IMPHAL, Dec 26: The Senior Citizen Association has appealed to the UNC not to continue with their call for a 72 hour general strike in the four hill districts for the sake of continuing with the strike being called in the valley districts. Reiterating that the disturbances in the staee were in in no way directed against one partucular community or ethnic group, a press release from the Association has pointed out that just as tribal people suffered on account of the general strike, valley people too suffered losses during the strike, including physical injuries and damages to vehicles.

IMPHAL, December 26: The dead bodies of a four year-old girl and her grandmother were recovered from a deep gorge at Sunusiphai Maning Heirangoi hills under Moirang police station yesterday.

The deceased have been identified as Neithoithem alias Teresa, 4, daughter of Jangkhongtinthang and Ngaikhonei Haokip, 51, wife of (L) Dongkholun, both resident of S Nabin village.

According to a source, the duo went missing after they left their home some 13 days back.

They were found dead in the ravine yesterday at around 5 pm in a decompose state.

The grandmother is said to be mentally unsound.

A case has been registered by the Moirang police in regard to the incident and the dead bodies were handed over to family members today after post mortem were conducted at RIMS.

The US-Burma relations in 2012 was an outcome of years of diplomatic maneuvering since the downgrading of US representation in Burma from ambassador to chargé d`affaires in the aftermath of 1988 democracy uprising and the State Law and Order Restoration Council (SLORC) military government’s refusal to acknowledge the 1990 general election results. It was also a result of the US government’s dual-track policy, using carrots and sticks.

As a condition to normalizing bilateral relations, the US government made some fundamental demands: the release of all political prisoners (approximately over 2,000 held in different prisons across Burma in the beginning of 2012), inclusive dialogue with opposition parties and ethnic minorities, adherence to the UN non-proliferation agreements on nuclear weapons and to end any illicit cooperation with North Korea, greater accountability on human rights issues, and to end violence against ethnic minorities. The US government also asked the Burmese government to hold free and fair by-elections.

Firstly, a total of 651 political prisoners were either released or offered presidential pardon by the Burmese government on January 13. Those released included prominent political prisoners, including leaders of the 1988 democracy uprising, the ex-military intelligence chief and deposed Prime Minister General Khin Nyunt, and ethnic Shan leaders Hkun Htun Oo and Sai Nyunt Lwin, who were sentenced to 93 and 85 years prison sentences respectively.

Secondly, the Thein Sein government signed ceasefire agreements with several ethnic armed groups: Arakan Liberation Party (ALP), Chin National Front (CNF), Karenni National Progressive Party (KNPP), Karen National Union (KNU), Karen Peace Council (KPC), National Socialist Council of Nagaland- Khaplang (NSCN-K), New Mon State Party (NMSP), Pa-O National Liberation Army (PNLA), and Shan State Army-North (SSA-N).

Thirdly, the government held April by-elections successfully. The NLD won in 43 of the 44 seats it contested. One seat each was won by the ruling USDP and the Shan Nationalities Democratic Party (SNDP). The USDP candidate captured the seat where the NLD candidate was disqualified. The SNDP won a seat from the Shan state. The participation of NLD and other political parties associated with ethnic minorities boosted the government’s claim for legitimacy and credibility of its seven-step “roadmap” toward democracy that initially began in 2003.

As the Obama administration promised to reciprocate action for action, Derek Mitchell, Special Representative and Policy Coordinator for Burma, was confirmed as the new US ambassador on June 29. The US investment sanctions was lifted on July 11, which was followed by the suspension of import bans on goods from Burma on September 27. The lifting of investment sanctions enabled US companies and international financial institutions such as the World Bank and International Monetary Fund to begin reestablishing links with Burma.

The US made four important achievements from the improved relations: triumph of diplomacy over isolation; an assurance that Burma has not engaged in any illicit engagement with North Korea on nuclear programs; a symbol of democracy and human rights around the world; and building a firmer foundation of its presence in Southeast Asia.

In addition, the improvement of relations enabled the US government to re-establish the US Agency for International Development (USAID) mission to Burma, lend support for a normal UN Development Program (UNDP) country program, to facilitate travel to the US for select Burmese officials and parliamentarians. It also paved the way for US and Burma to cooperate on the recovery of Americans missing in action or prisoners of war during World War II.

By improving the bilateral relations with the United States, the Burmese government achieved its goal of legitimacy it long sought. Until the April by-elections, the US and other Western nations still considered the results of the 2010 general elections unrepresentative of the people. The other major achievement was the lifting of sanctions.

The positive diplomacy culminated in President Barack Obama’s visit to Burma on November 19, the first ever visit by a sitting US president. The historic visit, was however, criticized by several rights groups arguing that it was premature to make such a high-profile visit when violence still continued in Kachin and Rakhine states, and when political prisoners still remained behind bars. The Obama administration said the president’s visit was to acknowledge the democratic reforms and to encourage further reforms.

On a positive note, both governments must be congratulated for taking the necessary steps to improve bilateral relations. However, the primary concern now is that whether political gestures from the Burmese government will lead to addressing ethnic minority problems, which remains the crux of decades-old conflicts in the country. When can the Burmese government sign ceasefire agreement with ethnic Kachins, and will the signed ceasefire agreements with various groups lead to guaranteeing autonomy?

Moreover, will the 2008 constitution be amended to remove the inherent role of military in politics, which currently guarantees 25 percent of seats in the parliament without election? Will all remaining political prisoners be released unconditionally? Can the Rohingya problem be resolved amicably? Uncertainty remains as to how the US government will respond in case of the non-fulfillment of these expectations.

Overall, 2012 was a significant year in terms of diplomatic rapprochement. Nevertheless, the longevity and durability of bilateral relations between the two nations will be contingent upon how democratic transition progresses inside Burma.

Manipur burnt yet again. What started out as a demand for action against the brutal assault on a film actor and firing at two other artistes during the course of a musical program held at Chandel district is slowly taking on dark shades of ‘us’ versus ‘them’.  As the circle of violence spiraled out on the streets, fuelled partly by passions whipped up by impassioned speeches and followed up on the streets of Imphal and other valley districts, by people not necessarily engaged in the ways and means of protesting against violence against women but out to ‘have a good time’, each of us need to recognize the potential damages that lay in store. If the ways of the ongoing protests and their direction is not toned down in terms of what it is directed against, all it would take to spark an uncontrollable conflict would be a random act of violence aimed at particular community or vice versa. The talk now is whether the brief lull following the bandh suspension on account of Christmas will help bring issues in perspective and calm down frayed nerves or whether it gets the worse for it, given the additional 72 hour bandh call in the hill districts.

There is a need to assess if the anger on the streets is because a woman’s dignity was compromised in public or whether it is on account of the fact that the said accused person is of a particular ethnic community belonging to an armed group that is currently in peace talks with the Government of India. There can be no condoning of what happened to the film actor but what one individual has done cannot be held accountable against an entire community. That the accused happens to belong to an armed group that’s had a track record of violating the terms of its talks with the Government of India is well documented. But to target public ire against an entire community would only fragment ties between communities that have lived together and forego the matter of what needs to be done to ensure that the safety and dignity of women are not compromised by anyone, no matter what caste or creed, identity or religion.

If the people of Manipur do decide to take a stand of ‘zero tolerance’ against all cases of violence against women following this incident, there is nothing like it. But if the anger and the indignation remain limited for this particular incident, it smacks of a lack of maturity and ironically, paints every person in such a light. The imposition of an indefinite bandh in the state has affected every person in their free movement but for those who were looking forward to the spirit of Christmas with its holy fervor and merry-making, it could not have been more badly timed. That logic and reasoning has no place when emotions are stoked needs no further validation. The schism between people leading the protest has reared its head with organizational heads calling for making space for the humaneness that is due to a community’s largest and most symbolic festival of Christmas by suspending protests till the festival gets over while individual voices were adamant to enforce the protests and continue with it. Taking the step of suspending protests till Christmas got over was a significant gesture and a measure of respect for people who follow a different faith and in no way would have compromised the call for due punishment against the accused.

Elsewhere too, in another extension of public rage and its after effects, Delhi has been seeing widespread protests over the brutal rape of a girl in a moving bus. For 3 days now, protestors have stormed heavily fortressed areas in the Capital, right from Parliament Street to the Chief Minister’s residence. There have been outbreaks of violence between the police and the protestors but no real bullets have been fired. In Manipur, a journalist working as a stringer for news channels and who was filming a protest and the subsequent police firing, first of tear gas shells and then real bullets was caught square in his chest. Video footage from the deceased journalist’s camera show how one state police personnel took aim and shot at him. While there can be no acceptable explanation for the police action of shooting anyone without prior warning regardless of whether the victim is a civilian or a journalist doing his duty, people on the streets ought to bear in mind that there is no greater harm than what fear, suspicion and intimidation can do in an environment as fraught as the one we see before us. Sane voices should step in to ensure that things do not get out of hand.  Those protesting against the Chandel incident, which has been termed an “inhuman act” must realize the dangers of becoming inhuman themselves.

One and only one thing differentiates you from the rest of the other people in the world that we have chanced to live upon today and that is your MIND. While it is easy to be swayed and to follow a popular crowd, it becomes equally hard to stand for something against someone/ something powerful. And as people’s attentions are being pushed or pulled to different issues, causes, actions or reactions, we find our-self stuck in the quagmire of multiple choices. Are we as human beings not capable of truly being masters of our mind? Do we have biases, second thoughts, insecurities of the convictions that we have? Do we constantly need reasoning from a higher authority to believe in something?

Just like a baby who first learns ways of life looking and following his/her parents in the initial stages of his/her life, a classic thought or a belief is passed down by generations of practitioners and evangelists and then absorbed and implemented. While this is right for the time when one learns how to grapple with his/her life, but when one reaches maturity, most of us try to pursue individual thoughts and create our individual sense of “right” and “wrong”, roughly called personal values. But do we know how to differentiate between right and wrong is what we should ask ourself. This brings in the ever-eluding question of the power of free choice. Do we or do we not have it? Who influences us and moulds our thoughts? Do we really control our own fate and decisions? Free Will and Predestination theories of Classical philosophers can be a right context to consider the mortal inability of a man to act on anything in isolation.

And in this complexity, there yet exist the select “Free Minds” that speak for themselves and act on their own will. They are the ones that don’t tolerate injustice. They are the innovators, the real reformers, ones that lead the pack. But a free mind has been fabled as dangerous, as too spirited and too questioning. History has always brandished free thinkers as rebellious, as non-conformists. Spartacus, Galileo, Martin Luther King, Mahatma Gandhi, Nelson Mandela… what were they if not rebels for a cause? But as we tread along through years and years within this human power struggle, we have been told to live in conformity in lieu of a civilized and dignified society adhering to man’s laws. But what has become of it, as we see, are the people who have left it on others to decide their fate. And these decisions made in favor of those in power. Even this was accepted for the little that was asked in return, just a peaceful life, even if a bonded one. Men have always been good with compromise.

We see today evil in many colors, horrific crimes, dirty politics and filth in the streets, but we wait for someone to clean it for us? Some think it will miraculously stop so we can go on with our normal lives. And injustice doesn’t matter, nor lives as long as they are not ours. We are happy when people hide everything in the closet. We do not want to see the dirty and sad world. We didn’t pay for that, did we? And then we ask ourselves in between the bouts of unrest, where has our humanity gone? Where is the sense of righteous law? We forget that we have struck a deal a long time ago. We have stopped thinking and have let other people to think for us. We believe someone else will come up with a solution, that someone else will find the answer.  So we wait. The problem is this.

For every time we made a choice out of manipulations and without rational thinking, we have added to this society’s ills. For every time that we have heard one side of the story and formed a haste opinion, we have done injustice to the ones who are oppressed. Who controls your mind? Do you or does someone else? How long do we wait to have an independent mind? A mind that is free of agenda. A mind that can think and act on its own. How long before our minds actually start to matter?

People of the state, esp. women of all communities and creed need to speak up for the victim’s right to a fair trial of the perpetrators involved in the act. All anti-social forms of protests are against public interest  and should be strongly discouraged.)

Manipur is now passing through a difficult time largely of our own making. Every organization armed or unarmed are out to destroy the very fabric of the society, all in the name of saving the state or the nation or the country, whatever name you like to refer, to Manipur. In the process of liberation of the nation from the clutch of the imagined foreign hand, the people – their live, their right, their welfare have been completely forgotten. They are no more than mere statistics. The guns have been silenced in the hills of the northern part of the state, due a ceasefire agreement between two warring ‘governments’, so also in the south to a large extend. But in the bowl of this beautiful place on earth called the valley area, the guns have been replaced by cheap grenades and improvised bombs, being freely used against the public to extort money all in the name of liberation.

More recently another cacophony of considerable decibel has been raised on the ownership of the land. The beautiful ranges of hills, lyrically described as nine rows of forts (barriers),but sparely inhibited, has been  claimed by different tribes as their own as if they sprang from the earth below their feet.. The north and north eastern part has been claimed by the Muivah centric Nagas. The southern and south western chunk has been claimed by the Kukies. The Meiteis who constitute around 65 pc of the population of the whole state and live in the valley which comprises only one tenth of the whole state, always consider themselves as the true custodian of nation state that is Manipur. They are very passionate about it and  its boundary. After all, they had fought many wars as unified people unlike other group of people during the last two centuries, some times lost and driven out but regained their sovereignty subsequently. Due to better geo-political condition, they are better off socio-economically. There lies the cause of the present precarious political situation of the state in which the people are caught between a specter  of balkanization of the small state and uneasy unity. All the three communities have published maps showing their areas of interest. Only unfortunately, there has been overlapping over each other’s assumed land. This leads to a war of words between the warring groups. Each group has traced its ancestors to a bygone era, in trying to prove its claim to be the true and original settler of the land which they are occupying now. Thankfully they do not trace too far, or else they will be surprised to find their common ancestor somewhere in the jungles of the Africa continent fArom where the homo sapiens are believed to have  been mutated from apes.  In the process, one community, the Kuki has been unjustly called foreigner. This leads to a strong  retort from Mr Susang Suantak ( Who really is the foreigner ….., TSE dt 12 Dec’12) regarding the tag of foreigner to the Kuki-Chin tribes. Mr I Wolring (The History of Anals …..TSE, dt 20 Dec ’12) asserts that Anals are original settlers in the present area called Chandel District. Both the articles are very interesting and informative. In fact Mr Wolring must be a pious man to conclude his article on a philosophical note as a true Christian, calling for peace to all. One only hopes that the nationalist leader of the recently formed Forum, dose not shoot off another salvo on any other community in anger and desperation on the issue of integrity of Manipur. The population of the New World (America) are almost all migrants from other continents. They have stop fighting and seems never to regret it. They now rule the world.

The other player in this game of churning Manipur are the communities residing in the  north and northwest of the state. They are earlier known by their tribes, but now want to be referred by the generic name Naga to be identified with the other communities of Nagaland, our neighbouring state of woe. What started as a local issue of the Nagas of the Naga Hills of Assam and which should have been resolved with the signing of Shillong Accord, has been complicated by a faction which do not want to end the fight against Indian government. One of the strong leaders of the insurgent group happens to be from Manipur. He has a vision of a unified and independent Nagaland ( or Nagalim) and is perhaps troubled by memories of his early years of life in Manipur ( apparently renewed afresh when he was unjustly denied permission to visit his home). He wants to lead his brothers and sisters to a new land of destiny where there will be no discrimination ( at least he seems to believe so). He is casting a long shadow over Manipur. His followers are determined to carve out a part of the state to be his domain. Hatred of the major community the Meiteis has replaced all sense and sensibility.

Under the circumstance, the majority Meitei community has a big role to play. The first step is to stop talking about their ‘recorded’ history of two thousand years, about their valour, about their sacrifices because such stories leave out the other communities. The later can not feel related to the history. They feel isolated, hence are not worried whether the state remains in one piece or trisected. The state chronicles mainly records the story or history of the ruler. The people are left out, but their stories of common identity and love for other are to be found only in the folklores. Cultivate this aspect of life of the people. When some tribes want to change nomenclature of  their tribes who are we to object. They are only loosing their original identity. It will take years for them  to re-establish a new identity among the new comity. Anyway most of the tribal people have already lost part of their identity as regards their name. They are now Livingstone, John, Lucy, Mary. So have the Meiteis. Now they are changing to a more aboriginal names in an attempt to reclaim identity. So insinuating to the personal life of other people will only help the Naga leaders to advance their propaganda to other people of India about their presumed grievance of discrimination , and to project the Meities as their tormentor. And thus justify their demand to allow them to live separately and in peace. It is not just for holiday or fun that the Naga social organizations are inviting thirty leaders and opinion makers of other parts of India to a meet where they will utilize every bit to pour out their woes. Rest assured, there will be many among the crowd  willing to listen and believe them. One must give kudos to these Naga leaders for their vision and strategy. Unlike our pundits who can not see beyond their nose and think straight, they always have some thing up their sleeves.

In a small state like ours which is not even the size of a district of Assam not to mention about other bigger states, and which do not have adequate resource of it own, any form of administrative division shall not be viable. The Prime Minister has said on record that money does not grow on trees. Alternative Arrangement whatever it may mean, or Sixth Schedule status shall not alter the plight of people . It will of course, enrich the asset of some of the leaders and their family members and cronies. The prosperity of the people lies in joined effort to improve our own condition. This is the message which needs to be conveyed to common Naga people that one need not make mistake to learn the bitter truth.

The other step to be taken is for the government to draw up an exhaustive and time bound plan for development of the hill regions irrespective of community. It may not be practicable at present  to connect all the hill tops which covers nine tenth of the  state, but the head quarters and surrounding areas should be connected and interconnected. Schools, colleges, hospitals and other government offices should have
habitable living quarters. If all the head quarters in the hills are developed as tourist hill stations, there will be no dirt of officers or teachers to be at station all the year round. One has to agree that socio-economic condition in the hills is still primitive. It needs improvement without further delay. The hill people themselves  need change of approach to solving their socio-economic problem. We shall ask the government to provide the infrastructure and opportunity. But it is the people who should prepare themselves to grasp the opportunity. If they wish to be benefited out of modern technology and modern management they must be willing to integrate with democratic system of administration. Harping on adhering to anarchic tribal law or tradition alone shall only isolate them. Modern laws are for the benefit of all irrespective of status and class. Let us change and face bravely the new world together.

Some people from the hill has expressed their opinion that since there are only 20 hill members in the 60 members state assembly, no hill leader can dream of becoming the CM of the state. They are probably unaware of the way how a CM is elected. The political party which holds the majority in the election which is held invariably every five years, choose its own leader to be the CM either by consensus or election among themselves. And not all members may belong to one party or a community. Anybody aspiring to be a leader must be able to have a big number of followers. He must be acceptable to a majority of the members and to his leaders at the high command or headquarter. It is for him to cultivate camaraderie among his party men. Two such leaders from the  hills had been CM for more than twenty years among themselves. This is no accident nor by dealt of appeasement nor was enforced by anybody. They become CM by their own caliber. Politics is like a game of snake and ladder. Some rise only to fall, some others rise and rise, and win the race.

At this crucial juncture of state political situation, the Meitei politicians should show their statesmanship to hold Manipur intact. If the hill people want the CM to be from among them in return for an undivided Manipur, as an assurance for their welfare ,that is a small price to pay. Recall the Mizoram Accord. How Mr Laldenga became CM and peace return with a bonus to the state. I am sure our own politicians shall not let down the people in their search for peace in the state. The other Meitei leaders should also use their tremendous power of diplomacy to woo back the hill people to collectively strife for the progress of the state instead of trying to put the clock back. But for God’s shake don’t tread on the feet of others. A large heart with immense patience, reconciliatory approach to problem, and diplomacy are the need of the hour.
