Names of the Kendra Committees are Wangkhem Kendra Committee, Moirang Kendra Committee, Sugnu Kendra Committee, Thanga Kendra Committee, Yaiskul Kendra Committee, Thongju Kendra Committee, Sagolband Kendra Committee, Kumbi Kendra Committee and Singjamei Kendra Committee.

Thoubal District-I, Thoubal District-II and Bishnupur District are the District Committees which are going to be revived, the release informed.

Apropos the International Meitei Forum states stand-a rejoinder by Pu Ch. Birendra dated appearing in the 4^th and 5^th June, 2015 issues of The Sangai Express and other local dailies, the Kuki Research Forum (KuRF) wishes to clear any whiff of resultant misconception on the intellectual credibility of KuRF that is bound to emanate from the level at which the ongoing public spate has further degenerated into one of personal attacks, name calling, wild invectives and innuendos.

The forum initially responded to Pu R.K Rajendro, President, International Meitei Forum’s incendiary, baseless, communal and exclusivist statements made in his inflammatory speech on ISTV dated 16th May 2015 as it appeared to the forum that the esteemed individual was attempting to incite communal passion based solely on wild and unfounded distortion of Kuki indigenity in the state of Manipur.

The KuRF is independent and guided by the vision of intellectual integrity and logic and stands for peaceful co-existence above all else. Irrational arguments or one that borders on violence does not find place in the forum. The forum generally does not comment on everything and from every individual or group that claim to espouse the cause of the Kukis. However, given the nature of IMF’s provocative and historically untenable statements, KuRF is obliged to issue its last reply/rejoinder for the introspection of IMF and discernment of the public.The forum call upon all esteemed readers, intellectuals, scholars, academicians, Political leaders and concerned citizens of the state to exercise their best judgment as to which of the two forums is attempting to sow seeds of communal hatred, parochial sentiments and disintegration of Manipur.

First, your salutary address with the words “D/Descendant of Immigrants” is in bad taste and the tone and tenor of your write up is rather conspicuous for the absolute lack of basic decency and factual veracity, normally expected in a civilized discourse, and not so much for the historical narrative. Through its brazen attack on Kuki-Chins, IMF exposes a total absence of both academic scholarship and dignified restraint.

The level of your discomfiture with KuRF reasoned response dated 1^st of June, 2015, has apparently overwhelmed you so much so that you have taken recourse to the all too familiar strategy of divide-and-strike, first by dividing the Kukis into New and Old as the British Colonial did and second, by amusing attempts at entangling the Naga community into this fruitless diatribe, the significance of which is not lost sight of.

In so far as the intra-ethnic relationship among consanguineous brothers viz., the so called Old and New Kukis are concerned, the KuRF is conscious of the apparent fragmentation between the two, but suffice to say here that the fundamentals (Stalk) are too strong not to withstand divisions (Barks) as in a family (Tree). It is but natural for siblings from a common parentage to evolve into nucleated families of their own which in no way repudiates their root. And, may it be noted that when push comes to shove, the identity will still find its hold as strong as ever. Historically, linguistically, socially and culturally they belong to Kuki-Chin family. There is no scientific or ethnographic basis for distinguishing between ‘Old’ and ‘New’ Kukis. The semantic, ‘Kuki’, if anything, binds both Old and New under one irrefutable identity and destiny.

The KuRF appreciates the latest statement of the IMF that ‘Meiteis and Nagas are indigenous people of Manipur’. The Manipur government was also contemplating at one point of time to make an official declaration that Meiteis and one particular community of Manipur are blood brothers. This is almost in line with what T.C. Hudson had said; “Meiteis, Kukis and Nagas are brothers.” Unlike IMF, the KuRF considers Meiteis, Nagas and Kukis as indigenous people of Manipur with significant affinities. The perceived ethnic ties between Naga and Meiteis are indeed a positive sign of historical milestone by scholars and intellectuals who transcends the mythological barriers to establish new and emerging genealogical findings on continuing basis. But these apparent gung-ho is surprisingly intermittent and situational as they are contextual to needs and nothing more. IMF’s policy of dividing tribals would lead to more anti-Meitei and anti-Manipur rhetoric’s, thereby causing irreparable damage to the tribals’ ties with the majority Meiteis. The IMF’s desperate attempt to divide the tribals is bound to be an exercise in futility. It is high time for the IMF to realize that Manipur is not mono-cultural but multi-cultural and multi-racial. The political problem that beset Manipur, then and now could be resolved only when policies and strategies reflect this diversity.
Why are the issue of Immigrants (Foreigners) and Nomads so dear to IMF and its tall leaders? Northeast India has been described as ‘one of the greatest migration routes of mankind’ (Barpujari: 1992. 35). Various ethnic groups came to Manipur from pre-historic times. The present ethnic groups of Manipur, viz., the Meiteis, the Naga tribes, the Kuki-Chin tribes and other Indian communities are the descendants of those migrating people. (H.S.Sharma, History of Manipur: An Independent Kingdom, 2011). The entire people of Manipur belong to the same ethnic group (N. Tombi Singh:1972.17). Meiteis had their ultimate origin in the hill areas of Manipur. (V. Chakravarty 1986). “Manipuris(Meiteis) are a mixed race between the Kukis and the Nagas.” (Elwin 1969, 451). Grierson, Konow, S.K. Chatetterjee and many other linguists classified Meitei under Kuki-Chin group of the Tibeto-Burman group of language. Touthingmang, the third Meitei king was from Touthang clan. (Manimohan, Poirei Sanna Leibak). Nongdam Lairen pakhangba, the first historically recorded king of the Meithis (Meiteis)’s mother was a Kuki woman named ‘Lenghoi’ or Nungmaidenga. (William Shaw 1929:47-48). As Reid said, while the Raja reigned over the valley of Manipur, the Kukis “ruled the roost in the hills that surrounded the valley of Manipur. (History of the North East Bordering on Assam). IMF’s repeated attempt to suppress the historical truth is motivated and a slur to basic right of every ethnic community to dwell peaceably in the land that has been their own since known history, to develop and progress and to contribute their share in the evolution of Manipur culture and civilization.

Nonetheless, the sequence of inroads into present state of Manipur by one ethnic group preceding/succeeding another is a normative reality and does not in any way confer the right of exclusive ownership over land or its resources to one group to the exclusion of others nor does it deprive the later migrants of their right to claim ownership over the land settled by their ancestors.

The Kukis of Manipur are Indian by nationality and indigenous tribe of Manipur by birth and descent. James Johnstone, writing on Kukis as being heard for the first time in between 1830-1840 in Manipur valley similarly betrays a monumental misunderstanding or ignorance or both. The British colonialists may have transferred some Kukis from one area to another, but it is hugely preposterous to imply these relocations to account for the entire Kuki population. Normally, immigrants and nomads have no land and do not conquer land and people. The Kukis have land and country to rule over, to fight wars to protect their land to conquer others as shown during the Kuki Rising (1917-19). The Kukis have been a dependable ally for the Meitei Maharajas from the first historic King Meidingu Nongda Lairen Pakhangba to the times of Chandrakirty. They upheld mutual co-existence, peace and dignified relations with Meiteis and in that spirit had opposed the Manipur Merger Agreement and patiently attempted to make the state of Manipur a success in the post independent period. The exclusivist and chauvinist attitude of fanatic elements as represented by IMF are consistently trying to destroy the historically friendly relations between the Kukis and Meiteis. After the merger of Manipur with the India Union in 1949, the erstwhile communalities of the state of Manipur have become citizen of India. The Kukis are as much indigenous and masters over the land they occupy as any other community in Manipur and don’t owe anybody any explanation for their existence. Perhaps, the IMF argument is based on The History of Manipur by J.Roy (PP.2 &34)
With regard to your farfetched innuendo of killing Meitei’s as a pattern within an overall strategic domination architecture to populate and dominate Manipur by Kukis, it made a nice fairy tale reading and nothing needs to be said where imagination can take one to ridiculous conclusions! On various incidents that you mentioned, surely, there would have been incidents and differences of opinion and even misunderstandings. Such things do happen between neighbours and sometimes inevitable. However, these incidents and occasional differences of opinion should be set aside keeping in mind the larger interest.

Lastly, the Kuki Research Forum again reiterate that every saner element within the Meitei and Kuki communities should guard against grossly false, misleading, communal and historically untenable utterances and statements of IMF. Since KuRF stands for peaceful co-existence among the different communities of Manipur, the forum would like to have scholarly debates and discussions with Meitei civil societies other than the IMF (which need not be engaged seriously) by looking at the past to explain the present situation for constructive dialogue and debate. Be that as it may, the fulcrum of the KuRF rejoinder rest on the non-negotiable rights of Kukis as a citizen of India and indigenous ethnic community from the throes of pre-historic age right down to the age of post-independent India; which was, is and shall remain an abiding reality for now and for posterity.

IMPHAL June 15: Private school authorities are selling school uniforms and other items at much higher rates than the actual MRP which is broad daylight looting of students, secretary general of Democratic Students Alliance of Manipur P Premchandra said today.

Speaking to media persons today at their office, Premchandra said the student body conducted a recent survey of private schools in and around Imphal which provide school dresses and other stationery items to their students on their own.

He said during one such survey at EK Higher Secondary School, a DESAM team found that the school uniforms and other items like school bags were priced way above their MRP.

A belt which could cost at the most Rs 150 was being sold at the rate of Rs 400 while a school shoe with a price tag of Rs 420 was found to be sold at Rs 450 in the school, he claimed.

All other items including the socks, sweaters, bags were found to be priced excessively and over the MRP, he continued.

This should be stopped at the earliest and the society should not allow such looting of the school students, he said and further appealed to school authorities to put a stop on such actions.

DESAM will continue to conduct such survey and is appealing to the school authorities to support the effort, he said.

DESAM Education and Academic Affairs secretary Bormani said several armed UG outfits consider the private schools and other educational institutes as `money bags`™.

This in turn has forced the private school authorities to consider their schools as a profit making enterprise severely affecting the academic atmosphere, he added.

IMPHAL June 15: In the aftermath of the deadly June 4 ambush near Paraolon Village in Chandel and the subsequent military operation, all the villagers of the nearby areas have fled from their villages leaving behind their domesticated animals and fowls to starvation, asserted Indian Red Cross Society Manipur State Branch Secretary Dr Y Mohen Singh today.

Dr Mohen was addressing a press conference held at the IRCS office at MG Avenue following a joint mission visit of the IRCS, Centre for Organisation Research & Education and Disaster Relief Committee Manipur to the affected areas.

We are concern about their whereabouts and condition, he said referring to the villagers.

Speaking of their visit to the affected areas, he said it was made with due permission from the Ministry of Home Affairs and IGAR (S), however, along the route, security personnel had placed tree branches blocking the road and we had to take permission from the Army personnel guarding the area.

The intention of our visit was to assess the humanitarian requirements of the villagers, but we found most of the villages completely deserted except for the starving domesticated animals and fowls, he said.

Dr Mohen also added that we have requested the State PETA team to visit Paraolon and save the animals and at the same time appealed to the Army to allow access.

Meanwhile speaking over the phone, Chandel DC Kshetrimayum Robert said there is a meeting tomorrow with representatives of the affected areas.

He said the district authority will hear complaints of the locals and design redressal mechanisms accordingly.

Veteran activist Dr Gina Shangkham told IFP she have visited the area twice in the aftermath of the ambush and operation.

During the visits, the villagers told her team about the restrain on their mobility, she said.

The villagers said they are mostly farmers and the restrain on their mobility has delayed their plantation schedule and also expressed fear of losing their harvest this year, she said.

She continued till date the State seems to have failed to look on the issue from this angle and provide food security to the affected villagers.

On the other hand, SDPO Moreh Sadananda claimed over the phone that his station has not receive any complaint of misconduct during the operation till date.

Meanwhile a reliable source informed that local MLA Victor Nunghlung along with a team of the CNPO had tried to visit the affected villages on June 5 but was barred by the Army.

IMPHAL, June 15: The BJP, Manipur Pradesh will decide tomorrow on whether to form alliance with other parties and gain power in the six District Councils in the State.

According to a inside sources of the party, the decision will be taken on June 16 evening during a meeting of the party which will be attended by its leaders and elected members of the just completed ADC election.

The party`™s State president Th Chaoba had chaired a meeting convened yesterday on the issue in the presence of Tapir Gao, BJP national secretary and other office bearers.

A similar meeting was also convened today at the party office, the source said.

The office bearers and the core committee members of the party convened today`™s meeting from 3pm to 5:30pm and discussed the matter and decided to meet again tomorrow, according to the source.

It is also learnt that the 21 elected members of the party will attend tomorrow`™s meeting and the decision will be declared only after the meeting.

In this same regard, an eight-member team of the party led by its president Th Chaoba will leave for the national capital on June 17 and take `advice`™ from central leaders of the party including national president Amit Shah, according to the source.

At the same time, the BJP is surprised over the fact that the ADC election results were declared on June 11morning, however, the Congress government has continued to remain silent for long on the formation of the ADCs, the source declared.

The newly elected members of the party will however work for the welfare of the hill people with the consent of the Union Minister and the Centre, it said.

The BJP also expressed gratitude to the people of the hills for supporting the party.

Things are settling back to normal after the June 4 devastating Chandel ambush which broke what everybody thought with relief was the return of peace in the state. Villagers who fled their villages for fear the Army would go on a rampage to avenge the death of 18 soldiers of the 6-Dogra Regiment in the ambush, would have already begun returning home. All concerned about their wellbeing are now heaving a sigh of relief that no great damage resulted in the aftermath of the ambush, except for the obvious consequence of the villagers having neglected their meagre subsistent farms for the past fortnight. Since the cultivation season is still not over, we do hope there would be no losses beyond salvage. Although the area of the Army`™s combing operation had been sealed off and the press, as anybody else had been shut off from visiting these villages, it is now apparent that unlike in so many such incidents in the past, the Army did not take it out on the local population. It may be recalled, while the operations were going on, some families feared for four hunters who were out in the jungle when the ambush happened. Even they returned safely after two days, indicating the Army was not out for blind vengeance this time. Although the full picture is not out as yet, it does seem this is one of those stories which ended without collateral damage, despite fears for the worst.

The All Manipur Working Journalist Union, AMWJU, it is learnt is taking a team of media persons to the area which were covered by the Army operation and has since two days back been opened again to the public. This is good news. Not only would the visit bring confidence to the affected people, for even the mere act of communicating one`™s plight to all who care has a therapeutic quality, but also the people of the state would be able to know what exactly they went through during their trying hours in the last fortnight. But the sense already is, they did not go though the agony that many others went through in similar situations in the past. Although the last is still not heard yet on the matter, indications are a lot of lessons have been learnt in the decades that have gone by, among these being that targeting the villagers have never paid dividends in the long run. In all cases, the villagers are helpless in resisting armed men, be they of the establishment or those fighting the establishment.

During the days of the combing operations, there have also been some snide allegations levelled at the local media for failing to be on the spot of the ongoing operations. This was to say the least unfair. How exactly were press persons to enter these areas when they were sealed off? Newspaper readers will recall even the local MLA was prohibited from entering the area. Under the circumstance, were these critics asking the press men to sneak in covertly into these areas of operation? What if there they become casualties themselves, a prospect not at all impossible, given the tension? Would these critics then come to their rescue or else hurry to write reports of the bad situation in the state to their bosses for whatever the benefits? If there had been wide scale human rights violation known, then okay, not just the media, but also every concerned civil body must come forward to do whatever is called for. Pending this, it would be selfish to simply wish others to put themselves in the lines of fire for the pleasure of these critics, who probably have their own interests for doing so. In any case, it was not as if the media was sitting idle in their armchairs. They were monitoring the situation the best they could using whatever newsgathering resources in their command. These include contacting police stations in the area, getting accounts from villagers and civil bodies who were close to the area of operation etc.

It was also confounding why the Union government began leaking information about the operations, which apparently included an elite Army commando action, in New Delhi. Many of these information unfortunately did not exactly tally with what observers with their ears close to the ground here sensed, or else were in the know of. For some reasons, the Union government decided to take publicity mileage from what was meant to be a covert operation, but backfired. What was even more distasteful was the manner in which the media in New Delhi, especially the 24-hour news channels, began swallowing these publicity materials without even screening them, even when it meant unfair portrayal of Manipur and Nagaland before the rest of the country, as well as posing the danger of queering the pitch of India`™s diplomatic relations with Myanmar.

KOHIMA, June 15 (NNN): Volunteers from Southern Angami Youth Organisation (SAYO) Monday damaged seven vehicles belonging to Mao Nagas.

The action was carried out between 3pm to 5 pm along the National Highway 2 within the Southern Angami jurisdiction.

The exact location where the action was carried out could not be confirmed. The destroyed vehicles include one each of Tata mobile, Tata sumo, Alto, Wagon R and Van. However, there was no report of any untoward incident upon the travelers.

SAYO president Kekhruhol Mekro said that Monday`™s action was carried out in order to send a `clear message`™ to the Mao Nagas for their failure to withdraw the police personnel of Manipur who are still camping at Kezol forest and Dziikou area.

`We have requested them to withdraw police force from the said area, but they didn`™t comply to our request. That is why we have come up with the evacuation notice,` Mekro said.

`Going by humanitarian ground, we decided to relax the vacation notice for few days after Naga Hoho intervened, but they let the police force continue to camp up there,` he reiterated.

On being asked whether they will continue with their decision, the SAYO president said that they will stick to their decision until there is a settlement.

I have read the article written for the EPW by the Editor of the Imphal Free Press, which was also carried on the Sunday edition in full. The redoubtable Editor has hit two nails on the head in a single blow.

While asserting the extremely complicated and sensitive political issues, indeed trans-national dimensions, concerning the armed conflict situation in Manipur and the North East Region, he also hit hard at his own media fraternity for serious transgressions regarding ethics especially by the national media. The implications in terms of sustained national policy and views on Manipur and her people vis-Ã -vis the increasingly blurring national polity were clearly enunciated in his article. The plethora of denials from the armed non-state organisations in the region and he Myanmar government exposes the ill-thought and now exposed as bogus propaganda hype that India embarked upon with so-called `surgical strikes`.

I visited Paraolon Village and another nine in Chandel District yesterday on a joint mission with the Indian Red Cross Society, Manipur State Branch and the Disaster Relief Committee Manipur (DRCM). As we had the `blessing` of the MHA and IGAR (South), we encountered little problems in reaching the remote villages. Many of these villages, especially Paraolon were completed or largely deserted. Not a single person was found in Paraolon Village, only some abandoned dogs, cats and chicken! During our drive from Tengnoupal to Paraolon, we encountered exactly six persons! A large population of our tribal people of Manipur simply disappeared within a few hours of the clinical 4th June ambush of the 6 Dogra Regiment convoy at Paraolon. And the Indian intelligence and state administration has no clue where they went! I am deeply concerned about this population, about their whereabouts and their present situation, on humanitarian and human rights grounds. The government of Manipur does not seem to be concerned at all about its own population. Any central government operation of such a serious nature must obviously have the consent and cooperation of the state government. Yet, our Chief Minister and Home Minister are in a state of total denial.

At the ambush site, less than a kilometre from Paraolon Village, we encountered the Indian army (6 Dogra Reg) still holding fort. The infantry sepoys were ill-equipped, with drab uniforms, canvas jungle boots that can be bought in the Imphal bazaar and outdated small arms `“ even our Manipur Police are better equipped! The officers we met were most resentful. What I miss in the well researched article `India`™s was against itself` is an overwhelming human concern for the ordinary citizens of Manipur`™s remote areas who are caught between a rock and a hard place! The role of the All Manipur Working Journalists Union (AMWJU) in this tragic episode in Manipur`™s history is most unfortunate.

IMPHAL, June 15: While reaffirming the `Principle of Neutrality`™ adopted in the house of the Aimol Tribe Union, Manipur on July 29, 2001 at its head office at Aimol Tampak, Pallel in Chandel district, the Aimol Tribe Union termed the declaration made by S Munthuireng published in a local daily on April 13 under the headline `Oneness in Christ`™ which read the Aimol Tribe as Aimol Nagas as baseless.

A joint statement signed by village chiefs and authorities of several Aimol Villages termed the declaration as nothing but an anti-Aimol element and warned leaders and individuals not to repeat such act of anti-community and dictatorship role in future.

It also demanded Munthuireng to apologize to the people through the media for his unwarranted declaration and resign from the post of president of ATUM.

The statement said that the Aimol Tribe Union had adopted certain resolutions including policy of separate entity which states that the nomenclature of the Aimol community recognized under Indian Constitution as Aimol shall be Aimol and no concoction, suffix and prefix shall be allowed to insert to the title `Aimol`™.

It had also resolved to stick to the policy of non-align which states that the Aimol shall stand alone as Aimol in any event and that the Aimol (leader, president and any individual) shall not enter any agreement with any organization, group or community due to geographic location of the Aimol community, it said.

IMPHAL, June 15: Referring to the charges levelled against HDFC Imphal Branch by two customers over misconduct in sanctioning of loan , Branch Manager of the bank Surchand has said that the bank`™s Risk Department, which handles such crisis has initiated an internal inquiry against staff alleged of delaying loan sanction.

Addressing a press meet at HDFC Imphal Branch here today, Surchand assured that befitting action will be taken up against those bank staff accordingly if they are found guilty of wrongdoings

Mention may be made that two customers identified as Y Kangleingamba on behalf of K&T Service Station at Andro Parking and KETAWN Business Development Officer Yumnam Deepak in a press briefing on June 13 had alleged that Assistant Manager of HDFC Imphal Branch Eugene Nongmeikakpam delayed their proposal of loan amounting to Rs 1, 10, 00,000 and Rs 30, 00,000 respectively during the tenure of Momo Saka as the Branch Manager of HDFC Imphal Branch.

Eugene was also charged of not responding to queries of the two customers about the progress of sanctioning their loan amount despite repeated request made.

Kangleingamba had said he was convinced to apply for HDFC Life insurance amounting to Rs 3, 00,000 as half yearly premium by Eugene.

Surchand said that HDFC has five branches in the State, rendering financial service to the general public.

He expressed that miscommunication and misunderstandings may have triggered the situation.

The bank is considering sanctioning loan to KETAWN but unfortunately it has decided to reject the proposal for loan from K&T Service Station, he said.

He claimed that one of the loan applicants Y Kangleingamba is a defaulter according to Credit Information Bureau (India) Limited, SIBIL report and said that Kangleingamba was sanctioned a car loan of Rs 6,96,438 by Punya Motors on May 9.

He elaborated that to get CIBIL clearance; it takes at least six months time as it is a lengthy process involving RBI.

HDFC Bank is the only bank having paperless ten second loan facility, Surchand said, adding that there are customers from the states who have received such facility.

He added that HDFC bank not only deals in financial transactions but also participate in social upliftment services like financial consultations, rendering loans to aspiring entrepreneurs.

He also said that HDFC Imphal Branch has been awarded in recognition of achieving highest percentile in agriculture sector loan.

He then appealed to all concerned to directly contact him regarding any problem faced by customers in dealing with services of the bank.
