Some ethics to ponder in Conservation of Monuments and Sites

It is no doubt that Manipur is one of the most diverse and rich in cultural heritage. The intangible heritage like dance (Rasleela, Thoibi dance, etc.), music (Nata Sankirtan), folklores and literatures (puya wari, cheitharol kumbaba), sports (Polo, Yubi Lakpi) and tangible heritage as in beautiful sites (Loktak, Dzuko valley, etc.), monuments (Kangla fort, Langthabal fort, etc.) and also in craftsmanship’s of textiles, cane and bamboo objects, etc.

And it is the duty of people to take care of these cultural heritage because it:
– Conveys diverse messages and values that contribute to give a meaning to people’s life.
– Represents the identity of our social group.
– Is unique and irreplaceable.
– Is a source of economic development.
– Represents a vehicle for understanding the diversity of people and developing a policy for peace and mutual comprehension.

Like the restoration works of Kangla fort and the recent finds of geometrical shapes in Maklang and other sites recognized by ASI- Kanchipur (1991-92), Kangkhui (1968-69), and Sekta (1994-95), these are all our important heritage that should be protected not by government authorities only but also by the local populations.

Now according to Conservation-Restoration ethics, there are some important points that should be considered, which the general populations should also be aware of it, like when the questions arise-

Should old buildings look old?
Or
Should they be restored to a condition where they look as if they could have been put up yesterday?

In the IInd International Congress of Architects and Technicians of Historic Monuments, Venice, 1964, as adopted by ICOMOS in 1965- “The concept of a historic monument embraces not only the single architectural work but also the urban or rural setting in which is found the evidence of a particular civilization, a significant development or a historic event. This applies not only to great works of art but also to more modest works of the past which have acquired cultural significance with the passing of time.” [Article 1]

Conservation – “The conservation of monuments is always facilitated by making use of them for some socially useful purpose. Such use is therefore desirable but it must not change the lay-out or decoration of the building. It is within these limits only that modifications demanded by a change of function should be envisaged and may be permitted.” [Article 5]

“The conservation of a monument implies preserving a setting which is not out of scale. Wherever the traditional setting exists, it must be kept. No new construction, demolition or modification which would alter the relations of mass and colour must be allowed.” [Article 6]

Restoration – “The process of restoration is a highly specialized operation. Its aim is to preserve and reveal the aesthetic and historic value of the monument and is based on respect for original material and authentic documents. It must stop at the point where conjecture begins, and in this case moreover any extra work which is indispensable must be distinct from the architectural composition and must bear a contemporary stamp. The restoration in any case must be preceded and followed by an archaeological and historical study of the monument.” [Article 9]

“Additions cannot be allowed except in so far as they do not detract from the interesting parts of the building, its traditional setting, the balance of its composition and its relation with its surroundings.” [Article 13]

So we should know the values and importance of our cultural heritage that has been passed down through ages, we should respect, protect and preserved them before it’s too late and we lost our historical identities. Public should also take part and collaborate with the government or local authorities discussing how to protect and preserved them for the future generations. As it is also our duty and not for the government authorities only, public should know that their role in protecting the heritage is as much important as any government bodies.

James Milton “Jim” “the Dragon” Kelly born on May 5, 1946 in Millersburg, Kentucky was an American athlete, actor and martial artist who rose to fame in the early 1970s. He was best known for his performance as Williams in the 1973 film “ENTER THE DRAGON” that shook the world by storm.

Kelly studied Shorin-ryu Karate and Okinawa Karate. Parker Shelton and Gordon Doversola were among others under whose guidances he studied Karate. During the early 1970′s, Jim Kelly became one of the most decorated world karate champions in the sport. In 1971, Kelly won four prestigious championships that same year, most notably, the World Middleweight Karate title at the 1971 Long Beach International Karate Championships.

“ENTER THE DRAGON” was his second film and first starring with Bruce Lee. He was so impressed and thrilled in working with Bruce Lee in the “ENTER THE DRAGON.” He said, “’Bruce was just incredible, absolutely fantastic. I learned so much from working with him. I probably enjoyed working with Bruce more than anyone else I’d ever worked with in movies because we were both martial artists. And he was a great, great martial artist. It was very good.”

Kelly died of cancer on June 29, 2013.

The death of this iconic and legendary martial artist has brought a void in the world of martial arts and that will be difficult to fill in years to come.

I, on behalf of the Muaythai Federation of India (MFI) and my own behalf, conveyed the profound condolence to the bereaved family members of this Legend.

Is the Kangla adequately renovated and preserved?

Had the King been consulted, the government decision would have been lauded by all. Only a cordial rendezvous between the democratically elected government and the titular king of Manipur will solve the Sana Konung imbroglio. Only when the chief minister of the state and the king of Manipur open-heartedly discuss the situation, the meaningful decision for the posterity of Manipur will be made.

Since the abolition of ‘Privy Purse’ in 1971, succeeding kings of Manipur might have faced lots of hardships to maintain their status as the customary head of the land. The Manipur kings after merger to Indian Union were not so influential in political spheres as those of Hyderabad. In the meantime, former kings allowed large portions of its land to be occupied by private parties as residential buildings. Subsequent governments of the state during the past forty years have not shown any interest in sustaining the status of the King and the Royal Palace. Now the state government has come out with the decision to take-over the Sana Konung and evict the places around it for renovating it. The argument of the government is that the royal palace has lost its traditional character with huge private occupations. In the backdrop of such a decision, what will be the fate of our customary institutions – Sana Konung and the King of Manipur ?

Sana Konung is the symbol of age-old civilization and unity among different communities of Manipur. Recent reaction of 227 Tangkhul village chiefs of Ukhrul against the cabinet decision for take-over of the Sana Konung is the reflection of age-old ties among various communities of Manipur. Barring communal differences, the people as a whole stand to protect its king as a symbolic head. Such move is laudable from all circles.

The people of the state always want its royal palace to be preserved and kept intact for thousands of years to come, as it is the symbol of Manipur history and tradition. Sana Konung is the living example of Manipur being an independent kingdom before it was merged to the Indian Union in 1949. Today Sana Konung has become an institution for preserving the tradition, culture and history of this land. The decision of the state cabinet to take-over the royal palace for developing it into a heritage site and tourist spot has sparked protests, as its rightful owner the King of Manipur was not consulted. As per an agreement of 2006, every decision on the Sana Konung should be taken with the consent of the King. The Merger Agreement also mentions that the private property of the King should be made distinct from the public property. However, the government has unfortunately not taken the consent of the titular king in taking its verdict.

The objective appears to be good, however the manner in which the decision was taken is wrong. Moreover, the plan for palace renewal needs to be chalked out taking into account the importance of the customary head of the land. The king has a big say in the renovation of the palace. Moreover, it is not certain that the mere take-over by state government will fulfill the aspirations of the people of Manipur. There are hundreds of instances where the state government could not successfully implement beautiful projects and programmes related to preserving heritage sites. Even the traditional structures in the Kangla have not been fully renovated till date. The people of the state naturally feel doubt whether the state government would successfully evict the areas where huge buildings have cropped up. What will be the status of the existing king of Manipur, whose residence so called ‘Chonga Bon’ would be taken over by state government ? People are again cynical that the role of the king as customary head of Manipur may shrink day by day with the infringement of state government on his property.

The abolition of “privy purse” as per 26th constitution amendment is a main cause for minimizing the importance of king and its institutions. To enable the king to perform and preserve the custom and tradition of Manipur, and also to maintain his family, the government must create a “royal purse” out of state fund. State budget allocation must be made for the maintenance of the King, his family and the palace.

Almost all countries in the world have its symbolic structure to reflect its history. For Manipur, ‘Kangla’ is the sacred place symbolizing the existence of an independent 2000 year-old civilization of Manipur. Historically, traditionally, culturally and aesthetically, ‘Kangla’ is the real place which deserves to be preserved for the posterity of Manipur. As compared to Kangla, present Sana Konung is a recent structure erected only during Churachand Maharaja. There are also other palaces in Bishnupur, Langthabal, Kanglatongbi, Maklang etc. which have great historical values. It is better for the government to complete the renovation and preservation of Kangla upto the mark, before taking over the Sana Konung for another venture.

IMPHAL, July 7 NNN: The United Naga Council (UNC) has urged the government of India to convene the next round of ‘tripartite talks’ involving the UNC, the government of India and the Manipur government on the UNC’s demand on the ‘Alternative Arrangement’ for the Nagas of Manipur.
In this connection, ‘consultative meeting preparatory’ to the next round which is to be the 6th round of tripartite talk of the Government of india, Government of Manipur and the United Naga Council was held on Saturday at Taphou Naga village, Senapati.
According to the UNC, the consultation was participated by intellectuals and scholars, social leaders, tribe Hohos, regional organizations, women and student leaders, social activists, frontal organisations, MLAs, Naga contractor’s association, former UNC presidents and general Naga public.
It then said the interactive programme focused on two aspects, for which there were two separate sessions. In the first session an analysis of “the tripartite talk process so far” was taken up. In the second session, views and suggestions were generated from amongst the participants on the perspective and the effective approach to the 6th round of talk. The pre and post talk strategies for the people’s movement for alternative arrangement outside the Government of Manipur were also deliberated. Ningreichon Tungsang and Chingya Luithui moderated the two sessions of which Pungdi Celestine and Boveio Pou Duo were the respective rapporteurs. The panelists of the consultation were Dr Benjamin Gangmei, Modoli Puni, r Gina Sangkham, Sword Vashum and G. Gaingam, the UNC stated.
At the conclusion of the programme, the participants resolved to urge the Government of India to convene the next round of talk at an early date as agreed upon in the 5th round held on the February 12, 2013.
The meeting also registered serious concern over the delay of the settlement of the Indo-Nagas issue and strongly urged the Government of India to expedite the peace process to its logical conclusion, the Naga body added.

In what can be termed as one of the most shocking incident, where Gogon Naorem, a native of Tentha Khongbal Leikai, Manipur, presently working and residing in Hyderabad was mercilessly knocked down by a speeding car on 1st July, 2013 as he and a friend crosses the road in Banjara Hills, one of the upmarket commercial and residential hub. In this inhuman act, the driver of the car did not stop to look back but sped away leaving Gogon seriously injured. His friend escaped with minor injuries.

He was rushed by bystanders to the nearest hospitals but since he didn’t have a support system or an insurance policy, he was forced to re-admit at a “cheaper hospital” in Secunderabad.

His condition remains critical and has been in Intensive Care Unit since the day he was admitted. The doctors at the hospital have kept him under observation. He underwent severe trauma with massive internal haemorrhage on the right side of the brain. According to the doctors, he has fractured the skull at three different places and a surgery may be required at some point. He hasn’t regained consciousness since the accident.

Over the past week, Hyderabad Manipuri Society (HYMS) and many well-wishers have been visiting the hospital and extended all possible assistance. But the prolonged stay at the hospital has increasingly burdened the family back in Manipur. Gogon’s mother is a small time fish vendor while his father, in poor health, teaches a few students. The inability to support their son at this current juncture has severely impacted them.

Three days ago, HYMS, initiated a fund drive to support Gogon and the response has been tremendous. Various people from across different location contributed generously and the first instalment was handed over to Rakesh Naorem, Gogon’s uncle, who travelled to Hyderabad to be with Gogon. The sad part, though is, the money collected is just enough to cover the hospital expenses for three days. Therefore, HYMS, will continue the fund drive so that it can extend its support to Gogon.

It is our humble request to all of you who is reading this message, please think and extend your support for Gogon.

We sincerely thank you to the many individuals who have contributed to the first round. Please don’t stop just yet; Gogon is not out of the woods yet.

A consultative meeting preparatory to the 6th round of tripartite talk of the Government of india, Government of Manipur and the United Naga Council was held on the 6th July, 20103 at Taphou Naga village. The consultation was participated by intellectuals and scholars, social leaders, tribe Hohos, Regional organizations, women and student leaders, social activists, Frontal Organisations,  Hon’ble MLAs, Naga Contractor’s Association, former UNC presidents and general Naga public.

UNC 6th July 2013 ConsultationThe interactive programme focused on 2 aspects, for which there were 2 separate sessions. In the first session an analysis of “the tripartite talk process so far” was taken up. In the second session, views and suggestions were generated from amongst the participants on the perspective and the effective approach to the 6th round of talk. The pre and post talk strategies for the people’s movement for alternative arrangement outside the Government of Manipur were also deliberated. Ms. Ningreichon Tungsang and Mr Chingya Luithui moderated the 2 sessions of which Mr Pungdi Celestine and Mr Boveio Pou Duo were the respective rapporteurs. The panelists of the consultation were Dr Benjamin Gangmei, Mr Modoli Puni, Dr Gina Sangkham, Mr Sword Vashum and Mr G. Gaingam.

At the conclusion of the programme, the participants resolved to urge the Government of India to convene the next round of talk at an early date as agreed upon in the 5th round held on the 12th February, 2013.

The Meeting also registered serious concern over the delay of the settlement of the Indo-Nagas issue and strongly urged the Government of India to expedite the peace process to its logical conclusion.

Imphal, July 7 : Based on specific information regarding movement of militants from Yumnam Khunao village towards Pangai for delivering ammunition to unknown persons, troops of 16 Assam Rifles of 10 Sector AR under aegis of HQ IGAR (South) launched an operation and apprehended two female overground workers of PREPAK (PRO) on 06 Jul 2013. The apprehendees were identified as Mayanglangbam Victoria Devi alias Jamdupati aged 40 years, W/o M Loken Singh, resident of Topkongpal Naoriya, Imphal East Dist and Thounaouam Pep Devi aged 36 years, D/o Th Shanghai, resident of Wabagai Keirak, Thoubal Dist. Three Chinese Hand Grenades were recovered from the apprehendees. During the course of further interrogation it was revealed that more arms and ammunition were dumped in village Ishing Thenbi of Sagolmong. Based on the information, a follow up operation was launched which resulted in recovery of a huge cache of arms and ammunitions. Two Carbines with magazine, one 9mm Pistol with two magazines, nine rounds of 9mm Pistol, three Lathode Shell, six Chinese Hand Grenades, six Detonator and one live round DAC43W-II were recovered from the cache. The apprehendees alongwith recoveries were handed over to Sagolmang Police Station.

Imphal Jul 7 UNA : In a state like Manipur where public distribution system was in a state of embarrassing failure, the National Food Security Bill (NFSB) would only swell the pocket of the ruling Congress MLAs and ministers.
This was conveyed by BJP national general secretary Tapir Gao addressing to media at the office of the BJP Manipur Pradesh in which he took up various issues related with Manipur.
He said that in BJP rule states like Chhattisgarh, Madhya Pradesh, Goa, Gujarat, etc. it has already been implemented and “it is in vogue successfully while claiming that success is mainly due to the efficiency of the PDS.”
BJP supported the food security bill, but ready for a debate in the upcoming monsoon session of the Parliament for certain amendments, he said, adding “In the context of Manipur where PDS is simply a fiasco, the National Security Food Bill will swell the pockets of Congress MLAs and ministers.”
Asserting that the NFSB might have ensured a full coverage of food entitlement to 67% (82 crore of people) of total population and the total requirement was 62million tons of food grain, Tapir said the government have to bear an extra expenditure of Rs 1.25 lakh crore.
Availing five kg of rice at the rate of Rs 3 or wheat at the rate of Rs 2 per kg per person per month and entitlement of Rs 6000 as maternity benefit, hot cooked food to the age group of six month to 14 years were other highlights of the NFS Ordinance, he said exposing the modus operandi of the UPA government.
“The UPA has managed to pass the act in a hurried manner taking through the route of ordinance and that it has been subsequently promulgated by the President instead of putting up and discussed in the Parliament is apparent that it is a political gimmick to gain electoral profit in the Lok Sabha elections due 2014,” he alleged.
UPA has also failed its promise of passing Food Security Act within 100 days of coming to power after 2004 election. Criticism has also cropped up from the public that a PIL was served by one advocate that Article 123 of the Indian Constitution has been misused as the ordinance has been passed though it was not an “emergency” situation.
Regarding the ongoing demand for implementation of the inner line permit (ILP) system in Manipur, the BJP national general secretary termed the issue as a serious social challenge of the state.
“There arises a demographic imbalance by way of population dilution of indigenous people and hence their social identity, arts and culture were threatened,” he said, asserting that BJP has already been made note of legislating to safeguard the identity of indigenous people in the election manifestos in the last two Assembly elections and also in last Parliamentary election.
The party would always fight and contribute to the cause of indigenous people and its efforts to save the people of Manipur from being marginalized. Legislation is a must and the party has no other option except to adopt ILP as per provision of Article 5 of the Indian Constitution, he said.
While taking up the matter of fake encounter killings, Tapir alleged that most of the fake encounter case took place during the 10 years tenure of chief O Ibobi Singh who held the portfolio of home department. Ibobi himself was the chairman of the Unified Command of the security forces countering insurgency in Manipur.
He further criticized the Congress government, both at thee Centre and in Manipur for demoralizing most of the important democratic institutions with their continue process with full intension. The clear example was Manipur government has made defunct the Manipur State Human Right Commission and State Information Commission which were the most important democratic institute of the state.

Imphal Jul 7 UNA : The Kuki State Demand Committee (KSDC) Sunday said that it would go ahead with the announced 36-hour general strike due to commence tomorrow at 5 am which would be followed by economic blockade on the national highways passing through the Kuki inhabited areas of Manipur.
The 36-hour general strike would be concluded at 5 pm of July 9 and economic blockade which would continue till 5 pm of July 11 would immediately commence after the general strike.
Information and publicity secretary George Guite when contacted said that KSDC would go ahead with the proposed agitations and all its constituents and supporters have been asked to remain alert for carrying out the agitations successfully.
While announcing the agitations, the KSDC alleged that they were compelled to launch the agitations as government of India has failed to adhere to and implement the “written assurances” given to the Kuki people from the Union ministry of home affairs on two occasions, November 22, 2012, December 13, 2012 and January 27, 2013.
The body has reminded the concerned authorities to begin the political dialogue on June 16 last at the latest but no positive response could be received from the Centre till date. The adamant attitudes of the government of India has compelled to resume its suspended blockade, this time with intensified forms of agitations by launching general strike and economic blockade, George said.
The KSDC is demanding initiation of political dialogue on their demand for creation of a separate state of the Kukis by curving out the Kuki inhabited areas of the present state of Manipur.

Imphal Jul 7 MNS/UNA : An 11-year old girl has been allegedly raped by her uncle at Phaknung Mayai Leikai under Lamlai Police Station of Imphal East district on July 5 last. The father of the minor girl has lodged a complaint with the police who registered a FIR case on Sunday.
According to the father of the minor girl studying in Class V at a government school, his cousin brother Kangujam Loken Singh son of Iboyai Singh of same locality had raped her minor child around 1 pm of July 5 in his house taking advantage of the absence of other family members.
The sexual assault on her child came to light when they (parents of the victim girl) received phone calls threatening of dire consequence if they lodged complaint with the police or informed local people. The phone caller identified himself to be the son of the accused person, the father told media persons today after relating the bizarre crime against his ward.
He further said that the accused has been absconding since the day of the incident. A complaint has been filed with the police today and medical examinations would be carried out tomorrow as told by the police, he added.
This was the second case in which minor was raped by her uncle after the recent case of raping a 14-year old girl by her uncle in Imphal West’s Salam Khul on the night of June 29 in which villagers caught the alleged rapist and handed over to the police.
Rape and molestation cases were rapidly increasing in Manipur in the last three years. As per a compiled report of the state police department, a total of 150 rape cases were reported during the last three years, from 2010 till 2012.
Thirty-four rape cases were recorded in 2010, 53 cases in the following year 2011 and it was 63 in 2012. During the same period, at least 118 molestation cases (31 in 2010, 38 in 2011 and 49 in 2012) were recorded in various police stations across the state.
Cases related to ‘cruelty by husband and relatives’ are also increasing rapidly in the state as 18 cases of the kind were recorded in 2010. In the following year 2011, 39 cases were recorded and in 2012, 43 cases were recorded.
Noting the rising crimes against women in Manipur seriously and condemning the recent cases of violence against women in the state, women wing of the Manipur Pradesh Congress Committee (MPCC) has resolved to table the matter in the upcoming Congress’s Mahila Convention to be held in Mumbai for discussion.
Addressing a press conference held at Imphal Congress Bhavan today, president of Manipur Pradesh Mahila Congress, Ranisana said that the matter would be tabled for discussion during a two-day Congress Mahila Convention, scheduled on July 9 and 10 at Mumbai.
Rahul Gandhi and several other leaders of the Congress party would attend the convention and delegations from the state would urge the leaders of the party to take up all possible measures to reduce and prevent crimes against women and children in Manipur.
