Senapati, Aug 7 NNN: The All Naga Students Association, Manipur (ANSAM) has submitted to Union home minister Sushil Kumar Shinde on August 6 requesting the latter to take up needed task by August 10 for resuming the ‘tripartite talks’ on the ‘Alternative Arrangement’ for Nagas of Manipur or else the students’ body would resort to severe form of agitation.
In its memorandum signed by ANSAM chief J. Kumo Sha and its general secretary Seth Satshang to the Union home minister said, “The tripartite talk of the Government of India, the Government of Manipur and the United Naga Council (UNC) to address the demand for alternative arrangement for the Nagas in Manipur outside the Government of Manipur pending settlement of the Indo-Naga issue was put in place at the instance of your esteemed predecessor S P. Chidambaram. When Chidambarm received the memorandum of the UNC demanding an alternative arrangement on behalf of the Prime Minister on the 14th September, 2010 at North Block, Delhi, he had fervently requested the UNC to participate in the tripartite dialogue process and put across our views over the table”.
The Naga students’ body recalled that the first tripartite talk took place on September 21, 2010 at Delhi. The second round was held at Senapati (Tahamzam), Manipur on the 3rd of December, 2010 after almost 2 and half months. The third and last round took place at Senapati(Tahamzam) on the 30th June, 2011 after lapse of almost 6 months. Inspite of repeated reminders from the UNC, the tripartite talk has not been carried forward even after lapse of more than 13 months and the democratic process of dialogue has been left in a limbo, according to the memorandum.
“After having written again to the Ministry of Home Affairs on the 13th April, 2012 requesting for early holding of the next round of talks to which no response was received, the Nagas observed a 48 hours total bandh with effect from the midnight of 16th June, 2012 in Naga areas to protest against the lack of sincerity on the part of the GoI and the Government of Manipur. Even after having registered our protest in such strong measures, there was still no response from the Government. Thus it was decided that a 96 hours total bandh would be called with effect from the midnight of 23rd July, 2012. On receiving a communication dated 18th July, 2012 from the MHA that the matter of the tripartite talk was under the active consideration of the GoI and in continuation another communication dated 21st July, 2012 requested for withdrawal of the bandh, the UNC had on the 22nd July, 2012 deferred the agitation which would be reverted to if no arrangement for holding of the tripartite talk is made or initiative for intervention with an alternative arrangement is taken up by the 10th August, 2012,” ANSAM memo to the Union home minister mentions.
It said of what meaning and of what use can the education of lakhs of “our students be if our identity and history, rights to our land and resources, cultures and traditional practice and our aspirations” as a people are denied and usurped. ANSAM then stated that the Naga students do not study and labour in institutions of learning to become mere second class citizens muffled up by the voice of the dominant community and the communal state government.
ANSAM asserted that the demand for alternative arrangement outside the Government of Manipur has to be addressed very seriously and sincerely. “We are raising our voices today. But our younger brother and sisters will also do so in their time if the same system of suppression is allowed to continue . Manipur will continue to be a troubled state unless the aspiration of the Nagas and tribal people are addressed in alternative arrangement outside the Government of Manipur”.
“Sir, it is at this critical juncture that we are making this submission for your personal intervention so that the dialogue process is taken to its logical end to serve the ends of democracy and justice. With firm belief in the democratic approach and in the sincerity of the GoI, the Nagas in Manipur under the leadership of the UNC have explored all possible democratic means. If however the approach of the GoI is just an attempt to buy time with no real intention to address the issue then we will have no option but to take up actions that we deem fit and necessary.
“Our request through this submission is that the GoI must have the political will to take forward the dialogue process to its logical conclusion or alternatively, because our case is already established and registered and recognised, initiate at the earliest possible time the process of intervention with an alternative arrangement,” the Naga students’ body stated.
It then said, “Having put on record our earnest request in the submission, our response would solely rest on the response from the Government of India and how it goes about to fulfil its constitutional obligations with seriousness and sincerity”.

A public meeting with regard to the proposed Public Hearing to be conducted by Manipur Pollution Control Board with regard to Oil Exploration & Drilling Activities done under Jubilant Oil & Private Limited was held today at Parbung Community Hall. More than 200 Village Authority Chairmen & members, Village elders and leaders attended the meeting.
After threadbare discussion and deliberation, the gathering unanimously decided to raise objection of the drilling and exploration activities undertaken by JOGPL as the MoU signed by the company with Manipur state government on November 15, 2010 was without the consent and approval of the indigenous villagers, the Autonomous District Council nor the Manipur Hill Areas Committee.
The Tipaimukh Area Village Authority Union was entrusted to make the said objection in the proposed Public Meeting to held tomorrow at Parbung.

MNS: Some unknown persons threatened the office of Huiyen Lanpao and Naharolgee Thoudang daily newspapers on the land line phones of the press that bombs were planted at the offices. Bomb experts and commandos of Imphal west police conducted the offices to trace the bombs however no bombs were found. The threat was made this afternoon. Following the threat, most staffs of the two offices left their offices for some time.
While talking to media, the president of AMWJU, A. Mobi said, the threat may not be done by UGs. The threat is condemned. In a joint meeting of AMWJU editors had already appealed not to threat pressman and hawkers.

An estimated 5 million Indian Nationals with ECR (Emigration Check Required) passports are working on temporary employment/contract visas in the Gulf Countries. It is observed that a majority of the earnings periodically remitted by overseas Indian workers to their families in India are rarely accumulated as savings and often cause only a temporary improvement in the consumption expenditure of their families. As a result majority of overseas Indian workers face the risk of poverty when they return to India and when they are too old to work.
Overseas Indian workers are largely excluded from formal social security benefits available to residents of ECR countries. The Government of India has demonstrated a sustained and deep commitment to inclusive growth and has taken a number of important steps to improve income and provide employment opportunities and equal access to social security for its citizens. However there has been no mechanism as yet to overseas Indian workers to benefit from such policy initiatives.
In this context the Ministry of Overseas Indian Affairs (MOIA), has introduced a special social security scheme named Mahatma Gandhi Pravasi Suraksha Yojana (MGPSY) for overseas India workers in ECR Countries. The scheme named after Mahatma Gandhi, is a voluntary scheme aims to encourage and enable the workers to meet their three major needs. It helps them to save for their pension in old age through NPS-Lite (National Pension Scheme); save for their return and resettlement and obtain free cost of life insurance cover, Ministry will also co-contribute under this scheme for a period of five years or till the return of workers to India, whichever is earlier.
Pension in Old Age
The scheme will help the worker to save for their old age. Old age savings will be managed by credible public sector pension funds. While a worker save between Rs.1000 to Rs.12000 in his/her pension account they will get a co-contribution of Rs.1000 in case of male and Rs.2000 in case of female in the NPS-Lite account from Ministry.
To address the immediate monitory need of the worker on his return back to India, the scheme provides an option in the form of R&R saving. The scheme will help to save money over a period of time to cover the resettlement expenses in the short term. While the worker invest Rs.4000 in this scheme they will also get a Ministry co-contribution of Rs.900 in their R&R account.
Insurance Cover
An overseas Indian worker enrolled in this scheme would be provided with a free cost life insurance cover and applicable as long as they are working in ECR country.
Ministry’s Co-contribution to MGPSY
If a worker contribute Rs.5000 per year, then the Ministry’s Co-contribution will be Rs.3000 in case of female worker and Rs.2000 in case of male worker for the whole scheme. Ministry co-contribution is subjected to subscriber making necessary contribution to the scheme. This co-contribution will be applicable for a minimum period of 5 years or for the period of employment whichever is earlier.
Overseas Indian workers with ECR passports and aged between 18 and 50 years on an employment/contract visa are eligible to join the scheme. The Ministry has authorized the Life Insurance Corporation of India and Bank of Baroda to deliver the scheme to eligible overseas Indian workers. Bank of Baroda and LIC will assist eligible to open MGPSY accounts and will deliver a range of services to subscribers.
A secure and well regulated institutional framework has been designed to encourage, enable and assist overseas Indian workers to participate in this Scheme. In order to motivate broad-based voluntary enrolments, encourage regular savings and pension accumulations of overseas Indian Workers.
Eligible workers will be able to open an MGPSY account at the office of the Protector Of Emigrants (POE) in India or at special help desks located at the office of the authorized aggregators in ECR countries.
In order to enable Indian workers in the ECR countries to join the scheme the Ministry is shortly going to start Pravasi Suraksha Yojana enrolment centers starting with the United Arab Emirates (UAE).
