A worker now engaged in CAU, Iroisemba was beaten to death by VDF personnel last night around seven p.m.
The victim was identified as Kharibam Sunil (18) Charangpat Maning Leikai.
To protest the killing, residents of the victim locality blocked Imphal Moreh road at Thoubal Arongthong and traffic was disrupted for some time.
A police team of Thoubal fired tear gas shells to disperse the protestors and later control the situation.
Sunil a labour in CAU, Iroisemba came out to eat paan near CAU gate last night and after a heated arguments, the VDF personnel attacked him in the head with the but of the rifle and he succumbed to his injuries at hospital.

The Indian Institute of Carpet Technology Srinagar (IICT) is an ISO 9001:2008 certified autonomous institute, established by office of the Development Commissioner (Handicrafts), Ministry of textiles, Government of India and the Department of Industries & Commerce (Directorate of Handicrafts), Government of Jammu & Kashmir. The IICT, Srinagar has been set up to provide technical support and development support to the carpet industries specific to Jammu & Kashmir.
The main activities of IICT Srinagar revolve around Human Resource & Development (HRD), Research & Development(R&D), Design Creation and Development(DCD)and other Technical services to the industry. The IICT, Srinagar is a satellite centre of Institute of Carpet technology, Bhadohi, UP. The institute commenced functioning in the year 2004-05. It is managed by an Executive Committee headed by Principal Secretary, Industries and Commerce, J&K Government.
Carpet Designs & Talim Scripts
IICT has introduced a modern technique which is a locally developed Carpet Design Software, in the field of carpet designing wherein carpet designs are automatically converted into Talim Scripts (a unique Coded Pattern). The designs herein created and developed are preserved for ever. This innovation has eased the design work enormously as it used to take months together for a group of persons comprising of Naqash (Designer), Talim Writer and a Talim Copyist to make the carpet design of standard size and to transfer the design drafted on graph paper (outline only) into the coded pattern known as talim in the local language. With the help of this technology, one can view the complete design on the monitor of a computer before actually going for manufacture.
Modern Carpet Loom
After an extensive research for more than four years (2005-2008), the Institute conceived the design of Modern Carpet Loom, first of its kind in the entire country, and developed its one prototype. This was aimed at improving the working conditions of the carpet artisans. The necessary testing and trial runs of this prototype were conducted at the Institute for more than two years and its working was observed on regular basis. After additional trial runs in more than 100 carpet training centres of State and Central Government were conducted to make them user friendly, these looms were approved for introduction in the carpet industry of the State.
Subsequently, Office of Development Commissioner (Handicrafts), Ministry of Textiles, Government of India has earmarked funds to the tune of 32.0 Crores for the introduction of 8000 such looms in the carpet Industry under Mega Carpet Cluster Project as per funding pattern of 80:20 as the share of Government of India and State Government respectively which implies that Modern Carpet Loom along with the sitting bench shall be made available to the artisans free of cost.
The Institute has distributed first consignment of 500 Modern Carpet Looms in 10 districts of Kashmir division (50 looms/district) in July 2012.
Skill Up-gradation
To educate and upgrade their skill and broaden their information & Knowledge base, IICT has devised Skill Up-gradation/Orientation Training/ Design Workshop programmes for over 1700 persons comprising of Artisans, Designers, Talim Writers, Washer-men etc. This will help in manufacturing best quality carpets as per the current market requirements which in turn will address the issue of low economic returns to the artisans.
Infrastructural Facilities
The Institute has set up Design Studio with latest digital equipments wherein 561 Carpet and 107 Kani Shawl Designs in the digital form were developed with the application of Carpet Design Software. IICT generated revenue of Rs 13.17 Lacs from the industry while providing these on nominal charges.
Library has been set up with relevant books and magazines of international repute for the reference of Industry & trade. Design Bank has been set up for the carpet craft in the digital format wherein 287 old/traditional carpet designs presently available in the form of manually written Talim paper scripts (coded pattern) have been digitised so far. The digitised designs are preserved forever and can be recreated as per the current market requirements. Besides, Testing Laboratory for Physical and Chemical Testing of raw materials like Silk, Wool, Cotton etc., has been set up.
A detailed research study has been completed by the Institute to look for ways and means to streamline the process of carpet washing which has remained unchanged since centuries together and to standardise the use of chemicals and auxiliaries to improve the finishing of carpets.
Integrated Skill Development Scheme (ISDS)
The Institute has introduced two unique Short and Long term courses under Integrated Skill Development Scheme (ISDS) of Ministry of Textiles, Government of India. Under the programme, over four thousand persons shall be trained, over a period of five years, with the objective to develop a trained human resource for the carpet Industry in Kashmir division. Besides, it is aimed to create additional self employment opportunities for the educated unemployed youth in the Handicrafts sector by providing them requisite technical and entrepreneurial skills so that they could set up their own income generating units for the growth and development of the Carpet Industry.
Under the scheme, 4200 candidates from eight districts of Kashmir division viz Anantnag, Bandipora, Baramulla, Budgam, Ganderbal, Kulgam, Pulwama & Srinagar, shall be trained under four months Certificate Course in Carpet Manufacturing (CCCM) and 100 candidates shall be trained under One year Diploma in Carpet Technology & Entrepreneurship Development (DCTED). The scheme is in progress since January 2012.
Mega Carpet Cluster Project
A massive Skill up-gradation and Capacity Building programme under Mega Carpet Cluster project sanctioned by Office of the Development Commissioner (Handicrafts), Ministry of Textiles, Government of India and Industries & Commerce Department, Government of Jammu & Kashmir has recently been launched at seven different areas of district Srinagar.
Around 4000 carpet artisans of Srinagar District shall be trained over a period of three years. The objective of this programme is to educate the artisans about quality of Raw Materials, Yarn Dyeing, Carpet Designing (Traditional/Modern), Carpet Finishing, Quality Control & its importance, Marketing & Marketing Techniques, Formation of SHG’s/ Clusters/ Cooperative Societies & their benefits and to sensitize them about the Modern Carpet Loom designed by IICT, Srinagar.
Awareness Camps
In addition, awareness sessions about the developmental schemes of various departments and organizations are organized so that artisans can avail benefits from such schemes. Awareness camps were organized at Shangus (Anantnag), Devsar (Kulgam), Reyar Khan Sahib (Budgam), and Ajas (Bandipora) for setting up of Carpet Production Centers. Around 1000 artisans and carpet weavers participated in these awareness cum interactive camps.
Study tours and field visits are also organized to broaden the horizon of their practical exposure so that artisans can assimilate changes that are taking place at the national and international level.
Studies
IICT has undertaken successful completion of study on feasibility and suitability of locally produced high quality reeled Mulberry Silk as raw material for Hand knotted Silk Carpets instead of spun silk yarn being imported from outside the State. In order to provide legal protection and safeguard against use of registered Geographical Indication by others, the Institute is presently working on the project of “Registration of Kashmiri Hand Knotted Silk Carpets under Geographical Indication Act”.

Imphal, Dec 26 NNN:The militant out Zeliangrong United Front (ZUF) has appealed the United Naga Council (UNC) to review its decision of going ahead with the 72-hour bandh. The ZUF in the same breath said the civil society organisations in the valley (Imphal) should uphold the slogan ‘Chingtam-Amatani’ (Hill-Valley are one people).
The ZUF then advised the UNC that instead of calling bandh, the latter should apprise the higher authority of the NSCN-IM to initiate action against the outfit cadre identified as Livingstone, accused in the Chandel incident. The ZUF also said the UNC does not carry the voice of the whole Nagas and that ‘whatever UNC speaks, does not reflect the society as a whole’.
The ZUF also advised the civil society organisations in the valley to stop at once the ongoing ‘communalised agitation’ in Imphal and other valley areas. “These organisations are turning the non-issue (Chandel incident) into a major issue based on communal principle,” said the Zeliangrong militant outfit. The ZUF expressed regret that many people heading home-ward for Christmas got stranded either in Guwahati or in Dimapur due to the bandh in the valley districts of Manipur. “No doubt the act committed by NSCN-IM cadre at Chandel on December 18 evening was condemnable by all but making a mountain out of a mole-hill is not a right thing to do,” the ZUF opined. The Zeliangrong outfit then said that the Chandel incident and the follow-up reaction have threatened the peaceful relation of the various ethnic groups in Manipur who are living together from time immemorial. The ZUF then said the NSCN-IM should take up concrete steps so that its cadres do not commit such act in future.
ANSAM said dor 48 hours the alleged December 18 manhandling incident was not reported. The bandh was announced only in the late evening the same day to target the Christians .

Imphal, Dec 26 : The protestors have called an 18 hour strike tomorrow from midnight to 6 pm today. meanwhile government has imposed curfew from 6 am to 6 pm. The JAC on Chandel incident was also dissolved.
An all parties meeting held was held yesterday at 3.00 p.m. in the Cabinet hall of Chief Minister’s secretariat, chaired by O Ibobi Singh, Chief Minister, Manipur.
After detailed discussion on the matters relating to 18th December, 2012 incident at Chandel, the meeting condemned the incident occurred on 18th December, 2012 at Chandel as inhuman. The meeting expressed its concerns at the inconveniences caused during the general strike to the general public and declared the incidents as very unfortunate.
The following resolutions were adopted unanimously:
1. In the meeting it is decided to urge upon the Government of India to hand over Living Stone NSCN(IM) to Government of Manipur at the earliest for taking necessary action against him under the Law.
Ail Political Party Leaders present, appealed to the JAC of Artiste, Film Forum Manipur and Manipur State Shumang Leela Council to withdraw the General Strike call considering the hardships faced by the general public.
3. All Political Party Leaders present, also appealed to the UNC to call-off the proposed counter blockade from mid-night of 26th December, 2012 considering the hardships and difficulties expected to be faced by the general public4. It is decided that a delegation of Ali Political Parties will visit Delhi to meet the Prime Minister and Union Home Minister to appraise the situation in Manipur very soon.
Meanwhile K. Meghachandra Singh, Parliamentary Secretary Information & Public Relations, Manipur expressed profound grief and sorrow over the tragic and untimely demise of Thangjam Dwijamani @ Nanao S/o (L) Th. Babu Singh of Thangmeiband Sinam Leikai, Imphal who was a stringer of DDK, Guwahati and formerly Cameraman of Guwahati-based Prime News Channel. His sudden death is deeply mourned by him and the Directorate of Information & Public Relations, Manipur. His loss will always be felt by everyone who knew him and particularly among the journalistic circles.
In the wake of molestation of a Manipuri actress and subsequent protests, BJP chief Nitin Gadkari Tuesday wrote to Prime Minister Manmohan Singh demanding that the Centre intervene immediately and direct the state government to take appropriate steps to control the violence.

IMPHAL, Dec 26 NNN: The Senior Citizens for Society (SCS), Manipur has alleged the Union Home Minister on Wednesday that the latter is antagonistic to the people of Manipur while the society has demanded a CBI probe into the Chandel incident to punish Livingstone Anal, a self-styled Lt col. of NSCN-IM.
Kh Mani, secretary SCS said the Chandel incident where Livingstone had ‘molested’ film artiste Kh Momoko in addition to physically assaulting her and attempting to kill two of her colleagues by shooting at a concert was not only serious crime against the trio but it is indeed a disgrace to the women society as a whole.
The case regarding the incident should be handed over to the Central Bureau of Investigation instead of Manipur police, he demanded.
He further demanded that the state Government should determinedly put pressure to the Central Government to book Livingstone, the main accused in the Chandel incident and punish him at the earliest.
A memorandum regarding the matter will also be dispatched to the Prime Minister, Khaidem Mani added and referred to the recent statement of Home Minister Sushil Kumar Shinde published in The Hindu and accused the Home Minister of being a leader who is antagonistic to the people of Manipur.
In the newspaper report, Shinde contended that the statement made by Manipur Deputy Chief Minister Gaikhangam was contradictory when he said that the state Government did not recognize the existence of peace camps in Manipur while the Deputy Chief Minister had reportedly instructed the Assam Rifles to close down the peace camp in the state. He also said at the same time that “the Assam Rifles cannot close down a peace camp opened by the Union Home Ministry.”
The report also mentioned that the Home Minister had instructed the state Chief Minister to refrain the Deputy Chief Minister as his contradictory statements had caused more confusion among the people.
Such act of the HM has clearly indicated that he is against the people of the state, he accused and said that this matter will also be mentioned in the memorandum.

IMPHAL, Dec 26 NNN: The 72-hour bandh to be effected from midnight of December 26 in all the ‘Naga areas’ called by United Naga Council (UNC) in protest against the alleged ‘communal attacks’ has been endorsed by Zeliangrong Youth Front (ZYF) and Zeliangrong Students’ Union Manipur (ZSUM).
“This right time decision taken by the UNC in the present situation will send out loud and clear message and prove that Nagas are peace loving people. ZYF-ZSUM will strictly enforce the said bandh in Tamenglong district and other areas where Zeliangrong people reside to tell the world that we condemn the attacks on Nagas,” the ZYF and ZSUM said.
According to the ZYF and ZSUM, the bandh enforcers and supporters of Film Forum Manipur (FFM), Shumang Leela Council and various civil society organizations have not only inflicted irreparable damages to the already socially divided society but compounded division in all respects by their demonstration of attacks on tribal communities on the pretext and taking advantage of Chandel incident.
Large groups of people consisting of women with their babies on their back, aged persons, students, children who were on foot to cross the valley portion stretching more than 20km were harassed and some of them got beaten up while some were not allowed after having walked for more than half of the distance. Vehicles carrying sick persons were destroyed and burnt down. The annual plan of every family eagerly waiting and longing to atleast celebrate Christmas together with their near and dear ones staying in different places has been completely spoiled and the festive spirit dampened by the bandh as most of the people failed to reach their respective home, therefore, relaxation or continuation of strike does not make any difference now,” the ZYF and ZSUM added.
Both the organisations then said the Zeliangrong people strongly condemned the ‘primitive’ acts and activities of the strikers.

Imphal, Dec 26MNS : The All India Tribal Students’ Association, Delhi and the Mongoloid people’s Forum solemnly appealed to the UNC and the ongoing bandh organizers to immediately call of the highly insidious bandh of communal tone and the proposed counter bandh in the hill by UNC in the interest of restoring peace and tranquility in the state. The Association also appealed to the KSO (Kuki student organization and the ZSF (Zomi Student federation). and the AMSU and DESAM to protect the people of Manipur from going haywire beyond control which is extremely alarming.
How did the molestation of an actress by of one NSCN (IM) cadre in Chandel, is followed by the Lathi – charging of a few delegates who tries to register their complaint to the Chief minister and subsequently the firing of a larger protesters by a policemen resulting in the death of an innocent journalist, culminate in an extremely Anti – hill people movement in the entire valley it was questioned.
If the motive of the bandh is to fight for justice, why thousands of innocent hill people who were on their way home were made to desperately and helplessly stranded in the valley for days. The state of Manipur has been witnessing
several incidence of Rape by security personnel, individual and even by militants but no protest of such magnitude of
communal colour had ever been witnessed in the past . Attack on the Chairman of Film Forum, Manipur L Surjakanta Sharma following his announcement for the withdrawal of the bandh was also questioned.
It was appealed to all the leaders of both the valley and hills to restrain from further flaring up of communal feeling in the state. As the valley and hills of Manipur cannot be totally separated forever, let us not communalize issues out of proportion it was stated.
Meanwhile the Shillong Manipuri Students’ Union, Shillong expressed serious concerns regarding the ongoing crisis of mis-governance in Manipur arising out of the alleged molestation to an Artist and firing to two artists at Chandel, Manipur on 16th December 2012 by one self style Lt. Colonel of NSCN (IM). In this regard:
SMSU condemned the molestation, physical assault to Ms. Momoko, an artist in Manipur and firing to two other artists by Mr.
Livingstone Anal, a cadre of NSCN IM, inaction of police personal , delay tactics and mis-governance in arresting Livingstone, killing of Dwijamani , insensitivity and irresponsible statement in communal lines by NSCN (IM). It demanded arrest of . Livingstone immediately and punish him for the crime he had committed and to take necessary steps that such thing does not recur.

All hell broke loose. The three day bandh called in the state to protest against the molestation of a film star by self styled Lt. Col of NSCN caused devastation. Such type of bandh was self destructing. The real issue was hijacked. All that was witnessed during bandh period was unprecedented. Bandh volunteers acted on their own as if they had no leaders. The three day bandh will be eye opener. Civil organisations will think twice next time before calling bandh in future. Perhaps the state Government is handicapped to take action against the NSCN cadre. It might be for these reasons that the Government called all party meeting to discuss over the matter. A delegation of all party will be sent to Delhi to pressurise the Union Government to hand over the perpetrator of the crime to the Government of Manipur. The all party delegation will be able to extricate information from the Union Government as why it cannot take action against the NSCN. Every organisation be it political or civil attempts to keep itself abreast of criminals either by expelling them or the criminals themselves deserting the organisation. NSCN too must adopt similar method. Livingstone should be kicked out from the organisation. That way the image of NSCN will be improved. Manipur almost burnt. A private channel camera man died while covering police action against the bandh volunteers. Manipur had witnessed the bandh of this nature in past. Yet police did not learn anything from the past. Live bullet was used to disperse the crowd. That had been proved by the killing of a camera man. That is really sad. What is even sadder is the fact that all these were the fall out of wild and thoughtless action of a cadre of a rebel organisation. Such person should be punished by the organisation. The prolonged association with this man will drag down the image of NSCN. Leaders of the organisation ought to know that. The state Government has announced a cash reward of Rs five lakhs on the head of Livingstone. It shows the state Government is committed to find early solution to this crime against woman. Manipur these days is becoming unsafe for fair sex. Too many crimes had been committed against women of all ages. The victims of rape or torture included even old woman. Drastic actions need to be taken against the perpetrators of the crime so that in future they will not think of committing crime against women. Laws should be made stricter to provide extreme form of punishment to the wrong doers. Who are these men who do not know crime against women is punishable. In the past even an underground organisation carried out physical elimination of rapists. Even then we continue to hear reports of molestation of women by men. Nothing has changed. But the one that happened at Chandel was painful for the crime was committed in front of law enforcing agencies by a member of a rebel organisation. As if he was out of bound he even shot to those who intervened. Livingstone had angered all. He must be caught without delay.

The episode of physical assault and bullying on the Manipuri actress Momoko and her other compatriots on the 18th of December, 2012 by Livingston Anal, an NSCN-IM cadre, was unpardonable and regretful. This episode of ghastly physical assault and bullying people has evoked a sense anxiety and anger. This also has provoked communal feelings on both the sides. In this moment of anger and festival, Hyderabad Manipuri Society (HYMS) appeals to the entire law abiding citizen and other stake holders of Manipur not to divert the issue from its main demand: book the culprit. Let us not forget that the communal undertone of the protest and counter-protest would only lead to creating a bigger social chasm and division along community lines. This is the time we all look forward for a future of equality, of better understanding of another and to strive for a peaceful co-existence.

HYMS also strongly appeals to the Congress government both in state and centre to address the issue honestly. HYMS strongly condemns the use of live bullets in order to disperse the angry protestor and eventually killing a media person. This act vindicates the militarization of the state and lawlessness.

There is a near total absent of a space for redressal. Momoko’s case is not the first; there have been plenty, which have rooted out peoples’ sense of reliableness from the government cutting across community. It is the government that has created fear and the feeling of helplessness and disillusionment with its own machineries: judiciary, executive and legislature. The central and state governments, instead of working together to bring together such divides along community in such a sensitive and complex state like Manipur, have been orchestrating division of the state along community for its own vested political and electoral advantage.

Therefore, HYMS appeals to all the people of Manipur to stay calm and look forward for a possible co-existence. HYMS also strongly urges and demands that Livingstone Anal should be booked and justice brought for Momoko. Let us pray that there are no repetitions of such episode in the future, for this we need to teach ourselves that women are not object for shaming an another community; we should respect and give equal opportunity and dignity to them, if not more, on par with men. The root cause of objectification of female body: patriarchy should be abolished and we need to change and reorient our own understanding of women and humanity.

The Shillong Manipuri Students’ Union, Shillong would like to express our serious concerns regarding the ongoing crisis of mis-governance in Manipur arising out of the alleged molestation to an Artist and firing to two artists at Chandel, Manipur on 16th December 2012 by one self style Lt. Colonel of NSCN (IM). In this regard:
SMSU condemn:
1. The molestation, physical assault to Ms. Momoko, an artist in Manipur and firing to two other artists by Mr. Livingstone Anal, a cadre of NSCN IM.
2. The inaction of police personal present in the spot of the crime.
3. The delay tactics and mis-governance of Manipur government in arresting Mr. Livingstone.
4. The killing of Mr. Dwijavani by Manipur police firing.
5. The insensitivity and irresponsible statement in communal lines by NSCN (IM)
SMSU demand:
1. To arrest of Mr. Livingstone immediately and punish him for the crime he had committed.
2. To take necessary steps that such thing does not recur.
SMSU appeal:

IMPHAL, December 26: Former Minister Pheiroijam Parijat, and member of the Communist Party of India, Manipur State Council (CPI/MSC) who represented Lamlai Assembly Constituency holding the portfolio of Medical, Arts & Culture and Agriculture in the earlier terms of the SPF government has been taken to Apollo Hospital for further treatment.

He left Tulihal Airport for New Delhi today at 3:30 pm.

It may be mentioned that ex-Minister Ph Parijat of Nongda Awang Leikai was hospitalized at Raj Polyclinic, North AOC following a stroke on the morning of December 23.
