The flagging-in ceremony for the ‘National Integration Tour’ as part of ‘Op Sadbhavana’ was organised by 36 Assam Rifles of 28 Sector under HQ IGAR(S), Maj Gen UK Gurung, YSM, flagged-in the National Integration Tour which came back yesterday from Kolkata to Imphal. The tour consisted of 28 students and two teachers of the various villages from the Samtal area and was flagged-off from Kakching on 27 November 2012. The children were shown various historical and modern attractions of Kolkata. They also interacted with Governor of West Bengal Shri M K Narayanan and Lt Gen Dalbir Singh, AVSM, VSM, GOC-in-C, Eastern Command during their stay in the city.
Maj Gen U K Gurung, YSM, IGAR(S) interacted with the students and teachers after their arrival to Imphal. The young students displayed a marked desire to work together towards the progress of their state and contribute towards the nation building process.

IMPHAL, Dec 12: The Joint Action Committee (JAC) seeking justice in the alleged murder case of Lourembam Ongbi Memchoubi Devi has decided to demand judicial inquiry into the killing. The JAC was formed yesterday at the native village of the 48-year-old victim at Changangei after a public meeting attended by hundreds of local people was organized at Changangei bazaar during which they decided to launch agitation in case the state Government fails to nab the culprits involved in the crime within seven days, S Roma Devi, secretary of the JAC told a press meet at the Manipur Press Club.
Four decisions were taken at the public meeting, apart from organizing a protest meira rally (torch rally) last night in the locality and its surrounding areas, she said. She said an 11-member JAC has been formed regarding the alleged murder case of Memchoubi and the JAC will submit a representation to the state Chief Minister, Deputy Chief Minister, Chief Secretary and Deputy Commissioner, Imphal West to take prompt action to book the culprits.
She, however, warned of serious agitation if the Government fails to act in accordance with the demands of the JAC within seven days. The JAC will submit the memorandum to the concerned authorities after staging a huge public rally tomorrow, she further announced.
Notably, Memchoubi was found dead with her throat slit on a roadside leading to both Langol and Lamdeng in Imphal West early morning of December 1.

New Delhi, Dec 12: There is no proposal for deployment of defence forces for anti-naxal operations in the LWE theatre. However, the Indian Air Force has deployed some helicopters to provide logistic support to the Central Armed Police Forces/State Police, but do not directly take part in operations. Further, the Indian Army carries out some training procedures in the Narayanpur area of Chhattisgarh.
All measures in the LWE theatre are implemented after mutual discussions between the Central Government and the State Governments concerned.
The Central Government has a holistic two pronged approach to combat LWE. It supplements the efforts of State Governments through security related and development related interventions. In security related intervention, apart from directly deploying CAPFs the Government of India provides assistance for capacity building by the states through schemes like the security related expenditure scheme, special infrastructure scheme, construction / strengthening of fortified police stations scheme etc. In the development front, the central Government is implementing special scheme for LWE affected areas like the Integrated Action Plan (IAP), Road Requirement Plan-I etc. It is the belief of the Government of India that a combination of calibrated police action, focused development efforts and improvement in governance will yield the desired results against LWE.
This was stated by Shri R.P.N.Singh, Minister of State in the Ministry of Home Affairs in written reply to a question by Shri N.K. Singh and Dr. Janardhan Waghmare in the Rajya Sabha today.
The CPI (Maoist) is the largest Left Wing Extremist Organization operating in India. It is responsible for almost 80% of the total naxal violence reported during the current year. The CPI (Maoist) vision for its so called ‘protracted people’s war’ against the Indian State is elucidated in its strategy paper titled ‘Strategy and Tactics of the Indian Revolution’. Briefly stated, this document contains a comprehensive plan of action to capture political power and usher in a so called ‘New Democratic Revolution’ in India. The strategy for ‘New Democratic Revolution’ is a combination of military and political tactics involving the creation of ‘base areas’ (liberated areas) in the countryside and gradual encirclement and capture of the urban areas. This objective is sought to be achieved through armed warfare by the ‘People’s Liberation Guerilla Army’ cadres of the CPI (Maoist), political mobilization through its ‘front organizations’ and alliances with other insurgent outfits active in different parts of India, which in CPI (Maoist) parlance is called the ‘Strategic United Front’. The CPI(Maoist) seeks to organize a ‘joint front’ against the Indian State and in pursuance of this objective, it ideologically supports the secessionist movements in Jammu & Kashmir and the North-East. It has also developed close organizational ties with certain insurgent groups in the North-East for procurement of arms and ammunition.
There are stretches to the extent of 101 km of border length approximately in West Bengal along Indo-Bangladesh border, where fencing work is pending due to land acquisition issues. However, efforts are being made by MHA/BSF for early acquisition of land for erection of border fencing wherever feasible.
Due to porosity of border, there are instances of illegal migration and smuggling activities on Indo-Bangladesh border. However, all possible efforts are made to plug the gaps along Indo-Bangladesh Border, with the erection of fencing and installation of floodlights. As approved the above works were targeted to be completed by March, 2012. However, these works have spilled over.
This was stated by Shri Mullappally Ramachandran, Minister of State in the Ministry of Home Affairs in written reply to a question by Shri Ishwar Singh in the Rajya Sabha today.

SENAPATI, Dec 12 NNN: After the United Naga Council (UNC) and the Zeliangrong Baudi, Manipur (ZB-M)’, the All Naga Students Association Manipur (ANSAM) has decided to boycott the forth coming Manipur State Level Orange Festival to be held on December 17 and 18 at Tamenglong district headquarters.
According to the ANSAM, it had taken this decision on Tuesday in its meeting.
“Nagas are not against the spirit of festivals which promotes reconciliation and harmony and goodwill among the people. But when the government of Manipur sponsored festivals are used as platforms to dilute and negate the very political position of the Nagas and undermine our rights, it is the moral responsibility of the people to abstain from participating in such programmes. State sponsored festivals such as the Orange Festival seek to present the fallacious picture of a responsible State Government promoting horticulture and social harmony in the state when in reality it has consistently deprived the Naga people of real development benefits through diversion and corruption and created irreparable rifts between the communities through its communal policies and actions. The cosmetic pretensions are designed for perpetuation of the hegemony of the communal government of Manipur over the Nagas and the tribal of Manipur. The proven mission of Mr Ibobi, the other Ministers of government of Manipur and MLAs of the ruling Government and also the unmandated Autonomous District Councils (ADCs) has been to oppose the demand for an alternative arrangement for the Nagas in Manipur pending settlement of the Indo-Naga issue and for derailing the much awaited settlement of the Indo-Naga issue through their machination, as manifested in the recent posturing of some groups without any basis or history. To receive and welcome such individuals would be partaking in our own humiliation in our own home and hearth and would be most unbecoming of any Naga person, groups or organisations,” ANSAM said today.
Having deliberated on this issue at length in the 3rd Presidential Council meeting of the ANSAM on December 11, it has been decided to boycott the State sponsored Orange Festival as already declared by the UNC. It was also decided that all constituent units and sub-ordinate bodies of the Association will be involved in giving effect to this decision.
“We, therefore also appeal to all Nagas to stay away from the state sponsored Orange festival scheduled to be held on December 17 and 18 at Tamenglong HQs and other such programmes so that the political position of severance of ties with the government of Manipur is maintained in pursuance of our inherent and democratic aspirations,” the Naga students’ body stated.
According to ANSAM, the Nagas in Manipur have declared their political position of severance of all political ties with the communal Government of Manipur based upon the ‘unmistakable’ facts that it is impossible to protect our right to life, land and resources, time-honored institutions, customary practice and values; have our identity respected and live with dignity and honour as a people under its administration. The unmistakable facts are corroborated by the sharp social divide on communal lines, manifested in all spheres of life – be it in the media, in work places or in the daily social intercourse.
“By the declaration of severance of political ties with the government of Manipur, the Nagas in Manipur had established the political position that it does not recognize the government of Manipur. This political position has been registered with the Government of India and thereby, at the instance of the Government of India(GoI), the democratic process of dialogue in the tripartite talk of the United Naga Council(UNC), the government of Manipur and government of India on the demand for an alternative arrangement for the Nagas in Manipur has been put in place,” ANSAM added.

IMPHAL, Dec 12 MNS/NNN: Manipur Chief Minister O Ibobi on the occasion of 73rd Nupi Lal Day appealed to the people of the state to work together to bring harmony, prosperity and peace by becoming the role model of the women of the state who had shown valor and unity during the two historical episodes of Nupi Lal, 1904 and 1939 fought against the British.
Attending the function of 73rd Nupi Lal anniversary organized at the Nupi Lal Memorial Complex here on Wednesday, Chief Minister O Ibobi stated that the nerve of the women of Manipur is fondly remembered every year on this day when they daringly fought the mighty British in the two historical women wars.
The first Nupi Lal (Women’s War, in literal term) took place on 1904 and the second war on December 12, 1939 when women of Manipur revolted against the British for causing artificial famine in the state.
Acknowledging that the then audacity of Manipuri women is still existing in the vein of the present generation, the Chief Minister cited example to support his observation by saying that Manipuri womenfolk always contribute prominently in every issue confronting in the state.
He appealed to the people to work together to bring harmony, prosperity and peace by becoming the role model of the women of the state who had shown valor and unity during the two women wars that fought against the British.
Manipur Deputy Chief Minister Gaikhangam was also present at the event. He said the key role played by Manipuri women and their bravery which everyone knows from a very long time is beyond comparison. He added Manipuri women have been consistently contributing in every sphere of life of the state ranging from family to the society.
“Let us learn the lesson of peaceful co-existence with a feeling of oneness on this occasion which shows the strength of unity,” the Deputy Chief Minister urged the people.
Gaikhangam reiterated that bandh and blockades can never bring any solution, saying that the time has come for all the ethnic communities in the state to stride out on the pace of development.
Prior to the Nupi Lal Day function organized by the state Government, Chief Minister Ibobi and Deputy Chief Minster Gaikhangam led the people in paying homage to the Nupi Lal memorial statue at the Nupi Lal Memorial Complex. Th Lokeshor, Speaker, Manipur Assembly, ministers, MLAs and other dignitaries also paid floral tribute at the memorial complex.
Troupes from Nupilal Memorial Association and Khongjom War Memorial Society also staged a Nupi Lal drama at the event.
The 73rd December 12th Observation Committee too observed the day at THAU Ground, Imphal. Th Iboyaima, president, Irabot Foundation, Th Ramani, secretary, All Manipur Women’s Social Reformation and Development Samaj, L Memchoubi, president, Poirei Leimarol Meira Paibi Apunba Manipur, A Janaki, president, Momnu Erikkhombi Lup, M Purnimashi, president, Ching-Tam United Women Association and RK Sanahanbi, president Kanglei Ima Lup graced the function.
Social activist, Dr Dhanbir Laishram and RK Ranendrajit, editor, Freedom who were also present at the function spoke in connection of the observation as resource persons.
The day was also observed by the All Manipur Nupi Marup at Gandhi Memorial Hall, Imphal. Earlier, a public rally was organized by the women organization. The rally stated from Uripok Chakrikom culminated at the GM Hall.
T Pramodini Devi, Prinicipal, TG Higher Secondary School, Imphal, A Lala, in-charge, Nupi Marup and S Sorojini Devi, president, All Manipur Nupi Marup graced the function held at the GM Hall. The event was also observed in different parts of the state including outside.

A father or mother sermonises his or her children not to envy others’ belongings and also not to bring anything at home that does belong to him or her. The text books of school children are filled with the stories like wrong doers landing in jail. The stories contained in school text books dwell heavily on morality. But as we grow up most of us show the tendency to indulge in the activities we were never taught at our primary level, junior level or college level. Many openly loot public money without showing any sign of remorse or shame. Should we call them fortunate for they have done well financially? They are respected by the society. There is the story of a daughter of earthen smoke pipe maker, who after having been married into a rich family asking her mother where from you plucked it. Like the same girl these up starts have started making tall claims. They say openly everybody can be bought. They refuse to talk about the past. Perhaps the absence of investigating agencies has put them where they are. Morality has been thrown in the wind. Government employees without attending office collect pay. When they should have remained at office browsing through the files and other documents they make themselves busy doing contract works. A system needs to be evolved to see to it that the people of the state feel the presence of law. Even grade three employees have owned four wheelers worth lakhs of rupees. They construct palatial building too. Where from money comes? This question can be asked to these classes of employees. Many have bought land and building worth crores of rupees at Thangal Bazar and Paona bazaar. A survey should be carried out to understand, who owns what at the two market sites. In every Leikai the youths eulogise those, who can steal money. They do not envy academic achievement of others. The achievement in other fields is also immaterial to them. This trend of eulogising evil doers needs to be smashed. It can be done when the men in power show the commitment to bring a change to the society. Those who work more should earn more nothing wrong with that. Higher level officials getting better pay and perquisites are also not to be envied. They deserve it. The wrong doers will be caught one day and they will lament. But before they are being caught they had spread the disease. Government employees must be told again and again that they exist to serve the Government and also for helping the needy people. After all why we have a Government? Through these employees the Government extend help to the needy people. Give the employees more pay to enable them to concentrate more on their duties. But at the same they should be warned that they cannot loot public money. Whoever found looting public money must face stringent law. They cannot be let go unpunished. Until and unless the wrong doers feel the sting of the law they will think of committing the crime again and again as one singing the song that had been remembered.

MNS:- Base price has not been fixed for selling tea in Assam. Tea being a perennial crop, green leaf is harvested in Assam for nearly 9 months in a year from March-December. During this period, because of the seasonal variations, quality of the green leaf would vary from month to month. Keeping this variation in view, a Price Sharing Formula (PSF) has been notified by the Tea Board as per the provisions of the Tea (Marketing) Control Order, 2003 for ensuring equitable sharing of sale price of made tea between the suppliers of green leaf and the manufacturers. This formula takes into account the cost of production of Green Tea leaf by the small growers, cost of manufacturing made tea by the bought leaf factories, and the out-turn percentage (i.e. the ratio of conversion of ‘Green Tea leaf’ into ‘made tea’). Thus the green leaf price payable to the growers would be depending upon the market situation and the quality of the end produce and would vary from month to month. As per the notified formula for Assam, the net sale proceeds need to be shared in the ratio of 65: 35 between the growers and the factories when the price fetched by the individual factory remains either at par or lower than the state average. When the price fetched by the individual factory exceeds the state average, the differential is to be shared in the ratio of 50:50. This scientific formula is more helpful for the growers in realizing remunerative price for the green leaf in lieu of fixed base price.
This information was given by the Minister of State for Commerce & Industry Dr. D. Purandeswari in written reply to a question in Rajya Sabha today.
Un-remunerative Coffee prices, severe drought conditions, heavy rainfall and white stem borer infestation affected the Coffee sector during the early part of last decade which led to decrease in production, productivity and inability of Coffee growers to service their debts and make proper investments in their farms in the first half of the decade. However, due to favourable weather conditions and remunerative prices in the recent years and implementation of various development schemes by the Coffee Board, the Coffee production has increased from 2.71 lakh MT in 2003-04 to 3.14 lakh MT in 2011-12.
With a view to providing relief to Coffee growers during the distress period, relief measures have been extended by the Govt. of India from time to time, viz., Special Coffee Term Loan (SCTL) in April, 2002 and the Special Relief Package in June, 2005. Further, in order to help the coffee growers to deal with the accumulated debt burden of coffee crisis period of 2000-01 to 2005-06, the Coffee Debt Relief Package-2010 was sanctioned for the debt ridden small coffee growers and Rs. 241.00 crore was released to the Coffee Board for settling the claims. The waiver benefit was restricted to the small coffee growers (upto 10 hec.) and the medium and large growers were extended the benefit of rescheduling their loan. The entire amount had been utilized for the purpose. As additional claims from the banks were still pending, on the request made by the Coffee Board, additional fund of Rs. 58.00 Crores was released to the Coffee Board under CDRP-2010 for settling the pending/supplementary claims. About Rs. 52.20 crores of this amount has also been utilized. So far, 1,35,260 coffee growers have already benefited and the scheme has helped the growers to reduce their loan liability and reschedule their balance outstanding loans.
Representations were made by some Members of Parliament, the Karnataka Growers’ Federation etc. requesting for waiver of interest on the loans taken by the medium and large coffee growers. The matter was examined in consultation with the Ministry of Finance. However, the request was not found feasible on the ground that such a waiver would have financial implications for banks and result in similar kind of demands from other sectors

MNS:- President of India, Shri Pranab Mukherjee has said that food safety ensuring clean and nutrition food should be a key priority of the government policies as it is vital for physical and mental health of people .He said that India has made significant strides over the past decades in food production and globalization of the world economy has given a significant boost to food trade. But at the same time, it has created a new set of challenges to food safety. The Indian Standards on basic requirements for street food vendors is an important step- especially in the context of the significant growth in the street food sector. It has important economic and nutritional implications for our urban populations as street foods are an accessible and affordable option for a sizeable percentage of our working population, he asserted. Shri Pranab Mukherjee further said that but we should be conscious that a substantial majority of our food businesses are small and cottage scale units hence implementation should not be too complex.

Releasing BIS Indian Standard on Food Safety requirements for street food vendors during the occasion, Prof Thomas Minister Of Consumer Affairs, Food And Public Distribution said that these standards will focus on providing minimal check points for ensuring safety of street foods by assuring food security for a large number of rural, urban and migrant populations in terms of hygiene and quality. These will also act as a bridge between the street food vendors and the consumer of street food, and assure that the street food conforms to specified standards and hence are safe.
The Minister said that with the expectations of the people regarding safety of food rising by the day, Indian standardization system must, at all costs, step in to safeguard public health, and thus promote consumer confidence. It is in this direction that the BIS has already released “Indian standards on Good Hygienic Practices, Good Manufacturing Practices and Food Retail Management.”
Underling the importance of awareness among all stake holders regarding these food safety standards, the Minister said that BIS had recently organized a series of seminars at major State capitals. Now, this National Seminar being organised today is mainly to discuss the recommendations arrived in the past, and to draw up a road map for future course of action in this important area.
Prof. Thomas said that the Government is fully conscious that the food industry, being a good earner of foreign exchange, , deserves all our support, and must not be tied down of its potential to grow by perceived limitations as viewed from safety angle. “We only want that standards should be contributory to a sound regulatory foundation for domestic and international trade in food, taking into account the interests of consumers, the industry and a very strict regime of international quality norms” he said.
.Addressing the Seminar Prof. M.S. Swaminathan, the renowned Agriculture scientist said that food safety literacy movement should be taken up in a big way through information and communication technology, community food managers from local elected bodies should also be involved in this campaign. Expressing concern over pesticides residue in food products he said that strict safety standards should be adopted to safeguard common man from this.
‘Indian standards on street food vendors- food safety requirements’ released on the occasion provide detailed guidelines regarding quality of inputs and ingredients, transport, reception and storage of inputs, utensils and cutting tools: material of construction, cleaning and storage, hygienic practices, personal hygiene and habits, food preparation cooking and handling.

IMPHAL, December 12: Shija Hospitals and Research Institute, Langol has celebrated “Shija Annual Meet-2012”under the theme “Partnership in medical tourism” today at its premises.

The function was attended by Minister of Education, CAF and PD M Okendro Singh as chief guest, Minister of Works and Transport Dr Kh Ratan Kumar as guest of honour, and Chairman cum Managing Director of Shija Hospitals Dr Kh Palin as president.

During the function Dr Kh Ratan Kumar said the main road leading to Shija Hospitals will be properly maintained. Imphal-Myanmar highway (Moreh road) will also be well maintained to reduce the inconveniences faced by the people of Myanmar while coming here to get medical treatment.

He further said effective hospitals like Shija is giving huge contribution to the nation for which we took the pride. It will be more beneficial if the theme could be converted into action.

M Okendro Singh exhorted that the state should not depend on other states in terms of education and healthcare. There is a stereotype among the people that getting medical treatment in other states is better. However, even if the mechanic is well skilled, the work depends on the equipments.

People say that treatment at Shija is expensive however they spend whatever amount asked for in outer states. We are getting world class medical treatment at our doorstep at Shija, he added.

He further said the government has intention to support the PPP model. There is also plan to donate blood from minimum 500 people of Heirok A/C. Shija has tied up with Sharva Shiksa Abhiyan for “smile train” which will treat the patients without charging treatment fee and transportation charges. The government will try to expedite the process.

Shija has shown green signal for some offers for treatment under all India rate. This will encourage people to get medical treatment here instead of going outside the state, he added.

The minister continued to say that there is a need for street lighting on the road that leads to Shija. The task of street lighting will be my responsibility.

He also appealed the people to cooperate and said that it is time that we call back our doctors and teachers working in other states in order to make our land which is not dependent on other states.

Dr Kh Palin as president of the occasion said Shija is trying to improve the economy and healthcare of the state and the nation as a whole. There should not be any compromise in healthcare. Keeping in view of the state population there is a need for 6000 beds at present which will provide employment to 180000 people in the state.

The government of India is appealed to provide medical visa on spot like that done in Kolkata so that patients from Myanmar could come here for their treatment. Myanmar is a country where we can sell our product, he added.

He also said that there are plans for treatment of government employees and BPLs in the hospital.
