IMPHAL, June 21: The Meitei Erol Eyek Loinasinlol Apuba Lup (MEELAL) has demanded for the government to appoint teachers of Meitei Mayek who have passed the Teachers Eligibility Test in Meitei Mayek.

Announcing the demand before media persons today, MEELAL president in charge Naokhamba Meitei said the Directorate of Language Planning & Implementation will be launching a State-wide Metei Mayek development project on June 22.

The first phase of the project will be conducted at Thoubal Chaoyaima Higher Secondary School and Moirangthem Leikai, Moirang on June 22, which will be followed at lamlong Higher Secondary School, Imphal East and Yangdong High School on June 25 and at Heirangoithong High School on June 28, he said.

He said although the programme will be conducted at Jiribam and Chandel, the schedules are yet to be fixed.

IMPHAL, June 21: As in other parts of the nation and world, the first International Yoga Day was also observed widely acrossed the State today.

National Cadet Corps (NCC) performed yoga to commemorate the First International Yoga Day at 18 venues spread across the State today.

Under the aegis of NCC Group Headquarter, Imphal and North Eastern Region directorate more than 6500 cadets participated at 18 venues in Manipur State. All the NCC Cadets dressed in white T shirts performed the asanas as per the protocol given by Ministry of Ayush from 7 am to 7.35 am at all 18 venues.

NCC has been at the forefront of `Nation Building`™ by grooming the youth to become responsible citizens. It has been conducting social awareness and community development programmes and adventure activities aimed at all round development of its cadets. This unique performance on the `International Day of Yoga`™ has added another feather to the cap of this youth organization.

The NYK Thoubal also observed the day which was attenedd by around 1150 people including youths, students, womenfolk, NSS Students and government officials.

This was conveyed by Sahib Singh, Zonal Director of NYKS Imphal Zone, saying that the quality, content and sequence of the programme were excellent.

The observance held on the theme `Yoga for Harmony and Peace` was inaugurated by MLA K Meghachandra Singh who is also the Parliamentary Secretary (MI and IPR) and Kh Surnalata Devi, Adhyaksha, Thoubal Zilla Parishad.

Tree saplings supplied by District Forest Officer Thoubal were also planted at the MMRC Park to mark the occasion.

T Ranjit Singh, Deputy Commissioner, Thoubal ; K Radhashyam Singh, Superintendent of Police, Thoubal; Sahib Singh, Zonal Director, NYKS, Imphal Zone and Kh Menjor Singh, Chairman, MMRC, Khangabok als attended in the function as guests of honour.

Around 200 students demonstrated yoga under the direction of yoga Guru Jeevan Abhiram Ningthouja. The Parliamentary Secretary honoured the yoga guru in the function.

Apart from the yoga guru Prof. L. Ibungohal Singh of Modern College and Prof. L. Sanahal Singh, NSS Programme officer of YK College were also felicitated by chief guest of the function Y Laksman Singh for their active support and cooperation to make the observation a success. Film show on yoga was also shown to the people.

In his keynote address Y Laksman Singh highlighted the background on how the International Day of Yoga came into being, its objective, vision and mission of NYK in fulfilling the ultimate goal of practising yoga. He also pointed out all possible measures that the youths and officials can bring changes in the country.

He also inaugurated the Yoga Exhibition and Yuva Kriti organised by the Kendra at the hall with materials supplied by NYKS. 20 Yuva Kriti stalls of handloom and handicrafts and dry fruits were exhibited. The products came from the Skill Upgradation Training Centres and SHG Centres of Thoubal and Kakching Blocks.

The observance was also held at the conference hall of DC office Thoubal under the chairmanship of the Deputy Commissioner in which Y Laksman Singh, DYC was the resource person of the programme. Under the guidance of NYK, the village youth clubs also observed the day at Thoubal and Kakching blocks.

The International Yoga Day was also widely observed in Tamenglong district too.

Nehru Yuva Kendra (NYK) Tamenglong District observed the International Yoga Day in all the affiliated youth clubs in different blocks in the three sub-divisions.

The district level main function of the observance was held at the office complex of Deputy Commissioner Tamenglong wherein DC M Luikham himself and subordinate staff participated.

The day was also observed at 13 Assam Rifles battalion, Tamenglong by personnel of the battalion.

In Noney, the International Yoga Day was observed at the battalion headquarter of 8 Assam Rifles in the presence of its Commanding Officer (CO) Colonel Rajiv Chowdhury along with other personnel numbering about 400.

The first International Yoga Day was observed by Prajapita Brahma Kumari, Kwakeithel Moirang Purel at Ishwariya Vishwa Vidyalaya, Manipur.

Speaking on the occasion, In-charge of Brahma Kumari, Manipur Nilima Bahenji said that

She maintained that Yoga not only bring good health but also help in adapting good behaviour in the society which is necessary.

Yoga Guru BK Memita while talking to this IFP reporter said that Brahma Kumari is a spiritual Godly University of Rajyoga Meditation recognised by the UN.

She informed that it has 850 centres spread across 147 countries.

The centre in the state started functioning from 1992. The university enrols students irrespective of educational qualification, she said, adding that the main objective of the university is to convert evil minds into positive one by teaching them how to control mind.

She also informed that there are eight branches of Brahma Kumari in the state accommodating around 700 students.

A cancer patient aged around 86 years also came to the centre for meditation as it helps her live healthy and happily, she added.

The Directorate of AYUSH, Government of Manipur and State Health Mission Society, Manipur jointly observed the International Day of Yoga at the hall of Indian Medical Association (IMA), Lamphelpat.

The observation function was graced by Health Minister Phungzathang Tonsing as chief guest; Chief Secretary PC Lawmkunga as president; Principal Secretary of Health, FW and AYUSH Dr J Suresh Babu and Director of Family Welfare Dr K Rajo Singh as guests of honour.

Addressing the gathering, PC Lawmkunga said that Yoga is good for health as it coordinates body and mind thus leading to healthy life.

He asserted that practice of Yoga also helps in preventing from various illness and reducing stress and tension.

He further said that people should prefer practice of yoga as a part of lifestyle and daily exercise to relax mind.

Yogi does yoga from ancient period because they knew that yoga is good for health and prevent illness, he added.

Dr J Suresh Babu said that a person can control his anger, stress and emotion by practicing yoga which has been accepted all over the world.

He stated that yoga is not related to any religion but it is an exercise, which help physically and mentally.

As part of the observation, Minister Phungzathang Tonsing flagged off the Yoga Run from IMA complex.

The Nehru Yuva Kendra Imphal East, Manipur said that it observed International Yoga Day on the theme of Yoga for Harmony and Peace on June 21 at District Head Quarter Panchayat Bhavan together with District Youth Convention and Yuva Kriti as part of the International Yoga Day.

According to a release of the Yuva Kendra, the function was attended by Adyaksha Imphal East District, P. Bimola Devi as chief guest of function, P, Loken Singh, Dr. Th. Bimol Singh, Zonal Director NYKS, Imphal East Sahib Singh as guests of honour and Jilla Parishad, Itobi Singh as president of the function.

The programme was participated by above 500 youth both male and female from different youth clubs, Mahila Mandals, local Meira Paibi Imphal East and NSS Birmangol college. The 86 BN, CRPF also said that it observed International Day of Yoga under the presence of Commandant, Sh. Jayant Kumar at Lamphelpat.

According to a release of the CRPF, member of the unit have accepted yoga as part of their routine in life and pledged to give it a wide publicity throughout country with the help of their relatives and friends.

Yoga established as good relation between human and nature and the ancient system of holistic health inculcating physical, mental and spiritual well being. Yoga is not only an exercise but the meaning of yoga is to connect body, mind and soul together and generating Positive Energy and building a healthy, happy and peaceful society, it said. The BJP Kumbi Mandal has also observed the International Yoga Day at Kumbi Bazar mandap on June 21.

A press release of the mandal has said that former candidate of BJP, Kh. Nabakumar Singh gave the introductory speech.

Lecture and demonstration on yoga was presented by Dr. Amom Ibotombi Singh (AYUSH) as expert person. The programme was also attended by President of BJP, Kumbi Mandal, N. Mani Singh as president and Athokpam Shyamchand Singh as chief guest, it said.

Anita of Art of Living Foundation, Manipur chapter along with their volunteers initiated the yoga practice during the programme. Yoga was practiced by the participants during the programme, it said.

According to a release of the Youth Affairs and Sports, the State NSS cell Manipur and NSS Units Biramangol college, Sawombung under the Ministry of Youth Affairs and Sports `Yoga for Harmony and Peace`™ was observed on June 21 at the college.

IMPHAL, June 21: Based on specific intelligence regarding drugs peddling on NH 102, troops of the 24 Assam Rifles of 26 Sector AR under the aegis of HQ IGAR (South) conducted frisking and checking at Khudengthabi check post and apprehended a woman carrying heroin on June 19.

A statement of PRO IGAR (South) identified the apprehendee as Vungkholching, 33 wife of Khuplamkap of Paichamveng Moreh Ward No 2 under Moreh Police Station in Chandel district.

She was travelling in a Silver coloured Maruti Van bearing registration number MN/ 01S/ 7764, and heading towards Imphal. Three packets of heroin weighing around 36 grams and other incriminating articles were recovered from her possession. The lady revealed that she was carrying the contraband drugs from Moreh to Pallel to deliver it to unknown individual at Pallel.

The apprehendee along with the recovered items was handed over to the Moreh Police Station, the statement said.

Director `“scriptwriter Bishwamitra said the film showcases the status difference between the present and past of the Meiteis.

The film will also project the importance or need of providing constitutional safeguard to the Meitei`™s ethnic identity as indigenous people of Manipur and remove the constitutional divide created among the hills and the valley he said.

Bishwamitra also continued that including the Meiteis in the Scheduled Tribes list would mean inclusion of the valley districts of Manipur under the Fifth Schedule of the Constitution creating a composite tribal State of Manipur with equal rights given to all indigenous communities.

Scheduled Tribe Demand Committee vice president Bhramacharimayum Angousana said that the committee was formed in October 2011 with Y Mohindro as the president.

He continued that the film will further aid in the demand for inclusion of the Meitei in the Scheduled Tribes list.

The committee has already submitted memorandums to the State Governor, Chief Minister and the Central government on thier demand.

The meritorious students include 16 from higher secondary school examination, 2015 (Science stream) conducted by the Council of Higher Secondary Education, Manipur, 24 from the High School Leaving Certificate Examination conducted by Board of Secondary Education, Manipur, 14 Secondary School Examination and 3 from Senior School Certificate Examination 2015 (Science) both examinations conducted by Central Board of Secondary Education.

The award was segregated as 60% and above for Manipur board and 75% and above for students in exams conducted by CBSE.

IMPHAL, June 21: In continuation of its agitation `Reckoning of the Others`™ fourth phase which was launched on June 15, the All Tribal Students Union, Maun Tombing group will launched indefinite economic blockade along the National Highways in the State and shut down all national projects including the construction of rail lines in the State from midnight of June 22.

The decision to intensify the agitation was taken as the government has failed to act on their demands, said president of the student body Maun Tombing during a press conference held at their Nagaram office today.

He said the fourth phase agitation has been on for more than a week now, however, the government has continued to maintain silence on the demands made including regularization of 268 hills based contract lecturers, 333 adhoc teachers who have been already approved by the State cabinet and the establishment of a ST Commission, filling up of back log ST reservation in JNIMS and Assembly Secretariat.

ATSUM`™s demands have been pending since two years, he said appealing to the transporters, businessmen and general public to support them.

He said the demands are made to minimize the valley-hills inequality.

Acknowledging support to the agitation, All Manipur Tribal Union general secretary Romeo Dungdon said the prolonged inaction on the part of the State government concerning the constitutional provisions of the tribal has frustrated the tribal communities as a whole.

So AMTU full support and endorse the ATSUM agitation, he said.

It is appeal to all the tribal communities and also other communities of state to cooperate ATSUM agitation which is a common cause for the welfare of people. And also urged all the transporter and vehicle owner to standby for cause of tribal people so that any untoward incident will be minimised, said Romeo.

ATSUM appealed to general public, businessmen and oil pump outlets not to take advantage of ATSUM`™s agitation and hike prices of fuel and other essential commodities.

The elections to the Autonomous District Councils for the five hill districts and Sadar Hills are long over, and the results for them declared. In the next week or so, the six ADCs will be formed. It does however seem, as in most elections under the dispensation of Indian democracy, the verdicts the electorate delivered on the day of the polling will not be altogether honoured by those elected, and there are already signs of the familiar scenario of defections and horse trading. Although the 10th Schedule does not take cognizance of grassroots governance bodies and is restricted to the affairs of the Parliament and state Assemblies, we do hope better senses prevail and unwritten principles of honouring electorate`™s wishes as expressed through the ballot is not violated. It would be such a shame if litigations and counter litigations stall the working of the ADCs and ultimately a legislation to take care of such situation becomes necessary. From the look of it, it does seem this can ultimately be the outcome. However, even if the Anti-Defection law is not applicable in this situation, arbitrators must ensure the parameters set by this law remain the guidelines of their arbitrations.

Since India follows the Anglo Saxon model of first-by-the-post electoral democracy, and voters vote for individual candidates and not the parties in fray on the polling day, the fact that Congress came out with the largest number of elected councillors overall would not be the prime deciding factor of which party gets to form the ADCs in the six individual ADC districts. Each ADC will be decided on which party won the majority in that particular ADC district. So be it. But let the decision now on who is allowed to form the ADC in each of these ADC districts, be decided on the tally of votes polled by each party and not individual councillors`™ whims that go against the people`™s verdict. Roughly, it was the Congress which had the biggest share of the pie, followed by the NPC and BJP. There were also a sizeable number of Independents. As we see it, there should be no post-poll defections allowed and the Independents should also only be allowed outside support to whichever party forms the ADC in their ADC district, or else remain in the opposition.

We also hope the ADCs once formed do not jump the mandate of the ADCs and enter into politics that can stir up bigger problems for all in the state. We hope none of the parties end up as proxies of any other groups or organisations other than their immediate voters. The wide allegations of involvement of militant groups cannot but introduce the fear that some of the ADCs won by parties supported by these militants will not be functioning independently. The nature of the violence witnessed during the campaign runs of different parties also adds to the basis for this apprehension. In particular, it is the NPF, Manipur unit, which is set to form the ADCs in at least two ADC districts and what is anticipated to be their plans ahead, which is the cause of worries amongst a great section of the people. Much of these apprehensions probably are unfounded for there are NPF candidates in the Manipur Legislative Assembly too and this has made little difference to the body polity of the state. Nonetheless it is also a harsh reality that this apprehension is fed by a history of mutual suspicion between those demanding an exclusive Naga homeland and those who would not compromise Manipur integrity at any cost. The resultant frictions have been and can again become too hot for anybody`™s comfort.

On an optimistic note, let it be remembered that sometimes what is seen as an adverse situation can actually turn into an opportunity for problem resolutions given the constructive outlooks of all the stakeholders. Old Age Pension in Sadar Hills

KANGPOKPI, Jun.21: Social Welfare Office, Saitu Gamphajol, Sadar Hills Senapati district will be distributing Indira Gandhi National Old Age Pension Scheme to its beneficiaries in respect of Kangpokpi, Keithelmanbi, Saitu

KANGPOKPI, Jun.21: Social Welfare Office, Saitu Gamphajol, Sadar Hills Senapati district will be distributing Indira Gandhi National Old Age Pension Scheme to its beneficiaries in respect of Kangpokpi, Keithelmanbi, Saitu and Saikul Sub Division from June 24 till July 9.

N. Usharani Devi, Social Welfare Officer, Saitu Gamphazol, Kangpokpi said that IGNOAPS beneficiaries (Red and Blue Card holders) in respect of Kangpopki Sub Division will be distributed the pension amount on June 24 & 25 at ADC Complex, Kangpokpi while beneficiaries from Keithelmanbi (Champhai) Sub Division will be distributed on June 27 & 30 at Community Hall, Keithelmanbi.

While beneficiaries in respect of Saitu-Gamphazol Sub Division will be distributed on July 1,2,3&5 at SDO Office, Saitu and beneficiaries in respect of Saikul will be distributed on July 6 to 8 at SDO Office, Saikul respectively further informed the Social Welfare Officer.

Distribution of the pension amount will starts from 10 am in the morning till 3 pm in the evening in every schedule distribution venues, added the officer.

N. Usharani Devi appealed to the beneficiaries to bring four recent colour passport size photos, Xerox copy of Voter ID or Adhaar Card, Old Age Pension card and Bank Passbook along with the original copy while warning that beneficiaries without complete documents will not be entertain at any cost.

She also appealed to all the beneficiaries to come in person for availing the pension amount and said that no other person apart from the beneficiaries itself will not be entertain at any cost.

However, concerned department is planning to arrange bringing the pension amount at the doorsteps for the pensioners who are unable to come at the given venues on medical ground or due to old aged if required documents are submitted to the concern authority by the respective family members or relatives.

The Social Welfare Officer also further informed pensioners who have lost their Pension Card may submit necessary documents such as Xerox copy of Bank Passbook, Voter ID Card or Adhaar Card and five recent passport size photographs at the office for issuance of new card after conducting spot inquiry and the beneficiaries could claim their pension amount after new card is issued to them.

The lady social welfare officer continues that pension amount for beneficiaries of 60 to 79 years from January 2014 to February, 2015 will be Rs. 2800 (i.e. Rs. 200 per month) while beneficiaries of 80 years and above from March 2014 to January 2015 will be Rs. 5500 (i.e. Rs. 500 per month).
