IMPHAL, March 24: Police have arrested a man who allegedly planted the bomb which exploded at Khwairamband Keithel Temporary Market on March 11 killing three persons and injuring 23 persons.

A press release of PRO, Police Department said a team of Imphal West District Police Commando on March 22 arrested the man who had kept IED at Murgi Bazaar Tea stall inside Temporary Market, Imphal on March 11, killing three persons and injuring 23 persons.

Police release identified the arrested person as one Md Najir Khan alias Md Najib Khan, 36, son of (L) Md Abdul Helim of Phoubakchao Heibung Leirak Manung.

Investigation reveals that the IED was handed over to him by one unknown person who was sent by one s/s chairman of URF (Lalheiba faction) identified as Khwairakpam Gopendro alias Brojen alias Khelen alais alias Lalheiba of Keirenphabi Mamang Leikai, Bishnupur District, the release said.

Further investigation of the case is going on, it added.

LAMKA, March 24: The 9th Council Sitting of the Autonomous District Council of Ccpur (ADCC) was held today at the Council`s Assembly hall located at Tuibuang where the member discussed two major agendas, namely, recognition of villages and change of district and town`s name from Ccpur to Lamka.

The Sitting was chair by the chairman ADCC Langkhanpau Guite with full 26 members in attendance.

Out of the 15 new cases of village recognition on the agenda the sitting approved 14 villages after deliberating the reality of the village sites on a case by case study. Recognition of one village remained pending for further discussion. They also approved seven pending case of village recognition.

During the deliberation on village recognition, the member voiced their opinions that a village should be recognized only if it has no less than 20 households.

Lone female MDC Ms Grace Zamnu argued that the village recognition should be taken seriously as some claims on paper are widely different from what is on the ground.

The input of the concerned MDC was heard before the villages were given recognition.

In the most important agenda regarding the district identity, many members deliberated and latter anonymously agreed to pass the resolution in favour of changing the name from Churachandpur to Lamka.

ADCC member.Nehthang Mate, who was the oldest, recalled that the name change was made in the year 1978 but was vetoed by the State Assembly.

Some of the members present were not very hopeful of the decision going through certain stages but they were of the opinion that this is but the beginning and not the last and that ultimately the wish of the district people will prevail over all opposition.

On the question of cancellation of the Center-funded BRGF, which engaged many beneficiaries, the chairman said that it will be studied as they are as of now, not against possession of orders or related documents.

IMPHAL, March 24: Manipur People`s Party held a sit in protest today at party office gate against the “The Manipur Regulation of Visitors, Tenants and Migrant Workers Bill 2015, passed on the floor of Manipur State Assembly on March 16.

MPP President N Sovakiran Singh said the sit in protest is to demand withdrawal of the bill as it is not designed to protect the indigenous peoples of Manipur.

He said the the MPP is going to submitted a memorandum to the Governor of Manipur in the regard.

He further said that the human civilization has two major instincts. One is to protect the self and community, and the other to conquer weaker neighbours.

He charged that the Government of India was playing the latter game and threatening the North East People with draconian legislations such as AFSPA.

He also said that the present government led by O Ibobi Singh is not friendly to the people and is not a protector of the indigenous peoples.

Sovakiran also said that demanding implementation of the ILP system is for the protection of indigenous peoples of Manipur which included the major and the minor communities, however if there are no laws to protect the indigenous peoples in the State, after a few years the real original of Manipur will vanish.

The said Bill passed on March 16 is quiet misleading and instead of seeking to protect the indigenous peoples, it tries to consociated the position of illegal immigrants and migrants who started pouring into the State since the 1950s.

Lastly, he said the said Bill was not thoroughly discussed or debated amongst the members present in the House and hastily pushed through in the Assembly by the ruling party.

IMPHAL, March 24: The Zeliangrong United Front (ZUF) has stated that the Front was ambushed by the combine forces of NSCN IM and Indian Army, when it went to Taosang village upon hearing about the brutality and misdemeanor of NSCN IM to the innocent villagers on March 23.

According to a release of the ZUF, after the encounter, the NSCN IM and Indian Army called upon the villagers and on the pretext of search operation against the Front they harassed, ransacked and raided the public inhumanely.

The Indian Army has been acting as a messenger of NSCN IM and became a route clearance on every direction of the latter destination which became clearer after the incident, it said. The Front asked the Indian Armies to immediately stop combined operation and cease as protector of the NSCN IM.

The Front has warned that it will hold no responsibility for any unforeseen incidents that may occur on the path. It also stated that the Front knew about the interference of the local politicians in all the ongoing conflict and also warned that obstruction of the demand of Zeliangrong state will no longer be tolerated and befitting action be bestowed accordingly, it said.

The Front further stated that the general public also needed to understand that the presence of Indian Army and NSCN IM in Zeliangrong areas has brought insecurity on `Right to Life`™ and `loss of properties`™ to all. The imposition of taxes has also added burden on the Zeliangrong and kin tribes. In all, the NSCN-IM has stamped their own slogan of democracy and socialism and the NSCN-IM should be held responsible for every unwanted incident and disintegration of relationship within the Naga brethrens, it said.

IMPHAL, March 24: A Joint Action Committee formed against the alleged kidnapped 17 year old minor school girl, along with several civil society organisations demanded the State Government to find the whereabouts of the alleged kidnapped girl within three days or else they would start a series of agitations said Kakomlunglu Kamei, president Kabui Mother Association (KMA).

Addressing media persons this evening at a press meet held at the resident of the victim girl at Gaipuinam village, Ranjita Kamei General Secretary KMA said a Kabui girl ages of 17 year who appeared Class XII CBSC exam had been reported kidnapped on March 18 on her way home from her Hostel at Lamboi Khangnagkhong Miracle Tutorial Hostel by a Muslim Md Afsar son of Najimudin from Top Kshetri Mayai Lekai.

The matter came to light after one day of the kidnapping, when one of her friends called up family members that the girl had left hostel for home on March 18 and whether she reached safely, for did not report back at hostel.

On confirming from hostel authority she has been missing, the girl`™s family made a complaint at the Lamphel Police station, and lodged an FIR lodge Number 77(3)2015 LPS 366-A/368 IPC on March 21.

She said, regrettably the police refused to take the complaint on March 20.

The girl is still missing, but the Kshtrigao MLA Amin Shah along with the parent of Md Afsar came to police station and reported that girl eloped to their son and love each other.

The girl parents then asked for the girl to be sent back to home as customary law of communities, but till girl has still not been brought home and continues to be kept in the custody of Md. Afsar.

She alleged that the police OC O Dorendro has not performed his responsible of finding out the where about of the girl till today and said the family suspects he favours the wealthy family of Afsar.

Dorendro also assaulted the victim girl family with verbal abuses when they went to complain further.

She said the JAC against the kidnapping of the school girl has demanded the government, in particular the Deputy Chief Minister who also hold the Home portfolio, to take action and ensure the girl is brought back home within three days.

The JAC also demanded immediate suspension of the OC O Dorendr Singh for manhandling victims girl`™s father and for used of abuses and offensive language against her mother.

The JAC also said authorities of Miracle Hostel of Lamboi Khongnangkhong should be booked and punish as per law of land too for their negligence.

If the government fails, the JAC will launch intense agitation in collaboration with likeminded civil organisation, she said.

IMPHAL, March 24: The Joint Committee on Inner Line Permit System has accused the Government for creating confusion in regard to the ILP issue in the State while refuting government`™s claim that the points submitted by JCILPS was included in the visitors`™ Bill.

A press statement of the JCILPS said as a part of the movement launch by JCILPS with the support of the indigenous population of the State demanding implementation of Inner Line Permit System or a similar regulation in Manipur, the State government formed All Political Party Committee on ILPS.

The first meeting of the committee held on August 20 last year resolved to regulate a law for safeguarding the indigenous population of the State.

As a follow up, after conducting around 15 meetings of the committee, a recommendation which contains six points that has 280 pages was submitted to the government on December 10 last, it said.

JCILPS urged the government to provide a copy of the Bill to be tabled by the government prior to the Assembly session so that the people get a chance to express their opinion. However it was denied by the government, it further said.

But now that the Bill was passed in the Assembly without the proper consent of the people, various kinds of confusion, objections, arguments, etc are being raised by the people of the State, it said.

However, JCILPS considers that there is still time for making changes to the Bill if the government acts sincerely and transparently by informing the public, it said.

It said they have read some of the points which were discussed in the meeting of the All Political Party Committee on ILPS and the Government held yesterday through the newspapers.

It was said that the six point recommendation submitted by the JCILPS has been included in the Bill, which is not true, the release continued.

It said, the Bill does not mentioned the first point which suggested to provide a `pass or permit` to the outsiders entering the State and the fourth point which says `The Manipur Land Revenue and Land reforms Act, 1960 may be suitably amended to incorporate a provision for imposing restriction on the transfer of land to the non residents of the State`¦..`

Further, JCILPS has appealed the people of the State to support the movement by not renting rooms or spaces to non-Manipuris and also not to employee non-Manipuri helpers at homes.

It has also appealed to extend co-operation to the JCILPS teams who will be visiting houses to check renting of rooms or spaces to non-Manipuris.

IMPHAL, March 24: The All Manipur Students`™ Union (AMSU) will be observing 35th Realisation Day (Meekap Thokpa Numit) to commemorate Potshangbam Lukhoi and Huidrom Loken who laid their lives during the student`™s movement in 1980 against the influx of non-locals and foreigners into the State.

This was stated today at a press conference held at AMSU headquarter by general secretary, Manjit Sarangthem.

He said that the observance of Realisation Day will start from April 3 as street corner meetings, class mobilization from Manipur University and other activities and on April 15, blood donation camp will be held at AMSU office.

On the Realisation Day on April 17, a rally will start from memorial site atop the Pishum Chingamacha till AMSU office, he said.

He further said that even though the movement cost two lives, till date the Government has failed to introduce any measure to address the problem.

He also said the Manipur Regulation of Visitors Tenants and Migrant Workers Bill Act 2015 was a fraud played on the people of Manipur. The act of the State Government is strongly condemned, he said.

Each of the centres will have 100 machines installed , he added.

While attending a reception ceremony at the BJP Manipur Pradesh office Nityaipat Chuthek this afternoon, he said this initiative is as per the standing instruction of Prime Minister Narendra Modi for every Cabinet Minister to visit the Northeast States, and help development reach the region.

He said that the State Manipur is facing a big problem of unemployment and doesn`™t have any big industry. The Textile Ministry is therefore extending full support to the people of Manipur to explore this field. During his visit the Minister will be shown the works and skills of the people of Manipur.

The Textiles Ministry is focussing maximum attention on women communities and textiles projects will be in keeping with this vision, he said.

He said that the Chief Minister of Manipur has allotted 25 acre lands for opening three textiles centres for handloom, handicraft and other related fields. Agencies entrusted to do the construct the infrastructures for the projects are ready to start the work in State too, he added.

The proposed units can provide 12,000 jobs to the Manipur people. They will also engage another 1200 experts in various field of textile he further said.

There will be 100 machines install in each centre and there will be provision for expansion and extension of more centres in different fields of handloom, handicraft and allied sectors of textile, with machinery equipments procured through the state department.

The Central government has prepared a policy for development of NE States in several fields and has earmarked a fund of Rs. 400 crores has for the textile sector.

The ministry is scouting for diligent workers and sincere registered Self Help groups to assist in this regard, he said.

He said handloom and handicraft products from the Northeast will have a ready market abroad, and the ministry is ready to assist in the marketing too.

`The Textile Ministry bear the responsibility for marketing and will also provide raw material at the low cost to farmer or artisans`, the Minister announced.

Meanwhile, Th Chaoba president of BJP Manipur Pradesh has submitted a memorandum to the Minister of State for Textile thanking him for the promise to extend positive support for Manipur in development of its handloom and handicraft industry.

The same team with department of commerce & industries and sericulture officials took a round and inspected sericulture product exhibition of handloom and handicrafts at City Convention Centre, Imphal organised by department of commerce & industries and sericulture, Government of Manipur.

After the tour, the dignitaries gathered at the conference hall of the City Convention Centre where foundation stones for Apparel & Garment making centre and Power loom Estate was unveiled by State Chief Minister O Ibobi with Union Textiles Minister Santosh Kumar Gangwar.

Chief Guest of the function O Ibobi Singh during his speech said that Manipur is not only good in sports but also is good at producing handloom and handicrafts and added that handloom is the largest earning of the state next to agriculture. He said he is hopeful from the centre to extend support in making the state much better.

Chief Minister said that the launch of Geo Textile Scheme in the State is laudable. He elaborated that the State Government is considering introducing school uniforms and police uniforms made from local handlooms promoting weavers of the State.

He mentioned that the setting up power loom and Apparel & Garment Making Centre in the State could be an important achievement of the State. He elaborated that he is happy to know that the concern ministry has sanctioned to many sericulture projects of the state. He also hoped with the launch of two new schemes will bring more growth in the state textile industries.

Ibobi expressed the confidence that with the support and sanction from the Union Ministry more room would be available for the farmers in diversified business of textiles and expected the product of textiles from the state will flourished in the future.

He said new schemes and projects coming up will generate job opportunity to the educated youths bring peace not only in the state but in the entire NE region.

Secretary Minister of Textiles, Government of India Dr SK Panda, IAS as Guest of Honour of the function congratulating the weavers of state whose art are recognised all over India said that he has been posted in the NE region from the past many years and found that the women section society of the state has gifted talent of weaving and hard working.

He said that the misconception of NE region needs to be changed to the mindsets of mainland India.

Dr SK Panda said that today we are living in a challenging world and need to empower youths and women section. He said that ministry would extend support to weavers in mobilizing to better height.

Minister Commerce & Industries / Vety & Animal Husbandary / Sericulture) Govindas Konthoujam as president of the function said that the foundation of two new schemes will pave ways for development in the field of sericulture. He mentioned that 33% of the population depends on handloom dominated mostly by women section of the society.

He further said that the department is supporting 29000 weavers directly and 30000 weavers indirectly. He said that with the new schemes and supports from the centre Government the handloom and textile industries of the state will be developed in mass fold.

Special Guest of the function Union Minister of State (Independent Charge) Ministry of Textiles Government of India Santosh Kumar Gangwar said that Prime Minister of India Narendra Modi has good concern over NE region. He said that PM has rightly mentioned that if NE region is neglected then the whole country could not development. He said that promoting NE region is not favouring the region but spelling out their duty.

He said that the ministry at present is more concern about technical textile development and support will be given for any entrepreneur who desires to open Textile Park.

He lauded the State Government for allotment of land piece for construction of Apparel & Garment making centre and Power loom Estate at Lamboi khongnangkhong, Imphal West.

He said the connectivity from airport to Lamboi Khongnangkhong need to expand and made it more connectivity feasible for better business development.
