IMPHAL, February 5: A mock drill conducted by Indian Oil Corporation (IOC) at its depot at Chingmeirong today at around 4:30 pm has caught the attention of many passersby after fire service and police personnel surrounded the area thinking it for a real fire due to lack of communication.
According to information received by IFP, IOC conducts such a mock drill once every year as a security measure to train oil tanker drivers and handyman, depot staffs and others in fire management.
The IOC officials used to informed police and fire service before conducting such mock drills in previous years, but failed to inform for this time, said a source.
The IOC Assam deputy general manager (Technical) was incidentally present during the mock drill today.
The fire service team and the police personnel later returned to their respective places after they were informed by the IOC officials that it was only a mock drill.
Meanwhile, oil tankers loaded with diesel (17), petrol (7) and SK oil (7) reached Imphal today safely.

IMPHAL, Feb 5: The Kangleipak Students’ Association has in a release appealed to all the people of the state to stop organizing entertainment programmes using loud speakers starting from February 11 considering the COHSEM and BOSEM examinations which will commence on February 25 and 27 respectively.
The KSA also appealed to all the organizations in the state not to call any bandh or general strike during the examination. The KSA further appealed to the Education Minister and Power Minister for regular power supply for the students to do their revisions well.

IMPHAL, Feb 5: The BJP Manipur Pradesh has in a release said that KS Khaieleo, BJP state councillor has been appointed as president of the Schedule Tribe Morcha of the BJP Manipur Pradesh for the term 2013-2015.
KS Khaieleo was appointed as state councillor from 47 Karong Mandal and he was also serving as president of BJP Senapati District for a long period of three terms, the release said.
He also served as the chairman of the district vigilance monitoring committee for DRDA Senapati district under RD Minister, the release added.

IMPHAL, February 5: The Sports Meet cum cultural programme of the Indira Gandhi National Tribal University, Regional Campus concluded today at the Adimjati Complex, Chingmeirong.The meet had earlier began on February 5.
Speaking at the closing function, IGNTU-RCM Director, Prof Vanlalnghak said the University’s campus, which is under construction at Makhan village will be completed and the university can shift to it by the coming session.
He elaborated that about 3km long fencing of the university has been completed and construction of the six buildings are also nearing completion.
He continued even though there might be differences between a person and another, when it comes to sports there is no differences.
“In this modern world, without sports there is no life. Through sports we really can build better relation among the student community”.
“Our life itself is a process of learning, in our life, if there is no change then there is no progress”, he said.
Prizes of the sports meet were also distributed during the closing function today.

IMPHAL, February 5: A team of CDO lmphal East on Monday at about 4:15 pm arrested a KYKL (MDF) cadre from Changamdabi side, said a police release.
The arrested person has been identified as Laishram Achou Singh, 56, son of (L) L Mukta Singh of Wangkhem Huidrom Leikai.
On verification, he stated that he joined KYKL organization in the month of December 2012 through one James and he was involved in extortion of money from the general public, govt. officials etc. and transportation of arms and ammunition from one place to another, the release said.
Further, a team of CDO lmphal East under the supervision of M Rajen Singh, Addl SP (OPs), IE today at about 6:30 am arrested a UNLF cadre from Irilbung Forest Office
The arrested person has been identified as Salam Nanao alias Sanatomba, 31, son of (L) S Maimu Singh of Keirao Bitra Lairembi Leikai.
One Samsung Mobile handset and one Airtel SIM card 9862028351 were recovered from his right pant pocket, the release said.
On verification, he stated that he joined UNLF organization in the month of December 2008 through one Boby Singh of Bishnupur and he was trained at Leichik in Myanmar in the month of January 2009 for three months as 35 batch of UNLF organization and he was involved in extortion of money from the general public, govt officials, businessmen, shopkeepers etc, the release added.

JIRIBAM February 5: A painting competition under the theme “Remember, Review & Revive for Love, Peace & Integrity” was held yesterday in connection with the 284th Puya Meithaba Ningsing Thouram at Jiribam Government Higher Secondary School jointly organized by Manipur State Sumang Lila Council (MSSLC), International Observation Committee on Puya Meithaba (ICOP), Meetei National Front (MNF) and All Manipur Recognised Pvt. School welfare Assn (AMRPSWA).
The function was attended by Sapam Bheiga, Joint Director, Directorate of Art and Culture, Namoijam Tomba, chief convenor ICOP, MNF Kangleipak and L Rajmohan, secretary, BOSEM as chief guest, president and guest of honour respectively.
W Saratchandra, advisor, Barak Valley Meetei Convention and Kumbha Luwang, president, Meetei Enat Thougal Lup, Jiribam, also attended the function was special invitees.
The painting competition was conducted divided into two categories and was attended by 62 competitors. In group A, Allen Thoudam of Virgo Arts, Milar Sinamcha of Virgo Arts and N Naresh Singh of Virgo Arts took the first, second and third position respectively.
In group B, K Achinta Singh of Emoinu English School, Jiribam; Banita Sharma of Cachar, Lakhipur and O Pathou Singh of North English Academy took first, second and third position respectively.

It is not uncommon for feminist groups to be affronted by what is termed the ‘beauty contest culture’. Their line of thought is that beauty contests end up projecting women as mere commodities and that such contests puts pressure in terms of how they look and what size they stay in. Still others take affront with the manner in which the cosmetics sector string along young women into buying products ranging from make up to dental and facial surgeries that are supposed to make them look better. In fact there can be no denial that more than even before, there is that much of social pressure to look good, to dress up well and to stay in good shape. Young girls, some before they reach 10 years of age fall into the trap of maintaining figures and end up dieting and it is not unusual to see them in beauty salons getting their hands manicured etc in Manipur. Keats wrote “A thing of beauty is a joy forever” as the first line of his poem Endymion but clearly, the ‘beauty’ that is being dissected today is a different creature altogether. What beauty contests really end up doing is the end projection of a standard norm of an hourglass figure even though those associated with organizing such contests, show their appreciation for ‘brains’ by putting in some question and answer round that is supposed to be a parameter for poise and ‘presence of mind’. At the most, the winners of such contests end up getting into the glamour industry: be it the world of films or modeling. This is true globally and in India.

For all the criticisms leveled against such contests, the other bit of reality is that the beauty or glamour industry has also given wings to the career of many young people. This holds true not just of the contest winners and participants but also, for make up artists, hairdressers, dress designers, stylists, photographers, choreographers and many others who get employment opportunities. While many may balk at the ‘peer pressure’ of having to conform to certain statistical standards for being considered a beauty, the winning phase of beauty contestants from India at international pageants and their resulting careers have inspired small town girls to get into the domain by brushing up social and language skills. The search for the next ‘best face’ takes cosmetic giants to small towns across the country, in the process leaving the footprints of their business.

Caught between the pros and the cons of the beauty culture, the middle path would be leave it to people to decide for themselves. If one finds beauty contests offensive, the best way of dealing with it would be to turn off the TV and have nothing to do with them. A one day seminar with prominent citizens of the state getting together to talk tough on the culture of beauty contests comes across as a more ‘liberal’ form of censure where a few visible vocal group gets together to silence the silent majority. There can be no legitimacy of a few voices deciding for the rest of the society to begin with. There are more serious issues at hand that needs to be discussed by citizens: starting from the lack of electricity to drinking water to the state of roads and the lack of transport and communication. A beauty contest cannot override all other issues in nature of importance, significance or an urgency to be addressed right away. In light of recent incidences of sexual violence being in public domain at both the national and state level followed by the Verma Commission report and the ordinance thereafter, it would have been more apt to give time and thought on what needs to be done to keep the debate on the ordinance also covering sexual violence in militarized zones under cover of various laws that give impunity.

One major problematic area of the beauty contest culture is the consumer-commodity quid pro. But simply put, if there are no takers for such spectacles, there will essentially be no need to sweep its reality under a carpet and say they are alien to ‘our culture’. Beauty and its glorification exists in every society and in every sphere of our lives which is why there are standards for what is considered ‘beautiful’ ‘traditional’ ‘feminine’. The moment such concepts are down away with, there would be no need for any agency to decide what is beauty.

Imphal, Feb 4 (UNA): A 48-hour bandh which would cover the two main National Highways in Manipur has been called from 5 am of February 7 on Monday.
The total bandh in areas under Sadar Hills Autonomous District Council of Senapati district is going to be imposed by the Sadar Hills Chiefs’ Association (SAHILCA) pressing the state government to revoke an order issued in 2009 regarding the distribution of MGNREGS fund in the state.
SAHILCA has been demanding revocation of the order which shares the MGNREGS fund in hill areas as 25% to ADC and 25% circle MLA and remaining 50% to village authorities, general secretary Senpu Haokip of SAHILCA said after a meeting of the village chiefs was held at house of the Motbung village chief today.

Sh. M.S. Rao then Constable was sentenced to undergo seven years Rigorous Imprisonment with fine of Rs. 2,000/- while his sister smt. Amaripalli Umamaheswari and her husband Sh. Amaripalli Appala Naidu were sentenced to undergo six months Rigorous Imprisonment with total fine of Rs. 5,000/- each.
The brief allegations of the case were that Sri M. Srinivasa Rao @ M.S. Rao Constable, CISF Unit, VSSC, Thumba (Kerala) in connivance with A.Appala Naidu and Smt.Uma Maheswari abused his official position and accepted illegal gratification ranging from Rs. 10,000/- to Rs.80,000/- from 30 unemployed candidates in & around Yelamanchili of Visakhapatnam District making them to believe that they would be appointed as ASI(Clerk) in CISF. In furtherance of the said conspiracy, Sri M.S.Rao issued fake appointment letters & forged letters of intimation of training to these candidates. After conducting the regular trial, the Court found the accused persons guilty and convicted them.

The Government has taken various steps to promote investments by Indians living abroad, in India. The Government plays a pivotal role in investment promotion, through dissemination of information on the investment climate and opportunities in India and by advising prospective investors including the Non-Resident Indians (NRIs) about the investment policies and procedures and opportunities.
For the purpose of investments in India, it should be known that a NRI is a person residing outside India, but who is a citizen of India or is a Person of Indian Origin. A Person of Indian Origin is one who or whose ancestors was an Indian national and who is presently holding any other country’s citizenship/nationality.
The Government has a liberal and transparent policy for Foreign Direct Investment, including investments from NRIs, wherein most of the sectors are open to FDI under the automatic route. NRIs can make investment in India under various schedules of Foreign Exchange Management (Issue or Transfer of Security by a Person Resident outside India) Regulations, 2000 as amended from time to time. Investment under FDI Scheme contained in Schedule 1 of these Regulations, permits 100 per cent NRI investments, under the automatic route, in the sector of townships, housing, built-up infrastructure and construction-development projects (which include, but are not restricted to, housing, commercial premises, hotels, resorts, hospitals, educational institutions, recreational facilities, city and regional level infrastructure), without the conditionalities attached to FDI in such projects. It also grants a special dispensation for NRI investments in the sectors of Scheduled Air Transport Services/Domestic Scheduled Passenger Airlines, Non-Scheduled Air Transport Services, Ground Handling Services, wherein 100 per cent NRI investment is allowed under the automatic route.
Along with these, NRIs can also invest in share/convertible debentures of an Indian company under FDI scheme subject to terms and conditions specified in Schedule 1 to Notification No. FEMA 20. An NRI can purchase and sell shares/convertible debentures of an Indian company on both repatriation and non-repatriation basis under Portfolio Investment Scheme (PIS), through registered broker or recognised Stock Exchanges in India. The individual limit for NRI under PIS is five per cent of the paid up capital/paid up value of each series of convertible debentures of an Indian company and aggregate limit for all NRIs taken together is one per cent of the paid up capital/paid up value of the company. This limit can be increased by the Indian company to 24 per cent by passing a Board resolution and special Annual General Meeting resolution. Apart from this, an NRI, barring certain sectors, according to Schedule 4 to Notification No. FEMA 20, may without any limit purchase on non-repatriation basis shares/convertible debentures of an Indian company whether by public issue or private placement or right issue.
In terms of Schedule 5 to Notification No. FEMA 20, an NRI may, without limit, purchase on repatriation basis, Government dated securities (other than bearer securities) or treasury bills or units of domestic mutual funds; bonds issued by a PSU in India; non-convertible debentures of a company incorporated in India; bonds/units issued by Infrastructure Debt Funds, Perpetual debt instruments and debt capital instruments issued by banks in India and shares in Public Sector Enterprises being dis-invested by the Government. According to the terms of the same Schedule, a NRI or an Overseas Corporate Body may, without limit, purchase on non-repatriation basis, dated Government securities (other than bearer securities), treasury bills, units of domestic mutual funds, units of Money Market Mutual Funds in India, or National Plan/Savings Certificates. However, NRIs have not being given the permission to invest in small savings or Public Provident Fund (PPF).
The Government, in order to promote NRIs to bring in money into India, extended some more facilities to them. Banks are free to determine the interest rates on both savings deposits and term deposits of maturity of one year and above under the Non-Resident External (NRE) deposits and savings deposits under Non-Resident Ordinary (NRO) account. An NRE account is one which can be opened only by the non-resident himself and not through the holder of the power of attorney.
Only NRIs can become joint account holders in the case of NRE account. On the other hand, NRO accounts may be held jointly with residents and /or with NRIs. Along with this, the banks may also sanction Rupee loans in India or foreign currency loans outside India to either the account holder or third party to the extent of the balance in the NRE/ Foreign Currency Non Resident (Bank) account, subject to the margin requirements. To help NRIs to maintain FCNR deposits in other currency as well, since October 2011, FCNR (B) accounts have been permitted to be opened in any freely convertible currency. Moreover, NRIs are, since September 2011, also eligible to open NRE/FCNR account with resident.
The Government has also set up ‘Invest India’, a joint venture company between the Department of Industrial Policy and Promotion and Federation of Indian Chambers of Commerce and Industry, as a not-for-profit, single window facilitator, for prospective overseas investors, to act as a structured mechanism for attracting investment. On the other hand, the Ministry of Overseas Indian Affairs has established Overseas Indian Facilitation Centre to facilitate potential NRIs and overseas corporate bodies of overseas Indians which want to invest in India. OIFC has organised several investment and interactive meets/roadshows in different countries. It has also organised ‘Market Place’ during the annual Pravasi Bharatiya Divas event in India. The annual and regional PBDs have also provided a platform for facilitation of investment by overseas Indians.

Money had been sanctioned and released for the retaining wall construction under the Brahmaputra project. But the sanctioned amount cannot be handed over to the contractors. A higher up has demanded 10 percent cut of the total amount being given to the contractors. But the poor contractors, who took up construction work after mortgaging the little they have, are not ready to follow the dictate handed down by the higher up through the engineers of the IFCD. The contractors even held meeting and a decision was taken not to withdraw the sanctioned money. But the Government is desperate the released money must reach the hand of the contractors before the end of the financial year for without sending utilisation certificate no fresh funds can be obtained from the centre. According to a source close to IFCD about 500 contractors were engaged in the construction of retaining walls across the state. These contractors are putting their hands on head when they think of parting away 10 percent of the amount being released. Frankly speaking they will never be able to meet the demand. Big shots and higher up cannot feel the plight of the poor contractors. As if money can be plucked from branches of the trees they openly say if you cannot pay my percentage demand no file movement and passing of bill is impossible. It happens in every Government department. Contract work is for the unemployed youths. Unemployed youths, who cannot get the benefit extended by the Government to the employed class, survive by doing small contract. This is a good policy taken up by the Government. After all a Government exists to serve the interest of all citizens. Does the higher up think of collecting 10 percent cut from the employees pay? If not why it looks differently to the contractors. Such attitude shown to the poor contractors will make the Government unpopular in the eyes of poor unemployed sections. The matter should receive the attention of the highest authority of the land. These contractors are nominees of other higher ups. Manipur is now ruined. Restlessness has permeated everywhere. This is caused by higher section of the society. They have played the role of tormentors when they should be in the foot step of saviour. Youths have taken up arms and many others have resorted to drugs as they see not bright future in this corrupt society. Corruption goes unchecked. Higher up demanding 10 percent of the fund released for the work already done is unacceptable. Inspection if any of the work done and the quality of the wall could have been checked when the construction was on. Moreover two years and above had elapsed since the completion of the wall construction. The concerned engineers are in dilemma whether to obey the instruction from the higher to cut 10 percent or issue cheque before the expiry of the financial year. Delay will be dangerous for the contractors have taken a hardened decision not to part away their hard earned money. The matter is serious. The attention of the highest authority of the land is drawn to look into the matter.

India today handed over a Dornier-228 surveillance aircraft to Seychelles. Manufactured by the Hindustan Aeronautics Limited (HAL), the Dornier-228 has proved itself as a robust surveillance flying machine. HAL manufactures this aircraft under licence agreement with the erstwhile Dornier GmbH of Germany at its Transport Aircraft Division, Kanpur, and has world-wide unfettered sales and marketing rights. Along with the airframe, engines and several of the systems and avionics are also produced in house at various Divisions of HAL ensuring single window life-time support to the customers. The cockpit is designed to accommodate two crew members and is fitted with duplicate controls. The cabin can accommodate 19 passengers in commuter configuration.
HAL-DO-228 owing to its highly efficient design philosophy and world class workmanship has been configured for variety of roles. It can be used as Regional Airliner, Air Taxi, for VIP/Executive Transport, Maritime Surveillance, Reconnaissance, Intelligence warfare and for Troop Transport, Para Jumping, Pollution detection and control, Search and Rescue, Casualty evacuation/Ambulance, Cargo and Logistics Support, Calibration of Airport Nav-aids, Geographical surveys, Aerial photography, Anti-submarine roles and as Observer training. Owing to these features, this aircraft is the proven workhouse of Indian Air Force, Coast Guard and Navy. National Coast Guard of Mauritius also utilizes two HAL supplied DO-228s for surveillance of their coast line and VIP transport.
The versatility of HAL-DO-228s are due to several in-built features-highest fuel carrying capacity in its class (2850 litres) due to integral fuel tanks in wings, low structural weight ensured through use of advanced composite materials, high wing design for unobstructed view and radar coverage, wide wheel base for better stability, short take-off and landing capability. The aircraft can take off from around 700 m and land within 575 m essentially required for operations from short and semi-prepared airfields, sturdy landing gears, rectangular cabin offering more head space for passengers and mounting space for equipment in case of special mission configuration as opposed to circular cabin, low floor level and wide door for easy loading/unloading of cargo, flight openable roller door, four wing hard points for mounting of external loads upto 1030 kg, optimum performance at normal cruising altitude for short haul applications enabled by the revolutionary design of wing aerofoil.
HAL has fitted several role specific equipment on this aircraft to meet the specialized requirement of customers. The maritime aircraft is equipped with combination of 360 deg Surveillance Radar, Forward Looking Infra Red System, Electronic Surveillance Measures System, Pollution Detection and Control Equipment, Satellite Communication, Data Link, Speech Secrecy, Traffic Collision and Avoidance System, Enhanced Ground Proximity Warning System and host of other customer specified sensors.
HAL-DO-228 production in India was launched with Vayudoot, the first regional airlines of the country. Vayudoot extensively utilized its fleet of 10 aircraft covering almost all parts of the country and at one point of time achieved highest utilization of DO-228s among all carriers throughout the world. Vayudoot DO-228s were configured to carry 19 passengers as standard fitment, a small galley and functional toilet.
The world over it has been experienced that for a sustainable growth in passenger traffic, development of regional air routes is of paramount importance. Hub and spoke network is an established model wherein the regional traffic is built at selected hubs through regional spokes. The hubs thus created would fall on trunk routes catered by large airlines. The regional routes are best served initially by a smaller turbo-prop aircraft of around 19 seater category.
Regional air routes in India are now again poised for growth. HAL-DO-228s are the ideal aircraft for regional applications supported with previous experience, availability of aircraft and its maintenance infrastructure within the country. Discussions are underway with prospective operators.
To keep the aircraft contemporary with latest technology developments HAL continuously strives through its strong research and design base, to develop and integrate new modifications. The methodology ensures obsolescence free product, ease of maintenance and high serviceability for the operator. The aircraft cockpit is being reconstructed with fully digital glass cockpit and will be on display during Aero India in Bangalore scheduled from 6th–11th Feb 2013. In addition several other modifications like digital auto-pilot, upgraded avionics and other systems are also on the cards.
Fuelled by the growth prospects of this aircraft, HAL has also set eyes on export market. While the full aircraft structures are already being exported to Germany for assembly and supply to world-wide market, efforts are underway to achieve direct exports. The company is making efforts to exploit conducive military markets in Mauritius, Nepal, Vietnam, South Africa, Afghanistan and Columbia. Efforts are also to penetrate civil export markets that are suited for HAL-DO-228s.
