Speech delivered by Mr. Th. Muivah, General Secretary, NSCN during the signing ceremony of framework agreement with the Prime Minister of India Mr Narendra Modi on 3rd August 2015 at New Delhi.

I thank God for this momentous occasion.

On behalf of the Chairman Mr. Isak Chishi Swu and the Naga people kindly allow me to begin by saying that Naga people have great respect for Mahatma Gandhi because he understood and respected the Nagas when the Naga delegation met him for the first time in 1947. Unfortunately, after his demise, the Indian state resorted to military might to crush the Nagas. Armed confrontation followed inflicting heavy losses on both the parties.

After a long fighting, Mr. Narasimha Rao, the then Prime Minister of India had the courage to admit that it is political issue and should be solved through political negotiations. We appreciated his wisdom and accepted the Ceasefire Agreement to start political negotiation in 1997. We gave our commitment to him that NSCN shall leave no stone unturned to find a negotiated amicable settlement between the two parties.

The Nagas were very happy when the Government of India under the leadership of the then Prime Minister of India Mr. Atal Behari Vajpayee, declared the recognition of the ”unique history and situation of Nagas” in 2002. We Nagas appreciated the statesmanship of Mr. Atal Behari Vajpayee and we gave our commitment that if the Government of India would understand the reality of the Nagas, the Nagas will appreciate the reality of India even ten times more and we never back-track from our commitments.

Today, under the visionary leadership of honourable Prime Minister Mr. Narendra Modi, we have come close to understand each other and have worked out a new relationship between the two parties on the basis of this uniqueness. We appreciate your wisdom, your leadership and your vision to build an enduring relationship between the Nagas and Indians. The Nagas will ever remember you for your statesmanship and your profound understanding of the Nagas with warm heart for them.

Beginning from now the challenges will be great so also the responsibilities. The obligations to meet the needs of the people shall be paramount for both the parties to make this historic Endeavour more meaningful. Let me also assure you that Nagas can still come closer if their rights are respected. On behalf of the Naga people allow me to assure you once again that Nagas can be trustworthy and take into your confidence for any policy in the Northeast and beyond the frontiers.

God bless you and your leadership.

After decades of confrontation and untold sufferings the Nagas responded to have political dialogue with the Government of India in view of the acknowledgement that the GoI will seek peaceful solution leaving aside military solution to the Naga Issue.

The attitude of the Nagas towards India changed considerably when the BJP government took realistic step in recognising the “Unique History and situation of the Nagas” on July 11, 2002. It demonstrated the desire for a lasting and honourable political solution of the issue. Better understanding has been arrived at and a framework agreement has been conclude basing on the unique history and position of the Nagas and recognising the universal principle that in a democracy sovereignty lies with the people.

We applause the leadership of Mr. Prime Minister NarendraModi and still for his statesmanship shown towards finding possible final political solution. We praise the Naga people and the people of India for exercising unprecedented patience in supporting the Indo-Naga peace process. With all faith and confidence we believe that an honourable peaceful political solution will be worked out before long.

We praise ad thank the Lord God almighty and in His mighty work for peace. May God bless India, her people and the leadership. We also thanked the Naga people for their unparalleled support. We know they can do the better still in the days to come.

Imphal, 8 July 2015 : Adding a new twist to the ongoing agitation for implementation of the Inner Line Permit System in Manipur, a student volunteer died after sustaining grievous injury during police action in an attempt to contain the agitators who were coming towards the state assembly building with the aim of disrupting and boycotting the ongoing assembly session. The deceased has been identified as Sapam Robinhood Singh, 16, S/o Romesh of Keishamthong Thangjam Leirak, presently residing at his mother’s home at Khurai Lairik Yengbam Leikai and studying in class XI (Science) at Ananda Singh Higher Secondary School, Nongmeibung. He was shot with a tear gas shell on his left check at close range and was rushed to Public Hospital Hatta and was later referred to Raj Medicity, North AOC. The incident happened at Minuthong Hatta when the protestors entered into a clash with the state security personnel who were posted at the area . A large number of students from various educational institutions including Ibotonsana Higher Secondary School, Tamphasana Girls Higher Secondary School , Churachand Higher Secondary School and Modern Academy Higher Secondary School converged from various directions towards the state Assembly building at around 11.40 today morning. A large number of students numbering more than forty also sustained injuries and are undergoing treatment at various hospitals around Imphal. Meanwhile, owing to the deteriorating law and order situation, curfew has been imposed in both Imphal West and Imphal East Districts in an effort to contain the situation and prevent further instances of violence. Meanwhile, at around 10 today morning, a large number of member volunteers of the Women’s Wing, Joint Committee on Inner Line Permit System Manipur (JCILPS) stormed the residence of the state legislative speaker Kh Lokeshwar at Keishampat, Imphal West. The women agitators, when being informed of the unavailability of the speaker decided to wait for his return. In another similar incident, students of CC Higher Secondary School also prevented W.L. Hangshing, Principal Secretary (PHED) from traveling from his official residence at Sanjenthong.  The committee has been taking up various forms of agitation in its longstanding demand for implementation of the ILP system which will ensure the protection and preservation of the cultural and traditional identity of the indigenous inhabitants of the state.

Tiluck Keisam – Seven-year-old skating prodigy from Manipur aims for Guinness record

New Delhi, May 28 (ANI): Seven-year-old limbo skating prodigy Tiluck Keisam is aiming for an entry in the Guinness Book of World Records.

He registered his name in the Limca Book of Records in January by performing a 50-metre limbo skate under a horizontal bar set at the height of 7.5 to 9 inches from ground level.

“I love skating and I have been skating since 2013. Today, I’m very happy that I completed more than 100 meters. I want to become a famous skater. I want to play at the international level and want to

bring a gold medal for my country,” said Keisam.

He has been training under the guidance of Coach Rohtash Dinodia in the capital.

“Today, the event that Tiluck performed was a trial for the Asian events and the Guinness Book of World Records. He performed a 100-metre-long skating and back limbo. And for the first time, he did U-turn skating of about 80 metres, which is a big achievement for him. We did three events today, and next time, we will try to make him win at the Asian level in the same events,” said Dinodia

Tiluck is a Class two student of Bluebells School International in Delhi.

He has been skating since 2013 and has participated in various competitions and won a total of 36 medals and many certificates.

Tiluck was adjudged as the overall best Limbo skater in Delhi for the year 2014-15.

Apart from skating, he loves painting and drawing.

“We feel very proud of him, because now, we have come to know that he has got many talents. He has won numerous medals not only in skating, but also in drawing and painting competitions, and at the National Science Olympiad also,” said Ricky Keisam, Tiluck’s father.

“I have seen Tiluck for several years. Whether in summer or winter he always makes it a point to practice. It’s a wonderful achievement. He is very talented and we are very happy for him,” said D Sarkar,

Director of Sports, DDA.

Recently, he performed Limbo Skating at the Siri Fort Sports Complex in Delhi where he showed forward limbo skating over a distance of 113 meters under a bar set at a height of nine inches.

Tiluck is now preparing to get his name in the Asia Book of Records.

Tiluck’s success is a source of inspiration for other children.

Senapati, Apr 02 : A new trekking route to famous Dzukou valley located between the Manipur and Nagaland border was inaugurated with a simple function along the Hibure range of Emefiithumai under Mao in Manipur’s Senapati district on Monday.

The small but meaningful new trekking route to Dzukou from Manipur side was attended by ADC member Tadubi P Kaiso, Chairman Pungdong village N. Saheni and Chairman Emefithumei village Kahrii and President of Manipur Mountaineering and Trekking Association Dr. LeishangthemSurjit Singh.


So with the opening of the new route, intending trekkers can look out for the new track if they’ve dreamed of walking through valleys and plains with exotic flowers, encompassed by emerald green hills, lost in the murmur of streams flowing by and enchanted by lush forests of Dzukou valley which is situated at an altitude of 2450 metres (8000 ft) above sea level behind the Japfu peak.
This magical valley looks like a mown lawn from a distance watered by two meandering streams, the Dzukou and the Japfurivers. This picturesque valley and its vast meadows popularly known as the ‘valley of flowers of the north east’ as a treat for any nature lover.

Earlier people mostly trekkers used to go to Viswema village in Nagaland first to visit Dzukou. Normally it took two days to visit the wonderful valley.

Day one: One needs to walk for about 5-6 hours to cover an approximate distance of about 17km in the hilly terrain.
Day two: They might need 3-4 hours to return to Zakhama (Nagaland border village) covering a distance of about 15 km. It is said that the best season to visit Dzukou is late June till July and September (except monsoon).

When Dr. APJ Abdul Kalam called my name Ronaldo Laishram not only one time but three/four times while giving his powerful speech, I was so nervous . The youngest son of Laishram Mahajon, a farmer and Laishram Sanahanbi, a housewife, who are natives of Khangabok, Manipur, Ronaldo spent his childhood observing the sky and always told his teacher he wanted to be an astronaut.

Speaking to Deccan Chronicle, Ronaldo said: “After I passed out from school, I went to Delhi and got in touch with SPACE. They mademe part of the ALl India Asteroid Search Campaign, organised by International Astronomy Search Collaboration (IASC). IASC sent me telescopic images which I analysed. I finally succeeded in my research when they confirmed I had discovered an asteroid. Currently I represent India in the International Asteroid search campaign”. Ronaldo said his biggest dream is to become a great astrophysicist and do good for mankind.

The young lad struck gold in his first outing in the 65-70Kgs category after knocking out his Uzbekistan opponent in the final. He defeated opponents from Iran, Kazakhstan and Brazil in the earlier bouts to reach the final.

The young martial arts star had a hard time going to the games despite repeated success at national and zonal level for the last one year under his coach Khekho Moses, a former martial art medalist. State government’s apathy forced the young lad to meet his own expenses, and with some help from well-wishers and Senapati District Olympic Association Manipur (SDOAM).

The golden boy will be given a grand reception on his return, according to SDOAM. He will be received at Imphal International Airport on 21st March and victory march will be held till Senapati District Headquarters Indoor Stadium, where a grand reception will be held in the presence of Deputy Commissioner, SP, civil bodies, tribe Hohos, students, fans and well wishers.

Programme for the reception event includes words from the gold medallist and dignitaries.

IMPHAL, Dec 14: In an unprecedented and historical move the People of the Ringui (Tongou) village formally resolved to allow the women of the village to be elected as members in the traditional village Court in the village Assembly held on yesterday, a report said.

The village also resolved that the Church should not discriminate women by denying them of their right to hold high offices of the Church simply because of their gender. It was resolved that the church should henceforth open up the position of Deconness and pastorship to women, the report added.

It further said, a motion to abolish the tradition of not allowing women folks in the court of the Naga village was moved by the president and general secretary of the Ringui Shanao Long (Ringui Women`™s League), which then was carried forward by the chief of the village Atem A Shimray and the Speaker of the House, Abel Ahum.

In his explanation, the headman informed the villagers that such legislation was not only necessary but an obligation for all the men folks, if the village and the people at large are to see progress, the report said.

Emphasising that the participation of women in the decision making of the society is vital to the overall development of the society the Speaker urged the Assembly to look beyond the present and not be restrained by traditions. He reminded the villagers that the role of women in the Tangkhul Society was much more than what has been practised now, it said.

It may be reminded that the Apex Tangkhul Women`™s League `“ the Tangkhul Shanao Long has recently raised the issue of women`™s representative in the Tangkhul Naga Long. The decision of the Ringui Village Assembly has paved the way for other villages to follow suit and expedite the process of reformation within the traditional tribal institution, it added.

It may be recalled, the Nagaland Assembly had recently expressed its inability to implement the women reservation Act in Nagaland due to opposition from the village councils.

Glasgow 25th Jul, 2014: Khumukcham Sanjita Chanu and Saikhom Mirabai Chanu of Manipur bagged a gold and silver, respectively, in women`s 48kg weightlifting in a display of overwhelming domination to open India`s medal account on the opening day of the competition in the 20th Commonwealth Games here on Thursday.

Sanjita won with a total lift of 173kg (77+96) while Mirabai grabbed the silver with a cumulative
effort of 170 (75+95) in the absence of other strong competitors.

It was basically a contest between the two Manipuris in an event which India had dominated for long in the Commonwealth Games from the days of Kunjarani Devi.

Kunjarani, now a women`s coach, was beside the two state mates on the platform, egging Sanjita and Mirabai in her vernacular language. India had won a silver and bronze in this category in 2010.

The clean and jerk contest went on almost similar lines with Sanjita and Mirabai taking the bar and the bell after most of their opponents had exhausted their attempts below the 90kg entry weight of the two Indians.

Sensing that they could be in for top two positions, the Indian duo raised their entry weight to over 90kg and put pressure and physical exertion on their opponents who had to continue their attempts in quick succession.

There was a brief moment of tension in the Indian camp after Opara and Mirabai lifted 92kg, and Sanjita failed to clear the same weight. But Sanjita lifted 92kg in her second attempt to give a sigh of relief to the Indian camp.

The contest left to be fought between the two Indians, Mirabai lifted 95kg to put herself in contention, but Sanjita roared back with a 96kg lift to retain the first position.

Indian government has finally stood up for the cause of Sports in India. FM Arun Jaitley pointed out that India has failed as a country to introduce sports in its main-stream academic activities. To remedy the situation, Modi government will set up national-level Sports Academies for major games in different parts of the countries.

For accomplished athletes at junior and sub-junior-levels, academics with international-level training facilities will be set up in India. Sport Academies for Shooting, Archery, Boxing, Wrestling, various Track and Field events and Weighlifting have also been announced.

To nurture the sporting talent of Jammu & Kashmir, budgetary allocation of Rs 200 crore has been made. These funds will be used to build international-level sports stadiums for indoor and outdoor sports in the state. Northeast states have received a gift of a Sports University at Manipur in Union Budget 2014. Rs 100 crore has been allotted for the purpose.

To promote unique sports traditions of the Himalayan Region, annual games events will be organized in J&K, northeastern states, Sikkim, Uttarakhand and Himachal Pradesh. Bordering Himalayan countries like Nepal and Bhutan will also be invited to participate in such events.

Rs 100 crore has especially been allocated to train sportsmen and sports women of India for upcoming Asian and Commonwealth Games. Jaitley has also announced a Centre for Disability Sports to empower differently-abled persons to live a life of dignity in a more inclusive society.

Works of 168 artists at Lalit Kala Akademi exhibition New Delhi, March 19 (DIM News) :Art works of 168 artists from different parts of India are to be displayed in an exhibition here that begins March 20, the organisers said Wednesday. The 55th edition of Lalit Kala Akademi’s annual exhibition “National exhibition of Art “has put together works of different medium: oil and acrylic on canvas, stone and bronze sculptures, charcoal paints, etchings and ceramic artwork. The exhibition ends April 10. Apart from this, the Akademi, a government institution that promotes and develops Indian fine art ,has also chosen works of 10 artists for their prestigious National Award for2013. These awards will be conferred Thursday. Among others, artist Manoj Kumar Mohanty for “Dust Cleaner”, Mohammed Ayazuddin Patel for Bijapur Heritage”, Nongmaithem Nandaraj Singh for “Great Dictator”, Rajesh Kumar Singh for “Struggle in Life” and Sumana Som for “Dramatic Dream” will each receive Rs.100,000 cash prize, a plaque and a certificate. KOHIMA, Nov 13 (NEPS): In an unprecedented move that will have far reaching consequences in the present Neihpiu Rio Government in Nagaland, the main Opposition Nagaland Pradesh Congress Committee (NPCC) warned that it would launch a mass agitation even to the extent of “boycotting the 50th Anniversary celebrations of (Nagaland) Statehood” if chargesheeted State Cabinet Minister Imkong L Imchen was not removed from the Council of Ministers within fortnight.In a representation to Nagaland Chief Minister Neiphiu Rio here on Wednesday, the main opposition NPCC strongly demanded the removal of Imkong L Imchen, Medical Minister, from the Council of Ministers since he had already been “chargesheeted” by the Wokha Police for his “criminal conduct during the recently concluded state assembly elections.”
“Caught red handed with crores of unaccounted money, illegal weapons and liquor in his possession at Wokha, enough prima facie evidences are available against the Minister and for which his continuance in the Cabinet has become untenable until he is proved innocent in the court of law,” said the representation.
Stating that Imchen lost all moral authority to cling on to the ministerial chair, the NPCC demanded for his immediate removal from the Cabinet so that the entire trial hearing process did not get influenced by his position as minister.
It further warned that it would launch a mass agitation even to the extent of boycotting the “50th Anniversary celebrations of (Nagaland) statehood” if the Chief Minister failed to remove him from his Council of Minister within fortnight. “(Because) it will not tolerate a criminally tainted person masquerading as leader to make a mockery of law and hold the state to ransom,” it asserted.Meanwhile, the NPCC also sought the intervention of the State Governor Dr Ashwini Kumar to prevail upon the Chief Minister for removal Imchen as Minister without further delay to let the justice prevail.
Later talking to press her at Congress Bhavan on Wednesday, NPCC President SI Jamir disclosed that they sought appointment for Chief Minister but the latter could not give even for five minutes. So they had submitted the “Representation” through one of his officials at his office.

From Nov 4-5, the Myanmar government peace negotiation team and representatives of ethnic armed groups met in Myitkyina, the capital of Kachin state. The meeting took place after a four-day (Oct 30 to Nov 2) conference of 17 ethnic armed groups in Laiza, also in Kachin state.
The meeting was significant for two reasons. First, it was the only large and inclusive gathering of ethnic armed groups and the Myanmar government since the country’s independence. The two sides came together in an attempt to address protracted minority problems.
The meeting, which was attended by over 50 leaders of different ethnic armed groups and several representatives from the government, can be termed a more inclusive one than the Panglong conference of 1947, which was signed by 23 representatives from Chin, Kachin, Shan and Bama or Burman.
Second, the meeting was attended by international observers _ Vijay Nambiar, Special Adviser to United Nations Secretary-General Ban Ki-moon, and Wang Yin Fan, the Chinese government’s representative.
During the two-day meeting, the ethnic armed groups presented an 11-point proposal they had devised during the Laiza conference to the government, which included the establishment of a federal army.
Naing Han Thar, general secretary of the United Nationalities Federal Council, an alliance of ethnic armed groups, said “If we want to create a federal union, we need to have a federal army. If the army is controlled by a small group of people, it is not appropriate for a federal union and it can’t guarantee inclusion for ethnic minorities”.
On the other hand, the Union government presented a 10-point proposal to the ethnic armed groups, including non-disintegration of the Union, non-disintegration of national solidarity, perpetuation of sovereignty and democratic principles according to the 2008 constitution.
At the end of the two-day meeting, the two sides agreed to work together towards a nationwide ceasefire and establish a framework for political dialogue, and to hold meetings for political negotiation. They also agreed to meet again in Hpa-An, the capital of Karen state.
Initially, the government was hopeful of signing a nationwide ceasefire agreement before the end of November. But it is now certain that the ceasefire will not happen in November as the next meeting is scheduled for December.
Can recent developments resolve the decades-old political problems in the country? Though it is still too early to give a definitive answer, there is potential for a solution as long as both sides are willing to compromise and cooperate.
One setback of the Myitkyina meeting was the absence of the United Wa State Army, one of the most powerful non-state armed groups in the country. Other armed groups such as the National Socialist Council of Nagaland-Khaplang and the Kuki National Organisation also did not participate. All these armed groups also did not attend the Laiza conference.
For a nationwide ceasefire to be effective and successful, all ethnic armed groups in the country need to participate and cooperate in the peace-building process. Meanwhile, it is the responsibility of both the Union government and leaders of the participating armed groups to convince and invite the non-participating groups.
As has been the case for the past several decades, the greatest challenge in the reconciliation process is likely to be the question of withdrawing the Union army from ethnic minority territories and granting autonomy to the minorities.
And another challenge will be how the Union government will deal with the armed groups after a nationwide ceasefire is signed. Will the government be willing to integrate the armed groups into the federal army, or transform them into other state forces?
If the government decides to integrate them, will the armed groups accept such a proposal as a long-term solution? And if the government decides to transform them into other state forces, will the government sanction adequate funding to support them?
Moreover, the 2008 constitution needs to be either rewritten or amended in order to accommodate the demands of ethnic armed groups.
In any case, the armed groups are unlikely to surrender their arms if they are not fully convinced that the Union government is sincere in its commitment to addressing the longstanding demands of ethnic minorities, such as equality of rights and self-determination in their own territories.
Because of the historical lack of trust between the minorities and the successive central governments, building mutual trust is going to take time.
While the unprecedented nature of the Myitkyina meeting brings hope, one must be cautiously optimistic about the end-result. Nevertheless, recent developments are crucial for the success of national reconciliation, and should be encouraged.
