Number one problem confronting Manipur is lawlessness. Since the emergence of insurgency movement in the state three or four decades back the administration in the remote areas had collapsed. Nothing can be done at the remote areas. Even the MLAs who went to their respective constituencies were attacked by armed elements. Therefore it is not surprising that though the Autonomous Hill District council members were elected through democratic process they are working here sitting at the state capital. If they go and decide to work at their respective areas they will be nowhere. But they must go, for they have been elected to serve the men and women in their localities. Elusive peace does not permit even our elected leaders to function peacefully without any fear. The change if any the people of the state want to bring should be to usher in peace and tranquillity in the remote hills and village areas. The fear for abduction and kidnapping had discouraged the Government officials to visit the remote areas and inspect the development works taken up. This is not a good development. When a few scribes stood at the roadside nullah constructed by contractors at remote areas it caved in. Reason being there were improper mixture of sand and cement. Luckily these buildings constructed at the remote areas are not crumbling. Those contractors, who have taken up mini stadium or office building constructions at the remote areas might be very sincere and honest. Quality was maintained. On the contrary some bridges constructed in the state capital by the local contractors depressed some time back. Had they been allotted the work of building construction in the remote areas only the debris would have remained? At the end the losers happen to be the people of the state, when lawlessness permeates everywhere. The big shots can move freely, protected by heavy security men around them. Therefore the thrust should be given to restoring peace and tranquillity in the state. It is time the Government summons all these armed elements for holding peace talk. Agents can be sent out to gauge the mood of the armed elements. When they are convinced that the men in power are willing to do something for them surely they will hear the voice of the Government. Manipur has suffered a lot. Everyone has a role to play to give peace a chance. Let the people feel the delightment of moving unhindered to any part of the state. When will it happen? Our reckoning is not in our lifetime.

DIMAPUR, June 25 NNN : The NSCN-IM has accused Naga writer Kaka D Iralu and two others of trying to confuse the Nagas by creating opinion through ‘unwarranted propaganda’ in order to distort the facts regarding the Naga history.
The other two are Thepfulhouvi Solo and Kekhrie Yhome who are columnists based in Nagaland.
According to the NSCN-IM, these three persons are addicted in using the media to justify their anti-Naga people stand. It said they are giving their best to create an opinion through unwarranted propaganda in order to distort the factual events of history and justify the distorted history that has already been condemned by Naga people.
“To create confusion and mislead the public, Kaka D.Iralu in particular has been the most vocal in his desperate attempt to justify the notorious Shillong Accord of 1975. He apparently behaves to be the mouth piece of the Accord that nearly destroy the history and the rightful struggle of the Naga people. Besides Kaka Iralu, Mr.Thepfulhouvi Solo famous for his divisive write ups and Kekhrie Yhome for his lack of political insight are the other two persons that have drawn our attention, as their articles are misleading and malicious in contents. They are people who have terribly fallen from the national stand,” the NSCN-IM said today.
“Shillong Accord is a prostrate capitulation and the futile effort of Kaka D. Iralu to justify it amounts to taking a reactionary position. The Shillong Accord betrayed and challenged the decisive historical decisions taken by Naga people against any form of alien domination since the entry of the British colonialist inside Nagalim. Naga club came into being in 1918 and subsequently the Naga people took the historical stand including the 14th August, 1947 Independence declaration, the 1951 plebiscite, refusal to accede to the Indian Union and boycott of the Government of India (GOI) sponsored general elections. Let it be known to all that these historical decisions were almost demolished by a few misguided section of the NNC national workers who had received the official endorsement from the Zashei Hurei Ministry of the FGN and who went on to sign the infamous 1975 Shillong Accord. Some members of the NNC in the Alee Command including Isak Chishi Swu, Chaplee Kilonser NNC and Th. Muivah, General Secretary NNC saved the historical stand of the Nagas by condemning the Accord out rightly and later formed the National Socialist Council of Nagalim (NSCN) in 1980,” the NSCN-IM pointed out.
It then said the Naga people are resolute and a true freedom fighter recognizes the price they have to pay as revolutionaries fighting for the freedom of Naga people. But history indicates that a section of NNC/FGN members was misguided by Nagaland Peace Council who brokered the Shillong Accord. The Shillong Accord propagandist like Kaka D. Iralu justified the signing of Shillong Accord on account of situation forced by the “horror of Indian military operation”. He tried to justify the surrender of one hundred and forty five arms by the NNC members in the hands of the government of India and Nagaland Peace Council (NPC). Another point blatantly argued by him was that some NNC leaders escaped to eastern Nagalim for fear of Indian military operation, the NSCN-IM stated.
“Is he spreading some cheap concocted stories to save the signatories of Shillong Accord and the NNC/FGN leaders?” it asked.
History shows that Isak Chishi Swu and Th.Muivah were then leading the Alee Command mission in China and they were kept in the dark on the signing of Shillong Accord, the NSCN-IM stated.
The NSCN-IM recalled that the Nagas had resorted to armed struggle in self-defense in order to safe their historical and political rights. It has become a symbol of their resistance against any occupational force. Revolutionary struggle ends once arms are surrendered in the hands of the enemy. Thus, NNC dethroned itself from the stage of history to make an ignominious exit by surrendering arms and betraying the Naga people and their political struggle. A Z Phizo befitting his stature as NNC president failed to outrightly condemn the Accord notwithstanding the repeated requests of the NNC members through official letters, the NSCN-IM reminded.
“Mr.Thepfulhouvi Solo known for his eccentric style of writing went overboard in most of his writings, divisively designed with anti-NSCN venom. His writings leave nothing to doubt of his petty grudge against the Nagas living in other states. He is not a Naga by blood in the true sense of the term. But he exercises no inhibition when it comes to downgrading the Nagas residing in other states because of historical circumstances as ‘outsiders’. But the fact remains that there is no ‘aboriginal Nagas’ or ‘outsiders’ as coined by Thepfulhouvi Solo. There is just one Naga nation inhabiting a contiguous and compact area that is now divided by artificial state boundaries and left in the four different states of Nagaland, Assam, Manipur, Arunachal Pradesh within India and in Myanmar (erstwhile Burma) without the free and informed consent of the Naga people. He should be warned of trying to distort the course of Naga history like Kaka D. Iralu and his blind loyalty to NNC that finally failed to uphold the historical rights of the Naga people,” the NSCN-IM stated.
According to the NSCN-IM, the manner of Mr.Kekhrie Yhome going hyper critical of Naga Hoho with anti-NSCN venom is also seen in the media. But a person lacking political maturity with a prejudiced mindset will never stand the test of logical reasoning to educate the Nagas in correct perspective. He needs to sharpen his intuition on the ongoing Indo-Naga Political talks particularly on the question of ‘sovereignty’ rather than creates confusion among the Nagas for the sake of academic write ups. The unique history and situation of the Nagas that was recognized through the conscious decision of the Government of India on July 11, 2002 at Amsterdam reflects the position of the NSCN in defense of the Naga people’s history and sovereignty. The more than 15 years of political negotiation with the GoI should remind him of the seriousness and the earnestness with which the NSCN is dealing with the more than 60 years of Naga struggle. It is quite a revelation that Mr.Kekhrie Yhome is transforming himself into an objective and state-centric intellectual, the NSCN-IM stated.
“Kaka’s and Mr.Thepfulhouvi Solo justification of NNC and the Shillong Accord stands condemned. It amounts to high treason against the Naga Nation. Mr.Kekhrie Yhome should understand that the Indo-Naga issue is pure and simple political and the current political negotiation is based on the non-negotiable historical facts of the Naga people. The survival of a nation hinges on a sound economic system and issues related to that are our serious concern. However, first and foremost the foundation must be clear and for that reason the political negotiation with the government of India (GOI) began at the highest level, without pre-condition and outside India in a third country. Later as mentioned the GoI recognized the “Unique history and situation of the Nagas” underpinning the commitment of the NSCN for the history and political aspiration of the Naga people. Therefore, it is not necessary to argue about what is clear,” it added.
It then said that any willful attempt to distort the history of the Nagas will no longer be tolerated. The NSCN will not remain a silent spectator to all these unfounded and pseudo intellectual blitzkrieg against the Naga people. “We will guard against such practice and continue to follow the course that is best for the Naga people respecting and upholding the history of the Naga people,” the Naga outfit stated.
“Placed under the situation where the Nagas have to tread carefully, resorting to empty rhetoric to create confusion and pollutes the minds and thinking of the Nagas are simply to be treated as criminal indulgence. As a matter of doing the right thing for the Nagas at the right time, dissemination of wrong information at this critical juncture is anti-national and a crime against the Naga people’s, their struggle and history,” the NSCN-IM said.

Imphal: Living next door for more than a decade as a friendly neighbour and brought up together playing cricket on the same old playgrounds around Bishenpur town in Manipur, I know Dilip Oinam more than what his normal friends do. He spent his boyhood in the town where his mother worked in a hospital and his father used to teach English in a school located in the nearby town of Nambol where both of them (his parents) were hailed from. Today, Dilip stays in New Delhi with his wife and the rest of the family are settled in Imphal.
I still remember him as a young boy who rather fond of art since his younger years. I often noticed a touch of ‘fine art’ in him when he developed interest in painting during his early teens. He started painting landscapes while all his other painter friends in the town were busy stroking their brushes on portraits of movie actors, patriots and other celebrities. His works captured a true essence of the natural scenes which he portrayed without a glitch.
When Dilip first came to Delhi in 2001 for further study at Delhi College of Art after a brief BFA at Indira Kala Sangeet Vishwa Vidyalaya in Kheragarh (Chattishgarh), he gave me a painting of a misty mountain in which he gracefully captured a panorama of semi-silhouetted Laimaton Hill hiding its top in a thick blanket of cotton cloud erupted on an evening in Bishenpur after a mid-summer shower. Laimaton Hill standing massive in the western horizon at a distance of around a couple of kilometers from our Kuthi Leikai colony enhances Bishenpur’s landscape to inspire the budding artists like Dilip for some nature aquarelles. Unfortunately I have lost the painting of Laimaton Hill. I don’t know whether it was stolen or misplaced by moving men when we shifted to a new house in Delhi in 2006. But the hunt is still on to trace the lost magnum opus!
Wherever he goes
Bishenpur, Imphal, Kheragarh, New Delhi… Dilip has been to places where the wind of his art follows. Overall themes and narratives in his works keep changing wherever he roams from one place to another. His romancing the hilly terrains of Bishenpur blew temporarily out of his easel when he stayed for one and a half years in Kheragarh. Subjects of his paintings during his short Kheragarh days eventually revolved around lonely railway tracks, village hovels, poor farmers he frequently encountered while strolling down the secluded hot and dry plain of rural north India. But he often mentioned about hidden charm which he caught and bought out of the heat and dust of the region.
A big turn in Dilip’s works took place when he started exhibiting at some leading art galleries around Delhi after his BFA at Delhi College of Art, New Delhi. His acrylics on canvas began to capture magical impressions revolving around unique characters and objects related to folklores and mythologies. His new angles pulled attentions of a horde of collectors rushing from different overseas countries like the USA, Australia, Egypt, France, South Korea, just to tick a few.
All leading art galleries and popular venues around Delhi are where Dilip’s works are often found on display. And the latest showcase will be at ‘Strokes From The East’— a three-day exhibition by The Kolor Box— unveiling on June 28 at Convention Foyer of India Habitat Centre, New Delhi.
Unique elements
Many critics say Dilip’s high dramas and vibrant strokes of acrylics on canvas effectively do justice to his themes and narratives. Earthy, bold reds and coppery browns lending shapes and forms to iconic figures, whether it could be a child or a woman solidly holding grounds, are the most common portrayals seen in most of Dilip’s works.
Another interesting point which many appreciators point out in Dilip’s works is the inhibition of a whole complex of meanings like multi-layered and painstaking treatments which further enhance the overall elements of drama in his acrylics on canvas. Such fuss is considerably the style which he creates so originally in most of his works.

Imphal, June 25 : The Red Shield Division has strongly condemned the statement by the UNC published in leading newspapers on 25 June alleging that the operation conducted in area Shonglung was a fake encounter. PIB(DW) today said, “security forces of the Red Shield Division had been working on reliable intelligence reports from various quarters about the presence of 15-20 heavily armed NSCN (K) terrorists in the area of Kangchup Reserve Forest, Haochang and Nonei. These terrorists belong to the Mobile Group No 8 of NSCN (K) and have been supplied with sophisticated arms and ammunition from Myanmar. The group was operating in the areas astride the NH-37 and had chalked out a detailed plan to strike at Security Forces and government officials in the area of Tamei.
Based on these inputs, the Nonei Battalion of the Red Shield Division had busted a camp of the group in the area of Leimatek River and recovered large quantities of arms and ammunition on 18 June 2013. This was followed by a well planned and coordinated operation in the area of Shonglung. During the intense cordon and combing cum search operation in the dense jungles, a heavily armed UG group opened fire on the troops deployed in the cordon. After fierce exchange of fire for more than two hours and operation throughout the night, six dreaded terrorists of NSCN (K) were killed. Subsequently on 24 Jun 13, the battalion also located and dismantled another temporary hideout of this group in the area of Old Nonei and recovered a large quantity of ammunition, war like stores and rations. The remaining members of the Mobile NSCN (K) Group are still at large and intensive operations are in progress to neutralise these terrorists.
The allegation that the terrorists had been invited for a cup of tea with the Commanding Officer of Nonei Battalion is ridiculous and defies logic. The Security Forces are operating against the terrorist groups and do not indulge in fraternising with such elements. Moreover, the operation at Shonglung was launched on 21 Jun 13 and neither Col Ajay Sharma nor Major Gagan were present in Nonei on 22 Jun 13 as alleged by the UNC. Shonglung is approximately 10 hours of travelling time from Nonei. Therefore, the cadres could not possibly have travelled from Nonei to Shonglung on the same day after having tea with the Commanding Officer as alleged.
There are numerous other gaps and inconsistencies in the statement issued by UN which do not merit any comment. Such hysterical outcry by organizations who enjoy the patronage of terrorist groups is a common practice and the Security Forces will not be diverted by such ridiculous propaganda from their main focus of acting decisively against all elements inimical to the cause of peace in Manipur.”

SHILLONG, June 25 NNN: Tension continues to run high even as the state government is promulgating CrPC 144 in the West Garo Hills of Meghalaya following the murder of 8 labourers in coal mines on Sunday.

The killing of the 8 labourers came amidst the tense atmosphere prompted by the act of five migrant labourers who had attempted to molest an eighteen years old mentally challenged girl in Wadangere in Garo Hills last week.
The district administration had immediately clamped curfew since Friday night to control the situation.
In the face of this ugly development, eight migrant labourers were killed and three others were critically injured in the remote village of South Garo Hills district late Sunday night.
Superintendent of Police, South Garo Hills district, Davis Marak said that some mischief mongers taking advantage of the present situation prevailing in Garo Hills region attacked eleven labourers at ‘three different coal mining queries’ at Garegittim area near Nongalbibra of South Garo Hills district on Sunday night at around 11 pm and also looted ready money from them.
“In one of the query seven migrant labourers were attacked and killed, in the other one laborer was butchered and in the third three labourers were attacked, who survived despite the brutal attack,” Marak said adding, “On enquiry we found out that only from the three injured persons, miscreants robbed Rs 80, 000.”
He also said that the present condition of the injured persons are stated to be critical by the examining Doctors and they have been immediately shifted for medical attention to Goalpara hospital (Assam), whereas the bodies of the other eight labourers have been sent for postmortem to Williamnagar Hospital.
The bodies recovered had puncture holes with sharp objects; some were also hit with iron rods.
The deceased has been identified as Babul Ali (17), Jirhul Islam (25), Harjit Ali (20), Fazir Ali, Modon Ali, Moinal Haque, Islam Ali and Shah Jahan Ali all hailing from different districts of Assam.
However, the injured has been identified as Zakir Ali (45), Mojial Ali (52) and Ahidur Islam (35) all from Assam.
When asked the SP the reason behind the killing, he said that these labourers had just received their wages in bulk and some mischief mongers knowing the fact attacked them. However, he also said that the department cannot deny the fact of linking the incident to communal flare by the miscreants.
“Our boys are kept on high alert. We have intensified patrolling at vulnerable places,” Marak said.
Marak however informed that the District Administration had banned mining in South Garo Hills district.
“Despite the order, these labourers are working in this queries which are located in the interior locations of the district. Operations teams are asked to evacuate these labourers with escorts to safer locations,” SP Marak asserted.
However, sources informed that the killing of these migrant labourers has no connection to the Tura’s incident on Friday, where five labourers tried to molest a mentally challenged girl.

IMPHAL, June 25 MNS NNN: Terming the recent killing of six NSCN-K cadres by personnel of 10 Assam Rifles in an alleged fake encounter as ‘unfortunate,’ MLAs in Manipur assembly on Tuesday called for appropriate action against the security personnel involved in the incident.
Heingang constituency MLA N Biren and Chandel constituency MLA Nunghlung Victor raising the issue in the Zero Hour in the House, said the killing of six NSCN-K cadres by troops of 10 AR on June 22 as reported by the media was unfortunate and asked for suitable action against the Assam Rifles personnel.
Saying that the Government cannot take this incident lightly, they urged that proper investigation into the incident must be carried out by the concerned authorities as the NSCN-K is a militant group now in peace talks with the Centre.
N.Biren further said that reports were received recently that a Kuki National Front (KNF) militant who was undertaking treatment in the Kuki Christian Hospital at Dewlaland here after suffering bullet injuries had been taken away by an MLA from the private hospital.
This incident has created a wrong impression in the eyes of the public on being politicians so the Home Department should find out this MLA and take action against him, Biren urged while drawing the attention of the Chief Minister in this regard.
Meanwhile a total amount of Rs 120,87,41,000 for different Government Departments for the year 2013-14 was passed in the ongoing Monsoon Session of Manipur Assembly on Tuesday.
Rs. 61,32,63,000 for Panchayat, Rs.33,96,18,000 for Horticulture and Soil Conservation and Rs. 25,58,60,000 for Economics and Statistics were cleared by the House.
MLAs DR I Ibohalbi and Th Shyamkumar moved a policy cut motion on the Panchayat and mentioned about the alleged failure in the devolution of power to the Panchayats and the failure to demarcate overlapping of areas under Autonomous District Council and Panchayat.
MLAs P Brojen, Shyamkumar, Dikho Samuel Risom, Kh Joykishan and Ibohalbi raised a policy cut motion on the Horticulture and Soil Conservation.
Opposition leader Ibohalbi further raised a policy cut motion on the Economics and Statistics.
Panchayat/Economics and Statistics minister Fransis Ngajokpa and Horticulture and Soil Conservation minister Gaikhangam made clarifications on the above motions and assured that all the suggestions by the MLAs would be taken into consideration.
Later, the House passed the amount of the three Government Departments.

The student union of the university has been pressing the authority of the Central tribal university to reserve 99% seat for tribal with immediate effect and termination of the incompetent Vice Chancellor of the University Prof. CD Singh immediately.
Speaking to media president of the IGNTU Students’ Union L Italakpe, said that they were compelled to take up the extreme step of locking down the main gate as the authority failed to give a written assurance to fulfill all their demands in days to come, asserting that they were well aware of admission process and many other official works were going on at present.
He said ordinances of both regional campus & regional director (RC & RD) have never been approved though the university authority has said it was being approved by the pertinent authority at the Centre.
He said that the basic infrastructures of the university remained in an abhorrent condition and staff for both teaching and non-teaching hardly meet the needs of the varsity.
He reminded the memorandum of understanding which was signed on October 24 2011 between Th Oliver OSD, RCM, VC Prof CD Singh and students representatives to implement their demands at the earliest.
The president further appeals to all the members of the Manipur Assembly both from hills and valley to discuss the issues of the only tribal university in the state during the ongoing assembly session and extend their supports in the interest of the students, especially for the tribal students.

IMPHAL, June 25 MNS/Agencies: A court in Imphal today sentenced four men including two India Reserved Battalion (IRB) personnel to life imprisonment for gang-raping a woman chilli trader.
This has become the first ever case in the history of Manipur to give such a rigorous punishment to rapists in the state.
L Rojit, 28, IRB Haviladar Ch Ibomcha, 37, S Bijen, 34, and IRB riflemen Ksh Kenedy, 33, were sentenced to life in prison under section 376 (2) G of the IPC by the court of Session Judge, Imphal West, Salam Imocha Singh for kidnapping, robbing and gang-raping of a woman from Tamenglong district of Manipur last year.
The Court of District and Sessions Judge, Manipur West here found them guilty on June 12. The woman was gang-raped by the four on the intervening night of March 21 and 22 last year near Kakyai Primary School in Irom Meijrao.
Meanwhile, Women Action for Development (WAD) has congratulated the woman, her family and community in successfully completing her case against the four rapists. We appreciate your courage in fighting for your right and totally deserve it. You have become a rare example among all the survivors of different forms of violence against women who stand against all odds of such heinous crime.
“We also congratulates the Kabui Mothers Association, Rongmei Louphum, Meira paibi and others individuals and association for their tired less hard work standing for Jamthaliu, giving her support in terms of moral, physical and financial and guiding her in struggle for her rights and justice,” WAD said.
“We further appreciate the judiciary and the police department for their timely intervention and carrying out proper investigation for providing justice the woman and giving life time imprisonment as punishment to the accused for their deeds. We strongly believed that our police department will continue such intervention in the near future and all those pending cases will be thoroughly intervened for providing justice to the victims. We now believes that rule of law exist in our state,” it added.
The court further ordered to compensate the victim woman.
The judgment which delivered justice to a rape victim by completing the trial within a span of around eight months was lauded by the women activists who were present in the court room during the hearing by shouting various slogans inside the premises of the court appreciating the judge, public prosecutor and counsel of the rape victim.
Praising them, the women activists said that this landmark order of the court would be the milestone to check rape of women in the soil of Manipur.
Earlier, the court had already pronounced the four accused as under sections 328, 392 and 376 of the Indian Penal Code and sections 3(1) (11) (12) of the Scheduled Caste and Scheduled Tribe Prevention of Atrocities) Act after charging them of kidnapping, robbery, armed act and gang rape under section 376 (2) G of the Indian Penal Code.
