The students also took out a rally towards Thoubal ZEO office demanding to fill up vacant post of teachers in the school instead of transferring the said teacher.

However, police dispersed the agitating students and opened the blocked highway.

General secretary of the student`™s union of the school, N Lion said around 130 students are enrolled in each classes of the school. Atleast 24 teachers are needed to run the school smoothly however the school is managing with only 17 teachers.

The student leader added that they are very disappointed to hear that a transfer order has been issued for English teacher Bimoljeet when the school is already suffering due to lack of teachers.

Meanwhile, Thoubal District AMSU general secretary M Prabin led team of AMSU also visited the students of Khangabok High School. Speaking to media persons he said AMSU will extend their support to the agitating students.

He said the AMSU team met the ZEO Thoubal and had urged the officer to bring an amicable solution within a week time.

THOUBAL, March 26: A sit in protest was held at Thoubal market today in connection with the demand for repeal of Manipur Regulation of Visitors, Tenants and Migrant Workers Bill, 2015 today.

The protest cum meeting was jointly organised by Thoubal Apunba Lup (TAL) and Thoubal Keithel Apunba Nupi Lup. During the protest JCILPS Co Convenor, Md. Kheiruddin Shah, BK Moirangcha, JCILPS Women Wing Convenor, L. Nganbi, Convenor, Arjun Telheiba, Executive member, Chingkheinganbi Devi, KAWA President, AK Memcha, Nupi Khunai President, Ima Ibetombi spoke on various topics.

In his speech, Convenor, MD. Kheiruddin has said that it will be better for the CM to change the Bill instead of pointing out that the bill can be altered several times. The bill was made for the benefit of migrants and for the extinction of indigenous people. The bill should be withdrawn before the Governor gave approval, said the Convenor. He further stated that JCILPS will continue its movement till a bill to protect the indigenous people is issues. He also appealed to all to support the movement till the demand is accepted.

Convenor BK Moirangcha also stated that the act of the CM is to gain support from Delhi government. He further said that before Manipur became part of India, Permit System of Entre and Exit was issues. However, the then Chief Minister withdrew the bill on November 18, 1950. Since then, the arrival of non-Manipuris has risen by more than 1/3rd of the indigenous people. He further read out the contents of the bill and stated that the bill is truly made for the non-Manipuris and to support them as well.

President of KAWA, AK Memcha expressed that the bill was passed forcibly by the Chief Minister for the non-Manipuris. She further said that Ibobi is not fit to be the Chief Minister anymore and demanded that he should resign.

Afterwards, various statements were also made during the meeting. The statements were to demand the withdrawal of the bill, to support the movement of JCILPS demanding implementation of ILP and to support of Non Cooperation Movement against non-Manipuris. The protestors also made ply cards with slogans such as `Don`™t Invite Other Volcanic ILP Agitation`™, `Make Law to protect the indigenous people`™, etc.

IMPHAL, March 26: The Sub-Divisional Magistrate of Kakching has ordered a Magisterial enquiry into the death of Md. Neimuddin, son of Naucana Riyajuddin of Sora Makha Leikai, Kakching at Jivan Hospital, Kakching while undergoing treatment after he was found lying injured on the road near S. Mani filling station, Kakching Lamkhia during altercation between the Sora village and Laiching Minou on July 18, 2013.

According to a release of the Magistrate, the terms of reference of the enquiry are to ascertain the facts and circumstances leading to the incident, to analyse the facts and circumstances and to place finding based on the facts and circumstances and analysis thereof, it said.

The Magistrate has been appointed to conduct the Magisterial enquiry vide the aforementioned orders of the Government of Manipur and has decided to conduct the enquiry at its Office Room. It has been notified to any person(s) willing/desirous to give oral evidence or produce any materials/documents before the Enquiry Officer in connection with the aforementioned enquiry to submit his/her particulars in plain paper addressed to the Sub-Divisional Magistrate with full name along with the name of father and mother (in block letter), full address at which the person will be available if notice is to be served, age, occupation and circumstances prompting the person to give the evidence, it said.

All the particulars may be submitted to the office of the Sub-Divisional Magistrate on or before April 1 during Office hours, after which no request will be entertained, it said.

IMPHAL, March 26: The JAC of All Manipur Hill District Contract Basis Teachers Association (JAC-AMHDCBTA) staged a sit-in-protest today at Keishampat Junction against the non-regularization of the teachers who were appointed on contract basis in the year 2006.

Speaking to media persons, JAC member Thuikamang said that the State Directorate of Education (S) appointed teachers on contract basis in the year 2006 to fill up the vacant post of teachers in the hill districts.

However, Government of Manipur and ATSUM signed a MoU in the same year to appoint the posts filled up on regular basis through normal recruitment or special drive but the government did not responded until 2010.

All of a sudden, in November 2011, Directorate of Education (S) conducted physical verification to match with relevant documents for service extension and regularization, he said.

However, out of 1332 contract teachers of hill districts only 772 were accepted as genuine by the concerned Director and Principal Secretary of Education (S) but till today the government has not announce any development regarding the matter, he said.

He maintained that many memorandums have been submitted to the Chief Minister, concerned Minister and to the Director appealing to consider the matter but the government or the concerned authorities have not shown any positive sign.

He warned the government that if their issue is further neglected then they will start launching more intense forms of agitation.

He also appealed not to start the recruitment process of SSA and RMSA until their issues are solved.

IMPHAL, March 26: The Democratic Students Alliance of Manipur (DESAM) and parents of the students whose admit cards were denied for the CBSE exam urged the school authorities to refund the admission fee at the earliest.

While addressing a press conference at DESAM head office at Keishampat this evening, M Angamba, president of the student body informed the media persons that after investigation they found out that Little Rose Higher Secondary School and MM Higher Secondary school charged Rs 15000 as admission fee per student.

He said 163 students of Little Rose Higher Secondary School did not get their admit cards so the total amount to be refunded by the school is Rs 25,91,700.

On the other hand only 23 students of MM Higher Secondary School did not get admit cards so the total amount to be refunded by the school is Rs 4,80,000.

M Agamba lamented that some private schools in Manipur have now become a means of doing business to earn profit with less concern for the welfare and career of the students.

DESAM appealed to all the parents and students to check the institute thoroughly before taking admission while warning not to look for easy way to get good marks to avoid such incidents in the future.

M Angamba also appealed the enquiry committee formed to check the recent issue of CBSE exam to bring out the report at the earliest and take up stringent action if anyone found guilty.

N Sarat, principal, MM Higher Secondary School during the press conference declared his resignation from his post and gave his assure that he will not associate with the school in the future.

He clarified that the admission process of the school was managed by the chairman of the school and he has no hands in it. He added that he joined the school only 2 years ago.

IMPHAL, March 26: Anomalies in selection and appointment of three college principals by the Government on November 14, 2014, have surfaced through RTI findings, a press release of the All Manipur College Teachers`™ Association, AMCTA, said.

The press statement signed by Ch. Rajen Singh, General Secretary, AMCTA, stated that Dr Md. Rahejuddin Sheikh, Dr A. Nabachandra Singh and Dr E. Nixon`™s appointment as college principals violated the UGC guidelines.

The RTI query was made as per the understanding reached between the AMCTA and the Government, represented by the Chief Minister and Education Minister on March 17, the release said.

Elaborating on the findings, the release said the UGC Regulations, 2010 n clause 4.2.0.(ii), so also the MPSC advertisement release in accordance for the selection and appointment of these principals said that research guidance is an essential qualification of the candidates.

The release said one of the appointed principals, Dr. Md. Rahejuddin Sheikh, does not have this qualification.

Dr. Sheikh was awarded API score of 30, but this score can only be if the research project results in a patented technology etc, in the case of sciences, and Dr. Sheikh`™s assignment as nodal officer in connection with setting up of D.M. Community College, cannot be considered equivalent to a research project, the AMCTA release contended.

Similarly, Dr. E. Nixon`™s project of `Application of Physical Methods in Studies of Ancient Iron Smelting Culture of Manipur`, is certified by S. Bheigya Singh, former joint director Art & Culture, but the certificate has no official memo number or date of issue, the AMCTA release said.

In the case of Dr. A Nabachandra Singh, who obtained API score of 10 in two Ph.D degrees he is said to have obtained, the university which gave him these degrees, the CMJ University, Meghalaya, is not recognized by the Government of Manipur.

The AMCTA release said the organization strongly feels that the irregularities in the screening process of the above candidates will adversely affect and discourage the healthy academic advancement in the state especially among the college teachers.

Hence, AMCTA demands review and cancellation of the said appointment letters of the Government Orders No. 7(2)/6/2003-HE dated 14/11/2014, in the larger interest of the higher education in the state, it said.

The AMCTA had suspended its cease work strike till the March 31, awaiting a positive response from the Government, indicating after this date, if no action is taken, the AMCTA will have to decide on further course of action.

IMPHAL, March 26: MLA L Ibomcha Singh has lodged an FIR against Dr Khomdon Lisam charging that an article written by the latter against the passing of `The Manipur Regulation of Visitors, Tenants and Migrant Workers Bill, 2015,` mentioned words which hurt his dignity.

The article written in English language titled `How can we salvage the Manipur State Legislative Assembly?` was carried by local dailies, Sangai Express on March 17 and 18 and Hueiyen Lanpao on March 17.

The Imphal Free Press also carried this same article but with the libellous sentences removed.

Keishamthong Kendra MLA Laishom Ibomcha Singh lodged the FIR at Imphal Police Station on March 21 and as a response, Police have registered a regular case against Dr Khomdon Lisam under FIR No 88(3) 2015 Imphal Police Station u/s 124A/186/189/505(2) Indian Penal Code (IPC).

In his article Dr Khomdon Lisam said `now the Manipur State Legislative Assembly has passed the Manipur Regulation of Visitors, Tenants and Migrant Workers Bill, 2015 against the wishes of the people. Is it not funny?`

`I cannot imagine why and how they become so worthless. The worst part is that they have done it not due to ignorance or lack of knowledge but due to their timidity and cowardice without thinking for the future of our young generation of Manipur.`

`This bill is found quite contrary to what the people want. The people of Manipur want some law to protect the rights, identity, customs, culture, traditions, religion, land, language, script and mineral resources of indigenous people of Manipur.`

`On the contrary, the Manipur State Legislative Assembly wants to protect their vote banks by protecting the rights of the migrant workers coming from outside Manipur and from Bangladesh and Myanmar and ensure their security.`

`The mistake our Honourable Chief Minister Shri O Ibobi Singh has committed is his too much reliance and confidence in Shri L Ibomcha Singh, opposition MLA, who happened to be the law secretary at one time. He is using his legal knowledge and expertise in destroying Manipur.`

`Honourable Chief Minister might have genuinely wanted to fulfil the demands of the Joint Committee on Inner Line Permit System (JCILPS). But Shri L Ibomcha Singh might have warned or threatened the Chief Minister about the possibility of declaring such an act as unconstitutional and the possibility of the act being struck down by the Supreme Court or High Court. They could not see any other option,` Dr Komdon said in his article.

IFP contacted the complainant in the case, MLA L Ibomcha Singh. He said since 2012 he has been involving in demanding the implementation of Inner Line Permit System or a similar regulation in Manipur.

He said he was also part of the expert committee of FREINDS, which had taken major roles in pressing the demands earlier.

He said the remark made by Dr Khomdon in his article about him was like giving `obituary reference` of him.

He also clarified that he never met the Chief Minister in private regarding the matter.

He added that as he had lodged a complaint to the police, they will take their course of action regarding the matter.

Meanwhile, IFP also contacted Dr Khomdon Lisam regarding the matter. He said two police officers came to him today at around 1 pm and informed him about the case.

He said MLA L Ibomcha Singh is a highly qualified man who held the post of law secretary earlier.

He said he will not apply for anticipatory bail or do anything in regard to the case while maintaining that he was only expressing some views for the people of the State.

The newly spruced up roads in Imphal East which led to the Hatta Kangjeibung where the Sangai Festival was held in November last year, are now suffering from atrocious abuses again. At several places, including two at the Minuthong-Lamlong stretch, narrow trenches have been dug across the asphalt toppings. It is not sure who did this, for it could be private residents who want to access water pipelines across the roads, or else different government agencies to lay underground cables or pipelines. Either way it shows how very badly managed the whole affair is, and also how disrespectful the public is of public property. All these come as despairing, especially because Singapore is fresh in mind again with a deluge of articles on the city-nation`™s trials and tribulations in its founding and making, in the wake of the death of its founding father, the iconic Lee Kuan Yew, at the ripe old age of 91, just two weeks after Singapore turned 50. Singapore, it will be recalled was thrown out of the then Malayasian Federation in 1965, ostensibly to teach this tiny city, then of 1.6 million people, a lesson in humility of dependency. But Singapore, which has absolutely no natural resources to boast of, and not even fresh water for drinking, even though thrown into an existential crisis refused to cow down, and under the leadership of Lee Kuan Yew, its population of largely Chinese, Malayan and Indian immigrants, held its integrity together, not only to survive, but to become a flourishing city-State, now of about five million people, with one of the highest per capita incomes in the entire world. It is said, in 1967, Singapore`™s per capita income was 500 dollars a year, or about Rs. 85 a day, to its current 55,000 dollars a year, or about Rs. 9,470 a day. Lee Kuan Yew had a few guidelines he said he followed to this stellar path of success. He insisted on meritocracy alone, where the best jobs went to only the most meritorious therefore encouraging enterprise, diligence and industry. He also had absolutely no tolerance of corruption at the official or private levels, therefore making everybody, from the top to the bottom live by the country`™s tough rule of law regime. No negative or positive discrimination, no graded government privileges regardless of ethnic or religious affiliations. Chinese, Indians and Malayan, all were absolutely equal before the law, and the only ladder to higher social hierarchy was hard work. Under Lee Kuan Yew, the country also followed a rigorous social engineering project to ensure the emergence of a Singaporean identity so that Singapore`™s Chinese, Malayan and Indian felt they were Singaporean and not Chinese, Malayan or Indian. Housing projects encouraged them to live as neighbours, and segregation was discouraged. Amongst the many values inculcated and internalised amongst the public in due course of time is a remarkable respect for public properties. Nobody litters in public spaces just as they would not in their drawing rooms or bedrooms. The law is also strict on the matter. If you drive a car in Singapore and you ram into a lamp post and damage it, if an inquiry determines the accident is a result of rash driving, you will have to pay for the lamp post damaged.

Just a comparison of the attitude to public property would give us a sense of how everything is going the wrong way in Manipur. One day the government makes a road, and the next day, without a modicum of fear of law or guilt at the thought of the inconveniences that would be caused to fellow citizens, anybody can come out and dig a trench across the road to access a water pipeline or whatever. This can also be between government departments. One day the PWD lays a road, the next day the PHED digs it up to lay water pipelines, or the telecom department to lay communication cables. The picture is of a person whose one hand does not know what his other hand is doing, or routinely puts his best foot forward as a showpiece and then shoots it himself. Even before it is able to think of a game plan to tackle corruption, or evolve a social engineering strategy to bring its communities together, let the government resolve the relatively easier issue of inculcating respect for public property. Let there be tough penalties of fines and imprisonment for destroying public properties. Let its department also evolve a way to coordinate while drawing up their individual plans and strategies in the discharges of their different responsibilities.

IMPHAL, March 26: Manipur is in the process of police modernisation and under the modernisation, highly expensive vehicular X-ray will also be acquired for the State soon, the Deputy Chief Minister who also holds the portfolio of State Home Minister Gaikhangam has said many a times during press briefings in the past.

However criminal incidents have been escalating in the state and the recent bomb blast at Murgee Bazar, Kwairamband Keithel Temporary Shed which killed three, including a student, and injured more than 25 people. Mentions have been made that hit and run bomb blasts; hijacks of vehicles and other criminal activities have gripped the State in the recent past.

The State is also in the first phase of introducing a city surveillance system through CCTV or Closed Circuit Television in Imphal since 2011 to minimise criminal activities in the city.

From a reliable source it is learnt that the State authority has put up 28 CCTVs around Raj Bhavan, 27 CCTVs at Chief Minister Office and 100 CCTV cameras installed in and around the greater Imphal City through a Bangalore based firm `Meltronics System Tech Pvt. Ltd`™.

Ever since the city acquired CCTV surveillance, the general public were left wondering what would do with those little cameras hanging around the places and few who have had exposures in the metro cities were expecting some Hi Tech Policing in the State.

However, not a single case of crime was cracked through CCTVs even though many of the criminal incidents occurred within the parameter of the CCTV network because the cameras were non-functional.

The State Home Minister Gaikhangam has assured to fix all the faulty CCTVs on every query by media fraternity and in the Assembly sessions.

Many questions in meetings with the Home Minister are beginning to acquire the tone of suspicion that the non-functional CCTV in the State are a decoy to divert public attention.

The more pertinent question is, while the CCTV cameras are visible everywhere, has there also been a monitoring computer room for the footages there CCTVs are supposed to transmit live to the police? If yes then where is it located?
