JIRIBAM, June 8: Representatives of All Tribal Students’ Union Manipur (ATSUM) namely Micah Kamei, information and publicity secretary, and Mung Guite, finance committee along with media persons has inspected the railway construction site along National Highway 37 today. No one was found working at the construction site during the inspection.

ATSUM had appealed to cease NF Railway construction works from Jiribam to Imphal under the National Project in the entire tribal areas of Manipur with effect from midnight of June 7, 2013.

It may be recalled that ATSUM while pressing the state government to fulfil its various demands had launched a 38 days long intense agitation under the code name ROTO since May 4 last. It is under ROTO that it has started to deter the construction works of the railway line.

The ATSUM’s charter of demands were about education, health, separate State Commission for ST under Article 338-A of the Indian Constitution, adherence to ST reservation norms as per the latest roster, effective  governance of the hills, unbiased promotion in government services i.e. both centre and state services, tribal rights on land and natural resources, protest against deletion of Additional English in lieu of MIL, and appointment of tribal woman as chairperson of Manipur Women Commission.

IMPHAL, June 8: Appealing to the minority Muslim community to educate their daughters, state Chief Minister O Ibobi Singh said when everyone is well educated there will be a progressive society.

Unlike in the past, the percentage of Muslims pursuing education has increased and the government will do whatever possible under Right to Education, and look after for modernisation of Madrassa, he said.

The CM was speaking at a one day political convention of minority organised by Minority Department Manipur Pradesh Congress Committee (MPCC) at Congress Bhavan here today.

He urged the minorities in the state to preserve and follow one’s religion and culture.

The infant mortality rate has decreased to 11 out of 1000 which is second to Goa with 10 out of 1000 as the Muslim minority here started following the institutional delivery system.

Singh also urged not to take unnecessary risk in delivery by saying that this is an option to avoid suppression of minority.

Pointing to the resolutions passed at the one day convention today, Singh assured to look into the matter.

Regarding the Prime Minister’s New 15 Point Program, he said Rs 300 crores have been already approved for the welfare of minority by the PM.

It is a matter of pride that we are born in a secular country where there is freedom of religion.

We should not think that we are minority. All the people are same in the eyes of the government.

He stressed that the state government also like the implementation of Inner Line Permit System which was once there in the state and so it had pressured the central government to restore it.

During the convention, Aneesh Durani, secretary Minority Department All India Congress Committee (AICC) stressed that Congress party and the minority have the relationship of a family. This meeting is not related to any elections but the Congress party since its inception has been related with the minority.

If the people of the society do not move forward then it cannot be called a developed or strong state. When all the citizens are equally strong, educated and healthy the country will be strong. The objective of Congress party is that all the citizens move forward, he asserted.

Speaking at the occasion, Gaikhangam, President MPCC and Deputy CM Manipur appreciated the Minority Department MPCC for organising such a convention saying that it is also to discuss about the policy and programs of the government.

The MPCC has opened frontal organisation and cells so that all the communities are covered and no other parties do. Strengthening Congress party is strengthening the state. The party is the saviour of the minority and down trodden people and the CM is the Messiah, Deputy CM asserted.

He continued to say that the minorities have supported and strengthened the Congress party in earlier elections, and we have to prepare for 2014 election.

It is ridiculous and absurd that some leaders of other political parties stated that the winning of 42 Congress candidates out of 60 seats in the last Assembly election is achieved by false means, he said.

The state government’s decision that Madrassa Modernisation Schemes which is one of the components of the said PM’s Programme should be administered and implemented by the Wakf Board through MOBC Department should be made to continue. Sufficient grant to Madrassas for their modernisation and recognition of Madrassas education should be given, it said.

IMPHAL, June 8: An elderly woman died while 12 other persons were left injured by an accident involving head on collision between a Diesel Auto and a Maruti Van and a Tata Magic along the National Highway number 2 Imphal-Moreh stretch at Thoubal Wangmataba under Thoubal police station at around 1:30pm with four of the injured said to be in serious condition and admitted at the Regional Institute of Medical Sciences.

The fatal accident occurred today around 1:30pm when a diesel Auto bearing registration number MN 06 SA 2315 heading towards Charangpat from Thoubal side met with a head on collision with a Maruti Van bearing registration no AF 23E 1671 coming from the opposite side.

After the collision, the diesel Auto again met with another head on collision with a Tata Magic coming from the same direction.

The accident left a passenger of the diesel auto identified as 75 year old Kharibam Chaobihal, wife of Ibotombi of Charangpat Maning Leikai dead on the spot.

12 other passengers from all three vehicles were injured during the head on collisions.

IMPHAL, June 8: Manipur State Council for Child Welfare (MSCCW) in support with St John Ambulance (India) Manipur centre organised today a one day intensive first aid training programme at the training hall No 1 of the State Council so as to impart first aid knowledge to the community volunteers and crèche workers of the far flung area of Manipur, said a press release of the child welfare council, Moirangkhom.

A number of 50 community and crèche workers participated in the training programme.

The press release further said that elaborative lectures on health problem and treatment difficulties were made by Pradeep Saikia, resource person of St John Ambulance (India) Manipur, H Babudhan Sharma and Y Sarat Singh president and general secretary of MSCCW respectively.

A jawan of the 5th Manipur Rifles has decamped with four arms and ammunition last night, said police source on Saturday.
The personnel accompanied one AK rifle, one Insas rifle and two SLRs with ammunitions while deserting a 5 battalion Manipur Rifles post at Chingphutung village of Tamenglong district last night.
Jamkholal Lhupheng (rifleman no. 022006178), a resident of Maphou Kuki village of Saikul sub-division of Imphal East district was believed to have been deserted the post last night between midnight and 2 am which was assigning as sentry duty at the post.
The Manipur Rifles post there was being opened to protect railway workers engaging in the construction of tunnel for the Jiribam to Tupul railway line near tunnel 14.
The deserted personnel might have joined the United Tribal Liberation Army (UTLA) said a source. UNA

New Delhi, June 8 (ANI): Bharatiya Janata Party (BJP) spokesperson, Prakash Javadekar, has stated that Lal Krishna Advani will not attend the BJP National Executive meet on Sunday as he had been advised rest by the doctors.
Commenting on the report that some senior BJP leaders had opted to skip the party’s National Executive meeting in Goa Javadekar said, “I would hope that whoever is ill recuperates soon. Politics aside, personally, we wish everyone is healthy.”
Meanwhile, asked to comment on reports that some senior BJP leaders had opted to skip the party’s National Executive meeting in Goa, senior Congress leader Digvijay Singh said :
“We have nothing to do with BJP, would want it (BJP) to stay ill.”
On Friday, in the absence of some BJP leaders like L.K.Advani and Yashwant Sinha, Modi was given a rousing welcome by party leaders and activists on his arrival in Panaji, Goa, for the National Executive Meeting.
Insiders in the BJP camp have tipped Modi to be appointed the head of the party’s campaign committee. A decision on this, which was likely to be taken on Friday, has now been deferred and may be taken on Sunday.Amid sharp criticism from various political outfits over the infighting within its fold, the Bharatiya Janata Party (BJP) on Saturday downplayed party veteran Lal Krishna Advani’s absence at the two-day national executive meet in Goa, saying one should not draw any conclusions out of it.
“Advani is not coming for the meet due to bad health. One shouldn’t draw any other inference out of it,” said BJP spokesperson Shahnawaz Hussain.
Hussain, however, used the occasion to target the ruling Congress Party at the Centre.”The Bharatiya Janata Party has organised the meet to devise strategy to oust the Congress Party from power, for the 2014 Lok Sabha polls and the upcoming elections in the five states,” he said.
In an attempt to dismiss the signs of division within the party, BJP President Rajnath Singh yesterday said that he himself advised Advani to take rest as he was unwell, and insisted that his no-show should not be seen as an expression of protest.
Hussain further expressed his displeasure at the demonstrations that took place outside Advani’s residence in the national capital.
“The demonstration in front of Advani’s residence (in the national capital) were by those who had no links with the BJP and Advani continues to be the supreme leader,” he said.
Advani’s absence from the office bearer’s meeting in Goa has given a clear indication that he is upset with the proposal of making Gujarat Chief Minister Narendra Modi the face of the party’s poll campaign panel. There are even reports in the media quoting him, as insisting that BJP president Rajnath Singh should take key party decisions only in his presence.
Advani earlier on Friday skipped an important session of the 12 office-bearers of BJP. According to certain media reports, a chartered flight that was hired to take Advani to Goa this morning for the party’s national executive was cancelled.
Some senior BJP leaders are also opposed to Modi being projected as the party’s foremost leader. Jaswant Singh, Uma Bharti, Maneka Gandhi, Varun Gandhi and Shatrughan Sinha are also not attending the Goa conclave.
Modi’s detractors fear that his elevation as chief of the party’s election committee is just one step away from him being declared the BJP’s prime ministerial candidate – a position some of them believe they deserve.

Imphal, June 8 : A six day educative and adventurous summer camp was organised by 40 Assam Rifles under the aegis of 9 Sector Assam Rifles of HQ IGAR(S) for the students of Assam Rifles Senior Secondary School, Keithelmanbi from 03 to 08 Jun 2013. 50 students including 17 girls and 33 boys participated in the camp.
The curriculum of the summer camp was chalked out in a manner so as to ensure that the children have fun, discover their passions, make new friends, and learn new things and overcome shyness and inhibitions. Apart from learning creative activities like painting and clay modeling, adventure activities like horse riding, paint ball gun shooting, trekking, archery and treasure hunts were organised to rake up their adventure instincts. In order to bolster their leadership and confidence skills, activities like public speaking and debates were also conducted. Educational and site seeing tours to Andro, Langthabal temple (Canchipur) and Lilong were also organised as a part of the camp.
The summer camp came to an end on 8 June with a cultural programme which was organised by the students of Assam Rifles Secondary School, Keithelmanbi. The occassion was graced by Brig M K Das Commander 9 Sector AR and Meeta Das, President ARWWA, 9 Sector AR. The students were presented prizes based on their performance in the camp by the chief guest. Speaking on the occasion and interacting with participants the Chief Guest stressed on the importance of such camps, which impart and imbibe quality of leadership, motivation and self confidence amongst the young and impressionable minds and was an appropriate platform for the school children to develop team spirit, confidence and personality. The motto of the summer camp, “Learning through Fun” was achieved through the dedicated efforts of organising team, school staff and enthusiasm and spirit shown by the students during the camp.

Mail News Service Imphal, June 8 : Maj Gen UK Gurung, AVSM, YSM, IG AR(South) presided over a solemn ceremony at Mantripukhri in which free artificial limbs were provided to 20 victims of IED blasts with the help of technical expertise of a special team of doctors flown all the way from Jaipur. This was the third phase of the mega project undertaken by HQ 27 Sector and had started about two months back. The measurements of these 20 cases were taken during phase two of the project organised at Leimakhong earlier. The grand function was attended by a large gathering of approx 500 soldiers and civilians. Fresh measurements were also taken of approx 20 cases who will be fitted with the artificial limbs on 30 Aug 13 in phase four of the project. Assam Rifles invites any fresh cases to attend the function of phase four on 30 Aug 13 so that the measurements of more in need of artificial limbs can be taken. This project is primarily focussed to mitigate the sufferings of all the victims who have suffered at the hands of terrorists in Manipur and have unfortunately lost their limbs. During the ‘limbs presentation’ ceremony, it was so heartening to see the cheerful expression on the face of a young man who was fitted with both the legs whom he had lost in an IED blast, three yrs back. He was able to walk this earth once again after a long lapse of approx three yrs. The vision of IGAR South is to make the ‘Jaipur Foot’ accessible and known to all the people of Manipur so that the affected can once again rejuvenate their lives by becoming fully independent and take full charge of their daily lives by performing the daily chores themselves and regaining the lost capability of looking after their families.

Imphal Jun 8 MNS UNA : Volunteers of Joint Committee on Inner Line Permit System (JCILPS) picked by the police during a series of raids in offices of the civil and student organisations on Friday were released on bail by the court on Saturday.
Soon after the release, the leaders of the students’ wing of the JCILPS announced that the committee would continue the campaign until government takes up necessary steps for the introduction of the ILP system in the state.
All together 28 volunteers of the JCILPS including leaders were picked up by the police in raids at the offices of the All Manipur Students’ Union (AMSU), Democratic Students’ Alliance of Manipur (DESAM), Students’ Union of Kangleipak (SUK) and other civil organisations located in Imphal.
Nineteen of them were rounded up by the Imphal West police while the remaining nine by the Imphal East police in connection with the drives against non-locals staying in the state as part of pressurising the government for introduction of inner line permit system in the state of Manipur.
The drive was being conducted under aegis of the students’ wing of the JCILPS.
Police produced them in the court of Imphal West Chief Judicial Magistrate and Subordinate District Magistrate (SDM) of Imphal East respectively today with a prayer for further remand in the police custody after booking them under section 107 of the Criminal Procedure Code (CrPC) related with breach of peace and tranquillity.
However, the courts released them on PR bond.
Soon after the released of the volunteers, convener of the students’ wing of JCILPS Angamba Meetei announced that the committee would not retreat from the ongoing campaign, addressing a press conference held at DESAM office at Keishampat.
He said that they would go ahead with various form of campaign to the demand for implementation of ILP system in the state.
He claimed that the student wing along with the parent body of the joint committee have successfully conducted the drive pushing back non-locals who were trying to enter the state during the 5 days long campaign banning non-locals visiting Manipur.
“It is unfortunate that the government has failed to acknowledge the demand of the people,” Angam lamented while condemning the government action against the ILP campaigners.
He further said that the chief minister should understand that the demand for implementation of the ILP was not an unconstitutional one. The system was being implementing in the states of Arunachal Pradesh, Mizoram and Nagaland.
Drawing the attention of the legislators of the Manipur Assembly and urging them to take the matter seriously, he appealed them to put up the matter in the house of the upcoming Assembly session due to commenced from Monday (June 10).
Meanwhile Chief Minister O. Ibobi Singh has cautioned not to cross a line to those who are demanding the implementation of Inner Line Permit (ILP) in the state on Saturday.
O. Ibobi was speaking in a one day political conference of minority at Congress Bhawan here in Imphal.
The government will not be silent spectator if any one try to take a law in his hand, government is trying in its level in preventing a migration of foreigner into the state even as many has been deported by the government said the CM.
But no one has right to stop any Indian citizen from entering the state as they are not a foreigner, the assembly has also already amend and send to the government regarding the re-implementation of ILP in the state so lets wait for the response from the central government added Ibobi.
Coming on another topic the CM also said that the government trying its best in opening of separate minority directorate as the government is fully committed in upliftment of the minority in the state.

Imphal Jun 8 UNA NNN : The Autonomous District Council Co-ordination Committee (ADCCC), an apex of members of the autonomous district councils in Manipur Saturday alleged that state government has failed to keep its promises of devolving powers to the ADCs.
The committee further threatened of a series of agitations to press the state government for speeding up the process of devolution of powers to the six ADCs in hill districts of Ukhrul, Senapati, Tamenglong, Churachandpur and Chandel.
Three years had already completed since the elections to the six ADCs held, no power has been devolved lamented secretary Hemjathang Khongsai of the committee, during a press conference held at Manipur Press Club, Imphal today.
The secretary said “Despite completion of three years of being elected, the proposed and necessary devolution of power which has been the point of contention of the elected members has not been devolved till date.”
The absence of executive powers has rendered the ADC members powerless and redundant. Despite repeated appeals and submission of memorandums to the chief minister and the Governor on varius occasions, no concrete steps had been taken up so far, he lamented.
This has prompted the committee, consisting of 26 members each from 6 districts making a total of 156 members to resolve and demand the state government to discuss and come out with a favourable decision in the upcoming monsoon session of the Assembly that would commenced from the June 10.
The elected members were still confident of a satisfactory outcome for such a long time after government had promises for devolution of powers to the ADCs.
He further threatened to launch a series of agitations and non-cooperation form of protest which would include giving up of their titles and designations, seeking the support of those who have vehemently opposed the election and returning to their respective areas to carry out the next step in their protest in consultation with the various groups and individuals whose point of opposing the ADC election has begun to be shown as true.
M Ngalangzar, convenor and Ram Wangdin, member of the committee attended the press conference.
All the elected 156 members of the six ADCs, who had encountered quite a lot of grave situations amidst threats from various circles for being candidates for the ADC elections and the threats they faced in the post-elections period , have been befooled by the Governor, Hemjathang accused.
Although the state Cabinet has decided to arrange a separate budget for the ADCs, the people have seen it only in the media, he alleged.
Convenor of the committee, M Lanja also expressed unhappiness over the remarks of the Education minister that the RMSA and Sarva Shiksha Abhiyan (SSA) schemes must not be allowed to implement by the ADCs though many Acts mention that on top of the 26 Government Departments, several Central funded schemes may be implemented by the ADCs.

Some of these Ministers and MLAs of the Congress party are interesting to watch. Some others are boring. Many of them cannot assert. They wait for the Chief Minister to dictate on what they should do. Chief Minister O. Ibobi might be having troubled time in convincing them the the path they should adopt at par witrh the policies and programmes of the Government. The speech made by Ibobi the other day at the Congress Bhavan was heart warming to hear. Hearing the speech one feels we have a Government that cares one and all. He opened his heart that day and said “ I weep when I win election and laugh out when I lose. I know how much people expect from the Government. I also know the little a Government can perform, which cannot fulfil the dwsire of the masses.” He also said when Congress party swept the polls last year he immersed his face in the pillow and cried profusely. How will the Government reciprocate the love and confidence showered on the party by the voters, that haunts the mind of the ruling party. Large number of mega projects had been taken up in the past one decade since Ibobi led Government was installed. Congress party created a record when it won the election for the three consecutive terms. The other non Congress parties will find it an uphill task in attempting to emulate this record. Why it happens Congress continues to sweep the poll. Opposititon parties as they attempt to snatch power from Congress must attempt to realise where lies the weakness of the non Congress parties. Congress party centres on a family that has maximum sacrifice for keeping a united nation. Jawaharlal Nehru set a record ;eading the party to a straight victory forming the Government continuously for three terms since then no party has been able to emulate the record. Then came Indira Gandhi, who was killed by terrorists. Her son Rajiv Gandhi also former prime Minister was killed by terrorists belonging to LTTE. If they had made sacrifices by dying Sonia Gandhi who was given mandate by the people of the country to rule also made sacrifices by refusing to be the Prime Minister of the country. Does any of these political parties have the leader of theire stature. Non Congress parties can rule, no doubt about that. But their probem is their inability to groom up a leader who can pull the masses. This is a lesson that must be learnt by all.
