 IMPHAL, June 20: The JAC formed in connection with the death of Thangjam Diwajamani alias Nanao today called a press conference at the Naharol Leishemba Club (NLC) Thangmeiband Sinam Leikai and announced its dissolution today.
Speaking to media persons, the convenor of the JAC said that the JAC has been dissolved after most of its demands in connection with the death had been met by the government.
Thangjam Dwijamani, alias Nanao (32), a resident of Thangmeiband Sinam Leikai son of Th Babu Singh and a correspondent of Prime News channel and a DDK news stringer was allegedly shot dead in police firing while he was covering an arson incident at Thangmeiband Sinam Leikai on December 23, 2012.
The JAC formed in connection with the death of the journalist, had subsequently met with the Chief Minister and placed several demands before him.
Meanwhile, the JAC convenor said that the demands of the JAC had included allowing the family and the JAC to pursue a sou-moto case with the concerned police station and to punish for all guilty police personnel; construction of a memorial site near the area where the journalist was killed; extend help to the family members of the victim and releasing all those arrested during the protest against the killing.
He said most demands of the JAC has been fulfilled except for the punishment of all guilty personnel as a case is still on at the Court and the construction of the memorial site for the victim.
He further thanked the state Chief Minister, local MLA Kh Joykishan, AMWJU and the people of the state for uniting together against the killing of Nanao and further said that the demands would not have materialized without their support.
He continued, that the victim’s wife has already received the joining letter for the post of a teacher in a government school issued on June 15 by the Directorate of Education (s) and that she had already joined the school from June 17.
He has further appealed to all to contribute in the construction of the memorial site at the place where Nanao was cremated.

IMPHAL, June 20: Family members of the Home Secretary of United Revolutionary Front which had recently signed a Memorandum of Understanding with the state and central governments have claimed that the leader and other cadres of the outfit have been kidnapped by unidentified persons from near the AADARSH Laboratory located opposite of Kanglapat yesterday.
Speaking to media persons at the Manipur Press Club today, Memthoi wife of the home secretary of the outfit Puyam Rohinikumar alias Mongyamba (55) son of (L) Indu of Khurai CHingambam Leikai claimed that the three members accompanied by their family members had gone to the laboratory for physiotherapy at around 12:15pm yesterday.
She said that she along with her husband and sub supreme committee member Yumnam Shantikumar alias Pamel (38), son of Kunungjao of Yumnam Huidrom his wife Shandhya, member of the URF Yumnam Shantikumar alias Raja (37) of Irom Meijarao were on a pass out from the Army camp where they are presently staying after the signing of the MoU for her health check-up and for the physiotherapy of Sandhya at Aadarsh laboratory in a Tata Travera which was driven by her husband Rohinikumar.
She continued that after reaching the laboratory, she along with Sandhya and her husband went inside the laboratory and left the two in the vehicle. During the course of time, some 3 to 4 unidentified persons came to their vehicle and called her husband by his name and further asked him to come down from the laboratory.
When his husband came down, the unidentified persons came and took away the three URP members in their own vehicle, she said.
She said that it is unfortunate that someone who had entered the mainstream with the signing of the MoU have been abducted in such a manner.
Poinu Luwang, the Assistant publicity secretary of the outfit said that yesterday’s incident is very unfortunate.
He said they had come out to the mainstream after laying down their arms and signing of MoU with the state and central governements.
Under the MoU signed, it is mentioned that none of the members of the URF would be arrested by any of the state or the central forces or para military forces and asked if the police have arrested any members of the URF without giving any prior information to the concerned authority, he asked.
He further added that the outfit has already talked to the concerned state officials on the issue.

IMPHAL, June 20: A training on high yielding rice cultivation was imparted to about 50 farmers of Khangabok part III under the second phase of the Indian government National Security Mission (NFSM)  today and the good rice seeds (tampha phou) was also distributed free of cost. The training program was organized by District Agriculture Office.
Th. Gyaneshwor, DAO, Thoubal presided over the training program held at Khangabok Part III Cmmunity hall.
Speaking during the program, the DAO said that the aim of NFSM is to resolve the problems of food scarcity for all the people. He continued that the training was imparted to make the farmers aware so as to achieve the aim under the plan to undertake the high yielding rice cultivation method in the existing arable areas without making any changes to the areas and affecting Nature instead of the traditional rice cultivation method.
Delivering his speech further, he said that today the arable land areas in the state are disappearing and the arable lands are to be protected. The increase in population does not correspond to the rice yield, he informed and added that the high yielding rice seed should be cultivated with all of us joining hands together and the Department also will extend all possible help. Framers may come and consult RVK Thoubal with regard to rice diseases and rice insect pests, he said.
During the training programme, S. Suramangol, SMS of KVK Thoubal spoke on New Promising variety of paddy and their characteristics while N. Hemajit, SDSMS, DAO, Thoubal delivered his speech on management of paddy crops for higher yield as resource persons. Dr. M. Priyodutta, EO (Agri) also made a speech on pest and disease management on Kharif crop as resource persons. The resource persons answered the questions from the farmers. Later, 25 kgs of Tampha Phou were distributed to farmers.

IMPHAL, June 20: The government is sincerely making efforts to improve the education sector of Manipur. But all of 60 MLAs, who are members of the House must take responsibility and invest 50% of their local development fund (LADF) even if only for once in a year so as to improve the education sector in their own constituencies.
This was stated by Education Minister when Demand No 10 for education sector tabled by the CM Okram Ibobi Singh was discussed today.
Invest 30% only if not 50% said the Minister trying to coax his colleagues and other MLAs.
During the discussion, Minister M Okendro replied to the Motion for Disapproval of Policy Cut raised by eight opposition MLAs, Motion for Token Cut by an MLA and observations made by five MLAs including that of the Ruling MLA, Parliamentary Secretary of Horticulture and Soil conservation and Science and Technology, Vungzagin Valte.
It is true that the budget for Education which is one of the most important demands is very low, however separate funds under Sarbha Siksha Abhiyan and Rashtriya Madhyamik Siksha Abhiyan  from Human Resource Development (HRD)
The Minister placed the details about actions taken up by the state government for primary, upper primary, Junior High School, High School under Right to Education Act, SSA and RMSA which are part of flagship programs of the centre.
He informed of the number of teachers recruited for separate schools under these programs and stated that all possible infra structures have also been provided.
Citing that School Management and Development committees (SMDC) considered funds sanctioned under SSA for the improvement of the conditions of the schools to be mere contract work, he further said that when the efforts were made to monitor funds under SSA by upgrading the education cell to a Wing as there were irregularities in taking up development programs of the schools under SMDC, various cases have been filed on the charge that guidelines of the government of India were violated and the matter remains pending.
Stating that rationalisation of post for teachers based on pupil-teacher ratio (PTR) will be implemented within the current month, he said that though there has been transfer and posting policy of the state since 1996, it will be modified and will be implemented at the earliest. Now, there are about 1317 adhoc employees in the education department, he said. The education Minister also informed that the government has plans for regularisation of the said adhoc employees after finding out the exact number by obtaining approval of DP and Finance along with adhoc employees in other departments as a onetime measure.

IMPHAL, June 20: Following the release of a notification from the Principal Secretary (Education) on April 17 last regarding the recruitment for 80 teachers under the Sarva Siksha Abhiyan, the process for recruitment had followed. However there is a growing apprehension that four from the handicapped quota had been wrongly recruited.
The statement was made by opposition MLA, Dr I Ibohalbi Singh during the discussion on Demand No 10 on Education moving the Motion for Disapproval of Policy Cut.
The MLA had said that the qualification requirement for the said posts includes that the candidate should be 10+2 pass – recognized by the Rehabilitation Council of India and questioned how the four candidates were wrongly appointed.
On the other hand, even though the state Education Minister M Okendro and the state Chief Minister who is also the leader of the House continued to provide clarification, they did not provide any clear clarification on the question put by the opposition leader.
The MLA continued that the SSA and RMSA are like stop-gap arrangements and further asked if the state has a policy to bring quality education in the state.
He continued that the education department has become an un-regulated department, and the UGC guidelines seem to be only for the infra-structural development.
He further observed that as the country has a National Accredited Assessment Council, the state should have its own Manipur Accredited Assessment Council.
He continued that until now the revised pay of the VIth Pay has net been introduced for sections of the teachers, whereas the VIIth Pay will be introduced in the near future.
The MLA said that now the department is known as Human Resource Development though it was known as Education Department earlier; and further added that in developed countries like Japan, it is even known as Human Capital Formation.
The notion of traditional education which was prevalent in Manipur before 1949 when it was still a nation-state is now totally gone, he said before asking how it had gone extinct along the way.
He said that now with the opening of coaching centres in every part of the state, it looks like Education is a privatised sector and further urged the government try hard to bring a visible change in Education.

IMPHAL, June 20: The dead body of a male recovered on Wednesday from the roadside some 200 meters away from the Youth Hostel, Khuman Lampak has been identified today by the mother of the deceased. 
Concerned with the brutal death, different student bodies of the state including the All Manipur Students’ Union; the Tangkhul Katamnao Long, Imphal; the Tangkhul Naga Valley Students’ Association called a joint press conference at the AMSU office today.
The student bodies have jointly condemned the incident alleging the murder of the 17 year old and further demanded for a proper investigation from the state government.
Speaking to the media person Juli, AMSU hills secretary said that the dead body was identified by his mother yesterday evening at RIMS morgue.
The  mother of the deceased told media persons that she was informed by a local meat seller about an unidentified dead body lying at the RIMS mortuary.
She said, the meat seller was informed about the dead body by a local ADC member who was in Imphal at the time.
She continued that her son had been missing since June 17 after he left home on a passenger vehicle along with a dog to sell it in Imphal and further attend to his father who is undergoing treatment at RIMS for burn injuries. He had remained traceless ever since till the time his dead body was identified last evening, the mother resented.
Post mortem was today conducted on the dead body in the presence of a Magistrate and later handed over to the family members.

IMPHAL, June 20: Transportation of fertilizers along the Imphal-Dimapur NH-2 have stopped due to the large scale extortion by the NSCN-IM.
This was stated by Agriculture Minister Md Abdul Nasir replying to a question raised by MLA Kh Joykisan Singh during the question and answer session taken up by the House as the first business of the ongoing session today.
MLA Kh Joykisan asked about the actual cost price of urea fertiliser per bag which were brought to Imphal from BVCL factory, Namrup; the amount of subsidy per bag provided by the state government so as to make the urea fertilisers available to the farmers at the subsidised rate of Rs. 278.80 per bag; quantity of urea fertilisers that were approved by the state government for procurement during 2012-13 and the actual quantity procured in the last year and whether the Agriculture Minister could state the name of the transporter appointed for lifting urea from Silchar to Imphal in the year 2012-13.
Replying to the question from the opposition MLA, Agriculture Minister Md Abdul Nasir said that during 2012-13, the actual cost of urea fertiliser at Imphal was Rs 479 per bag including all charges without LST which were brought to Imphal from BVFCL, Namrup via Silchar.
The subsidy given by the state government was Rs 213.50 per bag, he added. Quantity of urea fertiliser for buffer stock approved by the state government during 2012-13 was 10, 000 (ten thousand) MT and it was actually procured, the Minister said in his reply.
The transporter appointed by the state government was M/S Rangnamei Traders for lifting urea fertiliser (buffer stock) from Silchar to Imphal during the year 2012-13, the Minister added.
