Contractors engaged by the Irrigation and Flood Control Department Government of Manipur for taking up retaining wall construction all along the major rivers particularly Nambul river have put their hands on head as the department have not cleared the bills even after the construction work had been completed long time back. They feel they have been made fools by the department. Long before they took up retaining wall construction they sought advice from engineers of the department whether the payment would be prompt. The answer was in affirmative. Every contractor knows IFCD payment is not up to the mark. Retaining wall construction programme was taken up under a centrally sponsored scheme, the fund for which too had been released by the Union Government. One wonders why the payment had been held up. Since the wall had been constructed the road running by the side of the river had been widened and the users had expressed happiness. Engineers who strictly supervised construction of the walls cannot be traced these days. Like the fugitives they have kept themselves out of touch. They too are in the dark as and when the bills will be cleared. They cannot provide exact information about the payment of the work so they avoid meeting with the contractors. When the plan money was given to every state by the Planning Commission a stricture was sounded to encourage involvement of private partners in taking up developmental programmes. If the Government encourage private partnership in taking up developmental programmes there is no reason as to why private parties’ payment should be held up even after the completion of the work. IFCD is playing with the life of poor contractors. These contractors now lament for the foolish job they had done. Most of these contractors belong to lower middle class group. Gold and homestead lands were mortgaged to take up the construction work. As the payment has been held up the mortgaged items cannot be reclaimed. Social unrest has been created by the department. In future if the department would not be in a position to make prompt payment for the works done no developmental programmes should be taken up. Enough fools had been created. Do not create more of them again. Is there nobody to hear the voice of the tormented young contractors? All their hard earned money had been looted. They are now thinking of making a complaint to the Brahmaputra Board under whose brand name the retaining wall construction was taken up. That will set a bad precedent. Centre may start poking nose in the state affairs if the complaint goes directly to the centre. That may put the state Government in a precarious condition. If the department had actually received fund from the Board for the work done there is no reason as to why the clearance of bills should be delayed. Something messy is being carried out in the department. That needs to be investigated by a competent authority. Is anybody hearing?

Guwahati, Aug 20 NNN: The government of Assam is minutely working to thwart the disruptive activities of 14 Islamic radical organisations.
On Monday, the Ministry of Home Affairs (MHA) has intimated to the Tarun Gogoi government that the former has identified 14 Islamic radical groups in Assam that may be a hurdle to the effort initiated for peace by the government as well as by various social organisations.
Muslim Security Council of Assam, United Liberation Militia of Assam, Islamic Liberation Army of Assam, Muslim Volunteer Force, Muslim Liberation Army, Muslim Security Force, Revolutionary Muslim Commandos, Muslim Liberation Tigers of Assam, Muslim United Liberation Front of Assam and Muslim United Liberation Tigers of Assam are some of the groups identified by the Ministry of Home Affairs that are posing a threat to the road for peace, according to officials from Assam home department.
The Tarun Gogoi government on Sunday has taken up measures to thwart any force that might disrupt peace after the Id.
On Sunday, the Assam chief minister while blaming the ‘outside forces in collaboration with certain internal forces’ for the present situation, has asked the top police officers of the state to be on alert always.
Meeting the three former police chiefs and the chief secretary and top administrative and police officials, Tarun Gogoi had cautioned that the administration should be in full gear to deal any slight trouble which may lead to escalate the situation.
The pro-talks faction of the militant National Democratic Front of Boroland (NDFB) and People’s Joint Action Committee for Bodoland Movement had vowed that no displaced Muslims will allowed to enter ‘Bodo areas’ again.
However, these two Bodo organisations’ resolution have been not without a condition.
They had demanded that the Assam government updates the National Register of Citizens (NRC) first.
Leader of the Bodo militant outfit Gobinda Basumatary said that the migrants will be barred from entering Bodoland Territorial Council (BTC) if the government refuses to update NRC by taking 1951 as the cut-off year and detect foreigners.
It has been reported that nearly 3 lakh migrants had fled Kokrajhar and Chirang districts of western Assam ever since the clashes broke out in the middle of last month.

The surprise students and others who have fled their work places in southern cities of India today experienced a welcome treat from these Naga organisations at Mao Gate.
More than 150 people were accorded and given snacks at the relief camp opened by these Naga organisations at the border town. The Naga civil bodies have planned to open the relief camp for the next two weeks and if need be the duration will be extended, said a source.
Some of the students while interacting with the Naga civil body leaders said that though they were not physically assaulted nor threatened directly but they were fleeing as SMSs were doing the round that August 20 was the deadline given for the North East people to leave their respective places from some of the south Indian cities. Some of them narrated that their friends were threatened and even assaulted physically. Some even alleged they heard of snatching of cell phones from their friends by miscreants.
Meanwhile, leaders of the Naga organisations at Mao Gate have opened the relief camp not only to provide snacks and other comforts but to act as a moral booster to the already shocked and traumatised students and people who are fleeing to their respective home state. These Naga organisations also acted as guides while looking for vehicles to various destinations.

Mail News Service NNN
Imphal, Aug 21: The body of Sarif Ahmed of Lilong was brought to Manipur today and his body was brought to JNIMS morgue.
In connection with the death of the student a JAC has been formed in connection with the killing of him. A meeting was also held at Lilong Bazar.
The resolutions of the meeting included among other things to offer a job equivalent to MPS or MCS to the family, to donate a library in the cotton college where he studied and to provide Rs 10 lakhs to the relatives of the victim.
The body will not be received till the demands are met.
However the JAC has decided to take the body of Sarif after Chief Minister O Obobi ensured the former to meet its demands,” the JAC convenor Zakir Hussain.
It was informed that the CBI has already begun probe into the death of Sarif, Hussain said.
He also said the Government side assured the JAC to take up necessary steps within five days to pay a special ex-gratia and a government job to the next of kin and build a library in memory of the late student at a proper place in Assam.
The incident had happened near the Jalpaiguri railway station in the northern part of the state of West Bengal close to Assam when two people from Northeast were killed and nine others were injured after being thrown out of the moving train.
The exodus of Northeast students and other workers including professionals from the South Indian cities in the last four or five days is not the outcome of the Assam violence but it is a long time racial profiling of the people of the region, the Joint Students’ Coordination Committee (JSCC) in Manipur said Tuesday.
The Joint Students’ Co-ordination Committee consists of Pangal Students’ Organisation, Kuki Students’ Organisation, Tangkhul Katamnao Saklong, Zeliangrong Students’ Union Manipur. These students’ body under the aegis of JSCC addressed a joint press conference at the headquarters of All Manipur Students’ Union here at DM College campus where the leaders of various student organisations from the hill were also attended.
Thokchom Suresh, member JSCC said Northeast students and other people fleeing Bangalore, Pune and Hydrabad are not secured on their way because no security measures have been taken up for them though two special trains are being arranged to transport them home. He alleged the Northeast people residing in these cities are not provided with adequate security even though some particular areas are secured and appealed the Government to take up proper steps instead of politicize the whole gamut of sensitive issue. Another JSCC member, Moirangthem Angamba said the Government is still unable to take up stringent action over the Pune incident wherein a Manipuri student was severely beaten up and that it has remained silent on the follow up incidents occuring in the Southern states.
It is really unfortunate the state Government has not the guts to talk to the West Bengal Government in connection with the killing of Sarif Ahmad, Angamba said. He said it would be a right move of the state Government if it sends a ministerial team to West Bengal to find out the facts and circumstances on the killing of Sarif instead of dispatching police officials there for monitoring the situation.
Postponing it by calling all the incidents as rumours will lead to nothing, he suggested saying the state government should provide security to all the Manipuris on their way from Guwahati to the state.
Leaders of Pangal Students’ Organisation, Kuki Students’ Organisation, Tangkhul Katamnao SaKlong, Zeliangrong Students’ Union of Manipur and JSCC, an umbrella body of six student organisations participated at the press conference also strongly condemned the killing of Zeliangrong Students’ Union, Manipur secretary by armed men.
The north east inter state winger transporter union in a press released urged the concerned authority to punish those persons who were responsible for the killing of Md. Sarif Ahmed. The union also urged the authority to provide adequate ROP to drivers of truck so that essential commodities can be brought to Manipur during the band, blockade on NH.

Ahanthem Irabot
Imphal, Aug 21: The Red fort of Delhi and Agra Fort in India are valuable historical Forts. More than a thousand visitors not only from India but from abroad visit the forts daily. Visitors are allowed to enter the forts within the given time and there is no chance to enter there beyond the given time. There is no big road in the middle of these forts though there are enough passages inside the forts. Inside the forts visitors can freely move around on foot. No Vehicle is allowed inside the forts. Even the President and Prime Minister have to follow the visiting rules of the Forts. Visitors respect the visiting rules.
With reference to these view points I would like to come to “Kangla Fort”. The people of Manipur have been taking “Kangla” as a sacred place since time immemorial . Assam Rifle left Kangla” in the year 2004 and since then the Government of Manipur using the name “Kangla Fort”. If it is a Fort , a question arises “ What type of Fort Kangla is ?” The rules of the above mentioned Forts of India and the Rules of “Kangla Fort” are entirely different. Vehicles of V.I.P. and security vehicles are moving freely in high speed through “Kangla Fort”. Visitors need to take care of the moving vehicles. People enjoy walking inside “Kangla Fort”. These things were not happening when “Kangla” was occupied by Assam Rifle. We the people of Manipur were happy when Assam Rifle left “Kangla”. Is the present position of Kangla to the expectation of the people of Manipur?

Churachandpur Aug 21 NNN: In order to make the police more efficient in dealing with cases involving juveniles, a one day workshop christened as District Level Consultation for Police Personnel on Juvenile Justice Act was conducted in Churachandpur district headquarters in southern Manipur today.
MACR K.Pradipkumar said that owing to the difficulty in identifying whether a person is still considered as a child i.e one who is yet to attain the age of eighteen according to the definition of juvenile and as termed by the Juvenile Justice ( Care and Protection ) Act, 2000, many acts of the police have created problems.
Pradipkumar while pointing out the importance of biological age determination to be conducted by the police when making apprehension of any child for some minor offends maintained that there are times when the age of the person concerns which are, for instance 15 was recorded as 21 or 22 and then gives the treatment as if he or she is mature “This causes more harm than good,” Pradipkumar said . He also added that sometimes the age of an apprehended person may be determined on looks and his appearances and in the process those who appeared as very old but young in age, happens to get the worst form of punishment.
The MACR convenor then stated that sending a juvenile without proper determination of his age to jail may be counter-productive and create more social problems while adding that there are times of confusion when a child is arrested who had already got himself inducted into a militant outfit. “The question comes whether the juvenile should be sent to jail or place under the care of Justice Juvenile Board ( JJB).
Pradipkumar stressed the need for the clear determination of anyone arrested by the police before proceeding to a next step saying that there are no proper places to look after the person if the police having had arrested a child but registered him as an adult.
Pradipkumar o suggested that a good communication procedure between the police and the Juvenile Justice Board is a must .
K Saroja Devi highlighted the conditions of working girls in cities. She said there are so many people in the region working at massage parlours and other work places in cities getting no proper facilities to live and are greatly exploited. In this regard, she cited an example one girl they have rescued recently from Kerala hailing from Chandel district who was very sick and needed good medical attention .

Guwahati, Aug 21 NNN : Non Muslims are fleeing the Dhubri district of Assam bordering Bangladesh fearing a backlash.
Reports said around 1200 non Muslims have already fled in the last two days to adjoining states.
According to an official source, communities like Bengali Hindus and Koch-Rajbongshi comprised the maximum among the fleeing people from Assam’s western district.
Dhubri is an Assam district bordering Bangladesh where, of the total population Muslims comprise of 75%.
In districts such as Nagaon in central Assam and Karimganj and Hailakandi in southern Assam where Muslims are majority, the state government is in full gear to contain any untoward incident. Reports said adequate security has been already stationed in these districts.
Today’s development came even as the government of Assam has been minutely working to thwart the disruptive activities of 14 Islamic radical organisations.
On Monday, the Ministry of Home Affairs (MHA) had intimated to the Tarun Gogoi government that the former has identified 14 Islamic radical groups in Assam that may be a hurdle to the effort initiated for peace by the government as well as by various social organisations.
Tarun Gogoi’s move came a day after New Delhi blamed a neighbour’s hand in the problem.
Even as there has been exodus of North Easterners from other parts of India, there have been a counter-backlash threat from two Bodo organisations, including a militant outfit.
The pro-talks faction of the militant National Democratic Front of Boroland (NDFB) and People’s Joint Action Committee for Bodoland Movement had vowed that no displaced Muslims will allowed to enter ‘Bodo areas’ again.
