In valley areas, besides witnessing a sharp reduction in the traffic volume, bandh supporters took to the streets at various places and blocked movement of vehicles.
At Kawka area where the deceased woman hailed from, a large number of people took to the streets on the Indo-Myanmar section of NH-2 and blocked movement of all kinds of vehicles from early this morning before the commencement of the bandh at 6 am.
Police had a hard time to disperse the bandh supporters as they blocked at one or other place along the highway despite repeated dispersion by the police who later resorted to firing tear gas and mob dispersion bombs.
Meanwhile, the postmortem on the dead body of the woman was performed this afternoon at JNIMS hospital morgue. Local MLA of Thongju A/C, top police officials of Imphal East and West and members of JAC were present at the morgue during the process.
The MLA calmed down the members of JAC and womenfolk who gathered at the morgue with an assurance that he would press the authority at his best level to find out the culprit(s) and bring them to justice at the earliest.
However, family with the supports of the JAC refused to accept the dead body.
The JAC was pressing the government books the culprit(s) at the earliest and award of life imprisonment or capital punishment so as to check repetition of the crime against woman in the state by setting a five-day deadline to fulfill the demands.
If government failed to fulfill the demands, the JAC threatened to launch intensified forms of agitation which any untoward incident would be the sole responsibility of the government.
To submit a memorandum containing their demands, a massive rally, participated by around 3000 people was marched towards the chief minister bungalow this late evening.
However, police on duty at the bazaar area with additional reinforcement from the police headquarters blocked the rally and dispersed them as they attempted to proceed despite police convincement that chief minister has left for New Delhi this afternoon after a brief struggle.
The Shiv Sena Manipur state strongly condemned the brutal killing of Ningombam Seityabhama alias Penao (31) Kakwa Selungba Leikai.
The govt. should take up necessary legal actions to punish the killing according to a press release of Shiv Sena.

AIZAWL, April 6 NNN: Restriction on selling of ‘affected pork’ by the administration continues in the state capital Aizawl for the past two weeks. This restriction will continue till May end.
Owing to the spreading of flu among the pigs in Aizawl area in the last few weeks which has been proved to be ‘Classical Swine Fever’, the Sub-Divisional Magistrate, Aizawl Sadar Sub Division, Aizawl here has been imposing certain restrictions regarding selling of pork in the market and related activities.
As the news of the spread of pig flu spread, the denizens of Aizawl have started avoiding their delicacy. The sales of pork also dropped rapidly. Chicken and beef have been substituting the menu in marriage feasting these days.
Taking advantage of the situation, the dealers have hiked the price of chicken. Prior to the detection of the swine flu chicken (dressed) was sold at Rs 180 per kilogram but these days it has risen to Rs 250 or more a kilogram in Aizawl.
The ‘Classical Swine Fever’ was detected after examination at Laboratory of College of Veterinary Science & Animal Husbandry in Selesih two weeks ago.
Following the detection, vaccine is being administered free of cost to uninfected pigs for prevention of further spread of the disease.
However, butchers shall have to possess Acknowledgement from Local Council/Village Council and Vety Director, along with certificate on the health of their pigs.
In case of any death of pig due to swine fever, the owners are to bury immediately with the acknowledgement of their respective Local Council/Village Council.
The restriction is being made following the direction of Director of AH & Vety Deptt. vide No. D. 30017/1/99-DTE (AH&Vety) on March 22.
The Sub-Divisional Magistrate, Aizawl Sadar Sub Division, Aizawl has imposed the restriction in exercise of his power under Section 144(4) of G.P.C. (Act II of 1973).
The restriction will be effective during two months from the date of notification, within which any violator of the restriction shall be punished as per the above-mentioned law.

IMPHAL, April 6: The Tangkhul Shanao Long, Delhi (TSLD) asked today that on what basis the government of Manipur was asking the parents of the rescued children to take their wards on April 8 to their respective home.
The TSLD said today that it was being informed that the parents and guardians of the children who were rescued from Grace Home, The Father’s Children Home and pastor Jacob John’s house in Jaipur, Rajasthan in March have been asked to come to Imphal and take their wards on April 8.
“If this is the case the TSLD would like to know from the government of Manipur on what basis the children are planned to be restored off despite the assurance from the government that they will be made to stay in shelter homes for atleast for three months whereby they will be given active counseling before they are restored to their parents,” said the Delhi based Tangkhul women organisation which is instrumental in rescuing the children from Jaipur last month in collaboration with other NGOs and activists. “We would like to remind yet again that the children, have withstood a very difficult and traumatic phase in their lives and utmost care be taken while trying to restore them to their families. It is important to note that some of the children are from broken homes and some are orphans and the CWC should carefully assess what best is for each child and not hurry to shut the case as it appears to be,” the TSLD added. It then demanded that the government complete the very fundamental requirements before passing the buck to the district authorities which do not have the capacity nor the funding to serve the interest of the children.TSLD then insists that detail gynaecological test of every girl child be done and timely operation for those children who needed to be operated.
It also insists that home study be done before their restoration to ensure that they are not re-trafficked again.The TSLD further insists to ensure that every child have access to their Right to Education and not just leave them at the mercy of poverty and ignorance of the families
“Strict legal action is initiated against those who supply the children to pastor Jacob John,” the TSLD demanded.TSLD then reiterates that the government should not deal with this case in an abrupt and adhoc manner like in the past but should work on a well-planned long term rehabilitation and re-integration support

IMPHAL, April 6 MNS/NNN: All Zeliangrong Students Union (AZSU), Zeliangrong Youth Front (ZYF) and Zeliangrong Students Union, Manipur (ZSUM) warned today that the Zeliangrong people are ready to face any eventuality to secure the release of school girl Alice Kamei from the RPF/PLA custody.
They then said that the revelation of the police after arresting two women recruiters of the RPF/PLA has proved that school girl Alice Kamei did not join the militant outfit on her own volition.
“Elangbam Rojita @ Tekpi and Elangbam Ongbi Thoinu who are as per police statement involved in the kidnapping of the minor school girl was arrested from Hiyanglam Awang Leikai along with huge amount of money amounting Rs 30,000 which alleged to have been received from RPF/PLA as payment for recruitment has revealed that the minor school girl Alice Kamei did not go willingly to the RPF/PLA fold. The claim of the RPF/PLA stating that the minor school girl had joined the underground organization on her own volition had totally contradicted by the revelation of the two women who were arrested by the Thoubal district police commando team, hence the underground RPF/PLA had no justifiable ground to detain the minor school girl in their custody for any longer. There is apprehension that the minor school girl who is now captive in the custody of RPF/PLA might be facing hardships on various ways,” AZSU, ZYF and ZSUM today.
Even after RPF/PLA had announced in the public domain that the minor school girl who is in their custody is less than 18 years but continue to remain in captivity is a total violation of international law and infringement upon the rights and liberty of a child to live freely without fear, denial of the child right’s to education also restricted and prohibited her free movement. The RPF/PLA continuing to detain the minor school girl without any justifiable reason has potential to cause unwanted consequences considering the situation where the people are ready for any eventuality, the Zeliangrong organisations cautioned today.
The AZSU, ZYF and ZSUM said with the 1st phase of public democratic agitation of 48 hours total blockade on National Highways and the 2nd phase of sit-in-protest in Imphal East district, Imphal West district, Bishnupur and Churachandpur have ended but the RPF/PLA’s adamant stand not to release Alice Kamei has signified the outfit’s immaturity, incapable to understand the people voice, absence of organizational procedures on such issue.
“The unjustified captivity of the minor school girl is suspicious to incitement of turmoil in the region. The Zeliangrong people will chalk out a specific strategy to strike and take up intense form of democratic agitation to secure release of the minor school girl from the RPF/PLA custody. The nature and mode of public democratic agitation will be taken during the next public meeting which will be held shortly. The action of Thoubal district police commando arresting two involved persons into the case is commendable by Zeliangrong people in particular and every reasoning and right thinking people in general,” the AZSU, ZYF and ZSUM added.
The Centre for Organisation Research and Education (CORE) said it views the reported clarification from the Revolutionary People’s Front (RPF), a non-state armed group of Manipur, about the two adolescent indigenous girl students of Grace Reach Academy, Kakching almost a month since they were reported missing from 10th March 2013 as “safe and sound” in their camp as “willing” recruits, as a scandalous disgrace for an organisation, which is generally viewed as progressive and disciplined, and that had unilaterally acceded to the four Geneva Conventions’ Common Article 3 in 1997 by declaration during the49th session of the UN Human Rights Sub-Commission, at Geneva, and had at the same time called upon India to ratify the Protocol Additional to the Geneva Conventions of 12 August 1949, and relating to the Protection of Victims of Non-International Armed Conflicts (Protocol II). Further, the two girls were claimed in the reported clarification to be 16 years old, which is contradictory to the age given by the school’s Principal and respective families as 14 and 15 years old. The said two adolescent girl students should be released safe and sound to their respective parents immediately on the grounds of international human rights and humanitarian principles and law.

IMPHAL, April 5: The village Chief of Tumnoupokpi under Kangpokpi police station of Senapati District  has been reportedly kidnapped  at gun point by three unidentified armed persons around 9.30 pm

According to a police source, the village Chief is identified as H Khangba (62) of Tumnoupokpi village which  is around 3 km south of the police station. Persons said to be speaking Kuki dialect were among the kidnappers but they professed that they were cadres of NSCN(IM) and would talk to him about food and lodging  of the cadres.

Though there has been no report with the police from the Chief`s family or the village, the police has registered a suo-motto case and made an inquiry into the matter by going to the scene of the crime.

Police along with Assam Rifles are trying to trace the Village Chief by conducting search operations, the source said.

NNN adds:
Family members of H Khangba, President of the Thangal Naga Union (TNU) said that four armed men identified themselves as cadres of the NSCN-IM came to their house at around 9:30 pm and took him away saying they need to interrogate him on a certain matter. When H Khangba`s wife protested, one of the armed men tried to pull the trigger of his weapon pointing at her.

According to sources quoting H Khangba`s wife, the armed men though claimed to be NSCN-IM cadres, but the accent they spoke in Manipuri was not that of the Nagas.

Meanwhile, another source quoting H Khangba`s family members said a different hill based militant outfit had called up  H Khangba`s wife today demanding Rs 40 lakh for the release of her husband. However, this news is yet to be confirmed.

Meanwhile, Naga Peoples` Organisation (NPO), Senapati District Students` Association (SDSA) and other Senapati based NGOs have strongly condemned the kidnapping of H Khangba, the president of Thangal Naga Union.

A shut-down in Senapati district is likely tomorrow as there is every posibility that a sit-in-protest will be carried out in Senapati bazar tomorrow.

IMPHAL, April 5: In a bizarre incident, a man claimed that he received a parcel containing stones, paper, wood splinters and other items. The man who identified himself as Moirangthem Radhesana (50) called a press conference today at the Manipur Press Club and made the statement.

He said his son, Moirangthem Roni presently staying at Noida had sent the parcel containing two pairs of pants, six shawls and two T Shirts for his sister through the post office parcel service. “The parcel was dispatched on March 15 and reached the Bishnupur Post office on March 19 but was handed to my family only on April 2,” he said while showing a receipt that showed the date of the parcel reaching the district post office on March 19.

On opening the parcel at home, it was found that it contained only stones, wood and other things, he said.

He continued that following the incident, the family took the parcel to the General Post Office and complained to the Managing Director about the parcel. However the official said the post office is not responsible for incident and as such can only repay double of their parcel tax, he said.

He said on March 16, his son had sent another parcel to his aunty but the family has refused to accept it following the incident.

JIRIBAM, April 5: Speaking at the press meet at its office, members of MSF Jiribam  after inspection of schools at Jiribam  said that contrary to reports of deterioration in the standard of the government schools at Imphal where teachers outnumber students, there are a large number of students at government schools at Jiribam sub division under Imphal East district while there is a lack of adequate number of teachers as a result of which, students are suffering. In view of the prevailing conditions the MSF district unit appealed to the Education Minister to save government schools at Jiribam by visiting and inspecting the schools.

During the inspection by the MSF team including the Vice President of MSF HQ and new executive members of MSF Jiribam  as part of `Eikhoi Lairik Ningthina Tamshi`, Schools from LP schools to High School at Jiribam were inspected. Of seven teachers of Dibong Govt Jr. H/S six teachers except the Head Master- Th Ibopishak Singh did not attend school beyond 10.30 a.m. and students were waiting for teachers, said Kh. Seraj Uddin, MSF HQ.

There are 108 students of which 71 are female and 37 are male and students of classes III, IV and V sitting  in a room. There were no desks, benches, black boards or toilets, he said. He questioned how SSA sanitation scheme was implemented at Jiribam. The second school which the team inspected was Islambada LP School which was found to be existing in name only. Nine teachers were teaching 335 students at Lalpani High School in which there were 87 students in class VI and 84 students in class VII who all taught in one room.

133 students were trying to sit on eight pairs of desks and benches. Eight teachers were teaching 513 students at Netaji Govt. High School. Teachers disclosed that RAMSA teachers were not posted. Though Borobekara High School was upgraded to the level of a Secondary School, it was in name only as a teacher appointed under RMSA was not seen after joining his post.

IMPHAL, April 5: Chief Minister Okram Ibobi Singh inaugurated the National Sports Complex today at the Khuman Lampak Sports Complex.

The National Sports Complex has been constructed by the Manipur Development Society funding from the North East Council.

The complex was constructed with a total fund of around Rs 6 crore from the NEC and the 13th Finance Commission, the Chief Minister said during the inaugural function.

The complex has been completed keeping an eye to the North East Games which the state will be hosting from April 8, he continued.

Even though the economic condition of the state is weak at the moment, the government cannot allow any lack of infrastructure to affect the sportspersons of the state, the Chief Minister said.

The government will encourage all sportspersons in the state and bring in foreign coaches to train them with the aim to bring medals from the 2016 Olympics, he said.

The government will lay special emphasis to bring foreign coaches for selected sports discipline, he said.

Lauding Olympic Bronze medallist Mary Kom, the state Chief Minister expressed his wish to see more sportspersons like her from the state.

Parliamentary Secretary, YAS M Prithiviraj in his speech said the indoor stadium will be used to host contact sports and it has facilities for Sauna and Steam baths.

IMPHAL, April 5 (NNN): “The revelation of Revolutionary People`s Front (RPF) regarding the minor school girl Alice Kamei who has been held captive since March 10, after the matter was kept concealed from revealing to the general public for about one month was done following the persistent public pressure. The RPF/PLA claimed that the minor school girl had joined the militant outfit on their own volition is the outfit`s version which cannot be taken as true since the minor school girl is still in their custody,” stated the All Zeliangerong Students Union (AZSU), Zeliangrong Youth Front (ZYF) and Zeliangring Students Union, Manipur (ZSUM).

The RPF/PLA`s statement saying that the minor school girl has already attained 16 years is without basis and totally wrong as far as the parents who gave her birth is concern as such the statement is desperate attempt to mislead the general which the general public will never accept at all, AZSU, ZYF and ZSUM said today.

“Below 18 years is not permissible under the International laws as such the statement is complete violation and non compliance of the laws. The stand of the RPF/PLA not to release the minor school girl but urged the people to stop demanding for her release is only injecting strength to start rigorous public movement. The peoples` stand to rescue the minor school girl from the custody of the RPF/PLA is very clear therefore, the third phase movement will begin as and when the 2nd phase public democratic agitation is completed,” AZSU president Tingenlung Pamei, ZYF president Titus Kamei and ZSUM chairman D Stephen Zeme warned.

Meanwhile, the Zeliangrong leaders expressed that it is shocking and dismaying to hear deputy chief minister, Gaikhangam, who is in-charge of the Home Department who had said that the minor school girl `willingly` joining the organisation is unfortunate. “This has given the impression to the general public that the minister had interface interview with the minor school girl at the RPF`s custody. Such words are venomous and not appropriate at this critical juncture and never expected to be commented by a person of such high responsibility. It has totally reflected the minister`s complete ignorance of the international law wherein clearly says total forbidden to all arms groups to recruit any minor who is less than 18 years to be cadre. The organisations spearheading for the safe release of the minor school girl appeals all responsible citizens not to meddle or politicize on such sensitive issue but to extend support for her safe release on humanoitarian ground,” the ASZU, ZYF and ZSUM stated.

“There are few individuals of vested interest with malicious intention and deliberate attempt to sabotage the peoples` protest by spreading fabricated tales and rumours as such the rumour mongers` role and character will be exposed before the general public. The propagation of rumours amounts to glorification of the minor school girl`s captivity by RPF/PLA and hence it is against the law which is punishable,” the Zel;iangrong youth leaders said.

The Zeliangrong youths and students` organisations extremely feel happy and appreciate to see the response of different right thinking people and organisatiions expressing their strong objection and demand for the safe release of minor school girl Alice Kamei, said the AZSU,ZYF and ZSUM leaders.

IMPHAL, April  5: The Chief Minister is to attend a meeting at the Planning Commission scheduled on April 23. The meeting will be held between the Deputy chairman of the Commission, Montek Singh Ahluwalia and state CM Ibobi Singh to finalize the plan size for the financial year 2013-14 for the state.

Regarding the matter, a preliminary meeting is scheduled on Saturday at the Chief Secretary’s office at 11 am. The said meeting will be attended by representatives of all government departments.

Sources say that the deficit incurred during the last financial year ended with hardly a hundred crores and the plan size for 2013-14 may be beneficial for the expenditure of the state government.

It may be mentioned that the Manipur Legislative Assembly in its 4th session held on March last had approved a vote of accounts for an interim budget to incur the expenditure of the state government till July 2013.

IMPHAL, April 05: The Kharif campaign, 2013 and state level Krishi mela with the theme “Use less seeds, get more grains” organized by the Department of Agriculture, Manipur from April 3-5, 2013 at Iboyaima Shumang Lila Shanglen, Palace Compound concluded today.

Speaking as chief guest at the concluding function Md Abdul Nasir, Minister Agriculture said a green revolution is needed to make our living independent in terms of food crops. Farmers have to work hard for more productivity and they should be strengthened by keeping in high status, he said.

“Without farmers, there will be no development and change of a society. The concerned department should help them with available man power and resources and I will also help them,” he added.

During the occasion, the award for best Agriculture Technology Management Agency (ATMA) district were distributed to ATMA Imphal West with a cash amount of Rs 50,000; ATMA Senapati with a cash award of Rs 30,000; and ATMA Chandel with Rs 20,000 as first, second and third positions respectively.

Presided over by G Shamu Kamei, Director Agriculture Manipur; the occasion was attended by K Sharatkumar Singh, Director Fishery Manipur and Dr Saidokhum Joute, Director Veterinary and Animal Husbandry as Guests of honor.

IMPHAL, April 5: Two shops located at Irong Chesaba Makha Leikai under Mayang  Imphal police station of Imphal west district were burnt at around 6.15 p.m. People stoned and damaged a vehicle of Mayang Imphal Fire – Sub station which was trying to put out the fire.

The Officer-in-charge of fire-sub station told IFP  that the fire broke out and engulfed oil kept inside the two shops while trying to light a K/oil lantern.

The fire incident was reported to the fire sub station at around 6.19 p.m. As soon as the report was received, the fire service vehicle reached the scene of incident seven Kms away in two minutes and tried to put down the fire but the advance water tender (AWT) bearing registration No. MN-01/T-0766  was stoned and the window panes were broken even before the before fire-fighters got down from the water tender.

The fire could not be put out and a team of Mayang police station dispersed the mob. The Fire-fighters resumed putting out the fire but the fracas resulting in at least two and three minutes being wasted. As a result, major portions of the shops could not be saved as the shops were stocking up petrol and kerosene. The shops are said to belong to Md Nazir and Md Kalam.
