IMPHAL, November 26: Prime Minister Narendra Modi will spend half an hour at BJP, Manipur Pradesh office at Nityaipat Chuthek during his one and half hour stay in the State capital on November 30, general secretary (administration) of the party M Ashnikumar told media persons today.

Speaking to media persons at the party office, the general secretary who is also the in-charge of the reception committee for the Prime Minister said the PMO has confirmed that the Prime Minister will spend some time at the party office.

The Prime Minister will reach the party office at 4:30 pm before leaving for Kohima at 5 pm, he said.

During the brief visit, the Prime Minister will be received by the State party president and other party leaders including presidents of the party`™s Mahila Morcha and the Yuva Morcha, he continued.

The issues confronting the State including road transport, agriculture, education, etc. will be highlighted to the Prime Minister, he said.

The State police force under the watch of the DGP has already started taking up security measures for the high-profile visit, he continued.

It has been confirmed that Prime Minister Narendra Modi will be touching down at the Imphal Airport by 2:30pm or 3pm, he said.

IMPHAL, November 26: Family members of a prisoner lodged at the Sajiwa Jail, who were informed today of his death yesterday, have claimed the death to be custodial in nature.

Family members identified the prisoner as Laishram Nanao alias Shipa, 20, son of L Ingocha Singh of Top Awang Leikai. He was arrested in March this year on charges of stealing and drug abuse, they said.

They continued that the family was informed this evening by the Porompat Police that Nanao had died yesterday at JNIMS and that his post mortem would be conducted tomorrow. They were asked to attend the examination.

The father of the deceased said he had been happy that his son`™s health was improving after staying inside the jail.

He said they used to visit him at the jail every Saturday, but all of a sudden, the police arrived with the message of his death.

The family has been told only today after his death that Nanao was admitted at the JNIMS some three-four days ago, he alleged.

Demanding justice, he said they had visited the police station to file a complaint but have been denied and that the cause of death cannot be confirmed till late this night.

JIRIBAM, November 26: All passenger vehicles plying on the Jiribam-Imphal and Jiribam-Tamenglong routes stopped their service after a blockade was launched by four student organisations from today`™s midnight.

The All Manipur Student`™s Union (AMSU), District committee, Jiribam; Democratic Students`™ Alliance of Manipur (DESAM), Local Council; Manipur Students`™ Front, Special Branch, Jiribam; and Kangleipak Students Association (KSA), Jiribam Branch have imposed the blockade in protest against the government turning a blind eye to their demands.

However, the railways and trucks continue their service as they were escorted by security personnel.

The bandh called along the National Highway affected normal life as counters of passenger service providers remained close.

However, no untoward incidents were reported today.

Security personnel are being deployed to provide security cover on either sides of the National Highway in Jiribam.

It may be recalled here that the students`™ bodies had demanded the government to fill in the vacancies of 148 teachings staffs in Jiribam including primary school and graduate (arts and science) teachers, and lecturers.

However, the selection list published on September 9 appointed only 125 teachers that included seven teachers who were found to have furnished fake documents.

As a result, there are still 30 vacancies of teaching staffs in Jiribam. The students`™ bodies launched the ongoing blockade after the government failed to appoint the 30 teaching staffs within November 20, the deadline they had set.

The students`™ bodies in Jiribam have been urging the State government to appoint the required teaching staffs in the sub-division when the academic session resumed this year.

However, the government is yet to appoint all the required teaching staffs even as the year is drawing to a close. It clearly indicates the indifference of the government towards the plight of the students in Jiribam, lamented the student bodies.

IMPHAL, November 26: Chief Minister Okram Ibobi Sigh seems to be planning to siphon off a huge sum of fund during the establishment of the National Sports University in the State and as such forcibly acquiring land from the poor farmers at Yaithibi Loukon, Manipur People`™s Party president N Sovakiran said today.

A team of the party accompanied by a group of media persons visited Koutruk Sabal and Harao Lok Ching where the locals have welcomed construction of the sports university unlike at Yaithibi Loukon where the government is facing stiff resistance against land acquisition for the construction.

Sovakiran speaking to the media wondered how the State Chief Minister and his cabinet overlooked the welcome at these places and settle for Yaithibi Loukon where there is stiff opposition.

The Centre considering the sporting talent of the State and spirit of the sports players of the State has given an opportunity to establish a sports university and the State government should select a site where there is no opposition to the construction, he said.

Unfortunately, the government has decided upon a site which has created widespread agitation and opposition, he continued.

At the same time, Koutruk Sabal and Harao Lok Ching have been overlooked by the government, although the government will not have to pay any land compensation as the people are ready to donate more than the required acres of land, he asserted.

Koutruk, Senjam Khunou & Senjam Chirang Development Organisation general secretary, N Aram Singh said soon after getting reports of the government searching a site for the construction of the university, the organisation had submitted a proposal to the State government for construction of the university in their area and had even met with the Chief Minister.

Highlighting that the place is just about 15 km from the Imphal, he said the government will not have to worry for water supply, electricity and security if the university is constructed there.

IMPHAL, November 26: The 111 km long under construction railway line along Jiribam-Tupul-Imphal has 46 tunnels together running a total length of 54.5 kms.

The longest tunnel will measure 10.75 km and lies on the Tupul-Imphal stretch of the line, according to an information brochure available in the Northeast Frontier Railway booth opened at the Manipur Sangai Festival 2014.

According to the brochure, the railway line will have altogether nine stations of which the stations at Khongsang, Noney and Imphal are said to be important stations. The others will be at Dholakhal, Kaimai Road, Haipo Jadonang (Kambiron), Thingou, Tupul and Haochang Road and the total cost of the project is said to be Rs 5996 crores.

At the same time, the proposed railway bridge no 164 near Noney with a pillar height of up to 141 meters will become the tallest Girder Rail Bridge in the world.

According to the brochure, the existing rail bridge of Mala-Rijeka viaduct along the Belgrade-Bar railway line in Europe is recorded as the tallest with pillar with a height of 139 metres at the moment. The length of the proposed bridge no 164 is projected to be 703 meters and is targeted for a March 31, 2016 completion.

The foundation stone of the under-construction railway line was laid by the then Prime Minister of India Manmohan Singh in November 2004 with the view to provide better connectivity to the hilly State of Manipur and to bring accelerated economic development and inclusive growth in the State.

Approximately 5000 skilled manpower are employed at work site in 60 locations and 66 percent (physical) of Jiribam-Tupul is said to be completed as of September 30, 2014.

IMPHAL, November 26: Despite much opposition against the construction of the proposed sports university at Yaithibi Loukon witnessed over the last few days, a group of organisations have declared their unstinted support to the construction of the university at the selected site.

Contrary to the claims of the 44-Yaithibi Loukon Affected Land Owners`™ Association, the Yaithibi Khunou Joint Farming Co-operative Society Ltd and Wangjing Tentha Kendra Development Committee have come forward with their support for the government decision to construct the university at Yaithibi Loukon.

The 44-Yaithibi Loukon Affected Land Owners`™ Association has been opposing the proposed construction of the university at Yaithbi Loukon, lodging several agitations including a two-day bandh along the national highway and a mass rally which had turned violent, wherein several police personnel were injured.

Meanwhile, 44-Yaithibi Khunou Joint Farming Co operative Society Ltd called a press conference at the Manipur Press Club supporting the government on the issue.

Speaking to media persons, secretary Elangbam Rajmohon Singh said there is no objection to the construction of the university from the actual pattadars of the said site.

He said the construction of the university at 44-Yaithibi Khunou will not affect Sora village.

The site identified for the university belongs to 44-Yaithibi Khunou, and the area is under the jurisdiction of SDC, Khongjom, Thoubal Block and Tekcham Gram Panchayat area of Wangjing Tentha constituency, he claimed.

Sora village has no rights over the said site, except for a few villagers who had encroached upon parts of the Khasland in the area and are now claiming their stake, he asserted.

The leaders of the recent agitation against the university construction at the site are under the influence of some politicians who are out to gain political mileage out of the issue, he continued.

In fact, the original land owners or the pattadars of 44-Yaithibi Loukon have not joined the agitation, he said.

The genuine pattadars have already submitted the necessary documents related to the affected area to the concern authority of the Thoubal DC, he said.

He further thanked the NDA government under Prime Minister Narendra Modi for considering Manipur as a sports power house and granting the construction of the sports university in the State.

He declared that the Yaithibi Khunou Joint Farming Co-operative Society Ltd and Wangjing Tentha Kendra Development Committee will extend full support to the construction of Sports University at the 44 Yaithibi Paddy Field and request all concern to initiate construction immediately.

The Manipur Medical Council becoming functional after two years of its inception is welcome news. Though the nod to the Manipur Medical Council Act was given by the president of India in 2012, it has taken two years for the institution to become serviceable. The MMC Act empowers the Council with a wide ranging power and functions. It is a statutory body whose functioning is almost like the Medical Council of India. The only difference would be in their reach: MMC has its jurisdiction limited to the state whereas MCI has its jurisdiction over the whole country. Much like the MCI, MMC`™s primary business is to set standard of medical practice in the state. Maintaining live register of medical practitioners is one of the means to that end. In absence of a medical council of the state, medical practitioner had to rely on other state medical councils like the Assam Medical Council. From now on medical degree holders will no longer undergo the hassle of registering outside the state. As reported, MMC has constituted four committees namely `“ Public Relation Committee, Prevention of Quackery Committee, Accreditation of Continuing Medical Education Committee and Medical Ethics Committee. We believe, of all the committees, the Public Relation Committee has a more challenging task ahead. It is common knowledge that there have been ugly incidents of patient-party turning violent against doctors for their alleged negligence or misconduct while discharging their duties. The most recent publicised incident took place at Raj Medicity, a private clinic located at North AOC, Imphal. In that incident the patient-party went berserk following the unfortunate demise of a patient who underwent surgery in the private clinic. In such cases there are always indications of communication gap or miscommunication between the patient-party and the hospital authorities. This is despite the fact that private clinics maintain a certain level of public relation unlike the government hospitals. One can guess what would be the scenario in government hospitals where public relation efforts are almost non-existent. One can hasten to point out that such situations occur even though public relation officers are duly appointed in these hospitals. The Regional Institute of Medical Sciences in Imphal is one government hospital in which there have been numerous reports of unwanted incidents taking place mainly because of the lack of public relation effort in the right way, at the right time. Another issue that has to come under the scanner of MMC is that of doctors serving in more than one hospital at a time. It has been a contention that government medical practitioners are not able to give needed time to their patients in the hospitals in their haste to make themselves available in private clinics as well. Needless to say, this kind of practice is blatantly against the ethical code of the noble profession. It is against the service conditions of a government servant; so far the state government has been blind to this widespread conduct. The newly instituted MMC has given hope that it will pay attention to grievances of the public against misconduct or negligence of medical practitioners, and that it shall act against such instances. It is, however, important to note that prerogative of the MMC is binding only to those practitioners who are registered under it. As the institution is in its initial stage most of the medical practitioners at present are beyond its purview. We hope the MMC will grow into a mature institute in the days to come, and set healthy standard of the medical profession and its practice in the state.

UKHRUL, November 26: Although Ukhrul district is rich in natural resources, the people continue to have poor income generation and it is time to ensure prosperity for the whole populace of the district.

This was stated by Ukhrul DC Hrisheekesh Modak while inaugurating the 8th Exhibition cum sales as Chief Guest here at TNL Ground on Wednesday. The three day exhibition extravaganza is being organised by UDCRMS / NERORMP (IFAD) Ukhrul to promote indigenous produces of the district.

He said that the district is naturally endowed with rich flora and fauna but despite this, the people continued to receive poor income and it was imperative to improve the economic condition of the denizens of the district.

” Of course, there some enterprising individuals in the district who are successful,`™ he continued adding `But they should not be the exception and we must ensure prosperity for all.`

He then stressed upon the need to secure ample livelihood for all the people while also advocating preservation of land and forest and assured to extend assistance in ensuring livelihood of the people from his side.

In his welcome address, project manager, UDCRMS. Ukhrul Tychius Vashum called upon the people to promote the culture of crop cultivation as practised and handed down by our forefathers.

`We must continue to keep alive the tradition of our forefathers who taught us to sow seeds for our livelihood,` he pleaded.

Products on display was by a team of female students of the Sentinel College, Ukhrul, while traditional chanting and trumpet display was brought by Shimkhayei Vashum, an elder from Talui village.

DC Modak also released a book titled `Agronomic practices under NERCORMP `during the inaugural ceremony, after which he cut the ribbon and inspected stalls put up at the venue. Vote of thanks was toasted by Ningreingam KH. Business Dev. Officer, UDCRMS, Ukhrul.

Altogether 37 SHGs and departmental units are participating in the mega event. A wide variety of indigenous agricultural produces were put up at all the stalls and brisk business could be seen as a large crowed of buyers thronged the venue to make purchase of their favourite items.

Meanwhile, as part of the event a team of UDCRMS / IFAD Ukhrul along with media persons today inspected various sites including Longpi pottery and Lunghar pea cultivation which are being sponsored by IFAD Ukhrul.
